event y-two years ago, Atascadero High School student Albert Kelley enlisted in the US Navy partway through his senior year and headed to Korea to defend the country, never receiving his high school diploma. Thursday afternoon, at the Atascadero Unified School District Office, Kelley, 90, finally received his diploma in a socially distanced ceremony with his family. During his time at the high school,
Kelley was a student who participated in track and field and was also in the school marching band. However, by his own admission, Kelley was a bit of a “renegade” in his younger years. This eventually pushed him toward the armed forces and serving his country. “The State of California provides for school districts to grant high school diplomas to students who, because of their enlistment in the armed forces, were not able to complete high school and graduate with their class,” AHS Principal Dan Andrus said in the ceremony. “He did the things that qualified him for

graduation and the things that make the high school experience worthwhile. Not just the academics, but the extracurriculars and being a part of the community.” Kelley spent four years aboard the USS Princeton, working as one of the ship’s radiomen starting in 1948, just after the end of World War II, and aided the US all over the Pacific, most notably in Korea. Upon his return, Kelley lived in Long Beach and worked for Douglas Aircraft Company before returning to his hometown and opening Paso Robles Diesel Service. He owned and
operated it for many years. “We could not be more proud, Albert,” AUSD School Board President Donn Clickard said. “To stand before you, those of us representing the school district, to award this diploma to you and the importance that goes with it of being a graduate Greyhound, congratulations.” Kelley’s sister-in-law Evelyn and her daughter Roxanne Guereña were the catalyst behind the ceremony, reaching out to the school district and Clickard to set up the joyous occasion
the animals in a silent-auction style over four days, July 22 through July 25. The auction is set to end at 2 p.m. on July 25, but with a slight twist, a horse-race style finish. What this means is that the sale will not close until every person has finished bidding. Livestock Auction To Be Virtual Bidding begins Wednesday, July 22 By CONNOR ALLEN connor@atascaderonews.com PASO ROBLES — When California Mid-State Fair announced it was not happening in 2020 due to the COVID-19 pandemic, attention turned to the hundreds of young people who raised animals to be shown and sold at the Junior Livestock Auction. Officials worked behind the scenes and are doing what many other fairs did, have the show and auction online. Going virtual keeps everyone safe and allows participants to complete their projects. The auction process will begin on July 18 when exhibitors will have a four-day period to submit videos of them showing their animals. The videos will be sent to the same judges that were going to judge the in-person show, and they will decide champions. “Exhibitors will submit videos that will be between 60 and 90 seconds long and will be in their full uniforms just like they normally would if they were at the fair,” Mid-State Fair Special Programs Coordinator Hailey Rose Switzer told The Paso Robles Press. “Then what will happen is all the exhibitors are going to sell their animals online. Buyers can go to midstatefair.com and click on the livestock tab and will be able to see all the information on the sale.” Once the videos are submitted and judged, the auction will turn into basically eBay. During a lengthy meeting Tuesday night, they have agreed upon the language and approved the costs associated with adding to the ballot. Atascadero’s current sales tax rate sits at 7.75 percent and would jump up to 8.75 on April 1, 2021, should it pass in November, which will require a 50-percent-plus-one vote to pass. The added sales tax is predicted to generate $4.5 million annually for the City. The suggestion to add the measure came at the City staff ’s request a few months ago during a CONTINUED ON PAGE A15

By CONNOR ALLEN connor@atascaderonews.com SAN LUIS OBISPO — It is always a good time to bring a fur baby into your home, but perhaps there is no time better than during a global pandemic that has forced most people inside like a bear in hibernation. The Woods Humane Society in San Luis Obispo agreed and adjusted its model to keep adoptions running during the pandemic, which led to a record amount of adoptions in the last fiscal year. “We have been holding very steady with adoptions and saw a tremendous outpouring of community support, especially when the outbreak first happened. We have had very successful adoption months,” Woods Donor Engagement Manager Emily L’Heureux said. “We feel this is the perfect time to adopt into your family. We have seen people with unprecedented levels of time at home. You can really dedicate the appropriate time to training with that animal and bonding with that animal and adapting them to your routines and vice versa.” At the start of the pandemic, the Woods Humane Society reconfigured its entire system as many businesses did in recent months, including shutting down all additional services besides animal adoption and surrender. These other services include obedience training, spay and neuter clinics, youth educational courses, and even vaccines until they figured out a safe, responsible way to do so. Now with a few months of experience under their belts, the shelter has adapted and moved forward to an appointment-only model to reduce the number of people in the facility at once. “We immediately changed to a by appointment only system and are sticking with that. We needed to maintain our social distance and maintain the health of our staff,” L’Heureux said. “People call into the shelter when they are interested in an animal that they saw from our website or social media. We set up an appointment and set up a meet and greet and treat the whole process as normal, and

Dining in City Park is a ‘Brilliant Idea’ Outdoor dining available through Sept. 6 By BRIAN WILLIAMS PASO ROBLES — Greg and Cheryl Snell celebrated the anniversary of their first date by having a diner in the Downtown City Park on Thursday. The Creston couple purchased food from Fish Gaucho just like they did five years ago. Only instead of dining in, they took it to-go, packed it in their picnic basket and walked a block to the park, where a facecover wearing concierge seated them at their farmhouse-style table. They happily chatted and enjoyed dinner at the Downtown City Park Dining Experience. “It went really well. It was a nice evening,” Greg said with a smile. “This is a brilliant idea. It was super cool,” Cheryl added.
The couple said they “didn’t feel really comfortable” staying in the restaurant and besides it was a beautiful evening, why not eat outside in the park. Greg remembered that dining in the park was an option. A quick search on his smartphone confirmed it was happening and minutes later, he reserved a table. “It was very simple,” he said. “There was a link directly to the Yelp page. It gives you 15-minute intervals for dining times. It asks for your name and telephone number or email. And that was it. Very, very easy.” The Snell’s experience was just what organizers had in mind when setting this up a couple of weeks ago as the state and county began reopening following the COVID-19 stay-home orders. “The goal was to encourage locals, SLOcals and those returning visitors to come to our Downtown, enjoy the community of Paso and feel safe doing it,” said Travel Paso Executive Director Stacie Jacob. “Creating a Downtown dining space allows

restaurants who have had to cut capacity by more than 50% a way to keep their take-out business going strong.” The Downtown City Park Dining Experience begins at 5:30 p.m. Thursday through Sunday. People can grab takeout, including cocktails, beer or wine, and reserve for free one of the many private tables in the park’s shaded dining section near the Paso

