The extensive and comprehensive General Plan Update process is when we have the opportunity to evaluate important factors such as the expected long-term growth of our community, available resources, the health and safety of our residents, and a host of other essential topics. The process will help us to gauge our community’s values and reflect on past policies. This will be our “roadmap” to where we want to be in 20 years and how we plan to get there. As a brief history lesson and timeline of how our City was imagined and shaped so far: • 1913 - Founder, E.G., Lewis planned and established the Colony of Atascadero • 1968 - County of SLO adopted a General Plan (GP) for unincorporated Atascadero • 1978 - County Board of Supervisors adopted Atascadero’s GP update • 1979 - Residents of Atascadero voted in favor of incorporation • 1980 - Newly elected Planning Commission updated the GP, with another update in 1992 • 2002 –The City’s current GP was adopted, with minor updates in 2004, 2008, 2016, and 2021 Atascadero’s current General Plan includes elements that can be compared to chapters of a book. ing on the contenders. The Cornhole participants attending the event were from San Luis Obispo County, San Diego, the Bay Area, and the Central Valley. Friday’s event consisted of an 8-team Round Robin Toss at the Ravine’s miniature golf course, in which 16 of the 64 teams competed. The main Showdown followed on

ATASCADERO — On Oct. 6, North County Pilates (NCP) will celebrate 15 years of helping their clients feel their best. Owner and Pilates instructor Melissa Barton fell in love with Pilates over 15 years ago when she found it relieved her chronic pain from an injury when she was a teenager. Barton has combined her Bachelors of Science in Kinesiology from Cal Poly with training from the prestigious BASI Pilates training with Karen Clippinger at Cal State Long Beach. Needless to say, she knows how the body works, and she knows how to help her clients get their movement back. “I love being able to see people get back into all the things that they’ve always loved doing,” Barton shared. She explains Pilates is an effective workout that helps clients live pain-free, whether that pain comes from new or previous injuries like herself or simply from age. Barton found NCP while she was at Cal Poly. She ended up interning at the studio and then worked there for four years as an instructor. Six years ago, she bought the studio and today continues its legacy of being a unique and welcoming environment. All of NCP’s instructors are well knowledgeable in Pilates, the movement of the body, and other various forms of exercise. Barton continues to share why Pilates is so effective, “It works all your small muscle groups. It helps with the dexterity of your body—that fine motor control.”

ATASCADERO — The Atascadero Unified School District (AUSD) School Board of Trustees opened its regular session on Tuesday, Sept. 21, at 7:00 p.m. with nothing to report from closed session. The meeting opened with the recognition of Linda Preston and Randy Poudrier for each exemplifying the core value of excellence. San Gabriel staff and the families wanted to recognize Preston for showing her dedication as a temporary teacher over the first four weeks of school, during which time a full-time Kindergarten position had remained unfilled. CASA’s Work Recognized By Harold J. Miossi Miossi Charitable Trust’s central focus is on youth development in our county STAFF REPORT
SAN LUIS OBISPO — Court Appointed Special Advocates (CASA) of San Luis Obispo County recently received a $10,000 grant from the Harold J. Miossi Charitable Trust. This is the sixth time grant funding has been awarded to CASA by the Miossi Trust, which has a central focus
on youth development in our county. “The long-term support of the Harold J. Miossi Charitable Trust has been so important to CASA. Mr. Miossi was passionate about the success of the individual, and CASA’s volunteers help empower children who have been abused and neglected to make the most of their lives,” said Teresa Tardiff, Executive Director of CASA of San Luis Obispo County. She continued, “The Miossi grant helps ensure stability for our program at this unprecedented time.” For nearly 30 years, CASA has
provided advocacy for court-dependent children in this county who have been abused and neglected. Most of the youth CASA serve live in foster care and face many challenges to their health, education, and general well-being. The dedicated CASA volunteer becomes the child’s advocate and trusted, consistent adult, regardless of changes to the child’s school or place of residence. In 2020, CASA provided an advocate to 316 children and oversaw 248 volunteers who visit children weekly to improve their lives.

