ue to COVID-19 concerns and restrictions on California schools, the Atascadero school district seniors were treated to a vehicle parade on Wednesday in lieu of the traditional walk for graduation. The Atascadero Unified School District trustees met on the steps of
the Atascadero City Hall to greet the graduates as they drove by to receive their diplomas. Each vehicle filled with family, graduates exited one at a time to get a photograph in front of the iconic city hall. A fenced wall ran the length of the east end of the Sunken Gardens park, adorned with congrats and celebratory decor.

By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — Tuesday night via SLO-Span teleconferencing, the Atascadero City Council voted to unanimously add a one percent sales tax increase onto the 2020 ballots that will be voted on this November. The need for the tax increase was presented by Atascadero City Manager Rachelle Rickard that showed Atascadero’s deficiencies in funding in several areas but focused on public safety (more specifically police) and was echoed by a poll conducted in January of this year. True North Research conducted the study, and 65 percent of the selected persons polled stated they would vote yes on a one-cent sales tax measure. “We receive about 745 dollars per capita per person to provide police, fire, paramedic, streets, parks and all of those things”, Rickard said to the Council. “A city like Pismo Beach gets almost 3,000 dollars per capita to do it. Paso Robles Holds Peaceful Protest in Downtown Park By CONNOR ALLEN connor@atascaderonews.com PASO ROBLES — Monday afternoon from 12 until 2 p.m. Paso Robles held a peaceful protest in the Downtown Park in support of George Floyd, who died on May 25 after a Minnesota Police Officer knelt on his neck for over eight minutes on camera, and against police brutality and the killing of black Americans. The protest was peaceful and organized as over 100 people from all walks of life joined together with signs and marched around the park with each other after gathering in the gazebo and spreading their message. “It was in support of George Floyd and everyone else that lost their lives not just due to police brutality,” Porche Bailey, one of the two event organizers, said. “But also in support of people like Ahmaud Arbery, who was killed while jogging.” The protesters were met at the park by a few officers from the Paso Robles Police Department, who were not dressed in riot gear, and spoke with the protesters, and listened to their concerns. According to reports, PRPD police chief Ty Lewis addressed the crowd directly with a message of support and understanding. The Paso Robles Press has reached

Council Adds Sales Tax Question to November Ballot
By CONNOR ALLEN connor@atascaderonews.com he Atascadero Unified School District, along with the Atascadero District Teachers Association announced last week that they would not select an individual teacher to be honored as the “Teacher of the Year” in the District but would instead give the award to all certificated staff for their work during these unprecedented times. The Atascadero School District moved to distance learning only on March 13, and from that moment, everything changed for not only how the students learn but how the teachers teach. “This year, the Atascadero District Teachers Association (ADTA), voted to recognize all Certificated Staff as Teachers of the Year,” Assistant Superintendent Curt Eichperger said in an email to the Atascadero News. “The decision was due in part to the dedicated effort all employees have made to support the students of AUSD during Distance Learning because of the school closures caused by the COVID-19 pandemic. The closures were felt all around the nation and affected the lives of kids and teachers in elementary school, middle school, high school, and up to universities. Each teacher had to his or her way to stay connected with their students and with those changes came difficulties and adversity. “Some of the challenges were just trying to get everyone a device,” Carol Leoni, a second-grade teacher in the District, said. “And the kids are little, and we don’t have them on the computers during the regular school day like we do now. They are on maybe 30 to 45 minutes a day in a normal class setting, and now they are doing most of their work online.” Not only were the students facing the significant learning curve that comes with switching to distance learning, but so did the teachers and the parents as they tried to support one another.

Isabella Otter Signs Sponsorship Brand new Supra Focus Bow gifted as signing bonus with Precision Shooting Equipment By CONNOR ALLEN ATASCADERO — Thursday afternoon at 12 p.m. Atascadero’s own Isabella Otter signed on the dotted line to become a sponsored member of Precision Shooting Equipment and was given one of the company’s top bows, a Supra Focus, in her favorite color. Otter has proven herself to be not only one of the best young female shooter but one of the best shooters in the country by absolutely dominating her last indoor season when she came home with a National Title and two state titles. Thursday at Central Coast Archery in San Luis Obispo, where she trains for indoor, she signed the contract she had been dreaming of and got her hands on the bow that could take her to the next level. “To be welcomed onto their shooting staff, especially when they are celebrating their 50th anniversary, is a huge honor, and it blows my mind. It is pretty crazy,” Otter said Thursday. “But I couldn’t have done it without the help of Blair Sandberg, who set this up or Scott and Joel Wilson who own Central Coast Archery and always let me shoot.”
The junior Greyhound first picked up a bow in the Girl Scouts six years ago and has since fallen in love with the sport with the support of her family. “I am a proud father. I couldn’t be any more proud of her or any happier for her,” Bella’s father Nate said. “This whole time has been about allowing her to push herself as far as she wanted, and my job was to make sure that she had all the support that she needed.” Otter has not yet been able to get back to practicing indoors due to business shutdowns and the shelter-at-home orders but cannot wait to start practicing for postponed outdoor competitions and especially next indoor season. “I am super excited to get back indoors,” she stated. “They haven’t told me when I can yet, I am kind of just staying online and waiting for things to reopen and for them to send out new dates for postponed outdoor tournaments and then the indoor season.” The Las Vegas World Archery Festival is the largest archery tournament in the world, and this year’s winner, Kyle Douglas, took home the top honors and 100,000 dollars using the same bow Otter now possesses and might soon be looking over his shoulder at one of his teammates.

