Equality Mural Project To Begin Downtown

ATASCADERO — The Atascadero Unified School District School Board met Tuesday morning, and after three hours of discussion unanimously voted to start school on Aug. 12 with full distance learning. On Friday, California Governor Gavin Newsom stated that schools in counties on the state’s watchlist could only open in distance learning and will only have the ability to open in-person instruction if the county is off the list for 14 consecutive days. San Luis Obispo County is currently on the state’s watch list. Trustees were presented with three options for the upcoming school year in a lengthy presentation by district staff. The possibilities included entirely in-person learning (A); a blended option that offered both in-person and online coursework (B); and distance learning (C). Options B and C operate with the same structure. The district students will be split into two groups, one group with last names ending between A and K and another with names ending in L through Z. At the high school level, one group of students will have two periods of instruction with their teachers from 7:45 to 10:35 a.m., while the other group can focus on their at-home distance learning from their two other designated classes for that day. Teachers will have a break from 10:35 to 11:55, at which point the students will switch, and the next group will have direct access to the teacher, whether online or in person, from 11:55 a.m. to 2:45 p.m. The school day at the elementary level will work the same with a group from 8:15 to 10:45 a.m., followed by one from 12:45 to 3:15 p.m. The main differences being that students will stay with one teacher, as they usually would, and have a lighter online course load. Kindergarten students will have 30 minutes of daily online work, while first through fifth grade will have an hour and a half. Whether online or in-person, attendance will be taken and monitored, and students will be expected to complete the daily instruction from their teachers. One of the requirements put in place by the state requires that students in grades 4-12 receive at least 240 minutes or four hours of “instructional minutes” per day. This model satisfies that requirement. “I think it’s important for the community to know that should the board approve full distance learning, we should be expecting a much more robust instructional program for our students. Our parents should be able to see that directly,” District Superintendent Tom Butler said. “In addition, grading and assessment will be comprehensive; students will earn the grades they receive.” Butler added that the District would be more equipped in the fall and continue to find the best methods.

he Equality Mural Project in Atascadero is a collective of local artists and community members dedicated to adding 10 different murals to downtown, depicting various aspects of equality. The group was inspired by the two paintings placed downtown in 2017, “The Floating Lady” by Ioan Baraban and “The Historic Mural” by Heather Millenaar that are visible from the Traffic Way and El Camino intersection, as a way to support gender equality and have now expanded their message to equality for everyone. “After talking about it, we decided

that we don’t want to limit it just to gender equality. We want to expand it to a more general, all-inclusive equality,” Zoe Zappas, a founding member of the Equality Mural Project, told The Atascadero News. The collective, which is filed under

On Nov. 3, Atascadero voters will choose a mayor as the two-year term of current Mayor Heather Moreno is set to expire along with the four-year at-large seats of present Councilmembers Charles Bourbeau and Roberta Fonzi. The initial period for filing Nomination Papers is July 13 to Aug. 7. However, if a seated incumbent does not file nomination papers for their respective position, the filing period to submit nomination papers for that office will be extended to Aug. 12. Candidate information and essential election dates can be found online at slocounty.ca.gov. Candidate Packets (Nomination Papers) were available for all three races starting on July 13. The Atascadero City Clerk’s Office is the receiving agency for nomination papers for City Council candidates. The eligibility requirements to run for office are 1) you must be a resident of the City of Atascadero, and 2) you must be a registered voter in the City of Atascadero Individuals who intend to run for office must file certain Fair Political Practices Commission (FPPC) forms with the City Clerk’s Office before soliciting any campaign contributions or making any campaign expenditures. A potential candidate must also file a Candidate Intention Statement FPPC Form 501. Prospective candidates can submit their FPPC Form 501 anytime between now and the nomination period. After filing FPPC Form 501, should a candidate begin to campaign and raise funds, he/or she must also file an originally signed FPPC Form 410 with the Secretary of State (copy of the form to be submitted to the Clerk’s office) within ten days of receiving $2,000. High School Sports To Start in January CIF cuts year into two seasons under new guidelines By CONNOR ALLEN

