Also, trustees approve $522K for design services and planning for new pool By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — The Atascadero Unified School District board of trustees revealed the proposed budget cuts for the upcoming school year as well as approving $522,000 for the architectural planning and design services for a new pool. AUSD announced, based on the Governor’s May revised budget proposal, the District is facing over $4 million in reductions for the 2020-2021 school year. A majority of the cuts will be to classified personnel. Even with the modifications, the District will likely dip into reserves and be deficit spending. The District stated it could not identify $4 million in cuts but did outline reducing what amounts to nine full-time certificated employees and 29 full-time classified personnel. The District is taking a worstcase scenario approach to its budget process, realizing that everything is fluid due to the COVID-19 pandemic. “We do know that the state will adopt the budget here in a couple weeks, and we’ve been told that there will probably be a state budget revision in August or early September due to the tax receipts that have been delayed due to COVID-19. The board could adopt this budget today, and it could change tomorrow, and we do hope this is a worst-case scenario,” AUSD Assistant Superintendent Jackie Martin. “We have the reserves, excess reserves above our required 3 percent, because of COVID-19 we have been doing our best to save. We basically did a hiring freeze. We froze all costs once we did close schools to capture as many savings as possible in anticipation of the economy being hurt because of the closure, and that will help us get through 2021 and potentially 2022.” The certificated cuts include four elementary teachers and two high school teachers. The majority of the classified employee reductions will be instructional assistants and special circumstances instructional aids. In addition to the reductions, the District eliminated all one-time expenditures, reduced textbook and device allocations, reduced Special Ed Extended School Year expenditures, and left eight teaching positions vacant to start the next school year. During the merger, current editor Brian Williams joined the new team. He assisted in bringing the weekly newspapers into the fold and spent three months working with the Mattson’s to improve the quality of the historic newspapers. During that time, Williams was recruited to a position in Brookings, Ore., where he managed two newspapers — the Curry Pilot in Brookings and the Del Norte Triplicate in Crescent City, Cal.

tascadero High School senior Jonathan Dolan is known as a fierce competitor on the Greyhounds cross country and track and field teams and is no slouch in the classroom either.
Dolan earned the top honor in the class — valedictorian — by finishing with a lofty cumulative 4.56 grade point average. He was recognized when Atascadero High School celebrated its graduates on Wednesday, June 10, via a drive-byparade-style ceremony. Each student received their diploma in front of

Atascadero Mayor Talks Police and Prejudice The time has come to speak out, question, reflect and review

uring this unprecedented period of our history, we’re all living through extremely unsettling times and events. From the devastating effects of the COVID-19 pandemic with the near-total economic shutdown; to the recent nationwide protests and political unrest; to the vegetation fire that we had in town last week that could have been so much worse; to the gunman and tragic deaths nearby in Paso Robles – all told, it’s left us feeling overwhelmed. These very weighty issues call for a great deal of thoughtful consideration, many discussions and empathic understanding, none of which can be adequately addressed in the space allowed for this article, but I will attempt to begin a conversation here that I hope continues throughout our community. When those we want to believe are heroes betray the trust we have placed in them in a horrific manner, as seen recently in Minneapolis between police officers

and George Floyd, we must speak out, question, reflect and review. Surrounding these issues, the City has understandably received a lot of inquiries and comments regarding our Use of Force Policies. Anyone with internet access may want to visit the Police Department’s page of the City’s website which has a great deal of information available, including the entire Police Policy Manual, along with information from Chief Jerel Haley regarding our department’s policies in regards to the 8 Can’t Wait Initiative. Some of our friends and neighbors feel they have experienced racism here in Atascadero. I believe we should all be concerned because this is much more than a police problem; it is a community problem. We must not tolerate racism, individually or collectively. We must seek to uncover our unconscious biases and learn how we can change them. Diversity advocate Vernā Myers warns that our internal, unconscious biases can be dangerous and we all need to work on looking for them, acknowledging our discomfort and then moving toward, not away from, what

