TUSD Targeting Nov. 30 to Reopen All Schools Hybrid plan will be presented to trustees on Oct. 22 By BRIAN WILLIAMS brian@atascaderonews.com TEMPLETON — Templeton Unified School District trustees made it clear with a 5-0 vote Thursday night it will begin hybrid instruction at all grades on Nov. 30. What was not clear to parents and TUSD staff is precisely how that will look, and the majority of questions and concerns from staff and residents during public comment centered on this. TUSD Superintendent Aaron Asplund did not provide specific details on a hybrid plan but said it would be brought back for board approval on Oct. 22. Some people questioned beginning hybrid at all of the schools on the same day. The District had previously stated it would bring middle school and high school students back in January at the beginning of the second semester. The consensus from TUSD’s board for changing course was that they needed to do it sooner rather than later. If Templeton Middle School and Templeton High School begin hybrid learning on Nov. 30, students would be in this model for two weeks and take finals in the third week before going on their winter break. School districts in much larger neighboring cities, Atascadero and Paso Robles, are starting hybrid learning for secondary schools in January to allow for less disruption for the teachers and students due to extensively revising the master schedule so close to the end of the semester. By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — For Atascadero residents, it is impossible not to notice the construction that has taken over the downtown area as the city slowly works its way through its metamorphosis amid the pandemic. The Atascadero News reached out to the Z Villages Development Company to
find out what we know is coming and when we can start to utilize the new buildings that are already part of the Atascadero skyline. Under construction across the street from the Sunken Gardens, the La Plaza Project broke ground early in 2019 and is now taking shape as the bricks have started being laid. The name La Plaza is inspired by the first set of buildings that the town’s founder, E.G. Lewis, erected in the early 1900s that served
as one of California’s first enclosed shopping malls. In 1917, when the original La Plaza building was finished, it not only serviced the people of Atascadero by providing a vibrant hub of retail but also included residential living on the upper floors, which is something Z Villages is hoping to recreate. “We have two buildings. Building B and Building A,” Z Villages CEO Max Zappas said. “Building B is the smaller building next
to the tunnel that goes under the freeway. You can see brick going up on that building already, a lot of the roofing materials are up there. We are just about to begin drywall.” Building B also contains the clock tower that will have two faces. McPhee’s Canteen and Quality Meats is opening Oct. 20 at 3070 Limestone Way in Tin City, the evolving industrial makers market, south of Paso Robles. It is next-door neighbors with Etto Pastificio. The new eatery is the brainchild of McPhee’s Grill owner-chef Ian McPhee and son Max McPhee. The space has sleek, industrial lines with a roll-up front door, a spacious open kitchen,

two large wood-fired pizza ovens, and a large patio with a dramatic rock waterfall. “It’s got success written all over it,” said Ian as they were hashing out the menu that will feature some items from McPhee’s Grill down the road in Templeton.
McPhee’s Canteen will be more casual than McPhee’s Grill’s fine-dining experience but still feature the same high quality, locally sourced produce and meats that the Grill prides itself on. “Before they ( T in Canteen) did table service,”

Race for the Printery STAFF REPORT ATASCADERO — The Atascadero Printery Foundation will be hosting the Race for the Printery virtual fun run event beginning Oct. 18. The event will include a variety of virtual run/walk races and cycling races that participants can complete anywhere they like on their own schedule between the dates of Oct. 18 and Oct. 25. Registration is open now at www. racefortheprintery.com. From casual walkers/runners to serious athletes, this is a great way to help the community. Complete the Race anywhere you like, any time you like between Oct. 18-25. The Race for the Printery is a virtual walk, fun run through marathon and bicycle race to benefit the Atascadero Printery Foundation’s mission to reclaim, rehabilitate and repurpose one of Central California’s oldest architectural landmarks, the historic Atascadero Printery Building. The building, built in 1915, has been vacant since being damaged in the 2003 San Simeon earthquake. A group of concerned citizens purchased it in 2015, the genesis of the Atascadero Printery

The Race for the Printery consists of a virtual fun run/walk, 5K and 10K run/walks, a half-marathon, full marathon and three different bicycle races. All participants will receive an emailed certificate upon completion of each Race and the top-three finishers in each Race will receive prizes (TBA). ATASCADERO — The Wayne Cooper Memorial Lighthouse Golf Tournament was held Saturday afternoon at Chalk Mountain Golf Course and had a record-setting day by raising over $20,000, more than double the amount the event has raised in any of the previous years. The Lighthouse, which has worked in partnership with the Atascadero Unified School District and the Greyhound Foundation since 2012, is dedicated to and provides programs for overcoming addiction through awareness, prevention, intervention, and education and is funded through donations for local community members as a nonprofit organization. The event, which was composed of 145 golfers, featured many ways for participants to win money and prizes with closest-to-the-pin challenges, long-drive competitions and a special new feature this year that awarded one lucky
winner, Josh Meyer, $1,000 in the ball drop. The Lighthouse tournament was divided into two flights for the competition, which resulted in two winning teams. The winners of flight one were the four-person team of Fred Smith, Alex Stephenson, Taylor Brard and Scott Tomlin. The winners of flight two were Mike Fredrick, Leonard Sutherland, Scott Pippin and Jack Delore. “We are so fortunate to live in the community that we do,” Atascadero Greyhound Foundation board member DJ Pittenger said. “People have open hearts and open wallets, and they care a lot about this cause. I think everybody has been touched by it in some way or another.” Over the years, the fundraiser has brought in an average amount of around $4,000. This year, thanks to over 100 individuals and businesses who sponsored the event, ball drop, carts, gift bags and closest to the pin, the Lighthouse was able to have the record-breaking day.