They recruit, train, and supervise community volunteers who advocate for the best interests of youth in the county who have been abused and neglected. Cal Poly Universities’ Rose Float Entry Will Go Over the Moon in 2022 The Tournament of Roses® Parade returns New Year’s Day after COVIDrelated hiatus
the nursery rhyme with the hardworking atmosphere of a college campus. As the float travels the 5.5 mile-long parade route, the audience will see a cow jumping over a 15-foot moon, held aloft by a jet pack made of metal milk cans and other farm materials. In the Cal Poly take on the six-line rhyme, three cows, along with their colleagues — the cat, a little dog, the dish, and the spoon — are seen working to achieve the celebrated moo-n jump. According to the teams of 20 students from each university, the cows also represent the float-building process. All year, while the bovine team has perfected its jet-pack technology, Cal Poly Rose Float students have been building the very frame to hoist the 600-pound cow into the air. The float also depicts numerous other stages of building: A brown cow tests one of the jet packs, while another wearing glasses and an apron is building a jet pack. “Our team has been working on and refining this design for two years now, and I think all that hard work has really paid off,” said Regina Chapuis, president of the Cal Poly team in San Luis Obispo.

SAN LUIS OBISPO — Hey, diddle, diddle, the Cal Poly universities’ 2022 Tournament of Roses® Parade float features a cat and a fiddle — but the cow jumping over the moon will be wearing a jet pack. When the parade returns on New Year’s Day after a one-year pandemic-related hiatus, the only student-built parade float will once again roll down Pasadena’s Colorado Boulevard. Called Stargrazers, the float brings to life a scene from the classic Mother Goose nursery rhyme “Hey Diddle, Diddle,” except with an engineering twist that only two polytechnic schools with a seven-decade connection to the Rose Parade could create. The float aims to exemplify the 2022 theme of “Dream. Believe. Achieve.” The theme of the 133rd Rose Parade celebrates education’s ability to open doors, open minds, and change lives. “Much like how these cows are prototyping different jet packs for their big jump, we have been prototyping different iterations of this float before settling on this final design.” Each year, the student float builders undergo a trial-and-error process to perfect the animation challenges, not unlike overcoming setbacks in the Learn by Doing education, the computer engineering senior added. “Just like our cows building their jet packs, it will take building, making mistakes, un-building, and building again for us to make this float look how it looks on parade day,” said Avi McManus, vice president of the San Luis Obispo team. The project is a labor of love, added Christopher Nares, president of the Cal Poly Pomona team. “This float embodies our Rose Float family,” Nares said. “We work hard and may fall, but we always get back up and reach for the stars. The float-building process is filled with so many unexpected challenges that it gives college students like us opportunities to hone our problem-solving and leadership abilities far beyond what many classrooms offer.

“As college students, we are just taking our first steps in our various careers and industries. It is the power of education, the power to try and fail and then to try again, that will allow us to achieve whatever our personal ‘over the moon’ is.” The building process itself exemplifies the 2022 parade theme. The students choose their concept in early spring, in this case, early spring of 2020. That was followed by working diagrams and plans, estimates and measurements. The ideas and imagery are refined, and then students discuss feet and inches, pounds of steel, and numbers of floral blooms. The Stargrazers float will feature larger-than-life nursery rhyme characters, with lots of animations, and the entire float will be decked out “head to hoof ” in natural material. The decorations team has been brainstorming materials to use for the past two years. The design and construction teams worked hard to make sure that all the cows and their colleagues look lifelike and beautiful and are structurally sound. “All three teams have been working together across two campuses

The 2020 parade was seen by 700,000 people in person and more than 70 million worldwide on television. The 2021 parade was canceled because of the COVID19 pandemic. A symbol of the partnership between the two campuses is the float’s chassis, whose front and back halves are joined mid-October each year in Pomona to officially unite both the float and the teams. SAN LUIS OBISPO —JB Dewar is the first provider on the Central Coast to offer renewable diesel at the pump. While they have been offering the product in bulk via delivery for the last few years, installing the offering at a fueling station opens availability and access to more customers. The latest in sustainable fuel, renewable diesel, will be available at JB Dewar’s San Luis Obispo fueling location on Prado Road, with the hopes to install in other locations in the near future.

