T
his year August 18 marks the centennial anniversary of the United States Constitution’s 19th Amendment’s ratification. The 19th Amendment enfranchised all American women and declared for the first time that they, like men, deserve all the rights and responsibilities of citizenship. After the founding of the United States in 1776, the thirteen states were left to decide separately upon
their voting rights. This resulted in state-bystate requirements based on gender, religion, race, tax bracket, and property ownership. Initially, New Jersey’s 1776 constitution permitted “all inhabitants” (including women) the right to vote; but an 1807 law ensured the end of women’s attendance at the polls. Interestingly though women, even though they could not vote, could run for office. During this time, several reform groups started multiplying across the United States, temperance

leagues, religious movements, moral-reform societies, anti-slavery organizations, and in many of these, women played a prominent role. This lead to many American women to began rebelling against the “Cult of True Womanhood,” that is, the idea that the only “true” woman was a virtuous, obedient wife and mother concerned exclusively with home family. In turn, this contributed to a new way of thinking about what it meant to be a woman and a citizen of the United States.

It’s been a couple of minutes, well four years worth of minutes actually, but Santa Maria Brewing Co. officially opened in Atascadero on Friday. SMBC owner Byron Moles knows people have been waiting, and waiting, and waiting. “Everyone has been like, ‘Dude, are you ever really going to open. I’m just hoping that they all haven’t given up yet,” Moles said with a smile and a laugh from inside the 27,000 square foot building on 7935 San Luis Avenue. “It’s been a long time, four years, but we haven’t lost excitement because we just knew it was going to be the turning point for us as a company.” Moles candidly said he bit off more than he could chew four years ago when he acquired the Atascadero building. Things were going well, Santa Maria Brewing Co. was growing fast. Moles purchased Tap It Brewing in San Luis Obispo and Moles opened an SMBC taproom and restaurant in Paso Robles on Park Street with plans for Atascadero to come online not long after.
Deadline for some races extended to Aug. 12 because some incumbents did not file to run again By BRIAN WILLIAMS brian@atascaderonews.com SAN LUIS OBISPO — City and county officials are reporting that election deadlines for numerous local offices on the November ballot, including city councils and school and special district boards, have been extended because some incumbents have not filed to run again. The nomination periods for the Atascadero and Paso Robles city councils opened early in July, with two seats on each up for election on Nov. 3. One of the two incumbents on the Atascadero City Council did not file by the deadline, which means the filing period extends to Aug. 12. Incumbent Charles Bourbeau and challengers Nicholas Mattson, Tori Keen and Mark Dariz filed to run for the two council seats, but the field could grow due to the deadline extending to Aug. 12. In 2013, Moles and his wife, Karen, along with brewer Dan Hilker purchased Santa Maria Brewing Co., which had produced award-winning craft beer for 15 years. They moved it into a new home, expanded barrel production, partnering with select pubs, restaurants, and retailers across the U.S, started a successful Beer of the Month Club. They quickly outgrew the Santa Maria location and began looking to move to North County.
ATASCADERO — The Atascadero City Council voted unanimously to approve the conceptual plans for the El Camino Real Downtown Infrastructure Enhancement Plan following a presentation from the Public Works and Community Development Directors. The plans, which were only conceptually approved Tuesday night, can still be altered later. It calls for reducing a portion of El Camino down to one lane in each direction from approximately Galaxy Theatres Atascadero to Rosario Avenue north of the Atascadero Police Department station. Approving the conceptual plans, allows the City to begin pursuing grant funding opportunities for the project that was estimated to cost $6 to $7 million and has been under review since 2017. The goal is to create a destination that is safe, walkable, attractive, and also promotes business to a downtown area that is rapidly expanding. “El Camino was designed and operated as a state highway for many years before the US 101,” Atascadero Public Works Director Nick DeBar said. “And in all practicality, the geometry hasn’t changed from when it was used as a highway. “I spread myself too thin. Fortunately, I’ve got some fantastic partners that have helped us get through the whole thing, but because this was such a big one, it was hard to funnel enough money through here to get it done any sooner than what we did,” he said. “Hindsight should have let some of the other things go, but hindsight is always easy.” The Atascadero building used to be home to Gary Bang Harley-Davidson. The 35-year motorcycle dealer closed the location in December of 2015.

Brass Mash Band To Play Atascadero’s Fourth Virtual Show By CONNOR ALLEN
ATASCADERO — The popular Atascadero Summer Concerts in the Park series will not be happening in 2020 as large social gatherings are still banned by state and county health officials. However, that does not mean that local lovers of live music will have to go without their fix this year as the series has moved virtual and will continue on Saturday, Aug. 22, with the Brass Mash Band. In the park, summer concerts are part of what makes small towns such as Atascadero, Templeton and Paso Robles quaint and intimate. It’s Americana. It’s sitting on a blanket in the park, overlooking the lake and drinking a glass of wine while sweet melodies fill the air under a cotton candy sky. Unfortunately, this summer, we must dance in our living rooms and backyards, but the music is still there. The Atascadero Virtual Summer Concert Series began on July 11 with the Martin Paris Band followed by Garden Party on July 25 and the Jumping Jax on Aug. 1; on Aug. 22, the series continues with a local brass ensemble, The Brass Mash Band. The band, formed about five years ago by founding member Colin Dean, is made up entirely of local musicians who specialize in brass. Brass Mash will have 10 members performing in-studio in August but are essentially the Wu-Tang Clan of small, local bands in that their exact number of members is somewhat ambiguous and always up for debate. The 10 members playing on the 22nd will be Dean, Sam Franklin, Malcolm Frasier Smith, Tim Crooks, Ben Kerr, Brett Malta, Laura Foxx, Breanna Chambers, Anthony Yi, Art Esparza, Sean Sullivan. “I am the founding member,” Dean told The Atascadero News, “and every single person has their own story and their little bizarre connection to me. I was living up in the Bay Area five years ago, and I moved down here for a job, but when I got down here, I was looking around for a brass band, and there was none. So, I just kind of filled the vacuum.” Dean, who earned his degree in music from Cal Poly, then began diving into the direct messages of anyone in the county that he could find with a passion for playing brass
instruments and the gusto to embrace peculiar mashups. “We look like a New Orleans brass band,” Malta, a tuba player, said. “We have a drum set, tuba, saxophones, trumpets, and trombones, but we play mashups of pop tunes. So, we’ll take a song that maybe the older generation will recognize and put it up against a song that the younger generation will know and put them together. Hopefully, there is a little something for everybody in that.” However, they don’t just take songs from one generation and pair them with something more contemporary, which is relatively common. The Brass Mash Band takes it another step further, choosing two songs and two artists who are diametrically opposed to one another and combine them into one magical song. Some of their top hits consist of songs that combine bands like Black Sabbath with Britney Spears or System Of A Down with Seal. “Where people imagine those artists sitting inside their brains, it’s a very different place, and musically they are very different, but for some reason, the songs work well together,” Dean said. “It ruins both songs, so it is a great mashup.” Their anarchist melodies set the perfect tone for a night of fun and rambunctiousness. The Brass Mash Band has made a habit of bleeding all the bars in San Luis Obispo dry on nights when they play at Frog & Peach Pub as the symphonic sounds pull in everyone downtown like a moth to the flame. The Brass Mash Band has entertained locals for years through the county playing some of its premiere events and venues like SLO Brew, the Tamale Festival, and the Live Oak Festival twice. The band has done so well that they have now established a residency in SLO at Liquid Gravity Brewing, where they play the first Friday night of every month. As of now, the band is not allowed to play for crowds but is excited to entertain a city on Aug. 22 through wireless devices. The concert will be available via the City’s YouTube channel (atascadero.org/youtube!) and AM radio as KPRL (1230AM) will also be broadcasting the show beginning at 6 p.m.
TEMPLETON — The Templeton Community Services District Recreation Department is preparing to organize youth athletic activities starting in September following the updated California Department of Public Health guidelines. The announcement came on Aug. 3 and stated that kids could return to outdoor activities with the proper precautions. The new rules were headlined by a competition ban that is working in accordance with the California Interscholastic Federation’s (CIF) decision on July 20 to push all high school sports competitions to Dec. 14, pending changes to state and local health mandates. Working within the rules set forth by state and county health officials, the Templeton Recreation Department is developing a plan to get kids outside and running via clinics. The initial program will be soccer and is scheduled to start on Sept. 14. It will run for four weeks before transitioning to four weeks each of basketball, softball and tee-ball. Flag football, if permitted, may be offered. The entire program is expected to end just before the winter holidays. “People are hungry for any kind of activity for their kids beyond screen time and beyond being inside the house,” Templeton Recreation Department Supervisor Melissa Johnson said. “Kids are used to running from one sport to another or one program to another, and all of that
stopped in March.” The guidelines include six feet of social distancing throughout the hour-long practices and small teams or pods of no more than 10 members. The competition ban means that there will be no scrimmages or drills that promote contact with another individual but will instead focus on skill-building and conditioning. “There are no games, and there are no competitions, no intermingling of two groups. If there are two teams on the same field, they will be separated,” Johnson said. “We are lining the fields so that each team has their own designated space, and they cannot leave that