T

his morning the California Interscholastic Federation (CIF) determined that high school sports in California will begin in January and have cut the year down from three competitive seasons to two. CIF’s press release is posted below: “The California Interscholastic Federation (CIF) has determined, in collaboration with our 10 Sections, that education-based athletics for the 2020-2021 school year will begin with a modified season of sport schedule. Our calendar reflects the season for each CIF sport and the last date for Section Championships and Regional/State Championships in those sports where a Regional/State Championship is currently offered. Following this announcement, each CIF Section Office will release their own calendar to reflect regular season starting and ending dates and Section

playoffs. It is anticipated that most Section start dates will commence in December 2020 or January 2021. We are continuously monitoring the directives and guidelines released from the Governor’s Office, the California Department of Education, the California Department of Public Health, and local county health departments and agencies as these directives and guidelines are followed by our member schools/school districts with student health and safety at the forefront. As these guidelines change, CIF Sections may allow for athletic activity to potentially resume

under the summer period rules of the local Section. Also, given this calendar change, the CIF has temporarily suspended Bylaws 600-605 (Outside Competition) in all sports for the 2020-21 school year (see below for more specific information related to these changes).” The CIF Central Section released the schedules for its two seasons, Fall and Spring for 2020-2021, and have highlighted a few points. First, the Section is extending the “Summer period” for all sports through Dec. 12. The fall sports will be cross country, girls and boys water

polo, boys and girls volleyball and football with practice officially beginning on Dec. 14. Cross country, water polo and volleyball can have their first officially sanctioned games on Dec. 28, and North County football will officially return on Jan. 7. The Spring sports — wrestling, baseball, softball, swim and dive, competitive cheer, boys and girls soccer, tennis, and golf — will have their start dates moved to the Spring. Soccer and can begin to practice on Feb. 22, swimming, wrestling, and basketball will start on March 8 with the rest of the sports beginning on March 15. New Central Section Commissioner Ryan Tos said in his email to athletic directors, “This schedule also allows for normal Section Championship experiences and opportunities in all sports. The only exception is that football playoff brackets will be eight-team brackets as this allows schools to maintain an 11-week regular season with 10 contests.” Tos added that they are working on a plan that will not eliminate any teams from the football playoffs and may even consider adding divisions, “if necessary.”

The event has changed to adhere to safety protocols put forward by county and state officials due to the COVID-19 pandemic. The event will have 50 spaces available. Tres Osos Earns Best of Show at 2020 Central Coast Olive Oil Competition STAFF REPORT PASO ROBLES — The Central Coast Olive Oil Competition results from the 2020 competition, which featured premier oils produced across California. Tres Osos hailing from Carmel emerged as the producer of the Best of Show entry. “It was a good year for California olive oils, especially the Central Coast. Just over 80% of the entries were awarded medals,” said Chief Judge Paul Vossen. “The timing of harvest for this year’s oils was excellent as shown by a large number of premium (Gold) awards. Local Men Among Those Charged in Anti-Human Trafficking Operation Seven men charged with solicitation during a sting included Vernon Anderson of Templeton and Jake Ceniseroz of Atascadero STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County District Attorney Dan Dow announced Friday, July 17, the filing of criminal charges against seven individuals for solicitation of prostitution and the conviction of one individual for human trafficking. The eight cases are based on arrests made during Operation Reclaim and Rebuild 2020 occurring across California during January. All seven defendants charged with solicitation were scheduled to appear for arraignment on Wednesday, July 22, in the San Luis Obispo County Superior Court. “The demand for prostitution creates a lucrative cash market that traffickers fill with victims — many who are children,” said District Attorney Dan Dow. “Our local anti-human trafficking purchaser sting operations are designed to reduce the demand for commercial sex that leads to exploitation of minors and adults every day in our community. If you are considering purchasing sexual services, please stop and consider that one million kids are trafficked for sex each year.” District Attorney Dan Dow formally

established the San Luis Obispo County Anti-Human Trafficking Task Force shortly after his election in 2014. This operation by the Task Force was directly aimed at disrupting human trafficking networks for the purpose of commercial sexual exploitation occurring on the central coast, identifying and assisting survivors of trafficking, and reducing the demand for trafficking and exploitation of minors by identifying and prosecuting would-be purchasers. The local operation resulted in the arrest and successful prosecution of Guy Alvin Azama Jr., 32, of San Francisco, for human trafficking and pimping of a human trafficking survivor. Azama was previously convicted for pimping in San Mateo County Superior Court and served a state prison term. He pled to the charge here in San Luis Obispo County Superior Court and was sentenced on May 5 to serve five years in State Prison for this new conviction. He currently is in the custody of the San Luis Obispo County Sheriff due to the current prohibition against transport-