OAKLAND – On Sept. 15, Governor Gavin Newsom visited a TK-8 school in Oakland to highlight the state’s efforts to safely open schools for full in-person instruction, highlighting new state data showing that the vast majority of school districts are reporting that 95-100 percent of students are in-person. This, in addition to California leading national trends when it comes to keeping schools open and keeping kids out of the hospital. “We implemented the most robust school reopening and safety strategy in the entire country, and now California’s students are back in the classroom, and schools are remaining open at nation-leading rates,” said Governor Newsom. “It’s no coincidence that California is the first state to advance out of the CDC’s ‘high’ transmission category and has the lowest case rates in the entire country. The state’s efforts and resources have made schools among the safest places in our communities.” The state’s new Student Supports and In-Person Dashboard provides data collected from school districts regarding how many students are back in classrooms, and the expanded educational opportunities and wellness services available for students – the data shows that the vast majority of districts have 95-100 percent of students in-person, and nearly 98 percent of schools are expanding mental health, after-school and tutoring programs. Additionally, the new District 2021-22 Instruction Status Map provides a regional breakdown of student in-person rates, expanded educational opportunities and in-school outbreak-associated cases.
CDC data has shown that California is leading national trends for keeping kids out of the hospital: as of Sept. 12, the national rate of COVID-19 hospitalizations for those aged 0-17 was three times the rate of California’s, while Florida’s rate was six times that of California. Nationally, California is leading national trends in keeping schools open. According to the independent site Burbio that tracks nationwide school closures, roughly 1,900 to 2,000 school closures have occurred this year, with only nine in California – amounting to roughly 0.5 percent of total closures nationwide. Through the winter, the Governor championed urgent action to provide school funding to both accelerate school reopenings in the 2020-21 school year and expand student
supports for the summer and 2021-22 school year. AB 86 was enacted on Mar. 5, with $4.6 billion (of $6.6 billion in total funding) dedicated to expanding student supports. Schools used those early funds to expand educational opportunities for the summer and the upcoming school year. According to the summer data, 89 percent of school districts reporting offered new learning opportunities over the summer, including learning acceleration (e.g., high-dose tutoring), enrichment and mental health services. Building on this funding, the Governor signed into law a historic $123.9 billion K-12 education package that represents a transformation of our public schools over the next several years.

Cal Poly Project Leverages AI Deep Learning to Aid Wildfire Recovery

SAN LUIS OBISPO –– A pair of Cal Poly professors and a team of students have used artificial intelligence to train a computer to quickly assess wildfire damage — potentially improving response time for efforts to recover from major wildfires. Accurate and timely damage assessment has become critical for response and recovery as the threat of wildfires increases. Damage assessment reports inform first responders’ strategies, affect residents’ ability to file insurance claims, and guide state and federal authorities’ plans for future disaster
relief and financial aid. To date, most wildfire event inspectors must personally visit affected areas and manually document the severity of building damage, a process that often takes weeks. Social sciences Assistant Professor Andrew Fricker, computer science Assistant Professor Jonathan Ventura, visiting Cal Poly undergraduate student Gustave Rousselet, and a team of Stanford doctoral students sought to streamline this process with artificial intelligence (AI) deep learning. Their project, DamageMap, involved training a computer to identify wildfire damage from aerial photos. When tested on images from California’s Camp Fire and Carr Fire, DamageMap produced results that were over 90 percent accurate as compared to official damage reports. For Fricker, the problem had become personal. “I really wanted answers about what had happened to my childhood home in the wake of the Camp Fire (the worst in California history to date),” he said, “and it took weeks to find out what
happened. Tens of thousands of others were in my position as well. “Meanwhile, people are living out of their cars in the Walmart parking lot, waiting for answers. If your home burned down, you could get an insurance payment for a hotel room, a vehicle, or whatever you needed to start rebuilding your life. But you can’t get that insurance payout until you can prove your home has been destroyed. Hence, the need for a faster flow of information and a rapid assessment.” Fricker used funding from a Cal Poly Research, Scholarly and Creative Activities (RSCA) grant to gather data, hire student research assistants, and attend Google’s Geo For Good conference in 2019, when DamageMap won the Highly Inquisitive group award in a build-a-thon competition. While previous AI technologies have compared pre-fire and postfire aerial photos to assess damage, they have been unable to effectively meet the growing need for disaster reporting. Without deep learning, pre-fire and post-fire photo conditions must match as closely
as possible to reliably analyze damage. This requires frequent surveys in fire-prone areas, making the technology difficult to implement. However, DamageMap only requires post-fire aerial photos and could potentially scale up for wider use in wildfire damage reporting to help provide aid sooner. “If we could develop a tool to use remote sensing and artificial intelligence to shorten assessment time, theoretically we get victims faster answers –– and potentially get some money in the pockets of those who need it most,” Fricker said.

