Council Awards Kirk Construction Mall Plaza Bid

By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — The Atascadero City Council on Tuesday, Nov. 10, discussed the Housing Element plan and made some big decisions on the incoming Atascadero Mall Plaza. It will be built in the lot just south of the La Plaza building that is currently in the final stages of construction. Council voted unanimously to approve Kirk Construction’s bid of $819,344 for constructing the Mall Plaza and instructed the City Manager to take two of the five cost-saving steps presented to the Council. The Atascadero Mall Plaza project is the third step in the rebuilding and revitalization in the Atascadero downtown area, working hand-in-hand with the Downtown Infrastructure Enhancement Plan and the development of La Plaza and the Block Shops. According to the Council’s agenda, “The Atascadero Mall Plaza is envisioned as a multi-use public space with an open-walled shade structure that closely ties into new La Plaza improvements as well as the downtown El Camino Real corridor.” Initially, the Mall Plaza was part of conditional approval for the La Plaza development. However, in early 2019, it became clear that the Mall Plaza cost would exceed the amount of fees that the La Plaza project could expect to receive and became an impediment to the project itself.This prompted the City to begin looking for new ideas. On March 26, 2019, the Council reviewed two new Mall Plaza concept plans, one with a large pergola and one without, and agreed to have the City move forward with the park concept that included the pergola. The new Mall Plaza concept also identified eight essential design requirements in the preliminary process that included maintaining visibility of City Hall from Highway 101, maintaining visibility through the site and tunnel to reduce transient activity, and providing a large concrete area for events. That June, the Council approved $475,000 in Parkland Impact Fee Funds to pay for the construction of the Mall Plaza. “The preferred design in March 2019 was a concept plan approval and final design didn’t begin until the second half of 2019,” Public Works Director Nick DeBar stated. “The final design includes preparing construction plans and developing more detailed cost estimates. SAN LUIS OBISPO — The San Luis Obispo County Elections Office released its updated Election Summary Report on Monday, Nov. 10, stating there were only 4,927 remaining ballots — 2,438 vote-by-mail, 2,362 provisional. The General Election was held on Nov. 3. With so few ballots remaining to be counted, all but one of the North County races remains in doubt — the Paso Robles Joint Unified School District School Board’s final seat. Nathan Williams held a 110 vote lead over Jim Cogan for the fourth seat with an estimated 830 ballots — 379 vote-by-mail and 451 provisional — remaining to be counted. None of the North County races changed significantly with Monday’s update. As of the close of election night, 117,974 ballots were counted. According to Monday’s update, 156,174 ballots had been counted. Voter turnout for SLO County increased to a record 84.85 percent. The previous high was 83%. “Counting has gone very smoothly, and yes, I am definitely aiming for completion just before Thanksgiving,” SLO County Clerk-Recorder Tommy Gong said. Vote-by-mail accounted for 148,733 votes in SLO County, with 7,441 people voting at polling locations. SLO County mailed a vote-by-mail ballot to every registered voter, but people had the option of voting in-person. The number of vote-by-mail ballots remaining to be counted could change as more ballots arrive at the County Elections Office. Vote-by-mail ballots that are postmarked by Election Day, Nov. 3, and received by the Elections Office within 17 days of the election are eligible to be counted. County elections officials must report their final results to the Calif. Secretary of State for the Presidential contest by Dec. 1 and all other state and federal contests by Dec. 4. The Secretary of State will certify the results on Dec. 11.

Community Supports Paso Robles Scout Troops by Purchasing Pallet Flags STAFF REPORT PASO ROBLES — Paso Robles Scout Troops 60 and 1602 loaded handcrafted pallet flags into the back of trucks and cars on Saturday, Nov. 7, at the Scout Hut. The Troops refurbished the old wood pallets and creatively painted them to look like American flags and sold them to raise funds for activities like summer camp. The pallets were donated and Lowe’s donated paint and supplies. “We tried to think of a fundraiser that they could do in small groups to match up with the COVID-19 restrictions,” said Rick Unger, Assistant Scoutmaster Troop 60. “This was something that we could set them up and do in small groups. It’s patriotic, which is certainly one of the aims of Scouting. This is an opportunity to help fund some of their activities for the year.” The pallet flags were sold for $50 and available for pickup on Saturday from 11 a.m. to 3 p.m. at the Scout Hut, officially the Esteemed Eagle Lodge, located at 2247 Oak St. on the corner of Oak and 23rd streets in Paso Robles.

