Council Adopts Fee Structure For ADUs By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — It will soon become much cheaper to build a small accessory unit in Atascadero. Tuesday night, the Atascadero City Council came together for what could have been their shortest meeting of the year with the only substantial topic covering accessory dwelling units (ADU), or secondary dwelling units, and the rate of developmental impact fees to be paid due to the changes from Senate Bill 13. SB13 was designed and implemented to increase ADU production as a form of “affordable by design” housing. The bill went into effect in January and exempts ADUs less than 750 square feet from impact fees. Units larger than 750 square feet up to 1,200 square feet (the most the City allows) must be charged a “proportional” rate related to the primary structure. here were you on September 11, 2001? Nineteen years ago, I was getting ready for work at my house on Scott Street in Paso Robles. I was 22 years old. I had no idea what I was looking at or how it would impact all of our lives going forward. As we watched the terror and horror of
the aftermath of the first plane crashing into the North Tower of the World Trade Center and trying to make sense of it all, a second plane appeared and turned sharply into the South Tower. I remember watching the news reporter’s face trying to get a sense of what was happening, and I could tell she was just as fearful and confused as I was. At that moment, it felt like the world stopped. Nineteen years ago, we did not have social
media or cell phones that shared videos or even took quality photos. We relied solely on news sources to tell us what was happening. Reports came in that a third plane hit the Pentagon just outside Washington, D.C. The news station switched between news anchors trying to explain what we were watching and experiencing. I remember hearing the fear in their voice, not knowing what to say. No more than 22 minutes later, the South Tower collapsed, 56 minutes after the impact
of Flight 175. A fourth plane was then reported to have crashed in a field in Shanksville, Pennsylvania. At this point, I remember hearing the words “we are under attack, this was no accident, we are under a terrorist attack.” We all watched in horror as people trapped in the North Tower began to jump from the iconic towers that we visited, took photos of, CONTINUED ON PAGE A15

Mixed-use marketplace brings businesses to center of town By BRIAN WILLIAMS brian@atascaderonews.com PASO ROBLES — A steady stream of people have been exploring all of the offerings at Paso Market Walk. People go in for one thing — a glass wine or fresh-baked cookie — and leave with much more — vegan cheese, olive oil, and a cup of coffee. It’s just what owner Debby Mann had in mind when she broke ground on the development in 2018. The 16,000-square-foot mixed-use marketplace is located outside of Paso’s Downtown corridor on the old Hometown Nursery site at 1803 Spring St. “This is the next natural progression of wine country because it provides people the opportunity to see artisan purveyors that they wouldn’t see ordinarily,” Mann said. “People are very excited. We opened Aug. 1, and it has been busy ever since.” The Market Walk has brought much-needed development, business and foot traffic to

the center of town. The property was home to a community nursery from 1980 to 2008. In recent years it sat empty and was decaying. Mann, a former co-owner of the iconic Justin Winery and Vineyard, said the project’s inspiration came from visits to similar venues such as Oxbow Public Market in Napa. “The City of Paso Robles was excited to have money put into the middle of town which needed development and what happens with that in almost any market that I looked at is once you move in, mostly the markets

were away from the main square, and then other businesses start coming around,” Mann said. The Market Walk is a blend of old and mostly new urban country architecture, bookended on the south end by an 1890 Victorian home that showcases the “Carpenter Gothic” architectural style. The house has been renovated and will open as FINCA. FINCA is the latest project from the owners of La Taquiza — a Napa-based Mexican restaurant that has been in the Michelin Guide since 2009. FINCA will be a Mexican restaurant focused on bring-

ing traditional and regionally inspired cuisine to California’s Central Coast. The restaurant in bloom — a small-plate designer cocktail bar — will occupy the Market Place’s northern end. FINCA and in bloom are slated to open the spring of 2021. By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — The Committee for Atascadero Public Schools (CAPS) finished their virtual fundraising auction on August’s last weekend. It brought in a surprising $64,000 — well above their goal of around $20,000. This year, for the first time in the fundraiser’s 15 year history, CAPS moved online due to the COVID19 pandemic and hosted an eBaystyle auction that was open for a week, and the community responded in a big way. The theme of this year’s auction was aptly “Mission Impossible,” as the event committee did not know what they would be able to raise while the local community struggles to keep businesses open while dealing with the COVID-19 restrictions. “We just got together and tried to find 10, or maybe 15 items,” Event co-chair Lori Bickel said to The Atascadero News. “And maybe if we are lucky, we can raise $20,000, and we can still show the teachers how much CAPS appreciates them.” The money raised from the CAPS auction is awarded to each school
based on a grant process that every teacher is encouraged to participate in. Since 2007, CAPS grants funded various field trips, musical instruments, science equipment, and dance costumes, which generally fall outside of a school’s budget. In the past 15 years, CAPS has raised over $900,000 for local classrooms in the Atascadero Unified School District and paid out $58,000 to grants in 2019 alone. Faced with an uphill battle, CAPS turned to those who supported them in the past and were overwhelmed with the backing they received this year. “We really didn’t know if anyone would sponsor us so early on we reached out to some of our past sponsors that have always supported CAPS in the past,” Bickel explained. “And Wysong Construction was one of them, and in 24 hours they responded back and said they would be our title sponsor.” After Wysong Construction CONTINUED ON PAGE A15

