ATASCADERO — On Thursday, Apr. 29, the El Camino Homeless Shelter (ECHO) hosted their annual Empty Bowls fundraiser, and this year they were back in action. Starting at 11:30 a.m., cars lined up in the Atascadero Bible Church parking lot off of Atascadero mall ready to greet all the volunteers and ECHO support staff to pick
up their handcrafted one of a kind ceramic bowls and “to-go” soups that were beautifully presented in brown bags with the ECHO logo. Parents Plead for Trustees to Put Mask Policy on Agenda Members of the public spoke in-person for the first time since March 2020 By CONNOR ALLEN connor@atascaderonews.com
ATASCADERO — The Atascadero School Board of Trustees held their first meeting of the month last night and, for the first time since March of 2020, were able to allow members of the public to speak in-person during the oral communications from the public portion of the meeting. Seven parents and community members from Atascadero’s District and even one from out of the area showed up. They pleaded with the Trustees to place a mask policy item on the upcoming agenda so that it can be discussed with the public. Parents recited education code, health and safety concerns, liability, various statistics, and other reasons why they would like to see the policy on the agenda and why they do not support their children wearing masks at school. Unprecedented football season ends with rivalry game at Memorial Stadium in Atascadero
ATASCADERO — The Bearcats and Greyhounds met Friday night for the season finale of the 2021 spring football season, and Paso Robles ran away with the victory, 42-13, at Memorial Stadium in Atascadero. The Bearcats were unstoppable Friday night, scoring on their first four possessions of the game while not giving up a first down until there was only 4:10 seconds to go in the second quarter. Sophomore running back Leo Kemp led the way for the Bearcat offense, rushing for over 100 yards again this season, and was joined in the century club by Devin Mowreader, who burst through the line for a 45-yard touchdown in the second quarter. The Paso Robles offensive line, which has been the Bearcat’s strongest unit
all season, took over Friday night and created big holes that allowed for rushing touchdowns from five different running backs and one from their quarterback Trevon Bridewell. The Hounds first hit pay dirt near the end of the second quarter when quarterback Evan Moscardi hit John Tae Jackson, who was all alone behind the Bearcat defense, for a 46-yard touchdown and cut the lead down to 28-6 at halftime. The Greyhounds received the second-half kickoff and went straight into their bag of tricks for a double pass from quarterback Evan Moscardi to receiver Jarren Fischer who then hit receiver Sean Davis down the field for a big gain. However, the Hounds threw an interception in the red zone and could not turn the drive into points to swing momentum. The Bearcats went back to work on the ground, and a few minutes later, Coleton Sullivan barreled into the end zone to give Paso Robles a commanding 35-6. “Atascadero scored pretty quick on us, and we said, out of respect for Atascadero’s coaching staff CONTINUED ON PAGE A15

PASO ROBLES — On Sunday, May 2, the 13th Annual Tour of Paso Bike Ride benefiting the Cancer Support CommunityCA Central Coast (CSC-CCC) broke a record by raising over $50,000! The bike ride broke another record this year with 150 registered riders and the most 50 mile riders they have ever had registered. Proceeds from the fundraiser directly benefit the CSC-CCC. This non-profit organization offers social and emotional support and health and wellness programs to local cancer patients, survivors, and their families

free of charge. Starting at 8:30 a.m., riders launched from the Omkar Medical Plaza at 1310 Las Tablas Road in Templeton. They rode their 50 or 26-mile trails through the backroads of Paso Robles’ wine country. Some highly experienced riders completed in under two hours, but all were back in time for their gourmet lunch provided by Niner Winery. In past years the bike tour started and ended at Niner Winery who provided a sit-down gourmet lunch while awards were presented. Due to COVID, Niner Winery provided pre-packaged gourmet boxed lunches for participants to take home after the ride for the second year. In addition to a sponsored lunch, participants received a complimentary bottle of J Dusi wine with a custom CSC-CCC label.

Supervisors Give Direction on Election Processes for the Future

SAN LUIS OBISPO — The San Luis Obispo County Board of Supervisors held a regularly scheduled meeting on May 4 from 9 a.m until 11:35 p.m. The meeting opened with public comment, which focused mainly on item 13, the request for the Board of Supervisors to sign and send a letter to the State Water Resource Control Board opposing two applications to appropriate water for the Shandon-San Juan Water District. Supervisor Bruce Gibson
moved for approval of the consent agenda with exception of item 13. His discussion on item 13 indicated that there was not enough information on the item for the Board to make a decision and should be tabled for future discussion. Supervisor John Peschong made a motion to support the letter of opposition, which was seconded by Supervisor Debbie Arnold. The motion passed 3-2 with Supervisors Gibson and Supervisor Dawn Otiz-Legg in opposition. Next was the county update from County Health Officer Dr. Penny Borenstein. Borenstein spoke about the current cases, which is at 21,196 as of Tuesday morning, with one person in the hospital. Atascadero Baseball: The AHS baseball program is still searching for their first victory after being swept in the season series by SLO last week. The Hounds played the Tigers tough in the first two games of the series, losing each game by just a single run. This week Atascadero faces off with Paso Robles for a three-game series. Girls Soccer: The Greyhound girl's soccer team dropped both their games last week but played two of the top teams in the Mountain League in Arroyo Grande and SLO. The girls are now 1-5 on the season and will play again Tuesday night at home against the Bearcats. Boys Basketball: The Greyhound's basketball team is off to a hot start in the spring and is currently 3-1. The Hounds will play three games this week, all against non-league opponents, starting with Mission Prep on Tuesday, followed by two games against Arroyo Grande. Girls Basketball: The AHS girl's basketball team picked up their first victory of the year last week in a nail-bitter against Pioneer Valley. The Hounds won the game 57-54 and are now 1-4 on the year. Girls Volleyball: The Hound's volleyball team finished out their season last week with a pair of wins over Pioneer Valley. The Hounds won Wednesday night 3-0 and Saturday 3-2. Atascadero finishes the season 5-3 overall. Boys Tennis: The boy's tennis team earned their first victory of the season this week, defeating Paso Robles just two days after losing to them initially. Greyhounds are 1-6 in the 2021 spring season.

