However, that does not stop all the incredible people in our community who host our annual events each year from getting creative. Here are a few events everyone can still enjoy! 4th of July – Colony Days Fundraiser BBQ The annual Atascadero Fourth of July Freedom Bluegrass Festival is the yearly fundraiser for Atascadero Colony Days. It was canceled this year due to state regulations in response to COVID-19. “For the past three years, we have seen thousands of people join us to celebrate at the Atascadero Lake Park,” festival founder and director Nic Mattson said. “It is disappointing to have to cancel, but we are working with the city of Atascadero to make the best decision we can for all involved.” In order to raise funds for this year’s parade, the Colony Days Committee has decided to host a Drive-Thru Barbecue on Saturday, July 4, from noon to 4 p.m. They will have chicken and tri-tip dinners for four available, with a limit to 200 dinners. The event will return to the calendar in 2021 with a Sunday, July 4 date, and the authentic Bluegrass lineup that will accompany the family-friendly event, filled with vendors, food, and drinks. 4th of July Templeton Firefighter’s Association Traditional Pancake Breakfast Templeton’s Firefighters Association has decided to host their annual 4th of July Pancake Breakfast to include additional measures to keep the community safe. fter 29 years in law enforcement, including the past nine as the Chief of Police in Atascadero, Jerel Haley is retiring. His last day will be Oct. 16. As a law enforcement officer, he worked in many roles, such as Street Crimes Detective, SWAT team member, Sexual Assault Investigator, and perhaps the most impactful — Community Services Officer. During his tenure in Atascadero, Chief Haley engaged with the community, participating in numerous fundraising events and working with many nonprofit organiza-
tions. It wasn’t by accident. It was part of his philosophy. It will also be part of his legacy as many of those in the force have also adopted a passion for community involvement. “The way that I say it is repeated from something I heard a long time ago but the need to make deposits in people’s emotional bank accounts,” Haley told The Atascadero News. “Community involvement is one of the ways to do that; we set about the process of trying to give access to community members to who we are. Hundreds Gather to Remeber Tre Perry Memorial held Monday evening in Downtown City Park By BRIAN WILLIAMS brian@atascaderonews.com PASO ROBLES — For an hour, the nearly 500 people standing in the Downtown City Park, regardless of their skin color, were Trevon Perry’s brothers and sisters. They laughed, sobbed and fondly remembered Perry on Monday, who was last seen alive heading to visit friends on March 15. Perry, 28, was known as someone who did the right thing, regardless of the consequences. In December of 2019, Perry testified for the prosecution in the preliminary hearing of his best friend’s murder — 23-year-old Cristopher Vento Wilson. Many believe Perry’s disappearance and death were related to the murder trial. “Christopher was like his brother, and Trevon made the brave choice to testify and pursue justice for his best friend,” said Porsche Bailey, reading part of a family statement. “Now Trevon, like Christopher, has been taken from us by another senseless act

of violence. Trevon is no longer here, and our hearts are shattered. “Like Trevon, our family will stand up for what is right until we have justice,” Bailey continued. “We are confident in the Paso Robles Police Department and the San Luis Obispo County District Attorney’s office and trust that they will hold those involved in Trevon’s death fully accountable.” Paso Robles Police Department detectives found what remained of Perry’s body at a home in Riverside on June 18. On Sunday, June 28, PRPD officers arrested the man they believed killed him — 23-year-old Nicholas Ron, of Paso Robles.

Monday evening’s memorial for Perry was organized by the San Luis Obispo County chapter of the National Association for the Advancement of Colored People (NAACP). The Rev. Stephen Vines, NAACP San Luis Obispo president, implored people to stop senseless violence by speaking up. “The real enemy, when I was growing up in our community, was violence. By HAYLEY MATTSON hayley@atascaderonews.com SAN LUIS OBISPO - On Sunday, the Welcome Home Military Hero’s organization announced on their Facebook page that San Luis Obispo County Deputy Nicholas Dreyfus would be released from the treatment center and returning home. Deputy Dreyfus was shot in the face during the Active Shooter incident that occurred in early June. Dreyfus was transported by air to a trauma treatment facility outside the area where he had undergone several procedures. The last update released from the San Luis County Sherriff was from Dreyfus’s wife, Tyler, stating that the Deputy remained in critical care. The doctors were providing very positive feedback regarding his current condition and prognosis remained optimistic for a positive outcome. Nearly nineteen days later, escorted by several law enforcement officers, Deputy Dreyfus was greeted by dozens of local residents who formed a “flag line” on the Vineyard Drive bridge in Templeton. Waving flags and posters along with two large banners, the crowd cheered as the sirens and parade of law enforcement vehicles drove by welcoming the wounded deputy home. Dreyfus was one of four law enforcement officers wounded in the two-day manhunt that left one local resident, James Harding Watson, dead at the hand of the shooter Mason Lira. Lira was shot and killed by law enforcement after a shootout as he attempted to evade capture. All the other officers are healing and on the road to recovery. On July 12, a drive-thru barbeque fundraiser is being held in support of Deputy Dreyfus. Hosted by Roosters Firearms and Benevedo’s Country Style BBQ & Catering in support with the San Luis County Sheriff ’s department. The fundraiser will be offering a tri-tip meal that you can pre-order and pick up in the parking lot of Roosters in Templeton. All proceeds will go directly to Deputy Dreyfus and his family. Deputy Dreyfus, 28, is assigned to the North County Sheriff ’s Station in Templeton and has worked for the Sheriff ’s Office for nearly two years. atascaderonews.com

