TEMPLETON — Templeton High School held their Senior Graduation on Thursday, Jun. 10 at 7 p.m. to see the graduation of 161 students. The graduation was held in-person at Volunteer Stadium, with limited guests per student, and also available live-streamed on Youtube. The ceremony began with Josh Aston, the Templeton High School Principal, recognizing all the staff who have helped these students get to this day. He also recognized the family of the seniors and then the seniors themselves. He read a poem by Douglas Malloch, entitled Good Timber, and summed it up by saying, “this graduation class has had to endure tough winds… The challenges you have endured have made

you strong,” speaking about the tough year that this class has gone through these past fifteen months. Next, Ashley Pascual led the pledge of allegiance, followed by the Star-Spangled Banner sung by Abby Brady.
Atascadero Hosted CIF Championship Game Last Friday

ATASCADERO — Friday night, June 11, the Atascadero boys basketball team (15-4, 11-1) played for a California Interscholastic Federation (CIF) Central Section Division 2 Championship in their building against Roosevelt High School. To get to the Championship game, the Hounds first had to go through their bitter rival for a third time this season. It was as close to a packed house as COVID-19 would allow on Wednesday night, and, as always, the crowd was divided nearly down the middle, with those on one side wearing crimson while those on the other wore orange. Due to tickets being limited to only four people per athlete, Wednesday’s game was

without issue. In Templeton’s small community, the two have worked together many times, coming through for each other in a pinch. Ion recounts a time when a band for Concerts in the Park showed up without music stands, and she reached out to Cheryl Parks to see about borrowing some from the school for the evening, just in time for the event. Parks, not a native to the area, moved to the Central Coast with her husband from Southern California in 1981, looking for the serenity that comes with the pace of life in the area. At the time, her son was one, and she valued being able to have her son in the same school district in which she worked. She began working with the San Luis Coastal School District before switching to Templeton, working as the Administrative Coordinator. Greyhounds beat Bearcats 62-47 in Semifinals
ATASCADERO — The Atascadero School Board of Trustees came together for the final time in the 2020-2021 school year on Tuesday, Jun. 8, for a brief session and tied up the remaining loose ends from previous meetings before heading into the summer. The Trustees approved the Learning Control and Accountability Plan and the Annual Budget, which were discussed the week prior, as well as sharing the results from the Spring benchmark assessments and approving phase one on the demolition of the B Building. Tuesday night’s meeting was run by Board of Trustees member Terri Switzer as acting Board President George Shoemaker joined the proceedings via Zoom. AUSD Superintendent Tom Butler touched on a few things during his report starting with praise for all of the graduation and promotion ceremonies within the District. Then, Butler moved forward, addressing summer school attendance which began on Jun. 8. “Here is just a couple weeks we will have our extended school year for our students with disabilities, but we have our summer school K-5 at Santa Rosa, that started today,” Butler said. “Here at the middle school campus, we have not only our middle school students but also high school students, and we also have a few high school students at the high school or at Paloma Creek High School, all told we are at about 700 students.” Butler next addressed the changing of restrictions that would be taking place on Tuesday, Jun. 15, and how the District would move forward this summer. “I am looking forward to keeping tabs on how things change,” he explained. “The team is committed to staying as current as we can to analyze those changes in guidance and how they relate to schools and
the hottest ticket in town, while all that couldn’t make it tuned into the Livestream on the Voice of Paso or following updates online. The Bearcats made the first basket of the game on a Darius Thompson free-throw jumper, but that would be the only time Paso Robles held the lead in the game as the Hounds jumped out to a big lead early thanks to their smothering defense and excellent rebounding. Junior point guard Stevie Waiters answered Thompson’s bucket with a baseline jumper of his own, and on the next AHS possession Logan Reyes nailed a three from the top of the arc, and the Hounds were off. The Greyhounds defensive gameplan was clear from the beginning; they would not let Thompson get comfortable in the post. Atascadero would send waves of bodies at the Bearcat big man, all with active hands, ready to take a charge, if necessary, and made Paso Robles try and beat them shooting from the outside. TEMPLETON — At the end of June, Templeton will see the retirement of two dedicated employees who have served Templeton for 57 years collectively. Cheryl Parks and Laurie Ion have been behind the scenes keeping Templeton rolling and soaring over the past 25+ years. Parks has worked for the Templeton Unified School District (TUSD) for 25 years, and Ion has worked for Templeton Community Services District (TCSD) for 32. Both have served in their same, albeit evolving, roles within their respective organizations, wearing all necessary hats to keep things operating

Atascadero Boys Basketball: Despite losing in the CIF Championship game on Friday night, the Atascadero Greyhounds still earned a spot in the 2021 CIF Southern California 5-AA Tournament as a no. 6 seed. Atascadero played their opening round contest against the no. 3 seed in Calvary Chapel and cruised to a 64-48 victory. The Greyhounds now find themselves in the Regional Semifinal with a matchup against Sage Creek on Wednesday night. The Bobcats are only 15-11 on the season but got hot at the right time, winning their last five games, including a DIII CIF San Diego Section Championship. If the Hounds win on Wednesday night, it is possible they could meet Roosevelt once again in a championship game. Softball: After finishing fourth in the Mountain League with an overall record of 11-11, the Greyhound girls entered the CIF-CS DI bracket as a no. 15 seed and were matched up against the no. 2 seed in Clovis. Atascadero lost 10-0 to the Cougars, who will play for the CIF Championship on Thursday.
Templeton Baseball: The Templeton Eagles entered the CIF-CS playoffs as the no. 1 seed in Division III after finishing the regular season 18-7 and in second place in the Mountain League. The Eagles earned a first-round bye with the honors of the top seed and hosted Immanuel in the second round Friday evening, winning 10-1. The Eagles are now in the DIII semifinals against Ridgeview, needing just one win to play for a CIF Championship. Softball: The Eagles softball team lost Tuesday night in the CIF-CS DIII semifinals to Liberty 1-0. Pitching was strong on both sides of the game as the two teams combined for more strikeouts than hits. Templeton entered the play-