Peaceful Protest Urges Citizens to Enact Change ‘The Right Way’ By NICHOLAS MATTSON PASO ROBLES — Two days after a peaceful protest over the Minneapolis police killing of George Floyd occurred in Paso Robles downtown park on Sunday, a second protest was held from 11 a.m. on Tuesday with about 125 people. Since Sunday, protests-turnedriots around California created destruction and violence, and locals showed up in concern about potential violence in their city. While testy at times, the protest was nonviolent, and emotional messages were shared by protesters, calling for responsibility from local police and change to systemic corruption. Protesters marched and stopped throughout the afternoon, including Kristen Thompson of Paso Robles who spoke to a seated crowd in front of the Paso Robles Police Department at one point. Thompson graduated Paso Robles High School in 2016, and recently graduated Alabama State University. She urged the crowd to focus on making a difference, like she had in her studies of criminal justice and forensic science. Thompson also spoke to her experience as a Paso Robles resident and the messages she received as a child from her mother — messages that imbued Thompson with stark awareness that her skin color made her a target. With a CHP helicopter circling above, the crowd passed a small bullhorn and invited people with dark skin to speak. The organizer of the peaceful protest on Sunday in downtown Paso Robles park, Portia Hill spoke to the crowd with a message to “do it right” after some messages had gotten aggressive toward the police. “The message of my speech is that I do fear for my life and my son’s life,” Hill told Paso Robles Press. “I fear for his life every day. But I also know that not all police are bad. You have your bad one’s, you have your good one’s.” One of the protesters called on

Martin accepted the challenge and spoke to the crowd from the park bench that was being used as a stage. He spoke to the crowd without the otherwise necessary COVID-19 face mask. “First of all, I want to say I appreciate your very orderly, very conscientious and very righteous protest today,” Martin said. “I have always held the people of Paso Robles in great regard and that is why I ran for mayor. A great majority of the people here are intelligent, compassionate and want to do the right thing. You all are a part of that.” He continued to answer the question, noting his service in politics and focus on public safety. “In light of what I see since the incident with Mr. Floyd, which obviously compounds the numerous incidents against black people in this area, it is time that I step up and do more than I have done in the past.” Martin went on to promise that he would introduce a citizen’s commission to air grievances and concerns about unfair treatment at all levels of local City administration and government.

“Step two is that we will take the results of those communications and those conversations and make changes necessary in City policy and budgets to the greatest extent possible that racism is not reflected intentionally or unintentionally in the city of Paso Robles.” Martin issued that step three included taking the conversations had at the local city level and carry them personally to the next level of government up. “What I will do is take the results of our city communications and plans and I will put them in an envelope and tuck them under my arm,” Martin promised, “and I will go to the other mayors and County of San Luis Obispo and tell them we all need to be doing this. And I will go to the League of California Cities … and Sacramento and tell the governor of California that this is what we need to be doing. Every level that someone throws up their hands and says it’s not their job I’ll go one level higher until I reach the top. That is what I’ve done in the past and that is what I’ll do in the future.” Shouts of “amen” and “we are going to hold you to that” rose from the surrounding crowd. Martin continued. “Here’s what I’m counting on you to do,” Martin said, “in the same numbers here and in greater numbers, support passing the plan. Make sure not to let the words ‘we are in this together’ ring hollow because we are in this together and
if we work on this together as neighbors, then we can make a change.” Following Martin, a couple of women testified, with one speaking about her daughter and growing up in Paso Robles with dark skin. “It is sad I have to tell her that not all police will protect her because of the color of her skin,” she said. “Thank God for social media because I didn’t know this was still going on. It is sad that I’m judged by how dark I am or the color of my skin, and I got to tell [my daughter] that not all police are good. But not all police are bad. It is really sad. We are tired of dying.” Among the messages that were spoken at the first stop were hope and compassion, calls to “defund the police,” and one protester’s drunken experience with Pismo Beach police that he said nearly cost himself eight years in prison. Hill spoke with Paso Robles Press after the protesters continued their march. “I feel like it is a lot of young people who want to fight for us, but want to fight for us in the wrong way,” Hill said. “We want our voices to be heard, 1,000 percent, but we want it to be heard in the right way. We don’t want it to be heard in a negative way because I feel like it is turned around on us black people, rioting because of us getting killed. I just want them to do this peacefully.” Another protester called on PRPD Chief Ty Lewis to answer for what the PRPD is doing in the wake