Templeton Area Squad Club, Rooster’s Firearms Organize Fundraisers for CHP Tech Kennedy Fighting Cancer STAFF REPORT TEMPLETON — In August, CHP Templeton Area Auto Tech Pete Kennedy was diagnosed with stage IV colon cancer and is undergoing aggressive treatment to battle this horrible disease. Kennedy is a single father of two daughters, has worked for the CHP for over 20 years and is a beloved member of the Shandon community and CHP Templeton Area family. To help ease the financial burden associated with ongoing medical treatment, the Templeton Area Squad Club 740 has organized a drive-thru barbecue and raffle fundraiser. This event is scheduled for Sunday, Dec. 13, at 11 a.m. The barbecue will include Santa Maria-style tri-tip, beans, salad, bread, dessert, and a soft drink. The barbecue tickets are $15 each and delivery may be an option. The raffle includes a $1,000 Visa gift card (donated by D&S), a Glock Model 19, 9mm handgun (donated by Rooster’s Firearms), a Yeti Tundra 45 hard cooler, a Green Mountain BBQ Grill, an Oso Libre Winery basket, a See’s Candy basket, two $100 gift certificates to Cowgirl Café, and more great prizes. Raffle tickets are being sold for $20 each or seven for $100. Tickets can be purchased in person at the Templeton CHP and SLO CHP Offices, at Rooster’s Firearms in Templeton, or via Venmo @CHP-740, call the office and leave contact information. Veterans Day is Nov. 11, and the local Scouts were out early Saturday morning, putting flags out at the Paso Robles District Cemetery. They will be putting flags up around Downtown Wednesday morning and retrieving them that night. ECHO Atascadero Emergency Winter Shelter Open Through March 2021 STAFF REPORT ATASCADERO — El Camino Homeless Organization’s emergency winter shelter will be open each night from Monday, Nov. 9, through March of 2021. ECHO Atascadero’s emergency winter shelter will be inside of a local church. It has space for 23 beds. To be considered, people need to attend ECHO’s dinner meal program from 5 to 6 p.m. at 6370 Atascadero Ave. People will need to meet with ECHO staff to determine if they

qualify for emergency winter shelter. The emergency winter shelter is a low-barrier, behavioral-based program. People who stay overnight must support a safe and positive environment. Pets are not allowed. ECHO will transport people who qualify to the emergency warming shelter run by ECHO staff and volunteers. ECHO will be operating the emergency warming shelter nightly through March of 2021. Anyone wanting to volunteer with ECHO can visit www.echoshelter.org.

THS Drama Streams Lively ‘Pride and Prejudice’ as Antidote to Pandemic STAFF REPORT TEMPLETON — Templeton High School Theatre Arts presents “Pride and Prejudice,” a romantic comedy by Kate Hamill based on the novel by Jane Austen. One of Austen’s most popular novels, it tells the story of the spirited Elizabeth Bennet and her reluctant beau, Mr. Darcy. Directed by Templeton theatre arts instructor Catherine Kingsbury, the play will be streaming online Nov. 12-14 and Nov. 20-21. In writing the stage version of one of literature’s most popular heroines, Hamill has perfectly captured the vivacious Elizabeth in all her outspoken glory. And while “Pride and Prejudice” is often mistakenly seen as merely a romance, it is considered a brilliant satire of social class and manners, a truth which Hamill brings to the fore in a sparkling and effervescent show that is as relevant

New Basketball Conditioning Program STAFF REPORT ATASCADERO — City of Atascadero Recreation is excited to offer a NEW Basketball Conditioning Program for our youth from first through eighth grade! This exciting program will include basketball skills and training, individual skill development, conditioning, and fun! Coaches will be assigned to one player

group (POD), and each player will work with their own basketball (included with registration) on drills and skills. It’s a great way to get your athlete out of the house, away from screens, and active with friends! This program is for all skill levels and will encourage fitness and fun! There will be NO games or scrimmages. Each POD will have 2 practices each week with the same coach and the same group. Volunteer coaches are needed! The program will run Dec. 7 through Jan. 14, 2021 taking the week of Dec. 21 off. Groups will be given a Monday/Wednesday or a Tuesday/Thursday practice schedule. This program is compli-

STAFF REPORT SAN LUIS OBISPO — The San Luis Obispo County Sheriff ’s Office, along with San Luis Obispo County, announced it is a recipient of the 2020 Challenge Award from the California State Association of Counties (CSAC). In the category of “Administration of Justice and Public Safety,” San Luis Obispo County won for the Sheriff ’s Office Behavioral Health Incentive Program. This program is committed to reducing the number of days individuals with severe mental illness are in County Jail and provide them with tools to increase their positive social interactions and decrease recidivism rates. The Incentive Program rewards inmates when they practice proper hygiene, clean their cells, assist in cleaning shared/common areas, engage in programs offered, exercise, attend mental/ medical health appointments, and interact with others. The Incentive Program has resulted in a significant decrease in the number of jail assaults,

while at the same time, it has greatly reduced the time inmates have been placed in isolation cells. “We have made significant positive changes in our Jail in the way we manage our mentally ill population,” said SLO County Sheriff Ian Parkinson. “I am pleased we have been recognized by a statewide organization for this honor, which only serves to reinforce our dedication to this issue as we strive to keep improving.” To make this program possible, the County Jail reorganized the housing placement of inmates, trained staff for specialized positions, and contracted with the California Department of State Hospitals to implement a Jail Based Competency Treatment Program ( JBCT), which is designed to provide care, treatment and services to assist patients in becoming competent to stand trial. This year CSAC received a record 363 entries from counties throughout California. San Luis Obispo County was only one of three counties in the state to receive recognition in this category.