Baseball: The Templeton Eagles' baseball team had a tough week in a three-game series with Arroyo Grande. Templeton lost the first game on Wednesday by a single run 4-3 in extra innings. Templeton then forced extra innings again on Saturday morning before ultimately losing 9-2. Templeton is now 10-6 on the year with a series against St.Joseph up next. Softball: The Templeton Eagles' softball team continue to roll last week, scoring 36 runs in three games to sweep the Righetti Warriors. The Eagles are now 8-1 on the year and will play SLO this week. Boys Basketball: The Templeton boy's basketball team played Nipomo twice last week and dropped both games 70-51 and 88-75. This week the boys will look to bounce back with two games against Morro Bay on Thursday and Friday. Girls Basketball: The girls tipped off their season with two games against Santa Maria but couldn't quite beat the Saints. The girls made huge improvements from game to game, losing the first by more than 30 points but stayed close in the second game, losing by only seven. Next, the girls will play Morro Bay. Girls Volleyball: The girl's volleyball team picked up their first win of the season on Wednesday night when they beat Morro Bay 3-2 at home. The girls will conclude their season this week with two games against Righetti. Football: The Templeton Eagle football team played their final game of the season on Friday night at home against Righetti. Templeton was up early and took a one-point lead into halftime 21-20 but could not sustain it in the second half. Righetti won the game 40-29. Templeton finishes 4-3 overall and 2-3 in their first season in the Mountain League.
Baseball: The Bearcat baseball team stayed hot last week, taking two of the three games against St. Joseph and improving their record to 11-3. This week the Bearcats will face off with a Greyhound team hungry for their first win of the season. Softball: The Lady Bearcats had a big week taking two games from previously unbeaten Arroyo Grande. Paso Robles won Wednesday 2-0 and Saturday morning 3-2 before dropping the finale 8-6. The Bearcats will now play a series with a Righetti team that has only one win. Boys Basketball: The Bearcat basketball team stayed perfect last week with a pair of nice victories over Mission Prep. Paso Robles won Thursday night 64-43 and Friday night 64-48. Next up for the Bearcats will be Santa Maria. Boys Soccer: The boy's soccer program is 3-2-1 on the season after losing (3-2) to Santa Maria on Saturday night. This week the boys will play Pioneer Valley on Tuesday night and SLO on Thursday. Girls Soccer: The Lady Bearcats' soccer team has climbed back to .500 after a 2-1 win over St. Joseph last Thursday night. Paso Robles will try to improve their 3-3 record to 4-3 on Tuesday night when they face the Greyhounds. Girls Volleyball: The girl's volleyball team began their season with a perfect 10-0 start but dropped both their games against SLO last week. The Bearcats won't have much time to regroup as they will finish their season this week with two games against unbeaten Arroyo Grade. Stunt: The Bearcats' stunt team is off to another perfect season at 2-0. The Paso Robles' stunt team has not lost a regular-season match since 2018 and don't plan on breaking the record in 2021. The girls will face off against Nipomo on Wednesday.
ATASCADERO — The Atascadero High School (AHS) Greyhound softball team is off to another great start this spring but are winning games differently now that their former ace, Bailey Doherty, is pitching no-hitters for the Cal Poly Mustangs. For the past four years, the Hounds have had the luxury of relying on the sniper rifle attached to Doherty’s right arm and dynamite in her bat to lead them to low-scoring, low-stress victories. With Doherty officially in college, Atascadero was expecting 2021 to be a sort of transition year, but don’t tell them that as they are 7-3 on the season and undefeated in the Mountain League. “It is totally supposed to be a transition year, but I told them that we are going to shock the world because teams aren’t thinking we are going to do stuff, but we still can because we are still learning,” AHS head softball coach Darrin Traverso told the Atascadero News. “That’s the thing about this team is that we are always learning. Last year, it was like, just put Bailey [Doherty] out there, and as long as we are decent, we will be fine. Now, everybody has to be good and play well, so we are getting better.” Atascadero entered this season with an incredibly young team, almost certainly the youngest in the Mountain League, with only five upperclassmen currently playing (three seniors and two health juniors). With such a young team, the Hounds have made some mistakes, which was to be expected, but it has been their ability to learn from them that has the orange and grey faithful excited about this season and especially the future. Wednesday night, the Hounds faced off in the first of a three-game series with the SLO Tigers. Atascadero would cruise to a 10-5 victory on the evening but, of the 21 outs in the game, 12 of

them came via balls hit to the third basemen. The Tigers' starting pitcher threw slower than they were used to. After working on staying back at practice on Thursday and Friday, the Hounds came out Saturday and only made four outs to the third basemen in a doubleheader. As the Hounds have become more comfortable in the box, their power has begun to show. Atascadero hit three home runs on Saturday, including a grand slam by freshman third basemen Carmen Burell. In fact, it is the freshman bats that supply most of the power for the Greyhounds, as Olivia Moscardi blasted a long ball in the first game Saturday morning, which gives her two on the season. “Those are our little freshman, and that’s really where our power comes from in our lineup,” Traverso added. Defensively, the Hounds have relied on the arm of senior Mia Perry, who has been excellent with a 6-0 record and a 1.08 earned run average in 39 innings. While they have experience in the circle, the entire infield behind Perry is composed of underclassmen. Freshmen Burell and Moscardi play third and shortstop while sophomores Eva Lohayza and Bella Gibbins occupy second and first base. The Hounds have four series left in this season and will need to grow up quickly if they want to remain one of the top teams in the Mountain League. Starting on Wednesday, Atascadero will play a three-game series with Arroyo Grande (who is 8-2 this season), followed by series against Templeton, Paso Robles, and Righetti. While inexperience might bring about some mistakes this season, it also has breathed life into the program and a culture that feels more free and fun-loving. That is not to say that the previous teams did not have fun, but they were also burdened with the pressures that come with expectations. The 2021 girls entered the season with a goal to compete while learning, and if they stay together and keep progressing, they could really shake up the Mountain League this season.