space except for restroom breaks. They will stay in that space until pick up and drop off. The space itself will just be a large rectangle. We are not lining the fields officially, so they won’t have the usual bells and whistles on the field. There will be no goalbox or penalty area so to discourage competition that way and to encourage individual skill-building.” The Recreation Department has spent the last few weeks devising new drills and even revamping old classics and will provide coaches with visual practice plans they can pick and choose from to use with their teams.
However, playing in a pandemic does come with risks which the department has prepared for if someone, coach or player, contracts the coronavirus or begins exhibiting symptoms. “Everybody who is registered has to sign a COVID waiver, but also has to agree to certain protocols,” Johnson stated. “If something like that [a positive test or COVID-19 symptoms] happens, they need to notify us and the County Health Department. We are not relying on someone else to notify us if your child becomes ill, we want to isolate them immediately, and the whole pod will go into quarantine until the test results come back for their group. If the test results are negative, then they can get back together, and we will make some accommodations to make up for the time lost but will also have an innate ability to cease all function for that group.” The Templeton Recreation Department will be using two fields in Templeton — Evers Sports Park and Tom Jermin Sr. Community Park. It is planning to offer the program to children as young as 4 years old up to high school-age athletes looking to get in shape before their return to sports in the winter. Registration for soccer is expected to open on Friday, Aug. 14, if Johnson receives the final all-clear from San Luis Obispo County Health Officer Dr. Penny Borenstein and her office. Johnson is confident they will get cleared. “I have no doubt that we will have this approved,” Johnson said.

Big West Conference Postpones Fall Sports STAFF REPORT SAN LUIS OBISPO — The Big West Conference Board of Directors announced Wednesday that Big West fall sports competition will be postponed through the end of the calendar year. In making the decision, the Board recognized the continued serious challenges to health and safety on Big West campuses and communities impacted by the global COVID-19 pandemic. The postponement of competition in conference-sponsored fall sports includes men’s and women’s cross country, men’s and women’s soccer and women’s volleyball. The fall competitive schedules for men’s golf, women’s golf, men’s tennis and women’s tennis will also be postponed, as well as fall competition for sports in their non-traditional segment, such as baseball and softball. The decision by the Big West does not impact fall sports unaffiliated with the Big West Conference. Cal Poly is a member of the Big Sky Conference in football, the Mountain Pacific Sports Federation for men’s and women’s swimming and diving and the Pac-12 Conference for wrestling. “Although our student-athletes and our staff are disappointed, we all could see this coming weeks ago,” said Cal
Poly director of athletics Don Oberhelman. “We know this to be the right decision, and I think our hearts were prepared for this to happen. Now we look forward to the next steps of preparing for the spring.” Because the COVID-19 pandemic remains fluid, the Big West Board of Directors said a decision on whether fall sports competition would be feasible in the spring will be determined later, based on conditions and circumstances in the best interests of the student-athletes. The return to campus of student-athletes who compete in the Big West will be done at the discretion of each institution. On-campus athletic-related activity will follow strict compliance with NCAA regulations, institutional policies and public health guidelines. Wednesday’s decision does not impact the Big West winter sports of men’s and women’s basketball. Both are scheduled to begin their competition seasons Nov. 10. Health and safety of Big West student-athletes, coaches, staff and campus communities continue to be the preeminent priorities for the CEOs of the conference’s 11 institutions. As medical and scientific data rapidly evolves around the pandemic, the conference will continue to monitor developments and consider additional actions as needed.

DA Dow Provides Update Regarding Tianna Arata Case Review STAFF REPORT
District Attorney Dan Dow issued a statement today, in response to fast-spreading misinformation, to provide a factual update on the status of the criminal case review pertaining to the arrest of Tianna Arata on July 21. The public is urged to be patient while the case review is conducted. Public pressure for a particular outcome will not be considered in making a charging decision.
SAN LUIS OBISPO — In response to recent misinformation posted on social media and other outlets, I am taking this opportunity to provide clarity on the status of the investigation involving Tianna Arata and her involvement in the protests within the City of San Luis Obispo on July 21, 2020. On July 21, the San Luis Obispo Police Department arrested Tianna Arata for conduct she engaged in when participating in protests that occurred on the same date within the City of San Luis Obispo and adjacent sections of northbound and southbound Highway 101. Within hours of her arrest, Ms. Arata was booked and quickly released from the county jail without the requirement of posting a bond. She is not in law enforcement custody. The San Luis Obispo Police
Department has completed their investigation, and on August 6 referred the matter to the District Attorney’s Office with a recommendation to file criminal charges. Today, August 10, the district attorney’s office began its review of the referral to determine if criminal charges should be filed, and if so, what charges to bring. The review will involve examination of all of the evidence that includes many social media posts, video evidence, witness statements, and other evidence. It is likely that additional investigation will be necessary before making a criminal filing decision. Additionally, the district attorney’s office is in communication with Ms. Arata’s defense counsel and will consider any evidence or information provided by her counsel in conjunction with the review. Finally, recent social media posts and other media reports state that Ms. Arata faces 15 years
in prison for her conduct. This is patently incorrect and a reckless statement. Due to public safety realignment (AB 109) signed into law in 2011, the charges referred are only eligible to be sentenced to a term in county jail, not state prison. Although the San Luis Obispo Police Department has listed numerous charges that they believe the evidence supports, the decision of what charges to bring is completely within the District Attorney’s authority and responsibility. All individuals charged with a crime are legally presumed innocent until convicted in a court of law. Therefore, it is premature to speculate or discuss what possible sentence would be appropriate or warranted. Ms. Arata is scheduled to appear in the San Luis Obispo County Superior Court on September 3. It is anticipated that a decision on whether to file criminal charges will have been made prior to that date.