STAFF REPORT PASO ROBLES — Park Cinemas reopened its doors on Friday, Oct. 9, and is showing five movies on the big screens after being closed due to guidelines put in place to stem the spread of COVID-19. John Roush and his adult daughters Catherine and Jennifer recently started a GoFundMe campaign to help save the iconic Downtown Paso Robles movie theater that has been for all but a couple of days of the past six months. The campaign has raised nearly $18,000 since being started Sept. 7. Roush and his wife built Park Cinemas from the ground up. It opened in December of 1997. Catherine and Jennifer are now its co-owners and John remains on as CEO and mentor. San Luis Obispo County moved into the red Tier 2 of the Blueprint for a Safer Economy in late September and in doing so, more businesses such as movie theaters were allowed to reopen with modifications. Indoor movie theaters in the county can reopen, with auditoriums at 25 percent capacity or 100 people, whichever is fewer. Park Cinemas is following the CinemaSafe COVID-19 guidelines, which also adheres to all CDC, state and county regulations. Every other row of seats is blocked off and seating is limited in the open rows.
Plexiglass is placed along the concession stand. Masks are required for staff and for people coming to watch a movie. A supply of masks is available for moviegoers who do not have one. After each film, seats are sanitized. Park Cinemas has an app where people can view movie times and purchase tickets. Before reopening, Park Cinemas posted a thank you to the community on its Facebook page. “We want to thank you — everyone in our community and who has been a part of our family here at Park Cinemas! Your kindness and support with helping during this time has been incredible and more than we imagined. The kind messages of support and sweet wishes from all of you have been overwhelming to say the least. SLO Food Bank Recognizes the Community Foundation San Luis Obispo County for its Tremendous Support STAFF REPORT SAN LUIS OBISPO — SLO Food Bank celebrated the Community Foundation San Luis Obispo County’s Disaster Support Fund, a fund providing economic relief to nonprofits in the region working diligently to ease suffering and minimize the impact of loss during the challenging times. To date, the SLO Food Bank has been the recipient of $54,000 of Disaster Support Funds, which resulted in 378,000 additional meals to offer those we serve through neighborhood distributions and agency partners. The rate of hunger has more than doubled in our County since the beginning of the year, and some people have found themselves relying on the SLO Food Bank for the first time in their lives. At the onset of the pandemic, the SLO Food Bank experienced
an increase in food distributions by 370%, quickly depleting our warehouse’s inventory from a steady 6-month reserve to only seven weeks’ worth of food. The Community Foundation was quick to offer COVID relief funding. This initial contribution allowed us to meet the growing demands for food and strengthen the safety net cast out to those in need. In June, when the Mid-State Fair was canceled, the SLO Food Bank found themselves facing a possible reality of zero protein from this important event. Typically, the Fair Meat accounts for 35% to 40% of the annual protein inventory. The Community Foundation was quick to form the James W. Brabeck Youth Legacy Fund. This Fund established the Buyer’s Coalition that made it possible to purchase livestock

from 4-H and Future Farmers of America students and secured the Fair Meat for donation to the SLO Food Bank. The processing of the meat, which can be costly, was the next hurdle to surmount. Thankfully, the Community Foundation and the Disaster Support Fund came to our aide again, by awarding us a generous grant to cover the costs of processing the protein. If not for the Foundation’s generous donors and community partners providing the strength behind the Disaster Support Fund that fueled these charitable contributions, the SLO Food Bank and many other nonprofit organizations would find it difficult to meet the needs of those they serve completely. These are defining times, and the Foundation continues to rise to meet the challenges of the day with great distinction.

Atascadero Elks Lodge Donates Gratitude Grant to Templeton Recreation Department STAFF REPORT TEMPLETON — Templeton Recreation Department received a $2,500 Gratitude Grant from the Atascadero Elks Lodge at an outdoor awards ceremony on Sept. 15. Monies received will be used to provide youth sports scholarships for families needing assistance and equipment. Elks Lodge Gratitude Grants are used to support local activities. Templeton Recreation Department thanked Atascadero Elks Lodge Grant Chairwoman Esta Anderson and Treasurer Kris Pimentel for reaching out to discuss their needs and for writing the grant. Special thanks to Exalted Ruler Marty Durrett for her support of the project. “We are overwhelmed with gratitude for the generosity of the Atascadero Elks Lodge and would like to thank them for their dedication to the youth in the community. These funds will pay for 25 children to participate in programs they would otherwise be unable to play in, and that is a tremendous gift both to us, and more importantly, to the kids”, said Templeton Recreation Supervisor Melissa Johnson. Templeton Recreation is offering Youth Soccer Pod Play compliant with local and state guidelines. Children are learning individual skill development outdoors. Housing for the Harvest Program Expands to San Luis Obispo County STAFF REPORT SACRAMENTO — The California Department of Food and Agriculture (CDFA) on Wednesday, Sept. 30, announced that the counties of Sacramento and San Luis Obispo are the latest to participate in Housing for the Harvest, a program announced by Governor Gavin Newsom in July to provide temporary hotel housing options for farm and food processing employees to self-isolate if they are COVID-19 positive and do not require hospitalization, or have been exposed and cannot properly self-isolate at home. Ten counties are now participating in Housing for the Harvest — Sacramento, San Luis Obispo, Kern, Madera, Kings, Riverside, Tulare, Santa Barbara, Fresno and San Joaquin. The state is securing hotel rooms in participating counties, with local governments identifying administrators to manage the program and local community organizations to provide additional services, like meals, wellness checks and in-language assistance. Local administrators will serve as a point of contact for eligible workers. Local administrators of the program can include a county or city agency, a Native American tribe, a non-profit organization, or a philanthropic organization.
“We are very pleased to welcome Sacramento and San Luis Obispo counties to this program,” said CDFA Secretary Karen Ross. “Housing for the Harvest is an example of how the state and local partners are collaborating creatively to meet the challenges of the pandemic and protect our agricultural workers, their families, and public health.” Housing for the Harvest will ultimately be made available statewide and provide opt-in housing support for any interested counties or regions. California has received FEMA approval for this program during the COVID-19 pandemic and will seek federal reimbursement for 75 percent of hotel costs.