lized during the traffic blockages to maintain safety between the protesters and moving traffic. The crowd of about 125 sat on 6th Street at Park Street in front of the Paso Robles post office, then moved again to rest in the intersection of Pine and 12th streets. Police presence gathered during the stops, maintaining order while non-protester gathered around. At least one non-protester who began a verbal altercation during a stop was forcibly removed by local police. During the stop at Pine and 12th streets, the temperature rose above 90 degrees and tempers rose as well. While the protesters sat, sharing stories about police intimidation in their lives over the bullhorn, a new protester began pacing around the perimeter shouting “f*ck the police” and agitating bystanders with claims of racism and aggressive language toward non-protesters with lighter skin. Local resident Dale Gustin approached the protest and addressed the man, asking where he was from. The man answered, “Earth.” A verbal altercation ensued between the elderly Gustin and the young agitator, after which the agitator grabbed the bullhorn and made some claims against the local police and ended his speech with “f*ck the police” before leaving the protest to grab some food from Odyssey World Cafe. The man was later seen in the passenger seat of a vehicle driving around the park yelling “f*ck you” to bystanders, while the protesters resumed marching south on Spring Street. The tone of the protest grew sharper and more interactions between protesters and police occurred, and at around 5 p.m. reports that increased aggression caused local law enforcement to call for the end of the protest. The City of Paso Robles reported that “The City of Paso Robles fully embraces the rights of protesters to peaceably assemble and is grateful for the outcome of today’s events,” in a press release. “I want everybody to protest but to protest in a peaceful way,” Hill said. “Rioting, getting the police involved and all that stuff … that is not the way to go. My word if I had one is ‘peace.’”

of the death of George Floyd, but when Lewis entered the crowd to answer he was shouted down by the man who called for the defunding of police and a small portion of the crowd did not allow him to answer. The protesters were later directed to rise and walk, and began a march that took them down Park Street to 11th, around the downtown park, north to 13th Street and back to Spring Street. The crowd marched through moving vehicles, impeding vehicle traffic, and causing congestion, but otherwise was non-confrontational during the walk. Chants included “No justice, no peace, no racist police,” and chants of the name George Floyd and Breanna Taylor. Police assistance from Atascadero and San Luis Obispo departments were made available, as were 30 SLO County Sheriff deputies — present in the wings in full riot gear. Reports that national guard troops were dropped at the Paso Robles Airport during the afternoon in response to the protest were confirmed by PRPD to be false. Tensions and anxiety among local business owners were high as they looked to protect their investments against potential vandalism and looting. The owner of Buona Tavola, Antonio Varia, boarded up his storefront on Spring Street and Chris Takken of Takken’s Shoes spent the afternoon protecting his property onsite at Spring and 8th streets. Reports that outside agitators were imported to incite protester violence were shared on social media groups. Lewis joined a group called “Protect Paso” and emphatically urged members of the group to leave the policing to the professionals. Members of motorcycle clubs the Molocs and the Vagos arrived anyhow, and received commendation from members of the group for their presence. Despite the concerns, the protest remained nonviolent as protesters made rounds through the streets of Paso Robles. The protesters sat and blocked traffic in multiple locations during the remainder of the protest. The protest was not permitted and streets being marched were not blocked off — police presence mobi-

Additional Sectors Given Guidance from County
Overall low numbers keep local businesses and recreation moving ahead By NICHOLAS MATTSON
SAN LUIS OPISPO COUNTY — With an increase of three cases in SLO County, the confirmed total case count of COVID-19 rose to 266 on Wednesday, May 27. The increase was just over one percent, with Paso Robles accounting for two of the three as it continues to produce more than 50 percent of all cases over the course of the past 14 days. Over the past two weeks, SLO County has counted a total of 34 new cases — less than 2.5 new cases per day. The control over the spread will be a point of interest for the county as opening business and recreation activities continue at a steady tick. This