Salinas Riverbed Fire Gets Mired in Political Back and Forth
Weed Abatement Was The Cause of 15-Acre Grass Fire in Paso Robles on June 22 STAFF REPORT PASO ROBLES — A landscape maintenance company hired by the City of Paso Robles to do weed abatement near Navajo Avenue ignited a fire that destroyed two homes and nine others on June 22 in Paso Robles, according to Paso Robles Fire and Emergency Services. Martinelli Landscape Construction of Paso Robles was doing weed abatement operations along the Navajo pathway, Paso Robles Fire Chief Jonathan Storenetta stated on June 30. The 15-acre fire was investigated by the San Luis Obispo County Fire Investigation Strike Team (SLOFIST). At approximately 1:55 p.m. on June 22, Paso Robles Fire and Emergency Services responded to the area of South River Road and Navajo Avenue for a vegetation fire. The first units arrived within approximately 5 minutes of the fire being reported. The initial crew reported an acre of light grass actively burning at a rapid rate of spread. Fanned by high winds and fueled by dry vegetation, the fire quickly spread and jumped South River Road, immediately threatening over 60 homes. The fire destroyed two homes and damaged nine structures. Suppression of the fire required assistance from multiple agencies throughout SLO County and included 19 fire engines, two hand crews, two dozers, three air tankers, one air attack and one helicopter. Forward progress of the fire was stopped at approximately 6 p.m. Suppression support remained on the scene until 4 p.m. June 23.
Regional water officials are willing to work with City of Paso Robles on mitigation plan By BRIAN WILLIAMS PASO ROBLES — Following a destructive 15-acre fire Monday afternoon, June 22, that started in the Salinas Riverbed, Central Coast officials spent the rest of the week calling out the Central Coast Regional Water Quality Control Board. “They were more concerned with the sand in the riverbed than the people living over the riverbed,” Paso Robles Mayor Steven Martin said during a press conference Thursday, June 25, from in front of one of the two homes destroyed by the River Fire. The River Fire burned approximately one acre in the riverbed and jumped South River and Creston roads, where it damaged nine additional homes and charred 14 acres. Hundreds of people were evacuated from their homes due to the possible path of the fast-moving, wind-driven fire. Hundreds of firefighters from across San Luis Obispo County converged to contain the fire. Ground and air support worked on the fire in the afternoon’s heat for more than three hours to stop forward spread. The City of Paso Robles stated the fire was 100 percent contained and that people could return to their homes Tuesday afternoon. City-contracted weed abatement near Navajo Avenue caused the fire, Paso Robles Fire and Emergency Services reported Monday, June 29. Letter and Press Conference Assemblyman Jordan Cunningham (R-San Luis Obispo), San Luis Obispo County Supervisor John Peschong, and Mayor Martin sent a letter to CalEPA Secretary Jaren Blumenfeld asking the CalEPA and the Central Coast Regional Water Board not to stymie their efforts to go in and mitigate the hazardous fuels in the riverbed. The dry Salinas Riverbed runs directly through the heart of the City of Paso Robles. Encompassing hundreds of acres, the wind-swept riverbed is covered with trees, shrubs, and dry grass. In 2019 alone, over 90 fires started in the riverbed. “For a number of years, the City has attempted to work with the Central

Coast Regional Water Board to mitigate the risk caused by the overgrowth within the Salinas Riverbed, which is the largest fire risk area in North San Luis Obispo County,” the letter states. “And for years, the City’s efforts to work constructively with the board has been stymied. The board’s staff seems unable, or refuses, to take seriously the threat posed to our residents’ lives and property by the overgrowth conditions in the riverbed.” The letter requests that CalEPA and the regional water board grant permission to use mechanized methods to clear brush within the riverbed; expedite review of the City’s long-term maintenance plan; and recognize the City’s findings that the lack of vegetation management within the riverbed constitutes a direct threat to life and property. Local city, county and state officials joined Martin at the destroyed home on Creston Road Thursday and continued to deliver their stern message to CalEPA and the regional water board. “We need to rally and get in the face of CalEPA and get them to understand the severity of this situation,” said San Luis Obispo County 1st District Supervisor John Peschong on Thursday. SLO 3rd District Supervisor Debbie Arnold, who also sits on the Fire Safe Council, said funding is available for Paso Robles’ efforts. “This is unacceptable,” Arnold said. “The funding is in place. The funding is here. It’s a matter of getting some cooperation from some of the other agencies so that the fire prevention work can be done timely.” In 2019, the City of Paso Robles spent $400,000 to clear overgrown vegetation and trim trees in the riverbed after declar-
ing a state of emergency. The City was in the process of putting together a longterm maintenance plan for the riverbed. “Fast-forward a year, plants don’t stop growing,” Mayor Martin said. “It’s all grown back and it’s grown back with a vengeance.” Water officials told the City if it declares an emergency again and go in with mechanized equipment, they would take the City to court, Martin said. City officials said they had been cleared to go in with hand crews to remove brush in the riverbed. They contend this is costly and time-consuming and that using mechanized equipment is more efficient and cost-effective. According to the City, regional water officials will not allow the use of mechanized equipment without a long-term mitigation plan and permit in place. In response to the demands, regional water officials stated they want to work with the City of Paso Robles and do not know why they have waited this long to submit their plan. Water Officials Respond Central Coast Regional Water Quality Control Board Executive Director Matthew Keeling stated they have been working with the City for nearly a year. “The water board and city staff have been working on this issue since the fires last summer,” Keeling stated. “This is when the City first reached out to us about the need to remove vegetation for fire suppression; this has not been going on for years as stated in Zssemblymember Cunningham’s letter.” Keeling stated that protecting public health and safety is a priority for the Central Coast Water Board. They have been and continue to be committed to
working with the City to address the significant fire problem in the riverbed. After last year’s emergency declaration by Paso Robles, regional water officials asked the City to prepare and submit a long-term plan. “We provided them with the information they needed to prepare this plan,” Keeling stated. “We anticipated the City’s plan earlier this year but have yet to receive it for our review and approval. The permitted plan would have allowed them to implement more comprehensive and ongoing actions starting this spring instead of having to respond to future emergencies like the most recent fire this Monday.” Resolution in the Works Paso Robles Fire Department Chief Jonathan Stornetta said Thursday an emergency plan was nearly complete. City Manager Tom Frutchey said Friday both sides were being truthful, but that additional context was needed. He said the long-term plan takes time to put together and that some of the information required can only be gathered during specific times of the year. Frutchey welcomed the water officials’ willingness to work with them in regards to an emergency plan. Keeling stated that once they receive an “emergency” plan, the City will likely be allowed to begin mitigation efforts right away. “We anticipate another emergency plan from them in the next day or so and will very likely allow them to do this work again without a permit with the hope that they submit a long-term plan to us for our approval, so we are not in this same situation next spring and summer like we are again now,” Keeling stated.