Robles Carnegie Library. Upon arriving at the park, they are met by a concierge who guides them to their reserved sanitized table. Each physically distanced table has comfy seating. Overhead bistro lights complete the mood. Community partners — Travel Paso, Paso Wine, Paso Robles Chamber of Commerce and Paso Robles Downtown Main Street Association are spearheading this program. All About Events donated the furniture and lighting. Fence Factory did the fencing around the perimeter. Red Oak is providing security and Criu Hospitality runs day-today operations with a concierge and sanitizing team to ensure a safe, clean space for the community to dine out. The program is fully funded through private donations. “A huge thank you to everyone who has supported this,” Jacob said. The dining space kicked off on June 18 and is scheduled to run through Sept. 6.
Jacob said the reception has been, “Outstanding. We are averaging 500 guests each weekend with room to grow.” The Snells said they hope this continues for years to come. “Absolutely. The park is pretty. The weather is good. Paso Robles Man Competing in ‘Great Grass Race’ By CONNOR ALLEN PASO ROBLES — Have you ever wondered what it would be like to race a group of strangers across the continental United States on a 5.5 mph, Craftsman T110 lawnmower without any money, food, or place to stay during a worldwide pandemic? Menace Vision is a new online streaming site that will answer that question and probably many more with its new show “The Great Grass Race.” The show kicked off on July 9, featuring 12 contestants, including Paso Robles resident Clinton Brand. Brand lives in Paso Robles with his two dogs, “Bubba Ray” and “Brandy,” but will have to go three months without seeing them as the competition will last 90 days and span 3,000 miles. The show comprises six teams of two people who are given one lawnmower with a top speed under 6 mph and pulling a small trailer behind it. The contests aren’t given any money, food, water, shelter, or gas and must rely on donations Show creator Denis Oliver is or trades and the good nature of making more than a show, he’s the local communities they will making a statement. Contributed photo trek through. “I wanted a show that everyone could relate to while also forcing people, including strangers, to work together toward a common objective,” show creator Denis Oliver said in a press release. “This long lawnmower ride to New York is a metaphor for our longing to bridge the tremendous distance we feel between each other right now.” Brand, a musician and rapper that goes by the name of CB3, is joined by a diverse group of contestants, including a hairstylist, a pre-law student, and even a martial artist. The show will be available on a growing number of platforms including Amazon Fire TV, the Apple App Store, and Google Play, Oliver says he created his site rather than partner with a Netflix or Amazon, so he could generate enough revenue for charity and other shows in development, which include Spice Wars, Under Pressure, Airborne and $$$ Chase — a treasure hunt that starts Aug. 7.

ATASCADERO — The Charles Paddock Zoo reopened to the public on June 17 with restrictions in place to keep both the patrons and the inhabitants safe. Still, it has found a virtual way to reach the public that is quickly becoming popular. While closed down due to the COVID19 Pandemic, the Atascadero based zoo started an online web series that features a mixture of their zookeepers talking about some of the over 300 animals they have at their facility. “When we closed the Zoo down to the public, we wanted to find a way to keep people in contact with what was going on, and some of our keepers came up with an idea for what we called, ‘Keeper Talks.’” Zoo Director Alan Baker told The Atascadero News. “They were very short 3-minute videos that we put on Facebook, where the keepers would film certain animals that they take care of and get up close and personal.” The Zoo posted these videos on its Facebook page every Monday, Wednesday, and
Friday and are still up for all those in the public to enjoy. The Keeper Talk videos also drop fun factoids about their animals. For example, did you know the Malaysian Tiger is 11 years old or that the Ring-Tailed Lemurs have scent glands on their arms? Did you know that Roadrunners can run up to 20 miles per hour or that Meerkats are immune to scorpion venom? These are just a few of the fun informational tidbits that the zookeeper’s sprinkle over every video. From the videos, the Charles Paddock Zoo became comfortable operating the cameras. A few weeks later, they opened up virtual tours to local teachers, allowing them to bring animals right into their virtual classrooms. “We were having teachers call in and would have one of our staff walk through the Zoo with their I-Pad and actually give the kids on the Zoom a virtual tour of the Zoo,” Baker noted. “What was really cool about it is that the kids could ask real-time questions, so it worked out pretty well. We were doing those until school slowly