Gunman ‘Down’ Near Salinas Riverbed South End of Paso Robles By BRIAN WILLIAMS PASO ROBLES — The nearly two-day manhunt for the man who shot several officers and allegedly killed a local man, James Harding Watson, ended the way it began — with gunfire. The suspected shooter, Mason James Lira, 26, of Monterey, was shot dead near the Salinas riverbed east of the Highway 101 and Highway 46 West interchange on the south end of Paso Robles at approximately 4:15 p.m. on Thursday, June 11. The handguns he used in his shooting spree were found next to his body. “I’m glad this is finally over,” said Paso Robles Police Department Police Chief Ty Lewis during a press conference Thursday evening from the Sheriff ’s Office substation in Templeton. “It’s been really a tough go.” A CHP officer and Kings County Sheriff ’s Office deputy were wounded during the final exchange of gunfire with Lira around 4 p.m. The San Luis Obispo County Sheriff ’s Office reported the suspect was “down,” effectively putting an end to the intense search that started around 3 a.m. Wednesday morning in Downtown Paso Robles. The CHP officer wearing his protective vest was hit in the chest. CHP Officer Isaac Clocherty sustained minor injuries and has returned to full duty. Kings County Sheriff ’s Deputy Blake Bursiaga was shot in the leg above the knee.
Arroyo Grande Police Department Sgt. Michael Smiley was shot in the leg earlier by Lira in the area of Ramada Drive and Volpi Ysabel Road. “I want everybody in the community to pray for our officers that were injured during this, they are heroes and they need to be recognized as such,” Lewis said. “There are officers from every agency in this county here today,” Lewis added.They all banded together to protect the community, and it really does reflect the best of what our community is made of in the law enforcement ranks and the professionalism, and I hope the community recognizes that.” Smiley was a member of the San Luis Obispo Regional SWAT Team, assisting the San Luis Obispo Sheriff ’s Office with the search for Lira. “Every time that law enforcement got near to him, he engaged them in gunfire,” Lewis said. All of the wounded officers were treated at nearby hospitals and were expected to survive. The initial search began early Wednesday morning after Lira reportedly shot numerous times at the Paso Robles Police Department station in Downtown Paso Robles and continued to shoot at law enforcement as they exited and arrived at the station. San Luis Obispo County Sheriff ’s Deputy Nicholas Dreyfus was shot by the gunman in the face and taken to a trauma center outside of the area, according to the Sheriff ’s Office.

He was transported to a local hospital and then flown to a trauma center out of the area where he underwent successful surgery. He was listed in guarded condition and his prognosis is good. While authorities searched for the shooter, business owners near the Paso Robles Amtrak train station, a few blocks south of the police station, alerted police to a dead body. The homeless man was identified as James Watson, 59, who was found dead with a single gunshot from “close proximity” to the head. Police believe the shooter, Lira, was responsible for the death of Watson. Detectives surmised Watson was shot before Lira turned his attention to the Paso Robles police station. “We are not 100 percent sure yet but we

PASO ROBLES — According to reports from family and their respective agencies, all four officers shot during the nearly two-day search in Paso Robles last week are expected to recover. A San Luis Obispo County Sheriff ’s Department Deputy, a California Highway Patrol officer, a Kings County Sheriff ’s Department Deputy and an Arroyo Grande Police Department officer were wounded during the shooting spree of Mason James Lira, 26, of Monterey on Wednesday and Thursday. Two of the wounded officers were shot by Lira during the final exchange of gunfire Thursday afternoon near the Salinas riverbed south of the Highway 101 and Highway 46 West interchange. Lira was shot and killed by law enforcement as he attempted to evade capture. San Luis Obispo County Sheriff ’s Department Deputy Nicholas Dreyfus was shot in the face by Mason Lira, 26, of Monterey, early Wednesday morning as the active-shooter situation began in Downtown Paso Robles. Dreyfus was treated at a trauma center outside of the area, and according to an update Saturday, June 13, from his wife,Tyler, he is in critical but stable condition. Kings County Deputy Blake Bursiaga reportedly left a position of cover and risked his life to pull Clocherty to safety. Deputy Bursiaga was shot in the leg by Lira during the return to cover. According to the CHP, Clocherty is a 12-year veteran of the department that was assigned to the King City CHP office. He sustained minor injuries and returned to full duty. According to the Kings County Sheriff ’s Office, Deputy Bursiaga returned to duty this week. “We are beyond thankful his injuries were not severe,” Kings County Sheriff ’s Office stated. “We could not be more proud of him and the team of our deputy sheriff ’s who each risked their lives to stop the threat that had terrorized the City of Paso.” Deputy Bursiaga is a 7-year veteran with the Kings County Sheriff’s Office and has served on the SWAT team for approximately one year. CHP Officer Tim Maxwell, a 21-year veteran of the department, was assigned to the King City CHP office, sustained minor injuries during the active shooter incident and is recovering at home.

As PRPD officers arrived, Lira shot at police and fled into a nearby apartment complex. Not long after, Lira was seen again by officers near Ramada Drive and Highway 46 West and again started shooting. Lira was spotted on video, making a purchase at a Chevron gas station on Ramada Drive around 2 a.m. Thursday morning. The search for Lira continued from the air and on the ground, focusing on the riverbed
south of the gas station behind the businesses until he was ultimately surrounded by officers Thursday afternoon. “This is a tough time for us,” SLO County Sheriff Ian Parkinson said. “We still have a tremendous amount to do right now with this investigation. The investigation will continue; it will continue through the night. We have a tremendous amount of physical evidence to process at the scene and also to evaluate.” Investigators believe Lira had been in Paso Robles since being released June 3 from jail in Monterey on criminal threats charges. They also collected evidence that showed Lira was living in a crawl space near Park Cinemas in Downtown Paso Robles. The Paso Robles Police Department is leading the homicide investigation and the San Luis Obispo County Sheriff ’s Office was heading the search. “This was not by any means a happy ending, this was not happy,” Parkinson said. “If we could rewind this and he never engaged the police department, never engaged our officers, never shot my deputy that would make me happy if we could rewind to that moment. “This was not a win. This is an end to something that we wished never happened and I really believe that this community doesn’t want to happen. The only fortunate thing about it is the community is safe tonight from this event,” Parkinson added.