Construction of New SLO County Animal Services Facility Set to Begin STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo Department of Public Works will be starting construction on vacant land to the east of the Woods Humane Society on Oklahoma Avenue at the County Operations Center off of State Highway 1. Construction will start as early as the week of Nov. 9, 2020, and continue through February of 2022. This project will develop the County’s new Animal Services Facility. When complete, the new 16,000-square-foot facility, associated infrastructure, parking, and landscaping will replace the 43-yearold facility currently operated by

Animal Services. It will provide an appropriate environment for the care of animals and for families to find their new pet. The new facility is being developed under a partnership between the County of San Luis Obispo and all seven incorporated cities within the County. Impacts to the public and traffic

during construction are expected to be minimal due to the site being away from public streets. Refer to the attached map for specific location. F&H Construction is responsible for the construction of this project. This is the first project to be delivered by the County using the DesignBuild project delivery method.

SLO County Reports Alarming Spike in COVID-19 Cases in Recent Days Health officials warn of a backslide as contact tracers work hard to slow the spread STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County is approaching 5,000 COVID-19 cases since March, and local health officials warn that a prolonged spike in cases could result in more State restrictions in the coming weeks. As of Tuesday, the County’s total cases was 4,846. The County Public Health Department’s contact tracers are quickly working to investigate the new cases and address outbreaks in local communities in North County and San Luis Obispo. Officials attribute the spike to a growing fatigue fueled by the months-long pandemic.

“We are all tired of this pandemic, but we can’t afford for our community members to ease up,” said County Health Officer Dr. Penny Borenstein. “SLO County has been doing so well in recent weeks, and unfortunately, this week we’re seeing a sharp turn in the wrong direction. Young adults are not immune — a large majority of the new cases are among people between ages 18 and 29, some of whom are ending up in the hospital.” While past weeks have shown an improvement in case and positivity rates, San Luis Obispo County health officials are noting concerning trends in recent days — 226 new cases were reported over the weekend — Nov. 7-9, including a new single-day high of 128 on Saturday, Nov. 7. SLO County should not exceed 140 cases in a week (or 20 cases per day) to stay in the state’s Red Tier.

“We want to move forward, not backward, and we can turn this around before it negatively impacts the entire county,” said Dr. Borenstein. “Young adults: You know what you need to do. Wear your face covering, avoid social gatherings with people outside of your social bubble, stay home if you’re sick, and get tested.” Most cases in SLO County have recovered, but many active cases are among Cal Poly students living off-campus in San Luis Obispo who are gathering without proper safety precautions. The City of San Luis Obispo and Cal Poly campus residents accounted for 113 new COVID19 cases over the weekend. North County communities had 82 new cases, with Paso Robles accounting for 43. “We remind all students of the role they play in helping to main-

County Public Health Works with Atascadero State Hospital to Contain Outbreak STAFF REPORT SAN LUIS OBISPO — County of San Luis Obispo Public Health officials are working closely with the Atascadero State Hospital leadership team to manage a COVID-19 outbreak at the facility. “Our focus is the health and safety of patients and staff as the State works to contain the outbreak,” said County Health Officer Dr. Penny Borenstein. “Throughout this pandemic, the State hospital has been doing everything it can to prevent the spread of COVID-19 at that facility. Our local public health team continues to support their efforts in every way we can.” Overseen by the California Department of State Hospitals, the Atascadero State Hospital is following State protocols and successfully isolating and quarantining patients with symptoms or who have tested positive for COVID-19. The department is also tracking patient and staff cases. Local Public Health officials have also been advising the hospital’s leadership on various health measures to take to slow the spread and prevent a larger outbreak. Additionally, the facility has a robust testing program for both staff and patients to identify those who are COVID-19 positive and to help prevent the further spread. “DSH appreciates its partnership with San Luis Obispo County Public Health as it continues to plan, prepare and respond at Atascadero State Hospital to the evolving COVID-19 pandemic,” said Stephanie Clendenin, director of the Department of State Hospitals. As of Monday, the County reported that 14 patients at the facility had tested positive for COVID-19. Additionally, nine staff members have tested positive for COVID-19 in this recent outbreak. As of Monday, 4,794 SLO County residents have tested positive for COVID-19, most of whom are recovered or recovering at home. SAN LUIS OBISPO — San Luis Obispo County District Attorney Dan Dow announced Monday, Nov. 2, that Ventura County Superior Court Judge Vincent O’Neill has ordered New Jersey-based Bed Bath & Beyond, Inc. (“Bed Bath & Beyond”) to pay $1,498,750 as part of a settlement of a civil environmental prosecution.This announcement was made after the settlement was negotiated by a consortium of prosecution offices, including 30 other California District Attorneys and the Los Angeles City Attorney. The judgment is the culmination of a civil enforcement lawsuit filed last month in Ventura County Superior Court claiming that more than 200 Bed Bath & Beyond stores throughout the state unlawfully handled, transported and disposed of batteries, electronic devices, ignitable liquids, aerosol products, cleaning agents, and

Alex Trebek, Legendary Host of ‘Jeopardy!’ Dies at 80 LOS ANGELES — Alex Trebek, the legendary host of “Jeopardy!” has died after battling pancreatic cancer at the age of 80. In March of 2019, Trebek announced that he had been diagnosed with stage 4 pancreatic cancer. He was optimistic and explained that he intended to work through his treatment, which he did. “Jeopardy! is saddened to share that Alex Trebek passed away peacefully at home early this morning, surrounded by family and friends. Thank you, Alex,” The game show shared on their website on Sunday morning after he passed. The show resumed its 37th season back in September after the COVID-19 shutdown and pre-recorded shows that will air through the end of the year.