week, barbershops and hair salons were given the green light with modifications, as did houses of worship. Retail and restaurants opened up for in-store patrons, and beaches and lakes resumed some modified activities. These activities are subject to high scrutiny as a means of community transmission of coronavirus, but the county rate of infection is low enough to instill confidence in SLO County Public Health Officer Penny Borenstein that it can be done safely — however, the County continues to advocate for the absence of tourists from out of the county. Each industry has a checklist for health and safety, as well as varied levels of certification and attestation of implemented measures required to open and stay open. From the early days of shelter orders in SLO County, the message has been an ask for voluntary observance of necessary health and safety measures, and that message continued on Wednesday from Borenstein during the regularly scheduled public
briefing. The County focus on hospitalizations as a measure of community health remain a key indicator. Personal and community responsibility for health and safety is key to ongoing success throughout 2020, especially as more opens. Places where human contact is commonplace, and even therapeutic, are currently encouraged to abstain and observe distancing measures. “Physical distancing is expected as a part of the reopening of our houses of worship, as is sanitation and the availability of hand sanitizer and temperature screening,” Borenstein said. Borenstein also recommended that reservation systems or alternate times for services in addition to virtual services and drive-thru options for vulnerable populations should be considered. For in-person services, the state guidance for houses of worship allow for 100 people or 25 percent of the usual capacity of the congregation, whichever is lower. Childcare and “Sunday school” is still not allowed, and singing is discouraged by health officials due
to the potential of expulsion of “droplets” of saliva. Borenstein addressed additional sectors that have been given the green light. In particular, barbershops and hair salons will have specific modifications needed, including face coverings for everyone. “We still are asking that when they move forward they have all the precaution in place as well as training for their staff, and includes face coverings for the person giving the service as well as the patron,” Borenstein said. The allowances for barbershops and hair salons do not include massage, nail or spa services, which are not currently allowed to operate. Borenstein applauded the county residents for their effort in reducing spread of COVID-19, and impressed that ongoing precautions be taken to preserve the positive trends. Cunningham Criticizes Inaction Over Domestic Violence Shelter Funding STAFF REPORT CALIFORNIA — E arlier this week, Assemblyman Jordan Cunningham (R-San Luis Obispo) called out the administration’s failure to act on an emergency funding request for California’s domestic violence shelters, which have seen a massive increase of calls from victims and their families as a result of the statewide Safer-at-Home order. In April, Cunningham and a bipartisan coalition of Assembly members sent Governor Gavin Newsom a letter requesting $10 million in emergency COVID-19 funding for domestic violence shelters. The Governor never responded to the funding request. The
Sarah Hale Sentenced in Manslaughter Case STAFF REPORT PASO ROBLES — In February of this year before the arrival of the novel coronavirus to San Luis County, a Paso Robles woman facing manslaughter charges changed her plea to ‘no contest’. Sarah Hale was charged in 2018 with the death of a man who was reportedly attempting to stop her from driving while intoxicated, and on February 19 she changed her plea to “no contest” with a maximum sentence of 15 years. Hale faced charges of felony gross vehicular manslaughter while intoxicated, driving with a blood-alcohol level above .08 percent, causing injury, driving under the influence of alcohol causing injury, and leaving the scene of an accident, according to the San Luis Obispo County District Attorney’s Office. Jose Montesguillen was among a group of Hale’s friends attempting to prevent her from driving her vehicle from Santa Maria Brewing Co. in Paso Robles. According to the report on December 28, 2018, Montesguillen was thrown from the vehicle and died from injuries suffered from hitting the pavement. Hale was out on bail shortly after her arrest and was reported as regularly attending Alcoholics Anonymous meetings and checking in with her sponsor. Her attorney told the court that she was unaware that anyone was injured at the time of the incident. On Monday, June 1, Hale was sentenced to one year in the San Luis Obispo County Jail and five years’ probation. Original charges were filed against Hale in February of last year, and the plea was not part of an agreement with the DA’s office.