Atascadero Bible Church Providing Supervised Environment for Distance Learners
Science-Dipity to Offer Hands-On Social Distance Science Classes at Centennial Park this Fall
By BRIAN WILLIAMS ATASCADERO — With most Atascadero schools starting the school year with distance learning, many working parents looked for options. Atascadero Bible Church is helping free of charge. ABC provides wifi and a safe, supervised space for parents to bring their children to participate in distance learning. “Parents are really, really thankful for us doing it,” said Jeff Urke, ABC Executive Pastor. “Obviously, you wish you could do more. It is a challenge I think for some parents not to have full-time care.” He said they saw a need and worked out a way to fill that need, all while following current COVID19 guidelines. Parents do not have to be members of the church to use the program. “Brand new program, never done it before,” Urke said. “As schools launched distance learning in the fall, we thought we have to help these families somehow.” ABC began its program in mid-August as schools came back online. As Urke aptly pointed out, ABC, 6225 Atascadero Ave., had the space and a system for getting volunteers. “We have a system already in place for our volunteers for background checks and risk training and everything else,” Urke said. “It made good sense. We worked with our team here to go ahead and recruit some volunteers and open up the application process and had 60 applicants.”
STAFF REPORT PASO ROBLES — Families looking for in-person learning opportunities for their children can take advantage of a new science program called Science-Dipity in the Park happening on Wednesdays at Centennial Park this fall. The classes for families and individual children will be offered in three sessions beginning Wednesday, Sept. 16. During Science-Dipity in the Park for Families, children ages 4-8 are invited to bring their family to Centennial Park for their own personal 30-minute science class (between 8:30 a.m. and noon). Science-Dipity’s founder Tim Baker will guide families as they create a science artifact together, including a blow ball pipe, tornado tube, a bubble-window and much more. These enriching four-week outdoor sessions happen on Wednesdays beginning Sept. 16, Oct. 14 and Nov. 18 for $80 registration plus a $32 materials fee per session. For young scientists ages 7-11, Baker will offer the Science-Dipity in the Park Science Academy outdoors at Centennial Park with social distancing practices and plenty of hands-on materials intensive science exploration. These enriching four-week sessions happen on Wednesdays from 2:30 to 4:30 p.m. beginning Sept. 16, Oct. 14 and Nov. 18. The curriculum will introduce concepts in fluid-dynamics, topology and math, chemistry, forces, energy, motion and physiology with engaging activities that encourage creative thinking and discovery. Registration for each session is $120 plus a $50 materials fee.

Of those 60, roughly 35 signed up for their program that is open to grades K-12. Most of the children are in the elementary grades. “The high school kids are more self-sufficient,” Urke said. ABC’s program windows coincide with AUSD’s morning and afternoon sessions, 7:45 to 10:45 a.m. and 11:45 a.m. to 3:15 p.m., respectively. For some parents, this worked, and for some, it didn’t. “There were many families that said I need for my kids to be somewhere all day,” Urke said. “We couldn’t do that. We did not want to do child care necessarily, but we can certainly supervise the school hours. We are not serving everybody, but we are serving everybody that we can.” The ratio of a volunteer to a child is 1-to-5, Urke said, and some of the volunteers are credentialed teachers. “I was in here yesterday, and this little girl was learning fractions and one of our volunteers brought pie pieces and was helping her learn,” Urke said.
“That was exciting.” Urke said they have room for more students and were going to open it up to drop-ins. ABC is also partnering with Legacy Church to provide subject-specific tutoring after 3 p.m. “We are going to do that in tandem so that if you needed some real specific help with math or science or writing, you could sign up for additional sessions there and the kids could go there after they do some distance learning here,” Urke said. “Just trying to pool together our resources.” Urke realizes the goal for schools is to return to in-person instruction when allowed. “As long as there is a need, we will do this,” Urke said. “We can only do what we can do and we are going to do what we can do. Annual Showdown Cornhole Tournament Canceled for 2020 STAFF REPORT ATASCADERO — Due to the ongoing threat of COVID-19 and ensuring that all safety guidelines are being met, the Knights of Columbus, Kiwanis of Atascadero, and the City of Atascadero officially announced that the Annual SHOWDOWN Cornhole Tournament for 2020 is canceled. Look for it to return Sept. 17-18, 2021. “We are looking forward to bringing back this event with even more fun and prizes planned for next year when it will again be held in Sunken Gardens in downtown Atascadero,” organizers stated. “In addition, a ‘Mini Tournament’ is being
planned for the spring of next year, to get everyone out practicing — date to be determined.” With the rise in popularity of the game on the West Coast, the Annual SHOWDOWN Cornhole Tournament was started here in Atascadero in 2016, due in part to neighboring Ventura County boasting about having one of the largest Cornhole Tournaments in California. Borenstein Addresses New CDC Data, More During Weekly COVID-19 Update By BRIAN WILLIAMS SAN LUIS OBISPO — San Luis Obispo County Public Health Officer Dr. Penny Borenstein spent most of the Sept. 5 COVID-19 briefing explaining ‘“the mischaracterization” of new CDC data. The Centers for Disease Control and Prevention released new data that shows how many Americans have died from COVID-19 — specifically how many had coronavirus on their death certificates. However, this information has caused quite a bit of confusion. “With national news around the issue of what counts as a death, I wanted to spend some more time addressing that particular issue,” Borenstein said Wednesday afternoon. “It has gotten a fair bit of national attention in the last one to two days, in that there is the appearance that the CDC has indicated that the vast majority of the deaths that have occurred from COVID-19 are in fact incidental from COVID-19 and that only a small percent actually died from the disease, COVID-19. “I want to clarify that because that is absolutely a mischaracterization of what is being said nationally and what the facts are,” Borenstein added. According to the CDC, over 180,000 people in the United States have died from COVID-19. The report shows that COVID-19 was the only cause of death listed in 6% of those deaths. Many people online have commented that they thought this meant that only about 10,000 people died from COVID-19, but that is incorrect. “It is true that 94 percent of all 182,000-plus COVID-19 deaths in the United States have an underlying medical condition,” Borenstein said. “But let me talk a little bit further about what that means because it doesn’t mean that these individuals did not die from becoming infected and getting sick with COVID.” Borenstein explained that on a death certificate, there could be four or more causes of death, which move in time to the ultimate cause of death listed on
the first line. For instance, she said, take someone who gets sick from COVID-19, then develop pneumonia, then have acute respiratory disease and die. COVID-19 will likely not be noted as the primary cause of death, but it is what led to pneumonia and respiratory disease. “COVID-19 may be listed as an underlying cause further down that led to pneumonia that led to the acute respiratory disease failure and all of those are considered part of the underlying cause of death,” Borenstein said. “In this county, that is what we are counting is that cause of death regardless of whatever else was going on with the individual.” The same goes for a person with a pre-existing condition who contracts COVID-19 and dies. In many cases, in fact, in 94%, she said, there is a pre-existing condition, which could be anything from high blood pressure to diabetes to asthma to obesity and a host of other medical conditions that may be significant contributors to the death that happened from COVID-19. “The fact that you had high blood pressure and went on to have COVID may have made the disease (COVID19) more serious and may have been a
contributing factor to your demise, but it is not the high blood pressure that caused the death,” Borenstein said. Conversely, she used the example of a young and healthy person with COVID-19, who dies in a car accident. Even if the doctor who reports this death knows the person had COVID19, it “is not a contributing factor to that death and would not be counted.” The CDC information backs up what Borenstein and other medical professionals have been saying for months now, that the vast majority of the deaths from COVID-19 have happened in people who have an underlying or a pre-existing medical condition. To put that into context, nearly half of everyone from birth to 100-plus has at least one underlying medical condition, Borenstein said. “It is not at all unusual that a majority of people in their elder years who are getting this disease and dying from it also have one underlying or more medical condition,” she said. CMC Death Borenstein said the County was aware of the death of an inmate-patient who tested positive for COVID19 at the California Men’s Colony on Sept. 1 but was waiting for the death certificate before adding it to the Coun-
ty’s death total. The California Department of Corrections and Rehabilitation indicated the person died due to complications from COVID-19. It would be the first COVID-19 death at CMC. According to the CDCR, 271 inmates at CMC have tested positive for the virus since the start of the pandemic. Of those cases, 38 are within the past 14 days. New Tier Plan Borenstein also talked about the state’s new four-tier, color-coded plan — the Blueprint for a Safer Economy. San Luis Obispo County is in the most restrictive tier, purple, and needs to average less than 20 new cases per day to move to the next level. This week, the County is averaging 30 new cases per day. Another condition of the new tier system is that counties have to remain in a tier for three weeks. From Wednesday, if everything went perfectly for SLO, the soonest it could get into the next tier would be Sept. 22. SLO County needs to get into the next tier for local schools that do not have waivers to move to in-person instruction. Borenstein welcomed the Blueprint because it clearly states what the County needs to do to move through the tiers and what will happen as a result. She added that it would take everyone working together for the County to move to the next tier. “I continue to believe, I really do
believe that if people would heed the guidance that we can drive our numbers down,” she said. Grand Reopening Email Borenstein said she had seen a “Grand Reopening of the County” email. It is asking businesses to stop adhering to the COVID-19 guidelines and fully open. “There are repercussions for the county. There are repercussions for the businesses,” Borenstein said. “I would very much ask that businesses who do get a request to participate really think long and hard about their willingness to do so.” Latest County Numbers SLO County reported 26 new COVID-19 cases on Wednesday, bringing the overall total to 3,171 with 2,908 having recovered. There are 261 active cases with 10 in the hospital, including three in intensive care. Seven of the new cases were in North County communities — four in Paso Robles, and one each in Atascadero, Templeton and Santa Margarita.