Paso Robles Advances to Regional Tournament By CONNOR ALLEN
PASO ROBLES — The Lady Bearcats Basketball team made history Thursday night, Jun. 10, when they played for the first girl’s basketball CIF Championship in Paso Robles’ school history. Not only did the girls play in the CIF Championship, but they also hosted it in the Gil Asa Gymnasium and welcomed in Nipomo for the Division II Championship but fell in the game 44-39. Thursday night’s game was a battle for all four quarters as each team took turns holding the lead and playing from behind. The Bearcats game plan early was clear, get the ball inside to their senior center Meadow Ingle and let her work in the post. Ingle had a few inches on the Nipomo defenders and started to wreak havoc on the block, which caused the Titans to switch up their defense into a couple of different zone looks. Once Ingle started to get it going offensively, the Titans made an adjustment and began to front the senior in the post, taking away the entry pass. Seeing the adjustment, the two sisters Xena and Janiel Stanko, began to distribute the ball around the outside to set up shots for each other as well as Hailie Abel and Madison Holbrook. After the first quarter of play, Paso Robles was up by a single point, 8-7. On the defensive side, the Bearcats played great for much of the night as their 2-3 zone gave the Titans fits early in the game. However, as the game stretched on, Nipomo slowly began to solve the puzzle as their star player, Kacie Slover, began to catch and shoot in the holes between the guards and forwards. Slover would go on to lead both teams in scoring at the end of the night with 14 points on a 6-for-14 shooting.

Paso Robles Baseball: The Bearcats finished the regular season 18-8 overall and in third place in the Mountain League, which earned them the no. 4 seed in the CIF-CS DII playoffs. Paso Robles earned a bye in the first round and then knocked out Edison in a come-frombehind victory at home on Friday night. Wednesday, Paso Robles will face off against a familiar foe in Arroyo Grande
with a championship birth on the line in the CIF semifinals. The Eagles have only lost three games this entire season, one of which came at the paws of the Bearcats. Girls Basketball: The Lady Bearcats still punched their ticket to the 2021 CIF Southern California Regional tournament despite losing in the CIF Championship game to Nipomo and demolished Louisville High School in the first round, 56-35. Paso Robles is now into the semifinal and will play Academy of Our Lady of Peace with a shot at a Regional Championship on the table. Softball: Paso Robles entered the playoffs with a 19-6 record after finishing in third place in the Mountain League. The Bearcats entered the CIF-CS DI playoffs as the no. 7 seed but fell at home in the first round to Clovis West, 15-5.

Going into halftime, the Bearcats found themselves down three points, 19-16. Nipomo opened the second half with two quick baskets on another elbow jumper from Slover and a fast break lay-up following a turnover. In a matter of seconds, the Bearcats were down 23-16 but never panicked. Xena took three dribbles from the top of the arc on the next possession and knocked down a huge three-pointer that woke up the crowd and her teammates. Paso Robles would come roaring back in the third quarter, their best quarter of the game, to take the lead heading into the fourth and final frame 31-29. The Bearcats have been led all season by their group of seniors, and Friday night, their maturity showed. Each time it seemed like Nipomo was able to pull just a little ahead, the girls would refocus and execute. Paso Robles and Nipomo each won two quarters in the Division II CIF Championship game, but the Titans took the final one. Paso Robles fought until the end but came up just short, earning the Central Section Division II runner-up plaque. Ingle finished as the leading scorer for the Bearcats with 12 points and also added six rebounds. Hailie Abel continued to do a little bit of everything for the Paso Robles as she all year finishing with five points, eight rebounds, five assists, four steals, and three blocks. Xena and Janiel Stanko each finished eight and seven points, respectively. Paso Robles also received a huge boost off the bench from freshman Nevaeh Dyer who is relentless in her pursuit of the ball, recording eight rebounds and three steals. However, the season is still not over for the Ocean League Champions. They have earned a spot in the 2021 Southern California 4-A Regional Bracket and will play against the Louisville Royals on Tuesday, Jun. 15. Paso Robles enters the eight-team 4-A bracket as the no. 7 seed.

California Officially Retires Blueprint for a Safer Economy
Governor establishes a timeline to wind down COVID-related executive orders STAFF REPORT
SAN LUIS OBISPO — After over a year like none other, California officially retires its Blueprint for a Safer Economy tier system and begins to fully reopen. On Tuesday, Jun. 15, the state lifted all capacity and physical distancing restrictions for most businesses and activities. With this change, almost all sectors of the economy are able to return to pre-pandemic capacity limits. In most settings, according to the San Luis Obispo County Office of Public Health says that people who are fully vaccinated will no longer be required to wear face coverings. The County of San Luis Obispo will be referring to the State’s Public Health Officer Order and will not be issuing more restrictive local guidance. “While the pandemic is not fully behind us, today marks the start of a brighter new chapter for our community,” said Dr. Penny Borenstein, County Health Officer. “I thank everyone who has worked hard to slow the spread of disease and is rolling up their sleeves to get vaccinated. We can all play a role in ending the pandemic for good and ensur-
ing COVID-19 never puts us through this again.” At this time, face coverings continue to be required for everyone in some settings, such as public transit, indoor K-12 schools, and childcare settings. In addition healthcare settings, including long-term care facilities and detention centers, homeless shelters, emergency shelters, and cooling centers. Additionally, State guidance requires face coverings for those who have not been vaccinated (with exceptions for those who have a medical or mental health condition that prevents wearing a mask) in indoor public settings and businesses such as retail, theaters, and offices serving the public. State guidance specifies that businesses may allow patrons to self-attest they are in compliance, may request verification of vaccination or may require all patrons to wear face coverings. “I encourage everyone to respect and support each other and our businesses as we move forward into this new era together,” said Dr. Borenstein. “With vaccination and continued face-covering in certain settings, we can feel comfortable safely enjoying the opportunities that reopening allows.” San Luis Obispo County also announced that starting Tuesday, Jun. 15, due to declining case counts and the state reopening, COVID19 statistics will be updated only once per