Fireworks Prohibited in City of Atascadero STAFF REPORT ATASCADERO — The 4th of July is upon us and so is fire season! Atascadero Fire & Emergency Services are urging residents to observe a safe, legal and fire-free holiday. Residents are advised that all fireworks are illegal in the City of Atascadero and officials warn that anyone caught lighting or possessing even “safe and sane” fireworks in the City will be cited and fined. Misdemeanor violations are punishable by a fine and/or imprisonment. Also, anyone found responsible for setting a fire using any type of fireworks will be responsible for paying for property damage, suppression costs and may be charged with a felony. This liability also applies to parents of juveniles found responsible for causing a fire. “Right now, as is usually the case in our area, the very real threat of
wildfire is extremely high and everyone must do everything they can to help keep our community fire safe,” said Atascadero Fire Department Chief Casey Bryson. Body Found in Riverside, Believed to be Trevon Perry Paso man arrested on Sunday charged with killing Perry By BRIAN WILLIAMS brian@atascaderonews.com PASO ROBLES — At a press conference Friday afternoon, Paso Robles Police Department Police Chief Ty Lewis announced that human remains found June 18 at a home in the City of Riverside are believed to be Trevon Perry. “We were able to perform an autopsy and match physical characteristics to Trevon,” Lewis said. “Although at this time, we are waiting on additional physical evidence such as DNA testing to make a final confirmation. We feel confident at this point in time that the remains we located are Trevon’s.” Perry, 28, was reported missing on March 16. Lewis extended his condolences to Perry’s family. Perry’s family did not attend the press conference, but Lewis said he’d contacted the family to inform them of their discovery in Riverside. “I want Trevon’s family to know that the Paso Robles Police Department and the community here in Paso Robles share your pain,” Lewis said. “We are sad that we were not able to bring Trevon home, alive and well, like we all hoped. “We promise to continue to putting all of our effort and our resources into bringing Trevon’s murders to justice and bring closure to you and the community,” he added. Due to this being an active investigation, Lewis was not able to provide details on
Perry’s disappearance or death but said they have suspects and that arrests were coming. “As mentioned, this investigation has been complex and is ongoing,” Lewis said. “I’m only able to provide limited details as we don’t want to comprise what we have going as the investigation continues.” Paso Robles Police Department detectives, along with the San Luis Obispo County District Attorney’s Office, arrested 23-year-old Nicholas Ron, of Paso Robles, for the murder of Trevon Perry on Sunday, June 28. On the evening of June 28, investigators located Ron at his place of employment in the 1300 block of Spring Street in Paso Robles and took him into custody without incident. Ron was booked into the San Luis Obispo County Jail on suspicion of murder. Ron is believed to be an acquaintance of Perry. Perry was last seen wearing a white t-shirt, black jeans and possibly a black sweatshirt with a black baseball hat. He was seen by his family leaving his residence with friends. investigators and detectives have been following up on clues and tips from the community regarding Perry’s disappearance. PRPD solicited assistance from the San Luis Obispo County District Attorney’s Office. This increased their manpower significantly, and “as of today over 20 investigators were assigned, working around the clock trying to locate Trevon,” Lewis said. “We have interviewed dozens of people through the course of the investigation and written dozens of search warrants trying to locate Trevon.” The investigations led to multiple jurisdictions within California and Nevada. Lewis thanked the following agencies for their support — Riverside County Sheriff, San Bernardino County Sheriff, San Luis Obispo County Sheriff, and the men and
women of the department of justice labs in Richmond, Goleta, Watsonville and Riverside. In December of 2019, Perry testified for SLO County District Attorney’s Office prosecutors at the preliminary hearing of murder suspect Kejuan Guy Bynum. Bynum is suspected of stabbing 23-yearold Cristopher Vento Wilson on June 1, 2019, during a fight in Shandon. At the end of the preliminary hearing, SLO County Superior Court Judge Craig Van Rooyen ruled there was sufficient evidence for Bynum to be tried for Wilson’s murder. But before a trial date was set, Perry was reported missing. SLO County DA Dan Dow was at the press conference and said Perry’s testimony could still be used. “There is a method in a criminal procedure that allows for as long as the person’s prior testimony was given under oath, and they had the opportunity to be cross-examined by a defense lawyer,” Dow said. “There is certainly a method that we will be using to use that evidence during the murder trial.” Dow also thanked law enforcement for their effort and promised to find the people responsible for Perry’s death and bring them to justice. “This is a sad outcome today that we are not announcing that he was found alive,” Dow said. “But it is a testament to the hard-working commitment of our community, of our agencies together in San Luis Obispo that work every day to make sure that our communities are safe and justice is attained. “And neither Chief Lewis and his team nor my office will get any rest until we bring justice for Trevon Perry,” Dow added.

As this investigation continues to unfold, it is anticipated, additional arrests will be made. Rodriquez was transported to San Luis Obispo County Jail and booked into custody for the charges of 32PC-Accessory to murder, a felony. Four Dead After Car Crashes into Oak Tree on Neal Springs Road in Templeton STAFF REPORT TEMPLETON — Four people were found dead Monday evening, June 29, after their car hit an oak tree on Neal Springs Road, the California Highway Patrol reported. At approximately 9:31 p.m., a yet-to-be-identified male was driving a 2007 Infiniti G35 sedan eastbound on Neal Springs Road in the vicinity of Hollyhock Road, accompanied by three yet-to-be-identified female passengers, CHP reported.
The male driver passed a slower moving eastbound vehicle, which was traveling at approximately 45-50 mph in a 55 mph two-lane, undivided county road at a speed estimated by the witness to be 70 mph, CHP reported. After passing this vehicle, the male driver accelerated to a high rate of speed east of Berry Patch Lane as the road transitioned into a series of curves and undulations. After cresting a small rise in the road east of Deer View Lane, the driver began to apply the vehicle’s brakes, CHP reported.
Due to the high speed, the braking maneuver, and steering input to the right, the vehicle began to rotate to the right in a clockwise manner toward the south side of the roadway, CHP reported. As the car left the road, the right-side tires dropped into a drainage culvert before it careened entirely onto the shoulder. After leaving the roadway, the vehicle collided into a large oak tree and rotated around the tree in a counterclockwise manner, CHP reported. During this highspeed impact and subsequent rotation, one of the passengers was ejected from one of
the rear seats despite wearing her seat belt. The driver and other two passengers remained within the vehicle as it rotated around the tree before coming to rest on the shoulder and partially within the eastbound lane of Neal Springs Road. Although all occupants in the vehicle were restrained by their seat belts, the impact resulted in fatal injuries to the driver and all three passengers, CHP reported. Although the collision’s leading cause was the driver’s high rate of speed, additional investigation is underway to determine any contributing factors. At this
stage in the investigation, it is unknown if distracted driving, drugs and/or alcohol use were contributing factors in the collision, CHP reported. Due to the extensive nature of the collision scene, Neal Springs Road was closed from Creston Road to Berry Patch Lane for several hours. Any individuals who witnessed this collision or aspects leading up to the passing maneuver or the accident itself are encouraged to contact the Templeton office of the California Highway Patrol at 805-434-1822.