Thank you.” The search for Lira ended Thursday afternoon, June 11, when he was shot and killed by officers near the Salinas riverbed near the Highway 46 West and Highway 101 interchange. Lira is also believed to have shot and killed James Watson, 59, Wednesday near the Amtrak train station in Paso Robles. Many individuals have asked how they can financially support Deputy Dreyfus and his family during recovery. San Luis Obispo Law Enforcement Assistance Foundation (SLO LEAF) has set up an account to accept donations that will directly benefit Deputy Dreyfus and his family. Former Templeton Eagle Mac Lardner Signs With Cardinals Second Templeton pitcher to sign pro contract in 4 years

By CONNOR ALLEN TEMPLETON — Former Templeton Eagles standout pitcher Mac Lardner is officially a member of the St. Louis Cardinals organization after signing on the dotted line Sunday afternoon. Lardner, who graduated from Templeton in 2016, was expected to be drafted in MLB’s usual 40-round draft. However, due to COVID19, the league cut it down to only five rounds. This change gave Lardner the little bit of leverage he needed to end up with the team he wanted. “I actually slipped out of the fifth round,” Lardner told The Atascadero News on Monday. “I got a call from two different teams in the fourth and fifth rounds that I thought I had a chance to be drafted by for around the same amount of money that I signed (reportedly received a $20,000 signing bonus) with the Cardinals and I basically turned them down because I wanted to be a Cardinal.” Lardner joins the quickly growing list of North County athletes in the big league and is the second Templeton Eagle to sign in the last four years, joining his friend Spencer Howard who was drafted by the Philadelphia Phillies in the second round in 2017 after a strong career at Cal Poly. Not only is Lardner looking forward to working with another Templeton Eagle in the near future, but he also might try adding some size from Paso Robles’ own Josh Oliver, who is looking for a breakout season this year with the NFL’s Jacksonville Jaguars. “We are really good buddies, and we are really close. In the offseason, we throw together and work out together, so it is cool to have someone like that to look up to,” Lardner said of Howard. “I’ve become pretty good friends with Josh Oliver too, and he is also down in Florida, so once we both get down there, I’d love to link up with him,
By CONNOR ALLEN he is such a good guy, and hopefully we can make our communities proud.” While in high school, Lardner earned first-team All-American honors and first-team all-state honors and kept the accolades coming in college, earning second-team All-West Coast Conference his sophomore year followed by All-West Coast Conference honorable mention his junior season. Lardner currently works three pitches, fastball, changeup, and curveball and will spend the next few months working on his velocity while also trying to add a fourth pitch, a slider, to his repertoire. The 6-foot-4-inch left-hander went 16-11 with a 3.75 ERA in 39 starts over his four years at Gonzaga University in Washington state, pitching just under 250 innings.

The tall, lengthy right-hander spent more than two years at PRHS playing football and baseball and was drafted by the Tampa Bay Rays with the 96th pick in the third round. Assemblyman Cunningham Calls for Return of Youth Sports STAFF REPORT
STAFF REPORT PASO ROBLES - Studios on the Park reopened Monday, June 15, after closing due to Gov. Gavin Newsom’s stay-home orders for COVID-19 the past couple of months. Studios on the Park announced this on its website — studiosonthepark.org — after the state said counties could enter Phase 3 of reopening on June 12. “We are definitely excited to be open,” said Sarah Ambrose, Director of Development and Operations for Studios on the Park on Monday. “It’s great to have people in here again.” Studios on the Park is a nonprofit open studio art center. It has six studios with 15 working artists, four galleries and a fine craft and fine art gift store. Studios on the Park has the following guidelines in place: • Requires masks to be worn by all artists, staff and visitors. The only exceptions are those who are unable to wear masks due to health restrictions. • Asks that all visitors and staff practice social distancing. • Will have the following guidelines posted in the front windows as well as at the front desk: Open and Safe, Face Covering Checklist and Instructions, CDC Hand Washing, CDC Social Distancing, and more. Studios also will have the state self-certification completed and available at the front desk. • Upon reopening, Studios will only allow 12 visitors in the building at a time, excluding artists and staff. Only two visitors will be allowed in any studio at a time. As time progresses, Studios staff and board of directors will revisit this limit. Signage will be posted in all artist’s studios to remind visitors. • Studios will require all visitors to follow a one-way path. The floors will have directional signs as well as postings on the wall. • Studios on the Park has created a “no-touch” policy. If a visitor is interested in a piece of artwork, they will be required to ask a staff person or artist for assistance. All price tags will be visible in the Up Front Gift Store so that buyers need not touch anything.
• A plexiglass barrier will be put in place at the front desk to help limit personto-person contact. The staff person at the desk will clean the point of sales system after every use with proper and CDC approved cleaners. • There will be no COLORbar or kid’s area during the reopening of Studios on the Park. The board of directors will revisit this as state and county guidelines change. However, COLORbar and kid’s “on-the-go” kits will be available. • Restrooms will be closed to visitors. • Studios will run the HVAC on 100% outside air, and will maintain positive pressurization inside the building — more air coming in than going out will constantly push breathed air outdoors. • Artists are not required to attend studios if they are uncomfortable. • There will be no classes or events at Studios on the Park building until the state of California feels it is safe to move into larger crowds. Studios will continue to work on having lessons online. The current exhibition at Studios on the Park is “Reweaving Our Social Fabric.” It features the art of four women and runs through June 29. The women address issues of resiliency and recovery through their pieces that can also be viewed at studiosonthepark.org. Studios on the Park invited the four artists to offer imagery and insights for this moment of rebuilding. The featured artists — who work extensively with textile- and or cardboard-based materials, collage, stitch work and or weaving — include Marsha Shaw, a former SLO-based artist who now lives and works in San Francisco, Judy Johnson-Williams, a former Bay Area artist now living and working in Atascadero, Peg Grady, a New York-born multimedia artist currently living and working in Santa Margarita, and Corinne Lightweaver, a Los Angeles-based multimedia artist. Studios on the Park is open from 12-4 p.m. Monday through Wednesday and from 12 to 6 p.m. Thursday through Sunday at 1130 Pine St., Paso Robles. Although Studios on the Park is not offering classes or events, it is making Art Smart boxes available for free to children. Parents can come by on Thursday and pick one up, Ambrose said.