Paso Robles Police Department Awarded $42K Grant from the OTS STAFF REPORT PASO ROBLES — The safety of everyone traveling is the focus of a grant awarded to Paso Robles Police Department. The $42,000 grant from the California Office of Traffic Safety (OTS) will assist in Paso Robles Police Department’s efforts to reduce deaths and injuries on Paso Robles roads. “These are trying times, and now more than ever, it is important that we are at the forefront of traffic safety,” Commander Caleb Davis said. “This funding allows us to educate and enhance the safety of all residents.” The one-year grant is for the 2021 federal fiscal year, which runs from Oct. 1 to Sept. 30, 2021. The grant will fund a variety of traffic safety programs, including: • Patrols with emphasis on alcohol and drug-impaired driving prevention. • Patrols with emphasis on awareness and education of California’s hands-free cell phone law. • Patrols with emphasis on the
education of traffic rights for bicyclists and pedestrians. • Patrols with emphasis on awareness and education of primary causes of crashes: excess speed, failure to yield, failure to stop at stop signs/signals, improper turning/lane changes. • Community education presentations on traffic safety issues such as distracted driving, DUI, speed, bicycle and pedestrian safety. • Officer training and or recertification: Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE) and Drug Recognition Expert (DRE). “Through education and behavior changes, we hope to create an environment that is safe and equitable for all road users in our community,” Commander Caleb Davis. Cal Poly Aims to Improve Health Equity Through New Institute STAFF REPORT SAN LUIS OBISPO — A group of Cal Poly faculty members aims to create the Cal Poly Institute for Community Health Training and Research to work with community partners to mobilize a social movement to improve community health and promote health equity in California and beyond. The project, led by Professors Suzanne Phelan and Marilyn Tseng of the Center for Health Research and the Department of Kinesiology and Public Health, will include faculty from all six colleges at Cal Poly. The program is inspired by the Jamkhed Comprehensive Rural Health Project, which was founded in 1970 in the Indian state of Maharashtra to bring healthcare to rural, low-income and marginalized citizens. Today, the Jamkhed CRHP provides services that impact 500,000 people in the state annually. The Jamkhed Model includes working with community health advocates to identify and address health concerns within their communities, providing training to enhance advocacy skills, and providing evidence-based tools for community change. The plans for the Cal Poly project include a mobile health team to provide healthcare and connect the community with resources as well as a robust research and evaluation program to continually improve the program and inform its impact. In its first year, the project will be piloted in a local community still to be determined, with students and community-nomi-
nated residents being trained to serve in the health advocate role. The research team will also be focused on evaluating its training programs and designing and expanding curriculum related to health advocacy and ambassadorship. The Women and Infants Mobile Health Unit, a partnership between Cal Poly’s Center for Health Research and the SLO Noor Foundation, will also support the program through its healthcare and medical services offered to women and infants who lack access to care. “Looking toward the future, we hope that this initiative and Cal Poly can serve as an example to other universities or communities that are interested in launching their own projects,” Phelan said. “Reducing health inequities in our community is crucial, and the experience our students and community members will gain will be vital in this effort,” said Renee Reijo Pera, Cal Poly’s vice president for research and economic development. The project is funded through the university’s Strategic Research Initiatives (SRI) program, a partnership including Academic Affairs, Research and Economic Development, and University Development. The SRI program identified proposals from Cal Poly faculty and staff that addressed problems facing the Central Coast, California, and the world, which also emphasized the role of undergraduate and graduate student research experiences. 2019 Crop Report: San Luis Obispo County Agriculture Reports Second-Highest Value Year on Record STAFF REPORT SAN LUIS OBISPO — Despite a drop of 5.5% from the previous year, 2019 was still a good year for San Luis Obispo County’s agriculture industry. The County Department of Agriculture/Weights and Measures released the 2019 crop report on Tuesday, Sept. 22, for the local agricultural industry. The agricultural industry in San Luis Obispo County continues to be a major contributor to the County’s economy. The overall crop value recorded for 2019 was $979 million, falling from the recordhigh amount tallied in 2018. Despite the 5.5% decrease from the previous year, 2019 still marked the second-highest annual crop value on record for San Luis Obispo County. This figure represents only gross commodity values and does not reflect net profits received by local agricultural producers. Also, reported values do not include multipliers related to secondary economic benefits. The top 10 commodities by value in 2019 were: 1. Strawberries 2. All Wine Grapes 3. Broccoli 4. Avocados 5. Vegetable Transplants 6. Cattle and Calves 7. Cauliflower 8. Cut Flowers 9. Head Lettuce 10. Lemons Accounting for 28% of the County’s overall crop value, strawberries took the top rank in 2019, overtaking wine grapes for the first time since 2015. Strawberry acreage remained stable, but prices for both fresh and processed strawberries pushed the value to $271,431,000. The value of wine grapes fell by 8% with consis-
tent bearing acreage. An oversupply of wine grapes contributed partially to the decline in value, leaving some lesser quality fruit unharvested. Wine grapes ended the year with an overall value of $254,273,000. The animal industry saw a decrease in overall value ending the year at $41,073,000, a reduction of 15%. This can be attributed to the lingering impacts of drought, pushing ranchers to sell fewer cattle in an effort to rebuild herds. The number of head sold during 2019 was down 18% to 36,765. The vegetable industry ended the year with a 5% decline in value and a 7% decrease in harvested acres. Collectively, all vegetable crops account for over 22% of the County’s total crop value. Field crops ended the year with a significant 29% increase over 2018, ending the year at $24,180,000. Both prices and yields for the various field crops were generally higher for the year. Additionally, due to the 2018 Farm Bill’s passage and growers’ ability to produce industrial hemp, 2019 marks the first year where industrial hemp is included in the annual crop report. Nursery products have remained relatively stable over the past three years, with growers seeking new markets, shifting production, and adapting to varying demand for cut flowers, ornamental plants, and transplants. The nursery industry ended the year with a value of $80,556,000. “Due to many factors such as supply, demand and available markets, agricultural values will vary from year to year and although we saw a slight decline in overall crop values in 2019, the agricultural industry remains a strong and vital segment of our local economy”, according to Martin Settevendemie, Agricultural Commissioner/Sealer. County of SLO Names New Airports Director STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County will soon have a new Airports Director to oversee and direct activities at San Luis Obispo County Regional Airport and Oceano Airport. Courtney Johnson, who has served as the County’s Airports Deputy Director since January 2019, will serve as interim director starting Oct. 10 following the departure of current Airports Director, Kevin Bumen. The County Board of Supervisors will consider Johnson’s permanent appointment at its Oct. 20 meeting. “Courtney has been instrumental in charting airport strategic direction since joining the department’s executive team,” said County Administrative Officer Wade Horton. “I look forward to what the future holds under Courtney’s leadership.” In her new role, Johnson will manage a budget of $9.1 million and a team of 20 fulltime employees at the San