closed up for the year, so in the meantime, we thought we could offer it to the public.” You can now book your virtual tour, bring in your kid’s favorite animal to their party, or spice up a potentially dull business meeting as the Zoo is now offering two options for virtual tours on their website, one for 15 minutes and one for 30. “If you are having a birthday party for your kids, you can virtually have the Red Panda join,” Baker said with a smile. “People seem to really enjoy it.” The park is currently open to those wishing to visit in person but is only allowing 65 people into the park at once and is asking for all to wear masks and social distance to protect everyone. The Charles Paddock Zoo is currently one of the only Zoos open in California, as others like San Francisco and Los Angeles struggle to get through their respective county’s reopening procedures. Atascadero AAUW Awards 10 Scholarships
STAFF REPORT ATASCADERO — The Atascadero Chapter of American Association of University Women recently awarded 10 scholarships for students to continue their college education. The Georgie Arnold Scholarship is new this year and honors a long-time member of the local branch. It is given to a student whose goal is a career in education. This year’s recipient of the Georgie Arnold Scholarship was Emily Ford of Templeton. She plans to become a teacher. The other nine recipients of scholarships are as follows: • Julia Arroyo, a nursing major attending Cuesta College. She graduated from Atascadero High School. • Nicol D. Jaurez, majoring in business at Cuesta College. She attended Paso Robles High School and received
a GED from San Luis Coastal. • Cosette Gibler, majoring in math with a dance minor at Cal Poly, SLO. She attended Templeton High School. • Alexandra van Ehrenkrook, a double major in music and environmental studies. Winemaker Dinner Raises $55K for Atascadero Loaves and Fishes By CONNOR ALLEN
T
he Kiwanis Club of Atascadero’s annual Mayor’s Winemaker Dinner was forced to move its popular auction online amid the COVID-19 pandemic and raised $70,000 — $55,000 of which is going toward Atascadero Loaves and Fishes food pantry. In years past, including last year’s 50th anniversary of the club, the Mayor’s Winemakers Dinner auction is one of North County’s most popular fundraisers. It has raised money for local organizations like the Charles Paddock Zoo, Boys and Girls Club of North San Luis Obispo County and the El Camino Homeless Organization. Kiwanis was forced to get creative this year as they moved to a virtual auction and had their efforts rewarded. The fundraiser minus the catered
dinner was planned for and executed on June 26. Typically it fundraises all of the money in a one-night event where businesses and people in public buy tables, enjoy a fabulous meal with a few drinks before eventually walking around and participating in silent and live auctions full of price points for every interested party. With no ability to gather together this year, the Winemakers Dinner moved online and found a way to get the giving community to do the same. Slowly but steadily, through the help of a couple of online videos on its Youtube channel, Kiwanis got everyone interested all signed up and ready for the auction, which opened on June 19 and continued
with the final bidding on June 26. Online, eBay-style fundraisers have started to become more commonplace as the pandemic reaches its sixth consecutive month. However, this one came with a little spin as bidders could see who just outbid them, which helped keep up some healthy rivalries as the small-ticket items saw a significant increase in closing price. Some of the larger-ticket items, such as date nights complete with dinner and a night’s stay at local hotels such as The Carlton and Holiday Inn saw decreases in their overall selling point but with such low overhead due to no dinner being provided the Kiwanis and Loaves and Fishes still came out on top. What made the night even better was
the funny live show that Doug Filipponi and Jim Lewis put on for two hours on June 26. While neither of the two men could see who or how many people they were speaking to, the pair kept going in what felt like one of those televised telethon fundraisers from the 1990s and early 2000s. While choosing Loaves and Fishes as the primary recipient during the middle of a pandemic seems like a no-brainer for 2020, the Kiwanis Board of Directors already had the local volunteer organization picked long before anyone was wearing masks or socially distancing. “It was very fortunate this time to raise money for this particular cause at this particular time,” said James Rikel, a 10-year member of Kiwanis. “Because it was so easy for people to understand and to wrap their heads around why the need is there.” The remaining $15,000 will go back

to Atascadero Kiwanis to provide grants and funding for other various events and organizations in Atascadero. “We, in general, don’t do fundraising,” Mary Alice Chisholm, and Atascadero Loaves and Fishes representative said. “It’s all about food, so this was a godsend to have Kiwanas working with us.” The $55,000 will help the Atascadero food pantry continue to serve those needing assistance within the community and help them as they begin their search for a new, larger building to accommodate the growing need around the County. Atascadero Loaves and Fishes is in the preliminary stages of looking for a new home. “What we are doing with this particular money is, we need a bigger facility,” an Atascadero Loaves and Fishes representative stated. “So it is all going to go into funding the process of finding and acquiring a new building.”

CCCAA Board of Directors Announces Fall Sports Move To Spring STAFF REPORT SACRAMENTO — The California Community College Athletic Association (CCCAA) Board of Directors overwhelmingly approved the implementation of its Contingency Plan on Thursday, providing a return to intercollegiate athletics for the 2020-21 academic year that shifts all sports, including football, to the spring season. The Contingency Plan was among three potential scenarios approved by the Board in early June. Each plan was wholly dependent on which phase of reopening from the COVID-19 pandemic the state of California was in on the CCCAA’s previously announced July 17 decision date. The return to athletics in January will only occur if it is safe to do so, a decision that will be guided primarily by state and local health guidelines. The most ambitious plan was the Conventional, which kept all sports except men’s and women’s basketball in their traditional places on the calendar. However, it was reliant on California being in Phase 4 of its reopening by mid-July, a likelihood that’s
diminished in recent weeks. Based on a recommendation from the CCCAA’s COVID-19 Work Group, the Board decided to approve the immediate implementation of the Contingency Plan rather than wait for July 17. “I know I speak for the entire CCCAA Board that moving Fall athletics to Spring 2021 is a huge disappointment,” said Erika Endrijonas, Board Chair and President of Pasadena City College. “However, the need to keep our student-athletes and the amazing coaches and athletic trainers who work with them safe was simply the only option available with the virus spiraling out of control across the state.” The Contingency Plan originally had men’s and women’s cross country and women’s golf competing in the fall. Still, it was slightly modified in its latest version to move those three sports to the spring with the remainder of the CCCAA’s 24 sports. They’ll start practice in mid-January and begin competition in February along with basketball, football, soccer, women’s volleyball, water polo, and wrestling. Badminton, baseball, beach volleyball, men’s golf, softball, swimming and diving, tennis, track and field, and men’s volleyball are scheduled to start in late March before commenc-
ing competition on April 10. All sports will have a 30 percent reduction in the maximum number of contests or competition dates that they are currently permitted and will also have regional postseason competition. Formats for the postseason will be announced at a later date. The CCCAA will not have state championships in 2020-21. “We were very hopeful that we could go forth with the Conventional Plan,” said Jennifer Cardone, Interim Executive Director. “It’s the closest to what everyone is used to and provides for the least disruption to our student-athletes and colleges. Unfortunately, California’s reopening progress has slowed, and it’s become apparent that we would not be in a position to put it into action on July 17. “The health and safety of our student-athletes, coaches, and staff are our top priorities,” she added. “While the Contingency Plan has the most drastic changes, it’s also the one that provides us the best opportunity to return to competition.” The Board of Directors will still meet on July 17 to address issues related to this decision and other scheduled agenda items. The CCCAA has 110-member colleges and approximately 24,000 student-athletes.
TEMPLETON — The Templeton Communit y Services District announced Thomas “Tom” Peterson as the new Fire Chief effective Aug. 17. Chief Peterson is a 30-year veteran of the fire service and longtime Templeton resident, with 21 years of fire service experience as a volunteer with Templeton Fire (1990-2011), currently serving as a Battalion Chief with the City of Atascadero. He is the first full-time Fire Chief since 2012. His hiring is made possible due to voters approving a parcel tax (Measure A) increase of $15 per month in 2019 to provide additional funding for the District’s Fire and Emergency Services Department. OCEANO — The California Coastal Commission has ordered State Parks officials to keep portions of Oceano Dunes State Vehicular Recreation Area closed to vehicles and camping through the end of September to protect Western Snowy Plovers. The order was made during Wednesday’s California Coastal Commission meeting. Snowy plovers are protected under the Endangered Species Act. They breed between March and September, often returning to the same nesting spots.