SAN LUIS OBISPO — The Federal Aviation Administration approved grant funding to initiate a $13.5 million runway rehabilitation at the San Luis Obispo County Regional Airport (SBP). Preconstruction work for the rehabilitation is complete, and construction will begin in July. The project is scheduled for completion in early fall. The airport’s Runway 11-29 rehabilitation project is a comprehensive upgrade to the main runway and its taxiway connectors. The project also includes the rehabilitation of the entire SBP runway lighting system which includes runway lights and lighted directional signs. The runway rehabilitation project will not expand the runway or change any use of the property. “The rehabilitation project will correct issues with the aging runway pavement, bring the airport in line with the latest federal safety standards, and provide a more energy-efficient runway lighting system,” said Courtney Johnson, Director of Airports. “We look forward to working with our partners at Granite Construction Company and Mead and Hunt to complete this project on time and with minimal impact to our passengers.” The runway rehabilitation is also the County’s and airport’s first Construction Manager at Risk (CMAR) project. With this innovative approach, Granite Construction Company has already been collaborating with project designers Mead and Hunt before construction to prepare the site, establish a guaranteed maximum price (GMP), and design a schedule that minimizes effects on air service. The $13.5 million project is being entirely funded by the Federal Aviation Administration’s Airport Improvement Program (AIP). Re-Opening with New Light Towers 69 towers composed of 17,388 wine bottles celebrate Paso Robles wine country By CAMILLE DeVAUL
PASO ROBLES — Field of Lights Sensorio in Paso Robles re-opened to the public on Apr. 15 with the newly added Light Towers, an immersive light installation. Internationally-acclaimed artist Bruce Munro unveiled his first Field of Light exhibit at Sensorio in May 2019. Field of Lights uses an array of 58,800 stemmed spheres lit by fiber optics. The color-changing spheres spread across 15 acres with intertwining walking paths and oak trees. Thousands of visitors came to the Central Coast to see the walk-through installation. Munro is a British artist “best known for large-scale light-based artworks inspired by his continuous study of natural light and his curiosity for shared human experiences.” This year, Munro revealed his newest exhibit, Light Towers. The latest installation features 69 towers composed of 17,388 wine bottles and was created to celebrate Paso Robles wine country. All the lights are solar-powered, and all materials used will be in use for years to come and then properly recycled when they are no longer needed. Munro’s work has been commissioned by galleries, parks, grand estates, cathedrals, botanical gardens, and museums worldwide. The towers stand at seven feet high, with 252 bottles per tower. Optic fibers
illuminate the bottles, changing colors in tune with a custom musical score. Orlando Gough composed “Rise and Shine,” an original composition made, especially for the Light Towers. Even the composition pays homage to Paso Robles wine country by utilizing rubbed wine glasses paired with a vocal ensemble. Munro says, “I was drawn to Orlando’s music because he brings people from different cultures together to sing. An expression of uniting the world in these difficult times.” Munro hopes to offer live performances of the music by 69 local Paso Robles singers in the future. Paul Haught, Sensorio Executive Director, said, “We look forward to once again welcoming guests to our exhibition, which has been closed since early December in accordance with the state shelter in place mandates.” Because of COVID and travel restrictions, Munro was unable to be present for the building of the Light Towers, "Sadly, COVID prevented my team or me from coming to the US for the installation process. However, we regularly work with an American team of professional art handlers and the brilliant team at Sensorio headed by Steve Deferville (the site project manager). Working together remotely, we were able to build this exhibit." To adhere to COVID guidelines, group size is limited to six maximum, social distancing monitored and enforced, and guests and staff require face masks. Food and beverages will still be offered, including warm and cold drinks, wine/ beer, snacks, and meals. How did an internationally recognized
artist like Munro pick Paso Robles as the next location for his work? Munro said, "Ken and Bobbie Hunter visited the Field of Light in Uluru, and the seed was sown!" Sensorio was created by locals Ken and Bobbi Hunter. The two wanted a destination for entertainment, exploration, meditation, and honoring the landscape's natural topography. It is pretty mesmerizing walking through the Field of Lights. The lights gently change colors and give the hills almost a watercolor effect. When the sun goes down, it's like you fell down a rabbit hole and ended up in a fiber optic wonderland. And you can't beat the silhouette of the oak trees against the watercolor lights. CEO Neil Trent Celebrates 2 Years After a year of pivoting during the pandemic Trent will lead ‘There’s No Place Like SLOme’ STAFF REPORT
SAN LUIS OBISPO — When the pandemic hit and the future was uncertain, Woods Humane Society was in good hands. CEO Neil Trent, who celebrates two years with the nonprofit dog and cat adoption center this month, has spent more than three decades facilitating the humane treatment of animals amidst major crises. From war-torn Bosnia, to droughtplagued Australia, to tsunami relief efforts in Indonesia, Trent has gone around the world to aid animals in times of critical need. Luckily for the homeless animals of the Central Coast, Trent was here to provide that crucial expertise and perspective which helped Woods to pivot and maintain its adoption, veterinary, and community programs throughout the chaos of the last year. The organization enacted safety measures and operational changes to remain open, continue its life-saving work, and find homes for thousands of dogs and cats in 2020. “When the pandemic started, I had real misgivings about how we would survive without our fundraising events,” Trent says. Fortunately, under his guidance, Woods was able to swiftly transition to virtual platforms for its two

main events in 2020, and will do so again on Jun. 12, 2021, for a virtual gala and auction, There’s No Place Like SLOme, which Trent will host. “We have appealed to the community, and they have been there for us. It is that vital volunteer and donor support that allows us to continue to raise the bar for the highest possible care and welfare of dogs and cats—even in a pandemic.” Trent has seen the full spectrum of animal welfare over his career, which he began as an animal inspector for the RSPCA (Royal Society for the Prevention of Cruelty to Animals) in the United Kingdom. He still vividly remembers the first dog he rescued at the RSPCA, a German Shepherd named Pippa (pictured at right), who weighed only 32 pounds, when Trent scaled the barbed wire fence and busted into a locked barn to save her in an animal cruelty case. From the RSPCA, Trent moved on to work in more large-scale, global efforts.
He was the Regional Director for the World Society for the Protection of Animals (WSPA) and Executive Director of the Humane Society International, the international arm of the HSUS, where he led rescue and relief efforts as well as worked with local governments in far-flung places like Ethiopia, to change their policies of cruel and inhumane treatment of animals. When he came to Woods two years ago, Trent says, it was a welcome return to that initial passion ignited by Pippa of making a difference, one-on-one, for one dog. He says he has enjoyed getting back to his roots in that way while leading such a wonderful team and an organization he had long admired for its excellent reputation in the industry. “I consider myself very fortunate to be a part of this team and to use my experience and skill set to continue the growth of the organization and to improve the lives of even more animals.” During his two years at the helm,Trent has worked to enhance and empower the leadership team at Woods by developing a more collaborative culture and has expanded Woods’ community programs, among other advancements. With this strong foundation in place, he hopes to take Woods to the next level as the organization works toward its goals to update and expand its shelter at the North County location in Atascadero. TCSD Looks to Upgrade Their Board Room for Future InPerson Meetings Water levels are doing well, but residents need to work on water conservation in this dry year By MELISSA MATTSON
TEMPLETON — The Templeton Community Services District (TCSD) met for a regularly scheduled meeting on Tuesday, May 4 at 7 p.m. The meeting started with a special report from Lieutenant Chandler Stewart from the California Highway Patrol (CHP). For the month of April, they investigated 16 crashes specific to the Templeton area, which is only one more than last year. DUI collisions are up 175 percent countywide over last year, but only two in the Templeton area. President Debra Logan inquired about the staffing of the CHP and if it would increase as the activity has been increasing. Lieutenant Stewart responded that they’re looking to hire on more as they’ve lost officers to retirement, but currently, there are 21-24 officers when they should have around 29, so he’s still working to work on fixing that deficit. Director Wayne Peterson asked about how the numbers compare to 2019, to which Stewart said it is probably roughly a 17 to 20 percent increase from 2019. Next was a special report from Commander Michael Mainelli for the month of April. There were 1674 calls for service, of which Templeton was 368. Last year there were 963 calls, of which Templeton was 368, which is a 77 percent increase over last year. In April, there was only one report of a burglary which was a wallet stolen from a locked car, four cases of vandalism, and six calls for trespassing. The consent agenda was up next, which had the meeting minutes from the last meeting, as well as some small adjustments to clarify the Water Buffer Policy. The consent agenda was passed 5-0. General Manager Jeff Briltz gave the COVID-19 update, which was mainly that the county moved from the Red to Orange Tier. The biggest difference of this is that there is more capacity allowed in the softball bleachers. Next, Briltz discussed the technology in the board room, which has had shortcomings long before COVID. The discussion to update the room was put on hold due to COVID and the lack of in-person meetings. Currently, the district has a quote from Bill Gaines Audio, who recommended some acoustic improvements as well as new projectors, static cameras, and a microphone for the room. The system suggested is simple in order to keep it easy to operate without hiring an additional person to run the technology. Director Pam Jardini inquired about the new system and if the recordings of meetings would be able to be stored on the site instead of meeting minutes. Briltz clarified that the issue with that is the current site storage, as well as being an ADA violation unless a full transcript is also typed for each meeting. Jardini also asked about the possibility of others using the system, to which it was deemed that it would only be available for presentations to other groups who use the room. The motion to approve the modernization of the board room with a budget not to exceed $52,000 was approved with a 5-0 vote. The last item of business was the well-depth update from Frank Sprague, who said that while “we need to be cautious,” the water levels are doing fairly well for the lack of rain Templeton has seen this year. The recommendation is to engage the public with educational materials on water conservation and to utilize more modern technology in these education efforts. The motion passed 5-0. Finding Truth Among Speculations in the Kristin Smart Case By CAMILLE DeVAUL
SAN LUIS OBISPO — In the early morning of Apr. 13, a media advisory email was released from Tony Cipolla on behalf of the San Luis Obispo Sheriff ’s Office to discuss major developments made in the investigation into the disappearance of Kristin Smart. That same morning arrest warrants were carried out for Paul Flores (44) for the murder of Kristin Smart and his father Ruben Flores (80) for accessory after the fact to murder. Less than a week after the Flores men were arrested, the news was released that Smart's remains were moved and no longer at the White Court location. When it comes to where Smart’s remains are now, Stan and Denise Smart's attorney, James Murphy, doesn’t want to speculate anything without proof of evidence. He doesn’t want to speculate. But speculations are inevitable in cases, especially when they become as high profile and nationally known as Kristin Smart's has within the last month. Speculations turn to rumors, and then before you know it, misinformation spreads like wildfire. So to address some of the recent information reported as to the movement of Kristin Smart's remains, here is what we know to be facts in order of the information released.