Suicidal Woman with Handgun Transported for Treatment
With upcoming summer heat Californians asked to self-assess building fire safety
ATASCADERO — On Wednesday, Atascadero Police Department officers along with Atascadero Emergency Services personnel, responded to the 9400 block of Via Cielo regarding a suicidal female who had fired a handgun in her residence. Officers arrived and determined the female was still in possession of the handgun and family members were still also present inside the residence. Officers were attempting to evacuate the family members to protect them when the female began firing the handgun randomly inside a bedroom. Officers successfully evacuated the family members from the residence. No family members were struck or threatened during the gun shots. Officers established a perimeter around the residence and attempted contact with the female via telephone but this was not successful. A request was made to the San Luis Obispo Police Department (SLOPD) for the use of their robot. A short time later, personnel from SLOPD arrived with the robot. The robot was used to gain entry into the residence and ultimately locate the female on the floor in a closet. Officers made entry behind the robot and successfully detained the female who was lying on the handgun. The female was suffering from a pre-existing medical issue and did not sustain a gunshot wound. The female was treated on scene by Atascadero Emergency Services and was later transported to the hospital for treatment and mental health evaluation. Due to the nature of the incident, no further information on the female’s identity will be released.

California residents in high-risk areas must do their part to protect their communities by creating and maintaining defensible space around their homes and structures. With COVID-19 restrictions limiting CAL FIRE’s ability to conduct annual defensible space inspections this year, property owners are urged to conduct a Defensible Space Self-Assessment. Over the next few weeks, California property owners in wildland-urban-interface communities will receive a flyer with information on accessing the online Defensible Space Self-Assessment. The flyer also highlights steps for creating defensible space around homes and buildings, and ways to harden your home to be more wildfire resistant. The self-assessment survey is easy to use and should only take a short time to complete. “This self-assessment helps our inspectors comply with social
distancing recommendations while still collecting vital information,” said Chief Thom Porter, CAL FIRE Director. “We urge you to participate in the survey and do your part to protect your community by creating defensible space and hardening your home to increase its chances of surviving a wildfire. “It only takes one flying ember to bring wildfire to your home,” emphasized Porter. “Fire can spread from house to house, especially in more densely populated areas, due to flying embers. Direct flames, as well as radiant heat from burning plants or structures can also catch a home on fire. This is why it is so important to create defensible space and
harden homes – it’s a community’s best fighting chance against wildfire.” Defensible Space consists of two zones extending 100 feet from any home or structure cleared of dead trees, brush and vegetation. Maintenance of these two zones creates a buffer to slow or stop the spread of wildfire. Home Hardening is preparing your home to increase its chance of surviving a wildfire. 2020 California Mid-State Fair Canceled Due to Current State Restrictions STAFF REPORT PASO ROBLES — The 16th District Agricultural Association Board of Directors have announced that the 2020 California Mid-State Fair, scheduled to take place July 22 through August 2, has been canceled. The decision was based on the current restrictions from state and local leaders regarding mass gatherings. After a thorough discussion, the Board voted unanimously to cancel the 2020 Fair. Board president David Baldwin said, “The well-being and health of our community is our top priority. Putting on a safe and fun Fair has always been our goal, and we had remained hopeful that the 2020 Fair could indeed happen. However, the current restrictions have made that impossible. We will miss this year’s Fair tremendously, but we are
now turning our focus to making sure our 4-H, FFA, and Industrial Arts exhibitors are taken care of.” Interim CEO Bojorquez said, “We are deeply saddened that we will not be able to host this year’s Fair, and the decision was not made lightly. But, it is the right decision in order to protect the health and safety of our patrons. husband by her side in Alabama May 24th 2020. Lucy was born to James and Patricia Bundren in Burbank Ca, she graduated from Granada Hills high school. She got married and moved to San Jose Ca and had 2 children Jesse Skoda and Christine Saucedo(Skoda). She moved to Atascadero, Ca in 1979. She moved to this area to be closer to family. She was a loving Wife, Mother, and Grandmother, daughter, sister and friend. She married her soul mate Thomas Butler on February 13th, 1993. Lucy had 3 Grandsons, Joey, Christopher, and Zachary.
She started a cleaning service with her sister Letha Hampl in 1979. Lucy cleaned houses for 25 years before she retired. She then went to work at Five Star Rain Gutters in the office with her husband Tom. She loved to go camping and boating at Nacimento Lake, she loved playing card games with her friends and family, she loved painting her house inside and she loved gardening, it was her favorite thing to do. She moved to Alabama in 2006, to work on her property and garden and to help care for her in-laws with Tom. She will be greatly missed by all her
family and friends. She is survived by her husband Thomas Butler, Daughter Christine, and her 3 Grandsons Joey, Christopher, and Zachary, Step Son Richard, Mother Patricia Bundren 3 sisters Patty Philippian (Mardy), Letha Hampl (David), Cindy Kennedy (David), 2 brothers Roger Bundren (Marla) and Michael Bundren, and several nieces and nephews. ATASCADERO — On May 28 at 4:03 p.m., Atascadero Police Officers responded to a reported robbery at Golden 1 Credit Union at 8727 El Camino Real. When officers arrived on the scene, they learned of a white male adult who entered the credit union, producing a note demanding money and stating he had a gun. The suspect obtained an undisclosed amount of money and fled the credit union on foot. The suspect was seen getting in a black, 4-door sedan, possibly a Nissan, and fleeing the area. Atascadero Police Department Investigations Unit and Crime Scene Unit responded to the credit union to begin an investigation. The Federal Bureau of Investigations has been notified of the robbery and is assisting in the investigation. PASO ROBLES — Since March 16, the Paso Robles PD and San Luis Obispo County D.A.’s office have continuously investigated the whereabouts of a missing person, Trevon Perry. Between the two agencies, over 15 investigators have been dedicated to locating Trevon. Numerous search warrants have been served throughout California in an attempt to collect evidence and to find Trevon. Through this intense investigative process, investigators believe Trevon’s disappearance is suspicious and suspect foul play. Trevon was reported missing by his family on Monday, March 16, 2020. He is 27 years old, 5-08, and weighs 170 pounds. Trevon was wearing a white t-shirt, black jeans, and possibly a black sweatshirt with a black baseball hat. Trevon was last seen by his family, leaving his residence with friends. Those same friends claim Trevon left another residence on foot after attending a small get-together.

Recovery will be prolonged and could last decades. Atascadero never really recovered from the Great Depression of the 1930’s and has struggled ever since. We are down to fewer police officers than we had 30 years ago with more cuts likely to occur. (We can’t financially compete with wealthier cities who poach our officers.) Before the COVID outbreak the city council voted to place a 1% sales tax on the November ballot but that is now in question. Even in good times it’s difficult to explain the tax collection breakout to the public. (I’ll make it simple, the State, school districts and the county take over 90% of taxes collected from the city, leaving but a pittance for the city to fund everything from public safety to road maintenance.) The State continuously imposes unfunded requirements upon local jurisdictions. Expect regional boards like the Regional Water Control Board to mandate future, expensive environmental retrofits on our sewer plant, likely to cost millions of dollars. Public employee retirement contributions will be increased as the State demands localities assume ever-greater portions of public pension costs. The list goes on but one solution is simple: fully open the economy and allow the free-market engine to get back to work and provide the resources we need to protect everyone.