Governor Should Pay Back $7.8B Rainy Day Fund Republican Lawmakers Join LAO to Urge Newsom to Replenish State’s Savings Account STAFF REPORT
SACRAMENTO — On Monday, Jun. 14, Republican lawmakers urged Governor Gavin Newsom to pay back $7.8 billion that was taken from the state’s savings account. The letter that was sent to Gov. Newsom on Monday stated, “The COVID-19 pandemic demonstrated the importance of maintaining a robust savings account to provide stability in the event of an emergency. In 2010, Republicans pushed, and voters passed Proposition 2 to require the State to set aside 1.5 percent of General Fund revenues into the Budget Stabilization Account (Rainy Day Fund). This savings account is imperative to prepare for recessions and lessens the need to make difficult cuts to programs and services for communities in need. Last year, the state budget borrowed $7.8 billion from the Rainy Day Fund to help fund essential programs when the state faced a $54.3 billion deficit. The state’s reliance on the reserves to maintain these vital programs and services, keep California families afloat, and purchase personal protection equipment during the pandemic serves as a textbook example of how crucial it is to maintain a healthy Rainy Day Fund. Thankfully, that deficit never materialized, and the state is now enjoying historic revenue windfalls. In addition to $27 billion of assistance from the federal government, state revenue skyrocketed, providing the state with a bonus of $76 billion – $38 billion of which can be spent at the Governor’s and the Legislature’s discretion. The time is now to be practical with our spending and to replenish the money withdrawn from the state’s savings account. This $38 billion surplus presents a unique opportunity to build California’s budget resilience, set a clear path to economic stability, and restore our reserves before the next inevitable crisis. Yet, neither your May Revision nor the legislative budget proposed by Senate and Assembly Democrats include funding to pay back the $7.8 billion withdrawal, as recommended by the nonpartisan Legislative Analyst’s Office (LAO). The foolish logic mirrors continuing to withdraw money out of an emergency savings account to pay monthly bills after receiving a large bonus. The leaders of the State of California must be strategic and cautious to avoid falling into the trap of creating new and expanding programs before restoring the Rainy Day Fund.” The LAO said, “Using tools designed for a budget crisis to support state spending at this time is shortsighted and inadvisable.”
The letter went on to say, “On the heels of the pandemic, taxpayers expect their leaders to be fiscally responsible and pragmatic. It is imperative that we pay down the state’s debt and build back our savings account. Economic resilience and prosperity are dependent upon building a strong reserve. Governor, we ask that you replenish the $7.8 billion withdrawn from the Rainy Day Fund to restore stability to the state’s budget in preparation for the next inevitable economic downturn.” The same day this request was made, Gov. Newsom announced his proposal of $95 million to aid California’s tourism economy. By explaining that during the height of the pandemic, California lost nearly half the 1.2 million jobs in hospitality and tourism industries due to the complete lockdown of the California economy. Reports state that it is estimated that over 300,000 jobs can be recovered within a year, an increase that would normally take multiple years to recover that never actually had to happen, according to national reports. The Governor is also supporting hundreds of millions of dollars for California’s ports. Tourism ports were also hit particularly hard during the pandemic due to the state’s Blue Print for a Safer Economy that handicapped most industries throughout the state under Newsom’s guidance. According to Newsom this infusion of funds, California’s ports will be able to rebuild and bring back jobs to our coastal communities. To incentivize the general public Gov. Newsom stated that on Jul. 1, all Californians aged 18 and older who are at least partially vaccinated will have the chance to win in a randomized drawing one of six different vacation packages. Californians selected in the Dream Vacations drawing will also receive $2,000 to offset travel expenses. “These epic vacations are just a sample of the endless variety of experiences California has to offer,” said Caroline Beteta, President & CEO of Visit California. “The state’s travel industry is rolling out the red carpet to travelers. With COVID-19 at record low rates in the state, now is the time to travel to California.” “The travel industry has continued to step up throughout the pandemic, providing shelter for front-line workers and people experiencing homelessness,” Beteta added. “After all our state has been through, it is heartwarming to see them giving back again.” Similar to the Vax for the Win cash prize drawings, winners of the Dream Vacations will be randomly selected from the pool of eligible Californians and will not be initially announced to protect their privacy. Winners may be announced at a later date if they consent. Californians will be required to complete their vaccinations in order to claim their Dream Vacation.

Let us all celebrate this remarkable milestone.” Gov. Newsom — who will face a recall election later this year — also used the backdrop to hold the state’s big-money vaccine drawing. By selecting 10 Californians to receive $1.5 million each – for a total of $15 million – as part of the final cash prize drawing in the state’s Vax for the Win program. Newsome explained that starting Jun. 15, the restrictions that have been in place over the past year will be eliminated, including physical distancing, capacity limits, county tier systems, and masks in almost all settings for vaccinated Californians. “Today, we celebrate the incredible strength and resilience of Californians – from our heroic health care workers to essential workers across the board to everyday Californians from all walks of life – who have supported each other through hardship and heartache over the past year, making sacrifices to save countless lives and enable us
to turn the page on this pandemic,” Gov. Newsom said. The Governor is also continuing the winddown of executive actions in place since March 2020 to help facilitate a coordinated response to the pandemic and ensure the state could quickly and efficiently respond to the impacts of the pandemic. A subset of provisions that facilitate the ongoing recovery – such as the provision allowing pharmacy technicians to administer vaccinations as the state continues to vaccinate millions of eligible Californians every week – will remain in place. Newsom also established a timeline and process to continue winding down the various provisions of the 58 COVID-related executive orders, which suspended statutes and regulations to help the state and businesses continue operations during the pandemic. To ensure that impacted individuals and entities have time to prepare for the changes, the provisions will sunset in phases, beginning later this month, July, and September. For example, the suspension of certain licensing requirements for manufacturers to produce hand sanitizer will end on Jun. 30, as shortages are no longer a concern. By the end of September, nearly 90 percent of the executive actions taken since March 2020 will have been lifted.