SAN LUIS OBISPO — Cal Poly was again named the best public-master’s university in California and has cracked the list of Top 20 public and private universities in the West in the Forbes’ 2021 list of America’s Top Colleges. Cal Poly, ranked No. 24 in the rankings among public and private universities in the West in 2019, moved up to No. 17 on the 14th annual America’s Top Colleges list released this month. “These rankings shine a welcome light on our university’s main mission of student success,” said Cal Poly President Jeffrey D. Armstrong. “Our students take what they learn in the classroom and apply it in our labs and in individual and group projects — solving real-world problems in the process. The results speak for themselves: future leaders who are ready Day One to succeed in their careers and in their communities.” Forbes used the pandemic year to rethink how it was evaluating the country’s finest schools. Its new methodology counted low-income student outcomes and added a large federal database to Forbes’ tally of graduate earnings. As a result, lower-cost public universities surged in its 2021 rankings, grabbing six of the top 25 spots — including four University of California campuses. Overall, Cal Poly was 58th — up from 115 in 2019 — among the 600 public and private, not-forprofit universities in the U.S. that were ranked. The top five schools on this year’s list are UC Berkeley and four private institutions, Yale, Princeton, Stanford, and Columbia universities. Among public schools, Cal Poly was again ranked seventh in the Golden State, behind University of California campuses at Berkeley, Los Angeles, San Diego, Davis, Santa Barbara, and Irvine — all doctorate-level institutions. Cal Poly, part of the 23-campus California State University system (the largest in the nation, serving more than 485,000 students annually), also improved in its ranking among all public universities, rising seven spots to 21st in the nation. The magazine’s goal in producing the America’s Top Colleges list is to measure the quality of the education that universities provide, the experience of its students, and their post-graduate success and financial well-being. Forbes’ methodology examined these variables: alumni salary (20 percent); student debt (15 percent); return on investment (15 percent); graduation rate (15 percent); Forbes American Leaders List, an assessment of the leadership and entrepreneurship of a school’s graduates (15 percent); retention rate (10 percent); and academic success (10 percent). The list identified three figures from each school. Cal Poly students, on average, received $5,867 in grant aid, borrowed an average of $5,873, and had an average annual early career salary of $123,500. Flores Preliminary Hearing Concluded on Monday The judge ruled there is sufficient evidence to move forward with trial By CAMILLE DeVAUL
SAN LUIS OBISPO — The Flores preliminary hearing resumed on Monday, Sep. 20, after a week-long break. Just before 2:30 p.m., the People rested their case. The defense also rested their case without calling any witnesses. On Wednesday morning, Sep. 22, Judge Craig van Rooyen ruled sufficient evidence was presented for Paul (44) and Ruben (80) Flores to be tried for the murder of Kristin Smart. No date is set for the trial yet, but an arraignment is scheduled for Oct. 20. “We continue to support the family of Kristin Smart as we work toward justice,” said District Attorney Dan Dow. The father and son are charged in connection with the 1996 disappearance and murder of 19-year-old Cal Poly student Kristin Smart. Paul has been charged with her murder, and Ruben is being charged with accessory after the fact. Both men were arrested in April. Ruben is out on bail, but Paul remains in the San Luis Obispo County jail with no bail. Kristin’s remains have never been found, but she was declared legally dead in 2002. During closing arguments on Monday, San Luis Obispo County Deputy District Attorney Chris Peuvrelle said Paul Flores lies to cover up the murder of Kristin Smart. Paul’s defense attorney Robert Sanger said there is no case against Paul Flores, and there is certainly no case against Ruben Flores. He said there was nothing found in this case that is real evidence. Ruben’s defense attorney Harold Mesick echoed the same thoughts and said the pros-
ecution has tried to paint “lipstick on a pig.” Smart’s family has attended each day of the hearing, along with Susan Flores, who invoked her Fifth Amendment right to not testify on the first day. Jennifer Earlier in the hearing, testimony began with a cross-examination of Jennifer, who first took the stand on Aug. 12. When she first took the stand, she told the court that in 1996, she heard Paul Flores use a derogatory term to refer to Kristin Smart and said, “I’m done playing with her, and I put her out underneath my ramp in Huasna.” She said she didn’t tell law enforcement about it until she talked to San Luis Obispo County Sheriff ’s Detective Clint Cole in 2019. The defense questioned why she waited so long. Jennifer said she had no one to turn to and was on her own, adding that at 17-yearsold, anyone would be afraid. The defense also questioned how Jennifer remembered a conversation from 25 years ago, but not from 18 months ago. She responded, saying no one in the courtroom would forget a conversation like that. Detective Clinton Cole San Luis Obispo Sheriff ’s Office Detective Clinton Cole took the stand after Jennifer. He discussed several recent interviews with David, Ruben Flores’s former tenant. David reportedly lived in Arroyo Grande for 10 years. However, he moved out at the end of January 2020 due to the rent being raised. Det. Cole said David told him that he heard Ruben call Kristin Smart a “dirty expletive.” He also told the detective that when there was a plumbing issue and a plumber needed to go under the house, Ruben said no. He reportedly said he wasn’t allowed under the deck either, with the exception of two empty 55-gallon drums he put under there, but Ruben asked him to move them two weeks later.
Ruben’s attorney, Harold Mesick, then pointed out that the lattice gate was not locked, and Det. Cole agreed. David also reportedly told Det. Cole that the dogs on the property often went under the deck. Detective Cole said David did not have anything negative to say about Ruben. Jamilyn The last witness of the day was Jamilyn, a neighbor of Ruben Flores. She testified about photos she took of a camper trailer attached to a white van and a red SUV with a cargo trailer parked next to Ruben’s home a few days after law enforcement served a search warrant there on Feb. 9, 2020. Jamilyn testified that she came home that day around 4 p.m. and heard people yelling loudly and saw Ruben, Susan Flores, and Mike McConville (Susan Flores’ boyfriend) at Ruben’s home. Jamilyn took the photos from the roofline of her home, where she has lived since 2013. Sanger asked how Jamilyn knew it was an FBI search, and she remembered hearing about it from a local TV broadcast. She later testified to listening to Lambert’s podcast and following the case on the news prior to the 2020 search. Jamilyn said nothing happened with the photos and didn’t think they would be important in the investigation until about a year later when she was advised to contact investigators. Upon cross-examination from Mesick, Jamilyn testified that a portion of her official statement about what she witnessed was not accurate. She clarified that she never witnessed digging activity at Ruben’s home on the night of Feb. 9, 2020. Jamilyn was the last of the prosecution’s witnesses, and the defense declined to call any of its own witnesses.