California Coastal Commission Orders Oceano Dunes to Remain Closed to Vehicles In early June, the Center for Biological Diversity reported that California State Parks staff attempted to prevent plovers from nesting in former off-road riding areas. Staffers were scuffing out nesting “scrapes” made by plovers and installing mylar flagging to deter expanded nesting. Plovers have been expanding their nesting and foraging areas since the beach was closed to vehicles in late March by the COVID-19 crisis. “Kudos to the Coastal Commission for stepping in to protect snowy plovers at Oceano Dunes and keep critical beach nesting areas closed to vehicles,” said Jeff Miller, a senior conservation advocate at the Center. “These imperiled little birds deserve the chance to finish this nesting season without being run over by dune buggies.”

Oceano Dunes is managed by State Parks’ Off-Highway Motor Vehicle Recreation Division. The park includes about 1,500 acres of sand dunes where off-road vehicles are driven, and six miles of beachfront where driving vehicles on the beach is allowed and thousands of people camp. “California State Parks and the Coastal Commission are actively working to ensure the safety of visitors and to adopt protective measures for the threatened western snowy plover. To achieve these goals, State Parks will continue to restrict OHV access through October 1, 2020 to Oceano Dunes. In the long-term, the state continues to work with local, state and federal agencies to address long-standing concerns about air quality, conservation and public access to Oceano Dunes.”

SLO County Reports Record 72 New COVID-19 Cases Tuesday By BRIAN WILLIAMS PASO ROBLES — San Luis Obispo County continues to see its COVID-19 cases reach new highs — 72 new cases were reported on Tuesday. The previous high of 70 was reported on Saturday by County Public Health officials. The County reported 34 new cases on Wednesday. There are 386 active cases currently in the County. The number of hospitalizations is 11, a drop of three from the previous day’s total. Six people are in intensive care. The County’s total cases is 1,112. North County communities accounted for 32 of the new cases reported on Tuesday — 14 in Paso Robles (258), 13 in Atascadero (111), one in San Miguel (39) and
four in Templeton (38). The County also reported its fifth COVID-19 death on Saturday and its sixth on Tuesday. Since July 1, the County’s COVID-19 case total has nearly doubled, going from 611 to 1,112. Its death total has increased by four during the same span. On Monday, California Gov. Gavin Newsom rolled back reopening for every county in the state due to rampant growth in COVID-19 cases. Later that same day, San Luis Obispo County reported 101 new COVID-19 cases over the weekend, including a record-high of 70 on Saturday. Newsom ordered all dine-in restaurants, bars, movie theaters, museums and other indoor businesses across the state to close at noon on Monday as COVID-19 cases continue to climb. Newsom
did not say how long the business sectors will have to be closed. “We’ve made this point on multiple occasions and that is, we’re moving back into a modification mode of our original stay-athome order,” Newsom said during his press briefing. “This continues to be a deadly disease.” California was averaging more than 8,000 new cases a day as of Sunday, more than double what it was a month ago. The state has seen 331,626 cases, the second-highest tally in the nation, and more than 7,000 deaths. The California businesses ordered to close statewide include indoor operations at restaurants, wineries and tasting rooms, movie theaters, family entertainment centers, zoos and museums, cardrooms and bars. They will be allowed to operate outdoors, if possible, he said.
In addition to the statewide order, Newsom also ordered the closure of indoor operations for fitness centers, worship services, personal care services, malls, offices, hair salons and barbershops for all counties which have been on California’s monitoring list for three or more consecutive days, which represent 80% of the state’s population. There are now 32 counties on the state’s monitoring list, including San Luis Obispo County, but SLO has not been on the list for three consecutive days. SLO Public Health Officer Dr. Penny Borenstein said for the County to expect more closures. “We expect the State to order even more sector closures and restrictions in San Luis Obispo County within the next three days and local businesses should prepare
now,” said Dr. Penny Borenstein, County Health Officer. “This is discouraging news and we need everyone in our community to do their part to slow the spread of COVID-19 so that we don’t have a surge in hospitalized cases here.” Newsom’s Monday announcement came just hours after the state’s two largest school districts, Los Angeles and San Diego, announced they will not reopen for in-person instruction when the 2020-21 academic year begins next month. “In many parts of our state, we’re still seeing an increase in the positivity rate, the community transmission, we’re seeing an increase in the spread of the virus. So that’s why it’s incumbent upon all of us to recognize, soberly, that COVID19 is not going away anytime soon,” Newsom said.

