AUSD to Apply for Elementary School Waiver

T
he Assistance League of San Luis Obispo County is celebrating 25 years as a chapter. For a quarter of a century now, its members have been doing something they love — helping children. “We had a wonderful group of women in the Guild, who worked as a ‘team’ with the sole purpose of forming Assistance League of San Luis Obispo County,” said founding board member Barbie Butz, of Atascadero. “Now, here we are 25 years later, looking back at our chapter and thanking you for your membership and for believing in what we do for our communities and our children.” Butz was the SLO chapter’s first president, serving in that capacity for nearly three months. It received chapter status in March of 1996. Assistance League of SLO County’s roots go back to 1991 when it was first a “Guild.” On Nov. 21, 1991, the Assistance Guild of San Luis Obispo County, a future chapter of the National Assistance League, was formed with 32 active members from

throughout the county. The first board of directors of the Guild included President Caroline Craven, Vice President Membership Kathy Metcalf, Vice President Philanthropic Projects Linda Breshears, Assistant Vice President Philanthropic Projects Butz, Vice President Fundraising Claryce Knupper, Corresponding Secretary Camilla Colgrave, Recording Secretary Gladys Fiske, Treasurer Bonnie Gromacki, and Guild Liaison Anne Slocum. Craven was Guild president for two years — 1991-92 and 1992-93, Fiske followed in 1993-94, and Butz was president in 199495 and 1995-96. “During the 5 years of building the chapter, we met in private homes, the school cafeteria at Teach School, the San Luis Obispo Library, Pacific Kitchen and Bath (owned by the Metcalfs) where we sat on everything in the display room, including the demonstration toilets and bathtubs,” Butz said. NORTH COUNTY — North County Womenade, a local nonprofit organization that raises money for local families that need financial assistance, has continued to serve the North County throughout the pandemic, donating nearly $30,000 in 2020. North County Womenade was founded in 2019 as a coalition of human service agencies, faith communities, and big-hearted people giving direct care to neighbors in critical need in the name of bringing the community closer together. The North County chapter comes from its predecessor’s spirit, Womenade in San Luis Obispo, founded in 2002 by local teacher Sandy Richardson. Richardson read an article in “Real Simple” magazine about physicians that wanted to help lower-income patients that couldn’t afford medical devices like wheelchairs, and the idea was born. Richardson began organizing potluck dinners, asking friends to bring $35 (or the cost of a meal out) with them to donate, and the seeds of Womenade were planted. After 16 years, Richardson retired in 2019 after helping with over a million dollars in donations and inspired more to continue the work she started. The San

Luis Obispo Womenade often donated to people in need in the North County, which spawned the North County group in 2019. The name “Womenade” is a bit of a misnomer in that the organization helps everyone. Both men and women can submit requests to North County Womenade. The organization shared they could be rebranded soon with a more clear message. The nonprofit was founded by three local ladies, Michelle Blanc, a local nurse, Pastor Amy Beveridge of Bethel Lutheran

Church, and Lisa Fraser, who works tirelessly for the underserved community with several organizations, including The Community Link and The Center For Family Strengthening. North County Womenade operates under the umbrella of the Center For Family “We started holding fundraisers and went out and got some grants as well as holding potlucks,” Blanc told The Atascadero News. ATASCADERO — The Atascadero Unified School District Board of Trustees met Tuesday night, covering a broad spectrum of topics from the revised budget and cost of textbooks to the return of extra- and co-curricular activities. The board meeting opened with 21 different letters to the Board addressing several issues parents and students are having with distance learning, emphasizing reopening schools in the blended model the District presented before the Aug. 12 start date. “Thanks to all the parents that had their comments read tonight. We really appreciate your input and look forward to continuing to gather that input from all of you,” AUSD Superintendent Tom Butler said at the top of his report. “I want to thank you for continuing to advocate on behalf of your beliefs and your family values.” The Atascadero superintendent revisited the community’s comments after addressing the return of certain in-person services in his report. Butler covered various topics but began noting that there was a glitch in the most recent parent survey. While the District will not be able to use the data as several people were able to vote more than once, they did receive the comments attached and the requests for additional services and are currently working to help those families. The District will survey the parents again in the future. Wednesday, AUSD officially began providing in-person services to the most intensive special education students. “This is a positive step for us and will provide our highest need special education students with the support they need to be successful,” Butler said. “We are glad to start this gradually and will build out to address our most needy students.” While parents who want in-person teaching and the blended model will have to wait, CONTINUED ON PAGE A15