PRPD Arrests Man Suspected of Throwing Rocks Through Windows STAFF REPORT PASO ROBLES — The Paso Robles Police Department arrested a 32-year-old transient man on Nov. 3 believed to have thrown rocks through windows of businesses and a county office in Paso Robles. Joel Dominguez, 32, was arrested in Paso Robles on suspicion of felony vandalism. He’s been arrested or charged with similar offenses this year, PRPD reported. Rocks were reportedly thrown through the windows of three businesses and a county office in Paso Robles, the Paso Robles Police Department reported Tuesday morning, Nov. 3. PRPD Cmdr. Caleb Davis stated that nothing was stolen

STAFF REPORT PASO ROBLES — Paso Robles Police Department makes highrisk traffic stop on Nov. 7 of the car reportedly stolen. Sometime Friday night, Nov. 6, someone burglarized an Atascadero home and stole the family car. A PRPD unit located the car parked in the Target shopping center. As the vehicle left, officers conducted a high-risk stop and ultimately arrested Jade Polky for vehicle theft. Further investigation revealed Polky might have been shopping with the victim’s credit card stolen in the burglary. Atascadero Police Department responded and booked Polky at the San Luis Obispo County Jail on suspicion of residential burglary, vehicle theft, and fraudulent use of a credit card.

ary Anne Williams joined her beloved husband, Al Williams, in eternal rest on October 28, 2020, after a brief illness. She was independent up until the end. Mary was born to Francis and Helen Zuzalek in 1930 in Hebron, Indiana, the youngest of 5 siblings. They soon welcomed twin daughters, Pamela and Paula, then completed their family with the arrival of a son, Matthew. Dad started Carburetor & Electric Co., and mom kept busy with the books. After retiring, they built their dream home on 16 acres on Painted Cave Road. They were never happier keeping busy building and maintaining their beautiful home. After Al passed away in 2004, Mary kept busy up on the hill but decided to join her daughters and grandchildren in Atascadero in 2010. Mary enjoyed a happy life in her Templeton home and relished

all the time she shared with her family. Mary never stepped out of her home without her hair, makeup and clothes just so! Mary is survived by her children Pam Contreras, Paula Coomer (Robert), Matthew Williams ( Josie), four grandchildren, five great-grandchildren as well as many nieces and nephews. Mary was predeceased by her husband, Alvin, her brothers, Frank, Edward, and Danny Zuzalek, and her sister, Martha Retz. The family would like to thank all the care providers at Ingleside by the Park in Atascadero, especially Melissa, Brooke, Molly, and Kim, for their kind and compassionate care. We also want to thank Wilshire Hospice Care and RN Cat for helping guide us on mom’s final journey. Funeral arrangements are being handled by Chapel of the Roses, and there will be no public services.

nia, to the parents of Wallace and Myrtle Darling. Bill was a preemie baby weighing a little over 2 pounds. His father stated that he could be held in the palm of one hand. He grew up a very healthy young man on the family farm located at Manning Avenue and the Golden State Freeway in Fowler, California. He graduated from Fowler High School, where he also played football. Bill attended Northwestern Bible College in Eugene, Oregon, where he met and married the love of his life, Beverly Switzer. They were married for 41 years and had three children together. In 1954, Bill was hired by

the California State Youth Authority in Paso Robles, in which he worked for the State for 26 years. After retirement, Bill worked for the North County Christian School in Atascadero for ten years, where he was the jack of all trades. While there, he taught a lapidary class where students learned about rocks and how to polish and make all kinds of jewelry. Bill was adored by his students and staff and was once honored by being named Employee of the Year. Bill also enjoyed raising pigeons and was a member and served as an officer of the Atascadero Racing Pigeon Club, where he made many good friends over the years.

Being a former Boy Scout, he enjoyed taking his family camping at General Grants Grove in the Giant Sequoia National Park, which continues to be a family favorite to this day. In 1993 Bill married the second love of his life, Emily Jane Ware. They were married for 26 years. He and Jane went on many cruises and loved traveling and visited many parts of the world together. Jane also introduced Bill to Ballroom Dancing, where they both became excellent dancers and were members of the Dance Club of SLO, performing at many contests. You could find them dancing once a week at the Madonna Inn.

Bill was preceded in death by his loving wife, Beverly, in January 1992, and his 2nd loving wife, Jane, in April 2020. Bill is survived by his three children. Lee (Saliya) Darling of Kingsburg, CA. Peggy (Dean) Compton of Middleton, Idaho. Bob (Lisa) Darling of Marana, Arizona Foster son, Kevin Terrell of Sacramento Ca. 2 stepsons, Rod and Rick Ware of Nevada, six grandchildren, and eight great-grandchildren. Bill was a sweet and kind man who will be greatly missed by family and friends. A memorial service is planned for early Spring 2021 with a graveside service at the Atascadero Cemetery.