Supervisor Adam Hill Found Dead at His Home
City, ECHO and Paso Cares Collaborating Safe Temporary Camping Area Established for the Homeless in Paso Robles
STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County District 3 Supervisor Adam Hill was found dead in his home in Pismo Beach on Aug. 7. The details of his death have not been made public. The County of San Luis Obispo asked on Aug. 7 that his family’s privacy be respected. “It is with sadness that we have been informed that Supervisor Adam Hill has passed away. This is shocking and tremendously painful news. While we are unaware of the details at this time, we ask everyone to let the proper authorities do their jobs and investigate. Please respect his family’s privacy at this time.” Later Thursday evening, Assemblyman Jordan Cunningham sent out the following statement: “I am saddened to hear of Supervisor Hill’s passing. Adam and I worked together to improve the lives of Central Coast residents and protect the Diablo Canyon workforce. He leaves a legacy of passion and commitment to public service. My condolences to his family and friends during these difficult times.” Hill was reelected on March 3, winning over Stacy Korsgaden by 587 votes.

Hill was hospitalized on March 12 and later stated that he had attempted suicide. The same day Hill was hospitalized, the FBI served a search warrant at the San Luis Obispo County Government Center. Hill said at the time that he could not comment on the pending and confidential investigation. The FBI also did not comment on the investigation. In April, Hill resigned his position as Chair of the Board of Supervisors but resumed his duties as District 3 Supervisor. Hill announced in early July that he was seeking specialized treatment for depression and encouraged others struggling to reach out for help. PASO ROBLES — To respond to high fire risk conditions and follow guidance for providing shelter to those experiencing homelessness during the COVID-19 pandemic, the City is offering an emergency, temporary camping area with individual tents and basic services. City officials hope by relocating homeless individuals currently living in encampments in the Salinas Riverbed to a safer, lower fire-hazard area in which security and basic services can be provided it will reduce the number of fires in the riverbed. Moving the homeless out of the riverbed will allow the City to further implement its hazardous fuel reduction measures in the riverbed. Paso Robles has experienced over 400 fires in the riverbed over the last three years, many due to cooking and warming fires. Also, habitation in the riverbed has the potential to contaminate one of the City’s major sources of water. The outdoor camping area, located at
3501 North River Rd., opened Wednesday, Aug. 5. The 20-space expandable camp is equipped with individual tents and safe parking for people living in vehicles. The City of Paso Robles, in partnership with El Camino Homeless Organization (ECHO) and Paso Cares, will provide daily services at the site. Also, private security will be provided to help foster a safe and welcoming environment. The City is providing restrooms, trash service, hand washing stations, and showers. Paso Cares and ECHO are partnering to provide one meal per day onsite, seven days a week. Additionally, mental health and addiction services will be available. The site owned by the City and not currently in use was chosen for its proximity to existing encampments, low cost and availability. Input from service providers indicated that residents currently sheltering in the riverbed are more likely to relocate to an open and safe area if it is near their current encampments. “Paso Roblans have a proud history of providing a safe and nurturing quality of life for our residents,” said Julie Dahlen, Community Services Director for the City. “While the growing problem of homelessness is not unique to Paso Robles, it runs counter to these core values. The City’s immediate goal in providing this
temporary camping area is to minimize fire danger for those residing in the riverbed and for the community. But it is just the first step in seeking long-term solutions to a complex social issue. The City looks forward to continued collaboration with Paso Cares and ECHO to make sustained progress in achieving our shared goal of successfully addressing homelessness in our community.” The City continues to work closely with the County and ECHO on developing long-term plans for mitigating fire risk in the Salinas riverbed and long-term projects for the 200-plus homeless individuals estimated to live in the Salinas Riverbed, 74 percent of whom are SLO County natives, according to the most recent point-in-time count. A longer-term solution is anticipated sometime in 2021. Community input will be sought as part of that process. SLO PD Committed to Public Safety STAFF REPORT SAN LUIS OBISPO — During the COVID-19 pandemic, San Luis Obispo Police Department is committed to keeping the public safe when they need to run essential errands, “Safety is paramount, but especially during the COVID-19 pandemic,” Sergeant Jeff Booth said. “We are all in this together and want everyone to be as safe as possible when they are out. One way to do that is by not driving impaired.” San Luis Obispo Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications or over-the-counter drugs may interfere with driving. Always follow directions for use and read warning labels about driving or” operating heavy machinery,” which includes driving a car. While medicinal and recreational marijuana are legal, driving under the influence of marijuana is illegal. If you plan on drinking or taking medications that may impact your ability to drive safely, plan on staying at home. Driving sober is your safest bet. Drivers caught driving impaired and charged with DUI will pay a stiff price: an average of $13,500 in fines and penalties, as well as a suspended license. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
CALIFORNIA — Most people can now renew their driver licenses online, according to the state’s Department of Motor Vehicles. The California Department of Motor Vehicles expanded renewal eligibility in June to provide more options to residents during the COVID-19 pandemic. With the temporary extension for California drivers age 69 and up expiring July 31, the DMV is urging eligible drivers to renew online. The DMV move comes after Gov. Gavin Newsom signed an executive order waiving in-person renewals
for drivers and ID cardholders who may have reached their maximum of out-of-office renewals. The order makes most drivers, not just those 69-and-older, eligible to renew their licenses online or through the mail. But not everything is going online. The DMV stated that some people, including those applying for a REAL ID for the first time, still must visit a field office. However, the DMV suggests completing an online application and uploading all necessary documents ahead of time to speed up the process and limit the amount of time spent at the field office. According to the DMV, an automatic
one-year extension has been granted to all drivers aged 70-and-older whose licenses were set to expire between March 2020 and December 2020. People with commercial driver licenses set to expire between March 2020 and September 2020 have been extended to Sept. 30, 2020. Non-commercial learner’s permits set to expire between March 2020 and August 2020 have been extended “six months or to a date 24 months from the date of application,” the DMV said. San Luis Obispo County Regional Airport Begins First-Ever Construction Manager At Risk Project
Warbirds, Wings, and Wheels Annual Event Canceled
STAFF REPORT SAN LUIS OBISPO — The San Luis Obispo County Regional Airport (SBP) awarded its first contract for a Construction Manager at Risk (CMAR) project. Granite Construction Company (Granite) will serve as CMAR for the airport’s Runway 11-29 rehabilitation project. CMAR is a collaborative construction delivery method where the construction manager is involved in developing the design with the designer. Rather than the traditional process of designing a project, then bidding for labor and materials, and then constructing the project, CMAR allows the constructor to participate in all those aspects for the benefit of the project. By joining the process
early, the CMAR can collaborate with the designer to determine the most efficient and cost-effective process. The contr act allows Granite to provide valuable input in the design of the Runway 11-29 rehabilitation project. In this phase, Granite will work closely with the project designer, Mead and Hunt, to develop the construction documents, prepare real time-cost estimates, and create construction schedules. As CMAR, Granite will also establish a Guaranteed Maximum Price (GMP) to construct the project when the design is complete.
Once the owner approves a GMP, the airport project wil l not exceed that amount. This process serves to protect the airport’s budget and also to reduce late-stage changes to the project. “It’s imperative that our runway rehabilitation be developed in a way that minimizes impacts on the traveling public,” said Kevin Bumen, A.A.E., C.A.E., Director of Airports. “By establishing a Construction Manager at Risk, we are ensuring that the construction team can coordinate logistics, timelines, and budgets in the most effective way possible.” This award is the first
CMAR project for the airport and the County of San Luis Obispo. The County Board of Supervisors authorized the airport to use CMAR as a pilot project in December 2019. The Federal Aviation Administration also weighed in, providing approval for its federal funds to be used in the CMAR process. The $1 million contract, approved by the County Board of Supervisors today, is limited to $50,000 for the initial preconstruction phase. The total Runway 11-29 rehabilitation project, including GMP, is currently estimated at $14 million. The preconstruction phase of the runway rehabilitation project will begin immediately. The project is scheduled to be complete in summer of 2021.
STAFF REPORT PASO ROBLES — The Estrella Warbirds Museum and Woodland Auto Display annual Warbirds, Wings, and Wheels event scheduled for Sept. 19 in Paso Robles was canceled amid coronavirus concerns. Warbirds, Wings, and Wheels was originally scheduled for May 8 but was postponed until Sept. 19, anticipating a subsiding pandemic. However, with significant increases in coronavirus cases recently and the risks involved to the public, participants, volunteers, and staff, cancellation was the only option, according to the Museum’s Board of Directors. This event has consisted of a popular car show, dance, and swap meet. Also, the Estrella Warbirds Museum had a display of military aircraft, vehicles, and memorabilia, and the Woodland Auto Display showed its collection of racing, vintage, classic, and historic vehicles. Airplane and car enthusiasts from all over California have gathered at the Paso Robles Airport for the past eleven years to share and explore their interests at this event. County Public Health Works with CMC to Contain COVID-19 Outbreak By BRIAN WILLIAMS SAN LUIS OBISPO — County of San Luis Obispo Public Health officials are working closely with the California Men’s Colony leadership team to manage the COVID-19 outbreak at the facility. Due to the coordination and collaboration between County Public Health, the prison, local hospitals, and State agencies, SLO County is in a better position than other counties with similar prison outbreaks, officials say. “A communicable disease outbreak in a prison setting poses a hazard to inmates, employees, and the community at large and we are coor-
dinating with all of our local and state partners to ensure that CMC has the support and guidance it needs to control the spread,” said Dr. Penny Borenstein, County Health Officer. “Correctional, shared or group settings have their own unique challenges for controlling the spread of COVID-19, and our Public Health team is working closely with CMC to take necessary actions and prevention measures.” The County Public Health Department is also testing CMC staff. So far, about 140 staff members have been tested by County Public Health. CMC has protocols in place that follow California Department of Public Health COVID-19 guidance for
correctional facilities. County health officials say the prison is successfully isolating and quarantining inmates with symptoms or who have tested positive and is providing the necessary care to help slow the spread. Local Public Health officials have also been advising CMC leadership on various health measures to slow the spread and prevent a larger outbreak. “CMC is proud to be working alongside County of San Luis Obispo Public Health in ensuring the safety of the staff and inmates at our Institution,” said Warden Josie Gastelo. Over 100 CMC inmates and a dozen staff members have tested positive for COVID-19 in this