People Rally in Paso Robles to Reopen Schools By BRIAN WILLIAMS PASO ROBLES — Nearly 100 moms, dads, grandparents and kids rallied in the Paso Robles Downtown City Park on Saturday, Sept. 12, calling for area schools to open for face-to-face instruction. The two-hour rally to reopen schools was organized by a group of local moms, said one of the moms, Beth Giuffre, who was also the emcee. Several speakers, including a CTE student, a Paso Robles teacher, a retired doctor and a Paso Robles Joint Unified School District trustee, took to the Carnegie Library steps and spoke to the crowd. “It’s a good start. Our intention was just to really give a voice to the children,” Giuffre said. “We’ve been hearing from a lot of grownups talking about things like liability at school board meetings. My main call to action, if there is one, is we need to start asking and talking about how the children are feeling and doing socially
and mentally because as a mom and someone who loves children, what I am seeing is a very disturbing sense of despair. Especially with teens, their social-emotional well-being is not being talked about as it should.” At one point, Giuffre read messages from several area students out loud. All of the students talked about what they were missing out due to distance learning — such as socializing with friends, going to games, attending dances, doing hands-on projects, and face-to-face conversations with teachers. “Here is an anonymous teenager. She said, ‘I want to go back to school. This is my senior year and it has been taken away from me. I wanted my senior year to be memorable. It definitely will be just not in a positive way. I was looking forward to hanging out with my favorite teachers and making new friends. Atascadero Creek and River Cleanup Day Set For Sept. 19 STAFF REPORT ATASCADERO — The Annual Atascadero Creek and River Cleanup Day is Saturday, Sept. 19, from 9 a.m. until noon. This year will be a little different as we follow COVID-19 Safe Guidelines: • No formal gathering to meet at the beginning of the day. • All supplies will be distributed from the AMWC Yard, but volunteers are encouraged to come by at their convenience and maintain CDC recommended social distancing at this location. • Sign-ups will be available for each specific location, both ahead of the event and on the morning of the event, with
each location limited to a maximum of 10 people. • Bring work gloves, sturdy, closed-toe shoes, face coverings and a small backpack to carry water. Volunteers are needed. Team leaders will not be assigned this year, but each group will be assigned to a specific creek section. It is helpful if your family-friend groups have trucks to haul the debris to the AMWC Yard. People at the rally called for both in-person learning and the resumption of high school sports and activities. Signs at the event read, “Our Children’s Future Must Not Be Determined by Fear,” “Newsom is Bullying My School,” and “Children are Suffering Open Schools Now.” Retired podiatrist Dr. Rex Thornhill explained how the coronavirus is spread and that there was little risk of it spreading like wildfire between students and teachers. “The bottom line to wrap it
all up, we have things we say in medicine,” Thornhill said, “‘Is the cure worse than the disease’ and I think we can say in this situation the operation was successful but the patient died. Let the kids go back to school.” PRJUSD trustee Chris Arend and others said the decision to have schools begin the year with distance learning was based more on politics than science. And that the quality of education the children are receiving was not on par with in-person instruction. Arend made it clear from the outset that he was not speaking on behalf of the school district or the board. Arend has a high school-aged son. “We have got to get the kids back in school,” Arend said. “Well, what can we do about it. We are doing part of it here, holding this rally. We have to be squeaky wheels. We all have to raise a ruckus and we especially have to do it with our state legislatures and the governor. We have to let them know we are not going to stand for this anymore.”

PASO ROBLES — The Central Coast Wine Competition hosted annually by the California Mid-State Fair has confirmed its new dates for 2020. Discounted early-bird registration ends Sunday, Sept. 20, at $65 per wine. After that, it increases to $85 per wine until the closing of registration Sunday, Sept. 27. 18th Annual Women’s Legacy Fund Event Marks $500,000 Awarded Since Inception Join ‘Invest in Her’ on Sept. 24, for broadcast of virtual event STAFF REPORT SAN LUIS OBISPO — The Community Foundation San Luis Obispo County’s (CFSLOCO) Women’s Legacy Fund (WLF) will host their 18th annual event on Sept. 24, in a new virtual format bringing the community together to “Invest in Her.” The Women’s Legacy Fund focuses on empowering women and young girls by promoting mental wellness, health, safety and future security. As the COVID-19 pandemic has disproportionately affected women, these areas of support are more important than ever. Due to this iconic San Luis Obispo County program’s ongoing success, the Women’s Legacy Fund awarded
$56,500 in grants this year to four local programs, marking a half-million dollars awarded since 2004. Paderewski Festival Going Virtual for 2020, Lineup Announced STAFF REPORT PASO ROBLES — The Paderewski Festival in Paso Robles announced the lineup of concerts and accompanying events scheduled for the upcoming Festival. Due to the COVID-19 pandemic and social distancing restrictions, all of the 2020 Festival events will occur online on Friday, Nov. 6, and Saturday, Nov. 7. On Friday, Nov. 6, the Festival will celebrate Ignacy Jan Paderewski’s 160th birthday with an online Gala Concert. Pianist Adam Żukiewicz will perform via livestream from the Auditorium of the University of Northern Colorado/Greeley. His live program presentation will include a selection of works by Chopin, Gershwin, and Paderewski, as well as Beethoven’s “Moonlight Sonata,” a piece performed by Paderewski in a 1937 film with that same title. SLO County Close to Moving into Red Tier 2 By BRIAN WILLIAMS SAN LUIS OBISPO — San Luis Obispo County is one good week away from moving out of the most restrictive widespread purple tier 1 into the substantial red tier 2. A county must meet the state’s COVID19 criteria of two metrics — casesper-100,000 rate and positivity rate — for the less stringent tier for two consecutive weeks to move into a less restrictive tier. SLO County’s positivity rate of 2.9 percent has not been the problem since Gov. Gavin Newsom announced the four tiers in the Blueprint for a Safer Economy two weeks ago. The County’s cases-per-100,000 has been above 7 and this was holding it back until this past week when it came in at 6.3. The state’s metrics are updated each Tuesday. A county must remain in a tier for a minimum of three weeks before advancing to a less restrictive tier. Moving into the substantial red tier 2 would allow for more businesses to open and for some to move indoors. Schools could reopen with some in-person instruction once the county is out of tier 1 for at least 14 days. In tier 2, movie theaters, places of worship, gyms and fitness centers can all reopen indoors with limited capacity. Restaurants, bars, breweries and wineries that serve food
can move indoors with limited capacity. The capacity of business sectors that were open indoors in tier 1 increases — doubles in some instances — in tier 2. County Reports Four COVID-19 Deaths Four San Luis Obispo County residents died from COVID-19 since Friday, Sept. 11, bringing the County’s total to 27, according to SLO County Public Health officials. Two people died on Saturday and one on Monday and Wednesday. One of the people was in their 90s and the other three were in their 80s, according to SLO County Public Health officials. All had underlying health conditions. Seven SLO County residents have died from the virus in September. On Wednesday, SLO County reported 23 new COVID-19 cases bringing the overall total to 3,316 with 3,091 having recovered. There are 196 active cases, the lowest amount since early July. The number of SLO County residents currently hospitalized with COVID-19 increased to 13 with three in intensive care. Twenty-six people have died from COVID19 in SLO County. Borenstein Urges People to Still Get Tested San Luis Obispo County Public Health Officer Dr. Penny Borenstein reiterated COVID-19 testing’s importance during the County’s weekly briefing on Sept 9. “The importance of testing is simply to make sure that we identify all cases so that