Today, Assemblyman Jordan Cunningham (R-San Luis Obispo) sent a letter to the Governor requesting the California Department of Public Health draft reopening guidance for youth sports leagues. In his letter, Cunningham (a youth sports coach himself ) makes the case that bringing back youth sports with the guidance of state and local public health officials would restore “some semblance of normalcy” into children’s lives. A number of reports have surfaced over the past several weeks outlining the negative mental health impacts the cancellation of school and social activities has had on
children. Youth sports could provide the social, physical, and emotional outlet that children need at this time. Cunningham also believes that allowing for youth sports to restart is consistent with the Governor’s already-existing guidelines. “Responsibly reopening youth sports is consistent with your administration’s recent orders that allow for professional sports to start back up. Youth sports are not played in front of large crowds, and most can be played outdoors with ample room for parents to social distance,” states the letter. “Adults and kids alike have been allowed to pack into grocery stores and big-box retail locations for
months – our kids should be allowed to play on a soccer field.” Cunningham’s letter also points to a new COVID-19 study out of the Netherlands, which found that children play virtually no role in spreading the virus – either to other children or adults. “Our kids are our future. Their mental and physical health is too important to keep them on the sidelines indefinitely. The science suggests very little risk, which risk can be mitigated,” the letter concludes. “It is for these reasons that I respectfully request that the state permit local jurisdictions to allow youth sports leagues to safely resume activity with proper health guidance.”

Rotary Winemakers’ Cookoff Canceled STAFF REPORT PASO ROBLES — The prestigious Winemaker Cook-Off hosted by the Rotary Club of Paso Robles announced last week that this year’s event has been canceled. The annual Cook-Off was scheduled for August 10, and due to the restrictions on crowd size as dictated by the State of California as a result of COVID-19, it was determined to cancel the 2020 event and reschedule for next year. This year would have been the 22nd annual event which raises scholarships for local graduating seniors. Last year the Rotary Club of Paso Robles contributed another $65,000 to the Harlow Ford Scholarship Fund. Each year, the club’s continuing support has made it the
largest single scholarship donor at Paso Robles High School. Supreme Court Delivers Major Victory to LGBTQ Workers STAFF REPORT WASHINGTON, D.C. — The Supreme Court ruled Monday, June 15, that the federal law prohibiting discrimination in the workplace protects gay, lesbian or transgender employees from being disciplined, fired or turned down for a job based on their sexual orientation. It is viewed as a significant victory for lesbian, gay, bisexual, transgender and queer workers. The justices said the law’s ban on job discrimination based on “sex” can be read to forbid bias against employees because of their sexual orientation or gender identity. California is one of at least 20 other states that already protect LGBTQ employees from workplace discrimination. This decision impacts many states in the South and Midwest that did not have protections in place. The surprising 6-3 vote included favor-

able votes from two of the Court’s Republican appointees — Neil Gorsuch and John Robert — who joined the Court’s Democratic appointees. “Those who adopted the Civil Rights Act might not have anticipated their work would lead to this particular result. Likely, they weren’t thinking about many of the Act’s consequences that have become apparent over the years, including its prohibition against discrimination on the basis of motherhood or its ban on the sexual
harassment of male employees,” Gorsuch wrote. “But the limits of the drafters’ imagination supply no reason to ignore the law’s demands,” he continued. “When the express terms of a statute give us one answer and extratextual considerations suggest another, it’s no contest. Only the written word is the law, and all persons are entitled to its benefit.” The Civil Rights Act of 1964, also known as Title VII, is a landmark civil rights and labor law in the United States that outlaws discrimination based on race, color, religion, sex, or national origin. Congress has spent more than four decades considering and failing to pass measures that would expand coverage of the Act by adding sexual orientation to the list of protected traits. Gorsuch is an appointee of sitting President Donald J. Trump and penned the major opinion.

This has been sitting on the Court’s docket for more than seven months. It was argued in October of 2019.