ing state prisoners to the Department of Corrections and Rehabilitation because of coronavirus concerns. The SLO District Attorney’s Office filed seven misdemeanor complaints for violations of solicitation of prostitution occurring on Jan. 29. These cases are set for arraignment on Wednesday, July 22, in the San Luis Obispo County Superior Court. The individuals charged with solicitation of prostitution are as follows: • Vernon Randall Anderson, 66, of Templeton • Jake Daniel Ceniseroz, 32, of Atascadero • Edgar Ernesto Blasmendez, 26, of Lompoc • David Sean Byrnes, 54, of San Luis Obispo • Michael Edward James Durighello, 33, of San Luis Obispo • Maximino Maldonadoguzman, 45, of Santa Maria • Stephan Ruffino, 66, of Santa Maria Operation Reclaim and Rebuild 2020 was led by the Los Angeles Regional Human Trafficking Task Force. APD Arrests Suspected Driver of Car Who Led Police on Chase Sunday Night STAFF REPORT ATASCADERO — A 17-year-old was arrested Tuesday in Paso Robles by the Atascadero Police Department. Police believe the teenager was the driver of a car that fled from police Sunday night and crashed outside of Motel 6 in Atascadero. From the information obtained during the initial incident, Atascadero police detectives identified and later arrested the driver who reportedly fled from APD officers on July 19. On July 21, Atascadero police detectives, with the assistance of the San Luis Obispo County Probation Department and the Paso Robles Police Department, located the suspect in the City of Paso Robles. The suspect, a 17-year old Paso Robles resident, was placed under arrest without incident. A search of the area during the initial incident and the suspect’s resi-

dence was conducted and the weapon is still outstanding. The suspect was booked at San Luis Obispo County Juvenile Services on suspicion of felony evading arrest, misdemeanor resisting arrest, misdemeanor hit-and-run and violation of probation. At approximately 11:11 p.m. on July 19, an Atascadero police officer conducted a check on a vehicle in the Paloma Creek Park parking lot located in the 11600 block of Viejo Camino. During the check, the driver fled in the vehicle and a vehicle pursuit ensued. The chase ended when the driver collided with a light pole at the intersection of El Camino Real and Santa Rosa Road. The driver fled from the collision toward Motel 6 with what appeared to be a rifle in his possession. The other occupants of the car, all juveniles, were detained.

County Health Officials Report Seventh Death Due to COVID-19 STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo reported Tuesday that a seventh SLO County resident has died due to COVID-19. The individual was in their 80s and lived at a North County nursing home with a COVID-19 outbreak. The resident had multiple chronic health conditions and was not hospitalized. “We have lost another member of our community to this disease and I offer our sincere condolences to the family and all those who are touched by this loss,” said County Health Officer Dr. Penny Borenstein. “We are seeing an uptick in cases in congregate settings such as skilled nursing facilities in SLO County and we need everyone to do their part to help slow the spread of this disease.” Medical research shows that while COVID-19 has flu-like symptoms, it is more contagious than the flu

among most populations and age groups. According to the Centers for Disease Control and Prevention (CDC), COVID-19 can quickly and easily spread to a lot of people and result in continuous spreading among people as time progresses. Older adults, individuals with health conditions, and people living in congregate settings (including residential care facilities) are at higher risk from COVID-19. While risk increases with age among adults, younger adults and those without chronic health conditions have also faced serious illness and hospitalization. All residents, regardless of risk factors, should take precautions to limit the spread of COVID-19 — in part because cases travel through the community and in some cases reach the most vulnerable residents. Every individual’s actions can either limit or contribute to this spread. The CDC also indicates that it’s possible for

people to spread the virus for about two days before experiencing signs or symptoms and remain contagious for at least 10 days after signs or symptoms first appeared. “Together we can slow the spread of COVID-19 and break the chain of transmission,” Dr. Borenstein said. “Please avoid social and multi-family gatherings, maintain six feet of distance when leaving the house, and wear a face covering in public as recommended.” As of Wednesday, 1,393 cases of COVID-19 have been reported in SLO County; 917 have recovered; 457 are currently recovering at home and 12 are currently hospitalized, with four in the ICU. Newsom Updates Guidelines for Personal Care Services Gov. Gavin Newsom offered some relief to personal care services on Monday. He provided updated guidelines for hair salons, barbershops, nail salons, massage parlors