we can take action in public health,” Borenstein said. “I’ve heard many people say well if we don’t test, we won’t have these high numbers, we’ll be able to move forward but that isn’t a very good approach to not know where our infections are and how to prevent them from transmitting.” More testing helps the County’s metrics in the Blueprint for a Safer Economy. “We do well on the positivity rate, but I also want to point out that with more testing, we can actually get some credit against our case rate,” Borenstein said. Borenstein also relayed information from a survey asking people about COVID-19 testing. More than 3,300 people responded to the survey. “It helped us get an idea of reasons why people might not be testing,” Borenstein said. “And I mentioned one of them, some concern about adding to negative metrics but there were also some key findings around people who thought perhaps it wasn’t safe or that it takes too much time or the results are not as meaningful.” The actual COVID-19 test takes a few seconds, Borenstein said. It may be a little bit uncomfortable, but the people who are doing the testing are in full protective gear. There have been no cases reported of actually transmitting the virus through testing, Borenstein said. “Nor are we aware of any cases that have occurred by virtue of going to a testing site,”

Judge Says Trial Can Move Forward in Woodrum Murder Case STAFF REPORT
Containment of Dolan Fire Remains at 40% STAFF REPORT MONTEREY COUNTY — Firefighters continue to strengthen containment of the Dolan Fire burning south of Big Sur in the Los Padres National Forest. As of Wednesday morning, the fire had burned 122,178 acres and was 40 percent contained, according to Los Padres National Forest officials. The fire has been burning since Aug. 18. The cause is under investigation. Firefighters were going to continue the burnout operation on McKern Road on Wednesday. Crews and heavy equipment spent several days preparing roads to be used as containment lines on a planned burnout that is intended to prevent the fire from moving south of McKern and Nacimiento-Ferguson Roads, US Forest Service officials stated. Ignitions that began along Prewitt Ridge Tuesday were expected to progress slowly east Wednesday with firefighters along McKern Road using water to cool the perimeter. Fixed-wing aircraft were available for retardant drops to moderate fire behavior and helicopters could assist with aerial ignitions to fill in areas of unburned fuel. This burnout operation was expected to take a few days to complete depending on wind and weather conditions. There’s a forecasted wind change on Thursday from generally southerly winds to northwest-west winds. While wind speeds are not predicted to increase, the change of direction could push fire farther east. Hot and dry conditions were expected to persist inland and on the east side of the fire area and firefighters were predicting active fire behavior. Highway 1 remains closed between milepost 25 and milepost 10. Nacimiento-Ferguson Road is closed to all traffic from Highway 1 to the Fort Hunter Liggett base boundary line. Elsewhere, the Creek Fire containment was 18 percent, with 220,025 acres burned as of Wednesday morning. The fire has been burning since Sept. 4 in the Sierra National Forest in Madera and Fresno counties and has destroyed 650 structures. A Fire Weather Watch is in effect Thursday afternoon through Friday for the Creek Fire. Firefighters are preparing for a significant weather change across the fire area as the high-pressure system that has been over the area moves east. A low-pressure system moving over California will bring clear air, gusty winds and cooler temperatures at the higher elevations. These conditions will give the fire a chance to become more active and begin pushing it toward lines that have not yet been wind tested. Over 17,000 firefighters remain on the frontlines of 25 significant wildfires and two extended attack wildfires in California. Since the beginning of the year, wildfires have burned over 3.3 million acres in California. Since Aug. 15, when California’s fire activity elevated, there have been 25 fatalities and over 4,200 structures destroyed. For more information, visit fire.ca.gov/incidents. Borenstein said. “I believe the environments and the test itself are quite safe.” The test is fast in terms of getting an appointment, Borenstein said. People can both get same-day or, in some cases, nextday appointments. “We welcome that for anyone experiencing symptoms or may think they have been exposed in the last 5 to 7 days — that is the best timing to be tested,” Borenstein said. “If you don’t have symptoms but think you may well have been exposed is to wait 5, 6, 7 days because that is how long it will take from exposure to test positive.” The average turnaround time on the results is quicker now too, between 1-3 days, Borenstein said. SAN LUIS OBISPO — A San Luis Obispo County Superior Court judge determined Friday there was enough evidence to move forward with the murder trial of Carlo Alberto Fuentes-Flores, according to published reports. Fuentes-Flores, 44, is accused of killing Paso Robles resident Nancy Wood-
rum in May of 2018. The judge upheld the charges against Fuentes-Flores following a multi-day preliminary hearing. Fuentes-Flores was charged with premeditated murder with special circumstances that alleged Woodrum’s death occurred during a rape or attempted rape and the commission of a burglary. Woodrum, 62, went missing in May
of 2018. Fuentes-Flores led detectives to her body off of Highway 58 in eastern San Luis Obispo County. Detectives determined Fuentes-Flores was hired to do some painting at Woodrum’s home shortly before her disappearance. Fuentes-Flores has pleaded not guilty to the charges and remains in jail. If convicted, he could be sentenced to life in prison.