State Releases New Guidance for More Industries to Reopen SAN LUIS OBISPO — State health officials issued new guidance on June 5 for several business sectors to reopen no sooner than Friday, June 12. County Health Officer Dr. Penny Borenstein reviewed each guidance document and approved the reopening for those additional industries. The new State guidance addresses: • Statewide: Schools; childcare (updated); day camps; casinos operated by sovereign tribal nations; entertainment production (music, film and television); and professional sports without live audiences; and • Counties with variances: Campgrounds, RV Parks, and outdoor recreation; hotels, lodging and short-term rentals; cardrooms, satellite wagering facilities and racetracks; family entertainment centers and movie theaters; restaurants, bars, and wineries; museums, galleries, zoos, and aquariums; and fitness facilities. As stay-at-home orders are modified, businesses must take all steps necessary to ensure the safety of workers and customers. Key business practices include physical distancing to the maximum extent possible, use of face coverings by employees and patrons, frequent handwashing, regular cleaning and disinfect-

SAN LUIS OBISPO COUNTY — The total number of new COVID-19 cases in San Luis Obispo County increased by 23 cases over the weekend, according to the latest data released by the County of San Luis Obispo. The County moved into Phase 3 of reopening on Friday, June 12. The new cases can be attributed to mostly close contact (family), community spread, and a cluster of cases can be attributed to a graduation party, according to county officials. “I understand the increase in cases in recent days may alarm some, yet it is not unexpected as we continue to reopen amid a pandemic,” said Dr. Penny Borenstein, County Health Officer. “However, our hospitalized cases remain low and cases in the ICU remain low at this time, both of which we will be watching very closely moving forward.” As of Thursday afternoon, San Luis Obispo County has had 376 confirmed COVID-19 cases to date. Out of 14,516 tests conducted, 102 were confirmed by the SLO Public Health Lab and 245 were confirmed by private-industry labs. Hospitalized cases and ICU cases remain stable. The County also announced that it was going from two live-streamed updates to just once each week, Wednesday afternoon. UPDATED GUIDANCE The State Public Health Department recently released updated guidance for activities protected by the First Amendment of the United States Constitution, including places of worship, religious services and cultural ceremonies, and other constitutionally protected activities, such as the

right to protest. These activities that take place outdoors no longer have an attendance cap as long as strict physical distancing measures are in place. “Exercising our right to peacefully protest and attend church is an inherent American value,” Borenstein said. “However, let’s all remember the health and safety precautions we each need to take to prevent the spread of COVID-19.” While the new state guidance lifts attendance caps for outdoor First Amendment activities, the number of individuals attending an indoor religious service or protest is still capped at 100 people or 25 percent of a building’s capacity, whichever is less. Strict physical distancing policies should also be in place. This new guidance replaces guidance issued in May and does not obligate places of worship to resume in-person activity. It is strongly recommended that places of worship continue to facilitate remote services and other related activities for those who are vulnerable to COVID-19, including older adults and those with comorbidities. Anyone with symptoms of COVID-19 should stay home to help prevent the spread of COVID19. Symptoms of COVID-19 include fever, cough, and shortness of breath. Less common symptoms include fatigue, body aches, chills, sore throat, and may include runny nose or diarrhea. Older adults and individuals with underlying medical conditions are particularly vulnerable to COVID-19. Atascadero’s Charles Paddock Zoo Reopens on June 17 STAFF REPORT ATASCADERO — After months of being closed, the Charles Paddock Zoo reopened to the public Wednesday, June 17. Hours will be daily from 10 a.m. to 5 p.m. By following all state and San Luis Obispo County guidelines for reopening, the Zoo will only allow 30-40 guests into the facility at a time, which will keep within the social distancing and safety guidelines. Although the Charles Paddock Zoo has been closed, the staff members adjusted to comply with State and County orders related to COVID-19, and have been busy working behind the scenes to care for all of the animals and the facility. While physically closed, the Zookeepers have been coming up with innovative ideas to keep the members of the community and the Zoo’s animal residents
virtually connected. Throughout the shelter-at-home, everyone could continue to learn more about, see, and enjoy their animal friends from anywhere at any time. Connecting the Zoo and the animals virtually was an activity that residents could participate in while in the safety of their own home, and since it was such a success being able to connect virtually will continue. She attended local schools and graduated from San Luis Obispo Senior High in 1947, having been awarded a $300 secretarial scholarship which she declined. She met David Jones Greenaway of Atascadero that summer and they were married in January 1948 at Grace Tabernacle in San Luis Obispo. Being married to a YVONNE LORRAINE general contractor, Bonnie lived in 27 spec “BONNIE” GREENWAY homes in Atascadero until they moved to 1929 - 2020 their permanent home in 1977. It was quite an adventure throughout the years, packing ifelong San Luis Obispo County and moving their four children: Debbie, resident, Yvonne Lorraine Scott, Mark and Carey (Wally). Bonnie “Bonnie” Greenaway went home loved playing the piano (while Dave played to be with her Lord and Savior Jesus Christ clarinet), doing crosswords, knitting and on June 5, 2020 at the age of 91 (Precious taking road trips with the family. Bonnie in the sight of the Lord is the death of His was preceded in death by her husband godly ones). Born to Louis and Lucy Heyd Dave (2005), her great-grandson Oliver in September 1928, she was the young(2006) and her son-in law Chuck Beals est of three children. Her brother Merle, (2016). obert was lovingly known as Bob to everyone, and he left this earth to meet with his wife and enter into the arms of our Lord in Heaven early in the morning of Sunday, May 31, and had the love and voices of his daughters surrounding him as he passed. He was born in Palo Alto, CA, to George and Barbara Hayes and was the oldest of two sons. He attended Homestead High School in Cupertino, CA, and graduated in 1967. Bob was drafted into the Army in 1969 and graduated from Fort Lewis, WA. He was then sent on a tour of duty to Thailand where he was a support to the war efforts doing data processing and information gathering. Bob met the love of his life, Mali, in Thailand and fell head over heels
RICHARD A. SIMPKINS 1943 - 2020