Two media sources posted online leaked snippets from what one reporter called a “bail report.” Those snippets were statements from San Luis Obispo Deputy District Attorney (DDA) Chris-
topher Peuvrelle and Cold Case Detective Clint Cole. In Detective Cole’s statement, it read, “Detective Cole is against bail for the defendant as they are in possession of biological evidence that makes them believe the victim was buried under the defendant's father’s deck at one time. Detective Cole stated that both the defendant and his father are involved, and it is a family crime. Detective Cole said that should the defendant be released, he could move the body again.” Biological evidence is defined by any substance from a human source and provides DNA. DDA Peuvrelle said in his statement, “The excavation below his deck at 710 White Court showed damning evidence that a body had been buried in that location and then recently moved.”

The Smart Family Attorney James Murphy filed an intentional infliction of emotional distress lawsuit against Ruben Flores. Less than 12 hours prior to the lawsuit being filed, Ruben Flores was bailed from San Luis Obispo County jail by his wife, Susan Flores. In the complaint, Murphy alleges “Ruben Flores and Doe defendants 1 and 2 worked through the night, under the cover of darkness, to remove the remains of Kristin Smart to avoid having those remains at 710 White Court in the event of an additional search of the property.” During an interview that morning, Murphy said witnesses saw Ruben Flores, Susan Flores, and her boyfriend, Mike McConville (named as defendants one and two
in the complaint), working underneath Ruben’s house in Arroyo Grande during the night of Feb. 9, 2020. So, where did Murphy obtain this information? Chris Lambert, the creator of "Your Own Backyard" Podcast, came to Murphy with information of a witness who lives near Ruben Flores’ home in Arroyo Grande on White Court overheard arguments from Ruben's home in the middle of the night on or around Apr. 9, 2020. Murphy received this information less than two weeks prior to filing the new lawsuit. He is unaware of when the witness came forward to Lambert and when that information was taken to authorities. According to Murphy, the witness went to Lambert with the information instead of authorities because they were afraid of Ruben Flores finding out their identity. According to Murphy, this information is currently being investigated by the San Luis Obispo County Sheriff's department. It was reported that the witness heard arguing between Ruben and his wife Susan Flores and a third party, right now speculated to be her boyfriend, Mike McConville. The three were reportedly digging underneath Ruben Flores’ back porch. This incident happened just four days after the SLO County Sheriff 's Department served a search warrant for Ruben Flores’s home on White Court on Apr. 5, 2020. What was found during that search has yet to be released.
Flores was a suspect in a 2007 rape in Redondo Beach. Paul was subject in the investigation when his DNA profile matched a profile in the alleged 2007 incident. The woman victim in this incident said she blacked out at a bar in Redondo Beach and woke up naked and disoriented in a stranger's bed. SLO County Sheriffs were already investigating this incident and interviewed the bartender when Redondo Beach Police began investigating. According to the district attorney's report, the bartender told authorities at least one other customer had a similar experience involving Paul Flores, but police were unable to identify the victim. When Paul Flores was questioned about this incident, he said he might have had sex with the woman because “he has had sex with many girls,” according to the report. “He said he did not have any particular recollection of her or the incident.” We reached out to the Redondo Beach Police Department but have not heard back from their department to confirm any of the information given in the article.

On this day, an article was released with information regarding Paul Flores' home in San Pedro. Paul Flores' neighbors, who wished to be unnamed, said he began cleaning up his overgrown backyard in 2019 and dug a large hole in the backyard corner. Weeks later, around midnight, one neighbor saw Paul Flores take something wrapped in a black blanApr. 22 (Separate Incident) ket from the trunk of his car and An article released stating Paul put it into the hole he dug and
covered the hole with plywood. The neighbor reportedly asked Paul what he put in the hole, and Paul responded by saying it was his dead dog. However, the neighbor does not recall Paul having any dogs at that time. After that night, Paul reportedly built a 10-by-15-foot wood frame around the hole and placed rebar inside before filling the hole with concrete. After the concrete set, Paul put red bricks over the concrete pad. Paul was reportedly adding a second layer of brick when he was arrested on Apr. 13. There is a photo of the stack of concrete bags on Paul's porch and a photo of his backyard where you can see the unfinished second layer of bricks. James Murphy believes the sheriff's department will be issuing a search warrant for Paul Flores' backyard within a few weeks. We did contact the Los Angeles Police Department (LAPD). In speaking with Tony Cipolla, the Public Information Officer (PIO) for the SLO County Sheriff, he said there were no reports made to the LAPD for suspicious activity in Paul Flores' backyard. We have not been able to verify any of the claims made in the article with any authorities as of yet. We have contacted the SLO Sheriff's office to verify any additional information for the incidents listed above. However, due to the protective order put in place on the Flores case, authorities are extremely limited to what they can and cannot confirm. As an ongoing story, it will be updated as more facts are available.

Cunningham Supports Bill to Relocated Military Families STAFF REPORT
SACRAMENTO — On Apr. 27, Assemblyman Jordan Cunningham (R-San Luis Obispo) announced that the bill to make relocation to California easier and more affordable for members of the military and their family passed the Assembly Business and Professions Committee. Specifically, AB 1386 waives certain state re-licensure fees for spouses of active-duty military families who previously held a similar license in another state. “Members of the military and their families make incredible sacrifices to serve their country,” said Cunningham. “With this piece of legislation,
we can make their lives a little easier and little more affordable. Waiving these types of fees for families serving our country is the right thing to do.” Military families, on average, move every two-and-a-half years, and spouses of military service members make an average of 14 percent less than civilian counterparts due to frequent relocation. The bill is inspired by service members and families at Vandenberg Air Force Base, which is located within the 35th Assembly District. In 2014, the Legislature passed a similar bill (AB 186) unanimously, which expedited the re-licensing process for military spouses. AB 1386 expands upon this legislation by waiving the fees that accompany this process.