When children express anxieties about virtual learning, some writers suggest that the best approach is to pretend that there are no uncertainties. They suggest that adults know exactly how to deal with their education. They also suggest that there are unknowns with virtual education and that to state otherwise would make the children too anxious. I believe that just the opposite is true, that being honest with children is reassuring to them. It validates what they are experiencing and acknowledges what they already know, that it is alright not to have all of the answers. Most importantly, the message

they are, believe them." For me, I entered 2020 fairly neutral, politically speaking. I believe in people. I believe in the kids, the good nature of a human being, and that the outcome will always side with truth and reason. Prior to 2020, I was not a student of the Civil War. Now, I am well-versed in the formation and actions of both the Democratic Party and Republican Party, from 1838 to the final announcement of end of slavery in Galveston, Texas on June 19, 1965. I found out my great-grandfather fought in the Civil War, with the 1st Minnesota Volunteer Infantry Regiment — a squad that is memorialized by a statue at Gettysburg. But 2020 was not just an education about the past, but an education about our present. I watched national and state leaders, like Nancy Pelosi, Chuck Schumer, Gavin Newsom, Kristi Noem, Jim Jordan, Gretchen Whitmer, Ron DeSantis, Andrew Cuomo, Alexandria Cortez, and

is that the adults in their lives are there for them and that together they will deal with whatever issues arise. The same approach of avoidance and denial have been suggested for dealing with the current political conflicts. Some writers suggested that one should engage in non-political activities, not treat things as a catastrophe and limit one’s exposure to what is going on in the world. While I can understand one being tempted to keep one’s head in the sand, you can make a valid case that if you are informed about what is going on, you are more in control than if you do not know what is going on. It is reasonable to state that any uncertainties, whether about the coronavirus, finances, health, politics, or whatever, are bound to make any pragmatic person uncomfortable. But, pretending that none of these uncertainties

exist is not a rational approach to life. Experts, such as the prolific writer in psychosomatic medicine, Dr. Franz Alexander, believed that denial and repression could adversely affect one’s health, specifically contributing to heart disease cases, asthma, arthritis, and many other conditions. I studied under Dr. Franz Alexander at Mt. Sinai Hospital in Los Angeles. As I have stated previously, I am not suggesting doom and gloom, but acknowledging that this is a time when there are many uncertainties in life and that instead of pretending that there are no issues to deal with, one should embrace their feelings, especially those of anxiety. Recognizing feelings of anger is also appropriate, just as long as you do not act out destructively, either destroying property or injuring others. The appropriate way of dealing with anxieties or anger is to share those feelings verbally,

typically with family members or trusted friends. While some writers have suggested never to discuss politics with family or friends, suggesting that you should change the subject or leave the room. I disagree with that advice, believing that reasonable individuals should be able to have discussions, with the goal of really listening and putting effort into attempting to understand the other person’s point of view. You can agree to disagree without ridiculing others without name-calling or any other actions that could be viewed as disrespectful towards others. Some helpful techniques are to repeat back to others what they have just told you until they are satisfied that you correctly understand what they have said. Another hint is to look for any common ground, areas where you can all agree. As anxious as multiple uncer-

Not just our little corner of California, but all of California and the nation. Watching what has happened over the course of 2020, I'm pleasantly pleased with the outcome of our local city election, as well as the elections in the Senate and House of Representatives races. I'm grateful for all those who voted for me this round, and I have no concrete plans for the future, but I know that we have a lot of work to do. In the meantime, hug those you love and tell them every day.

Who in Your Family First Came to America? What’s Their Story?

ho in your family first came to America? Was it your parents, grandparents, great grandparents, or generations back? What did they go through to leave the land of their birth and make it to these shores? What is their unique story? At Thanksgiving, it’s a good time to think about why your family came to America. They all had one thing in common, a strong desire for freedom. That desire was worth leaving everything and everyone familiar, worth overcoming

fear of the unknown, worth entering a world where they didn’t read or speak the language, and worth saying goodbye to parents and siblings they may never see again. The meaning of the word freedom varied for each person. Sometimes it was freedom from corrupt government, poverty, and war, or it was freedom to do what they had been denied. My ancestors on the Mayflower made the months-long voyage in a wooden sailing ship in 1620 from England and Holland for freedom to read the Bible. They were not allowed to read it and had been imprisoned for having a ‘meeting’ in their home. The cost of freedom was high: half of those who survived the journey died in the first year at Plymouth, including the parents of Priscilla Mullins, my 12th great-grandmother. Was your family ancestor a farmer from Ireland, Germany, or Sweden? Did they leave former Yugoslavia when it dissolved into

internal wars? Were they workers from Central America or Mexico? Did they escape Pogroms in Russia or persecution in pre-World War II Germany? More recently, those shackled under communism, Marxism, and any type of totalitarianism, came for freedom from overreaching governments that controlled every aspect of their lives. Ask any first-generation citizen from the former Soviet Union, Czechoslovakia, Romania, Vietnam, Cuba, or China what they risked to get here and become a citizen. My friend Iva in San Luis Obispo hiked over the Alps out of Czechoslovakia when she was 19 years old to escape the repressive limitations of communism. A brilliant musician, she knew she would never be able to attend university there because she was Catholic. She and her boyfriend, a promising young scientist, also Catholic, and his parents, each left their home

