Community Brings Race Matters SLO Demands To City Council By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — The Atascadero City Council met together in City Hall on Tuesday night for the first time since March while also broadcasting their session online for those not in attendance. It was a reasonably uneventful council meeting with only one item covered for more than 20 minutes, the City of Atascadero’s update to its 10-year housing element plan. Following the Council’s vote to approve the consent calendar, which included yearly housekeeping items related to tourism, parking, and sewer, the meeting moved to public comment. More than 10 citizens either called in or emailed the Council regarding the demands from Race Matters SLO. In particular, the callers wanted the Council to focus on fighting racism within the community through three main steps — declaring racism a public health crisis, reallocating money from the police department to fund more mental health specialists and social workers, and connecting and collaborating as a City Council with organizations in Atascadero that work toward diversity and inclusion. Race Matters SLO’s list of demands can be found on its website or on the petition that is circulating through the county. It has nearly 7,000 signatures on it. Atascadero Mayor Heather Moreno addressed Race Matters SLO saying, “We responded last week [to the Race Matters SLO demands] and we said that we would like to sit down with you [the public], engage with you and we want to — I think some of the terms being used are connect and collaborate — we want to find out what is important to you. Let’s talk about Atascadero specifically.” Moreno continued stating that she and the Council are ready and willing to meet with anyone in the community that would like to be heard individually, and Councilmember Susan Funk echoed her sentiment. “I think it’s important that all of CONTINUED ON PAGE A15

n Saturday, June 20, community members came together in support of local law enforcement on the corner of El Camino Real and Highway 41. Waving blue ribbons, balloons, and large

decorated posters filled with “Thank you, We Love You! and Blessed are the Peacemakers! Our APD!” the crowd cheered on their support for several hours. Among the ribbons, several people held flags of both red white and blue, along with the black and white “thin blue line” flag that is held in honor of law enforcement and is flown to show support for the men

and women who put their lives on the line every day. The organizers of the event were two local women Amanda Hawkins and Valoree Fredendall, “We formed the event to show our local law enforcement that the community supports and appreciates them.” Hawkins shared, “Law enforcement is crucial in the orchestration of maintain-

ing balance in society. Especially in these times, they need to feel encouragement and reverence from the public.” According to Hawkins, the group “Protect Atascadero” was formed recently as a way to show support to local law enforcement and help keep Atascadero CONTINUED ON PAGE A15

At the beginning of April, Paso Robles resident Scott Keith started the Facebook page “Paso Strong Car Cruise.” Three months later, that page is up to nearly 2,000 likes and draws the attention of motorheads who are already depressed at the canceling local car shows. While many of those in the community were aware of the cruise nights, almost none knew its origin and the message behind popular Friday night activity. The idea started near the end of March when the county was in the early parts of quarantine when Keith received a Facebook

2020 THS Graduate Rosilez Crowned Miss Salinas Valley Fair By CONNOR ALLEN KING CITY — The Salinas Valley Fair was scheduled for the second week in May, but just as many fairs across the state, it was canceled due to the COVID-19 pandemic. While the fair itself can’t happen, livestock can’t be shown, and corndogs can’t be eaten, some of its charms remain as they named recent Templeton High School graduate Ashley Rosilez as Miss Salinas Valley Fair. Rosilez says she got the idea to enter from one of her friends that competed in 2019. Seeing as she already showed livestock and was experienced in doing so and was going to be attending the Salinas Valley Fair, she should go for it and was rewarded with the crown. “Sadly, at the end of our meeting, I was the only one running, which was kind of crazy and shocking,” Rosilez said. “It’s a really big process. What most of the queens have to do is go through a series of tests and horsemanship practices as well as competitions at the King City Fairgrounds. They also do a lot of speaking competitions. We were going to be asked a series of questions on certain days at events as well as a presentation that we were going to do.” The Queen from Templeton hasn’t had her

chance to meet the community yet but has already left an imprint of the Salinas Valley Fair with her creativity and affinity for music. Rosilez still had to take the required test and prepare a presentation to show why she deserved to be the Queen and record a video incorporating the Fair’s 2020 theme, which is now the Fair’s Youtube page. “I did a song for my presentation because my family is very musical,” Rosilez said. “I brought out my guitar and sang a song that would welcome people to the fair and it was to the tune of ‘This Land Was Made For You And Me,’ which fit the Fair’s theme which was ‘This fair was made for ewe and me,’ and a ewe is a female lamb, so it was kind of fun.” The newly graduated senior is hoping that she may be able to join a parade or speak at a Rotary meeting if the pandemic permits but is also committed to college in the fall and is willing to carry her royal duties even while at school in the fall. “I am committed to a women’s college in Massachusetts called Mount Holyoke College,” Rosilez said. “Hopefully, while I’m at school, I will do a lot of Zoom meetings and utilize the cool Zoom stuff we have been doing nowadays and do all my meetings that way while also reaching out to people.”

Vendors and Movies Released for Mid-State Fair Drive-In Nights

By CONNOR ALLEN PASO ROBLES — The California Mid-State Fair announced Friday it would be hosting three summer weekends where the grounds will be transformed into a drive-in movie theater capable of fitting 150 vehicles. Fair officials mentioned five different vendors of classic fair food that will be on-site. Jimmy’s Barbeque & Bar, Mason’s Den (funnel cakes and more), Log Cabin (kettle corn and popcorn), Hot Dog On A Stick, and Paradise Shave Ice will all be in attendance selling their featured items for anyone that needs their sweet or salty fix. The Fair’s summer weekends start on Friday, June 26, when the grounds open for customers to stop by and get food from 4-7 p.m. “Wheels N Reels” will take place on Saturday and Sunday at 8:30 p.m. The first four movies have also been released. “The Goonies” will play on June 27, followed by “Independence Day” on Sunday, June 28. “We had seen some other fairs that were shut down earlier in the year do it, and we agreed it was a great idea, and we have been working on it for almost a month,” said Tom Keffury of the Mid-State Fair. “We have been kicking a lot of ideas around for a number of months, and ever since this has happened, we have been working on different scenarios — about a month ago, our fair was officially canceled — so we started putting this in place.” The Fair is bringing in a giant inflatable screen that is 40 feet high and 20 feet across and will be on the northwest corner of the carnival lot. The movie nights will be taking a two-week break, following this weekend’s premiere and will return on the weekend of July 17 and July 24. The two movies for July 18 and July 19 have also been released and will be “Weird Science” and “Eight Seconds,” respectively. The food available will include fair favorites such as tri-tip sandwiches, chicken burritos and beer from Jimmy’s Barbeque & Bar and kettle corn, funnel cakes and corndogs. They will be available for preorder online for convenient and fast pickup. The Fair is asking for patrons to abide by social distancing practices and advise bringing cash as not all of the vendors take credit cards.