NATIONAL — On Sept. 17, the Federal Aviation Administration (FAA) has reportedly restricted the airspace above a Texas border bridge to prevent drones from flying over. Thousands of additional migrants are expected to pour into the already over-
flowing makeshift Del Rio camp in the coming days. The surge is so overwhelming that Customs and Border Protection (CBP) is sending additional agents from across the country to help. “The Border Patrol is increasing its manpower in the Del Rio Sector and coordinating efforts within the Department of Homeland Security and other relevant federal, state and local partners to immediately address the current level of migrant encounters and to facilitate a safe, humane and orderly process,” Customs and Border Protection said in a statement. “To prevent injuries
from heat-related illness, the shaded area underneath Del Rio International Bridge is serving as a temporary staging site while migrants wait to be taken into USBP custody.” Jon Anfinsen, the top Border Patrol union official in the Del Rio Sector, told Arkansas Online that sanitary conditions at the site are very poor. Currently, there are only 20 portable toilets at the camp for roughly 8,000 people. “We’re scrambling to bring every resource we can, but it’s a logistical nightmare,” Anfinsen said. “We’re pulling agents from across the country to help, but they’re not going to be there

NATIONAL — The number of states in which at least 35 percent of residents are obese has nearly doubled since 2018 – and disparities persist – according to new data from the Centers for Disease Control and Prevention. Up from nine states in 2018 and 12 in 2019, the 2020 Adult Obesity Prevalence Maps show that 16 states now have an adult obesity prevalence at or above 35 percent: Alabama, Arkansas, Delaware (new this year), Indiana, Iowa (new this year), Kansas, Kentucky, Louisiana, Michigan, Mississippi, Ohio (new this year), Oklahoma, South Carolina, Tennessee, Texas (new this year), and West Virginia.