separately as if going on an errand, taking different walking routes to an agreed-upon spot to start their long trek. They took no personal items or suitcases to avoid suspicion. Iva and the family survived the weeks of hiking and made it to Vienna. From there, they came to Cal Tech in Pasadena, where he received a scholarship in aeronautical engineering. Now married with three sons, they do not take their freedom for granted. An American flag flies from their porch every day. Their story may be different from those in your family who came to the Midwest as farmers from Europe. Maybe they were steelworkers from Slovenia or Poland, seeking a better life. Or think about the young Italians who came from poor villages with no future, arriving in Templeton in the early 1900s for the freedom and opportunity to work hard, purchase small vineyards and become the first growers and

winemakers in the area. In addition to the concept of freedom from and freedom to, your ancestors and mine had something else in common. They were not people ruled by fear. They did not know all the answers, were not guaranteed success, and knew they would face obstacles. But they were determined to face hardships for the chance to reach the goal: to be masters of their own destiny with the freedom from tyranny and freedom to pursue their dreams. Our ancestors were courageous just by the fact that they came! Think of that. The fact that they broke loose from oppression, limitations, and fear and stepped forward to the future is something worth celebrating this Thanksgiving. They did it! Their story is worth telling. LETTER TO THE EDITOR Voter Intimidation Editor, I am very upset at the way the voting was handled at Atascadero Lake Pavilion, Atascadero. I voted there in person between 2 and 3 p.m. on Nov.3. I expect to be able to vote in person, which is my right, without being pressured or intimidated in any

way. The gentleman at the first table at the polling place lectured me on the use of the mail-in ballot and even told me that I needed to go home and bring it back. When I finally told him I absolutely would not drive home and pick up the ballot, he finally let me pass. However, he hand-wrote my name on a pad of paper. Why? What was that about? My husband told me he had the same problem with this gentleman.

Evidently, tea is not only something you drink, it's also something you bite and chew. It gets really confusing when you add Brits into the mix. Or, as the Aussies call them, "bloody POMS." very now and then, you hear or read something that transforms how you move through the world. I remember sitting in a Landmark Education leadership program, listening attentively, eager to absorb all that was being said about learning to live and lead a powerful life. At one point, the facilitator mentioned how restoring integrity to your word makes you unstoppable. The 70 other attendees in the room shouted back the word powerfully, “UNSTOPPABLE!” I felt a chill up my neck and the tingling of my arm hairs standing up. It’s moments

like these that are unforgettable. I knew the visceral feeling this created in me would be a reference point in my future. A few months later, I was teaching a class as an internship for Ministerial School. On the night of the first class, I taught the students to say, “UNSTOPPABLE” in unison whenever they heard me say it. We practiced a few times, and it was easy and powerful. It was unplanned, and when it happened, I had the same experience of a chill up my neck and the tingling of my arm hairs standing up. Everyone in the room felt it, and we all sat for a moment together, feeling the awe and power of being unstoppable. A few ways to cultivate an unstoppable mindset in your life: Be unwavering in your faith amid any undesirable conditions and circumstances you may face. Allow everyone, including

yourself, to be transformed in your presence. Meaning that regardless of the person you met yesterday, allow that very same person to be created fresh and new before you today. Treat people as if you are meeting them for the first time, every day. Take the mental energy spent on the story you have written about yourself and others and use it to create a world in which you would love to live. For example, the commentator, the judger, the complainer — who would you be without those voices? You would be free to create anything you want for yourself and your life powerfully. Remember that whatever people say about you is not about you — it never is. It is about them. That includes the seeming good comments and the seeming bad comments. When you get this, you will be unmoved by either of them because you believe

You may think I'm making too much commotion about all this dinner versus supper thing but I've seen it destroy households. I'm thinking of one particular "mixed marriage" where the husband, being a farmer from the Midwest, called dinner supper and the wife, from California, insisted on eating dinner. The marriage didn't last as long as the garage sale toaster someone gave them for a wedding present. (What did you expect us to get them, a complete set of sterling silver?) I knew the marriage had too much to overcome and wouldn't last and I wasn't about to invest that much money in it. In the final analysis, I think I've come up with a solution we can all live by. Forget dinner, or supper if you insist, and skip right to dessert. We all know what that is. Right? Henry Barba served in WWII but that wasn’t the case for many of his family and friends who saw the many horrors in the Pacific and Europe.