Arrest: Possession and Distribution of Child Pornography STAFF REPORT SAN LUIS OBISPO — On August 6, an investigation by members of the Sheriff ’s Sexual Assault Felony Enforcement (SAFE) Team/Internet Crimes Against Children (ICAC) Unit culminated in an arrest warrant for 21-year-old Millan Chaudhary. A cyber tip was received, and through an investigation, it was determined that Chaudhary, in the years before he attended Cal Poly and during his time on campus, had set up a video camera system in his bathroom. This video system was in place while Chaudhary was in the dorms at Cal Poly, a home off-campus in San Luis Obispo, and various locations in the San Francisco Bay area and Lake Tahoe. The system would record unsuspecting women and some men in various states of undress while showering or going to the bathroom. Some of these victims were adults, and some were underage. On February 20, 2020, a search warrant was served at the home Chaudhary was renting in San Luis Obispo. Working in conjunction with Detectives at Cal Poly, investigators seized a phone and computers which contained images of child pornography. During the course of the investigation, it was discovered that Chaudhary was taking still images of the videos he had taken and then distributing those images over the internet. An arrest warrant was issued on August 6. Chaudhary surrendered to authorities on August 7. He posted bail of $600,000 and was released. Chaudhary was arrested on 17 felony counts of exhibiting a minor in pornography, one felony count of possession of material depicting a minor engaging in sexual conduct, one felony count of eavesdropping, and 21 misdemeanor counts of invasion of privacy. It’s believed there are 24 victims in all. All of the incidents involving minor victims occurred outside San Luis Obispo County. It’s believed the videos taken in San Luis Obispo County were recorded during a one year period from February 2019 to February 2020. Arrests Made in Two Illegal Trespass Cannabis Grows in Northern San Luis Obispo County STAFF REPORT SAN LUIS OBISPO - The San Luis Obispo Sheriff ’s Office, along with partner agencies, investigated two illegal trespass cannabis grows in Northern San Luis Obispo County. The cultivation sites were located in the area of Parkhill Road and Huer Huero Rd. Detectives harvested various stages of cannabis plants being illegally cultivated. Members of the Sheriff ’s Special Operations Unit, Sheriff ’s Cannabis Enforcement Unit, California Department of Fish and Wildlife (CDFW), Homeland Security Investigations, Campaign Against Marijuana Planting (CAMP), Cal Fire, Code Enforcement, California Department Food and Agriculture (CDFA) Cal-Cannabis, and the U.S. Forest Service Bureau of Land Management were involved in the investigations. The illegal trespass grows were
spotted by members of the Sheriff ’s Cannabis Enforcement Unit a few days prior during a reconnaissance mission. Evidence at the scenes indicated both grow sites may be part of a Mexican National cultivation operation. This type of operation, besides being illegal, produces many environmental hazards from the chemicals and pesticides used on the plants to the generation of large amounts of trash. A container of carbofuran was located at one of the properties, which is an illegal, dangerous toxic pesticide known to be extremely hazardous. Nearby water sources were affected and diverted to water the cannabis plants. Members of the CDFW are investigating a full investigation related to the ecological concerns. Approximately 5,000 plants were confiscated. If these plants had been allowed to mature, it is estimated the retail value of the cannabis would have been

Five weapons were seized, including a fully automatic AK 47 style assault rifle with a 30-round magazine and 100-round drum-style magazine. One of the suspects, Antonio Mendoza Alvarado, had a criminal history with ties to a criminal street gang out of Delano, California. Due to the zero-bail policy, all persons arrested, for the various felonies committed, were released back into the community within 8 hours of being booked into San Luis Obispo County Jail. Suspects arrested in this case were, Carlos Martinez Espinoza, 35, of Delano, CA, Antonio Mendoza Alvarado, 26, of Delano, CA, Hector Fernando Zepeda Miranda, 36, of Santa Maria, CA, Jaime Rivera Mercado, 44, of Stockton, CA Benjamin Rivera Mercado, 42 of Lodi, CA.