County Health Officials Report Second Death Due to COVID-19 STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo reported Wednesday that a second SLO County resident died due to COVID-19. The 94-year-old patient was hospitalized with severe COVID-19 illness for about two weeks. “We extend our sincere condolences to the patient’s loved ones, and out of respect for their privacy, we will not release any more details about the patient,” said County Health Officer Dr. Penny Borenstein. “This loss is a sad reminder that we must all do our part to protect our most vulnerable family, neighbors and community members.” People at higher risk should stay home as much as possible and consider ways of getting food and prescriptions delivered through family, social, or commercial networks. All residents, regardless of risk factors, should take precautions to limit the spread of COVID-19.
While the risk increases with age among adults, younger adults and those without chronic health conditions have also faced serious illness and hospitalization. Older adults and individuals with health conditions (such as lung or heart disease, diabetes, or a compromised immune system) are at higher risk of developing serious illness from COVID-19. “The virus is here, and we need to look out for one another,” said Dr. Borenstein. “That means staying home if you are sick, maintaining at least six feet of distance from those outside your household, washing your hands often, and wearing a face covering in public. If you have friends, neighbors, or family members at higher risk for serious illness, please take a moment to call them and offer your support so they can stay at home as much as possible.” To date, 642 cases of COVID-19 have been reported in SLO County; 465 have recovered; 166 are currently recovering at home and nine are currently hospitalized, with five in the ICU. The first COVID-19 related death was reported on April 4.

County to Triple Contact Tracing Team to Help in Fight Against COVID-19 STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo Public Health Department is expanding its contact tracing team to 24 people, approximately tripling its size, to help in the fight against COVID-19 in local communities. Trained contact tracers continue to fully investigate all confirmed cases of COVID-19 in San Luis Obispo County and their workload is increasing as the number of local cases increase. The number of contacts per case — the people who may have been exposed to the virus by one person who is sick — have also increased as the community reopens. “We are working hard to manage the spread of COVID-19 in SLO County,” said Dr. Penny Borenstein, County Health Officer. “If you have been exposed, we will call you and ask you to self-quarantine at home based on when you were exposed. Help us slow transmission and answer the call to manage the spread.” Since the pandemic began, the County Public Health Department has traced 100 percent of the confirmed cases in SLO County. Health officials say they are committed to continuing this level of investigation to protect the community’s health. Contact tracing is a time-tested public health practice in which trained investigators follow up on each case to identify those who may have been exposed to the disease. They ask how the patients are doing, issue isolation orders, and help connect them with care and services, if needed. They then notify those who may have been exposed, without disclosing where or by whom, issue quarantine letters, and organize free testing and other services if needed. Those at high risk receive daily follow-up calls. Throughout the process, all personal information, including names, is strictly protected. “We are not calling to enforce any state or local orders. We will never ask about your immigration status, we will never ask for your social security number, and we will never ask for payment,” Dr. Borenstein said. “You can do your part in the fight against COVID-19 by answering your phone if the health department calls and self-quarantining if ill or exposed.”
SAN LUIS OBISPO — The County Public Health Department reported 59 new COVID19 cases over the weekend and Monday in all regions of SLO County. Public Health investigations found the largest increase in cases is attributed to community spread, including cases among people who reported going to bars. “Please continue to do your part to limit the spread of COVID-19 in SLO County,” said Dr. Penny Borenstein, County Health Officer. “Let’s work together to protect our economy and our community. Neighboring counties have had to recently close bars and other sectors because their cases are increasing so rapidly. We do not want to have to do that here, and we need your help.” Officials noted that consistent with state and national trends, and the new cases include many younger people. Thirty-seven of the 59 new cases are age 18 to 49. Four of the 14 local cases in the hospital, including one in the ICU, are patients in their 30s or 40s.
“We’ve heard a misconception that this disease doesn’t affect young people, and that is simply not true,” said Dr. Borenstein. “While the risk increases with age, younger adults in our community are still at risk. Stay home if you’re sick, avoid large gatherings, stay six feet away from others in public, and wear a face-covering in public if you can.” San Luis Obispo County has had 567 confirmed COVID-19 cases to date. Out of 21,611 tests conducted, the SLO Public Health Lab confirmed 129 and private-industry labs confirmed 438. SLO County continues to meet the State of California’s criteria to show stability, and local cases remain lower than in neighboring counties. For example, Santa Barbara County has had a total of 2,712 cases, and Kern County has had 4,548 confirmed cases. The County now has 162 active cases, with 148 recovering at home and 14 hospitalized (6 in ICU). For updates on COVID-19 in SLO County

County Public Health Lab Increases Daily COVID-19 Testing Capacity to 300 STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County is now producing faster COVID-19 test results for more people in high-risk situations. The County Public Health Laboratory recently began running COVID-19 test samples through a device called the Panther, which allows public health microbiologists at the laboratory to now test up to 300 samples per day. “Increasing our testing capacity in SLO County helps all of us,” said Dr. Penny Borenstein, the County Health Officer. “One of the State’s metrics for staying open involves testing. At the same time, increased testing capacity also supports our contact tracing efforts, which we’ve recently expanded to
meet our community’s growing needs.” The lab prioritizes testing from time-sensitive and higher-risk situations, including health care workers and public health contact investigations. Fast results in these cases can help protect more people from being exposed to COVID-19 and can help connect vulnerable patients with appropriate care. The County also recently expanded its contact tracing team to meet the increased need. The County Public Health Laboratory began using the Panther to test for COVID-19 on June 12, when materials became available and has since used it to test 786 samples. Laboratory Director Dr. James Beebe called the Panther a “workhorse.” He said public health microbiologists only recently began using the