Report Details Pandemic Losses to California Farms and Ranches STAFF REPORT CALIFORNIA — Pandemic-related losses to California farms, ranches and agricultural businesses will range between $5.9 billion and $8.6 billion this year, according to an economic study released Tuesday. The analysis says the state’s agricultural sector has already suffered $2 billion in losses so far, from disrupted markets and rising production costs related to the COVID19 outbreak. Financial impacts of the pandemic vary widely among different parts of the agricultural economy, the study says, depending in part on how much a particular crop or commodity relies on sales to food service and how much it has been affected by shifts in retail demand and changes in costs of production and processing. Produced by Davis-based ERA Economics, the study was commissioned by a coalition led by the California Farm Bureau Federation and including UnitedAg, Ag Association Management Services Inc., the California Fresh Fruit Association, California Strawberry Commission, California Tomato Growers Association and Western Plant Health Association.

CFBF President Jamie Johansson said the study illustrates the scope of the pandemic’s impact. “California farmers, ranchers and their employees have continued the essential work needed to keep American families fed, but that work has come with sacrifice,” Johansson said. “The impact is being felt in rural communities throughout the state that rely on agriculture for their residents’ livelihoods. We want legislators and regulators to bear that in mind and avoid making farming even more costly and difficult in California.” Analysts looked specifically at 15 different agricultural sectors, using data on production, exports and prices through early May, plus interviews and surveys of people and businesses. The study showed the greatest dollar-loss impact to dairy, $1.4 billion to $2.3 billion; grapes, $1.5 billion to $1.7 billion; and flowers and nurseries, $660 million to $740 million. In addition, the report says farms, ranches and related businesses have incurred higher operating costs for measures intended to increase employee health and safety, and in the logistics required to move crops and commodities to market.

“Along with the loss of key markets due to food service disappearing overnight or flower shops and garden centers not being allowed to operate in certain areas, we now are adapting to significant increased operational costs that many California farmers will never recoup,” said Chris Zanobini, president/CEO of Ag Association Management Services. Some crops have seen increased business activity during the pandemic, the report says, citing shelf-stable items such as rice, processed tomato products and canned fruit. But in aggregate, the study says, “the losses far outweigh the isolated benefits.” Abrupt shifts in purchasing patterns in export and domestic markets — prompted by the constriction in restaurant and other food-service sales and a swing to retail purchases for at-home use — have affected farmers, ranchers and agricultural businesses at various points in the supply chain, the study says, ultimately resulting in farm-gate crop price impacts. “Observing how agriculture is affected will help us orient and decisively act to create a stronger future,” UnitedAg President and CEO Kirti Mutatkar said. “The agricultural industry is not only one of the most necessary industries, but one of the most resilient.” The full report, titled Economic Impacts of the COVID-19 Pandemic on California Agriculture, may be found at cfbf.com/ covid-19-study. Cunningham to Donate 10% of Assembly Salary to Local Nonprofits STAFF REPORT SAN LUIS OBISPO — Following the recommendation of the Citizens Compensation Commission and the newly-announced budget agreement that includes pay cuts for state workers, Assemblyman Jordan Cunningham (R-San Luis Obispo) announced Tuesday that he would be donating 10% of his Assembly Salary to a different Central Coast nonprofit each month. In July, he’ll be donating to the San Luis Obispo Law

Enforcement Assistance Foundation (SLO LEAF). “Our elected leaders need to lead by example in times of crisis and hardship,” said Cunningham. “The Governor is asking members of our community to do more with less. Legislators should have to do the same, which is why I’ll be donating 10% of my Assembly salary to local nonprofits that help make the Central Coast the best community in the state.” In the wake of the shootings in Paso Robles earlier this month, Cunningham

will donate 10% of his July Assembly salary to SLO LEAF in the names of the two local officers who were injured — San Luis Obispo County Sheriff ’s Deputy Nick Dreyfus and Arroyo Grande Police Department Sgt. Michael Smiley — as well as all law enforcement officers that assisted with the active shooter situation. “Both Deputy Dreyfus and Sergeant Smiley are heroes,” said Cunningham. “I am honored to make this donation in their names, and wish both a speedy and full recovery.”