STAFF REPORT PASO ROBLES - On August 2 San Luis County Sheriff ’s Office K-9 Deputy made a traffic stop on Highway 46 East in the area of Whitley Gardens for speeding and expired registration violations. The occupants of the vehicle were 30-year-old Prisciliano Cruz Garcia and 27-year-old Laura Nallely Ramirez Chavez, both of Paso Robles. During the traffic stop, an open-air sniff around the vehicle was conducted by K-9 Rooster, who had an alert for the odor of narcotics. The Deputy conducted a hand search of the vehicle, and a small baggie of suspected powder cocaine was located as well as two zip-lock sandwich size baggies of light-greencolored round pills, suspected to be counterfeit hydrocodone pills. Additionally, approximately $1,500 in cash was seized. Later, Narcotics Detectives from the Sheriff ’s Special Operations Unit, San Luis Obispo County Probation Department, and Homeland Security Investigations served a search warrant at an apartment in the City of Paso Robles, where Garcia and Chavez were residing. This search warrant resulted in the seizure of additional counterfeit hydrocodone pills similar to that located in the traffic stop, approximately 3/4 pound of heroin with a street

value of $10,000, nearly $8,000 in cash, and evidence associated with narcotics sales. Garcia and Chavez were arrested for possession of a controlled substance for sale and transporting/ selling a controlled substance. The pills from the traffic stop were later analyzed at the Sheriff ’s Office Crime Lab and tested positive as a mixture of fentanyl and tramadol. Approximately 2,000 pills were seized with a street value of $20,000. Of particular note as to the toxicity of Fentanyl, two to three milligrams is considered a lethal dose. Pills similar to these have been attributed to numerous overdose deaths within San Luis Obispo County. Fourteen deaths were attributed to fentanyl last year, and 12 deaths have been reported so far in 2020. Due to the zero-bail policy, Garcia and Chavez, for the various felonies committed, were released back into the community within 4 hours of being booked into San Luis Obispo County Jail.

ATASCADERO - Early morning on Monday, August 10, at 12:53 a.m. Atascadero Fire & Emergency Services responded to a 2 Alarm Structure Fire at 5305 Vega Avenue in Atascadero. Upon arrival, firefighters found a fully involved structure fire in a single-family residence. Fire crews had a difficult time getting enough water as the location of the house was a significant distance from the nearest hydrant. One resident was awake at the time, which helped with evacuating residents of the home. Everyone made it out safely, with no injuries reported; however, there is still a dog missing. Fire crews were able to control the blaze within two hours fully and remained at the scene until this morning. In addition to our firefighters, Atascadero Police Department was on hand for traffic control, along with three engines from Atascadero Fire plus our Fire Chief, County Fire with two engines and a Battalion Chief, one engine each from Paso Robles, Templeton and Santa Margarita, as well as, San Luis Ambulance. NATIONAL POST OFFICE PROCESSING CHANGES Starting on July 20, the Paso Robles Post Office, Post Master informed us they will no longer be breaking down the raw mail for carriers to take out in the morning. It will now be done in the afternoon. This means that if the newspapers are delivered Thursday morning, they would not be sorted for routes until Thursday afternoon. This, in turn, would mean that the Post Office would not be delivering local papers until Friday morning. According to the Post Master, this policy was implemented by the United States Post Master General after evaluating the post office workers’ overtime. They were sorting in both the a.m. and p.m., this policy eliminates the a.m. sorting. We are unaware if this will affect both papers; however, we will be evaluating our options, which may include in-person delivery. bookkeeper trainee. In 1947 she was assigned to District Utility on the Central Coast area before returning to the Paso Robles branch in May of 1949. She was promoted to assistant chief clerk’s duties in 1952. In July of 1956, Ruth was promoted to officer status as assistant cashier becoming the first woman bank officer at the Paso Robles Branch. Ruth continued to move through the ranks and was the merchant teller for many years before retiring in 2000 after 55 years at Bank of America. Just as sharp as she was in the banking industry, she was in life right till the end. Her recollection of dates and facts was uncanny. Her notes at home included so many wonderful tidbits of history, people, places and things, including the names of people’s pets, children and grandchildren. If you ever stopped by for a visit, I’m sure it is written in one of the many

uth Marie Von Dollen, 94, entered into her final “big sleep” in the morning hours of August, 3, 2020. Ruth came into the world on January 4, 1926 at the family ranch on Hog Canyon Rd , She was the fourth of four daughters born to Max and Bertha (Hennings) Von Dollen. Ruth attended school at the one room Ellis School on Hog Canyon Rd and graduated from Paso Robles High School in 1944. Soon after graduation, she began her employment at Bank of America as a
diary pages she kept, and how old each of you were on the day you stopped by. She was a very modest woman with a generous heart, but if you wronged her beware. And whatever she may have done for you, if you forgot to send a thank you note, you would never hear the end of it. Ruth was a supporter of many causes as apparent by the notecards and trinkets she received in thanks in the mail. She was a member of the Farm Bureau, Pioneer Museum, North County Humane Society as well as frequent visitor to the Senior Center. Ruth was very proud of being a fourth generation Paso Roblan. She always took great joy in the Pioneer Day festivities including the Old Timers BBQ in San Miguel, the Ladies Tea and of course the parade itself. Although she was asked multiple times to accept the nomination as Pioneer Day Queen, she felt “It just wasn’t right for her”. But she sure enjoyed being able to
ride in the restored family buggy a few times in the parade in recent years. Ruth enjoyed playing cards and doing word search puzzles to keep her mind sharp and watching her Dodgers on TV. She also bowled for many years at Wilson’s Lanes on the Rip Van Winkles league. Her true joy however was her social life spending time with her former Bank of America co-workers, her old classmates, and her family. She loved to go out for breakfast or lunch and was a frequent diner at Touch of Paso, Springside, Vic’s and the always special Sunday Brunches at The Grill at Hunter Ranch. Those that met her, seldom forgot her. She was preceded in death by her parents, Max and Bertha, siblings Doris Atkins, Amelia McKee, Ella Pafford, nephews Lee Davis and Melvin McKee (infant), great nephew Matthew McKee, great-great nephew and niece infants, Henry McKee and
Ella McKee. She is survived by nephew Bob ( Jenny) McKee, great nieces Shelley (Tim) Batrum and Audra Davis Vasquez, great nephews Rob (Angela) McKee and Greg Davis, great-great nieces, Mattie Batrum, Mollie Batrum and Khylah McKee, numerous cousins, and special friends, Peggy Walker, Pricsilla Pernoskt, Pat Bland and Jim and Sandy Heiskill. The family would like to thank Neal and the entire staff at Ingelside by the Lake and Central Coast Home Health and Hospice for tending her needs during her final months. Ruth was laid to rest next to her parents and sisters in the family plot in private services at Pleasant Valley Cemetery, on Wednesday, August 12, 2020. Donations may be made in her name to Pioneer Museum, North County Humane Society or El Paso de Robles Historical Society.

Paso Robles Police Arrest DUI Driver and Find Illegal Drugs in Vehicle
STAFF REPORT UPDATE: At 3:30 p.m. on August 12, the Sheriff ’s Office released a statement informing the public that 17-year-old Hailey Pardue of Paso Robles had been safely located. Pardue was reported as a runaway juvenile by her father and was believed to be in the Paso Robles, Atascadero, or San Miguel areas of northern San Luis Obispo County. Pardue contacted law enforcement after a press release was issued on August 11, asking for information regarding her whereabouts. She has been reconnected with her family. Original Story The San Luis Obispo
County Sheriff ’s Office is attempting to locate 17-yearold runaway juvenile Hailey Pardue to check on her welfare. Pardue was reported as a runaway juvenile by her father on May 31. She was last seen on May 30 at approximately 2 a.m. Pardue is believed to be in the Paso Robles, Atascadero, or San Miguel areas of northern San Luis Obispo County. She does not have a cell

phone or access to money. In the past, Pardue has been located in transient camps and near or around Walmart and other similar stores or shopping centers. Pardue is possibly associated with 24-year-old Ryan Baker and may be living in the riverbed areas of San Luis Obispo County. STAFF REPORT PASO ROBLES — The Paso Robles Police Department arrested Kyle Hackett for driving under the influence and possession of illegal drugs. Early morning on Aug. 4, officers stopped Hackett for driving on a suspended license. He displayed signs of being under the influence and was arrested on suspicion of driving under the influence of drugs, according to PRPD. In his pocket, Hackett had about 10 grams of fentanyl. Police searched his vehicle and reportedly found drug paraphernalia, about 24 grams of methamphetamine, 4 grams of heroin, a scale, and baggies. Hackett was additionally charged with sales and was later released on a citation per emergency zero-bail.
Kyle Hackett was arrested for driving under the influence and possession of illegal drugs.