Newsom to Veto Bill that Threatens Public Safety STAFF REPORT CALIFORNIA — California prosecutors are calling on Governor Gavin Newsom to veto a bill that would threaten public safety by allowing repeat convicted drunk drivers, elder abusers, and people convicted of weapons charges to have their cases dismissed after completing diversion instead of being held accountable. Assembly Bill 3234 would erase criminal behavior from the defendant’s records and prevent law enforcement from having a true accounting of criminal history. Signing the bill into law could also result in the loss of millions of dollars of federal funding that helps prosecutors and police effectively investigate and prosecute impaired driving across California. AB 3234, authored by Assemblymem-
ber Phil Ting (D-San Francisco), is based on a 2014 Los Angeles County diversion pilot program that expired in 2018. The Los Angeles program was applied generally to first-time offenders. It included numerous exclusions, such as DUIs, weapons charges, and crimes against elders and minors, and possession of child pornography and annoying or molesting a child. It also excluded defendants who had prior diversion and defendants with prior violence within the last 10 years. The majority of these exclusions were not included in AB 3234. As a consequence, this bill would allow a court to grant diversion for misdemeanor offenses, including DUIs, elder abuse, and firearms offenses. Not only would these crimes be eligible for diversion, but the cases would be dismissed, and these crimes would be deemed never to have occurred. “Diversion will now almost certainly
be sought in every eligible misdemeanor case. Failure by a defense attorney to request it would likely be considered ineffective assistance of counsel,” said CDAA President and El Dorado County District Attorney Vern Pierson. “Rather than being held accountable and treated appropriately, repeat DUI offenders would have a legal pathway to avoid the responsibility of their dangerous conduct,” he added. “Due to anti-recidivism statutes enacted in the 1980s and 1990s, DUI deaths have decreased by 52 percent; nonetheless, there were over 1,000 DUI deaths in 2018 alone. Counter Human Trafficking Team Rescued a Potential Victim STAFF REPORT
SAN LUIS OBISPO — Investigators with the San Luis Obispo County Sheriff ’s Counter Human Trafficking Team conducted a proactive operation to rescue a potential human trafficking victim. The victim was pregnant, commercially sexually exploited, and controlled by a trafficker. Through an undercover prostitution sting, the female was contacted, and a male counterpart was identified as Anthony Richardson Gaines, 33 of Modesto. Due to COVID-19 concerns, state zero bail policy, and further follow-up needed, the victim and Richardson Gaines were released. After a follow-up investigation, the Counter Human Trafficking Investigators were able to secure an arrest warrant for Richardson Gaines for the crimes of human trafficking, pimping, and a prison prior enhancement. On Aug 18, 2020, with the Modesto Police Department Investigations Division’s assistance and the non-profit organi-
zation DeliverFund, Richardson Gaines was taken into custody in Modesto, CA, and subsequently extradited and booked in the San Luis Obispo County Jail. The Sheriff ’s Counter Human Trafficking Team is a partnership between the Sheriff ’s Special Operations Unit, the San Luis Obispo County District Attorney’s Office Bureau of Investigations, and the District Attorney’s Victim Witness Division. The Counter Human Trafficking Team primarily targets human trafficking victims, sexual exploitation, and the commercial sexual exploitation of children. The Counter Human Trafficking Team has been operational since January 2020 and has focused its attention on proactively targeting traffickers who sexually exploit victims, sex purchasers who drive demand and providing resources to exploitation victims. In addition to proactive investigations, the Counter Human Trafficking Team provides training to law enforcement and a wide variety of community partners.

San Miguel CSD Employee Sentenced for Theft and Embezzlement of $38,000 STAFF REPORT SAN LUIS OBISPO — Kallie Johnson was sentenced recently by San Luis Obispo County Superior Court Judge Hernaldo Baltodano to 180 days jail for her theft of $38,000 from the San Miguel Community Services District. The Community Services District provides water, sewer, solid waste disposal, street lighting and general administrative services to San Miguel, population 2,400. Johnson, 30, pled no-contest to two felonies — misappropriation of public funds and embezzlement of public funds. The thefts occurred between June 2015 and November 2015 while Johnson was working as the district’s bookkeeper. According to evidence in the case, during that time, she manipulated the district’s payroll system to increase her paycheck. She did this on 11 separate occasions, increasing the amount of each paycheck from $2,000 to as much as $4,000. “The public has a right to expect that all government officials, whether employees in small local districts or state agency officials, will serve the public and protect our valuable public resources. Ms. Johnson abused her position by stealing from the residents who live in San Miguel and we will not allow public corruption in any form to go unpun-
ished in San Luis Obispo County,” said San Luis Obispo County District Attorney Dan Dow. Johnson was facing up to four years in prison. “While the sentence is less than we had hoped for, we can all be thankful that she’s receiving punishment for shattering the trust of this community and stealing the resources of the district,” said Ashley Sangster, San Miguel Community Services District Board President. At the sentencing hearing, Sangster spoke at length of Johnson’s harm to the district’s reputation and its employees. During the hearing, Judge Baltodano noted the seriousness of her offense, that it involved sophistication, and took advantage of a position of trust and confidence. After Deputy District Attorney Michael Frye urged the Judge to sentence Johnson to at least one year in custody, Judge Baltodano gave a lesser sentence of 180 days, noting that she had served in the military, that she was making efforts to pay restitution, and that she had no significant prior criminal history. This case was investigated by the San Luis Obispo County District Attorney Bureau of Investigation. It was prosecuted by Deputy District Attorney Michael Frye, who is assigned to the Public Integrity Prosecution Unit.