Between 1942 and 1944, Harold was in the Army and stationed in Australia. During that time, he saw combat in New Guinea

orld War II ended 75 years ago on May 7, 1945, and despite how long ago some of us may think that was, there are still some veterans of WWII who remember their time in the war as it was yesterday. Harold Lowe, 101, and Henry Barba, 107, both grew up in San Luis Obispo County and later lived only a few blocks from each other in Santa Margarita. Harold and Henry are both WWII veterans, and both have impeccable memories. The two have been great friends through their many years of knowing each other. “Henry and I are great buddies because we’re the only natives in Margarita; I think that we lived here in this county all our lives,” Harold shared. Harold Lowe was born July 17, 1919, in San Luis Obispo. He grew up with Alex Madonna, who liked to play a few pranks here and there on Harold. Despite embarrassing Harold in front of the entire girls’ locker room, the two remained close friends until Madonna died in 2004. Lowe was in one of the first drafts and only 21 at the time. Which he was always a little suspicious of since his ex-girlfriend was on the draft board, and it was not a happy breakup! But looking back, he said she was a lovely girl, and he might have brought it upon himself! Luckily though, Lowe soon met the love of his life, Virginia “Ginny” Mae Cheda of San Luis Obispo. Ginny stayed by his side throughout the entire war, and the two were married on July 1, 1944, just a few days after he got returned home. They’ve been married 76 years and counting! Lowe was sent to Fort Lewis, Washington, for boot camp and was enlisted with the 162nd Infantry. After the Pearl Harbor Attack in 1941, he was deployed on March 1, 1944. Along with the 641st Tank Destroyer Battalion and 41st Reconnaissance Troop, the groups left the Brooklyn Navy Yard and sailed for the Pacific through the Panama Canal heading for Australia. The troops arrived in Melbourne, Australia, on April 9, 1944. Later they were moved to a camp outside of Seymour, AUS. Lowe laughed as he described the camp as more of a sheep field where they pitched a tent. For a while, the American and Australian troops got along, but after more Australians were fighting overseas, the Aussie women were getting more friendly with the Americans. Let’s say it didn’t go over very well with Aussie soldiers. Tension grew between the two troops, but reality hit everyone when they finally shipped out and moved into New Guinea. “When we were in New Guinea, we were fighting two people—We lost over 50% of our men within a couple of weeks,”

Lowe recalled. Along with fighting their mutual enemy, the Japanese army, the troops battled various diseases, including malaria. Lowe contracted malaria and was eventually sent home after being overseas for 28 months. After a long trip back home and some trouble with rotten tomatoes, Howard finally made it back to his beloved Ginny. They married just a few days later. The couple had two children, Pattie and Jim, born in 1946 and 1947. Howard decided to leave the army behind him and become a carpenter for roughly 35 years. He built his own house in Santa Margarita and even helped build the infamous Madonna Inn. If you thought Howard’s memory was good, let me introduce you to his friend Henry Barba. Barba was born 107 years ago on October 19, 1913, in a home that still stands in Santa Margarita. But for the first two weeks of his life, he was known as Everett until his mother changed her mind. Barba’s parents were Mauricio Barba of San Luis Obispo and Catherine Walters of Arroyo Grande. The two married and built their home in Santa Margarita on five acres in 1900. Henry Barba was one of seven surviving children. His parents buried six children, including Henry’s twin sister Henrietta who died during infancy. Like most in the area at the time, Barba grew up farming and ranching. As a young child, Barba worked on the Santa Margarita Ranch. He helped Freddy Higuera (yes, the same family as Higuera Street in SLO) put leather collars on the 10 and 20 mule teams which pulled the harvesters. In 1936, Barba, his cousin Juaquin Miller and a friend filled a large barn (also still standing) to the top with hay. That’s a successful hay season! Barba met his future wife, Jesse Hampton, when they were kids. Jesse’s family owned a large ranch near the Rinconada Mine. Being six years Jesse’s senior, Barba would joke with her brother that one day he would marry Jesse, take over the family ranch, and throw the rest of the family off it! Barba did end up marrying Jesse, but instead of taking the family ranch, they had one child together, a son named Raymond Barba, born December 14, 1941. Henry Barba comes from a long line of military men, going back as early as the Civil War. Many died in action and are buried in many Central Coast Cemeteries. And in 1940, it was Barba’s turn to follow in the footsteps of the men before him. In 1940 Barba was drafted into the U.S. Army. When he heard he was drafted, it was no surprise. All he thought was, “Well,… this is it.” Then Barba headed to basic training at