Cunningham Urges Pentagon to Support Vandenberg AFB for Space Command HQ STAFF REPORT SAN LUIS OBISPO — Assemblyman Jordan Cunningham (R-San Luis Obispo) released the following statement after sending a letter in support of naming Vandenberg Air Force Base as headquarters for the United States Space Command: “Vandenberg has proven itself to be an excellent launch site and the base’s command has been able to attract private industry partners for launches. Bringing USSPACECOM to Vandenberg would bring even more head-of-household jobs to the region, be a major boost to our local economy,
and reestablish the Central Coast as the home to U.S. aerospace innovation.” In May, the Department of the Air Force released criteria for eligible locations to nominate themselves as suitable locations for the US Space Command headquarters. Potential candidates will later receive additional information assessing their suitability based on the evaluation criteria. The Central Coast already exceeds the requirements of each basing-selection criterion. According to Cunningham, it has the capacity for significant future expansion of mission and private industry — making Vandenberg Air Force Base and our region the premiere option for US Space Command.

Chet is survived by the love of his life, Micki, seven children, nine grandchildren and thirteen great-grandchildren. Chet was a Staff Sergeant in the US Army 82nd Airborne division. His division jumped in Normandy on D-Day and Operation Market Garden as well as many other brave acts. He received the Bronze Star for rescuing soldiers caught behind enemy lines. He was also wounded during the war and received the Purple Heart. After the war, Chet was stationed as an MP at the Presidio of San Francisco. In San Francisco he met and fell in love with Micki Livingston. They were married in Reno, NV. Chet was a loving father, devoted friend and generous to a fault. Quick with a joke and laugh, everyone loved Chet. He worked hard his whole life and he always knew how to have fun, too. He loved spending time with friends and family, boating, camping, riding a motorcycle, watching westerns, horseback riding and traveling the open roads in a motorhome with his wife. He has made the world a better place by being in it and will always be loved and cherished.
Education. After Sharon’s parents moved to Atascadero, she conducted an exercise class for seniors under the auspices of the Arthritis Foundation. These classes were held at Atascadero United Methodist Church. Daughter, Lisa, was born in 1961, and SHARON WINSLOW son, Eric, in 1969 . eter McGrath Johansing of San Miguel, San Luis Obispo County passed away on Sunday, June 21, 2020 surrounded by his wife and children. Peter was born on April 4, 1952 in Los Angeles. He grew up in Pasadena, CA. Peter attended St. Francis Catholic High School graduating in 1970. He went on to Fort Lewis College in
Durango, CO. where he met his wife, Kathy McIntire. They were married in Pasadena in 1975. Peter had become a resident of SLO Co. in 1974 where Peter along with his brother, Barney, managed the family ranch east of Paso Robles, a career lasting 46 years. Peter loved farming/ranching. He enjoyed camping, fishing, hiking/backpacking, and kayak-

D
onald Lewis Hirt passed away peacefully on June 24, 2020 in Anthem, AZ. His family was able to visit with him and say their goodbyes (both personally and electronically) in the days preceding his passing. Donald Hirt was a self made man. He overcame incredible challenges throughout his life. He was born in 1926 in San Diego, CA. His parents divorced when he was three. Around the same time, he contracted polio. Over the rest of his young life, he had multiple orthopedic surgeries to address damage to his legs and lower body. He was unable to run as a child but he made the best of it, even playing on the high school tennis team. He graduated from Monrovia High School and Pasadena City College and started a career in the telephone industry. He met Margaret Hanson in 1948 and they were married the next year. They had two children, Steven (1950) and Chrissie (1953) and settled in Monrovia, CA. Donald rose to executive positions and accepted a Vice President of Policy Development at the United States Telephone Association in Washington DC. They lived in Reston, VA from 1972 until his retirement in 1988. In 2001, Donald was inducted into the Telephone Hall of Fame. They retired to a wonderful life in beautiful Paso Robles, CA, a central coast wine town. Golf, bridge, volunteer work at the Pioneer Museum and service in the Kiwanas Club filled his days. He was very tech savvy and enjoyed working on his desk top computer. Donald and Margaret loved family visits to and from Ventura, CA and Salinas, CA. Donald is survived by, Margaret, his loyal, devoted and loving wife of 71(!) years, their children, Steven (Sandy) Hirt and Chrissie (Dave) Culver, their grandchildren, Dan (Melissa) Culver, Claire (Joel) Ashby, Matt (Jesika DiCampli) Hirt, Scott Hirt and Todd Hirt. Six great-children blessed Donald and Margaret: Finley, Irelyn, Conrad, Antonio, Nicoletta and Matteo. His determination throughout his life has been an inspiration to all. He overcame huge health, economic and family break up issues as a boy to lead a long and wonderful life.

I
read a commentary several months ago on kindness. It gave me pause to ponder the act of kindness — being friendly, generous, and considerate — being careful not to cause inconvenience or hurt to others. The piece recognized it as a skill. Some folks come by this ability naturally, while others can be malicious and then all those in between. Most of us recognize the same essential values and show kindness daily. During COVID-19, parents have been patient, generous, resourceful with creative ingenuity in educating and entertaining their children while we “stay at home.� Recently, on a ride over Highway 46 to Cambria, we stopped at an outlook to view the Rock in Morro Bay. It was one of the most crystal clear days I can
ever remember with a breathtaking view. A van soon pulled up with Mom, Dad and children. They opened the back and began to set up a picnic. A friend was over by the Salinas Riverbed and noticed a Mom with small children with pails and shovels playing in the sand. You don’t have to go to the beach to play in the sand in Atascadero. We, along with others bike, walk and play ball with our dog at Paloma Park. I see parents playing with their children — tossing the baseball or football, or just racing around in the green openness. As COVID-19 numbers bounce up nationally, I wonder why some are so angry about the precautions to save lives — shutdowns, masks and social distancing. I applaud the governor for his order to wear masks in public and hope his order and tracing bring the numbers down. Two million passengers arrived from Europe to NYC between December and March, many carrying the virus. New Yorkers heeded the mayor and governor’s decisive leadership to stay home — cooperation in a democracy standing on the foundation of our rights. Their transmission rate now is the lowest of any state. Memorial Day outings showed the pent up need to get out. Then on May
26 in Minneapolis, George Floyd, pleading for mercy, was executed in broad daylight by police as bystanders implored for kindness. In June in Atlanta, Rayshard Brook, a father of four, was senselessly and tragically gunned down. I grew up in the East and looked up to local police officers. The officers always smiled and I knew I was safe. My grandfather was a motorcycle cop and I am proud of his service. Since Vietnam and Nixon, our culture has evolved. The haves and the have nots are farther apart, Republicans and Democrats are polarized. But what has remained consistent is the discrimination of people of color, specifically African-Americans. Their neighborhoods lack good education, access to higher education and the ability to obtain a secure living wage with health care. Consideration for all Americans has been lost to the profit mentality-economy and a sense of “law and order� not benefiting all of us equally. So when George Floyd was murdered in his community so cavalierly, so callously, the bitterness could no longer be tolerated and set in motion a global human force of justified rebellion; multi-national, all genders, young and old marching for justice for all. Thousands marched peacefully for