and other beauty services to move outdoors. Under the updated rules, all businesses must have a canopy or tent, with no more than one side. And they can’t perform a service that would require the customer to go inside. Employees must follow CAL-OSHA protocol for outdoor jobs and be trained on emergency procedures related to heat illnesses. Not all personal care services are allowed to move outdoors. Tattoo parlors, piercing services and electrology require hygienic environments and therefore, can’t operate outdoors. Personal care services had to close indoor operations in counties on the state’s watchlist. San Luis Obispo County has been on the watchlist for more than a week. STAFF REPORT SACRAMENTO — Building on the success of Project Roomkey, Gov. Gavin Newsom announced Thursday the availability of $600 million in funding for Homekey, the next phase in the state’s response protecting Californians experiencing homelessness who are at high risk for serious illness from COVID-19. Administered by the California Department of Housing and Community Development (HCD), Homekey will be the largest expansion of housing for people experiencing homelessness in recent history, while addressing the continuing health and social service needs of this vulnerable population. The $600 million in grant funding will be made available to counties, cities, and other government entities to purchase and rehabilitate housing including hotels, motels, vacant apartment buildings, and other types of innovative housing, and convert them into permanent, long-term housing for people experiencing or at risk of experiencing

homelessness. “Homekey is a once-in-a-generation opportunity to massively expand housing for the homeless in California with federal stimulus funds,” said Governor Newsom. “This unique opportunity requires us to move quickly, in close collaboration with our city and county partners, to protect the most vulnerable people in our state.” Geographic and racial equity have been baked into Homekey, with dedicated funding for various regions and a goal of addressing the deeply inequitable impact of homelessness on Black and Latino communities across California. Of the $600 million in funding for Homekey, $550 million will be provided to cities and counties by California’s direct allocation of the federal Coronavirus Aid Relief Funds, with an additional $50 million provided by California’s General Fund to supplement the acquisition and provide initial operating funds. Governor Newsom urged cities and counties to move quickly. HCD is expected to begin accepting applications on July 22, and the first tier of projects will be fast-tracked for awards during the first 30 days. Any awards cities and counties receive must be spent by Dec. 30. HCD and the Department of General Services will provide robust technical assistance to help cities and counties quickly and successfully

SLO County to Offset COVID-19 Testing Costs by Charging Medical Insurance STAFF REPORT SAN LUIS OBISPO — To offset the costs for reagents, test kits, and staff time it takes to provide COVID-19 tests to the public, the County of San Luis Obispo has added new fees that will be billed to medical insurance effective Aug. 7. The County Board of Supervisors held a public hearing on Tuesday, July 7, to consider an ordinance amending the County Fee Schedule to add new fees for COVID-19 testing. “Persons themselves will not bear the cost, but this will allow our laboratory to get revenue that will allow the ongoing testing support needed over the course of this pandemic,” said County Health Officer Dr. Penny Borenstein. “The County Public Health lab prioritizes testing for health care workers, hospitalized patients, congregate care settings, corrections facilities, contacts of those who have tested positive.”

Few Deputies and one inmate test positive for coronavirus

SAN LUIS OBISPO — After the announcement on July 18 that two inmates had tested positive, the Sheriff ’s Office released a follow-up press release stating that the first Patrol Deputy has tested positive for COVID-19. The Patrol Deputy was tested last week after developing a cough and received results on July 17. The last day at work was July 15. The Deputy wore a mask in all interactions with the public. Public Health has been notified, and a contact tracing investigation initiated. Affected staff were contacted, are being monitored for symptoms, and are currently quarantined. In addition, two more Correctional Deputies were found to be COVID-19 positive last week. The Correctional Deputies last worked on July 10 and July 11 and developed symptoms after their shifts. Those Deputies had contact with inmates while at work and were required to wear a mask during those interactions. The housing areas where they worked have been quarantined, the monitoring of inmates continues as well as testing of inmates and staff per the recommendations of County Public Health. One additional inmate has also tested positive. The inmate was asymptomatic and was discovered and isolated today after testing everyone in the unit where the inmate was housed. The Sheriff ’s Office has recently tested more than 300 inmates for COVID-19, with 50 of those tests conducted in the past 24 hours. This brings the total number of sworn staff members at the Sheriff ’s Office to test positive for COVID-19 since the beginning of the pandemic to four, with the first case reported July 9. All staff are recovering at home. The total number of inmates who have tested positive now stands at three.