The obvious ones are related to getting enough sleep, having a healthy diet and perhaps most importantly, getting enough daily exercise. Avoid multitasking and over-committing yourself. Also, acknowledge that friends and family members may too be stressed, so be extra understanding and compassionate. Treat yourself to daily pleasurable activities. For some, it might
be gardening, reading books, walking, spending some time in the fresh air, or listening to music. Whatever is enjoyable and satisfying to you. Helping others, of course, while being properly socially isolated, can be mutually rewarding. Despite this being a time of challenges, there are many things to be grateful for. I count my blessings daily. I am grateful for the beauty of this area; I am grateful for good health and family and friends. I have the strong belief that we will learn new ways of coping, as well as having a new sense of appreciation what we used to take for granted. had a two-day visit at Twin Cities last week, nothing too serious, and fortunately it was not for COVID! When I entered the facility, I was wondering how they were handling everything. I can personally report that our area hospital seems to be “on top of it” as far as following protocols to keep us safe. Thank you, Twin Cities Community Hospital, for that! The nursing staff was wonderful, caring, and very professional. We are fortunate to have Twin Cities in our midst, meeting our medical needs. Cow buyers are usually missing a digit or two, wear rumpled clothes, have holes in the bottom of their boots, their faces are scarred, and they look like they just finished a knife fight. When stocker and feeders buyers bid, they make a big production of it; when a cow buyer bids, he may only wink his one eye that isn’t made out of glass. Cow buyers chew on unlit stubby cigars and write down their purchases on market cards with short stubby pencils. They are smarter than a tree full of owls, can multiply and add faster than a calculator, can guess the weight of any cow within 20 pounds, and can tell you how much she’ll yield in salable beef. They get a report card on how they do every week, and they gotta be good, or they’ll be gone. Sadly, in many markets these days, there are only two or three cow buyers present on a weekly basis, and they are very territorial. If a new packer buyer tries to expand into new territory and tries to buy cows at a different market, the resident cow buyers will freeze him out and won’t let
him buy anything. After two or three weeks, the newcomer will stay home. Years ago, I wanted to build my own leather reata, and the best rawhide you can get to make one is from a Jersey cow, which meant I’d have to attend a dairy auction. The one I chose had two resident cow buyers, unaffectionately known as Mr. Scowl and Mr. Growl. I was out of my territory, and they didn’t know me. When a Jersey cow entered the sale ring that fit my fancy, I raised my hand and soon found myself in a spirited duel. I got the Jersey bought way over the market price, and both Mr. Scowl and Mr. Growl gave me a death stare that rattled my bones. Even since that day, I feel like I’m being followed, and my phone is tapped. I engaged the services of a home security outfit, bought a German Shepherd for my wife, and check underneath my truck for bombs before I drive it. I don’t know what the statute of limitations is for buying a cow in another man’s territory, but I fear I won’t live long enough to find out.

Directions: Preheat oven to 325 degrees. Grease and lightly flour two 9-inch round or square cake pans, 2 inches deep, and set aside. Sift together the flour, baking powder, baking soda, and salt in a bowl and stir again to mix. Set aside. Cream together butter and 2 ¼ cups of the sugar in a separate bowl with an electric mixer. Add eggs, one at a time, to the butter mixture, and beat several minutes until light and fluffy. Add vanilla and stir by hand to mix. Add buttermilk to the flour mixture, alternating with egg mixture, and stir until well combined. Divide the batter evenly between the prepared pans and bake 45 to 50 minutes, until cakes are firm to touch and a toothpick inserted
into the center of each comes out clean. Remove from the oven and cool the cakes 10 to 15 minutes in the pans. Remove from pans and continue to cool on a baking rack. Once the cakes have cooled completely, use a serrated knife to slice off the top rounded part of each layer to make a flat, even surface. Cut each layer in half horizontally through the center to make four layers. Discard the trimmings. Meanwhile, whip the cream in a bowl with the remaining ¼ cup sugar until soft peaks form. To assemble the cake, place one layer, cut side down, on a cake plate. Top with about one-third of the whipped cream and one-third of the sliced strawberries. Repeat the process with the next two layers and the remaining cream and sliced berries. Place the fourth layer on top, cut side down. Top with the whole hulled berries and sprinkle with confectioners’ sugar just before serving. Note: If you are going to refrigerate the cake, add the confectioners’ sugar just before serving. This cake can be refrigerated up to 1 day ahead. This is a light, fresh-tasting dessert that everyone will enjoy.
t is a theological error to have an imbalanced understanding of the nature of God. God is love and full of goodness and compassion but He is also infinite in holiness and righteousness. It is a serious mistake to emphasize God’s love and ignore His holiness. Holiness causes God to both hate and separate from all sin and all ungodliness. God’s righteousness demands that He judges sin. Many people want to ignore this aspect of God’s nature and to forget that God displays wrath and anger toward sin. The Apostle Paul in Romans 1:18 said
“For the wrath of God is revealed from Heaven against all ungodliness and unrighteousness of men who hold the truth in unrighteousness.” Because all of mankind are guilty of sin, they are condemned and under the wrath of God. Jesus clearly taught this in John 3:36: “He that believeth on the Son hath everlasting life and he that believeth not the Son shall not see life but the WRATH of God abideth on him.” The Apostle Paul in Ephesians 5:6 tells us to not be deceived about God’s wrathful judgment of sin. God’s holiness demands that God will judge sinners. The good news is that God sent His Son into the world to pay the penalty of sin’s condemnation and wrath through His substitutionary death. The Apostle John tells us that God in His love sent His Son into the world to provide a propitiation for our sins (1 John
2:2, 4:10). The Greek word translated “propitiation” literally means to satisfy or appease. Propitiation is the GODWARD aspect of the death of Christ. Christ’s substitutionary death and punishment for sin satisfied God’s wrathful judgment of sin in behalf of all sinners. When a sinner believes in Christ’s death and Resurrection he will

be saved or delivered from God’s wrath and condemnation. Jesus clearly taught this truth ( John 3:16-18, 36, 5:24.) The Apostle Paul declared in Romans 5:8-9 that because of God’s love Christ died for us and that through His death we are made righteous and saved from God’s wrath. This is
the biblical balance between God’s love and holiness. Love provided deliverance from God’s wrath. Jesus clearly taught that if we reject God’s provision in unbelief we will perish and spend eternity in an everlasting place of punishment called hell ( John 3:16-18, 3:36, 5:24). I praise and thank the Lord for His loving and gracious provision of salvation from God’s wrath and judgment. This gift of salvation is for everyone who personally believes in Jesus Christ as his Savior. I sincerely hope and pray that you are assured of being saved from the wrath to come because you know you are going to heaven. The Apostle Paul expressed this confidence in 1 Thessalonians 1:10 “And to wait for His Son from heaven whom He raised from the dead, even Jesus, who delivered us from the wrath to come.”