Northern Democrats lobbied to make peace and allow the South to secede; Antietam gave Lincoln the leverage he needed for a bold, unifying message for justification of the war effort and ended British diplomatic flirtation with the Confederacy. Today’s mobs, ignorant people, predominantly white and young have brazenly attacked monuments to our history. Statues of General Grant, an avowed abolitionist who freed the one slave his wife’s family provided as a wedding gift and freed slaves from captured Confederate officers, had his memorials defaced. As president, he waged the first effective effort to destroy the Ku Klux Klan in the South. When the Democrats regained political control of the government, they reversed his policies, and for the next 80 years, Black Americans were stripped of most of their rights.

Largely, the police did their job, but for some, the demonstrations alone were threatening and we saw scenes on TV of peaceful protesters being assaulted, shot with rubber bullets, tear-gassed and arrested. Nationally, police serious about safe and protective policing have implemented all #8Can’tWait reforms: 1. Ban Chokeholds and Strangleholds; 2. Require De-escalation; 3. Require warning before shooting; 4. Exhaust all other means before shooting; 5. Duty to intervene — requires officers to intervene when they observe another officer(s) using unreasonable force; 6. Ban shooting at moving vehicles; 7. Require use of force continuum-knowledgeable and science-based approach to the use of force; and 8. Require comprehensive reporting of force incidents. The Atascadero Police Department has not banned chokeholds. A harmony in pubic community discussion could calm the justified rage with change across our nation to specifically address policing and the injustices to our fellow Americans. Plato said, “be kind for everyone you meet is fighting a hard battle.�
Some monuments deserve to be removed, such as monuments honoring founders of the Klan or other avowed, unrepentant racists. Those should be removed by legal means with only battlefield monuments left intact to denote historical events. Convicted mob vandals should be legally prosecuted and forced to read a real history book while incarcerated! Black Americans have legitimate grievances. When Woodrow Wilson became president in 1913, he institutionalized racism. Southern-born Wilson segregated the military and civil service, ignoring 60 years of Black valor in the Civil War, the Indian Wars and alongside Teddy Roosevelt as he charged San Juan Hill. Yet mindless mob violence is self-defeating. Mobs defaced the fresco at the Massachusetts State Capitol of the 54th Massachusetts Infantry, the first Black unit in the Union Army in the Civil War, whose valor was portrayed in the 1989 film “Glory.� In London, Lincoln and Churchill’s statues were defaced: the mob leader didn’t know who Churchill was and assumed Lincoln’s statue must honor a racist. As we celebrate a fireworks-free 4th this weekend, watch “Glory� or read about the sacrifices made by our Founders or those who fought to preserve the liberties we enjoy today.

So, I know what happened, what was said, and how it was said. So sad. But rare? I don’t think so. The line I appreciated most in the article was, “this is who we are.� I agree. If you do not share that citizen’s opinion of people of color (and I do not), you might think we’ve “moved on� from the past rhetoric and attitudes exhibited by this man in the video. It’s easier to look at it this way. But it’s a very unfortunate illusion. I think this easier and more
convenient platform is ignorant, ill-informed, and conveniently taken by people who look like me. We do not expose ourselves to the reality of what our brothers and sisters of color experience as part of their daily lives. “We� don’t live it. “We� pretend it doesn’t exist and look the other way. “We� must, because the truth will turn our complacent selves insideout. But racism is alive and well here in our world, and Atascadero is no exception. I’ve always believed our world is a richer and more authentic place, albeit sometimes more complicated, in a diverse environment; much more diverse than we in SLO County have been, to-date. With regards to Mr. Harold Brown, I’ve had in recent
past the benefit of his expertise. He is a professional. He is dignified. He is kind. So, I made it my business to apologize to him on behalf of all the people who look more like me, than perhaps, him. I am ashamed of this customer, who, at the very least, was extremely ill-mannered and of strong opinion. He did not decern; he did not use good judgment; he was reactive, combatant, and mean. There are many people out there like him. I know this. But, there are also many people out there, like me, who don’t share his apparent views. So, I pity him. I’m sure he doesn’t want my pity and is probably offended by it, but he has it anyway. After all, who knows what

To achieve the goal of safety and orderliness of properties within the District, owners of all developed properties in the District are mandated to properly use the District’s collection and disposal service and pay reasonable fees assessed by the District or its Franchisee/s for the service. If an owner or occupant fails to properly dispose of waste or recyclables or allows such to collect on the property within the District, the District manager is empowered to notify the owner, his or her agent or person in control of the premises to direct the removal of the waste or recyclables. If an owner fails to pay for the service, the District or its Franchisee/s may seek to collect the fees through reasonable means including written notices or demands, placing the charges on the following year’s tax roll of the respective property, or commencing an action in court to order the owner to pay the fees and costs of suit, including reasonable attorneys’ fees. The word literally means the proclamation of “good news.” The apostle Paul clearly discusses the gospel in 1 Corinthians 15:14. The gospel is good news because it saves a sinner from sin’s condemnation. It is a blessed truth to know that I can be forgiven of my sins and go to heaven instead of going to hell. The gospel proclaims that Jesus paid sin’s penalty thru His substitutionary death for sin. Jesus died, was buried, and rose again, proving that God accepted His payment for sin. Jesus was punished for our sins so that we could be forgiven and avoid sin’s punishment. This is the
true concept of salvation. Salvation is a gift of grace and is received by believing the gospel. The gospel, when believed, “is the power of God to Salvation for every one who believes.” (Romans 1:16). When a sinner personally believes the gospel, he becomes justified as a completely righteous person before God (Romans 3:24, 5:1-9). God gives a believer Christ’s righteousness and takes away sin’s penalty and condemnation (2 Corinthians 5:21). This is the “GREATEST NEWS” God has ever shared with the world. Theologically this is called “Justification” which we will discuss in my next meditation. I hope you have been saved from sin’s penalty and if not, Believe the Gospel and be saved today!