The testing fees will result in an estimated $300,000 to $400,000 in revenue that will help offset COVID-19 testing costs as the pandemic continues. Ongoing COVID-19 testing at current capacity will continue to impact the County Public Health Department. Fee revenue was not even partially recovering the cost of providing the service. CARES Act funds are anticipated to offset a portion of the expenses to date for the COVID-19 tests already completed. CALIFORNIA — Gov. Gavin Newsom announced Friday that public and private schools in California counties on the state’s “watchlist” will have to begin the school year with distance learning. “Schools must provide meaningful instruction during this pandemic whether they’re physically open or not,” Newsom said. “We all prefer in-classroom instruction for all the obvious reasons, but only if it can be done safely.” San Luis Obispo County is one of 32 counties currently on the state’s county monitoring list. There are 58 counties in the state. SLO was added to the list on Monday and has remained on it the entire week due to exceeding the state’s criteria for COVID-19 case rates. SLO County has seen its numbers nearly double since July 1, growing to 1,213 as of Friday after reporting 55 new coronavirus cases. The County has 470 active cases. A county has to be off the state’s COVID-19 watchlist for 14 consecutive days before its schools can shift to in-person learning. Aug. 20 is the first day of school for most of the districts in the North County. Some school districts in the county had already planned to open the school year

with distance learning. “The one thing we have the power to do to get our kids back into school? Wear a mask, physically distance, wash your hands,” Newsom said. For schools that can reopen, students from third through 12th grade and all staff have to wear masks in school. For younger students, face masks or shields are strongly encouraged. Those who refuse could be sent home for distance-only learning. Staff at those schools must keep 6 feet between themselves and others. Students are encouraged to do the same. Campuses that stay open will start their school day with “symptom checks,” including temperature checks. Staff will be tested monthly for coronavirus. Any class that sees one case of COVID19 will be sent home. An entire school will be sent home if “multiple cohorts” or more

Even for schools that only do online, distance learning, Newsom said the state will be making sure there are “rigorous” standards. “If we’re going to have distance learning, we will make sure that it’s real, that we address the divide and it is quality,” the governor said. “Learning is non-negotiable.” Newsom said that districts that have to start the school year with distance learning must provide the following: • Devices so that all students can participate in distance learning. • Daily live interaction. • Instruction that is “challenging and equivalent to in-person instruction.” • Support special education students and English learners. The governor’s announcement comes as the state saw another high number of new coronavirus cases over the past 24 hours, at 9,986. That’s up from 8,241 the day before and represents the third-highest one-day total since the pandemic began. Likewise, the new count of 130 deaths. That is also the third-highest one-day total in that category since the pandemic started.

n July 13th Louis “Luigi” Joseph Barbano joined his wife, Mary Jane Barbano up in heaven. For the last 10 years, Luigi resided in Atascadero, California but spent most of his life in Fresno, California. Growing up, Luigi excelled at all

sports including earning a full ride scholarship for pole vaulting. After serving in the Army, stationed in Alaska, Luigi worked for the City of Fresno for over 25 years as a mechanic. In the late 60’s, Luigi and his wife opened up a Mama Mia’s Pizzeria, the best Italian Take Out in Fresno! After retirement, Luigi lived the good life of golfing, fixing anything around the house and still cracking his jokes. Luigi is survived by his eldest daughter Linda Foley, his youngest daughter Debby Evans and his grand-daughter Erin Foley. Luigi will be missed.