We found courage and bravery in our everyday heroes that now were helping us navigate through the most difficult times in our lives. And we did it all together. Today, we are going into the second week of August, and it is an extremely different environment than we started the pandemic with. The world has changed, and we have all changed along with it. Thinking back to the idea of “2020 Vision” at the beginning of the year perhaps holds a more profound meaning now than it ever could before. It may be that the world needed to stop. Take a pause. Re-direct and view things differently. As we begin to move forward, we are starting to feel that old sense of excite-
ment. We are preparing for 2021 and all that it will bring with it. We are cautious but hopeful. We see that we have an opportunity, and we are ready to embrace it. As a company, as members of our community and as individual people. The time for change is now, and we are up to the challenge. We will be making significant changes going forward that have already been set in place over the last few months. It is time to start evaluating our systems and protocols to be sure that we are ready for this next phase. Our 2020 re-vision is brighter than it has been in a long time. We are embracing the challenge and ready to continue doing the hard work. Our future may look different from how we started the year, but I genuinely believe we are right where we are supposed to be. ‘Nine-Bill Housing Package Derails Local Choices’

T
he silver lining provided by some past pandemics has been that they opened minds, awakening entire nations, and continents to what was wrong with the way things previously were. So it was, for example, with the bubonic plague of the 1300s, also known as the “black death,” which produced labor shortages that started the demise of the feudal system, turning serfs into free people if they could reach the walled cities of the time. But there is little evidence that California’s leading lawmakers have seen the many changes the coronavirus pandemic has wrought in California. No, even though COVID-19 has killed well over 8,400 Californians, current legislative leaders still pursue their old, pre-pandemic goals as if nothing were different. That’s especially true in housing,
where seismic change is about to occur as businesses increasingly abandon office towers, creating vast new vacant spaces that will inevitably become housing units. This will create the dense housing sought for years by the likes of Democratic State Sen. Scott Wiener and fellow Democratic Sen. Toni Atkins of San Diego, the state Senate’s powerful president pro tem. New and current reality, which sees office leasing around California at its lowest levels since the Great Recession, with more and more companies telling workers to operate from home, has not dented these folks’ thinking. They persist in fighting the last war, always a losing proposition for military leaders, and often equally disastrous for politicians. The best example of their thinking is a nine-bill package mostly sponsored by Wiener and Atkins, joined by other knee-jerk liberals like Berkeley’s Sen. Nancy Skinner and Assemblymembers Buffy Wicks of Oakland, Richard Bloom of Santa Monica, Lorena Gonzalez of San Diego and David Chiu of San Francisco. As the Legislature sort-of returns from its second virus-induced recess of the year — a period when lawmakers ceded virtually all state authority to Gov. Gavin Newsom — the ninebill housing package will start moving quickly through committees. It has
backing from developers and labor unions, both major financial backers of many Democratic lawmakers. Among other things, this package would effectively end single-family zoning in California, a longtime Wiener goal. It does this by allowing four market-priced homes on all lots that now have just one, with neither affordable units nor new parking spaces required. This alone could lead to wide disruption of residential neighborhoods if many homeowners take the wads of cash developers would soon proffer. Another bill allows city councils to overturn laws passed by local voters, which protect open-space on shorelines or other green areas. The package also allows cities to rezone any parcel they like to allow 10-unit apartment buildings, in spite of any prior restrictions. It decreases the amount of affordable housing developers must include in a project to get it expanded beyond current local limits, giving developers a 50 percent “density bonus” if they build more affordable units than now required. And it allows tall apartment and condominium buildings wherever neighborhood businesses now exist. So much for the city- or county-imposed height limits. This package aims to encourage more and more Californians to move into
high-rise buildings and abandon their cars for public transit. It comes just when, rather than flocking to mass transit and ride-sharing services, most urban Californians are opting to drive private cars. Fears of contagion on public transit of all kinds stoke this trend, which sees ridership on trains and buses greatly reduced from last year. None of this is needed. As more and more office space becomes vacant, there’s ever less call for new construction. What’s more, when the conversion of office towers to residential use heats up, there will be more new housing than required to fill the state’s needs, estimated at about 3 million new units by 2025. That timetable, of course, can be met easily by conversions, but not by new construction, which will inevitably be held up by lawsuits and environmental issues. It adds up to a picture of blinkered, single-minded legislators pursuing old goals with little relevance in the post-pandemic world to come. That’s why the current housing package deserves to disappear, just like Wiener’s past failed efforts to rid California of single-family homes. Extreme Wealth Disparity: Can Democracy Survive It?