ngeborg Pendley passed away peacefully on August 22, 2020 in the way she had wished for: in her sleep and at her home of 55 years in Atascadero. Inge, as most knew her, was born on January 15, 1930 in Friedland, Czechoslovakia to her parents Gertrud Matzig and Kurt Görner. After World War II, Inge’s family were forced to move to Germany. Inge then bravely escaped East Germany with her mother and brother Kurt, crossing a forest during the night, to settle near Frankfurt, Germany. Inge moved to the USA in 1958, and for a short while lived in Oklahoma and Illinois. She found her true home Atascadero in 1961. She was
ernon Lester Stewart 89, of Santa Margarita, passed away peacefully, August 31, 2020, at home with his wife Dorrie by his side. Born in Arlington, South Dakota on December 12, 1930, to Willis A Stewart and Idyle Mae “Nettleton” Stewart. He was raised on the Stewart family farm. He enlisted in the United States Navy in 1951-
1955. He was assigned to the (CBs) Construction Battalion working on the Islands of the South Pacific.On May 30, 1953 he married Dorrie Evans of Goshen, Indiana. He worked in San Luis Obispo for Model linen Supply, West Side Auto Parts, and the Big A Auto Parts store. He retired in 1993 Vern loved the Community of Santa Margarita. He participated in
several community Organizationsover the years. He was instrumental in the founding of the Santa Margarita Volunteer Fire Department. Vern always took good care of his family. He was a loving husband, father, grandpa and Opa to his great grandchildren. Vern is survived by his wife of 67years Dorrie Stewart. Children, Mona and husband Rick Lancaster,
Willyand wife VickiStewart, Peggy and husband Jeff Lynn. Five grandchildren, Richard and wife Tara Lancaster, Cristin and husband Dustin Knutson, Mackenna and husband Jeremy Waller, Dylan Lynn, and Wesly Stewart. Seven great-grandchildren, Blane, Tyler, Wade Knutson, Sage, Sierra, Brook Lancaster, and Dalton Stewart.Services pending.
a beloved part of the community since when phone numbers were four digits long and there was not a single stoplight in town. She witnessed incredible growth and change in SLO county. Inge herself continually grew and changed with the times, yet always remained a dedicated and loving mother and grandmother. Inge held many jobs and delighted in telling people she was a welder for many years. She worked hard for everything she had. She collected cans and bottles to buy her first car, after receiving her first drivers’ license in her 40s. She became a naturalized citizen in her 30s. We learned so much from her about being a good person. Inge never had much but was always generous with what she did have. Be it loaning money to people in need, allowing kids and grandkids to use the middle bedroom or her car for many months at a time, or the cash or lottery tickets that every grandkid could count on for birthdays and Christmas well into adulthood. Inge’s house was more than just her home. It has been the center of our family for nearly
six decades. Although many have moved away for a time or permanently, there was always a magnetic draw back to see her, with nearly 40 people somehow fitting in her little house for birthday celebrations and holidays. Inge loved to dance. To the twist in the 1960s, teaching us the waltz before our first sock hop in the 1970s, and swinging to country music. She danced at every event with music. Her last dance was with family at great-granddaughter Emily’s sweet 16 birthday celebration in November 2019. Inge was well-known for her famous home-made french fries, potato salad and anything made with vinegar. She experienced hunger during WWII, and never wasted food. Even feeding stray animals to avoid throwing food away. Inge made many life-long friends. She tolerated the Dodgers to watch many games with Agnes Rainwater. She spent many happy hours hiking and traveling with Gale Semon and Linda LaRue. Although Inge’s bones were brittle, her spirit and love of life were very strong. She was
the toughest person most of us have ever known. She worked extremely hard to come back from injury after injury, spending more time at the gym and in the pool than people a quarter her age. Inge proudly displayed a “sour kraut” plaque alongside many photos of her family. But behind her occasionally cantankerous and ornery façade, she always had an incredible amount of love for the many people in her life. Although she didn’t use it frequently, when she did, her smile could light up a room. Those who knew and loved her will miss that smile. But not nearly as much as we will miss the amazing woman behind it!! Inge is survived by her remaining children; Brigitte Fowler, Linda Persons (Larry), Thomas Pendley, and Robin Kurt Pendley ( Jodi). Her daughter Peggy Pendley passed away in 1994. She had eight grandchildren: Eric, Alice, Melissa, Randy, Breanna, Tyler, Rebecca, and Mitchell; ten great-grandchildren: Mercedes, Victoria, Emily, Nicholas, Joshua, Tobin, Nolan, Skylynn Ingeborg, Kaycee, and Steven;
and a great-great-grandchild: Zohanna. We want to thank Rob and Jodi for ensuring Inge could remain at home during her final days. Jodi’s care and excellent cooking merit special appreciation, and Inge considered you her daughter. Many thanks to Dr. Mooney for his many years treating Inge’s numerous fractures, to Dr. Jardini and his staff in Templeton for years of kind care, and to Hospice for guiding us during her final journey. Inge suffered a massive stroke in November 2019. She was proud of her stroke recovery, made possible by excellent stroke teams at Twin Cities and Sierra Vista, where she had a thrombectomy, and the Acute Rehab Center in Arroyo Grande. Inge’s thrombectomy experience was featured in a news article that she kept by her favorite chair to show her visitors. With the current challenging situations in California, there will not be a public service at this time. Inge’s family is planning a public celebration of her life during the season she loved the most, Fall.