Grassfire Destroys 2 Homes, Damages 9 Others By BRIAN WILLIAMS

PASO ROBLES — A wind-driven grassfire that started in the Salinas Riverbed, jumped South River and Creston roads and destroyed two homes and damaged nine others Monday afternoon. More than 100 firefighters from agencies throughout San Luis Obispo flooded into Paso Robles after the fire was initially reported at 1:55 p.m. on Monday in the riverbed near South River Road and Navajo Avenue. The fire jumped South River Road in the Capitol Hill neighborhood off of Creston Road, prompting the evacuation of 559 residences and spreading across 7 acres. The forward spread of the fast-moving fire was stalled by firefighters at about 5 p.m. Monday, and crews worked through the night on full containment. Firefighters battled the fire from the ground with hand crews, engines, water tankers, bulldozers, and from the air with air tankers and a helicopter, dropping water and fire retardant. Dana LaCuran lived in the Capitol Hill area and did what she could to save her and her neighbors’ homes before being asked to leave because the fire was getting close. She didn’t go far, just across Creston Road, and continued to do what she could to help. She grabbed a hose from a house south of Elm Court, where the fire jumped Creston Road and continued burning north toward Union Hill Road, and put out the remaining hotspots. “I put embers out on my neighbors’ house and then came over here to help,” LaCuran said. “It’s too thick over there. He said if you can find a hose, please do.” She wasn’t alone. Several people joined in and others were in their yards protecting their homes with garden hoses. Duane McRoy, a long-time resident of Paso Robles, rushed to his son’s house on Elm Court to see if his dogs and house were OK. McRoy learned of the evacuation order while working at Fox Hill Pool and Spa on Spring Street. His boss allowed him to close early so he could get to the house. As he walked down Creston toward the intersection with South River Road, he knew his son’s house on Elm was safe from the flames. The dogs were OK as well. McRoy’s son’s home was less than 50 yards away from one of the houses consumed by fire on the south side of Creston Road. Monday evening, the fire was 10% percent contained, and by Tuesday morning, it was at 60% containment, the City of Paso Robles reported. The grassfire burned 15 acres in all and was 100% contained as of Tuesday afternoon, the City of Paso Robles reported. The evacuation order for the area was lifted at 3 p.m. Tuesday. “Thankfully, we have been blessed with amazing, brave and skilled people here. That helicopter coming over. It’s incredible,” McRoy said. An evacuation center was set up at the Paso Robles Senior Center on Scott Street overnight. PG&E reported that power was restored to the area by Tuesday afternoon. County Continues to See Uptick in COVID-19 Cases STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County health officials continue to urge residents to take more protective measures to prevent the spread of COVID-19 as the cases rise at a faster rate in the County. The County Public Health Department reported 38 new COVID-19 cases over the weekend and Monday in all regions of SLO County. The new cases can be attributed mostly to person-to-person spread (contacts of other known cases), including spread at social gatherings of friends and family, and community spread. “As expected, SLO County’s COVID-

19 positivity rate is increasing as we expand testing and continue to open for business,” said Dr. Penny Borenstein, County Health Officer. “Consistent with the Governor’s order, please limit large social gatherings where the virus can easily spread and wear a face covering in public as we continue opening under the State’s plan.” San Luis Obispo County has had 442 confirmed COVID-19 cases to date. Out of 18,575 tests conducted, the SLO Public Health Lab confirmed 118 and private-industry labs confirmed 324. Hospitalized cases and ICU cases remain stable. The County now has 119 active cases, with 112 recovering at home and seven hospitalized (three in ICU).

Of the 38 new confirmed cases over the weekend and Monday: 19 are attributed to person-to-person spread • 1 is attributed to travel • 14 are attributed to community spread (not related to travel or to a known case) • 4 are still under investigation Testing Capacity Increase The County Public Health Department lab has recently increased its testing capacity to 300 tests per day. Pop-up testing clinics continue in the County and are staffed by County employees. Personal Care Services Reopen with Modifications STAFF REPORT SAN LUIS OBISPO COUNTYPersonal care services in non-healthcare settings — such as spas, nail salons, massage therapy, and body art facilities — in San Luis Obispo County reopened with modifications on Friday, June 19, according to County health officials. Though these activities are officially allowed, County Health Officer Dr. Penny Borenstein warns that small, enclosed indoor spaces create the perfect setting for COVID-19 to spread. “I strongly discourage activities — such as personal massages or facials — that require you to be in a small, enclosed space for a prolonged period of time with someone else outside of your household,” Dr. Borenstein said. “That is the perfect environment for COVID-19 to spread. Be smart. Take care of your health. Understand that this illness spreads through prolonged close physical contact.” Officials also confirmed that the State is allowing modified wedding ceremonies (religious or non-religious) as long as they follow the State guidance for Places of Worship. However, the State is still not allowing wedding receptions and celebrations. Indoor wedding ceremonies should limit attendance to 25 percent of capacity or 100 people, whichever is fewer. Outdoor weddings should accommodate a minimum of six feet between attendees from different households. The risk of COVID-19 spreading at events and gatherings increases as follows: Lowest risk: Virtual-only activities, events, and gatherings. More risk: Smaller outdoor and in-person gatherings in which individuals from different households remain spaced at least 6 feet apart, wear cloth face coverings, do not share objects, and come from the same local area (e.g., community, town, city, or county). Higher risk: Medium-sized in-person gatherings adapted to allow individuals to remain spaced at least six feet apart and with attendees coming from outside SLO County. Highest risk: Large in-person gatherings where it is difficult for individuals to remain spaced at least six feet apart and attendees travel from outside the local area. Business owners and managers can review the relevant industry guidance at ReadySLO.org, conduct a risk assessment, and self-certify that they are ready to reopen safely. The County had entered a no-cost partnership with the independent non-profit to increase access to testing countywide. However, the organization was not able to meet its obligations and provide results in a timely manner. The County’s Public Health lab can produce faster results within 24 to 48 hours. County Health Officer Responds to Statewide Order for Face Coverings STAFF REPORT SAN LUIS OBISPO COUNTY — Recently the COVID-19 case numbers steadily increasing throughout California, Gov. Gavin Newsome issued a statewide order for all people to wear masks starting June 18. Now the state guidelines explain, “Cloth face coverings help reduce the spread of coronavirus, especially when combined with physical distancing and frequent hand washing. Starting June 18, Californians must wear face coverings in common and public indoor spaces and outdoors when distancing is not possible.” As a response to the new order, San Luis County Public Health &

Safety released a statement explaining that today’s guidance mandates the use of cloth face coverings by the general public statewide when outside the home. With some limited exceptions, including children under the age of two, people who have medical or mental health conditions that prevent wearing face coverings, and people who are eating or drinking at a restaurant or establishment that offers food or beverages, and others. “Wearing face coverings can slow the spread of COVID-19 and can potentially stop waves of outbreaks, which helps us continue to reopen our economy fully,” said Dr. Penny Borenstein, County Health Officer. “This requirement offers an additional layer