APD’s New Position Aims To Help With Transient Population By CONNOR ALLEN ATASCADERO — Atascadero Police Chief Jerel Haley announced that the Atascadero Police Department would be reinstituting a special enforcement detective to help work with the transient population via his address to City Council in the Aug. 11 session’s opening minutes. The Atascadero News reached out to the Atascadero Police Department to inquire about the new position and how it has run after its first full month in operation. APD has placed Detective Steve Stucky, an eight-year veteran of the force, on full-time in the new special enforcement unit, which has been vacant since the department lost an officer to the San Luis Obispo’s Sheriff ’s Department about a year ago. Stucky will work with the Community Action Team (CAT) when available and assist with the transient
population while his partner will work narcotics. “Right now, we are focusing more on narrowing down what the route of the problem is and how we can best address the influx of the transient population,” Stucky said of his position. “Versus just going out there and trying to hammer them with citations and that kind of thing. Could we do that? Sure, but it is not going to solve any problems. The hard part is actually finding a solution, and that is going to take a lot of time.” In its first month in the position, the new special enforcement unit has worked slowly as they try to foster and strengthen relationships within the community they are trying to help. Once a week, the detective will be accompanied by mental health professional Brooke Jordan, who works with homeless people and helps them acquire resources and services they might need. “I tend to take a backseat in those contacts,” Stucky pointed out. “They

[transients] don’t tend to like to speak openly around me. I make sure to let them know that I am not there in an enforcement capacity.” In Police Chief Haley’s address to the City Council, he mentioned the police force, “Taking action in 15 different instances,” which Lt. Robert Molle clarified in the interview, stating those were made by control for criminal activity and not the special enforcement unit. When at full speed, the program has worked in years past, but it is off to a bit of a slow start as Jordan, who splits her time with Atascadero and Paso Robles, was away for two weeks due to pre-approved time off. “They have helped people to this point. We haven’t got anyone into housing yet, but they have done a lot of management of people.” Jeffery Wilshusen, Detective Sergeant over the Special Enforcement Unit, said. “They will keep a calendar, Brooke [ Jordan] does an amazing job of that.
Some of our homeless population have a mental health component to and they will actually go out and find people on the days of their doctor’s appointments and will drive them to their doctor’s appointment. They will drive them to social services to get their check for the month, so that is kind of the bottom layer that we start with. Building up that trust with them and getting them to services that are essential to them and that builds that bond so that when they are ready, we can accept them and start inserting them into more services.” The Atascadero Police Department now has a team in place working with transient people in the community but has also asked for the public’s help reporting criminal behavior, panhandling, or loitering — while putting their name behind it. In a downtown safety meeting held two weeks ago, the city and APD addressed the same topic and again asked citizens to call the 805-461-5051
non-emergency line and leave a name near the complaint. “The reason why we want our citizens to call us and put their name on the report to where we can actually take action is actually the end game,” Wilshusen said. “... We really rely on the justice system. We can use that arm of it as leverage to kind of point them in the right direction of getting themselves a better life.” The newly instated position will work with resources like El Camino Homeless Organization (ECHO) and the Community Action Partnership on San Luis Obispo (CAPSLO) as they have in the past, with the end goal in finding housing. “If we can get people into housing, it is well worth it,” Wilshusen said. “When we had the program up and running last year, we were able to house quite a few people, and they were really able to turn their lives around because of it.”