Templeton Moves Forward on Nacimiento Recharge Project

TEMPLETON — The Templeton Community Services District held a regularly scheduled meeting on Tuesday, Jun. 15 at 7 p.m. The meeting opened with the approval of the consent agenda before moving on to business, beginning with the Introduction Of Ordinance 2021-4 (Solid Waste), in which the Franchise Fees would be used to help offset the deficit that exists within Parks and Recreation. In March 2020, the Board of Directors held a discussion concerning the use of Solid Waste Franchise Fees and whether or not State law restricts the use for specific purposes. Adoption of the Ordinance will allow the District greater flexibility in the use of Solid Waste Franchise Fees. In looking into this, it was determined that there was a current ordinance that prohibited the use of waste funds for any other purpose, so staff recommendation was to repeal this code section as well as introduce the new ordinance. President Debra Logan made a motion to introduce ordinance 2021-4, with a second from Pam Jardini. The motion passed 5-0. The budget was the next item on the list, presented by General Manager Jeff Briltz. The Finance and Administration Committee met and reviewed the preliminary Draft budget on May 6. After review, the Board directed staff to complete the budget. This new budget took into effect the changes directed at the Jun. 1 workshop to discuss the budget. The proposed fiscal year 2021/22 Operating Budget includes estimated revenues of $9.1 million and recommended expenditures of $7.2 million. budget, which was seconded by President Logan. The motion was passed 4-1, with Director Navid Fardanesh in opposition. Next, the Board, by motion, considered authorizing staff to cast an electronic ballot to elect one person to the CSDA Board of Directors, representing the Coastal Network, Seat A, for the 2022 to 2024 term of office. The candidates were Ms. Elaine Magner, Director of the Pleasant Valley Recreation and Park District, and Mr. Hugh Rafferty, Director of the Santa Maria Public Airport District. The Board voted in favor of Elaine Magner, 4-1, with Director Fardanesh in support of Hugh Rafferty. The next item was the Nacimiento Water Recharge and Recovery Project at Creekside Site and to authorize staff to pursue an easement for a new Nacimiento turnout and pipeline to the site. The District currently subscribes to a total of 406 acre-feet of Nacimiento water per year. When the pipeline was in service, water was discharged into the Selby percolation ponds until 2019, when the East Side Force Main Project came online and required most of the capacity of Selby ponds for discharge of treated water. In 2017, the District acquired an additional 25 acres north of Creekside Ranch Road and began exploring the potential of combined sites for development as a new location for discharge of Nacimiento water for the District. The shorter travel time from the discharge pond and retrieval wells would shorten the wait time from 35 months to two to four months. Tina Mayer, the District Engineer, presented the item, along with conceptual site plans and conceptual costs for the project, including options to phase the project. The plan was broken into a direct and indirect route, with the estimated price being 3.6 million for the direct route and 4.4 million for the indirect routes. Staff recommended the direct route, but in order to create the alignment for the water to be brought over to the location, an easement is needed. If there is any difficulty in obtaining an easement, staff would then look toward an indirect route. Director Jardini inquired when the construction esti-
mates were procured. Mayer responded that these were estimated in the past month from the construction estimates on the county website. “One of the reasons we have such a large contingency on there is to account for things like that.” Explaining that it is a high-level estimate, not a fine-tuned cost. The project, when completed, would provide around 630 new water units. Director Jardini inquired as to whether the District had sufficient wastewater treatment facilities in order to accommodate this new water. Upon hearing that the District did not, and furthermore that the cost for increasing the wastewater facility wasn’t included in the budget. Jardini next asked about water units that are currently being held and not allowed to transfer within the District, which at the end of 2020 was 625 units assigned but not yet in use. “So we have almost the equivalent water available if we would allow it to be used without costing our community 3.6 million dollars. And yet, that is your recommendation. I’m floored. I’m embarrassed as a district director. That we’re asking our community to come up with a 3.6 million dollar cost increase, without the sewage end being looked at when we have the equivalent available to us now.” Jardini stated. Briltz responded that all the funding options that he explained had the capital fees paid by new connections, not by monthly ratepayers. He also reminded that the purpose of this project is to meet the peak need of summer usage. Briltz also mentioned the other options that the District looked into, such as a potential partnership with Paso or Atascadero for surface water treatment, rather than building this new facility, and that ultimately it was deemed most efficacious to create Templeton’s own facility. The motion ultimately passed 4-1, with Director Jardini in opposition. Briltz then gave the COVID update, which highlighted the extension of the executive order prohibiting water shut off for non-payment to Sep. 30, the acknowledgment that the Brown Act allowances would continue and be given ample notice before changes come, and the removal of the colored

Additionally, a budget was presented to the governor with 100 million in special district funds for revenue loss, but at this time, the order has not been signed, nor does the District know how they could claim some of that. Lastly, the permits for Concerts in the Park had been approved, and concerts would start on Jul. 21, with more information to come in the next couple of weeks. Briltz then moved on to the General Manager’s Report, in which he spoke to the drought conditions in the area, which is now in extreme drought. He mentioned an incident in the skate park the prior week in which a teenager gave alcohol to a younger minor, which ended with the minor being hospitalized, but he’s recovering well. He also mentioned a traffic incident the prior week in which the back fence at German Park had been damaged, and the District is looking to see if the funds to repair can be recovered through the driver’s insurance or possibly the Districts. Additionally, the County is hoping to get the Templeton Park pool operating for the second half of summer and is currently looking for individuals to fill lifeguard positions. Lastly, Briltz commented on the 4th of July parade that will be happening this year and that Templeton’s very own Laurie Ion will be the Grand Marshal of the parade. PASO ROBLES — The Backyard Jam Benefit for Paso Robles Youth Arts Center was one for the books! A special thank you goes out to all who attended, donated, and helped make this special event possible. The Backyard on Thirteenth generously donated their premier venue and made a new outdoor stage available to 17 young musicians and nearly 200 guests of all ages. The community enjoyed widely varied genres of music from the Youth Arts Student and Alumni Bands and celebrated their first live performance since COVID-19. Vegetation Fire in the Salinas Riverbed STAFF REPORT
PASO ROBLES – At approximately 9:15 p.m. on Monday, Jun. 14, Paso Robles Fire and Emergency Services were dispatched to a report of an explosion and vegetation fire in the area of Highway 101 and 13th Street within the Salinas River. Fire engines arrived at the scene within approximately four minutes and found a fire burning in thick brush and trees. Firefighters were able to contain the fire within 10 minutes to a tenth of an acre and worked to fully extinguish the fire