STAFF REPORT ATASCADERO — After posting images to Facebook, the Atascadero Police Department arrested two people from Paso Robles for allegedly robbing Golden 1 Credit Union in May, the City of Atascadero reported. As part of the ongoing investigation into the robbery at Golden 1 Credit Union on May 28, Atascadero PD detectives obtained surveillance footage of the suspect at a local business. The images were posted on the department’s Facebook page on Wednesday, June 17. Within an hour of the release of the photos, the department received calls from numerous people who recognized the suspect. APD detectives began following up on the new leads, which led to the arrest of two people on suspicion of bank robbery charges. On June 19, Kalvyn Voshal, 27, of Paso Robles, and Adreanna Rostro, 23, of Paso Robles, were arrested for

suspicion of bank robbery, burglary and criminal conspiracy charges, which are all felonies. Both Voshal and Rostro were booked at San Luis Obispo County Jail. At approximately 4:03 p.m. on May 28, Atascadero police officers responded to Golden 1 Bank, in the 8700 block of El Camino Real, regarding a reported robbery that had just occurred. Officers arrived on scene and learned that a white male adult entered the bank, producing a note demanding money and stating he had a gun. The suspect obtained an undisclosed amount of cash and fled the bank on foot. The suspect was seen getting in a black four-door sedan, possibly a Nissan and fleeing the area. Atascadero Police Department Investigations Unit and Crime Scene Unit responded to the bank to begin an investigation. The Federal Bureau of Investigations was notified of the robbery and responded to assist.

PASO ROBLES — The guns used by Mason James Lira during a two-day shooting spree in Paso Robles last week were likely stolen from an attorney’s office in San Luis Obispo. San Luis Obispo Police Department detectives believe Lira, 26, broke into a private local attorney’s office in the 900 block of Osos Street between 5:30 p.m. June 8 and 6:30 a.m. June 9. Lira shot two sheriff ’s deputies, a CHP officer and an Arroyo Grande police officer during a nearly two-day manhunt June 11 and 12 in Paso Robles. All of the wounded officers lived. He is also suspected of shooting and killing James Harding Watson, 58, near the Amtrak train station in Paso Robles. Lira fired upon the Paso Robles Police Department station on 10th Street in Downtown Paso Robles shortly after 3 a.m. June 11. Lira was shot and killed during a stand-off by law enforcement on the south end of Paso Robles near the Highway 46 West and Highway 101 interchange on June 12. San Luis Obispo County Sheriff Ian Parkinson said during a press conference on June 12 that they believed the guns found next to Lira’s body were stolen. At approximately 12:52 p.m on June 9, SLO police officers responded

to the 900 block of Osos Street for a commercial burglary report. Officers contacted the victim who advised someone entered the business through an unlocked window to the rear of the location. The victim stated the items taken were miscellaneous clothing, jewelry, duffle bag, two firearms, and an unknown amount of ammunition. The guns stolen were a .38 caliber revolver and a .40 caliber semi-automatic handgun. Investigators from the San Luis Obispo Police Department conducted follow up and obtained video surveillance of the suspect walking behind the location. Based on the video, investigators recalled an incident that took place on June 8 at approximately 4:27 p.m., which could have been related. In that incident, detectives learned Lira threatened to shoot a bus driver in the head while exiting the bus. This is an ongoing investigation and investigators with the San Luis Obispo Police Department are working with investigators at the SLO County Sheriff ’s Department to determine if the guns stolen from the City of San Luis Obispo were the same guns used in the shooting in Paso Robles. ECHO Receives Funding for Increasing COVID-19 Response Services in North County STAFF REPORT ATASCADERO — El Camino Homeless Organization has received funding recently made available to provide additional services to people experiencing homelessness in light of the COVID-19 pandemic. The funding comes from a variety of sources, including U.S Housing and Urban Development and the State of California. With this infusion of funding, ECHO will enhance many of the existing programs at its Atascadero shelter. Simultaneously, services will be significantly expanded in Paso Robles and other North County communities where services for the homeless have

been limited. In Atascadero, isolation trailers have already been added on the campus, along with 24-hour handwashing stations, restroom facilities and enhanced safety and sanitation protocols. The longstanding meal program has also transitioned to a “to-go” style meal to promote social distancing. In Paso Robles, ECHO will be opening an emergency shelter in the fall with 25 beds to help with safety and social distancing. The funding will also allow ECHO to purchase a mobile shower and restroom trailer that will be used in conjunction with the emergency facility. Funding will also increase ECHO’s emergency outreach program by adding

staff for additional case management services, distribution of food and safety bags throughout North County and the North Coast and direct aid services such as bus passes. “These funds provide an incredible opportunity for ECHO to serve our clients even more comprehensively during these unprecedented times,“ said Wendy Lewis, President and CEO of ECHO. “We have seen outbreaks that have spread quickly among homeless communities in other parts of the country. While we have been fortunate here on the Central Coast so far, support like these funds are needed so that we can enhance our safety protocols and expand our services to those

facing hunger and homelessness.” Lewis went on to say, “What we are particularly excited about is that these investments will continue to benefit the community for years to come, even beyond the current pandemic.” Funding has also been made available to assist individuals and families who are in danger of losing their housing due to job loss or other hardships related to the pandemic. The program is being developed in collaboration with 40 Prado and 5 Cities Homeless Coalition. ECHO will oversee the implementation of this program in North County. “We believe that this component will become more critical in the coming

months as the financial impacts of this epidemic are realized,” says Lewis. “Homelessness across the nation is at an all time high. An added component of our work has become, and will continue to be, working to keep the number of unsheltered in our communities from increasing.” ECHO’s residency program provides case management services to assist homeless individuals in securing a job and finding permanent and sustainable housing within three months of entering the shelter program. While enrolled in the program, clients are taught life skills for employment, budgeting, health care management and social communication and interaction.