onsider these facts. The 26 world’s wealthiest have more wealth than the bottom half of the world’s least wealthy, according to a 2017 article in Business Insider. In the U.S., the wealthiest 1/1000 have nearly as much wealth as the 300 million in the lower 90 percent, according to a 2019 article in PolitiFact. The owner of a large U.S. chicken processer donated $7.7 million to Republican candidates while his employees were required to work unsafely in a COVID-infected plant or lose their jobs while being paid poverty wages of $13/hour, according to a New Yorker article from July 2020. In “Let Them Eat Tweets,” by Jacob Hacker and Paul Pierson, it’s explained how those wielding extreme economic power dictate political policy while enriching themselves. To persuade enough voters to maintain political control, they ally themselves with
tactics, groups, and politicians who pander to voters via divisive cultural tactics, leading to what is called “plutocratic populism.” These tactics involve mobilizing issues and groups including the NRA, white Evangelical Christians, anti-abortion, anti-LGBT and anti-immigrant sentiment, voter suppression and gerrymandering, ultra-nationalism and, let’s be frank, appeals to testosterone-driven tough-guyness. Underlying all this is an undercurrent of racism. These tactics fuel resentment toward minorities while fostering opposition to policies favoring the very groups whose votes the plutocrats and their political surrogates depend upon. The dangers and distortions to our Democracy these tactics have led to manifest themselves in many ways. Obstacles to voting via baseless claims of rampant mail voter fraud and purging of voter rolls; cutting short the census; verbal attacks on journalists and condoning, even encouraging, Russian interference in our elections. Obstructionism in the Senate and abusing the filibuster so that progressive legislation is not passed leads to cynicism and disgust with the political process, especially among young voters. This danger isn’t limited to the U.S. We already see dying democracies in Hungary and Poland. But in the
U.S., the passions engendered among far-right groups by these tactics have already led to violence and loss of life. It’s led to open defiance of the law by vigilante groups like the Bundys. Overreaction by Federal law enforcement personnel in Portland and Seattle has triggered lawless behavior by some, overshadowing legitimate protests against law enforcement abuses. We badly need a progressive President, House, and a Senate to abolish the filibuster and enact reforms in election laws and the Supreme Court that I have previously written about. Read the report “Our Common Purpose” online at the American Academy of Arts and Sciences, for more on this. They should restore tax policy to what it was during the 1950s through most of the 1980s when we had a flourishing middle class and strong unions. They should also restore scientific input in policymaking, rejoin global efforts to solve global problems, and vigorously counter misinformation about climate change and pandemics. True, minorities were often excluded from equal opportunity and basic civil rights needed achieving — and still do. So, I recognize and applaud the huge progress since made in civil rights and social programs like Medicare. I anticipate that some readers will accuse me of advocating for “redistri-
bution of wealth,” of “instigating class warfare,” and, of course, “socialism.” To the first charge: absolutely. Not to some new radical extent but simply restoration of top tax rates that were much higher than today at a time when prosperity was not disproportionately gained by the very wealthy. To the second charge: absolutely not. On the contrary, if a recent tweet from our President — “I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low-income housing built in your neighborhood” isn’t racism and “class warfare,” I don’t know what is. I am not advocating “class warfare” but for ending it — along with the anger, resentment, and divisiveness fostered by the tactics of ‘plutocratic populism.’ As for the charge of ‘socialism’ that is so silly, it does not warrant a reply. Most especially, I’m advocating for the restoration for civility and reason in public discourse and for basic humanity, fairness, and moral decency. lorification is the final culmination of God’s provision of salvation. Salvation deals with deliverance from three areas that sin affects every sinner. Salvation provides past, present, and future benefits and blessings. In the past, salvation delivers believers from the penalty of sin through justification (Romans 3:21-24). In the present, salvation delivers believers from the power of sin through sanctification (Romans 8:1-5). In the future, salvation
delivers believers from the presence of sin through Glorification. Being glorified by God will result in a believer becoming exactly like Jesus Christ in His holy, immortal human nature. A believer will no longer have a sin nature and will never sin again. A believer will have an immortal body and will never die. Sin, as we know and experience it in this life, will no longer exist. In the eternal state in heaven, believers will exist in a blessed state free from the presence of sin. The apostle Peter describes this state of existence as a place where only righteousness dwells (2 Peter 3:13). The apostle Paul states in Romans 8:18-29 that God’s divine plan for all believers is to make them just like His
beloved Son. God has redeemed the body of every believer and will thru glorification make it exactly like Jesus’ immortal body. This will prepare a person to be able to live in eternity future. This truth is also clearly taught by Paul in Philippians 3:20-21. Believers are heavenly citizens, and someday Christ will change their physical body. In glorification, Christ finally conquers death thru immortality. This is the great provision and blessing of salvation. Believers will live forever in heaven in an immortal body in a sinless environment. The apostle John in 1 John 3:1-3, also assures us that all believers will someday be made like Christ when He comes to take believ-
ers to heaven to the place He has prepared for them ( John 14:1-6). This is the blessed hope we have as believers in Jesus Christ. All the blessings of glorification are only received by personally believing in Christ as your Savior. Jesus promised that all believers would receive everlasting life and be saved from the judgment of God ( John 3:1-18, 5:24). Jesus died for the sins of the world so that everyone could be delivered from the penalty, power, and presence of sin. My prayer is that you have been saved and have the hope of going to heaven. Former Templeton Eagle Spencer Howard Makes Major League Debut CONTRIBUTED ARTICLE PHILADELPHIA — Spencer Howard became the 19th former Cal Poly baseball player to play in the Major Leagues on Sunday. In the second game of a doubleheader at Citizens Bank Park, Howard pitched the first 4 2/3 innings, allowing four runs — a two-run home run by Freddie Freeman, a solo shot by Ronald Acuna and an RBI double by Travis d’Arnaud — on seven hits. He walked one batter and struck out four. The Templeton High School graduate left the game after notching his fourth strikeout, the Phillies trailing the Atlanta Braves 4-0. Atlanta went on to complete a sweep of the twin bill with an 8-0 victory. Howard is the 10th Mustang under head coach Larry Lee to play in the Majors. Cal Poly had nine Major Leaguers in the first 97 years of the baseball program (1905-2002, did not play in 1944 due to World War II) and, with Howard’s call-up Sunday morning, Lee surpassed that total in 18 seasons at the helm. Two of Howard’s strikeout
victims were recorded by Marcell Ozuna, who spiked his bat into the ground and snapped the handle in the fifth inning, frustrated that he could not connect on Howard’s slider. Howard is baseball’s No. 36 prospect, according to MLB Pipeline, because he has an electric fastball and three impressive offspeed pitches, wrote Todd Zolecki of MLB.com. Howard showed flashes of his potential Sunday, but he also showed there is room for improvement. The Braves swung aggressively. Howard faced 22 hitters. They swung at the first pitch 13 times, perhaps figuring that Howard would try to get ahead in the count with a first-pitch fastball. He threw 12 first-pitch fastballs. Howard threw six sliders and got four swings and misses on them, indicating the Braves were looking fastball. His fastball averaged 93.5 mph and maxed out at 95.5. Surprisingly, Howard didn’t get a single swing-and-miss on the 41 fastballs he threw, reported Corey Seldman of NBCSports.com. Bryce Harper, who had pined for Howard to join the Phillies’ rotation, said to NBCSports.com

about his new teammate: “I’m excited for him. This is where it starts. It’s not minor league ball anymore, it starts now. Excited to get him up here and get him acclimated to this team and how we go about it. He’s a great competitor. He’s got plusplus stuff. Phillies fans should be very excited to see what Spence does. “He just needs to be Spence,” Harper added. “That’s the biggest thing when guys get up here, change this or change that, people want to see you do this or do that. But my biggest thing is when guys get up here, I want them to be able to enjoy themselves, take in the moment and really know they have the stuff to be here. I just want him to enjoy the moment.”
After the game, Howard provided a report card of his performance. “I was hoping for a completegame shutout. That’s what everybody would dream about,” Howard said. “But just being able to compete at the highest level, a dream come true. “I wouldn’t say I felt sharp,” Howard added, “just a little out of sync with my mechanics. I left a lot of balls over the plate and mistakes get hit in the big leagues.” Phillies manager Joe Girardi has not indicated when Howard will start again. Howard did not know until Friday night that he would be making his Major League debut Sunday. He got a call from minor-
league director Josh Bonifay. “It seemed like I was the last person to know in the United States that I was going to pitch today,” said Howard, whose family watched on television in Templeton. “But a bunch of my buddies texted me. Friends and family were really excited, so I kind of got that feeling. I tried to stay as even-keeled as possible and not let the moment get too big.” Howard signed with the Phillies and received a $1.15 million bonus after he was selected in the second round, the 45th overall pick, in 2017. Named a secondteam All-American by Collegiate Baseball Newspaper with an 8-1 record, Howard finished second in the Big West with a 2.05 ERA and his eight wins also were No. 2. Howard struck out 97 batters, third in the conference, over 87 2/3 innings, averaging nearly 10 strikeouts per nine-inning game. Nationally, Howard was No. 23 in ERA, No. 71 in WHiP (1.08), No. 49 in victories, No. 58 in strikeouts and No. 91 in strikeouts per nine innings. A first-team All-Big West selection in 2017, Howard won his last five starts and became the first Mustangs starter in five years

to finish the season with just one loss. He earned the team’s Mike Krukow Outstanding Pitcher award. A redshirt in 2015, Howard was primarily a reliever as a redshirt freshman in 2016 and posted a 3-1 record with a 2.95 ERA and one save. He struck out 39 over 36 2/3 innings. A 2014 graduate of Templeton High School, Howard was an outfielder and pitcher on the Eagles baseball team. He hit .306 and compiled a 7-3 record and 2.20 ERA as a senior, earning San Luis Obispo County Player of the Year and Los Padres League Most Valuable Player honors. He struck out 87 batters in 66 2/3 innings. Another former Mustang, Mark Mathias, extended his MLB career-opening hitting streak to four games with a single in the sixth inning of Milwaukee’s 9-3 victory over Cincinnati at Miller Park. Starting in right field for the third time after a start in left field, Mathias went 1-for-4 in Sunday’s game and is now 5-for-15 (.333) with two runs scored, two RBIs and a stolen base in his Major League career. His single Sunday sparked a six-run Brewers’ rally.