she helped set up and manage Navy communications stations around the world. She returned to California in the early ‘80s, joining GTE Government Systems, Mountain View as a project engineer, ultimately rising to become the Director of Intelligence Warfare Systems. It was in this period, 1992, where Kitty met and fell in love with her future husband, Doug Jones, whom she married in 1994. She departed GTE in 1997 and joined the startup company Snap Track, Inc. developing the E-911 mobile cellular handset GPS location system used by most cellular companies worldwide. Snap Track was

purchased by Qualcomm in 2000. At her retirement from Qualcomm in 2007, Kitty was concurrently the CEO of the independent Snap Track division and a Qualcomm vice president. In retirement, she followed her lifetime love of animals by joining the Board of Directors of the North County Humane Society as the organization treasurer and continued in that capacity until NCHS merged with Woods Humane Society in 2017. She and Doug lived in Los Gatos but purchased property in Dover Canyon, west of Paso Robles, in 1999 with intent to finally retire and settle back in

her hometown. Despite the demands of her work schedules, Kitty’s presence at every family event over the years demonstrated her commitment to and love for family. She is survived by her husband Doug Jones of Los Gatos and Paso Robles, brothers Tim (and wife Linda) of Paso Robles, Mike (and wife Carole) of Lacey, WA, and several nieces and nephews. She was predeceased by her parents, Paul and Betty Lou Ressler and by her older sister, Pat Tigges. lsie Ada (Ferguson) Blomgren, 103, Cupertino, widow of Earl Blomgren, died July 9, 2020 at Cupertino Health and Wellness Center. Born 11/30/1916 to James and Annie (Largen) Ferguson.

Loving mother, grandmother and great grandmother, aunt and friend. She moved to the Garden Farms in the Central Coast of California as a child, attending Atascadero (Margarita Black) High School. She married Earl at age 17 and raised 3 children (all born in Atascadero). They moved to the Bay Area in the late1950’s. Elsie enjoyed sewing, flower arranging and cooking and her daughters remember fondly the wonderful cakes and pies she baked nearly every day. Elsie was a Girl Scout and Brownie leader in Atascadero and a very active

square dancer in the 1930s and 40s. Over the years she sewed baby clothes, doll clothes, Halloween costumes and prom dresses. She was a prolific and talented artist and left dozens of beautiful oil paintings. Elsie was preceded in death by her husband, Earl and son Gary, her sister Hilda (Atascadero), brothers Georgie, Elmer and Robert and her son-in-law Jim. She is survived by her daughters Mimi Blakely and Kathie Campbell and son-in-law Jay Campbell, 8 grandchildren, 12 great grandchildren, and 3 great great granddaughters.

and Frances were married and began a family. At 23, he was hired on with the Southern Pacific Railroad, where he worked for 33 years. During his time with Southern Pacific, Enos worked as a heavy equipment operator, Bulldozer operator and track foreman. He was a very hard worker his whole life at work and at home. He loved to build and create things, he enjoyed working with his hands. He loved working with bricks and stones and loved learning new things. He would even check out books from the library on carpentry and electricity. He would build things and Diana would decorate them before he could complete a project. They were quite a team in and around the yard together.

During his early years with Southern Pacific Enos’s job forced him to work away from his family for extended periods of time. He spoke about the times that he spent alone, how he would ponder over life longing for his family. At some point the opportunity arose for him to accept a job where he could move his whole family to Sunnyvale, Ca. where they lived along the railroad tracks in two converted train cars. These were happy times but life was hard. Later on he was able to transfer to Paso Robles, he bought a home and moved his family to Atascadero where they lived for many years. Enos married Diana Morrison in 1977 and became a baptized Witness of Jehovah on June 29, 1979.

He was a dedicated faithful Brother for many years and continued in service to Jehovah until he was no longer physically able to serve in the field. Although in his later years he was both mentally and physically challenged, he never complained. He was always grateful for his life, his home and family. He loved Jehovah and trusted in him, calling to mind proverbs 3:5,6—a favorite scripture of his. He had great faith in the Bibles promises. He would speak of a future time when he would see his son again, when he himself would regain his sight and how man would return to the days of his youth. He saw these truths with eyes of faith. He will be dearly missed by all who knew and loved him.

n Monday, July 20, we headed into week thirty of 2020. The number seems so low that it makes me chuckle a bit after everything we all have been through and continue to go through during this pandemic. Each week, as we choose the stories, news, and commentaries that fill the pages of our print publications, we have become more selective in what we publish than ever before. We are writing history each week, and it is quite the burden to carry in order to be good stewards of that said history. The beauty of print is that our printed pages do not get lost in a social media feed. They do not get forgotten as the

people continue to scroll; our pages get a set place in history that when you look up the local newspaper and date, you get to see exactly what was happening at that particular moment in time. When our future grandchildren look up this week, they will read that our kids could not go back to school in person, they will learn about “distance learning” and “hybrid class schedules.” They will read about how several local favorite events had to be canceled like Paso Summer Concerts or moved to a virtual platform such as Central Coast Writ-