Mayor Moreno and local Orthodontist speak out via Social Media STAFF REPORT
ATASCADERO — On Thursday, Jun. 10, at approximately 10:10 a.m., the Atascadero Police Department (APD) was notified of a scuffle at the Centennial Plaza area between Sunken Gardens and the Centennial Plaza pedestrian bridge in Atascadero. The altercation involved several people, including one armed with a knife. Once the situation was stabilized and the armed subject detained, assisting officers determined that two victims sustained injuries from either being stabbed or cut. An additional victim suffered an injury from being hit with a baseball bat. In total, three individuals were transported to the hospital via ambulance, and two individuals were placed under arrest. At this time, Isaac Edward Snyder (20) of Atascadero was booked for attempted murder, assault with a deadly weapon, and brandishing a weapon. This incident is currently under investigation, and more information will be provided as it becomes available. A few days later, on Jun. 12, Atascadero Mayor Heather Moreno addressed the fact, via social media, that she had received several emails, messages, and posts from constituents regarding criminal activity in the Sunken Gardens area. Moreno said, “I want to share with you what I’m letting folks know. The incident that took place in Centennial Plaza near Sunken Gardens on Thursday, which Atascadero’s law enforcement officers and other first responders dealt with quickly and efficiently, has raised some concerns. The City has previously taken actions to help ensure that our downtown area can be a safe and welcoming environment for everyone, which includes installing video surveillance cameras in strategic locations and focusing police officer presence throughout many areas of town, such as Centennial Plaza and Bridge, City Hall
and Sunken Gardens. We fully agree that every Atascadero resident and visitor has the right to be able to safely enjoy all that our town has to offer, and we will continue to work with community members, school and parent groups, and our local business owners to help ensure this is so. It’s important for us all to remember that homelessness, in and of itself, is not a crime. Members of the homeless population have all of the same protections afforded to any other member of the community; that is to say, homeless individuals have the same rights as you and me, including the right to rest in a public space or place, without being subject to harassment or arrest. The State has determined that members of the homeless population have the right to decline admittance to a public or private shelter or any other accommodation, for any reason, without being subject to harassment or arrest. Additionally, if there are not enough beds available in a nearby no-barrier homeless shelter, they have the right to sleep or camp in public spaces without being subject to harassment or punishment. While certain types of undesirable actions and illegal behaviors associated with the transient population, such as trespassing, littering, fighting, drug use, and vandalism, can be and are being addressed by our local law enforcement officers, simply “hanging out” or loitering in a public space or park is allowed, and there is no legal action that can be taken against it. Propositions 47 and 57, passed by the voters in the State of California, further limit our ability to address illegal drug activity and have made many drug
offenses misdemeanors which means that they are no longer offenses that we can take people to jail for. Please know that we are doing, and will continue to pursue, whatever actions we are legally able to in order to alleviate criminal activity from occurring.” Moreno’s statement came following a plea from local Orthodontist Dr. Jason Pambrun, whose office is located in the vicinity of the altercation directly adjacent to the Atascadero City Hall on Jun. 10. Pambrun called his warning a “PSA” public service announcement, “Alright A-town peeps... time for another PSA from your hometown ortho. In the span of less than a month, we’ve had an arrest for lewd and lascivious behavior with a minor, and this morning [ Jun. 10] we’ve had a stabbing right here next to the office. Until the City has an answer for this situation, I would STRONGLY encourage parents to think twice about letting your kids hang out down here in the Sunken Gardens. Those of you who frequent our office, you’ve seen what’s been allowed to congregate down here. And while it’s largely just been a nuisance, it’s now out of hand, and it’s getting dangerous. Please tell your friends and neighbors with kids/ teens... it’s probably not a good place to let them hang out.” Unfortunately, over the years, this is not the first time Dr. Pambrun has felt the need to send out a PSA via social media to the community, nor does it seem it will be the last. San Luis Obispo Man Arrested for Replica Gun, Narcotics and Resisting Arrest STAFF REPORT
SAN LUIS OBISPO — On Sunday, Jun. 13, at approximately 7:45 a.m., the San Luis Obispo Police Department responded to a report of suspicious circumstances in the 1000 block of Southwood. A concerned citizen called dispatch to report a male was asleep inside of a vehicle with a handgun displayed on his lap. Officers responded to the area and located the male still asleep inside of the vehicle. Officers observed what appeared to be a handgun on his lap. Officers utilized the patrol vehicles loudspeaker to make announcements and safely had the male exit the vehicle. The male, identified as James Taylor (37) of San Luis Obispo, was initially uncooperative but was eventually taken into custody without incident. Taylor was found to be in possession of a replica Glock firearm and two ounces of methamphetamine for sale. Taylor was booked into the San Luis Obispo County Jail on charges H&S 11378 - possession of a controlled substance for sale, PC 12556 - Possession of an imitation firearm, and PC 148(A)(1) – Obstruct/Resist a police officer.