ichard A. Simpkins of Atascadero, went peacefully home to the Lord on May 6, 2020 at 77 years of age with his wife at his side. He was born in 1943 in Bismark, North Dakota. The family
in love. When his tour was over and he was sent back to the States, he tried everything he could to find his way back to her and reenlisted in the Army. He was able to learn of an opening in an automated data processing section in Thailand and was able to head back to Thailand where he was the only GI with a data processing occupation specialty. He and Mali married in August 1972. They had two daughters while Bob was one of the last military personnel to be stationed in Thailand. Bob and his family flew back to California when his tour ended. Bob spent over 20 years on the Army serving a country he loved. He spent time in Germany, South Korea and Okinawa, and put his heart into the work he performed. After nearly 32 years of marriage, Bob lost Mali to a car accident just weeks after his first grandchild was born. Bob moved to North Idaho to be closer to his oldest daughter and his grandsons in 2017. Bob was an easy going, fun loving and compassionate person. He loved the San Francisco Giants, General Hospital, prime rib, baked potato with lots of butter, his friends and especially his family. He had a later moved to Auburn, Calif. where he was raised. He is survived by his loving wife Yvonne of 48 years, his son Rich Simpkins and his wife Amy of Tennessee, his grandchildren Brittany, Ava, Ryder, and Paisley, and his great grandchildren Mason, Morgan, and Maverick. He is also survived by his sister Becky Wilson and her husband Gilbert of Auburn and his brother Steve Simpkins and his wife Kathy of Alta Loma. He was preceded in death by his mother and father, Ben and Olive Simpkins. Growing up in Auburn, Richard developed a deep love of the outdoors. He loved fishing,hunting, and camping in the Sierras. He was active in Boy Scouts and became an Eagle Scout. When his son was in Cub

Meeting Bonnie for the first time, you would be struck by her genuine kindness and listening ear. After her husband’s passing, Bonnie spent her time enjoying her many friends, driving them to church or doctor’s appointments, or sharing lunch at a local restaurant. Those who knew her really well could usually count on her cookie jar being filled with burnt cookies! A gathering of friends and family to remember Bonnie will be held sometime in August. The family requests that in lieu of flowers, please make a donation to your local church or the Atascadero Veterans Memorial Foundation. Bob is survived by his beloved daughters Becky Salassi and her husband Gawain and their children Gabe Jones and Grayson Salassi of Post Falls, ID, and Malissa Corbett and her husband Stephen and their daughter Allison of Santa Margarita, CA; his brother Ron Hayes and his wife Suzy of Medford, OR; his nieces Michelle Hayes and her son Riley Peterson of San Jose, CA, and Tracey Hayes and her daughter Brynn Manning of San Jose, CA; as well as countless faithful friends around the world. A celebration of life will be held at Becky’s home in Post Falls at the end of June while a memorial service with military honors will be held in mid July in the Central Coast of California for family and friends. The exact time and place will be announced a later date. Scouts, Richard proudly became the leader of his Cub Scout Pac. This was a very tender hearted, fun loving man with many hobbies. One of his favorite was gardening. He had a love of plants and a “green thumb”. Many people walking by our home would stop and admire our yard. He was an avid golfer, playing whenever he could. Richard loved his Lord deeply and lived his faith in everything he did. He and Yvonne were active in their church. He was so honest and trustworthy and an excellent listener, with a great sense of humor and was a joy to be around. As he battled epilepsy most of his life he had a deep compassion for those with disabilities and a passion for

arolyn Alice Cluff (Porter) of Atascadero passed away on May 29, 2020 after a lengthy illness. She was predeceased by her only son, Val Guy Cluff, of Atascadero who passed on May 19, 2013. Carolyn the eldest of four siblings was the daughter of Alyce and Ernest Porter was born in Arroyo Grande, California on July 11, 1942. The family moved to Atascadero in 1943 where Carolyn grew up and lived most of her life. She was a graduate of Atascadero High School and worked in the restaurant industry, notably Taco Bell, Players, and Roses Landing. She was a member of the LDS Church. She loved exotic fish, birds, dogs and the color pink. She was an Elvis Fan. She had many friends and will be missed. Carolyn was predeceased by her only child, Val Guy Cluff. (Guy and Carolyn enjoyed a great relationship with much in common. He loved Baseball and all sports and cars.) Carolyn is survived by two sisters, Lily (Susan) Smid, Eve Bundy, and one brother, Carson Porter of Atascadero, as well as two nephews and two nieces and their children and grandchildren. She was interred privately alongside her son on June 11, 2020 at Atascadero Cemetery in Atascadero. In lieu of flowers, any wishing to, we urge to donate to the charity of your choice.