Supervisors Give Direction on Election Processes for the Future CONTINUED FROM PAGE A1
than most places around the country. Two testing facilities, one in Arroyo Grande and one in Paso Robles, no longer require an appointment due to the decline in traffic, but that appointments are still recommended to ensure your time and date. Next, Borenstein turned to the topic of a vaccine passport to explain that while some countries may require U.S. citizens to prove vaccination before opening their borders, there is no intent to implement any such passport within the county or the country to restrict travel or services. In a private setting, businesses may expand capacity based on requiring negative test results or proof of vaccination. Following Borenstein’s reports, the Supervisors heard two hours of public comment opposing the idea of a COVID Passport. Upon direction from County Council, Supervisor Ortiz-Legg made a motion to keep the 100 remaining recorded comments to be heard as part of record and listen to the live public comments before moving on to the next item of business as the county had already affirmed they would not be implementing the vaccine passport. Supervisor Gibson seconded this motion. The motion passed 3-2, with Chairperson Lynn Compton and Supervisor Arnold in opposition. Following the live public comment, Arnold made a motion for the Board to oppose vaccine passports in the future being implemented in the county by any other government. The motion passed 3-2, with Supervisors Gibson and Ortiz-Legg in opposition as the motion seemed to simply be an opinion expressed which could be expressed better in other ways. Next, the Board read the resolution recognizing May as Community Action Month in San Luis Obispo County, a resolution proclaiming May 2021 as “Mental Health Matters Month,” and a resolution proclaiming May 2 to 8, 2021 as “National Correctional Officers and Employees Week. Then there was a presentation from SLOCOG/Rideshare and acknowledgment of plans for “Bike There!” from May 20 to May 23.
The Board discussed an ordinance amending Section 2.48.095 of the County Ordinance Code regarding compensation increases for the Board of Supervisors. The last pay increase was in 2016, and the staff recommendation was to increase pay by five percent, keep Supervisors pay 25 percent higher than legislative assistant positions. Supervisors who wished could forgo the increase for the duration of their term. The motion was passed 3-2, with Compton and Peschong in opposition. The hearing to consider adoption of resolution of necessity for the acquisition of real property interest required from Richard and Linda Fenske of the Santa Margarita Creek Bridge on El Camino was discussed, and Arnold, who typically is against any imminent domain or court action, decided that because the property was sold in 2020 when this project was already underway, she would move to approve staff recommendations. The motion passed 5-0. The Board received and filed a report on SLO County Suicide Prevention strategic plan, as well as the initiatives to address regional homeless needs, which Gibson addressed the need to have more action-oriented items. The Board heard and approved the recommendation to approve the Juvenile Justice Realignment Block Grant Annual Plan required by Senate Bill 823 – Juvenile Justice Realignment. The Board had a hearing to consider a resolution to 1) approve the 2021 Action Plan allocating funds from the U.S. Department of Housing and Urban Development to eligible projects and programs; 2) amend the 2020 Action Plan for allocations and the 2018 Action Plan for a reallocation of a City of Paso Robles project; 3) tentatively approve the 2021 General Fund support for homelessness programs and services; 4) approve the Title 29 Annual Report and funding recommendations; 5) approve the Permanent Local Housing Allocation fund recommendations. A motion was made to direct staff to come back with a budget allocation and was passed 5-0. The Board returned to item 25: Submittal of a report
on elections and voting systems in San Luis Obispo County and request to provide direction to staff regarding which election model to use for future elections. It began with a report of the Dominion voting machines and the systems in place to audit ballots, protect the integrity of the count, and keep the systems secure, as well as the assurance that the machines are never on the internet. Next was a report on the Voter Survey that was conducted, which resulted in over 5,500 responses as of April 22. From this response, it was deemed that overall the confidence in the election is high, but when looking at party responses, the Republican Party had a great deal more mistrust. As stated in the report, “Unfortunately, the fallout of mis- and disinformation questioning the validity of the election has challenged the foundations that democracy rests on, resulting in mistrust in the election process by the public.” Tommy Gong, the County Clerk-Recorder, spoke to the request to do an audit of the 2020 election, explaining that the time available for that audit has long since passed based on the rules stating that it must occur within five days of the election. At this point, there is no way for him to perform such an audit, either formally or informally; however, it is within the purview of the Board of supervisors to petition the courts to allow a recount. Following the presentation, the Board went to public comment, which played for several hours, with one commenter stating that she had been on hold for eight hours waiting to make her comment. The public comment varied from those who wanted to keep mail-in ballots, but with stricter processes to attain a mail-in ballot, to those who wanted to revert to hand-counting the ballots, to those who are fine with the process as it stands. Gong explained that to return to hand-counting would mean roughly 27,000 hours of labor which would cost the county around $300,000; additionally, he could not show data of when SLO county last conducted a hand count. Peschong inquired with Gong on how often he does a positive purge, removing those who have passed away or moved counties.
Gong clarified that it is an ongoing process in which they get data from the state weekly to update their voter registration list. Compton addressed the public comment saying, “a lot of issues that we have no control over, came up today,” some of which were state law, “and obviously there is misinformation… of the two options today they think one will take away their ability to vote by mail... neither of them do that.” Gibson requested the Supervisors to make clear their faith in the system with the statement, “I personally have no concerns about the integrity of elections conducted in San Luis Obispo County.” Supervisor Ortiz-Legg and Peschong agreed with his statement. The Supervisors were split in their discussion between voting systems between 76 traditional voting polls open on election day, verse 20 voting center locations for four to 10 days to drop off ballots as well as mailing ballots to all registered voters. Supervisor Ortiz-Legg made a motion to go forward with the Voters Choice Act and the voting center, which was seconded by Supervisor Gibson. The motion was not passed with a 2-3 vote. Supervisor Peschong made a motion to continue with traditional polling places, with a budget augmentation for vote equipment needed. Supervisor Gibson requested adding to the motion sending ballots to all registered voters, which Peschong declined and maintained that only permanent vote by mail registered voters receive ballots in the mail. The motion passed 3-2 with Supervisors Ortiz-Legg and Gibson in opposition. Lastly, Peschong asked to bring back for discussion at a future meeting different legislative election processes such as same-day voter registration, voter identification, and ballot harvesting, which passed 3-2 with Ortiz-Legg and Gibson in opposition again. oris Marie Montague passed away on Thursday, April 22, 2021, after a sudden month-long illness. She was at home surrounded by loved ones. Doris was born in Hollywood, California, to Albert and Marion Podmore. She has a surviving sister, Ruth Podmore Bales, and was preceded in death by both parents and a younger brother, Donald Podmore. Doris grew up in southern California in the Whittier area, where she met a boy down the street. She became a Cuesta College LVN program graduate and worked in the local area as a maternity/nursery nurse for about 15 years. Doris fulfilled one of her dreams of being a resident of Montague as she and Dick relocated to northern California for several years. There, they restored a historic opera house and turned it into a cookie shop for locals and tourists. RVing around the United States became Dick and Doris’s retirement past time. Doris returned to Paso Robles upon Dick’s death to be closer to family. Doris was preceded in death by her husband of 62 years, Dick Montague. She is survived by their three children, Monty Montague, Dale Bulaski, and Dawn Stemper. Seven Grandchildren and thirteen great-grandchildren complete the family at this time. A family gathering will take place on the anniversary of Dick’s death on May 8 at the Paso Robles Cemetery. Dick and Doris will be joined together again. Paso Robles, daughter Moonjay Jennali Ralea & husband Cletis Lindsay, brother Garrett Perney, sisters Nanette (Perney) & husband Clay Carminati and Joanna (Perney), and husband Chris Anderson, his adoptive father Jerry Perney, stepmother Gay Perney, and many nieces, nephews, and friends. He was preceded in death by his mother Alice Joelle Brown, father Warren Claassen, and sister Alice 'Julie' Perney. He was placed in the care of Donor Network West and has been able to help at least two other people after his passing. There will be a private family gathering at a future time. He was a gentle, loving person and a friend to all he met. He will be missed.