Sixty Years of Discarded Failures

W
hen the first common schools were founded in the New World, moral education was the prime concern, with the commonly held belief that the moral code resided in the Bible. Therefore, it was important that children be taught to read in order to access its wisdom. Moral education refers to helping children acquire those virtues or moral habits that will help them individually live good lives and become productive members of their communities. In the 1800s, moral education remained vital for common schools championed by Horace Mann. He saw free public schools as the ethical leaven of society where
“the elevating influences of good schools, the dark host of private vices and public crimes, which now embitter domestic peace and stain the civilization of the age, might be banished from the world.” Virtues and good moral habits were encouraged through literature and Bible reading. “Love your neighbor as yourself,” “Do unto others as you would have them do unto you,” the Ten Commandments and basic New Testament qualities of love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control were taught and practiced. In the early 1900s, a growing trend against organized religion developed in Europe through the writings of Darwin, Marx, and Freud. This led to a stricter interpretation of the separation of church and state, culminating in the far-reaching Supreme Court decisions beginning in the 1960s, a time when dramatic rifts were appearing in the nation’s moral consensus. In 1962, five New York parents sued the school board for the use of the word ‘Almighty God’ in the voluntary prayer opening the
school day. “Almighty God, we acknowledge our dependence upon Thee, and we beg Thy blessings upon us, our parents, our teachers, and our country.” These parents of atheist and Jewish beliefs argued that the prayer violated the First Amendment Establishment Clause, “Congress shall pass no laws respecting the establishment of religion.” The Supreme Court case Engel v. Vitale ruled in favor of the parents. That ruling started the ball rolling in eliminating Bible reading from the classroom, with Edward Schempp and atheist leader Madalyn Murray O’Hair challenging public school sanctioned Bible reading in Abington School District v. Schempp, 1963. The Supreme Court ruled in their favor. With the Bible and prayer removed, impetus to prohibit the Ten Commandments gained momentum in Kentucky, where state law required posting of the Ten Commandments in classrooms. In 1980, the Supreme Court ruled the law unconstitutional, in a close 5-4 vote, with Justice Rehnquist dissenting on the grounds the Ten Commandments
were at the basis of secular legal codes of the Western World, which he qualified as a secular purpose. The removal of biblical values for moral teaching in public schools left an enormous void in the world of education. For a few years, some educators promoted a ‘values-free education. That idea failed and thus began social engineering substitutes to replace moral education. New theories and programs were introduced, touted, and then discarded by each new group of ‘experts.’ First, it was values clarification in the mid-1960s that was followed by moral relativism and situational ethics, where there is no guiding principle of right or wrong, only what feels right to each person. By the 1980s, these movements disappeared. Poof, gone. Next came the D.A.R.E. curriculum in 1983 to curb the use of drugs, alcohol, and tobacco among teens and the “Just say No,” campaign with the same goals. Again, these were phased out as failures. In the early 1980s, amid the widespread concern by parents over students’ poor academic
achievements and behavior, educators revived the word character. Since ‘moral education’ smacked the banned biblical connotation, character could stress the early formation of good habits without entering the religious territory. Hence, Character Counts, founded by Michael Josephson in 1992, stressed the Six Pillars of Character: trustworthiness, respect, responsibility, fairness, caring, and citizenship. This system is still in use today, and interestingly, bears the most resemblance to the original Bible and prayer-based moral education of our first schools. And now, in 2021, we’re presented with another social engineering experiment, the California State Department of Education’s Ethnic Studies guidelines for voluntary use in high schools. (Don’t be fooled by the nice title. It’s Critical Race Theory in disguise.) The fact that it’s voluntary will allow it to be tried, fail, and disappear like all of the other ‘new’ curriculum, promising understanding and better behavior. But what makes this even more dangerous is pressure at the California Assembly to push through

their own conflicts or problems. So this is a time when conflicts or disagreements may be escalated. The question is, what can be done to de-escalate situations? First of all, I would suggest a non-threatening approach to others. That means not insulting, name-calling, demeaning, or ridiculing others. It means not bullying, threatening, or giving ultimatums. It is desirable not to judge others or make assumptions, especially negative assumptions about them. In other words, this means giving others the benefit of the doubt. This also means being tolerant of the opinions of others, which is having an attitude of being openminded.
Above all, it means being civil and respectful. Compassion and understanding towards others goes a long way in conflict resolution and negotiations. When people feel threatened, angry, or anxious, they are the most likely to argumentative or oppositional. So anything that you can do to help them to feel better about themselves, more confident, can assist in de-escalations. Appealing to the wisdom and intelligence of others is always a goal in successful negotiations. When trying to help others solve their issues or problems, instead of attempting to tell others how they should solve their problems, put the responsibility on them. Help them to be introspec-
tive about their own issues or problems and come up with their own solutions. The implied message here is that you believe that they have the ability to examine their own problems and can create their own plan and strategy of working towards solutions. This puts the ball in their court, which can be very validating and empowering. Where the disagreements are political in nature, finding common ground, common goals and beliefs, can be valuable. For example, whether you are a Democrat or Republican, you are still an American, which implies common goals for the best interests of the country. Unfortunately, there are always
some people who may be trying to pick a fight, making statements that are designed to inflame. You don’t have to take the bait and can simply tell them that they have the right to their opinions, but that you don’t necessarily have to agree with them. As mentioned in a previous article, it is a valuable approach to repeat back to the other person what they have expressed. Ask them if you have correctly interpreted their comments, and if not,re-state them until they believe that you have correctly interpreted their comments. People should be willing to admit that everyone makes mistakes and that everyone is imperfect, but, hopefully, everyone

It will change things; it will change us with each passing day. We may not see it, but as days become years, we will look back without regret, Only then will we see what time has accomplished in making us who we are meant to be. What an amazing life made up of this beautiful concept of precious time, Strangely, the seeming bad times and the unimaginable can create a strength within us all. Let’s choose our time wisely, fill it with hope, love, kindness, and forgiveness, May we never take it for granted and treasure it as a wondrous gift.