Smoke and Ash is Impacting SLO County STAFF REPORT SAN LUIS OBISPO – The San Luis Obispo (SLO) County Air Pollution Control District and Public Health Department are working in partnership to assess the air quality in order to identify any potential health impacts and to inform the community about safeguarding individual health. At this time, several wildfires outside of San Luis Obispo County are impacting air quality and causing significant amounts of ash to be present in our air, on our homes, and surrounding materials. Until many of the large fires burning are put out, SLO County can expect skies to be hazy and fine particulate (PM2.5) concentrations and ozone to be higher than normal. We may also see high levels of larger particulates (ash) to be present as well. Changing winds make it difficult to predict which areas of the county may be most affected. If You Smell Smoke or See Ashfall Air District officials recommend that if you smell smoke or see ash, take precautions, and use common sense to reduce your
exposure to smoke. All adults and children should: • Head indoors and remain indoors, if possible • Avoid strenuous outdoor activity • Close all windows and doors that lead outside to prevent bringing additional smoke inside These precautions are especially important for sensitive groups, including children, older adults, and people with existing respiratory illness and heart conditions, as they are particularly vulnerable to the health effects of poor air quality. Families with small children should be aware that even if adults in the household have no symptoms, children may experience symptoms due to their smaller body mass and developing lungs. If the smoke increases, healthy people could be affected as well. If you experience a cough, shortness of breath, wheezing, exhaustion, light-headedness, or chest pain, stop any outdoor activity immediately, and seek medical attention. Avoid Ash Clean-Up On Cars and Other Materials Until Conditions Improve If you have to clean up ash, the following is recommended: Use a damp cloth and spray areas lightly with water; take your vehicle to the car wash; wash off toys that have been outside in the ash; clean ash off pets; due to the corrosive nature of ash, avoid any skin contact with the ash (wear gloves, longsleeved shirts); and do not use leaf blowers. Please note, if you have existing heart or lung conditions, avoid doing ash clean-up or anything else that stirs the particles back up into the air. Do not allow children to play in the ash. Face Coverings During Wildfires Cloth masks will not adequately protect you from inhaling wildfire smoke. During the COVID-19 pandemic, cloth masks are encouraged to protect others from the liquid droplets that are expelled when we speak, cough, or sneeze from going into the air. Residual spray when you speak produces larger droplets than the PM2.5 particles produced during wildfire events.
Due to COVID-19, N95 masks are in short supply and should be reserved for frontline workers as much as possible. That is why, to the extent possible, people should stay indoors when wildfire smoke is present as opposed to wearing an N95 mask or a cloth face covering for smoke protection. For updates APCD and County officials will continue to closely monitor smoke impacts and air quality in San Luis Obispo County. By following the air quality index (AQI), the public can also monitor real-time air quality throughout SLO County. The AQI focuses on health effects individuals may experience within a few hours or days after breathing polluted air. SAN LUIS OBISPO — The San Luis Obispo City Fire Department and neighboring fire agencies controlled an approximately 90-acre vegetation Fire on Sept. 6 in the South Hills Open Space. Fire crews successfully protected several dozen homes, a 4-million-gallon water tank and critical communication equipment directly threatened by the blaze. At 4:09 p.m., fire crews were dispatched to a possible apartment fire located on the 200 block of Bridge Street. When units arrived, they reported a vegetation fire in the grass and brush adjacent to 215 Bridge St. Embers from that fire started several spot fires east of
the area of origin, which quickly spread into the open space. “Thanks to a quick, coordinated response from multiple agencies and aggressive firefighting tactics, we were able to successfully protect the lives and properties threatened by this fire,” said Deputy Fire Chief Michael Alforque. “This fire serves as a strong reminder to the community of the need to be prepared for wildfires.” Additional resources were immediately requested and a reverse 911 was issued with evacuation orders for residents living adjacent to the South Hills Open Space. The fire quickly grew to approximately 90-acres as crews worked aggressively to protect the properties and critical infrastructure threatened
by the blaze. Control lines were established around the fire’s perimeter and evacuations were lifted by 7:45 p.m. No civilian injuries or damaged structures were reported. However, a firefighter from a supporting agency suffered a shoulder injury and was evaluated at a local hospital and released. The cause of the fire remains under investigation. On Sunday, Sept. 6, the California National Guard evacuated over 200 people by a UH-60 Black Hawk and a CH-47 Chinook from the 40th Combat Aviation Brigade after being trapped and surrounded by the Creek Fire. As of Sept. 9, a total of 163,138 total acres have burned, with 0% containment, 60 single residents have been destroyed, along with 20 other minor structures and two commercial structures. SAN LUIS OBISPO — Two new COVID-19 testing clinics opened in San Luis Obispo County this week, offering COVID-19 viral tests free of charge by appointment only. The SLO County Public Health Department opened the new clinics on Sept. 8 at the South County Regional Center in Arroyo Grande and the Veterans Memorial Building in Morro Bay. Another clinic is still operating at the Veterans Memorial Building in San Luis Obispo. SLO County DA Files Criminal Complaints Against Tianna Arata Wentworth and Elias Bautista
Narcotic and Gun Activity Present in Atascadero
STAFF REPORT SAN LUIS OBISPO — District Attorney Dan Dow announced that following a thorough review of the criminal investigation, charges have been filed against two individuals involved in the protest occurring on July 21. Tianna Isis Arata Wentworth is charged with 13 misdemeanor counts, including one count of unlawful assembly, one count of disturbing the peace, six counts of obstruction of a thoroughfare, and five counts of false imprisonment. Elias Bautista is charged with one felony count of resisting an executive officer by force or violence and two misdemeanor counts of resisting, obstructing, or delaying a peace officer for his acts committed against three individual peace officers.
“The filing of these charges is solidly based on the duty of the District Attorney to hold individuals accountable for their actions when their conduct exceeds the bounds of the law,” said District Attorney Dan Dow. “Ms. Arata Wentworth’s and Mr. Bautista’s conduct in this instance was not peaceful, but instead, it violated the law by depriving other individuals in our community of their right to enjoy liberty.” Arata Wentworth and Bautista were arraigned in the San Luis Obispo
County Superior Court on Thursday, Sept. 3. Bautista entered a plea of not guilty. Arata Wentworth’s attorney was granted more time to file motions and her arraignment was rescheduled for Sept. 17. The investigation into the events of July 21 is ongoing and may result in additional charges against other individuals. STAFF REPORT ATASCADERO — The Atascadero Police Department provided a roundup of illegal drug and gun arrests in the city over the past month. “Over the past few weeks, several of our partner agencies have been posting recent arrests involving narcotics and firearms, and your Atascadero Police Department (APD) Team doesn’t want our community to think that we are immune from this type of activity,” APD officials stated. At 8:04 p.m. on Aug. 25, a resident in the 12200 block of San Marcos Road reported a suspicious vehicle parked at a vacant residence. Upon arrival, officers observed a person fleeing the residence. Augustine Holquin, 41. of Atascadero, was found hiding behind a nearby tree. Holquin was arrested and found with methamphetamine, a loaded magazine for a .25 caliber