SAN LUIS OBISPO — As demand for coronavirus disease 2019 (COVID19) testing increases in San Luis Obispo County, the County Public Health Department asks residents to only get tested if they are at high risk for transmission or serious illness related to the disease. The current volume of asymptomatic, low/no-risk individuals getting tested has cut the capacity of the public testing sites in San Luis Obispo County to test essential workers, healthcare workers, symptomatic individuals, those who have had confirmed exposure, or individuals at
high risk. “We are back to a point where we need to prioritize testing supplies to only those who are at high risk for getting COVID19 or getting seriously ill from the disease,” said Dr. Penny Borenstein, County Health Officer. “Over the past few weeks, the demand for public testing has been on the rise. Dow: Release of 8,000 Serious Offenders from Prisons Puts Victims at Risk STAFF REPORT CALIFORNIA — Career criminals, those serving sentences for serious crimes, and individuals with prior convictions for violent offenses will likely be released early. Also, prisoners with prior convictions of domestic violence, elder abuse, child abuse, and human trafficking for labor, which are not classified as ‘violent,’ may be released early. Friday, it was announced by the California Department of Corrections and Rehabilitation that they will implement a new plan to release up to 8,000 inmates who are within one year of their release date. While excluding those inmates currently serving time on ‘violent’ offenses and domestic violence, it remains very likely that many deemed eligible for early release will be career criminals and individuals with prior convictions for violent offenses, thus releasing violent offenders. Since AB 109 (the California Public Safety Realignment Act of 2011) was signed into law, with very few exceptions, only violent, serious, and sex offenders have been sentenced to state prison. The non-violent, non-serious, and non-sex offenders are not in prison because the Realignment Act in 2011 made them ineligible for state prison sentences and instead serve their time in county jails. “I am very troubled that victims of crime and other law-abiding citizens who are doing everything they can to follow state and local directives in order to stay safe and

healthy will now have to wonder if they will become the next victim of a career criminal who was released early from serving their prison sentence,” said District Attorney Dan Dow. “Our compassion for prisoners cannot outweigh our compassion for victims of crime and law-abiding citizens.” With the Governor’s approval of CDCR’s decision today to release up to 8,000 state prison inmates early due to concerns of coronavirus, it means that career criminals and those convicted of serious, violent, or sex offenses will be released to communities without having fully served their terms. Inmates with prior convictions for offenses like domestic violence, elder abuse, child abuse, and human trafficking for labor, which are not classified as ‘violent,’ may be among those released early. SLO Sheriff’s Office Jail Employee Tests Positive for COVID-19 STAFF REPORT SAN LUIS OBISPO — A San Luis Obispo County Sheriff ’s Office employee who works inside the Jail is recovering at home after testing positive for COVID-19. The employee had returned to work on July 6 after being on vacation. The employee developed symptoms while on shift and was immediately sent home. SLO County Public Health is involved and has initiated a contact investigation. The source of infection appears to be from community spread and does not appear to have originated from inside the Jail. All staff who have been in contact with the employee have been notified. Affected areas of the Jail have been placed on quarantine.
“Incarcerated populations are very high risk for contracting COVID-19 because of the close living quarters,” said Dr. Christy Mulkerin, the Sheriff ’s Office Chief Medical Officer. “That’s why the Sheriff ’s Office has been proactive in practicing infection control measures since March to prevent an outbreak of COVID19 in the jail.” This includes daily screening for staff at the beginning of their shift, use of masks and gloves with any inmate interaction, increased facility-wide cleanings multiple times per day, quarantine of all arrestees for 14 days, routine COVID-19 testing for all inmates and staff, and limitation of in-person visitation. To date, no inmates have tested positive for COVID-19, and this is the first staff member affected.

10-Acre Grass Fire Threatens Homes Along Navajo Ave. STAFF REPORT PASO ROBLES — A grass fire burned 10 acres in the Salinas Riverbed along Navajo Avenue and threatened nearby homes Friday evening in Paso Robles. At 5:43 p.m., Paso Robles Fire and Emergency Services was dispatched to the area of Niblick Road for a vegetation fire. The fire started in the riverbed near Navajo
Avenue and Rio Court. The first fire engine arrived within approximately five minutes. The first Battalion Chief at the scene reported a half-acre of grass burning in the riverbed and moving at a moderate rate of spread. Due to the hot dry conditions and significant overgrowth in the Salinas Riverbed, the fire spotted and created two additional fires. In total, approximately 10 acres burned.
Two fire engines, one squad and four Chief officers from Paso Robles responded. Under the City’s automatic and mutual aid agreements, 11 additional engines, two dozers, two air tankers, one air attack plane and two hand crews from Cal Fire San Luis Obispo County immediately responded. A total of 70 firefighters were required to bring the situation under control. The Paso Robles Police Depart-
ment provided additional assistance. All fire aircraft activity was halted during the fire due to an illegal drone flying in the area. “Flying drones over the fire hampers our ability to contain the fire. We remind the public not to fly drones while fire aircraft are operating,” Paso Robles fire officials stated. The fire was contained at approximately 7:30 p.m. The cause of the fire is still under investigation.

Robert (Bob) graduated from Eagle Rock High School in 1956. He attended LA city College as well. Robert served 4 years in the Army reserves and was honorably discharged. Robert married his lovely bride Beverly Heaton February 7, 1958. In 1970 he and Beverly and their 4 children moved to Atascadero where they lived for 40 years. In Atascadero they attended Atascadero Nazarene Church. His pride and joy was his family and spending time with them. Boating, fishing and camping

She leaves behind many grandchildren, great-grandchildren, nieces, nephews, cousins, and friends. Internment will take place on Friday July 24, 2020 at 1 p.m. at Mission Memorial Park, 1915 Ord Grove Avenue, Seaside, California 93955. A Celebration of Life for Shelvy is postponed to a later date due to the pandemic. Sheriff’s Office and Child Welfare Services Asking for Public’s Help Locating Paso Robles Teen STAFF REPORT SAN LUIS OBISPO — The San Luis Obispo County Sheriff ’s Office and Child Welfare Services are attempting to locate 16-year-old runaway Hayley Perucca to check on her welfare
and place her in a safe and protective environment. Perucca is the victim of child endangerment and has been missing since May 22. Perucca was not at her residence in rural Paso Robles when the investigation began and has not been seen since.
Perucca is possibly in the Paso Robles area with friends. Perucca is described as a white, female juvenile, 5-feet-3-inches tall, 145 pounds, brown hair and brown eyes. Perucca’s family has been uncooperative during the investiga-