axine Lundbeck died on June 10, 2020 of natural causes surrounded by loving family. She is survived by her 3 daughters, Holly, Gretchen and Dinah, 5 grandchildren and 6 great grandchildren. Bud, her husband of 70 years died 5 years ago at the age of 97. Bud and Maxine met one another in Little Rock Arkansas during Bud’s 2 week train-

ing before deployment to Germany where he fought for 2 years. Their romance continued through letters until Bud returned home, married Maxine and drove her to her new home in Paso Robles. Here they remained, raised their children and were known and enjoyed by so very many members of the community. Maxine will always be remembered for her boundless energy, great sense of humor and love of her family. Business Owner’s Dog Shot by SLO County Sheriff Deputy By BRIAN WILLIAMS ATASCADERO — Junior Gonzales is looking for answers from the San Luis Obispo County Sheriff ’s Department. Gonzales returned to his home-business — Central Coast One Stop Detail Shop — in suite B of 7800 El Camino Real around 1 a.m. Monday morning. His parents are long-time owners of Fashion Cleaners, which occupies the front part of the property. Gonzales said he was unloading detailing supplies from the trunk of his car and taking them inside of the business. While returning to get a second load from the trunk, he was met by bright lights in his face and a San Luis Obispo County Sheriff ’s deputy pointing a gun at him. “I looked out, and I was thinking it was my wife,” Gonzales said. “There was a car parked right there, headlights facing the front, blinding, couldn’t really see and then I got closer and I see an individual standing to the right of the car posted with his gun out. I was like, oh great.” Gonzales said he tried to talk to the deputy, telling him that he had a right to be on the property.

“I come out, nobody called you, you can be on your way, there is nothing happening here,” Gonzales said. “He just yells out, ‘Freeze, sheriff ’s department.’” The deputy continues to loudly tell him “that the trunk is open, the door is open and that they thought someone was breaking in,” Gonzales said. “Freeze, don’t move. I’m telling him, ‘I live here, man. What the hell is your problem.’ And by then, my dogs come out. They are doing their job.” Gonzales said the dogs, pit bulls, came out and the younger of the two, Roxi, “she was barking, but not attacking. Just barking and approaching him slowly.” As she approached the deputy, Gonzales said she always bows down with her head twisted, sits down and wags her tail. “And that is what she was doing,” he said. According to Gonzales, the deputy tells him twice to get his dog. “I’m hesitant to run over there. I wasn’t sure if I was going to get shot at or what,” Gonzales said. “I started to walk that and then he unloads three rounds on her. One in the face, one in the chest and one in the lower abdomen. And then I became irate.”

The dog runs toward Gonzales and then inside. Gonzales moves to follow his bleeding dog but is stopped by the deputy, who still has his gun pointed at him. By this time, more deputies arrive and later Atascadero Police Department units. Also, about this time, Gonzales’ wife drives up and gets out of her car. “She came out of the car like what’s going on,” Gonzales said. “And they just grabbed her, put her in cuffs and sat her down. A-town PD did. I was like, ‘There is no need to put her in cuffs. Do you have a charge on her? Are you guys even telling her why you are detaining her.’ They are telling me to calm down. I’m like, ‘Calm down, she just got here and you are putting her in cuffs. She lives here as well.’” Eventually, deputies put away their guns and the cuffs were removed from his wife, who ran in and scooped up her bleeding dog. Gonzales insisted the deputies take the dog and wife to a veterinarian to care for the dog. And eventually, they did. “As they took her, one of the deputies said they would take care of the bill,” Gonzales said. “I said, “That is the least you can do.’”

The dog received treatment and is expected to recover fully. While the dog is being treated, Gonzales talks with a Sheriff ’s deputy. “I made it clear to him that it was very uncalled for for the deputy to pull the gun and shoot my dog,” Gonzales said. “If that is protocol, it should be totally different. Just because the door is open? There were no windows broken, no cars broken, nothing showing that there is a break-in. Nothing, nothing.” A day or two after the incident, Gonzales said he talked with an attorney and is prepared to file a lawsuit against the San Luis Obispo County Sheriff ’s Office. “I still don’t find the reason for why the gun was pulled,” Gonzales said. “I didn’t like the way they handled it. They were just unprofessional. They knew they were at fault.” The SLO County Sheriff ’s office released a different account of the event. According to the SLO County Sheriff ’s press release, on June 15, Sheriff ’s deputies were on patrol and traveling in the 7800 block of El Camino Real in Atascadero when they observed a business with

the front door open and the lights off. There was a vehicle parked in front of the business with the trunk open with a man pushing a laundry cart walking toward the vehicle. The Deputies exited their vehicle to investigate. They identified themselves as Sheriff ’s Deputies when suddenly two pit bull dogs ran from the business toward the Deputies. One of the Deputies, fearing the dog was about to attack him, fired three rounds at the animal, striking the dog. The dog was transported to a local veterinarian and fortunately survived its injuries, which were deemed non-life-threatening. The dog was released after treatment to the owner that day. The Sheriff ’s Office has been in contact with the owner of the animals and worked with him and the veterinarian and has offered to pay for all the vet bills related to this incident. It is always unfortunate when an animal is harmed. The Sheriff ’s Office has initiated an investigation into the circumstances of this incident. And it will be followed up with an investigation by the Sheriff ’s Office Professional Standards Unit. No further information is available at this time.

s we head into July still amidst the current health pandemic, we have been confronted with a national issue that brings us all to a together once again, no matter how you feel about the current events. Together because that is the only way we can make things happen.

Together, because nothing can change within our communities on its own, but we do have to be willing to be a part of a solution. Perhaps this can now be looked at as the year we were forced to reflect and decide to become better humans, to remember the kindness and love we can have for one another, and just perhaps it is the year that many new leaders will start to rise. With this being an election year, we have so many opportunities before us. We can rally together to find innovative ideas that can help one another be heard. We can unite together, so our voices are one, we can disagree and stand on opposite sides of an issue but still understand that there are several ways to

address the current state and realign to make a move forward no matter how small it may be. We can come together and know that we all have past, but understand that the only way to change it is to do something positive today. So now we get to decide for ourselves what our level of participation will be. Are we going to step aside and leave our futures to

someone else? Then complain it is not what we wanted or feel we deserve? Or are we going to take the initiative and do the hard work ourselves? It is time to get involved. Take a look at our current city officials and school board officers, what positions will be open, and who we want to lead us as we move forward. Perhaps it will be you.