semi-automatic pistol, and drug paraphernalia. A search of Holquin’s vehicle was conducted, and the .25 caliber pistol was located. Two additional people were located inside the garage. Demi Bartolomeo, 29, and Simon Lorden, 19, also of Atascadero, were both arrested. All three were arrested on suspicion of burglary and criminal conspiracy. Holquin was also charged with suspicion of being a felon in possession of a firearm, possession of a controlled substance with a firearm, felon in possession of ammunition, and possession of narcotics and paraphernalia. All three were transported and booked into the SLO County Jail. At 11:56 p.m. the following night, Aug. 26, APD officers initiated a traffic stop in the area of Morro Road and Curbaril Avenue and arrested two people from Bakersfield on drug and gun charges.

During the stop, an officer observed a handgun in plain view inside the vehicle. A vehicle search was conducted, and the handgun was a loaded .357 revolver. A second loaded handgun, a 9mm semi-automatic, was found inside the vehicle along with cocaine, methamphetamine, suboxone, and paraphernalia. Dustin Oropeza, 33, of Bakersfield, was arrested on suspicion of possession of a controlled substance with a firearm, possession of a loaded firearm, and possession of narcotics. Viola Herrera, 34, also from Bakersfield, was arrested on suspicion of possession of a controlled substance, possession of paraphernalia, false personation of another, and a misdemeanor warrant. It was in 1981 that his wild days were tamed when he met the love of his life, Shirley Arebalo. He will be always be remembered as an amazing husband, father, grandfather, uncle and friend. George is proceeded in death by his parents William Palmer & Jennie Wray. His brothers Frank, Harry and Stanley Palmer. His sisters Victoria Sands, Elizabeth
Galbraith, Gloria Ojeda, Ruth Palmer, Velma Pierce, Norma Ramsey and Mabel Walker. George is survived by his loving wife of 38 years Shirley Palmer, daughter Amanda Arreola (Tomas), stepsons Chris Swank (Tammy) and Keith Swank (Gina). His granddaughters Elena and Georgia Arreola and Dejah Henson. Grandsons Justin Swank (Valeria), Dylan Swank and Austin Swank (Shelbi). His great-granddaughters Aria Jean Swank and Emma Swank and newest addition his great-grandson Axel Swank. Also, surviving him are numerous nieces, nephews and friends. His family would also like to send our deep thanks to the staff in the French Hospital ICU
who treated George with such compassion and respect and made his final days and moments so peaceful and allowed his family to put all their focus on spending the needed time to say their goodbyes to this extraordinary man. There really are no words to describe this giant of a man. He left an impact on everyone he met. He has definitely left a void in the hearts of those who loved him but we are left with some peace knowing that he is finally resting in the arms of his family who have left before him. George is greatly loved and will be deeply missed. The family will be holding a private celebration of life in honor of George.