If you can help them, go help them. Our lives — as Americans, as Californians, and as residents of San Luis Obispo County — are improved through cooperation and unified efforts. Our lives are harmed by division and violence against our nation — whether foreign or domestic. We should talk about it. I have a motto to “Think globally, act locally.” What can I do to make my own community safer and a better place for my 5- and 7-year old to grow up and govern? What issues affect us here, while other places have other issues? Since July 1, five members of SLO County are listed as COVID-19 deaths. Right now, we face a surge in coronavirus, and a string of related deaths. We should all know by now that two of the recent five “coronavirus deaths” were people over 90 years old. The average life expectancy in California is 80.8 years. COVID-19 is a contributor to illness and death, so wash your hands, keep distance, and wear a mask when necessary, but don’t get too carried away. We’ve dealt with coronavirus for four months now. As county, we’ve been exceptional when it comes to an effort as a community to flatten the curve and control the spread.

S
eattle has been a forerunner of things to come for some time now. In 1999 a Globalization Summit at the World Trade Center was disrupted by dissenters. In 2011 Occupy Seattle challenged wealth inequality, corporate greed, and corruption. That same year a letter cosigned by 34 community organizations asked the Department of Justice to investigate the Seattle Police Department for continued use of excessive force and racial bias. (The city has a 70% white population.) Since 2012, when the DOJ report came back stating the areas of improvement necessary to regain the community’s trust, the city agreed to do so and was entering the last two-year phase of “sustainment” in 2018.
That same year, Chief Carmen Best, an African-American, was named to the post after 28 years with the Seattle Police Department. This year brought another significant protest known as the Capitol Hill Autonomous Zone (CHAZ), an added chapter in the ongoing narrative of protesting and the police in the metropolis. The zone has become a microcosm of the great struggle we are in, the weighing of our personal rights against the society we live in, how those rights are to be protected, and which rights reign supreme? The primary grievance is an excessive breach of civil rights in many forms by the very people we pay to protect them. Across the country, citizens are being deprived of life without due process of law, a right guaranteed by amendment five. Citizens are detained for looking “suspicious,” a denial of liberty, the principal goal stated in the preamble. Some are excessively punished for small crimes, a violation of our Eighth Amendment, such as losing your life for running away is not allowed under our Constitution. A woman lost her Fourth Amendment rights when officers stormed into her house after midnight without warning. It is not reasonable to do when the Constitution says we have the right to be secure in
our persons and houses and not be subject to unreasonable searches. And if you exercise your Second Amendment right to bear arms to protect your person in your home from a dangerous invader while you are sleeping, police are currently responding by depriving you of your very right to live. If you don’t make it to trial because you are killed by officers who decided they were the judge and jury, then your Sixth Amendment right has been denied. We have repeated, ongoing violations of our 1st, 2nd, 4th, 5th, 6th, 7th, and 8th Amendments to the Constitution, against the least powerful of our citizens, and predominantly against BIPOC (Black, Indigenous and People of Color). Protesters nationwide have been utilizing their First Amendment rights to peacefully assemble, exercise free speech, free press, and to petition the government for a redress of these grievances. While doing this, retribution arrives in the form of tear gas, rubber bullets and baton whippings. In Seattle, in the park, and the streets, young protesters assembled. They created artwork illustrating their vision, they spoke by day, danced, sang, planted gardens, and played dodgeball and basketball by night, all night. Working residents in the neighborhood couldn’t sleep. Fights erupted, gang