Templeton Alum Takes Over as Athletic Director By CONNOR ALLEN TEMPLETON — Former Templeton Athletic Director Lindsay Franklin stepped down on March 20, leaving an open spot atop the athletic department. Former Eagle Joe Farley has filled it. Farley graduated from Templeton in 2011 before heading to Northern Arizona University, where he earned a degree in business management. Following college, he moved home, began working in the area and now has one of his dream jobs. “It is like a dream job,” Farley told The Atascadero News and Paso Robles Press. “Sometimes I am driving from Home Depot in Atascadero, and I’ll drive by the high school stadium right there off the freeway, and I’ll just think, ‘Gosh, I can’t believe I am the athletic director of the high school.’ I think if you talked to any of my classmates who I graduated with would probably tell you they saw me doing something in athletics but maybe not at Templeton High School.”
The new athletic director began his career in education in the spring of 2017 when he began substitute teaching in the district. After a little time, he landed a long-term substitute position, and it was in that classroom teaching math that he fell in love and has been pursuing a future in education and coaching ever since. For the past few years, Farley has served as one of Templeton’s Intervention Specialists, spending time tutoring kids at risk of failing their classes while working with former Athletic Director Franklin. “Coach Joe Farley is already doing great in this position, taking over the helm in a very chaotic time where he’s being asked to navigate uncharted territory,” Franklin said. “Coach Farley’s advantage is the positive rapport he already has established with his student-athletes since he’s been a trusted on-campus staff member and assistant coach for several years. As an alum, coach Farley cares deeply for THS and the athletics program, and he will work tirelessly for the coaches and student-athletes.”

The new head of the Eagles athletic department will have his work cut out for him as Templeton’s athletic programs have experienced a lot of success in all three seasons the last couple years but looks to build on the progress and hopefully use it to get more kids out onto the field and into the gyms participating in sports. “Having success is always a good thing, and the kids like to be a part of successful programs,” Farley said. “Number one, we want to build on that success and get more kids participating. We are seeing it in the freshmen class a little, and more kids are wanting to come out and play sports because they have been going to the games and have seen the success.” As for the state of athletics right now, there are none, but Farley and the Templeton school board have agreed on a plan to return to action in the near future. They are currently awaiting the all-clear from the San Luis Obispo County Office of Education and the Public Health Department.

Asplund is Templeton High School’s Eagle of the Year

TEMPLETON — The Future Farmers of America of California has a new president that grew up here in North County and recently graduated from Templeton High School — Dean Hill. It is a long and arduous process that takes months and many interviews. Still, in the end, a former Templeton Eagle will be traveling up and down the state educating the youth about agriculture and getting them excited about the future. Hill started with a screening process where he turned in an application and an essay stating why he was qualified and wanted to work as a state officer. Next, he began an interview process where after each round of interviews, the pool of potential offers was cut down just a little until there were only 12 remaining. The 12 remaining students were grouped into six separate pairs, representing the six different positions. They had a final one-on-one chance where the judges asked two impromptu questions to the candidates with the best answer earning the spot. “There were about 370 delegates that all voted who they thought would be the best six officers, and at the end of the day, I had more votes, so I was placed as president,” Hill said. “It is a big honor. No one from Templeton has ever been president, so my chapter is very proud.” As president, Hill will live in a house in the Stockton area, and spend the year advocating for agriculture throughout California. “I get to spend this next year going around chapters all across the state teaching some of the 93,000
TEMPLETON — Each year Templeton High School gives out a number of awards at its Evening of the Stars night, including Athletes of the Year, Valedictorians and Scholar-Athletes. The night culminates with the prestigious Eagle of the Year honor. The Eagle of the Year award is not something that can be won in the classroom or on the playing field. It is something that is earned, slowly, through every experience and interaction a student has with their teachers and peers. The Eagle of the Year is voted on by the entire senior class and also by the faculty. Due to the COVID-19 pandemic, the school’s award night was virtual, putting Evan Asplund in the comfort of his own home when he received the news. “It was a big surprise at first,” Asplund said. “I was just sitting on the couch watching the program seeing all my friends get their well-deserved awards and then Mr. Aston, our principal, was describing a friend of mine, like spot-on, and I was like ‘I can’t wait for him to win the Eagle of the Year award,’ and then they said my name and I was really confused, but also it was a big honor and going forward it’s going to be an inspiration to me that will help me give my best in anything.” Asplund was a friend to everyone in his classes and also to everyone on the numerous extracurricular activities he participated in. The senior was a key contributor on both the Eagles basketball and volleyball teams and was also in the school’s Interact

members that are a part of the organization in California,” Hill stated. “There are going to be workshops, conferences, and we really try and connect with the students as well as teach them about leadership and how to be better advocates for agriculture.” Going into the process, Hill wasn’t sure if he would be selected for any of the six positions, let alone the president, and applied for colleges as most graduating seniors do. Hill was accepted to Cal Poly, and the college agreed to hold his spot for next year while he spends time working with youth that could end up at their university. “I will be going to Cal Poly San Luis Obispo for Agricultural Systems Management next year. Cal Poly was very flexible and very easy to work with. They held my acceptance, so I will still be an admitted student for next year, but yes, my position there is locked, and they are as excited as I was, and it was nice to have support like that,” Hill said. The 18-year-old has already moved north and has just begun his year of influence on a generation of future farmers in California.
A few weeks ago, all San Luis Obispo County athletic directors held a meeting and came up with a plan for every school to bring to their respective school boards. Almost every school’s policy looked the same with just slight differences. Last Thursday, Farley brought his plan to the Templeton Unified School District Board, which unanimously approved it, and now the Eagles have a plan in place for when they return. “The County is not ready to move forward with youth sports or high school athletics,” he said. “They are just in a wait-and-see approach because they don’t want to contradict the state, which is understandable.” When sports do return, the Eagles will be ready and are also one of the few schools in the County, along with Mission Prep, who will take their athletes’ temperatures before each practice as a precautionary measure. In contrast, others will rely on self-reporting from their student-athletes.