I
n light of the national conversations regarding where the “thin blue line” should be redrawn, we felt compelled to assert our position in the bigger picture as a matter of transparency. As members of our community and our nation grapple with perspectives surrounding police brutality, violence, and abuse of power, we have a part to play in all fairness and equality to the members in every corner of our community. When vandals and drug users became a problem in the creek area near Centennial Plaza, we exposed it and it was addressed by those responsible. When peaceful protests assembled to speak, we listened and shared. When hostile protests assembled, we listened and shared. Our sentiment as a company is that “no innocent person should feel threatened or be harmed.” That sentiment is extended by us
to all members of our population — locally and nationally — and is especially true of the most vulnerable. As a nation and a community, we showed that unified resolve when we sheltered against the coronavirus against our better judgment. We didn’t know enough, so we went over and beyond for all our people. We took action to protect innocent lives. Lately, a lot of innocent lives are not being protected. As a nation, reform of ideas and habits is taking place. From police unions promising change to municipalities promising attention, a deep conversation regarding American culture and American history is taking place. National reforms are being taken seriously, and actions by protesters demonstrating a need for further conversations locally. Meaningful change will not come from choosing a side on a national level or a local level. Meaningful change will come from meaningful efforts to face uncomfortable truths and accept the things we cannot change. It will require the courage to change the things we can. It will require the wisdom to know the difference. As a newspaper and magazine company, our platform is our difference. It is a platform for discussion and honest conversation between members of our community who
have lived through real-life experiences that have made them feel less safe, less worthy, or less respected. Not all feelings are justifiable by the facts, but not all facts demand the ignoring of feelings. We can make a difference if we continue to talk about it. We need to have these discussions as a community. Our role as a newspaper is to provide a platform for the sharing of diverse viewpoints — not just right or left, or black and white, but 360 degrees in living color — and hold decision-makers and elected officials accountable for their words and deeds, including their lack of words and deeds. The Mayor of Paso Robles, Steven Martin, has promised a committee to facilitate discussion regarding fairness and equality in all levels of his local government. [information about the County and Atascadero]. We will follow that progress, but most importantly, it is those who still have the longest life to live that need to show up and insist on progress. We all have a duty to advocate for ourselves and hold our local government accountable for things that matter to us. We know that voices have been unheard, or even silenced, and we believe that time is over. While our newspaper is documenting newsworthy area events, we also want to
document the community conversation on important topics that impact our community. Not everything will make it to a City Council agenda, but we have the platform to make voices heard. It will work if people care enough to keep talking after the passion dies down. Success is not in reaching the top of the mountain, but in continuing the climb. The moon was just one small step for man. The remaining universe awaits a humanity that deserves to venture beyond it. We have a long way to go as a nation, and as a community. The conversation has only just begun, and we intend to provide the platforms to create a welcoming and safe place to discuss alternating viewpoints and bring awareness and humanity to issues that need a human touch. If it was going to be easy, someone would have already done it. For our local communities, it is up to us to make meaningful change for ourselves. We invite you to reach out to us with a willingness and intention not only to share your point of view but to participate in a discussion that needs to be had. As residents of this community, with respect to all who work to make it one of the great places to live in all the world, we believe we can do better still, and we ask you to join us.

This cut can lead directly to sickness and death.” Not to mention sky-high hospital and nursing home bills dwarfing any budget savings from the program cutback. Newsom also proposes eliminating Community Based Adult Services and Multi-Purpose Senior Services programs that offer some similar services. Consequences of these moves can be even more severe than the effects of opening schools late this summer and fall, as six of California’s largest school districts say might happen because of proposed cuts. Yes, that’s important. The less time children spend in school, the more their
future can be impacted, even if they tune into virtual, computerized classes. Early childhood education, formerly a Newsom pet program, also could be slashed, one likely result being that poor kids will fall farther behind the wealthy than they are now. The good news here is that state legislators appear opposed to most of the worst planned cuts. The bad news is they don’t know where to find money to avoid them, short of tax increases. A bond answers that quandary. Borrowing to see vital programs through this time amounts to investing in the state’s future. Wunderman points out that higher taxes would be unpopular and probably unwise in a time of high unemployment and uncertainty for thousands of businesses. A bond, he said, could help avoid the worst fiscal effects of the virus and let California exploit historic low-interest rates. It makes sense, it could save lives and misery, and it would not burden today’s taxpayers much. So it’s high time state legislators take the initiative back from the governor, put a bond on the November ballot and follow the Arnold example.
Editor, I grew up with six other siblings in a Catholic family, with both parents active in our rearing. My dad worked very hard to ensure we had a roof overhead and adequate meals, but he also made sure that we learned to look after one another and would ‘thump’ us if we were slipping in that grace. My mom became the
glue that seemed to hold everything together, especially as we grew older. She managed to keep track of not just our lives but also the lives of our school friends. A phone call to the folks meant we got updates and news on everyone, even if it seemed quite insignificant or unimportant at the time. My parents succumbed to illness and death ultimately, but their dedication to raising solid citizens full of respect and charity has produced a fruitful vine not to be ashamed of.
This era has brought with it challenges we’ve not seen in any previous generation, and with it, a time where many have waxed indifferent to people’s heartfelt suffering. This has not been the case with my family, however. The Holy Spirit has done remarkable work in all of our lives, and everyone pulls together to lift up and bear each other’s burdens. My husband fell inexplicably ill over seven months ago and is just now able to get treatment now that COVID19 restrictions have been lifted.