eggy Lou Evans Harrison, 86, passed away peacefully during the early morning hours of September 5th, in her home in Paso Robles. A graveside service was held on Saturday, September 12th, 10:00am, at
Paso Robles District Cemetery. Pastor Steve Calagna of North County Christian Fellowship will be officiating. Peggy was the daughter of Irene and Iveus (Red) Evans, also of Paso Robles. She was born on August 10, 1934, in Oklahoma City, OK. She lived the majority of her life in Paso Robles. In her career, Peggy worked for the Paso Robles Mercantile, the Paso Robles School District and the Paso Robles Police Department. Peggy was an avid athlete her whole life, and enjoyed golf and bowling. She loved her family and being a part of her church community.
She is survived by her sisters Billie Jean (Ed) Hogan, of Virginia, and JoAnn (Ed) Holba, of Illinois; nephew Steven Hogan of Texas; nieces Christine Hogan of Virginia, Peg Herald and Jeanne Puacz of Illinois; great nieces Patricia Leeser of Virginia, Megan and Jillian Herald, Zoey and Phoebe Puacz, all of Illinois; great nephew Declan Puacz of Illinois. She was preceded in death by her beloved husband, Ted Harrison, in December 1978. Arrangements are by Kuehl-Nicolay Funeral Home in Paso Robles.

eing publishers of hometown newspapers and community magazines during an election year and a pandemic is not for the faint of heart, especially during these unprecedented times. Together with our team, we take a lot of pride in covering the local, county, and statewide events that pertain to our community. Recently I received an email from a community member critiquing our lack of coverage or mention of national events in relation to our local stories. I found it to be a great question and one that I contemplate daily as we create the papers each week, so I thought I would share my reply: The Atascadero News is a Hometown Newspaper. We cover Atascadero and the North County, which includes Creston, Santa Margarita, Templeton, Paso Robles, San Miguel, Shandon, and San Luis County, as it pertains to the North County. Due to COVID-19 and the hold of all sports, we are currently printing a 16-page one-section paper filled with local news, people, business, City Council, and School Board, and a few county-related stories outside of COVID.

Now with that being said, perhaps you missed the coverage that we did earlier this summer on the two protests in Paso Robles and the one in Atascadero. As a direct response, the Paso Robles Mayor formed a Diversity Council that just recently came to fruition after he pledged that he would do so at the protest in July. Or perhaps you missed the article we ran on Atascadero PD Respond’s to “8 Can’t Wait,” or the story on the Community Brings Race Matters SLO Demands to the City Council. Or the Atascadero Mayor Talks Police and Prejudice or SLO City Council Approves Creation of Diversity, Equity, and Inclusion Task Force, or the article on Growing the EVC Team to Help Grow SLO County’s Economy. I really could keep going, but I believe you get the point. We are a small hometown newspaper trying our very best to bring the community together, not tear it apart by reporting on the local people by local journalists who love our community. When we began this pandemic, we all united together, and that is what we all focused on. I believe we will get back to that because I have seen our community do it before. A question for you to ponder, if we cover only hometown news, stories, and issues, of what happens on our streets within our community, then why are the issues that you mentioned not appearing in our paper? Perhaps you may want to look at that side of the conversation. Stay safe, share love and be a good human.

So how can we begin a meaningful conversation on sensible management without triggering people with hot button words? ast week when I composed my column, it was at least 112 degrees outside. Therefore, I thought it would be nice to include some “cool” drink recipes and a Lemon Sherbet recipe. My column deadline was Monday and I expected the weather was going to stay warm. Was I ever in for a shock! On Thursday, our paper delivery day, it was almost cold enough for a fire in the fireplace and I wore a fleece jacket all day. So much for predicting the weather! I appreciate that Carrie Lovell, Public Relations and Media Chairman for El Paso de Robles Chapter, NSDAR (National Society Daughters of the American Revolution), keeps me posted on celebrations regarding our country’s founding. This month the chapter is promoting Constitution Week, Sept. 17-23. On Sept. 1, the chapter was presented a Constitution Week Proclamation from
U.S. citizens’ responsibility to protect, defend and preserve the U.S. Constitution. El Paso de Robles Chapter, NSDAR is an active chapter whose members honor their ancestors who fought for the nation’s independence. The chapter has been committed for over 70 years to volunteer service to better their local communities. DAR is one of the largest patriotic women’s organizations globally, with more than 185,000 members in approximately 3,000 chapters across the country and in several foreign countries. Members promote historic preservation, education and patriotism via commemorative events, scholarships and educational initiatives, along with citizenship programs, service to veterans, and meaningful community service. The fact of the matter is I love to hand sew leather and I have two sewing machines, an old treadle Singer that I completely refurbished and a Tippman machine that will sew through three-fourths of an inch of leather. I really want a “Cobra,” which many of the top saddlemakers now use. I come by my sewing skills honestly because my mother was an unbelievable professional seamstress and for many years, it was her sewing that paid the bills and put food on our table. Still, I was was not proud of admitting to grandpa that I enjoyed the “needle arts.”