Club, Fellowship of Christian Athletes, Trailblazers Club, Link Crew and the California Scholarship Federation. Asplund also finished with a GPA above 4.0 during his time at Templeton High School. “He is all anyone could ever hope for in a student, a player, a teammate and a friend,” said Asplund’s favorite THS teacher, Matt MacFarlane. “Years from now, someone will remember him athletically and academically, but few will forget the difference he made in their lives.” One of the honors of being this year’s Eagle of the Year also came during the graduation ceremony. With every senior diploma in hand, Asplund took to the stage and led his friends and classmates in the turning of the tassel, officially ushering them into the next phase of their lives. As for Asplund, he is about to embark on his own journey as he is preparing for his two-year mission with the Church of Jesus Christ of Latter-day Saints. He does not know where he is heading yet but is excited and already has a plan for his return, saying he will be attending Brigham Young University-Idaho, in Provo, Utah, with his eyes on a future in finance.

is getting involved and getting invested and being active and letting people have access to us.” Law enforcement and its practices aren’t just a career for Chief Haley. They have been his life. Haley’s father served in law enforcement for 30 years, mostly with the Santa Clara County Sheriff ’s Office, and set an example for what he wanted to be. “I have a picture in my office that I drew where I said I wanted to be a policeman when I grew up,” Haley said. Apart from a few years of teenage angst that always go with a burning desire to separate oneself from family and anything they do, he has always wanted to be a cop. “As I got older and wised up and looked back on my dad’s life, I thought, ‘that wasn’t bad at all, what he was able to accomplish,’ and I kind of came back around to that dream in my early 20’s. I suppose in some ways I always wanted to be a cop and in other ways wanted to become a cop because of the example I saw my father set in his 30-year career in law enforcement,” Haley explained. While working for Atascadero, Haley and the Atascadero Police Department took part in such events as Coffee With A Cop,
National Night Out, K-9 Wine & Dine Spaghetti Dinner, as well as lots of work with the Special Olympics. Haley began the annual and popular Special Olympics Basketball Game six years ago when a group of athletes challenged him and two officers to a game while awarding them medals that they didn’t receive at a tournament. “He has been a strong leader in the Atascadero community, a champion for youth in the community and has been a strength in the North County for Special Olympics,” Jody Watty, Director of Special Olympics SLO County said. “In addition [to basketball], he ran with the torch at the annual Torch Run each year and served hundreds of dinners at the annual Tip A Cop dinners. He and his department helped to raise thousands of dollars for local Special Olympics athletes. To say we will miss Chief Haley will be an understatement.” APD also worked closely with the El Camino Homeless Organization (ECHO) using the Community Action Team (CAT), which sent officers and mental health professionals out to people facing homelessness as a way to prevent incidents and deter problematic situations proactively. Haley has also served as a board member for Transi-
tions-Mental Health Association for the past eight years. “It has been an honor to work with Chief Haley during my tenure,” ECHO President Wendy Lewis said. “We worked closely on the topic of homelessness in our community, and Chief Haley always showed compassion for the unhoused and those struggling in Atascadero.” Now looking back, Haley says that instilling a sense of community involvement is one of his proudest achievements since being appointed. “We got together as a department and said, ‘Who do we want to be?’ And then you see the men and women of the department start embracing that and moving it forward, that is when you start to realize that this is something that they grasp and desire,” he said. Sometime after Oct. 16, Chief Haley plans to move to Maui and enjoy the beach life with his wife, Holly. However, just because he is retiring from one job doesn’t mean he will relax. “I want to start a second career,” Haley said. “I’m still young and have a lot of energy and desire to work and no place better to do that than on an island like Maui. My kids will be kind of spread to the four winds of life, but they will always want to come see us there, hopefully.”

Young people, you all got to kill violence. “The first thing you need to do when you see violence in your community, in your family, with your friends, you all need to stop it. You all need to say something,” Vines said. “We got to kill violence because violence killed Trevon. Remember, take care of one another.” The memorial was a little more than an hour and featured several speakers, a video and moments of silence. It was live-streamed to the Justice for Trevon Facebook page. “On behalf of our family, I would like to thank the NAACP and all of our friends and neighbors who have joined us here tonight,” said his youngest sister, Caryssa Esquivel. “Thank you for your tremendous support, love and kind words. There is no way we can adequately express our sense of loss as Trevon was the heartbeat of our family.” Bailey served as the emcee of the memorial and stepped in to help speakers like Esquivel, who were overcome by emotion. “If you have ever had the chance to share a moment with Trevon, you would know that he was always overflowing with happiness,” Bailey continued. “Ever since he was a baby, Trevon personified joy, which radiated to everyone around him. He was a wonderful son, brother, father, uncle, cousin and friend. Trevon loved his friends like family. People wore t-shirts with #JusticeforTre printed across the front, face masks with Perry’s face printed on them, and red and black ribbons in homicide victims’ memory.

Leola Dublin-MacMillan read a prepared statement on behalf of his parents, Geary and Kelli Perry. She recounted family trips to the beach, late-night talks with dad, Trevon’s love for basketball, and the hundreds of condolences from people for “a life taken too soon.” “Ever since Trevon was an infant, he had a way of capturing the hearts of all who knew and loved him,” Dublin-MacMillan said. “You will rarely find a picture of him from any period of his life where he did not have that beautiful smile on his face. His smile and his laughter were infectious. Trevon’s love for his family was indescribable. “We are just so thankful for all the years we were blessed to share this life with him, and simply to be in his presence,” she continued. Paso Robles Police Chief Ty Lewis said he never met Perry
in person but knows he was a special person. “I’m sorry I never got to meet him,” Lewis said. “But I got to thank him because I think he gave me a gift, and I think he gave you a gift.” Lewis then asked people to take a moment to see how many people gathered in the park for Perry. “Trevon’s gift was this, what I see in front of me together,” Lewis said. “He gave me the gift of helping me build trust with the community that I might not have had the opportunity to do otherwise. There’s been so much fear, so much anger around the world and in our country, and now we have the opportunity to sit here and celebrate with one another. I want to thank Trevon for that gift, and I hope you keep that in your heart and keep it warm with love from one another.”