SLO Jury Convicts Atascadero Man of Sex Crimes Against Multiple Children jury found Brasuell III, 59, of Atascadero, guilty of 20 felony counts, including meeting a minor for lewd purposes, committing a lewd act on a child, rape of a minor by use of drugs, unlawful sexual intercourse with a minor, forced oral copulation of a minor, sexual penetration with a foreign object, providing harmful matter to a minor with sexual intent, photographing and filming a minor for
sexual purposes, possession of child pornography and providing narcotic drugs to a minor. The conviction was the result of Brasuell III’s sexual misconduct with four juvenile females between the ages of 15 and 17. Brasuell was 56 years old at the time. “We thank the jury for serving during this pandemic and for their efforts listening to this tragic and emotional case,”
said Dow. “All of this sexual predators’ victims demonstrated remarkable courage by reporting the crimes and participating in the criminal justice process necessary to bring this predator to justice. These convictions should encourage all victims of sexual assault to report the crimes to law enforcement so that the perpetrators can be held accountable.” Sentencing is scheduled

Where Do We Go From Here? Silent Protests?

t’s the question that continues to pop in my head as we move through 2020. As a media outlet, we continue to write stories about the local community, chronicling its history in words and photos. When out and about, I’m continually asked how the company is holding up? My answer is the same each time. We are OK. Fortunately, we are more than just weekly newspapers — Paso Robles Press and Atascadero News — and have advertisers that continue to support us. We support the advertisers with features across all of our publications
— Paso Robles Magazine, Colony Magazine, Avila Beach Life and Morro Bay Life and their accompanying websites. We continue to improve and hone our processes, preparing for a time when business is again bustling, children are in classrooms with their teachers and COVID-19 is not defining everything we do. This past week we put together our questions for local school board and city council candidates. Kudos to everyone who filed. We plan to publish their responses later this month in all of our publications. We’re sure you will gain some valuable insight as you prepare to vote. In case you are wondering, one of our company’s leaders, Nicholas Mattson, is running for a seat on the Atascadero City Council. Yes, this impacts the team as he’s essentially been, to use a sports term, sidelined for the time being. We’ve added a podcast — We The People The Podcast at http://wethepeoplecast.com/. As I write this, there have been seven shows with a variety of local guests. Take a listen and let us
know your thoughts. We added a new series of features as well. Connor Allen kicked off Did You Know with a story about Atascadero being unique because it does not have an open container law. I’m sure it started plenty of conversations around the water cooler. We are planning to do more of these. If you have an idea for a Did You Know story, let us know. Another welcomed addition is from the San Luis Obispo County Anti-Human Trafficking Task Force Board. A board representative will be submitting a regular piece that will give readers information on the heinous activity taking place here and what is being done to end it. I’m sure just shedding some light on this will help immensely. That is a little bit about where we are headed. As for the state, that depends on the tier. It was good to see that the government released the Blueprint for a Safer Economy. Good in the sense that we know there is some sort of plan. The county monitoring list was a horrible idea. I
’d like to introduce you to a well-known, well-liked, friends-with-everybody teacher (of leadership, etc.) at Atascadero High for 30-plus years, announcer of Greyhounds football games for 30-plus years, and just all-around Atascadero local hero, Jerry Tanimoto (aka Mr. T to many). He has been involved with just about every civic organization and effort, has worked closely with many members of the commu-
nity (both Republican and Democrat), and has always had the best interests of Atascadero in his heart. There is much discord in our world, both nationally and locally, and Jerry is running for Mayor of Atascadero because he believes he can work with all sides of every problem and help come up with what’s best for all of the citizens of Atascadero — just like he’s been doing for the last 30-plus years, working with everyone to come up with the best opportunities for Atascadero. I’ve talked with him extensively recently and found him to be a middleof-the-road person, with no big political agenda, just a really deep-seated desire to help Atascadero grow into a safe, family orientated town that listens to its citizens and responds to their needs. It’s no secret that our country, state, and town are being divided by political agendas that seek to separate us for their own purposes, and these
agendas are damaging our very ability to live together. Jerry is running for mayor because he wants to bring us together again, listening to all sides and letting the democratic process work itself out. As mayor, Jerry will be a step in this direction, of reducing the anger and tensions that are evident in Atascadero today and getting back to the basics of small-town government. There are issues coming up that should be treated as decisions to be made, and not as battles to be fought over. The proposed 1% sales tax increase that the current City Council voted unanimously to put on the ballot for citizen decision will be a topic of discussion. If the measure passes, there will be increased money for increased police, fire, roads, dealing with the homeless, etc. If it doesn’t pass, there won’t be. The citizens get to decide what kind of town they want to live in;

ever before have so many North County parents reassessed their options for their children’s education. Our students have been ‘de-schooled’ now for six months, giving parents (unasked for) time to get to know and understand their children’s learning styles and challenges. Many are actually rethinking the meaning of the word “school.” Homeschooling, independent online programs, ACE academy, private schools, classical schools, and charter schools have moved to the front of the class as new options for many local families. Among those options - charter schools - there is some local news which should be encouraging to
parents feeling they have little control over their children’s educational destiny. No example of parent power is stronger than the courageously won battle last week to allow Almond Acres Charter Academy to open in its requested new location in Paso Robles, under the authorization of San Luis Obispo County Board of Education. So, what exactly is a charter school? The charter school movement began in the 1990s when educators and parents sought an alternative to the failing public schools in inner cities. Charter schools are independent but publicly funded with more flexibility to design a classroom, curriculum, and schedule to fit their student’s needs. They are tuition-free and open to all students regardless of district boundaries. High standards of performance and behavior, individualized learning, and responsiveness to parents’ expectations are what set them apart. Nationwide, charter schools’ educational results have been so positive that most now must use a lottery system since applications far outnumber spaces. According to Thomas Sowell of the Hoover Institution, Stanford University, an estimated one
million students are on waiting lists for charter schools nationwide. (Charter Schools and Their Enemies, 2020) However, not everyone is happy with the popularity of charter schools. Why? Because the charter schools are succeeding. That means that the ‘per student’ allotment of funds goes to the charter school, where most teachers are not members of the teachers union. That means less money and power for the teachers’ unions in our state, the California Teachers Association. The CTA wields outsized influence in Sacramento, where its monthly dues provide millions of dollars for generous political donations. This enables them to steer the Governor and the supermajority decisions in all aspects of education. That is why the County Board of Education decision last week to allow Almond Acres Charter Academy to move forward with their plans for a campus in Paso Robles under county jurisdiction is so significant. Why significant? Because the state of California, under the strong arm of the CTA, came down hard on charter schools through its anti-charter 2019 ‘reforms’ bill, AB 1505 and AB 1507, which placed external and internal