Give someone the benefit of the doubt, appreciate differences of opinion before you shut them down, belittle, and spread hate, as seen in the comments on our social media. Remember the support we give to one another when tragedy happens. Remember the “in this together” slogan that we started this pandemic with, because, at the end of the day, that is truly what matters. Since launching the “Resilience Roadmap” in early May, Governor Newsom has proven to be incompetent in managing California (prior to, he was decent). His broad brush reopening plan proved impotent as it tried to apply the same criteria to Los Angeles County and San Luis Obispo County. He has not gotten any better. He either does not care, or does not know. That is where our local leaders in the State Assembly, SLO County or our cities are responsible. We all play our part and those that chose to take on elected positions are required to work for us. I call on our local leaders to form a coalition to protect the interests of our county residents and businesses — demand control be returned to our local leaders to administer adequate protection and support of our interests both social and economic. We are not being served by our governor, and we cannot afford as a country, state, or county to relinquish our rights to protect ourselves and our interests. We are constitutionally equipped with the tools to renegotiate terms and our local leaders need to step up. When we have issues, or “houses on fire,” we have people in place to take action. From what I have read, it has always been about not overwhelming the hospitals. In other words, no one wants to pick and choose who gets a ventilator. We are better prepared than we were, but resources are finite. Also, not everyone is as ok with the consequences of getting sick as you are (based off your comment). Some people have permanent damage to vital organs or are undergoing long rehabilitations as a result if getting COVID. While you may feel comfortable with those realities, I personally am not ( for myself or for other people) Also, the vulnerable matter. Last week, the city moved the encampment out of the neighborhood. Meanwhile, businesses in the area announced they would sue the city for their property damage and lost business. They want their rights protected. They want domestic tranquility in their neighborhood. bet you don’t know the history of the placement of those flags. Here’s another recognition of community people who do “good things.” Twenty years ago, Lon and Eileen Allan decided that Atascadero should display the American flag for special holidays, like Memorial Day, the 4th of July, etc. They received permission from the City and went to work. Holes were provided at the end of the Sunken Gardens in the grass for the flag poles’ insertion. Lon and Eileen provided the flags and on the morning of a holiday, they would go down and place the flags. They collected them at the end of that holiday and stored them for future holidays. Eileen passed away a few years ago, but Lon continues to place the flags. He does it because he cares about this country and he does it for the rest of us. It is patriotism at its best! Lon, thanks to you and Eileen for starting such a lovely tradition! When I drive into town, I use Graves Creek Road and I also see more flags. Thank you, neighbors. I love it! any people believe that good people who have done many good deeds will earn their way into heaven. This belief is false and contrary to the clear teaching of the Bible. The basis of salvation from the penalty of sin is the grace and mercy of God (Ephesians 2:8-9, Titus 2:11). Salvation is a gift from God that has been provided thru Christ’s substitutionary death (1 Corinthians 15:1-4). The apostle Paul declared in Romans 6:23: “For the wages
of sin is death but the gift of God is eternal life through Jesus Christ our Lord”. Salvation is a gift because it is received by faith thru Grace. Grace can never be earned. Good works can never remove sinful acts. Jesus clearly taught that sinners are already condemned before God and only faith in Him can forgive them of the condemnation of sin ( John 3:16-18). How is it possible for a sinner to be delivered from condemnation? The answer to this question is revealed in the doctrine of Justification. The Bible clearly teaches that all people are sinners. “For all have sinned and come short of the glory of God” (Romans 3:23). The problem of being a sinner is that this
spiritual condition prevents a condemned sinner from going into the presence of a holy God? To go to heaven, a sinner must become completely RIGHTEOUS. This is accomplished thru justification. Justification is a judicial act of God whereby a sinner is declared righteous by God. In Romans 3:24 and 5: 8-9, the Apostle Paul explains how justification occurs. Jesus paid the penalty of sin through His death and redemption and made it possible for God to justify a sinner. When a sinner believes in Christ’s substitutionary death, God removes the condemnation of sin and God gives a believer Christ’s righteousness. The believer becomes as righteous as the sinless Christ and can now be
qualified to go to heaven. This is theologically called “justification by Faith” (Romans 4:5, 5:1). The apostle Paul describes this work of God in 2 Corinthians 5:21: “For He hath made Him (Christ) who knew no sin, to be sin for us that we might be made the righteousness of God in Him.” This is the gospel or good news. A sinner can become righteous by faith in Christ and go to heaven to live with a holy God. This provision is by God’s GRACE (Romans 3:24, Titus 3:4-7). God’s gracious provision of justification thru His love has saved us from the wrath and judgment of God (Romans 5:8-9). I sincerely hope and pray that you are qualified to go to heaven ( John 14:1-6). Jesus is the only way to get to heaven.
How to Avoid Being the Victim of Fraud or a Scam DAN RICH

nsolicited telephone calls are a common source of fraud or a scam. The caller will most frequently offer to give you car, home, life insurance, or burial insurance plan quotes. I have researched these and have uniformly found these quotes to be higher than what I am currently paying. Some callers will tell you that you have won a free or low-cost vacation trip, usually with a choice of dozens of locations. These are outright scams, and even more inappropriate now with COVID19 travel restrictions. Other callers will tell you that you have won a free medical alert system or a free home security system. What they will not tell you that there is a monthly service charge. You may receive a call from someone claiming to be from the IRS claiming that you owe taxes and that if you don’t send them an immediate payment, using gift cards, they will contact the police. The IRS does not conduct business by telephone, and additionally, they do not threaten you with police action. A caller may advise you that because you are a reliable taxpayer, the government will give you a grant, typically $40,000. All you
have to do is send in $200 worth of gift cards! Totally bogus, of course! You may be told that the caller is investigating bank fraud and that will get a large sum of money, but to show good faith, you need to send money. Don’t fall for that nonsense. Offers to sell you an automotive extended warranty is another scam. Consumer experts recommend against purchasing extended warranties, especially for cars. Someone claiming to be a computer technician will claim that they have detected errors on your computer. Typically they want you to download a link that gives them control of your computer. Once this is done, they can give you malware or a virus. Never let anyone you don’t know, take control of your computer. It is always bogus that they have detected errors on your computer. Don’t fall for it. One devious attempt to defraud is when a caller claims to be a relative, usually a grandchild, who is in jail and needs to be bailed out. Unfortunately, these bogus calls can be very convincing. Another scam is a caller claiming that you have missed jury service and will be jailed if you don’t send gift cards. Of course,
this is bogus! Perhaps the most common email scams are known as phishing. The sender claims to be from a company like Apple or Amazon and demands current identifying information, with the threat that if you don’t supply it, your account will be closed. Never click on any links in this type of email. Also, carefully check the return email address. It will not exactly match the legitimate address. Banks and companies such as Apple will not ask for email account information verification. Note that you can always contact the customer service representative of the company in question. Never share your personal information, such as Social Security, driver’s license or passport identification numbers. Also, never share your personal banking information, such as account or routing numbers. You may receive an email telling you that the United Nations, the International Money Fund, or a Nigerian bank wants to give you millions of dollars. In return, they demand an advance payment fee, which may be a small amount or sometimes it may be several thousand dollars. Any fee request is a bogus red flag. Other scams are the claim that you have won a lottery, such as a
BMW lottery. They may claim that even if you did not enter a lottery, your email address was selected. They typically want advance payment fees of thousands of dollars. All these lottery claims are bogus. You can not win a lottery that you did not enter, and to enter their lottery, you have to be a resident of that country. Also, bogus is the scam where someone claims to be a lottery winner and wants to share their good fortune with you. Then there is the person dying of cancer who wants to share their millions with you before they die. Of course, these emails are always bogus. Some scammers, especially those pretending to be from the government, can be very aggressive and intimidating. They may even threaten you with jail if you do not share personal information, like Social Security numbers. Do not let them intimidate you. Additionally, never send them money using gift cards — that is never legitimate. Remember that if it seems too good to be true, then it likely is not true! AHS Alum Produces and Directs Short Film In Atascadero By CONNOR ALLEN
A
tascadero High School alum David Say returned from California State University, Northridge, two times near the end of 2019 to film his senior thesis, a short film entitled, “13.” Say graduated from college and returned home to help his family in their popular coffee shop Malibu Brew Coffee. He is also working on premiering his movie at Galaxy Theatres Atascadero. The short was filmed in three recognizable Atascadero locations. Say, who graduated from Atascadero in 2016, was tasked with not only writing and directing a short-film but also fully producing and funding it. Tasked with raising close to $20,000, Say found that returning home was a boon. “We had to fundraise everything from scratch, which was another difficult project to do,” Say told The Atascadero News. “We actually came up a little short in some of our funding, but I then reached out to some people here in Atascadero, because we love the community here, and were able to get it done.” Say’s family supplied craft services on film day while the City of Atascadero, Atascadero High School, and The Carlton Hotel offered helped in securing permits and keeping costs low for the former Greyhound to film. “I reached out to Mr. Neely, who was the principal at Atascadero High School then and (Superintendent) Tom Butler, and they helped me get the permit to film at the high school for free,” Say said. “I also spoke to Terri Banish from the City, she was really kind, and helped us get a contract to film
at the lake as well as Deana [Alexander] at the Carlton who let us film there as well as letting the cast and crew stay there for a great deal.” Say’s film, which is classified as a thriller, is centered around a group of friends with one horrible secret, a prank gone wrong in high school that killed one of their friends, and rather than report it, they covered it up. The film is set in the present day, 10 years after the incident, when the group returns to Atascadero for their 10-year high school reunion. Strange things begin happening to the friends once back in town and they end up trapped on the 13th floor of The Carlton Hotel. “We started the project in September,” Say said. “We took about a month to write the story. Then filmed in late October around Halloween and then filmed another shoot in November.” Apart from filming at The Carlton Hotel and Atascadero High School, Say’s film team also has scenes filmed at the Atascadero Lake Park. The young director fell in love with film at a young age when he and his family moved from Cambodia to the United States. As a young kid with no sense of American culture, he turned to movies as his guide and looks to do the same for kids in the future. “I was about 7 or 8 years old, and when I came here, I didn’t know a lot of English,” he said. “So I went to school, which helped, but I pretty much learned American culture through movies and television, especially Disney movies. That taught me a lot, so I’ve taken that with me and want to be able to do it someday for other kids.”
Before the start of the COVID-19 pandemic, Say was engaging in talks to premiere the movie at Galaxy Theatres in Atascadero. Unfortunately, due to closures to theaters, Say was forced to put his showing on hold. He hopes to show his movie, in the city he filmed it in, someday soon.