‘Defunding the Police’ — Where is This Headed?

he advent of a camera in almost every hand helps us see what we could avoid looking deeper into before. We can now see what “matters” in our society through our lenses. These last few weeks, events across the country make it clear the exacerbation of pain is taking us to a new pitch, and many feel, potentially, a real point of change. For the first time, I caught the phrase: “Defund the police.” Really?? I had to run to my computer to find out what was meant.

His department responds to 1.2 million calls per year related to public safety and security coming from all demographics. In some cases, it means “community safety committees.” This was the response a journalist got when he clarified with his interviewee, “So what do you mean, abolish the police?” “Yes.” “What would you do instead?” “Self-policing with Neighborhood Safety Committees.” I am over 60. Thoughts and images of occasions when I have needed to call the police began flooding my mind. During my lifetime, I have needed to call on or have received assistance from the police for a convulsing baby, a prowler outside my kid’s bedroom window, a strange man sitting in a car in front of our house all morning, a burglary, and a couple of other incidents where a social worker would not have been the person to help me. I don’t want to call a safety committee neighbor to help me with an emergency, remembering the time the police came while I was bathing the baby in my underwear in the middle of the night.

They wear many hats. It makes sense that some officers should be trained experts in the fields they have to cover to be adequately prepared to do their job. I do not see the benefit of cutting police resources. As it is, in an emergency such as the one we are going through, funds have been overstretched. We have exhausted police and fire service people protecting protesters by day (I’m generalizing, but some would argue that) and guarding property and people by night. These are human beings. It would seem what is more likely to solve the problem of having non-experts deal with mental health, or addiction issues would be to add the resources necessary to cover those issues.

In the years since, crime has dropped steadily, and most importantly, violent crime has been reduced by 42% (they report), and have attributed the reduction to their community partnerships. In conclusion, “defund the police” may not last long, as it addresses an issue using the same problematic thinking we are trying to avoid when we look at the policing arena which is the idea that you can use the same brush to paint a group of people wearing the same color (substitute skin with uniform) as all being a single color character type. Isn’t this the accusation?

Editor, I’m writing in regard to the death of Thomas Jodry on September 14, 2019. I’ve known Tommy all his life. I met his parents almost 30 years ago. I was so shocked to hear of his death, especially by the manner of his dying. He had so much to live for and was in the midst of great plans for his future. It is my hope that the police will look into the cause of his death.

Editor, I recently saw some online comments by a former high school teacher of mine which characterized the local protests in the wake of George Floyd’s murder as overreactions, and the protestors as ignorant. Aside from the obvious, I struggled to understand why this so deeply unsettled me until I remembered that this teacher’s curriculum includes (or at least did when I took their class) “The Adventures of Huck-

leberry Finn.” I do not remember any specific instances in which this white teacher handled the material carelessly, but that is quite possibly the point. How can a book like “Huckleberry Finn” be properly contextualized without acknowledging the continuing criminalization of Blackness in the fabric of the American economy? How can students adequately understand Colonel Sherburn’s escape from lynching without learning to recognize racial inequities in this country’s

law enforcement practices? How can they comprehend Tom’s true horror turning Jim’s escape into a game if their teacher is unwilling to accept the existence of white privilege? It is irresponsible to try to explain the full range of ways in which Huck uses his whiteness to shield Jim from capture without explaining the regional differences in the strategies used to control the social, economic, and physical movement of both free and enslaved Black people built into the professionalization of American law enforcement.

Even historical classics must be taught in modern contexts. Why learn about the past if not to recognize its influence on the present? I did not and could not learn from reading “The Adventures of Huckleberry Finn” in high school because I was instructed to read but not to understand. Students cannot learn about racism from teachers who do not believe in it. Educators cannot be effective if they refuse to educate themselves. Thank you, Kieran Beccia

What we have now is abysmal. Maybe make it a bit easier to have someone taken for an evaluation before it gets to the point where they’d need to be 5150’d because often times instead they’re deemed violent (because in order to qualify you have to be a danger) and then arrested and end up in jail, which also does not help. And definitely in the meantime set up more shelters. Maybe ones with programs attached like learning to interview for a job or helping find job clothes, haircuts, etc. However there are going to be quite a few who don’t utilize shelters because they want to use drugs. So maybe instead of making drug use a criminal thing, treat it how it is - a mental health issue. Substance abuse disorder is in the DSM-V. And while I don’t condone drug use at all, maybe having a needle exchange in north county wouldn’t be a horrible idea. Having to go down to SLO is a problem and then they’re going to be reusing and sharing more often. Harm reduction is a good thing. There are no perfect solutions. It’s going to take a lot of time and energy. But there has to be a solution. Shipping them out of here isn’t an option because then they will be in the same position just in a different place. Plus many homeless people are locals and have family and friends here. They don’t want to leave their hometown. Burning the riverbed isn’t going to help long term. There needs to be several different stages and areas to work on like those I stated above. “We hear it’s a homeless crisis quite often, but we see it as a humanitarian crisis,” Lewis said. “Especially during COVID, people experiencing homelessness are four times more likely to die if they get it.” Kelli Kneeland Make them move before they cause a fire here like they did in the Paso riverbed. Speaking of bringing in dollars to support a cause, Atascadero Loaves and Fishes Food Pantry reported recently that the organization had received $7,500 from The Community Foundation San Luis Obispo County’s Disaster Support Fund to help increase purchases of meat and other proteins. It was also the recipient of a grant request for “Keeping the Community Fed Post-Pandemic” from CFSLOC. Farm Credit West donated $4.000 to ALF as part of a program to support food pantries in our region. The local office in Templeton recommended the donation. Many of our service clubs have been busy in creative ways to continue to support nonprofits in our communities. Atascadero Loaves and Fishes partnered with the Rotary Club of Atascadero in May for its first-ever driveby-dinner night. The Rotary Club typically meets for a lunch meeting at the Lake Pavilion, but during the shelter-at-home orders, the club has been meeting via Zoom, which means it couldn’t have

I am saying that your word has as much power as you believe it does. I invite you to be so clear with your word that when you name and claim something to be made manifest and revealed in your life, it is revealed instantly. You have to believe in the power of your word. I know you’ve heard it said that talk is cheap. I’m afraid I have to disagree with that. It seems to me that people cheapen talk.