Early Warning System Sirens Annual Maintenance STAFF REPORT
SAN LUIS OBISPO — Starting on Friday, Apr. 30, Pacific Gas & Electric, in coordination with the County of San Luis Obispo, will be conducting annual maintenance on the Early Warning System sirens. Over the next few months, each of the 131 sirens will be inspected and tested individually to help ensure the system is ready should it be needed during an emergency. Following inspection, each siren will undergo a brief growl test. This short, low volume test will last for a period of a few seconds. Although the public in close
vicinity to the siren may hear a brief siren sound, no action is required on the part of the public. The annual siren maintenance will be conducted Monday through Saturday from 8 a.m. to 4 p.m. and will continue through July. For the month of May, crews will be working on sirens in the South County area, including Arroyo Grande and Edna Valley. During an emergency, the sirens will be sounded for three minutes. The sounding of the Early Warning System sirens is an indication that the Emergency Alert System has been activated, and the public
should tune to a local radio or television station for emergency information and instructions. Although the Early Warning System sirens were installed and are maintained as one of the requirements related to the operation of the Diablo Canyon Power Plant, the sirens can be used for any local emergency where there is a need for the public to take action. Many months of near isolation from friends and relatives created other problems for nursing home residents who had been accustomed to seeing visitors regularly. Advocates of nursing home residents say they need those visits for mental health, to give them a sense of purpose, a reason for going on with life. Those concerns may have been outweighed at the height of the crisis, but no more. “The residents, the families, the caregivers have all had enough,” Michael Wasserman, past president of the California Assn. of Long Term Care Medicine, told a reporter. “We’re

If the president was serious about re-building anything, he should address the most vital component of our civilization: the need for uninterrupted, stable, and secure electrical power. Power demand is increasing almost exponentially, and the desire for an electrified economy sans fossil fuels requires a massive investment into the grid system. It’s aging,

his week marks the first week that SLO County has been in the orange tier, the least restrictive tier since the beginning of the pandemic. According to the CDC, people no longer need masks while outside, which leads to being able to have a wonderful weekend celebrating moms for Mother's Day. Being a mom is a true honor. Pregnancy was not easy for me due to a rare blood disorder, but even though getting pregnant had its challenges and carrying my little ones to full-term meant daily injections, it was a fight that was a blessing that fills our souls every day. My husband and I celebrate our wedding anniversary on the 5, my birthday on the 6 and then Mother's Day falls on the Sunday after. My family makes the entire week special, and traditionally we head out on an adventure to make some memories. Last year was the exception as it was with so many others. We were going into the first full month of the shelter-at-home, kiddos out of school, and holding on to a business that is powered by community advertisers and our team. As I look back over the last year of my life, we see a nation and a world that was turned upside down. But not unlike other times in our history. The pandemic is different, although there was the deadly pandemic of 1918 that killed over 50 million people, in comparison to COVID, at 3.23 million to date. A divided nation that tends to be initiated by a two-party system with the rest of us somewhere in the middle, then add in vaccinations that have only caused further division even that affects the best of friends and family. Sitting through the County Supervisors meeting on Tuesday that lasted over 12 hours only proves that we all have so much work to do to help mend the damage that has only increased in the last year. When did people stop being respectful of one another? When did people start threatening elected officials about the outcome of their vote? When did people start yelling that others who called in to comment "disgusting" and "evil" and do not tell me it one party over the other; it is both, and no, no one deserves that. My goal in life as a human, a mom, a wife, and a business owner is to try and be the best person I can. We teach our kiddos to be kind, respectful, and courteous. For myself, I try and listen more than I speak. I come from a diverse background, as most of us do, and that is the beauty of being in America as an American. When we can all remember that and pull together, that is when actual change can happen, and forward progress can begin. ast Thursday, I helped serve at ECHO’s Empty Bowls event with Don Idler and Atascadero Fire Chief Casey Bryson. We worked the second shift, which started at 12:45 p.m., and by then, most of the attendees had driven through the “drive-thru” to pick up their soup and a lovely artist-created bowl. Wendy Lewis, Executive Director of ECHO, indicated that the event was sold out way before Thursday, an indication of how popular it has become in this community. I was invited to serve at the first event, which was held at St. Williams Church. That inaugural event was extremely successful and has continued to grow each year. I have served at all of the past events and am impressed with the work and planning that goes into them. The committee does a wonderful job and are to be especially commended for making the latest one happen as a “drive-thru.” Charlotte and Mike Byrne, early founders of the ECHO organiza-

A friend gave me a cute little book titled Let’s-Bring-Back, An Encyclopedia of Forgotten-Yet-Delightful, Chic, Useful, Curious, and Otherwise Commendable Things from Times Gone By, compiled by Lesley M.M. Blume. I found the following information for this recipe: “Cold Fruit Soups. These were popular for centuries all over the globe but have fallen out of fashion in America iné recent decades. Sweet chilled fruit soups make and erudite, refreshing first course that nicely offsets the savory second course.” The author presents this recipe for a simple cold berry soup from her grandmother’s recipe file, which would also make a nice summer dessert.