State Releases COVID-19 Rules for Private Gatherings STAFF REPORT SAN LUIS OBISPO —The California Public Health Department released updated guidance for private gatherings. The guidance outlines rules for private gatherings that bring together people from different households at the same time in a single space or place. It focuses on attendance, location, behaviors, singing, chanting, shouting and live music. Anyone planning
to host or participate in a private gathering must comply with the following requirements: 1. Keep it outside. 2. Keep it small (no more than three households present at one time). 3. Don’t attend if you feel sick or are in a high-risk group. 4. Practice physical distancing and hand hygiene. 5. Wear a face covering to keep COVID-19 from spreading. 6. Keep it brief.
“Many of the most recent cases of COVID-19 in SLO County have been traced to holiday celebrations, family parties, and other social gatherings,” said Dr. Penny Borenstein, the County Health Officer. “The safest way to gather is to spend time with people in the same household or to gather virtually, but if you choose to host or attend a social gathering, please be sure to follow the rules laid out by State health officials.” This State guidance provides

an updated plan for Californians to gather outside their household and replaces the March 16 and prior gatherings guidance. It applies to private gatherings, and all other gatherings not covered by existing sector guidance are prohibited. Gatherings are defined as social situations that bring together people from different households at the same time in a single space or place. The risk of COVID19 transmission increases when
people from different households mix. The State’s updated guidance and other guidelines can be found online at ReadySLO.org. PRPD Awarded Grant to Improve Traffic Data Reporting

PASO ROBLES — Paso Robles Police Department received a $24,800 grant from the California Office of Traffic Safety (OTS) to streamline processes to collect and report traffic data. “Accurate and timely data is critical to the safety of our roads,” Commander Caleb Davis. said. “This funding will help paint a clearer picture of our biggest traffic safety issues.” “This program is new for 2021 and is an effort to improve how quickly crash data is collected and reported,” OTS Director Barbara Rooney said. “High-quality safety data is critical. It’s used to determine the nature of our road safety problems and it informs our actions in how best to address them. We are happy to provide local agencies with the necessary tools to develop or enhance their electronic traffic reporting systems.” Grant funds will be used to: • Develop a new, or update an existing, electronic crash reporting system with software that can submit data to the California Highway Patrol’s Statewide Integrated Traffic Records System (SWITRS). • Develop an electronic citation system. The grant program runs from Oct. 1 to Sept. 30, 2021. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
SAN LUIS OBISPO COUNTY — Congressman Salud Carbajal (D-24th District) issued the following statement Tuesday, Oct. 6, after learning he tested positive for COVID-19: “After discovering I was exposed to an individual who tested positive for COVID19, I took an initial COVID-19 test, which came back negative. Following the negative result, I was instructed to quarantine for 14 days and self-monitor for symptoms. “After I began to experience mild symptoms, I was instructed to take another test today by the Attending Physician, which resulted in a positive. I will continue to monitor symptoms and carry out my duties virtually. “The vast majority of my staff has been working remotely and are not at risk. Staff members who I did interact with have been tested and are negative or are pursuing a test. “I hope this serves as a reminder of how easily this virus can spread. I followed every precaution, including wearing a mask, social distancing, and hand-washing and, unfortunately, was still exposed. It is incumbent on every single one of us to take careful precautions in order to protect the health and safety of those around us. “Thank you for the well wishes, I look forward to returning to the Central Coast as soon as I am able.”

Cleanup to Begin at Midtown Restoration Site in the Community of Los Osos STAFF REPORT SAN LUIS OBISPO — The County of San Luis Obispo will begin a multi-departmental effort next week to relocate unsheltered community members living in an unauthorized encampment in Los Osos. The County will then clean and restore the site to protect natural habitat resources, as required by regulatory agreements. Starting Oct. 8, the County began notifying those living on the Midtown parcel near the Los Osos Library of the requirement to vacate the site. County staff will continue current efforts over the next two weeks to connect unsheltered community members with supportive services to help them transition away from the Midtown site. Unsheltered community members will also be provided with COVID-19 testing opportunities, sheltering options, and medical and nutritional benefits. The County will store any left-be-
hind personal property for their subsequent retrieval. “We are sensitive to the complex issues associated with relocating those in the encampment,” said County Second District Supervisor Bruce Gibson. “We are doing our best to address numerous public health and safety issues with empathy and compassion and in accordance with recent case law, while meeting our obligations to state and federal agencies to protect natural resources at the Midtown site.” During the state and federal permitting process for the Los Osos Wastewater Project, the County agreed to restore the site and permanently protect it. Since 2012, County restoration staff and biologists have worked to restore native plant species, control erosion, remove weeds, and create designated pathways for safe public access. SLO County District Attorney’s Office is Adding a Courthouse Dog STAFF REPORT SAN LUIS OBISPO — San Luis Obispo County District Attorney Dan Dow announced Wednesday, Oct. 7, that the San Luis Obispo County Board of Supervisors unanimously approved the implementation of a Courthouse Dog Program for the District Attorney’s Office Christopher G. Money Victim Witness Assistance Center. The District Attorney’s Office began working on developing this innovative program several years ago to provide distressed crime victims and witnesses exceptional emotional care, a stronger sense of security, and enhance supportive services during both the investigation process and prosecution of criminal cases. “Our new Courthouse Dog will provide lots of needed love, emotional support, and attention to many survivors of crime while they are experiencing the not-so-fun aspects of the justice system,” said District Attorney Dan Dow. “We are excited for the November arrival of our new canine member of the DA family.” In the wake of recent budget cuts, this innovative service for victims would not be possible without the generosity of the Lucille Brughelli Trust and the San Luis Obispo County Sheriff ’s Advisory Foundation.
“The Sheriff ’s Advisory Foundation is pleased to be able to provide funds for the Courthouse Dog Program that incorporate a highly trained dog to provide unmatched emotional support for the victims of, and witnesses to, crime during the investigation and prosecution of criminal cases,” said Chuck Houck, Sheriff ’s Advisory Foundation Chair. “With the continued growth of our county and the financial effects of the COVID-19 shutdowns, there is not enough money available to provide all of the sophisticated, costly and updated equipment, personnel, and training our local law enforcement need. Deputies Arrest Suicidal Cambria Man Threatening to Kill Family, Police STAFF REPORT CAMBRIA — A Cambria man was arrested Oct. 5 after reportedly threatening to kill himself, police and his mom, according to the San Luis Obispo County Sheriff ’s Office. On Oct. 5, SLO County Sheriff ’s deputies responded to a call regarding a suicidal subject in the 3200 block of Bradford Circle in Cambria. Witnesses reported seeing 36-yearold Adam Helyar inside his Cambria residence covered in blood and making threats to harm law enforcement officers. A few days prior, Helyar had threatened to kill his mother, who also lived at the residence and had made statements to her about ambushing and killing law enforcement officers.