Camp McQuaid in Watsonville, CA. He was assigned to the 250th Coast Artillery Battery G, also known as the Glamour Boys, and off he went to Kodiak Island, Alaska. Despite the cold, life in Kodiak wasn’t so bad. The troops lived in tents, but coffee was always hot, and they got three square meals a day. But Barba came from poverty. He was lucky to get one, sometimes two meals a day. His family didn’t take assistance or food stamps. So for someone who came from hardships like that, camp life wasn’t so bad. In 1941 it was declared that anyone ages 29 and older were to be sent back to Seattle and discharged. Barba just missed the cut being 29 years old at the time. However, it turned out that it did not matter because, on December 7, 1941, Pearl Harbor was bombed. When the war finally ended in Europe, Barba felt happy and proud. When the war ended in the Pacific, where his brothers and friends were stationed, he was elated. Henry Barba made it through WWII unscathed. But that wasn’t the case for many of his family and friends who saw the many horrors in the Pacific and Europe. One friend, Joe McKuzick, a Santa Margarita native, survived the Bataan Death March. Barba’s grandson Daniel Barba remembers hearing Joe talk about the horrors of the march. And another Santa Margarita friend, Frank Oster, who made it back from Europe. But two boys from the Pozo area did not come back alive. Charles R Vaca, CPL 363 Infantry, April 19, 1923 - July 9, 1944, and David L Vaca, PFC 363 Infantry, August 10, 1923 - September 14, 1944, both died at the age of 21 in Sicily right before the end of WWII. They are buried in the Santa Margarita Cemetery, but their story still remains a mystery. No one knows who they were or how they died. It is not very often you get to speak to people like Harold Lowe and Henry Barba. They have seen the country in some of the best times and also the worst. Incredibly, they remember it all. Every date (month, day, and year mind you), they remember what it felt like and all the people that were around them during that time. It truly was a privilege to be able to tell the stories of Lowe and Barba. Many of us take people like them for granted these days. And I hope that even after Veteran’s Day, we can appreciate people like Harold Lowe and Henry Barba a bit more. The full story can be read in the November issues of Colony and Paso Robles Magazines. All I can say is thank you very much,” Fonzi II said before recalling serving in Iraq with his son and thanking his wife. “I just want to say the hardest job in any military service is being a military wife and I want to give special thanks to my wife, Roberta. It is very lonely out there but you always know there is someone back home who is holding it all together. It has been a privilege to be your husband.” Fonzi II is a retired US Army Lt. District 4’s current Councilman Fred Strong earned re-election with 61.95% of the vote while challenger Jacob Allred had 38.05%. The City of Paso Robles Treasurer had only one candidate running, Ryan Cornell, who received 100% of the votes. The Paso Robles Joint Unified School District had 12 people vying for the four open seats. As of Friday, Dorian Baker with 13.11%, Chris Bausch with 12.59%, and Jim Reed with 12.14%, had secured seats on the board. Williams with 9.35% held a narrow lead over Cogan with 9.19%. As for Measure J-20, Paso Robles 1% Sales Tax passed with 56.33%.

As of 5:16 p.m., Monday, Nov. 9, current Atascadero Mayor Heather Moreno will retain the seat with 43.71% of the vote, Jerry Tanimoto was in second with 33.16%, and Josh Donovan with 23.13%. Incumbent Charles Bourbeau and challenger Mark Dariz won the two City Council seats with 27.88% and 24.95% of the votes, respectively. Tori Keen was third with 22.59%, followed by Nicholas Mattson with 18.42%, and Bret Heinemann with 6.15% of the vote. Dariz saw his lead grow to 568 votes over Keen with 443 ballots remaining. The Atascadero Unified School District School Board has three seats open, and all three incumbents, Mary Kay Mills with 26.49%, Terri Switzer with 26.02%, and Corrine Kuhnle with 24.86%, will continue on the board. Newcomer Vy Pierce came in at 22.63%. As for the measures, Measure D-20, Atascadero’s 1% Sales Tax

Fonzi’s military service includes multiple combat tours in Vietnam and Iraq with various assignments during the Cold War, including duty with Army Special Forces and as a liaison to Israeli Army intelligence officers. Since his retirement in 2006, he has been employed as a consultant for SRI International, an affiliate of Stanford University. Fonzi II is recognized by the State of California as a specialist in counterterrorism, disaster management and other issues regarding Homeland Security. Fonzi holds multiple degrees, including a master’s in International Relations from the University of Southern California. a concept design, as well as escalating construction costs for this type of work.” Tuesday night, City staff brought the Mall Plaza’s final designs, and due to the costs above budget, prepared a bid analysis that included all bid items costs from all the contractors. This was done to see if any small bid items may have disproportionately affected the cost. The City found that the bid would not come down significantly without design revisions and presented those five options to the Council. The options included removing the pergola from the center of the space, substituting concrete with asphalt, replacing the proposed low concrete seat walls along the northern perimeter (between La Rosa’s and the project), substituting stamped concrete from brick pavers to match the downtown aesthetic and eliminating a small decorative fence separating the businesses on the north side from the Mall Plaza. After much deliberation, the Council agreed to remove the seat wall, which would have run around the planters, in favor of benches and all removing the fence that would sit along the North perimeter and

replace it with easily removable bollards. Removing the seat walls is estimated to save around $75,000, while the fence would save $15,000. Initially, the Council was split on whether or not to use brick pavers or stamped concrete. Mayor Heather Moreno, Councilwoman Roberta Fonzi, and Councilwoman Heather Newsom favored preserving the brick look that would bring together the downtown and require no upkeep. Councilmembers Charles Bourbeau and Susan Funk initially favored the stamped and painted concrete that would save from $30,000 to $45,000 but converted without much convincing. The project went out to bid on Aug. 7. Eight bids came in, with the top two coming from local construction companies, Kirk Construction and Wysong Construction Co. Kirk Construction provided the lowest total bid at $819,344. According to the City of Atascadero, the additional $616,700 will come out of the City’s remaining Parkland Impact Fee’s fund, which currently has around $700,000 remaining. The City Council also approved the final draft plan for the new Housing Element and will file before the end of the year.