While not all might be fans of the online auction, it appears that this style can increase profits for the young sellers. “I have been through five virtual sales, and the other four shows I have worked have all had higher averages than the previous year,” Switzer stated. “We are hopeful that trend will stay steady with us at Mid-state, but we don’t know what will happen.” The online silent auction could help in several ways, chief among them giving bidders more than a lightning flash of time to decide on their limit, including reducing the stress for first-time buyers as well as catering to the older generations who would like to participate but don’t feel safe in public. we still have all the parameters and requirements for adoption.” Even with the extra hoops to jump through in recent months, Woods set a record this year for adoptions. Woods Humane’s fiscal year runs from July 1 through June 30, and this year they found happy homes for 3,100 animals. Most people don’t realize that Woods is privately funded and does not receive any form of governmental funding. Woods continues to run based on the generosity of the community, donations and fundraisers. Like most events in the county, the shelter had to cancel its fundraisers going forward this year, including its most prominent, the Tails Gala scheduled for its 20th annual this past June. In place of fundraisers, the shel-
ter was on the lookout for other funding sources and found a partnership with a pet CBD oil and treatment company, Honest Paws. The company is one of the largest pet CBD product distributors and agreed to a partnership with Woods Humane Society, pledging to give 30 percent of their online sales in California for the foreseeable future. CBD is the nonpsychoactive part of cannabis and can help animals struggling with anxiety from being sheltered, recently spayed, or a multitude of other factors. “We looked at facilities all over the country, and when we came across the Woods Humane Society, we knew we wanted to partner with them because their operation is so well managed,” Honest Paws Founder Min Lee said. “They really do so much for their respective community as opposed to some other shelters that we have looked
at.” Lee stated that there is no definitive end in sight for the partnership, saying, “We want to see how it goes through at least the end of the summer, but if it goes well, it is certainly something we would be happy to do in perpetuity.” Through the partnership, Woods Humane Society has begun to use Honest Paws products on some of its animals and was so pleased with the results that they have added Honest Paw items to their retail. “We were so excited when Honest Paws reached out,” L’Heureux said. “We don’t receive government funding, so we can do the work that we do because of a very generous community. So, when Honest Paws wanted to come on board and give us a percentage of their revenue from their California sales, we were, of course, grateful and explore any opportunities to bring in revenue.”

According to City Manager Rachelle Rickard’s presentation, the lack of funding the City can generate, coupled with the cuts and postponements over the past year, Atascadero now only spends 35.5 percent of the national average on police and 19 percent of the average on fire services based on numbers from Cleargov.com. Atascadero has the lowest police salaries in San Luis Obispo County, according to Rickard’s report, as well as a deteriorating firehouse that is in dire need of improvements. A portion of the revenue generated by the additional sales tax would likely be used to bolster police and fire services. Tuesday night, Council clarified the language for the measure while also setting priorities for
written argument and rebuttals. Following Council’s unanimous vote, they moved on to the different oversight options to accompany the new tax measure. Council agreed to get public input on oversight through a variety of means, including a public meeting like “Talk On The Block.” Council also was presented with six different options for ensuring that the public funds generated by the sales tax measure are spent on the established priorities. Council agreed on option five, an annual report similar to budget projections. Lastly, Council unanimously approved spending $60,000