When deputies arrived, they were aware this could potentially turn into a suicide-by-cop situation. Helyar was seen throwing items, including wooden chairs, down an embankment in the back yard. Helyar was also wearing a T-shirt with the handwritten words “Cop Killer” on it. Deputies set up a perimeter around the residence. Recognizing that Helyar was going through a mental health crisis, the deputies began negotiat-
ing with Helyar. He continued going in and out of his home during the negotiations. At one point, Helyar refused commands to show his hands and began running toward the deputies. At that time, deputies shot less-lethal bean bag rounds at Helyar, striking him. Helyar ran back inside his residence, came back out and returned to where the deputies were located. He again refused commands to show his hands and began yell-
ing obscenities at the deputies. Helyar had access to multiple weapons nearby, including a pellet gun that resembled a handgun, two machetes and an open folding knife. Deputies surrounded and subdued Helyar. A deputy accompanied Helyar as he was transported by ambulance to be medically cleared. At this time, the deputy stated Helyar made threats to kill the deputy and the deputy’s family. Once Helyar was medically cleared at the hospital, he was booked into the SLO County Jail. Helyar was arrested on suspicion of resisting a law enforcement officer and threatening a crime with the intent to terrorize. Helyar is receiving mental health care while in custody.

Paso Robles Police: Man’s Body Found in Salinas Riverbed STAFF REPORT PASO ROBLES — The body of a man found dead early Saturday morning, Oct. 10, in the Salinas Riverbed has been identified, according to the Paso Robles Police
Department. The dead man was identified as Daniel Romo, 26. Police have notified the next of kin. Police said there were no signs of foul play. According to PRPD, a transient near the
Salinas River contacted police at 4:08 a.m. Saturday to report a body in the riverbed. Officers responded to the area and retrieved the body. An autopsy will be conducted to determine the cause of death.

eeping with the theme of sharing our Family Traditions, Halloween is one of our all-time favorites! Spooky decorations fill our home; pumpkin carving leads to roasting salted seeds that get stuck in our teeth and, of course, picking out fun costumes. Due to COVID-19 restrictions, this year’s plans to enjoy our annual outings have changed a bit, but one that we get so excited about each year remains! their annual Halloween Spooktacular! He shared with me that he started working on this year’s event back in March, “erecting a mini ghost town with all the lights, sights, and frights that folks like to see.” This year due to the pandemic, they will not be giving out candy; however, we can all still enjoy the spooky sights in true 2020 fashion by driving by. Mark did say there is plenty of room for parking for those who want to walk up and experience it in person. It is advised to follow state

Cue the ballot harvesting! Rather than designating, for example, a family member to return a vote-by-mail ballot, the bill allows for any person to collect and return any number of filled out ballots. In April of this year, President Donald Trump tweeted, “Get rid of ballot harvesting, it is rampant with fraud,” and in May, “There is NO WAY…that Mail-In Ballots will be anything less than substantially fraudulent. Mailboxes will be robbed, ballots will be forged & …fraudulently signed. The Governor of California is sending Ballots to…anyone. Left-leaning media outlets, however, purport quite the opposite. CNN published a “fact-check” article in May addressing these statements, stating as a fact “there is no evidence to back up…widespread ballot theft or signature forgery across California.” It went on to say, “mail ballot
fraud is exceedingly rare,” “instances of voter fraud from mail-in ballots… is nowhere near a widespread problem,” and “non-citizens…are explicitly not permitted to register to vote in federal elections.” If this is a fact, then why then did the DMV admit in 2018 that due to a “processing error,” approximately 23,000 people, including non-citizen residents, were improperly registered to vote in California? What about people like Caesar Abutin, who was charged with mail-in voting fraud after casting votes in his deceased mother’s name in three elections? Why did so many absentees registered residents of San Luis Obispo County receive multiple ballots in the mail for our March primaries? Why, in March, AFTER the election took place, did the Bakersfield Police Department find a box of blank absentee ballots in a field that were supposed to have been delivered to Paso Robles? Why did multiple Atascadero residents just receive their ballots for the March primaries in August? Why, on Sept. 3, did authorities find copious amounts

ome of my fondest mom memories in Atown are based on what our family did in the summer. It makes me laugh to remember taking my little ones to Atascadero Lake Park in the early ’90s to go swimming in the mini pool overlooking the lake. I’d always pack a book to read in the basket with towels, sunscreen, and snacks. Hilarious! As though I was ever going to have time enough to finish even one page! The little swimming pool was
filled with a lot of other little ones to play and squeal with, and every other few minutes, one or other of my two other kids would run in and out of the gate (no running!) to tell me something or get me to sit in the large tub with them. The dry heat would envelop us while the shade of the oaks would keep us from overheating. Honestly, we were in heaven. When they got older, we would wait for swim time at the Atascadero High School pool. Our whole summer routine was built around it. I feel sad for today’s kids in town that don’t get that experience. Kennedy Athletic Club has two beautiful swimming pools, and not everyone in town can afford a private club, just as our city can’t afford to keep those pools open for the whole community anymore. My youngest never got to have that experience, and even though he did
have a membership at our lovely local club; there was something very special about that little pool where you could swim and watch the ducks glide or wave back to people peddling past on their rented boats. Our city is requesting our approval for a 1% sales tax increase on this ballot, as are several surrounding cities. My first reaction was, of course - no more taxes! There were no pro and con arguments in the voter manual, so I went to the internet to find who has the highest and lowest sales tax across the state. It turns out the increase, if approved, would actually bring us more in alignment with most other cities in the state. (https://www. cdtfa.ca.gov/formspubs/cdtfa95.pdf ) If we want our town to continue to be an idyllic escape from the rat race and to be a place our children want to raise their children in, how can we maintain our city facilities? The increasing uptick in the cost of
services without a matching increase in revenue has forced the city to reallocate funds and discontinue recreational operations they used to provide. Increases in labor costs in order to keep quality people, for example, have led to a shutdown of services that are not “bottom line.” The cost to city employees as to their housing alone, which in our area is out of whack with the norm (holding housing down to 30% of wages), is generally no longer achievable. I don’t believe the sales tax increase will bring in enough revenue to “fix” underfunding of our city, but I do plan to vote yes after giving more thought to it. We will suffer a reduction in our existing sales tax revenue with the closure of Kmart and other businesses who have been unable to remain open with the COVID epidemic. One city mayoral candidate said they would only vote for a sales tax increase if it