They will read the commentary, see different points of view, and learn about how local community members experienced the current crisis that was impacting our world during this time. The purpose of slowing the spread is to maintain hospital capacity and prevent unnecessary death. Despite higher testing and higher case counts, the death rate remains low in most places. No state or county today faces anything close to the disaster that was New York, Massachusetts, New Jersey and other northeastern states. At one point, six northeastern states with 18% of the population had 62% of COVID-19 related deaths. The percentages haven’t changed much, but Florida’s Orange County Health Officer Dr. Raul Pino is doing his part to increase Florida’s death count. Last week, his office placed a motorcycle fatality on its COVID-19 death count, arguing that “it could have been the COVID-19 that caused him to crash.” Arizona death rates have fallen to levels that should make every warmblooded human feel good, and its case rates and hospital capacities are stabilizing — Arizona reported as many as 73 deaths, on July 7, and deaths fell consistently from there to only two on July 20 (azdhs.gov). States across the nation are finding stability, with Florida an outlier with the Miami area under strain. The X-factor? Reduction of mass gatherings in the streets. Anyone who supports protests before we see the end of COVID-19 danger supports virus spread and death of people in our nursing homes. Human life has been politicized this year like no other time in history, and

did not have the lessons from our history, we would not be able to fight for what we are fighting for today. Reading the stories of the courageous people of our past, even if today, we would look at some of them as ignorant, teaches us a valuable lesson. And that lesson is not worth giving up because that is how we are here today. We get to look at our past, our history and get a glimpse of what a moment in their time looked like and be proud of how far we have come. Of course, we have work to do, we will always have work to do. That is the beauty of all of it. The minute we do not see that we need some type of change, forward-thinking, planning, or solutions, to issues that face us today, then that is when we stop moving forward, that is when we stop growing. However, I know enough incredible people in our community, county, state, and nationally to say with conviction that will not happen. I

want to address two assertions that I have read recently. The first one is that the Black Lives Matter protests caused the current spread of COVID19. It is abundantly clear now that those protests did not spread the virus. Health experts watched for increased cases of positive coronavirus diagnoses during and after the protests, especially in the large cities where the largest protests occurred. And those increases just never happened. Two weeks, three weeks, a full month later, there were epidemiological studies, health department data, and anecdotal reports that showed, happily, that the protests had not caused an increase in the coronavirus spread according to articles and data found on

Also, I recently read an opinion that the opening of the economy has not been proven a source of significant increase in the virus spread. I have to admit, I was flabbergasted when I first read this. I do not think there is hardly anyone else that has not seen a clear link between the reopening of bars, restaurants, indoor church services, etcetera, with an immediate and sharp rise in COVID-19 cases (exactly what health experts had warned about and what many governors and local legislative bodies have now had to backpedal on). The spread of COVID-19 is caused by prolonged close contact with other people, by not wearing masks, by not social distancing, and by breathing recycled air, exactly what the premature reopening of businesses and recreational facilities have been known for. Long after most protests have ended and coinciding exactly with the reopening of businesses in this country, we are seeing an exponential surge in diagnoses of the virus, increased hospitalizations, and more deaths due to the virus. Admittedly, there have been some problems with the data collection from the virus tests, but one cannot argue with the sharp increase in hospitalizations and deaths. It is the reopening of our econ-

We shouldn’t fear the change we face, but we should embrace the opportunity. The communities of North SLO County are not responsible for COVID death rates in New York City or the police killings in Minneapolis. We are not responsible for the spread of COVID-19 in Los Angeles or Sacramento, and they are not responsible for the health of our local schools, nor should they be involved in decisions of whether we open those schools. Our local leadership at the City and County levels may be more important today than at any time in our living history. This is an exciting opportunity for change, but that change must be made with respect to all People for, by, and of whom our Constitution was made. Our more-perfect union is one that will always grow and change as we learn and relearn. As media publishers, we have a privilege and responsibility to continue this conversation and protect the health and wellbeing of those alive today and tomorrow. Also, nearly all protests took place outside, where wind dispersed the virus rapidly and ultraviolet rays from the sun rapidly broke the virus apart. Also, the protesters were not sharing indoor facilities such as bathrooms, shops, and restaurants, where prolonged close contact with others and infected contact surfaces and recycled air cause the spread of the virus. Research also showed that many people chose not to go out when the protests occurred, creating a net decrease in potential exposure to the virus. People might find fault with some aspects of the protests, but they cannot blame the protests on a rise in COVID19 cases. The evidence is just not there, neither empirically nor logically.