The DAR initiated the observance in 1955 when the service organization petitioned the U.S. Congress to dedicate Sept. 17-23 of each year to the commemoration of Constitution Week. Congress adopted the resolution, and on Aug. 2, 1956, President Dwight D. Eisenhower signed it into law. The celebration’s goals are threefold: to encourage the study of the historical events that led to the framing of the Constitution in September 1787; to remind the public that the Constitution is the basis of America’s great heritage and the foundation for its way of life; and to emphasize

Even if your faith is as tiny as the small mustard seed, it is more than enough. Look at the great expanse of beauty produced by these tiny little seeds. I’ll never forget the first time I saw a field of these incredibly beautiful mustard flowers. They seemed to go on forever and gave me a sense of the infinite presence of love, which permeates all of life. Whatever you choose to have
faith in is perfect and right for you, whether you call it Allah, Atman, Brahman, Buddha, Divine, Eternity, the Force, God, Jesus, Mohammed, the Presence, Source Energy, Spirit, or otherwise. I choose to call it God, which works for me; It is the Invisible Presence, the Thing Itself, common to all, in and through all things, and Its nature is love. The dictionary defines faith as complete trust or confidence in something or someone. Ernest Holmes wrote, “Faith is the substance of things hoped for, the evidence of things not seen.” I believe faith is a mental attitude embodied to such a degree that the mind can no longer deny it. We all have this mental attitude of faith about many things without even realizing it. You have faith that the invis-
ible law of gravity will work when you get out of bed. You don’t have to pray about it or will it to be. You just get out of bed and stand right up. You get in the shower and turn on the water, expecting to control the temperature, adjust the flow to your liking, and keep a steady stream going until you’re complete. When you go out to your vehicle in the morning to drive to work, school, or wherever you’re going, you have faith that your car will start right up and allow you to get to your destination on time. I’ve never walked out to my vehicle and thought, gosh, I sure hope my car starts today. It just starts, like it always does. I’m so grateful! You have faith that the sun will rise and set daily, that your coffee maker and toaster will work as expected. The list goes
When grandpa went into the rest home, my aunt had an estate sale and as I was going through the debris of Grandpa’s life, I found a small quilt composed of one-inch squares of material that were perfectly sewn together with tiny stitches, about eight to the inch. I asked my aunt, “Who made this beautiful quilt? Such workmanship!” “That’s your grandpa’s?” “Wow, I’ve never seen it before. But do you know who made it?” “I just told you. Your grandpa made it!” “Whoa! Wait just one darn minute! Stop the presses. You’re saying that my grandpa sewed?” Without waiting for an answer, I gathered up the quilt and immediately took it down to the geezer prison where grandpa was now encamped. He took one look at it and immediately knew that I knew our family’s deepest and darkest secret: GRANDPA SEWED! The Story Behind the
Texas Longhorns? By CONNOR ALLEN
or the better part of two decades, one prominent, iconic feature frequently turns heads when one makes the trek from the North County down to San Luis Obispo, yet nobody knows much about them. In the morning, the sun glistens off their faces. At night, they are painted in a dark silhouette standing as an emblematic, subtle reminder of the differences of personalities and climate when you travel over the Grade. The Atascadero News has found the story behind the Longhorns, and it began in 2003. The owner of the herd of longhorns that can be seen off Highway 101 on the south side of the freeway wishes to remain anonymous but shared the reasons for the colossal cattle.
The herd was purchased for two main reasons. First, to graze the land to prevent fire danger to the region and be unique and something to look at for those that drive by. “I would love for the story to inspire people to do more things that just make the Earth beautiful and wonderful,” the owner said. “If you can do it, then why wouldn’t you do that. It is true, I could have bought Angus or anything and let them live there, and no one would ever notice them because they would look like every other steer you drive by. Why not make it more fun for when you drive by.” As you whip by on the freeway, it is hard to get a good look at the herd, which is what leads several people a
day to pull over and scramble for their cameras. There are around 25 to 30 that occupy a nearly 400-acre area and, when not visible, are moved to another pen out of sight from passersby. If you look closely, you will notice that not all of the cattle are longhorns. If you look even closer, you might see that of the four that aren’t longhorns; two are identical. While the herd is mostly comprised of what are commonly called Texas Longhorns, there are also four Watusi in the bunch, and two of them are identical twins, down to the spots. The two behemoth bovine breeds look very similar, especially when zooming by at 70 mph. The best way to tell them apart is by looking at their iconic horns. The Watusi horns are thicker and
look as if they sit as a u-shaped crown atop the head. The longhorns horns, which can get up to 10 feet from tip to tip, appear more as if they come out of the side of the skull. The longhorn’s life span is around 20 years, which is why there are now calves also living among the herd. The original matriarch of the group, Etta, who was actually a Watusi, passed away in 2019, and as the herd grows older, younger calves are bought and added to keep them going strong. The Longhorns are only purchased as calves and raised by the group. There is no bull in the herd. While the longhorns are the only animals visible from the freeway, they are not the only unique mammals on
the property. Tucked away from the freeway and predators, sit additional pens with more fun animals like alpacas, llamas, donkeys, and horses that have all been rescued. Aside from their immense appetite, longhorns are also incredibly hardy. They can endure the hottest of temperatures and brave the elements while drinking little to no water for days at a time. With a substantial herd, they can protect themselves from predators without intervention from the outside world. In a way, they are the perfect gatekeepers to North County. In spirit, they personify the gritty hard-working nature of the people within Atascadero and Paso Robles and remind those entering or leaving that we can be regal, too.