The city has been trying to bring our city’s unique qualities to the forefront in order to encourage people to spend time here in our hotels and charming downtown. Family friendly past times will encourage spending in our community, which in turn will bring in more revenue to the city. Once measure D-20 passes (hopefully), the fight will begin for allocating the funding. You know what I will push for. Post-COVID, I think we should be the only town far and wide where young parents can bring little ones to spend their leisure time at the zoo or hang out at the little pool on the lake watching the ducks glide by. Ken and Rosemary and younger son’s Steve and Tom Twisselman and their children own a cow-calf operation that was originally based on using Brahman cross-bred cattle that were first developed by Ken’s father in the 1940’s, long before the Brahman became a popular breedin Califor-
nia. Ken also previously ran a dry-land farming operation, growing barley and wheat for many years on the Carrisa Plains and the Temblor Range. Ken was an active and very engaged participant in his community. Among his many contributions, he served for 25 years on the school boards at McKittrick Elementary and Taft Union High School. He served as a president and long-time director of the Kern County Cattlemen’s Association and a director of the California Cattlemen’s Association(CCA). Ken’s father Carl was elected president of the CCA in 1962. Ken made valuable connections with many of the public officials whose decisions would impact the cattle industry. Ken was known for his broad range of knowledge in myriad subjects and for his dry, ready wit, but most of all for his love and commitment to his family. Ken is survived by his wife of 68 years, Rosemary, his four children, K.C. (Teresa), Susie
(Richard), Steve and Tom, nine grandchildren and 17 great-grandchildren. He is also survived by his four siblings, Darrell, Carl II, Marlis and Marjo. He was preceded in death by his parents Carl and Dorothy, and his infant sister Kathryn Ann.The entire family would like to give thanks, first to Grandma Rose for her loving and selfless care for our wonderful Papa Ken throughout his time of special need. Also, to Susie and Richard for letting the grandparents live with them during the pandemic quarantine which allowed all of us to have a personal connection during a very trying time. Susie and Richard went above and beyond the call of duty helping nurse Papa Ken 24/7. Finally, to the nurses and staff at Hoffman Hospice for their help and support. A private family service will take place at a future date, hopefully when the ranch is covered by tall green grass.

He was very caring, thoughtful, and always had a smile on his face that would light up the room. He was there for anyone at any time of need. Juan was very much loved and will be missed by everyone. Paso Robles Police Officer Administers Narcan to Overdose Victim STAFF REPORT PASO ROBLES — The Paso Robles Police Department reported giving Narcan to an unresponsive woman who had overdosed on fentanyl
Friday afternoon. At noon PRPD received a 911 call for a 35-year-old woman who was unresponsive and not breathing. An officer responded and realized the woman had injected a lethal dose of fentanyl.
The officer retrieved Narcan (nasal spray) from his vehicle. Once he administered the Narcan to the woman, she began displaying recovery signs and had labored breathing. The woman was transported
to the hospital for a fentanyl overdose and should make a full recovery, PRPD reported. This is the second serious incident this year when officers administered Narcan and reportedly saved a life.

The book was compiled of recipes from members, community leaders, and friends of the Assistance League chapter who contributed their favorite recipes for the book’s publication. I mention the book now because it seems like yesterday that we put it together, but it was 19 years ago! I use the book regularly, and so many of the recipes have become favorites of our family. Proceeds from the sale of the book supported our Operation School Bell program, providing school-appropriate clothing for children in need in grades K-12

saw a classified ad in our local weekly newspaper inviting newcomers to a VIP potluck, VIP standing for Vegetarian Inclined People. At great personal sacrifice, I attended in an undercover capacity. As a disguise, I figured I could either go as an old hippie or a millennial but since I really didn’t fit the millennial demographic, aging hippie it was. I used an old cap someone had given me as a gag gift eons ago that had a white ponytail sticking out the back. I wore a pair of beat up, old secondhand Birkenstocks I got at the Nifty Thrifty, crumpled cargo shorts exposing my white legs with varicose veins, and a faded Hawaiian shirt. Then I “inserted” myself into the combat zone wearing a wire. I was greeted warmly by all seven of the VIP’s and I think it was because I was the first “new blood” they’d seen in quite some time. Well, I think it’s safe to say we can add a fourth: Vegetarianism. Granted, the veg-heads don’t sing hymns, pray, or even play bingo but from what I could tell, they do believe a very hot Hell is reserved for anyone who eats meat. They believe when good Vegetarians die, they go to the big Vegetarian restaurant in the sky and if they don’t backpedal and eat a Big Mac or a Whopper now and then, they could come back as an organic Brussel sprout...if they’re lucky. Vegetarians believe soy is the answer to all the world’s ills and that only through Vegetarianism will the human race become benign and lovely. They are ferocious in these beliefs and send out their missionaries hither and yon to convert everyone to their religion. They especially prey on teenage girls who seem to be especially vulnerable to their wily ways. I was seated at a table with three other VIP’s and began my investigation. “I’m sorta confused about this Vegetarian thing,” I admitted. “You have your pesca-
tarians, your flexitarians, your vegans, etc. What does it all mean?” “Think of Vegetarianism as a religion,” said the VIP who’d brought the rice balls drizzled in soy sauce to the potluck. “In Christianity, you have Catholics, Methodists, Baptists, etc. Well, Vegetarianism is the same. There are five different levels. The lowest form of Vegetarianism are the Flexitarians who enjoy a piece of bacon or a filet mignon now and again.” I’m a Pescatarian,” piped up a young lady with purple hair, tattooed face, and a nose ring who had contributed Tofurkey Tetrazinni to the meal. “A Pescatarian doesn’t eat the flesh of a living organism but we do eat fish because fish feel no pain.” Another diner who’d brought the tomatoes stuffed with zucchini and baked pears said, “I don’t eat anything that ever flew or swam.” “Cows and pigs don’t fly or swim, at least very well,” I said, “yet you don’t eat them.” “I’m gonna make it really easy for you,” said another VIP who was trying to give me a true taste of their religion. “I don’t eat anything with a face.” “And yet, I do see you eating