On a side note, I want to address one idea that, given the risk of spreading the coronavirus, there were no justifications for the protests. I would reverse that remark to ask, given the risk of the virus, what was so important to people that they would get out into the streets to protest? Those who have followed race relations in this country and have listened to people of color will know that many of us, white people included, are fed up with centuries of brutality, discrimination, and terror perpetrated against non-whites. Even during a pandemic, the last straw was broken after watching on video the brutal and senseless killing of George Floyd. The virus of racism is more deadly, deeper, and more long-lasting than the virus of COVID-19, and despite the risk to their health, people took to the streets demanding a change to our racist society. It turns out that overreactions by police have been much more dangerous to protesters’ health than COVID-19. Directions: Preheat oven to 350 degrees. Lightly mist a 12-cup Bundt pan with vegetable oil spray. Dust with flour. Shake off excess flour. To mix cake, place cake mix, pudding mix, milk, oil, eggs, vanilla, and cinnamon in a large mixing bowl. Beat with electric mixer on low speed until ingredients are incorporated, 30 seconds. Scrape down sides of bowl with a spatula and increase mixer speed to medium and beat batter for 1½ minutes longer, scraping down sides of the bowl again if needed. Batter should look smooth and thick. Fold in zucchini and chocolate chips. Pour batter into prepared Bundt pan, smoothing the top with the spatula, and place pan in oven. Bake cake until top springs back when lightly pressed with a finger, 45 to 50 minutes. Transfer Bundt pan to a wire rack and let cake cool for 15 minutes. Run a long, sharp knife around edges of cake, shake the pan gently, and invert onto the wire rack. Let cake cool completely, 20 to 25 minutes longer, slice and serve. For a simple garnish, stir together 2 teaspoons of confectioners’ sugar and ¼ teaspoon of cinnamon and dust the spiced sugar mixture over the cooled cake. Have a great weekend. Other scientists have studied sonograms of babies in the womb and have found that babies in the second trimester will start favoring one thumb over the other. (To this day, I still prefer my right thumb to suck on.) Interestingly, apes and chimps are usually lefthanded, as is Oprah Winfrey and as were Napoleon, the Boston

Strangler, Jack the Ripper and Billy the Kid. We’ve long known that Not-Rights are more rightbrained, which means they’ll be better in the creative arts. This explains the plethora of lefthanded cowboy poets, while right-handed people are more controlled by the left side of the brain, which makes them more analytical. I think you see the conundrum this raises for the Not-Rights. If the lefties were to hire an attorney for a class action victimhood case in which the lawyer will end up with all the money, they’d be well-advised to retain the more analytical right-handed lawyers, which only enriches righthanders. (Lefties shouldn’t sue Bill Gates either because he’s lefthanded and that would be like suing yourself.) Finally, did you know that right-handed people live on average nine years longer than lefthanded people do? It’s true. So my advice to lefties is, switch over while there’s still time. The traditional Japanese poem-style consists of three lines with the first and last lines containing five syllables while the middle line includes seven. “It takes years for an Oak to grow to the size necessary to provide a lot of shade, years of existing with an inward focus,” Andros says of his inspiration.

The Biola University graduate returned home to Santa Margarita from Hawaii in 2018 and believes in the power of positive messages in the public space. He graduated from AHS in 2010. Andros has also spent time working with the William James Foundation at California Men’s Colony teaching art and has seen the healing it can provide. “The motivation is, in light of everything that is going on, in light of Atascadero’s history, in light of a national conversation about race relations, in light of police brutality, black lives matter, people that are either triggered by that term or people that feel empowerment from it, the poem seeks to address both of those parties,” Andros said. “At the end of the day, we all want stillness, we all want peace beneath a tree, we all have like-minded goals for our lives so if we unite on a message and all parties