SLO County is in the widespread purple tier with the most restrictions, but we are close to the next level if we can get new positive COVID-19 cases per day per 100,000 population down. This will get us into the next red substantial tier. That red tier is a big one as it opens the doors to schools for in-person instruction and for more businesses to operate indoors again. Frankly, I’m sure more and more people every day are just throwing up their hands and doing what they need to survive at this point. I know many businesses are frustrated that they have to operate outside, but some businesses have been shut down since mid-March and won’t be allowed to open until the county reaches the final tier. The Blueprint is better, but it’s still going to be difficult for counties our population size to move through all of the tiers. What we are likely to see now is fewer and fewer people getting tested. Mathematically, it makes sense. A silent protest of sorts.

this is pure democracy. Vote accordingly, and don’t get whiplashed by who is “for or against” the sales tax, as everyone just gets one vote. There are other major issues coming up that Jerry would be the ideal middleman on, listening to all sides and coming up with the best ideas. Getting schools opened again, restaurants back in business, quality high-speed internet available everywhere so folks can worklearn from home as needed, wildfire protection — the list goes on and on. And the list needs cooperation and cool heads to do all of this. Certain of the new egregious restrictions were used in an attempt to stop Almond Acres from continuing its mission as an alternative educational option for families in North County. And yet, the parents prevailed. Congratulations to those dedicated parents who wrote letters to the county on behalf of 300 K-8 children at Almond Acres. And, yes, kudos to the courageous four members of the SLO Country Board of Education who saw through Sacramento’s ploy and voted in favor of approving Almond Acre’s request. Next month I will explore the homeschooling movement, amid the predictions that because of the paradigm shift of perceptions of public education, the number of homeschoolers will quadruple in the coming years in the United States. he apostle Paul wrote in Ephesians 1:3, “Blessed be the God and Father of our Lord Jesus Christ, who has blessed us with every spiritual blessing in the heavenly places in Christ.” Salvation has provided many wonderful blessings that cause a believer to be happy and full of joy. The unique characteristic of each of the blessings is that they will last forever. Eternity future will be a time of everlasting joy and happiness for every believer. Experiencing everlasting life in heaven will cause a believer to have everlasting satisfaction and contentment. This is the hope
that every believer possesses. I recently finished a long series of messages in my church on the blessings and benefits of salvation. We discussed over twenty of these blessings. Today I want to briefly begin to share these blessings with you in this meditation. We’ll discuss about five blessings in each article. Salvation has provided everlasting life thru the new birth: John 1:12-13, 3:16, 36, 5:24, 6:40,47, 10:27-28. Jesus promised to give everlasting life to everyone who believed in Him. Salvation delivers a sinner from perishing in hell and provides assurance that a believer will live forever in heaven. A believer has assurance of where he will spend eternity. Salvation makes a believer righteous or justified in God’s sight: Romans 3:23-24, 5:1, 2 Corinthians 5:21, Titus 3:7. By faith in the gospel of
Christ’s death for sin, burial, and resurrection, God takes away a believer’s sin thru forgiveness and gives him the righteousness of Christ as a gift. A believer becomes as righteous as Christ, which allows a believer to go to heaven and live in the presence of God. Salvation makes a believer holy, or sanctified in God’s sight: 1 Corinthians 1:2, 30, 6:11, Hebrews 10:10-14. A believer receives Christ’s holiness by believing the gospel. Without being holy, no one can live in the presence of God. Salvation provides reconciliation with God: Romans 5:8-11, 2 Corinthians 5:18-21, Colossians 1:19-22. As a forgiven sinner, God restores a personal relationship with a believer. By grace, God accepts a believer as His own child. Salvation causes a believer to become an adopted child of
God. Ephesians 1:3-6. By faith, a believer is transferred from being a member of the Devil’s family and is adopted by God as a member of His family (Colossians 1:13-14). A believer begins to have a new relationship with God as his Heavenly Father. This new relationship gives a believer the privilege of praying to God.: Ephesians 3:14-19, Hebrews 4:16 This is just the beginning of all the ways God has blessed us. It is an awesome privilege to be saved and know that in eternity future, we will have everlasting joy in God’s presence and with other believers. Alvarado is ‘Still Breaking Records’ Plant Ivy food truck allows her to combine passions— food and environment By BRIAN WILLIAMS TEMPLETON — Ivy Alvarado needs her mother’s help to walk. When she speaks, words come in bursts. Sentences trail off. There’s a strength, a quiet confidence bolstered by what she’s been through. Alvarado, who is 28 now, sits at a table in a lush green garden outside of Fig at Courtney’s House in Templeton. Her Plant Ivy food truck is visible over her right shoulder. She speaks openly about the day 12 years ago when she collapsed while working at Subway in her hometown of San Luis Obispo. “It was a crazy day. I was feeling really bad and I didn’t understand why,” she recalls. Her heart suddenly stopped beating and her brain was not getting oxygen. She was rushed to French Hospital and partially awoke from a coma after 10 days before going into a prolonged vegetative state for three months. “During that time, I was just out,” she said. People in a coma are completely unresponsive. They do not move, do not react to light or sound and cannot feel pain. Their eyes are closed. In a vegetative state, the person is uncon-