his prose assures us of the certainty and beauty found in time. Looking back at the past year, one true constant can be found; Time made things better. Time in and
of itself is just a measurement that occurs in increments. Measured by seconds, minutes, and hours as the earth revolves around the sun, adding up to days, months, and years. Simple, the concept is easy, even a child can understand. My point is not to bring a simple concept to light. But, instead, to inspire questions, “How are you cherishing moments in your life?”, “Are your moments in time creating lasting memories?” and “Is how you spend our time meaningful to you and those around you?” I used to think when I grew older, I would come to this place of complete understanding. Years of ups and downs, successes and failures were all experienced to help me evolve into a new self-awareness. As that may be somewhat true, I doubt any of us “have arrived” or can understand all the mysteries in this life. Time is fluid. Time can heal.
Time creates. The mere existence of time should give us pause. Wasting valuable time is the saddest of outcomes. How we fill our time, and the measurement of it matters, or at least it should. Jun. 29, 1988, I experienced a life-changing event that I have celebrated every year since. I was involved in a severe car accident that transformed my way of looking at time and its value. The trajectory of this event made me realize, at 26 years old, that my life could have ended that day or shortly after. God spared me the memory of the actual car accident; only the scars remain, a constant reminder that life is too short and should never be taken for granted. I made a commitment during my healing that I would do everything in my power to remember the gift of life I was given. Fast forward to the present; I continue to make a conscious effort to live up to that promise, remembering

With about 1500 Patriots involved in the event on that day, we have copious amounts of video and photographic evidence to prove his lies. San Luis Obispo Mayor Heidi Harmon tried to pull this same stunt on her personal Facebook page a few days after the event. It was explained to Harmon directly to remove the lies or be sued for libel and defamation, which she did remove. Harmon’s video was evidence that shows the rally never “blocked
the entrance to the Octagon barn.” The MAGA Drag organization has Law Enforcement evidence as well since we had California Highway Patrol on the “scene” while the cars were parked on the opposite side of the street, waiting for the entire group to catch up after being separated by the traffic lights on Higuera street going through downtown San Luis. The committee plans to continue this practice following the Passport event. here is an old saying that is true that says: “our past sins finally catch up with us.” Sometimes we think that because a long time has passed since we sinned against someone and deeply hurt them that we will never be held accountable for it. This is especially true when we think we have cleverly hidden our sins with a deceptive lie. This is exactly what Joseph’s brothers did when they sold him as a slave. They lied to their father Jacob and said Joseph had been killed by a wild animal. Joseph was taken to Egypt and remained a slave and prisoner for
over twenty years before being reunited with his brothers in Egypt. A famine caused Joseph’s brothers to come to Egypt to buy grain. They didn’t realize that their brother had become the prime minister in Egypt and was responsible for selling all the grain that had been stored in great abundance. Through a series of circumstances that Joseph personally planned, his brothers’ conscience was awakened, and they became accountable for their past sins of hating and mistreating Joseph. Joseph accused his brothers of being spies, and to prove their innocence, they had to return to Canaan and bring back their youngest brother, Benjamin, who was Joseph’s full brother. This they did, and this made Joseph weep with joy. As all the brothers were returning to Canaan, Benjamin was accused of stealing a valuable cup of Joseph’s, and they all returned to Egypt to stand
before Joseph. Joseph said that the man guilty of stealing his cup would become his slave forever. Judah spoke up and told Joseph that keeping Benjamin as a slave in Egypt would break his father’s heart and that he would be willing to become Joseph’s slave (Genesis 44:16-34). Judah was the brother that suggested that Joseph be sold as a slave twenty years before (Genesis 32:2627). All of these events caused Joseph’s brothers to acknowledge their past sins against Joseph (Genesis 44:16). The amazing truth revealed in this historical account is Joseph never intended to punish his brothers for what they had done to him. However, Joseph wanted them to admit and confess their sin before he could be restored in fellowship with them. This did happen, and now Joseph is going to reveal his true identity to his brothers. Joseph displayed merciful compassion and forgiveness.
Lessons to Be Learned 1. Our sins can be hidden from everyone but God. We can deceive ourselves by believing we will never be caught and held accountable for our sins. 2. God has both the desire and ability to expose our most deceptive and hidden sins. This is a display of God’s holiness. 3. The godly way to respond to exposed sin is to REPENT with godly sorrow (2 Corinthians 7:10). 4. God supernaturally enables people to both graciously and mercifully forgive others who have sinfully hurt them (Ephesians 4:31-32). This is God’s cure for bitterness and damaged emotions. T
he warm month of June is home to a holiday that some say deserves much more national recognition and local celebration than it has received since it was first recognized. Juneteenth marks the final stop on Jun. 19, 1865, of Union Major General Gordon Granger arriving in Galveston, Texas, to announce, “The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere.” Juneteenth marks the emotional and purposeful end to the American Civil, fought between a Democratic Party intent to expand slavery into new states and a Republican Party created in 1854 to oppose the extension of slavery. Upon Abraham Lincoln’s election as the 16th president of the United States, with a clear mandate to act in some way on the existence of state-sanctioned slavery — which violated the inalienable human rights emblazoned in the Declaration of Independence and principles vested in the Bill of Rights. The conflict was inevitable, and the Civil War was a long and bloody war that cost 620,000 American lives on both sides of the conflict. Juneteenth is the proclaimed end to that conflict, announced to the people of Galveston, Texas, in June of 1865 — little more than a month after the final battle of the Civil War, the Battle of Palmito Ranch. The final conflict of a war that spanned more than four years — Apr. 12, 1861, to May 13, 1865 — was fought on what the Texas Observer described as “an unremarkable patch of salt prairie to the east of Brownsville, where on May 12 and 13, 1865, a Union advance was beaten back by Confederate artillery fire. About 800 troops were involved at what came to be called the Battle of Palmito Ranch.” Approximately 300 miles north, Maj. Gen. Granger rode into Galveston with his announcement less than 40 days later, and the day would live on as a true day of celebration for the end of state-sanctioned slavery in the United States. While the Emancipation Proclamation was far more famous, ringing the words of President Lincoln in the heart of the nation, it was Granger’s announcement that gave birth to the holiday, Juneteenth. According to the National Archives, “Although the Emancipation Proclamation did not end slavery in the nation, it captured the hearts and imagination of millions of Americans and fundamentally transformed the character of the war. After Jan. 1, 1863, every advance of federal troops expanded the domain of freedom.

Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Moreover, the Proclamation announced the acceptance of black men into the Union Army and Navy, enabling the liberated to become liberators. By the end of the war, almost 200,000 black soldiers and sailors had fought for the Union and freedom.” With new vigor, Union soldiers battled against a ferocious Confederate Army for another two and a half years after Lincoln issued the Emancipation Proclamation on Jan. 1, 1863. Ironically, the Second Battle of Galveston also happened on Jan. 1, 1863. A land-sea attack by Confederate Maj. Gen. John B. Magruder successfully retook the island of Galveston and forced the Union out to sea. The Civil War waged on with 257 more battles in 29 months after the famous Emancipation Proclamation, according to the Civil War Sites Advisory Commission. The end of the Civil War came not with a bang but a whimper as 800 soldiers on both sides fought the Battle of Palmito Ranch, which the Confederate army won — on the southern-most land to hold a battle in the war. But the final Confederate victory was of little to-do, as the announcement by Maj. Gen. Granger was a proclamation of victory for the Union and the end of the practice of slavery in the United States. Juneteenth is a state holiday in Texas, New Jersey, New York, and Massachusetts and observed in 46 states, including California. On Feb. 21, 2003, Assemblyman Edward Vincent (D) introduced the bill to proclaim the third Saturday in June as “Juneteenth National Freedom Day: A Day of Observance.” The bill was approved by California Governor Gray Davis on Jul. 31, 2003 — Davis was recalled later that year, and the voters of California elected Arnold Schwarzenegger as Governor. The time between the introduction of the Juneteenth bill in the California Congress and the signing of the bill into legislation was longer than the time between the final battle of the Civil War and Granger’s proclamation in Galveston, Texas. Juneteenth today stands as the day in history when the proclamation that “all slaves are free” was made in all corners of the nation. The holiday had gained attention in the latter part of the 20th century, but celebration of the holiday remains concentrated in southern states, especially in Texas, where it has been celebrated for more than 150 years. In 2020, then-President Donald Trump announced Juneteenth would be made a national holiday, and on Tuesday the Senate unanimously passed a resolution establishing June 19 as Juneteenth National Independence Day, commemorating the end of slavery in the U.S. The holiday remains culturally significant to all Americans as the announcement of the end of state-sanctioned slavery and the unceremonious end of the most deadly war in American history. In California, the “Juneteenth National Freedom Day: A Day of Observance” currently lands on Jun. 19 — the third Saturday in June. In North SLO County, Paso Robles is host to a

working for PG&E at Diablo Canyon while attending Cal Poly. Due to a massive downsize at the plant, she found herself looking for a new job opportunity. She bought a townhouse in Templeton, which prompted her to find employment nearby. Her mother sent her a job listing requiring speaking and writing skills she developed while completing her degree in journalism from Cal Poly. That job was none other than her position at TCSD as the Assistant to the General Manager and Board Secretary, where she’s been ever since. When asked what they would miss most about their work, both answered “the people.” They spoke to the tightknit community of Templeton and how coworkers are more like family. That so many live and work in the area, coming together to support those in need around them. “I don’t think people realize how close-knit this community is; you walk down the street and see people, your friends,” Parks states. They also gained an appreciation of Government through their jobs. The processes of agendas, meeting minutes, and Brown Act regulations are a tricky field to navigate. They’ve learned throughout their careers the reasons some things take time and help those who attend public meetings to understand these nuances. “I’m very appreciative of the community, community members, and the staff,” Ion explained how even though the department has defined roles, everyone pitches in to get the job done, doing whatever it takes. Parks adds, “All the hats that the administration and school district employees wear… when we hire staff from larger school districts, they don’t realize all the roles we perform in order

She’s also looking forward to traveling again, especially internationally. She and her husband had a trip planned that they had to cancel due to COVID and travel restrictions over the past year and a half. She’s also excited to just spend time gardening and tending to her yard. Ion says that she plans to stay involved with the Templeton Recreation Foundation, with plans to volunteer at the Chamber of Commerce, where her skills can be put to use. She is looking forward to taking a wine class, learning more about one of the things that makes our area so great. She has already begun looking for opportunities to volunteer at wine tasting bars. She also hopes to spend more time on hobbies such as refinishing furniture and Club Pilates. In a time where fewer and fewer people retire from a life-long career, it is humbling to see the dedication these women have given to their community. The knowledge that they will be greatly missed is softened by the fact that they will still be familiar faces, enjoying the community they’ve served so diligently. Take time to thank these ladies for their years of service to the community before their last day at the end of June, and be sure to stop by and see Ion, who will be serving as the Templeton 4th of July Parade Grand Marshal, Sunday, Jul. 4, starting at 10:30 am!

The assessment will be given to students in kindergarten through 12th grade three times a year, once in each season. “We have prior assessments in our District that help students identify areas of reading and how we can support them and provide them with interventions in areas of reading,” Rossi explained. “Math has always been one that we wanted to add,
which is one of the main reasons we transitioned to FastBridge this year.” The system is also designed to allow for progress monitoring by students and parents, such as national percentile and changes from test to test. The school administered the tests for the first time this spring but will begin three times a year in the 2021-2022 school year. “I think the FastBridge program is going to be nice,” Trustee Switzer said. “Because we will see less red [referring to a graph presented during the meeting] as we go on because it is going to catch a lot of kids and be able to help them when they need the help, and that is just exciting in itself.” After Rossi’s presentation, Assistant Superintendent Jackie Martin joined the meeting quickly to adopt the 2021-2022 Annual Budget,
which was discussed thoroughly at the previous session. In closing, Executive Director of Facilities Brant Llyod presented the bid for phase one of the destruction of the B Building. Lloyd stated that the project would essentially operate in three phases. The first phase is centered around prepping the site for demolition, such as clearing the entire building of asbestos. Phase two accounts for the demolition of the historic building and the building back up a pad to place a quad upon. The final phase being the construction of the quad/courtyard area. At a regular board meeting in May, the Trustees selected Wysong Construction as the best value contractor for the job, and on Jun. 8, they agreed to phase one, which came with a price tag of $326,815.