NOTICE IS HEREBY GIVEN THAT THE, San Miguel Community Services District (“District”) Board of Directors will hold a public hearing on: Thursday, June 25th, 2020, at 7:00 P.M., or soon thereafter, in the Board of Directors’ Chambers located at 1150 Mission Street, San Miguel, CA. to consider the adoption and of the San Miguel Community Services District pertaining to solid waste and recycling regulations and enforcement. The District has long provided collection services for solid waste and recycling for properties within the District. The District has determined that periodic collection and disposal of these categories of waste benefits all residents and occupants of the District. The District further mandates that private premises within the District may not fail to dispose of solid waste, debris, or inoperable vehicles from the property. If an owner or occupant fails to properly dispose of waste or recyclables or allows such to collect on the property within the District, the District manager is empowered to notify the owner, his or her agent or person in control of the premises to direct the removal of the waste or recyclables. If an owner fails to pay for the service, the District or its Franchisee/s may seek to collect the fees through reasonable means including written notices or demands, placing the charges on the following year’s tax roll of the respective property, or commencing an action in court to order the owner to pay the fees and costs of suit, including reasonable attorneys’ fees. The initiation of a lawsuit would only occur with Board review and approval. The proposed ordinance here renews and makes minor modifications to the ordinance previously in existence in the District, including the right of the District to abate any property, not in compliance with the ordinance, and
make specific collection efforts for unpaid fees. ALL INTERESTED PARTIES are invited to attend the June 25th, 2020, public hearing to express opinions or submit evidence for or against the approval of the ordinance. I asked the man whose scope it was, “Have you found a new species to add to your life’s list?” He said, “Go ahead; take a look.” I tried to see a bird, but all I saw was a beautiful babe on the top deck of a yacht in the harbor who was cavorting around as if she was looking for the missing top half of her two-piece bathing suit. Lemon-Buttermilk Icebox Pie Ingredients: • 1 (14-oz.) can sweeten condensed milk • 1 Tbsp. loosely packed lemon zest • ½ cup fresh lemon juice • 3 large egg yolks • ¼ cup buttermilk • Graham Cracker Crust, baked • Vegetable cooking spray Directions: Preheat oven to 325 degrees. Whisk together first 3 ingredients in a bowl. Beat egg yolks with a handheld mixer in a medium bowl at high speed 4 to 5 minutes or until yolks become pale and ribbons form on surface of mixture when the beater is lifted. Physics, which was pretty hard in terms of concept, but in terms of the total work I did, A.P. Environmental Science was a lot,” Dolan said.

“We didn’t want Brian to go, and we did all we could to entice him and his wife to stay in the area,” Hayley Mattson said. “During a dinner, we agreed in some form that we would relook at things in six months, not knowing then that coronavirus had other plans for all of us.” In less than three months, COVID-19 changed the entire U.S. economy, and out of those changes came opportunity. 13 Stars Media was looking for a managing editor and reached out to Williams to see how things were going in Brookings. “We left the door wide open when Brian left, and it just happened that we had an opportunity for his skills and leadership here,” Nic Mattson said. “It just worked out the way it was supposed to. We parted ways in January on good faith, and that was a strong bridge in making his return feel like the right thing at the right time.” In a turbulent world of print and digital media where transience

The wiry and sometimes shy senior applied to several of the top schools in the nation, including the top universities in California, and made it into nearly all of them. “Berkely was definitely up there as one of my favorite choices,” Dolan told The Atascadero News. “I also applied to Harvard, Stanford, UCLA and Cal Poly. I didn’t make it into Stanford or Harvard, but I did make it into Berkeley, UCLA and some other local schools, but Berkeley was pretty high up there on the list.” While studying Civil Engineering, Dolan

I also feel compelled and so very proud to say that the Atascadero Police Department is made up of individual men and women doing their very best to serve every member of this community in the most professional and thoughtful manner. Our Police Department has built a culture that does not tolerate racism or excessive use of force. Body Cameras and In-Car Police Cameras allow the department to review every use of force incident and, when warranted, to take appropriate steps, whether it be discipline, counseling, additional training or other action. As for his ultimate future, Dolan is still unsure but is looking forward to the opportunities in front of him. “I am just hoping that I can design some roads and bridges and stuff,” he said. “I don’t really know what I’ll be, but there are a lot of great opportunities, and I am psyched to find out what I am able to do.”

We record the community’s history by telling its story through words and photos. But we are so much more than just a newspaper, and we improve by living that day in and day out.”

This was the school board’s final meeting of the 2019-2020 school year. It will meet again on Aug. 11.