The declaration began with “We hold these truths to be self-evident: that all men and women are created equal; that they are endowed by their Creator with certain inalienable rights…” she continued to lay out the present injustices against women in the United States. The declaration then called for women to be viewed as full citizens, and granted the same civil, economic, and political rights as men. The convention sparked a national movement that lasted seven decades. During the 1850s, the women’s rights movement gathered steam but then lost momentum when the Civil War began. Almost immediately after the war ended, the 14th and the 15th Amendments to the Constitution raised familiar questions of suffrage and citizenship. The ratification of the 14th
Amendment in 1868 extended the Constitution’s protection to all citizens and defined “citizens” as “male.” In 1869, the “National Woman Suffrage Association” (NWSA) was formed by Stanton and Susan B. Anthony to focus efforts on a federal constitutional amendment that would grant women the right to vote. A year later, in 1870, the 15th Amendment guaranteed African American men the right to vote. Declaring that “the right of citizens ... to vote shall not be denied or abridged ... on account of race, color, or previous condition of servitude,” the amendment still excluded women. Even after Stanton and Anthony, along with other activists, fought to have all women included, regardless of race, women were still denied that right. As a result, some women’s suffrage organizations refused to support the 15th Amendment. This led to the argument that it was not

right to jeopardize African American men’s right to vote by tying to the evidently less popular campaign for female suffrage. During that time, a pro-15th Amendment group formed called the “American Woman Suffrage Association” (AWSA) founded by abolitionists Lucy Stone and Henry Blackwell. The group supported the 15th Amendment and feared it would not pass if it included voting rights for women. This hostility between the two organizations eventually faded, and in 1890 the two groups merged

I think that is just going to help everybody.” SMBC’s restaurant menu is the same as the Paso Robles and Nipomo locations. It features burgers, sandwiches and salads. They are planning to add pizzas and smoked meats to the menu. SMBC will have a full bar because of the craft distilling license. “The craft distilling license gives us the ability to sell not only our spirits but other people’s spirits,” Moles said. “It’s a full bar that is opening Friday. Margaritas, Bloody Mary’s, you name it, we will be able to pour it.” SMBC’s taproom has 50 taps. It will be serving roughly 20 of its craft brews when it opens Friday and will feature 35 to 40 SMBC beers when it ramps up production. Also, there is a 12-tap station devoted solely to filling growlers. Moles said seeing that first customer buy an SMBC craft beer and drink it on the Atascadero patio will “be a cool thing.” As far as a grand opening, he said that will have to wait until COVID-19 restrictions allow for larger gatherings inside. Until then, he’s considering this an “extended soft opening.” “When this is over, the music will kick in, and we will do it right,” Moles said. “My wife and I have always loved Paso Robles and Atascadero, the upper part of SLO County,” Moles said. “We outgrew the brewery in Santa Maria and were looking to open up something this way. Four years ago when this building was sitting here, I talked a friend into purchasing it for us and told him kind of what the dream was and what we wanted to do, he said yeah go for it and helped us out.” The dream was to build a destination brewery and distillery in Atascadero that had room for expansion as production and distribution grew. “All of the production needs that we have as a company for the next couple of years can definitely be met from here,” Moles said. “We are excited to be able to get things under one roof now and do what we wanted to do.” The restaurant and taproom occupy 14,000 square feet and the distillery and brewhouse with bottling and canning lines occupy the remainder. They have a storage facility north of the taproom. There is an outdoor patio with umbrellas for shade to the south of the taproom. There are plans for a large beer garden behind it. The expansive restaurant and taproom have plenty of large televisions for sports fans when they can be inside again. The south wall of the restaurant has nine large-screen TVs arranged in a rectangle that can play different stations or be programmed as one huge screen. “We made a decision four years ago that Atascadero was going to be our future,” Moles said. “I think this community is a sleeper. It’s just waiting to do some great things here on the Central Coast. I’m looking forward to being a part of that. To be able to do something that I think will be a draw, and I think that is what this place will become, a draw.” Atascadero has changed over the past four years due to more high-quality restaurants, breweries, wineries and distilleries opening. Moles sees this as a good thing for the community. to form the “National American Woman Suffrage Association.” Stanton was the organization’s first president. Both Stanton and Anthony played a fundamental role in the women’s suffrage movement. They both were pioneers who led future women activists, and both died before seeing their hard work come to fruition. The 19th Amendment was later known as the “Susan B. Anthony Amendment” to honor her work on behalf of women’s rights. Over time, the suffragists’ approach had evolved. Instead
of arguing that women deserved the same rights and responsibilities as men because women and men were “created equal,” the new generation of activists argued that women deserved the vote because they were different from men. This direction deemed their domesticity as a political virtue, using that to create a purer, more moral “maternal commonwealth.” After countless efforts, on August 18, 1920, the 19th Amendment to the Constitution was ratified after passing both Congress’s houses and winning approval from the thirty-six states necessary for a two-thirds majority. The long-awaited victory granted women the right to vote; and, in doing so, proclaimed to the entire country that like men, they deserved all of the rights that come with citizenship. On November 2 of that year, after almost a century of protest, more than 8 million women across the United States voted for the first

time. Today more than 68 million women vote in elections. Change and progress are possible when we stand up against injustices through organization, determination, and bravery. One hundred years after the ratification of the 19th Amendment, we honor our history and the sacrifices countless women and men made to acquire women’s rights. By voting, we not only honor them, but we determine the world we leave our future generations. side of the road and increased traffic efficiency at busy intersections such as Traffic Way and El Camino Real. The new development will also work with the City Plaza project that is already approved and is going in the lot just south of the La Plaza project. The area, which will be lined with trees, will funnel pedestrians, more specifically students leaving school, from the tunnel under Highway 101 through an open space accessway leading to either the crosswalk at East or West Mall. Following the presentations and a few council questions, the plan received a tidal wave of support from the community. The City said it received 128 emails advocating the approval of the downtown enhancement and a single email against it. “When it comes to what a city can do, a city doesn’t create business, but we can create an environment for business to thrive, for commerce to thrive,” Mayor Heather Moreno said. “And that is really what we are looking at here. We are looking to create a space where people want to come to and not just go through. I am excited about the possibilities of this, and it is really fun to hear our business sector and so many of the residents in support of it.”

It will safely and simultaneously connect both sides of El Camino Real. “We are having safety issues on El Camino in the downtown. We have had a number of collisions in the downtown that have involved pedestrians,” Atascadero Community Development Director Phil Dunsmore said. “Getting this area safe is the biggest need. So children can cross the road safely so that people who are walking can cross the road safely and so that we can have better vehicle and bicycle safety.” Not only will the improvements reportedly make it safer downtown, but it will also increase the ability to support businesses and restaurants and provide more opportunities to hold events that could bring in tourism dollars. “It will also enhance the look of our downtown,” Dunsmore said. “Increasing the commerce and retail and restaurant opportunities and connecting both sides of El Camino. As we see La Plaza develop, and we have a new beer garden coming along, Colony Market and Deli, as well as all the businesses north of Traffic [way] and others south, we have to be able to commute back and forth across this road without it being a significant barrier.