scious. They have no awareness of themselves or their environment. The main difference between coma and vegetative state is that the person’s eyes will be open at some point and there will be times when they seem to be awake. By any definition, the prognosis was not good. “They didn’t even think I would wake up from my coma,” Alvarado said. Took maybe a year or so for things to start coming back. I’m still improving. Still breaking records. They are always amazed when I do something.” She did wake up, but she’d suffered a traumatic brain injury. “I didn’t even know who I was or anything,” she said. “I had to relearn everything. I couldn’t talk at first. I had to learn
how to talk. I had to learn how to put words together in my mind for sentences. It all kind of came back except for the motor part of it.” She’s done shedding tears and feeling sorry for herself. And she doesn’t want others to feel sorry for her. Although the brain injury continues to be a big part of her life, she hopes people see more — a young woman, a business owner, a college graduate, and an environmentalist. “I have to be on SSI and $800 a month is not going to cut it,” she said. “I want to support myself.” There is little doubt that she was destined to educate people about the environment. “My dreams weren’t shattered the day I collapsed, but they were postponed — until now,” Alvarado said. She probably wasn’t thinking a food truck
would be the vehicle she’d use to spread that message, but she’s making the unlikely combination work. “My passion has always been the environment from a young kid,” Alvarado said. And she likes food. A business professor at Cuesta College said she should follow her passions. Initially, she started Plant Ivy Catering with the motto “Better Burgers for the Planet.” With her mother Melinda’s help in 2018, they set up shop under a pop-up outside of Fig at Courtney’s House in Templeton, and at events, serving a plantbased vegetarian and vegan menu. She became known for serving a tasty variety of burgers featuring the famous meatless Impossible Burger. As word-ofmouth grew, wineries began adding her to their weekend calendars. With each burger sold, a donation is made to Alternative Neurological Solutions, a non-profit organization that focuses on providing solutions and treatment to people who suffer from neurological issues. After a successful 2018, an anonymous donor allowed Alvarado to have a food truck built in 2019 by LA Custom Food Trucks, a food truck builder and manufacturer in Southern California. With the truck ready and the 2020 calendar filling up quickly, it was shaping up to be a good year and then COVID-19 hit. All they could do was wait. Fortunately, when Fig reopened, they had a spot for the Plant Ivy Food Truck to roll in and open Friday from 4:30 to 7:30 p.m., and Satur-
day through Monday from 11 a.m. to 5 p.m. Melinda is proud of what her daughter has accomplished. “I still haven’t even gotten over it,” Melinda said. “She never gives up. She always has a positive attitude and she wants to get better.” For more information on Plant Ivy, visit plantivy.net.

and shaped how we pictured the skyline of New York. As a nation, we all held our breath and watched, frozen, helpless with tears running down our face. The frantic coverage continued, people running for safety through the streets, not knowing what they were running from while police, firefighters, and first responders continued toward the site and instructing people to get as far away as possible. Twenty-nine minutes later, the North Tower of the World Trade Center fell, 1 hour and 42 minutes after the initial impact of Flight 11. The Marriott Hotel at the base of the towers was also destroyed. Cries, screams, and an unforgettable sadness filled the air and our hearts as we continued to watch in disbelief of what we just saw. The reporter, now covered in soot, was now crying as people ran by her. I remember watching her and thinking how brave she was for still being there to tell their stories, feel the impact firsthand, and share it with us. She was our eyes and ears; she and her camera operator helped keep us all connected. I remember her asking people as they ran by if they were okay. I remember people running together, sobbing. Twenty-two minutes later, five Pentagon stories fell due to fire that broke out after Flight 77 crashed into it 1 hour and 13 minutes prior. At that point, all you could see on the TV was lingering grayish soot that covered everyone and papers flying everywhere. Most of us stayed glued to the screens, trying to get ahold of loved ones that were either on flights or lived in the area to see if they were okay. Phone lines were busy, and you could not get through. I remember being
on the phone with my mom and then my dad, who were both in Arizona at the time trying to make sense of what we had all just seen over the last few hours that felt like an eternity. Our family finally got ahold of my sisters, who lived back east, later that day. September 11 ended with the 7 World Trade Center building adjacent to the towers collapsing as a result of the aftermath of the towers falling. Almost 3,000 people died that day, among them were our family, friends, colleagues, and our everyday heroes. In 2003 I visited Ground Zero. Entering lower Manhattan, you could feel the loss lingering in the City. The chain-linked fence surrounding the area was filled with photos, letters, American flags, flowers, and clothing. Missing posters of loved ones remained, and it felt as if we were walking through a graveyard. I remember how eerily quiet it was for New York and seeing a woman kneeling and crying, while others stood around telling stories of their loved ones they had lost on that tragic day. I could feel the deep gratitude I had for my little brother, who had become a Marine by that time. As I closed my eyes, I could remember listening to the news as our troops invaded Iraq earlier that year in March. My brother’s battalion was one of the first in. We went weeks on end without hearing anything from him, and then he would call one of my parents for a brief moment to let them know he was okay. As I continued to walk around the gated area, I placed my hand on the fence. I thought of the loss of life right where I was standing. I thought of the families, the residents of New York, and our Nation. I thought of our loved ones who joined the military to fight for our freedom, and I thought of our first responders who continued to show up even after they lost members of their crew.

Due to the changes from SB13, the City must decide how it will determine the rate charged to larger units. City Development Director Phil Dunsmore presented the City’s proposed “proportional rate,” which stated that the impact fee should be relative to the accessory unit’s size compared to the average size of primary units typically found in the jurisdiction. According to current assessor data, the median size of a primary dwelling in Atascadero is 1,666 square feet. The City worked with a fiscal impact consultant and determined that it costs $10.45 per square foot of the new ADU floor area. This means a 1,000 square foot ADU’s impact fee would be $10,450. The City is anticipating that the demand for ADUs will go up following the reduced cost. The agenda packet states the City typically issues four to five permits for ADUs a year, with most coming at the maximum size (1,200 sq. ft.). However, in recent months, requests have gone up, and the City is anticipating 20 per year but of much smaller sizes. Following the presentation, the council raised some questions on reducing or subsidizing the cost. Multiple council members expressed concern about how this could change or restructure affordable housing in the City. The motion to pass the staff recommendation passed 4-1 with Councilwoman Roberta Fonzi voting against it. City Manager Rachelle Rickard assured the council they would have opportunities to have discussions surrounding how they want to incentivize and promote affordable housing in the future.