There were a few leftover meals donated to the Atascadero Fire Department. Other organizations have also done some drive-by meal fundraisers. The Printery Foundation did a delicious lasagne meal for Mother’s Day and a taco meal for Father’s Day. The group is planning another meal for the 4th of July. With changes occurring daily, we know we must be creative in order to keep our organizations moving forward. Please offer your support where you can. Our nonprofits need you. Take care and stay well. Planting Seeds of Purpose

COVID has not spoiled retirement, but rather granted an opportunity to reflect and reassess By JOANNE PETERS

w, yes, retirement! Retirement is a significant milestone, an achievement in one’s life. A reason to celebrate the many years of commitments, routines, dedication, and the years of marching toward that final day, you can say: “I am retired!” Retiring during the COVID-19 pandemic is cause for pause. The trips, the cruise, the family reunions, the retirement party, all canceled. Never has there been a better opportunity to stop and reflect on our future priorities. And I say, FUTURE because “today is the beginning of the rest of your life.” Let us ring the bells, bang the drum, celebrate this new life, and call it growing older, bolder and wiser! However, not everyone’s journey to retiring included weekends off, scheduled paid vacations, planned trips to far off lands, or even hefty retirement funds. Because of that, not everyone’s retirement days will be the same; yet they can be quite similar. Retirement is the opportunity to begin a new life, a new routine, a time to engage in activities you have always dreamed about doing. Aw, yes, a new purpose! If you like being outdoors, why not consider gardening? Planting a new seed today is an opportunity to believe in tomorrow. A bit of nervousness may start to wane and confidence is slow to grow if you have never given mother nature a try. Be fearless, forge on with a new resolve, let mother nature take you away, watch her do the magic. Upon germination, the cotyledon usually becomes the embryonic first leaves of a seedling life as it begins to sprout in one of the bays of an egg carton. Within your spirit, a sigh of relief bubbles as you see baby sprouts! A happy heart begins to grow inside, and a new mental attitude begins to appear. A sure sign to head to the shed and organize your tools, watering can, hat, and gloves. Check your hoses, soils, and plant food stock, all mandatory for a successful summer garden. You now can call these sweet little ones your “Leaf Babies.” You have now found a new purpose in retirement, something to take care of, a new skill to master. The future brings beautiful flowers, fresh fruits and vegetables, and visits from the bird’s bees and butterflies. Shouts from within, cry out — I AM A GARDENER! With sheltering in place recommended for older adults this summer, we would be wise to find activities to keep us satisfied and busy. Gardening gives you a chance to focus on something daily; it puts your mind to work, planning, and making a goal for each season. There is nothing better for your mental outlook than

to concentrate on things that grow and thrive. (“something to take care of !”) There are many health benefits to gardening. Here are five excellent reasons why older adults would want to add this to the daily activity list. First, let Mother Nature heal your soul as she provides the needed Vitamin D that comes from sunshine. Vitamin D also increases our calcium levels, which benefits our bones and immune system. Of course, wear your sunscreen and a hat while you are outdoors. Secondly, gardening provides “mood-boosting” benefits by providing an opportunity for a peaceful activity in your backyard, an excel-

lent place to practice meditation. If you are in a bit of a livelier mood, then get your groove on, hook up your hearing aids to your smartphone, listen to your favorite music and dance around the garden, or listen to your favorite podcast. While time usually flies by in the garden, you may not even realize you have broken a sweat! Thirdly, the experts at AARP say that gardening is an aerobic exercise. The simple movements in the garden can build muscle, stamina, and helps your cardiovascular system. Working in the early morning hours is most pleasurable or after the sun has left the garden area in the late afternoon and early evening. In some guru gardening groups, they recommend putting your new plants in the ground when the moon is full. Fourth, gardening provides your body with an opportunity to stretch. While pulling weeds, reaching for various plants and tools, twisting, and bending, and even watering, your body will find muscles you did not realize you had! Yes, you will be sore, easy does it in the beginning. Limit your time and build up to more extended periods out in the garden. Fifth, gardening is not just about curb appeal. It is the caring of the plants that give you purpose. It is the color of the big beautiful bouquets, t h e humming of the birds, and watching the bees eat the nectar that pollinates your flowers, free for the asking, f ood f or your soul. From tiny little seeds, a bit of ~ WARREN BUFFETT potting soil to the hoe and rakes, these tools lead you to an all-time summer fun activity. Caring for your “Leaf Babies” is an excellent activity for retirees. The physical side of gardening can contribute to a healthy weight and blood pressure levels, and just surrounding yourself within flora and fauna can improve your mood and mental health. And finally, a word to the wise as you consider planting a garden this time of year. My dad would make me chuckle when I would ask him how many zucchinis we should plant? His stock response every year was seven, of course, four for us and three for the gophers! Until next time…

accessible to the public for hiking, biking and equestrian use, but not camping. We have individuals that are basically living in the river bottom, and they are crossing our property and cutting our fences. They are hauling couches and shopping carts and all that into the river bottom, which ultimately the Water Company is going to be responsible to clean up.” AMWC owns the land on the west side of the Salinas River but does not own the actual river bottom itself, meaning they can close off all access to the riverbed. There are a handful of issues the Water Company said they are facing starting with an excess of debris in the river such as couches and shopping carts. Neil stated they pull almost a dozen of out each week. Aside from the debris harming the natural ecosystems of the river, it is potentially starting to affect the water’s purity due to individuals using the river bottom as their bathroom. “First, you need to understand our system a little bit. We have our deep wells and our shallow wells,” Neil said. “Shallow wells are the ones that pump from the alluvium of the Salinas River, and we have had some issues with bacteriological contamination that we really haven’t experienced in the past. I want to say correlation is not causation, but the individuals that are camping in the riverbed are using the river as their toilet facility.” While the answer sometimes might be calling the Atascadero Police Department, its jurisdiction is only on the west side of the riverbank while the right side is privately owned. Meaning, if those living in the river move to the other side, or are staying in the middle, that is not city property. The line between private property and city property is arbitrarily drawn down the middle of the river. The Atascadero Mutual Water Company reached out to the California Department of Fish and Wildlife that monitors waterways but has not yet received any aid. AMWC is calling on the community for a solution before they shut down all access to a popular city trail. Homelessness has become a more frequent topic of conversation in San Luis Obispo County and specifically in North County. According to a 2019 social services report from the county’s Point In Time Count, homelessness has