Organizational support from the National Assistance League came from Guild Advisor Joan Kidder, a member of the Assistance League of Santa Barbara and the NAL Director of Extension and Linda Kilmer, a member of the Assistance League of Minneapolis/St. Paul. Barbara Offerman, also a member of the Assistance League of Santa Barbara, joined Kidder on her Guild visits and added much to the Guild’s formation, Butz recalled. Like many of the members, Butz had been part of Assistance League chapters in other cities before relocating to the Central Coast. “I knew Joan and Barbara well from my League days when I lived in Santa Barbara,” Butz said. During our forming years, the Assistance Guild of San Luis Obispo County worked hard to meet the requirements to become a chapter. NAL required a membership of 50. When SLO received its charter, it had 51 members. They also needed to have Operation School Bell, a philanthropic project, a fundraiser, by-laws, and an annual meeting. A Taste of Art was their initial fundraiser. After meeting the NAL requirements, “in May of 1996, we held a chartering celebration at the Madonna Inn where National Assistance League President Lorene Jaross presented us with our Chapter Link for the NAL Chain, making us the 95th Chapter of Assistance League,” Butz said. Fiske was chapter president for two terms, 1996-97 and 199798. Anna Aven served one term following Fiske. Butz was president in 1999-2000 and 2000-2001. Today, Helen Robertson of Paso Robles is president of the SLO chapter. OPERATION SCHOOL BELL Operation School Bell is the main philanthropic program of the Assistance League of San Luis Obispo County. several in-person activities are on the precipice of returning. Butler continued in his report stating that the District is working with the San Luis Obispo County Department of Public Health for guidance on student cohort groups. AUSD is anticipating an Oct. 5 start date for the return of extra- and co-curricular activities. “This can include but is not limited to agriculture, the performing arts, and athletics, to name a few,” Butler said. “This same guidance can be applied to academic support and content areas as well as student cohort groups around social and emotional behavioral needs.” In the final minutes of his presentation, Butler readdressed the concerns around reopening school and closed, saying that Atascadero will be applying for the elementary waiver that allows students from kindergarten to sixth grade to receive in-person instruction. “The reopening of schools is a complex task, and it must contain a clear and unwavering commitment to the health of the students, staff, and community we serve. I hear from a large number of parents, and there are clearly many family perspectives on this issue,” Butler said. “Currently, we have two educational choices for families. We have independent studies at ACE and distance learning. These are positive choices

dren in our County,” Robertson said. “They washed, mended and ironed so that these students could go to school in properly fitting clothing.” To move the program toward providing new clothing, the SLO chapter needed to begin fundraising. And so began the second arm of the chapter, raising funds so that they could not only provide new clothing but do it for more children. “As an all-volunteer organization, we depend on our members to do everything it takes to dress these students. Our members love doing just that,” Robertson said. Every year their goal is to dress more students in need. This past school year, over 2,200 students were provided new clothes through the local program. Students are assigned a time to shop for new clothes at Kohl’s in Paso Robles and Old Navy in SLO. Assistance League members assist the children. San Luis Obispo County currently has approximately 35,000 students in its 10 school districts from Nipomo in the south to San Miguel in the north. “I joined as a recent retiree with a desire to make a difference for young people in need,” Robertson said. “The joy I receive when working with a child when she is able to pick out that special pair of shoes or he gets those jeans just like the other boys is so fulfilling. My heart is full each time I am able to participate in the clothing sessions.” The COVID-19 pandemic has impacted their fundraising efforts as it led to some events being canceled. Fortunately, their “Warm Your Heart...Clothe a Child” campaign will not be affected as people can support it through their website at alslocounty.org.

ASSISTANCE LEAGUE THRIFT STORE Another significant cog for the SLO chapter is its thrift store at 667 Marsh St., San Luis Obispo. The Assistance League Thrift Store opened April 1, 2015, and was the brainchild of the former Chapter President, Gail Stoneburg. She developed a business plan and, subsequently, the chapter began holding small sessions with our members before the final decision was made to proceed to make sure everyone realized the magnitude of the undertaking. Stoneburg found the location and was the store’s first manager. “We are extremely proud of the fact that to this day, it is staffed entirely by our member volunteers who work tirelessly and without pay,” said Susan Pino, who became store manager in December 2018. The store’s revenue has steadily increased each year, which has allowed the chapter to continue to serve more students, increase the amount of money that is spent on each student, and spread the word to customers about the chapter’s various programs. Over 90 percent of the organization’s generated revenue goes to Operation School Bell. Pino has been a member since 2012. Her husband is a Pal of Assistance League. “Since I have joined the Assistance League, I have made many lasting friendships with other members who share the same passion and commitment to our philanthropic program,” Pino said. “We have so many stories to share about the wonderful children and families we have served throughout the years. It has been a fun yet very humbling experience for me.”

In an enrollment update, Assistant Superintendent Jackie Martin noted that AUSD was down over 200-plus kids in the new school year, currently sitting at 4,435. In closing, trustees voted to accept the revised budget and authorized the issuance and sale of 2020 refunding general obligation bonds for refinancing. The Board was presented with three different refinancing models and selected the option that reduces the interest rate from 4.98 percent to 2.65 percent. The decrease would save taxpayers just over $5 million, around $3 per year reduction per $100,000 of assessed evaluation.