It is a fact of nature that adequate dentition is the major factor that determines how long a cow will live. When their teeth start to go, the end is near. If a cow ate soft silage her entire life, she might live longer than a cow who hunted for dry feed in sandy soils. I've heard of great stud bulls living to be 19 years of age compared to the seven or eight years a modern-day range cow might last. Adequate dentition used to shorten human lives too, George Washington might not have lived long enough to become the "Father Of Our Country" if he didn't have teeth made out of hippopotamus ivory. I had high hopes that technology might bail out my floundering cattle operation. I read that someone had invented a set of metal choppers that could be inserted into a cow's mouth that
could masticate her food. There was also talk of gene manipulation where an alligator gene could be inserted into bovine DNA. After all, alligators have 80 teeth at one time and during their lifetime might go through 3,000 teeth! Alas, none of these miracles came in time to save me or my motley herd. Over time as my business model began to fall apart faster than a Chinese-made Rolex, my neighbors joked that I was raising cattle for their hides or to fertilize my pastures. There were reminders where many of my cows perished because the spot where they died actually enriched the soil, and tufts of green grass dotted my topography if ever we got some moisture, which was rarely. At the final meeting of my advisory board, the derelict member of Gambler's Anonymous asked, "What did your cattle finally bring when you sold them?" "Tears to my eyes," I replied. And it wasn't because of any sentimental attachment I may have had.

tion, are to be congratulated once again for their efforts in creating a resource for homeless individuals and families in this area. I know they are proud of the growth of ECHO. I came home on Thursday with my soup, Vegan Tomato, prepared by Niner Wines. It was outstanding! Restaurants in the area donated all of the soups, which are always delicious. Huge thanks go to the chefs who prepare for the event. I think it’s important to remember how many of our business people here in the North County donate to our nonprofit events. Our wineries, breweries, distilleries, and restaurants are constantly asked for donations, as are our other local businesses. When you know they are a donor, thank them because they need to know how important they are to the causes we all support. I know that Paso Rotary has a Golf Tournament coming up, so go to their website and see how you can help. APACC (Atascadero Performing Arts Center Committee) presented a $1,000 check to the Printery Foundation, becoming a Founding Member of that organization. n our last meditation, we learned that the patriarch Joseph was forgotten by a person he had helped get out of the prison that they were both in by interpreting a dream that prophesied his release. The person was the cupbearer and personal friend of Pharaoh, who was the King of Egypt. Joseph asked the cupbearer to ask Pharaoh to get him out of prison. However, the cupbearer forgot all about Joseph’s request after he was restored. Joseph remained in prison for two years before the cupbearer remembered what Joseph had done for him.
The circumstances that awoke his memory involved two troubling dreams that Pharaoh had (Genesis 41:1-8). Pharaoh was troubled because he didn’t understand his dreams. In his two dreams, Pharaoh saw seven fat cows devoured by seven lean and gaunt cows and then seven plump and ripe heads of grain devoured by seven thin and blighted heads of grain. Pharaoh asked his wise men to give him an interpretation of the dreams, but they could not. The cupbearer spoke up, and Pharaoh listened to his story of having one of his dreams interpreted by a fellow prisoner. The cupbearer admitted his fault of forgetting about Joseph and recommended to Pharaoh that he bring Joseph out of prison to see if he could interpret Pharaoh’s dreams (Genesis 41:9-13). Pharaoh rehearsed his two dreams to Joseph, and then
Joseph gave him a supernatural interpretation. Joseph said that both dreams had the same meaning. In the immediate future, Egypt would have seven years of great, fruitful harvests of plenty of grain followed by seven years of severe famine caused because of harvesting no grain whatsoever. Joseph recommended to Pharaoh that someone be chosen to gather and store up extra grain in the years of plenty in order to survive in the years of famine (Genesis 41:14-36). Pharaoh made a determination to make Joseph the person in charge of gathering extra grain in the years of plenty and also promoted him to be the PRIME MINISTER in Egypt, making him second in power to Pharaoh. God exalted and delivered Joseph from the prison to the palace in ONE DAY.
God is both able and desirous of exalting his servants immediately if He so wills (Genesis 41:37-45). God did this so He could use Joseph to save the entire family of Jacob from perishing in the famine. Lessons to Be Learned. God enables his servants to both endure and learn from patiently experiencing difficult trials. Patient endurance builds godly character. God gives his servants wisdom and knowledge in order to solve difficult problems. God can both deliver and exalt his servants in an instant if He so wills. Joseph went from being a prisoner to becoming a Primer Minister in One Day.

Crew-1 Astronauts Safely Splash Down After Space Station Mission STAFF REPORT
FLORIDA — Four astronauts splashed down safely in the Gulf of Mexico Sunday, completing NASA’s first commercial crew, long-duration mission aboard the International Space Station. The return comes nearly six months after the crew members arrived at the microgravity laboratory and also marks the longest-duration mission of a crewed American spacecraft to date. SpaceX’s Crew Dragon, carrying NASA astronauts Michael Hopkins, Victor Glover, and Shannon Walker, and Japan Aerospace Exploration Agency astronaut Soichi Noguchi, returned to Earth in a parachute-assisted splashdown at 2:56 a.m. EDT off the coast of Panama City, Florida. Crews aboard SpaceX recovery vessels successfully recovered the spacecraft and astronauts. After returning to shore, the astronauts will fly back to Houston. “Welcome home, Victor, Michael, Shannon, and Soichi, and congratulations to the teams at NASA and SpaceX who worked so hard to ensure their safe and successful splashdown,” said Senator Bill Nelson, who was confirmed by the Senate to serve as NASA Administrator on Apr. 29. “We’ve accomplished another incredible spaceflight for America and our commercial and international partners. Safe, reliable transportation to the International Space Station is exactly the vision that NASA had when the agency embarked on the commercial crew program.” NASA’s SpaceX Crew-1 mission launched Nov. 15, 2020, on a Falcon 9 rocket from the agency’s Kennedy Space Center in Florida. The astronauts named the spacecraft Resilience in honor of their families, colleagues, and fellow citizens and highlighting the dedication displayed by the teams involved with the mission and demonstrating that there is no limit to what humans can achieve when they work together. Crew Dragon Resilience docked to the Harmony module’s forward port of the space station Nov. 16, nearly 27 hours after liftoff. Overall, Hopkins, Glover, Walker, and Noguchi traveled 71,242,199 statute miles during their 168 days in orbit (with 167 days aboard the space station), completing 2,688 orbits around Earth. With splashdown, the crew also broke the American crewed spacecraft mission duration record of 84 days, 1 hour, 15 minutes, set by the final Skylab crew in February 1974. Crew-1 also is the first night splashdown of a U.S. crewed spacecraft since Apollo 8’s predawn return in the Pacific Ocean on Dec. 27, 1968, with NASA astronauts Frank Borman, Jim Lovell, and Bill Anders. Throughout their mission, the Crew-1 astronauts contributed to scientific investigations and technology demonstrations, in addition to spacewalks and public engagement events, while aboard the orbiting laboratory. From studying protein crystal development to advance new drug discoveries to demonstrating robotic assistant technologies, their work advances exploration of the universe while bringing benefits back to Earth.
They also grew crops in both the Advanced Plant Habitat and Veggie plant growth facilities and conducted tests of a new method for producing semiconductor crystals. The astronauts contributed hundreds of pictures of Earth as part of the Crew Earth Observation investigation, one of the longest-running investigations aboard the space station, which contributes to tracking of natural disasters and changes to our home planet. The crew also tested a new tape dispenser, designed and produced by students as part of the High Schools United with NASA to Create Hardware (HUNCH), during the mission. In early 2021, the Crew-1 astronauts had significant roles to play in five spacewalks outside the orbiting laboratory. Glover completed his first four spacewalks, including three alongside Hopkins, whose total number of spacewalks is now five. Noguchi joined NASA’s Kate Rubins on the fourth spacewalk of each of their careers. During the spacewalks, the astronauts connected cables on the recently installed Bartolomeo science platform, prepared the station for upcoming solar array upgrades, serviced the station’s cooling system, and completed other station maintenance tasks. On Apr. 5, all four Crew-1 astronauts boarded Resilience for a port relocation maneuver, moving their spacecraft from the forward-facing port to the space-facing port on the Harmony module. The move allowed for the forward-facing port to receive four Crew-2 astronauts upon their arrival to the station on Apr. 24. Later this year, SpaceX’s 22nd Commercial Resupply Services mission is scheduled to dock at the newly vacant zenith port, bringing with it the first pair of new solar arrays. The Crew-1 flight is part of NASA’s Commercial Crew Program, which has worked with the U.S. aerospace industry to launch astronauts on American rockets and spacecraft from American soil to the space station. The second splashdown of the Commercial Crew Program comes just over one week after the launch of NASA’s SpaceX Crew-2 mission, the second long-duration mission. The Crew-2 astronauts launched Apr. 23 and will live and work aboard the station until their return to Earth in about six months. Resilience will return to SpaceX’s Dragon Lair in Florida for inspection and processing. There, teams will examine the spacecraft’s data and performance throughout the flight. The next NASA and SpaceX crewed mission is Crew-3, currently targeted for launch no earlier than Oct. 23. Crew-2 astronauts are scheduled to return to Earth Oct. 31, about a week after welcoming their Crew-3 colleagues to the orbiting outpost. The goal of NASA’s Commercial Crew Program is safe, reliable, and cost-effective transportation to and from the International Space Station. This has already been proven to provide additional research time and increase the opportunity for discovery aboard humanity’s testbed for exploration, including helping us prepare for human exploration of the Moon and Mars. One of the best parts of our community, it just really supports us and the people that were trying to help transform their lives; we sold out two weeks before the event; who could ask for that much support!” Throughout the morning into the early afternoon, several “local celebrities” joined the serving line. The early shift included support from Atascadero Mayor Heather Moreno, County Supervisor Debbie Arnold, and Atascadero Police Chief Bob Masterson. With the rainbow of blue balloons and volunteers all in blue aprons, the welcome wagon was a friendly sight to see.
Paso Bike Tours provided complimentary CSC-CCC wine glasses and t-shirts. Several local businesses and residents made donations to the CSC-CCC through the Tour of Paso Bike Ride Fundraiser. Central Coast Home Health, who donated $10,000, was congratulated and awarded for being the top sponsor for the event. Alexandria Robin raised $1,000 as an individual and was awarded as the top fundraiser for the event receiving a custom Tour of Paso jersey and a certificate to receive another bike jersey and a gift card provided by BooBoo Records. “We have some people who love to go above and beyond, which is wonderful,” said CSC-CCC Development Director Candice Sanders. This year, sponsors included Niner Wine Estates, the Beckett Family, Caliza Winery, Booker Wines, Power & Communications Engineering, Boo Boo Records, Zenaida Cellars, Dr. David Lacey, and J Dusi Wines. Several local businesses and sponsors also formed teams, including: Paso Bike Tours, Peachy Canyon Winery, Thom Schulz in honor of Laura Coats, and the defending champions, Team SlabTown Rollers out of Cambria. “People were so happy to be out. Everybody was in a great mood. Everybody