increased nearly 32 percent since 2017 across the county. The report, which came out in August of 2019, stated that there were 1,483 homeless people in SLO County during a one-day census in January. “In our county, there are about 1,500 people who were counted that were unhoused,” said Wendy Lewis, President of the El Comino Homeless Organization shelter. “And what is the correlation back to why they are in the riverbed is in our county, between us and Prado 40 [the shelter in San Luis Obispo], there are about 150 shelter beds. There is also another around 150 domestic violence shelter beds, so about 300 shelter beds in our county with at least 1,500 people experiencing homelessness. There just isn’t enough alternate places for people to get services, especially that overnight shelter piece.” ECHO is a 60-bed shelter providing an overnight residential program that has wrap-around services. Meaning it’s not for individuals just to come in and have a bed, but for people who are coming in committed to what they need to do to make progress on the goal of finding housing. It is one of only two shelters in the county. The local shelter is currently trying to build a refuge in Paso Robles to help those trying to secure housing. ECHO also began outreach beyond its walls with its Street Outreach Program, sending managers to encampments with emergency bags of food and water and facemasks and hand sanitizer, among other things. “We hear it’s a homeless crisis quite often, but we see it as a humanitarian crisis,” Lewis said. “Especially during COVID, people experiencing homelessness are four times more likely to die if they get it.” According to those closest to the situation, it is not one that will go away if ignored and might soon result in the loss of public access for everyone. “We don’t have a date certain for closing it off. We want to take every remedy that may be available to us before we go that far,” Neil said. “Our goal is to bring public attention to the water quality issues associated with these encampments that are so close to the community water supply. We’d like to encourage residents who regularly use the property and witness the pollution issues caused by these encampments to contact council members and the resource agencies.” People wishing to donate time or money to ECHO can visit its website at echoshelter.org/.

car cruises were created as a way to rebel against the stay-at-home orders. Some wondered if this was something that had been happening for years with little attention. The real answer is that Keith just wanted to create something that gave people a sense of normalcy for an hour or two while also helping out local communities impacted by the COVID-19 pandemic. “When they talk about highrisk individuals, I am who they are talking about, and because of that when they issued the stay-at-home order, my doctors pulled me from work,” said Keith, who was born with a congenital heart defect which puts him at extreme risk if he were to catch the COVID-19 virus. “My thought was that when music and concerts and sporting events and car shows, and everything that everyone has in common gets taken away, the only thing that people have left are the things that divide them.” Through the last couple of months, the cruise nights continued to grow in both size and popularity as have the Facebook groups. There are currently three groups in the North County, Paso Strong Car Cruise, Templeton Eagles Cruz Night, and Atascadero Cruise Nights. The cruisers rotate the cities

and ride each Friday unless explicitly stated otherwise, like the cruise in Paso Robles for graduates this past weekend. “The first time we did it, I’m not even sure how many hundreds of cars we had in downtown Paso,” Keith said. “I just kind of took the initiative and formed a Facebook group, and it’s not an official thing, we aren’t trying to recreate the regular cruise night. All of that stuff is going to come back, the car shows the cruise nights and all that stuff but for the short term in this unprecedented, weird moment in history that we are in, let’s see who we can get to come out.” While most of the cars pictured and perhaps the most remembered are the candy paint hot rods, the 1962 Shelby Cobra, or the one with hydraulic lifts, these cruises aren’t only for nice cars, they are for everyone. What started as a fun thing for drivers and their families and a way to give local restaurants a little help has now swept through the North County, lifting the spirits of many people from Paso Robles to Santa Margarita. Last weekend the cruise night was moved to Saturday and helped celebrate Paso Robles High School graduates who had the final months of perhaps their most memorable year stripped from them. Before that,

the cruisers raised money for a local nursing home. “Brandon Stier, who is one of the co-admins, got involved through a motorsport company that he is part of where they do big long cruises that will raise money for charity,” Keith explained. “So the two of us started brainstorming, and we organized a car show of about 50 or 60 cars to drive by a local nursing home in Paso Robles that had reached out to us.” With a couple of charitable endeavors under their hoods, the cruisers are stepping it up one more notch this weekend on June 20 when they are going to raise money for three different charities in one ride. The cruisers will start on the north side of Paso Robles and drive to Santa Margarita, taking back roads like Vineyard Drive. They are also encouraging drivers to bring three separate envelopes with $5 in each one (or whatever a person feels comfortable giving). The route will

stop by three designated spots where someone will be waiting to collect envelopes. “We are going to stop at the Children’s Museum in Paso Robles, and as every car passes by, they hand one envelope to a designated receiver who will collect them as people pass by. The reason there are three envelopes is that we are doing that for three charities, The Children’s Museum, Camp Natoma, and The Family Care Network in Atascadero,” Keith explained. “All of those places have been shut down, and so has their fundraising. Big events and groups is how a lot of these nonprofits generate money through the summer to fund these programs.” Next time you see a line of classic cars in one of your towns make sure to smile, wave, give a courteous toot of the horn or even join in as it’s just a big group of North County people trying to help out their neighbors in one of the best ways they know.

It works by all of us coming together.” The Council’s only management report came on the City’s Housing Element update draft plan. The presentation was not about taking action but for gathering comments, looking at the policies’ language, and focusing on affordable housing within the community. The City’s current plan can be found on their website and has more than 150 pages dedicated to the potential housing element plan.