Rum Pie
Ingredients: 6 egg yolks 1 Tbsp. unflavored gelatin ½ c. cold water 1 pt. Heavy cream ½ c. Jamaican rum 8-inch graham cracker pie shell ½ c. grated chocolate Directions: Beat eggs until light in color; slowly add sugar to yolks. Place
gelatin and water in top of double boiler. Over low heat, stir and bring to a boil. Pour gelatin over egg mixture. Beat on high speed. Beat heavy cream until stiff and fold into egg mixture; add rum and stir. Refrigerate to cool for a short time, then spoon into pie shell. Dot with grated semi-sweet chocolate. Serves 6 to 8. A Crostata or country-style fruit tart has a free-form crust, giving it a more rustic look than a tart baked in a pan. Red or yellow Bartlett or Comice pears are good to use for this dessert.

They are recipes you might use for those holiday dinners you will be preparing before you know it! This recipe was served to many famous golfers through the years at the Bob Hope Classic at Indian Wells Country Club in Palm Desert. My mother and dad were members and used to volunteer for the Classic. Mother got this recipe from the chef at the Club restaurant.
I did let go of the rope. After a couple more eager attempts and failures, it was time to rest. My turn came around again, and my friends paused to offer some guidance on the back of the boat. They explained that as I’m in the seated position, the boat will speed up, and I will feel it. At that time, I should remain in place and wait. They said my job was to stay in position, be ready, and the boat would pull me up. I was to let the boat do the work. I jumped in the water with this new knowledge, ready to give it a try. I got into position, stayed in place, remembering to let the boat do the work, and I popped right up. I was so happy that it worked. I even teared up a little bit. The lesson was to get into position and let the boat do the work.
parchment paper. After leaving the pie dough at room temperature, unfold the crust and place on the baking sheet. In a medium-size bowl, combine ½ cup sugar, cinnamon and flour. Add pears. Toss gently. Mound pear mixture onto pastry, leaving two-inch border all around. Dot pear mixture with butter. Fold edges of pastry over pears, folding it as you go and press in gently. Brush edges with milk and sprinkle with sugar. Bake for 40 minutes or until pastry is golden and pears are tender, sprinkling almonds over pears during last 5 minutes of baking. Check pie crust after 30 minutes to see if the edges are golden. To prevent too much browning, cover with foil for the remainder of the baking time. Remove foil for the last 5 minutes so almonds can roast. Remove from oven and allow to cool for 30 minutes. If using parchment, you can slide Crostata onto a cooling rack. If using cooking spray on baking sheet, gently loosen bottom of crust with a spatula and slide onto a serving plate. Serve warm with whipped cream or ice cream. Serves 8. Then absentmindedly, I took off my cap to scratch my head, the ponytail went with it, and my cover was blown completely. Central Coast Submits Bid to Host U.S. Space Command STAFF REPORT
T
he Central Coast’s case for Vandenberg Air Force Base to be chosen as the permanent headquarters for the recently reactivated U.S. Space Command was officially submitted Wednesday to the Air Force office evaluating candidates. In a competitive effort similar to communities vying for Amazon and other corporate headquarters, the process called on the Central Coast to provide extensive information on its ability to host the future headquarters, which will be home to a 4-star general, international liaisons and 1,500 high-level military personnel encompassing aerospace engineers and technicians; computer and information system scientists, managers, and analysts; electrical engineers and technicians; mathematicians; mechanical engineers and technicians; operations research analysts; space scientists; statisticians; and training and development managers. Submissions are expected to be winnowed by November, with a shortlist of candidates moving on for further evaluation and in-person review before a final decision sometime in early 2021. The headquarters, temporarily located at Peterson Air Force Base in Colorado, is planned to be operational in about six years. A broad-based regional effort came together on a tight time frame to compile detailed data on the region’s workforce, infrastructure, space-related entities and other attributes for the submission. The 30th Space Wing, Vandenberg’s host unit, submitted accompanying documentation following up on an extensive site visit by the Air Force Strategic Basing Office last year. “Pulling together this significant effort served to prove out what we already knew: that the Central Coast, with a burgeoning aerospace ecosystem, educated workforce and world-class higher education, offers all the ingredients to support the U.S. Space Command’s mission and people,” said Andrew Hackleman from REACH. As the official point of contact on this effort, REACH
convened a team that included representatives from local government, chambers of commerce, education and the military. Vandenberg’s candidacy has garnered broad support by local and state officials — a central factor in the decision — with about a dozen letters of support from Central Coast cities and counties, Gov. Gavin Newsom, U.S. Sens. Dianne Feinstein and Kamala Harris, U.S. Congressman Salud Carbajal, Assemblyman Jordan Cunningham, and a regional coalition of education and business groups organized by REACH. “Vandenberg Air Force Base houses the Combined Space Operations Center and already serves as the prime West Coast launch site for the Department of Defense.
private investment in Vandenberg’s operation will boost our economy, create jobs, and make the Central Coast the hub for aerospace R&D in this country,” Cunningham said. “I enthusiastically support the base’s application to be the permanent home for U.S. Space Command,” said Santa Barbara County Third District Supervisor Joan Hartmann, whose district encompasses the base. “Our region is well suited from a strategic, economic, and resource standpoint to be Space Command’s home. We are here to support the new mission, service members, and their families, and are confident that VAFB is the ‘right stuff.’” The headquarters would be located on a 27-acre parcel on base, close to the nearly completed state-of-the-art
facility built to support the Combined Space Operations Center already located on the base. CSpOC, where U.S. and allied personnel track objects and activities in space, is part of the Vandenberg-based Combined Force Space Component Command, one of two field organizations that support the Space Command. Though the headquarters would be located on base, the economic impact would spill far beyond its borders. In addition to 1,500 personnel contributing to the region’s economy, the headquarters would involve millions of dollars in contracts and services for construction and design, engineering, healthcare and mission-related activities for firms across the region. It would also provide a boost toward establishing a thriving commercial space industry on the Central Coast, attracting investment and high-quality jobs in a $425 billion industry expected to grow to $3 trillion over the next three decades. With a master plan underway, that initiative got an additional boost Wednesday from Santa Barbara County Supervisors. They submitted a letter expressing interest in participating in the process and providing a liaison through the County Executive Office. “This type of development is a great opportunity for commercial development and new higher-paying jobs in our community,” states the letter, sent to REACH, the Governor’s Office of Business and Economic Development, the 30th Space Wing, Deloitte and Cal Poly, all signers of the memorandum of understanding to develop the master plan. “The Master Plan aims to enhance competitiveness and thus encourage skilled jobs of the future for our region.” ABOUT REACH