It is what we do.” Multiple volunteers shared how wonderful it felt to be able to serve the community once again in a way that was not available over the last year due to the pandemic. Chief Bryson said, “I have done this for

It would be good to get the crew to come through the line next and bring the engine next year would be a good idea.” After the event, Lewis shared, “We are thrilled to announce that with a record number of caring sponsors and selling our tickets out, we exceeded our $40,000 goal raised over $50,000!” All funds raised remain within the North County and helps ECHO continue to operate three safe and secure overnight shelters in Atascadero and Paso Robles. ECHO Atascadero’s unique residency program provides case management services to assist them in securing a job and finding permanent and sustainable housing within three months of entering the shelter program.

While enrolled in the program, clients are taught life skills for employment, budgeting, health care management, and social communication and interaction. The goal and the result of this practical support is the empowerment of residents to move in a positive direction while assisting them in acquiring the skills and services they need to become self-sustaining, including secure housing. “The science and data out there, if you are willing to go look for it, on elementary students wearing masks all day and the concerns on sanitary-ness, air filtration, the lack of oxygen, the lack of ability to focus with a lack of oxygen,” One parent told to the Trustees. “These are all real potential problems that could be traced directly to a mask policy if you choose to institute it. By contrast, if a student does, unfortunately, come down with COVID, your liability is almost nil. How can you prove that the student obtained COVID at your facility? But, if my child faints in class, I know exactly who to blame.” Parents were also worried about their children’s ability to make up for lost learning and sympathized with the Trustees and the decisions they have been and continue to be faced with. “You are faced with this horrible dilemma where you are between a rock and a hard place,” Another mother said. “People are -- I’m just going to say it -- brainwashed. You know it, and I know it. And you can’t make the decision that you want to make because somebody is going to sue you, and the kids are going to suffer.” Because the topic of masks was not on the agenda for Tuesday night’s meeting, it was not discussed by the Trustees, but they thanked everyone for their comments and encouraged the public to keep reaching out to have their voices heard no matter what side of the issue they may fall on. Following words from the eight members in-person, the Trustees were read a handful of emails from community members who expressed their concern about wearing masks during in-person learning. The Board of Trustees meeting opened with two recognitions from the District, the first a recognition for the Core Value of Teamwork for all the District’s nurses and the second for Atascadero Middle School teacher Jeff Jones for the Core Value of Excellence. The Board of Trustees then heard updates from two more District schools in the Fine Arts Academy and Atascadero Middle School (AMS). The presentations were given by Fine Arts Principal Kibbe Rubin and AMS acting principal Will Wallace. In closing, the Trustees held a public hearing for the collective bargaining agreement between AUSD and the Atascadero District Teachers Association and quickly ran through a few orders of business such as employee salary schedule, employment agreement for the Superintendent and a Board Compensation increase ($65 per Board member per year). Assistant Superintendent Curt Eichberger joined the Zoom meeting one final time to present a declaration that the week of May 3-7 is Teacher Appreciation week and held two more public hearings for the initial bargaining proposals between AUSD and the California Schools Employees Association. This 2021 spring season was Paso Robles High School’s first season under new head coach Matt Carroll, and after a bumpy 1-2 start, the Bearcats finished the season with four straight victories and with a record of 5-2 overall, placing them third in the Mountain League. “The biggest thing, in terms of success, is that we have a great

team of young people that we are going to send out into the community that we are proud of,” Carroll said. “That is really the number one thing. Since day one, when I took over, we talked about values and not so much X’s and O’s. If you work on those values, the X’s and O’s will come later. Between the staff and this great group of seniors—just a great group of kids—the plan really came to being because of that.” The Bearcats will return most of their team next season, including both leading rushers and their quarterback, and should enter the fall as one of the favorites in the
Mountain League. The Greyhounds finished the season winless at 0-7 and in last place in the Ocean League. While the Hounds will graduate several important seniors this June, they will also return some of their top playmakers, starting with sophomore running back Cole Tanner, who reeled off a 60-yard run on Friday night against the Bearcats. “I have a ton of respect for Atascadero and for coach Cooper and what their staff is doing,” Carroll stated. “They are on the up and up, and they are going to be good here very quickly.