Space X Crew Dragon makes history by sending two NASA astronauts to the ISS By HAYLEY MATTSON
A
t a time that seems very dark and uncertain, we were able to experience a historic moment of hope and amazement on Saturday, May 30, with the launch of NASA Astronauts into space aboard Space X Crew Dragon. This is the first time in history that NASA Astronauts launched from American soil in a privately owned and operated spacecraft. The launch marks the first American spacecraft to carry astronauts into space since the space shuttle program was retired in 2011, almost a decade later. Initially, the launch was scheduled on Wednesday and was scrubbed just 17 minutes before liftoff due to poor weather conditions, which included rain, lightning, and thunderstorms. Aboard the Space X Crew Dragon were NASA astronauts Robert Behnken and Douglas Hurley. They lifted off at 12:22 p.m. PST Saturday on the company’s Falcon 9 rocket from Launch Complex 39A at NASA’s Kennedy Space Center in Florida. The two veteran NASA astronauts, Bob Behnken and Doug Hurley, both have experienced flight on two space shuttle missions before the program’s retirement. Both men are military test pilots, members of the same astronaut class, have one son, and each are married to other astronauts, Mr. Behnken to Megan McArthur and Mr. Hurley to Karen Nyberg. “Today, a new era in human spaceflight begins as we once again launched American astronauts on American rock-
ets from American soil on their way to the International Space Station, our national lab orbiting Earth,” said NASA Administrator Jim Bridenstine. “I thank and congratulate Bob Behnken, Doug Hurley, and the SpaceX and NASA teams for this significant achievement for the United States. The launch of this commercial space system designed for humans is a phenomenal demonstration of American excellence and is an important step on our path to expand human exploration to the Moon and Mars.” According to NASA, Space X is very different than the previous shuttles. The original Space Shuttle relied on rocket boosters strapped to a giant winged spacecraft to ferry astronauts to and from the ISS (International Space Station). Crew Dragon, however, is a smaller capsule that launches on top of a rocket, bearing more resemblance to Russia’s Soyuz capsule or the Dragon spacecraft that SpaceX has used to shuttle cargo to the space station for years. Since then, America has had to rely on space travel with Russia, who has used its spaceflight monopoly to charge more and more per round-trip ticket for each NASA astronaut, according to NASA. According to national reports, the cost had risen from about $21 million in 2008 (before the shuttle was retired) to more than $90 million per seat on a planned flight for October. “This is a dream come true for me and everyone at SpaceX,” said Elon Musk, chief engineer at SpaceX. “It is the culmination of an incredible amount of work by the SpaceX team, by NASA, and by a number of other partners in the process of making this happen. Welcoming Behnken and Hurley were NASA Space Explorer Chris Cassidy and Russian cosmonauts Anatoly Ivanishin and Ivan Vagner. Cassidy has been in orbit since April 9 and is currently serving as Commander aboard the ISS as part of the Expedition 63 mission. NASA is providing ongoing live coverage of the Crew Dragon’s trip. According to reports, Behnken and Hurley will work with SpaceX mission control to verify that the spacecraft is performing as intended by testing the environmental control system, the displays, and the control system, and by maneuvering the thrusters other things. The duration of the mission will be roughly 110 days; however, the exact date when the astronauts will return to earth has yet to be released. “It’s difficult to put into words how proud I am of the people who got us here today,” said Kathy Lueders, NASA’s Commercial Crew Program manager. “When I think about all of the challenges overcome, from design and testing to paper reviews, to working from home during a pandemic and balancing family demands with this critical mission, I am simply amazed at what the NASA and SpaceX teams have accomplished together. This is just the beginning; I will be watching with great anticipation as Bob and Doug get ready to dock to the space station tomorrow, and through every phase of this historic mission.”

I felt that I was able to do this and be at peace.” The protest began with a prayer and moment of silence for George Floyd as pastors from multiple churches showed up to pray for those protesting and ended with marching around the Downtown Park as the group echoed chants such as “No Justice, No Peace.” “Growing up in Paso Robles, it’s been such a close-minded community that I felt like it was important,” Sandra Bautista Floyd, the other event organizer, said. “I have black friends, I have black coworkers, my kids are black, and my husband is black, and it just couldn’t hear another thing happen, and so that was my motivation.” At no point did the protest turn violent or even unpleasant as the only report of disruption came in the form of a few middle fingers by passerby’s shopping in the downtown area. “It was very peaceful,” Camille
Katz, who attended the protest, said. “I was really impressed by our little town.” As of Wednesday, June 2, Atascadero has not held any peaceful protests, says police chief Jerel Haley. The Atascadero police department confirmed with the Atascadero News on Tuesday that they have sent five of their officers down to Los Angeles to help with riots raging inside the city. “Our department has provided officers to jurisdictions throughout the state to assist in their response to peaceful protests and to the riotColorful signs voice changes people want to see. Contributed photo ing that has taken place,” Haley said in an email. “The Atascadero Police Department supports and encourages peaceful protest, which gives an opportunity to individuals in our community to be heard. Our department does not condone violence, looting, and other riotous behavior.” Chief Haley ended his statement saying he is grateful there have been no riots in Atascadero so that he can send his officers to help in places that need it.