facing the Sunken Gardens and City Hall. The clock faces are in Atascadero and could be up as early as the end of the year. Building B is expected to be complete by March of 2021. The top of Building B will contain four high-end condos all over 2,000 square feet on the second and third floors, while Building A will have 38 conventional condos. The bottom floor of both buildings is dedicated to retail and restaurants and creating an environment that will hopefully drive business. “We have considered doing something like a market walk. There is a section in the building that would be perfect for it. We have the ability to have multiple restaurants sharing a kind of small area where there could be some little shops,” Zappas explained. “We have thought about that to get some more retail interest, but our big thing was bringing a big building to downtown. It’s that downtown massing that you look for in a downtown with three stories, shops and restaurants on the bottom, and then something else on top. People expect a big building and kind of a downtown feel rather than the separate stand-alone structures that have traditionally been in Atascadero.” Building A will also have three towers that will reach 65 feet up into the atmosphere, adding to the downtown feel and making itself visible from the freeway. Building A is expected to be finished in the second or third quarter of 2021. While the large buildings might be

The reopening plan from July had two hybrid options that were a combination of distance and in-person learning. • Option 1 — Students are on campus for morning or afternoon sessions five days a week. • Option 2 — Students are on campus for a portion of Wednesday and Friday or Tuesday and Thursday and alternate Mondays. Both options would include socially distanced in-person learning with restricted gathering sizes per county, state and CDC guidelines combined with an enhanced online learning component. Asplund outlined “hybrid reopening milestones” and their associated tasks and dates. The District is targeting Oct. 15 to relaunch its reopening webpage that will be updated with information as it becomes available. According to the spreadsheet, the reopening plan was currently being revised for a second time and is expected to be completed on Oct. 16. It will be presented to trustees for approval at the Oct. 22 school board meeting along with a K-5 waiver application for in-person learning. If trustees approve the reopening plan, it would be sent to the San Luis Obispo County Public Health Department for review and approval between Oct. 23 and Nov. 10. Parents and guardians would have from Oct. 26 to Nov. 1 to register their students in hybrid, distance learning or independent study. Concurrently, the District will negotiate with its teachers and classified unions. Asplund said they were already in discussions and set a completion date of Nov. 5. Over the next month, the classrooms will be reconfigured and needed technology will be installed. All schools in San Luis Obispo County opened the 2020-21 school year in distance learning after landing on the state’s monitoring list and being subsequently placed in the most restrictive tier of the Blueprint for a Safer Economy. San Luis Obispo County moved into Tier 2 of the Blueprint on Sept. 22. According to the Blueprint, once a county had been out of Tier 1 for two weeks, schools within that county can begin moving to in-person instruction. Oct. 6 marked two weeks out of Tier 1 for SLO County and that same day, Public Health Officer Dr. Penny Borenstein announced SLO County schools could begin submitting their plans. Schools that open during this time are not required to close if SLO County moves back to the purple Tier 1 — which is the first and most restrictive tier. Also, trustees approved small group or pod in-person instruction for English Language Learners, special education, at-risk learners, CTE lab-based courses, and other co- and extra-curricular activities at TMS and THS. This will begin in the coming weeks.

Coming soon to the Atascadero downtown area will be a new beer garden, a creamery and a hat store in the “Block Shops.” The Block Shops, which will be created through the use of a new architectural style using shipping containers, will contain Ancient Owl Beer Garden and Bottle Shop, Negranti Creamery, and Stellar and Sun. stacked like lincoln logs on the back of a freight ship, the inside will be fully functional with power and customized to create an open atmosphere. The project began in 2019 when Z Villages came across Fieldwork Brewing Co. in Northern California, who used the shipping container concept and began working with their architect to bring the idea to downtown Atascadero. The resolution comes in response to the death of George Floyd as the City, the Council, and the Police Chief met with R.A.C.E. (Responsibility Action Compassion Education) Matters SLO. “In August, I had a constituent reach out to me who had researched the issue of deed restriction. That is a nationwide practice of restricting property ownership to whites only,” Moreno said. “The possibility of having that language is no
longer legally enforceable but having that removed from deeds all together because it still exists in many of the deeds of older homes.” Councilwoman Funk explained that many Atascadero parcels purchased or subdivided around 1914 still have racist covenant language on the deed. “There is moral power in taking this action over your property in your city, as us doing this together, house by house, block by block,” Funk said in response to the language no longer being enforceable. “Saying that we have a different vision for our community, and we are willing to take this stand and put it back in the record. The process of doing that, the process of coming together and talking with our neighbors about what we are doing opens up conversations that help us acknowledge our past and find a way to move forward.” Citizens looking to take this action have four steps to take. The City is waiving any fees involved with doing this. Atascadero’s residents can start by completing the Cove-
nant Modification Form, which can be found online or at City Hall. Next, applicants bring the completed form to Atascadero City Hall along with a form of photo identification, and City staff will notarize the document for free. To get notarized, applicants must call ahead and schedule an appointment at 805-461-5000. The landowner will then need to make a copy of their deed and include a copy of the specific verbiage they want to be redacted before turning in the notarized Restrictive Covenant Modification form and the copy of the deed to the SLO County Clerk-Recorder’s Office.