Typically, the plan after graduation is a fairly welllighted path. This year, not so much. Robles, San Luis Obispo are all about double what we receive... and Grover beach runs about 200 dollars per capita more.” Rickard went on to state that due to these numbers plus the cuts and deferments made in years past following the economic depression in 2008 that Atascadero now spends only 35.5 percent of the national average on police and 19 percent of the average on fire based on numbers from Cleargov.com. “Back in 1993-1994, we had about 1.1 police officers to 1.2 police officers per 1,000 [capita]. We now hover somewhere between 0.9 and 0.95,” Rickard said. “The national average for a city of our size is 1.7 police officers per 1,000.” The presentation went on to show that not only is Atascadero one of, if not the most, understaffed police departments in the county but also the most underpaid and Rickard added, “It is doable. We are doing a fantastic job with what we have, but there have been a lot of changes in the state that are making this more and more unsustainable. Prop 57, Prop 47, no bail, all of those things have reduced overcrowding in the prisons but have done it by letting out people who have recently been imprisoned.” Following the presentation, the Council began a discussion on six different sales tax criteria

Among the six items under consideration were the amount to increase, to include a sunset clause, if a citizens advisory or citizen oversight committee should be established or what other transparency and accountability measure can be taken if no committee is added to the ordinance. All five council members then took time to address the options to be considered but quickly agreed upon a one percent increase without a sunset clause, which would mean the raise would only stay in effect to a specific date. “I have been on the Council the longest of anyone on the Council currently, and I came in with the idea that we could grow the pie and make the city prosper through growth,” Councilwoman Roberta Fonzi stated. “I have been sadly disappointed through all our efforts, and there have been many … I have come to the conclusion that we are not sustainable currently, and the future does not look like we will be sustainable on our own.” Councilwoman Susan Funk elaborated on the point that Atascadero is currently an unsustainable community touching on the fact that the City has been forced to rely on reserves in recent years. “We have been using up some of our reserves for a number of years now,” Funk added. “Because we just do not generate enough money to fund the ongoing oper-
ations of the city with the current sales tax rate that is there.” The City Council cannot vote to raise the sales tax rate on their own; they can only vote to have it placed on the ballot in November so that the citizens of Atascadero can decide. “We simply are a bedroom community that doesn’t generate a lot of revenue,” Mayor Pro Tem Charles Bourbeau stated. “We aren’t a poor community, but we are a poor City. We just don’t generate much revenue. We need to put this in the hands of the voters to make a strategic decision as to what they want us to do.” As for the sunset clause, all five council members agreed that this change would be needed going forward for the foreseeable future to help bring the City out of the current downturn experienced due to COVID-19. Where the majority of the debate came in was decided whether or not to add a citizens advisory committee or a citizens oversight committee in the ordinance. Through the first round of conversation, councilwoman Fonzi and Heather Newsom lobbied for an oversight committee. “I think it’s important that the citizens of the community have a place to come and oversee what we’re doing and be apart of it,” Newsom said to the council. However, ultimately, the council decided not to add a committee to the proposal because that would be taking money away
from the revenue generated from the sales tax increase that would not be used for needs such as public safety. In place of a committee, the council has asked that the staff come back with additional recommendations on the process by which we can formally engage the public and develop a plan of accountability. “It was all foreign to my students and me and then foreign to the parents,” Leoni added. “So their parents had to learn how to get them onto Google classroom, and I also had to learn how to get them in there. There was a lot of learning going on in a short period of time.” The challenges for the teachers were different at every level. While elementary teachers struggled just to get their kids online, other teachers struggled with the fact they can’t personally help their students in the way they used to. “I really think the way that our Atascadero Middle School, the way we have been trained,” Denise Moore said, a sixth-grade teacher at the middle school, “And we are kind of cutting edge in a sense that a lot of the stuff that the students are doing is no different from what they were doing in the classroom, we just aren’t there in front of them.” Every teacher could agree on the fact that they did not get into education to teach students from behind a screen, and while they cannot wait to get back to the ways they are accustomed to, they understand the concern for the safety of the students. However, from all the changes and doom surrounding the COVID-19 pandemic, some teachers were able to find the good amid all the negativity. “The silver lining in all of this is a shift in focus to the whole child more now than ever,” said Jessica Woodhull, a special education teacher at Atascadero Middle School. “I feel like now we are considering the socioeconomic status and cultural backgrounds and learning difficulties and emotional wellbeing is kind of at the forefront of teacher’s minds. And I am not saying these things weren’t considered before, but there is always so much content to get through that now we are kind of slowing down and supporting all aspects of a child’s development which I feel like is really important for their learning.” The District announced in their last school board meeting on May 19 that they have three plans in place for the 2021 school year that is scheduled to start on August 12. One method preparing for distance learning to continue, one plan preparing for school to return to normal and one with a blending of two if some distance learning is required.

would jump up to 8.75 on April 1, 2021, should it pass in November. Sales tax is not imposed on groceries, medications, utilities, services or real estate, rent, or mortgage payments. The additional sales tax would be imposed on things such as gas, cleaning products, paper products, building materials, and also at restaurants inside the city as well as cars registered in the city and Amazon sales.