To change the current course of obesity will take a sustained, comprehensive effort from all parts of society. We will need to acknowledge existing health disparities and health inequities and address the social determinants of health such as poverty and lack of health care access if we are to ensure health equity. Redwings is always looking for volunteers to help us provide the highest standard of care for our horses and burros. You do not need to have any prior horse experience to volunteer at Redwings. If you would like to work with our horses, the first step is to take a Volunteer Training Class. This class covers sanctuary rules, basic safe horsemanship skills, and an introduction to some of the horses that you will be working with. After completion of the class you are welcome to come volunteer and help with the horses any time during our volunteer hours. Volunteer hours are Tuesday through Saturday from 8am to 3:30pm, and we are closed on Sundays and Mondays. Note: We do not allow volunteers to ride the horses at Redwings. There are other ways to get involved and volunteer at Redwings too. We have opportunities to help in our rose and memorial garden, volunteering in the office, helping with events and fundraising, and more. CLARA B. CASE AZEVEDO 1924 - 2021
I
t is with a heavy heart we share that Clara Bell Case-Azevedo died, at the age of 97, on September 12, 2021. She passed peacefully with her daughter, son-in-law, and a close friend at her bedside. Clara, or “Claire” as she was known to most of her friends, was born June 14, 1924, on a farm outside of Downing,
Wisconsin. She, her two brothers, and two sisters were raised doing farm chores and milking the family cows: Rosie, Daisy, Toots, and Surprise. Fast-forward to adulthood and motherhood; Claire divided her working years between two careers. One was an Optometric Assistant, approximately 25 years, and the other was in foodservice. At one point, she was the caterer for the Oakland A’s major league baseball team and finally as a hostess at Kelly’s, her daughter’s restaurant. Claire deeply loved her family, friends, and the Dodgers. When it came to the Dodgers, she was a loyal fan. She never missed a game and sported quite an extensive Dodger wardrobe. She would keep her own meticu-

obert PeBenito passed away unexpectedly with his wife at his side on September 14, 2021, at Twin Cities Hospital in Templeton, CA. He was born on May 17, 1956, in the Philippines. He is the son of Joseph and Jane PeBenito. Robert graduated from Mountain View High, California. Mountain View is where he later met his wife Patricia Arreola, and together they

At the slightest blessing, she would always say, “Praise God,” with a huge smile on her face. Claire is preceded in death by her granddaughter, Stefanie Reiswig, and her husband, John Azevedo. She is survived by her sister Marian Hudak, age 99, her children Ted Von Roll, Robert Roll, Kelly Case- Horn,
Jeff Case & all their spouses; grandkids Teddy Von Roll, Ean Reiswig, Jeff and Nic Case; six great-grandkids; and many nieces, nephews, and loving family. The family would like to extend their deepest heartfelt thanks to the Hospice nurses and staff for their tender and loving attention given to Claire and to the family in her final days. Matthew Leroy Ehens Sentenced to 8 Years-to-Life Convicted in August for felony charges against 79-year-old adopted mother STAFF REPORT
SAN LUIS OBISPO — Matthew Leroy Ehens (38) of Arroyo Grande was sentenced to 8 years-to-life in state prison for his August conviction on felony charges of torture and elder abuse against his 79-year-old adoptive mother after he poured boiling peanut oil on her and stabbed her in the back with a large kitchen knife during an argument.
District Attorney Dan Dow announced that Matthew Leroy Ehens was sentenced by the Honorable Jacquelyn H. Duffy to 8 years-to-life on felony charges of torture and elder abuse of his 79-year-old adoptive mother. Ehens was convicted by a plea of no contest on Aug 25. On Aug. 2, 2019, during an argument with his mother at their home in Arroyo Grande, Ehens poured a pot of boiling peanut oil on her upper body and face. He then stabbed her in the back with a large kitchen knife before fleeing in his car and eventually engaging in a high-speed chase with law enforcement until Ehens crashed his vehicle and was arrested.
The elderly victim suffered serious burns on over 17 percent of her body and received extensive medical treatment, including hospitalization for a month and a skin grafting operation. “This life sentence is appropriate considering the unimaginable pain the defendant inflicted upon this courageous elder adult survivor who loved and raised him,” said District Attorney Dan Dow. “Our community will not tolerate elder abuse. I encourage those who suffer from or witness elder abuse to report these crimes to law enforcement.” The case was investigated by the Arroyo Grande Police Department and the San
Luis Obispo County Sherriff ’s Office with the assistance of the District Attorney’s Bureau of Investigation. The case was prosecuted by Deputy District Attorney Kristin Barnard, with substantial support from the District Attorney’s Christopher G. Money Victim Witness Assistance Center. Fatal Hit and Run Traffic Collision Intoxicated driver near the 41 and Santa Rosa intersection STAFF REPORT
ATASCADERO — On Sept. 19, at approximately 7:39 p.m., the Atascadero Police Department received a report of an intoxicated driver traveling east
on SR 41 near the intersection of Santa Rosa Rd. The reporting party informed dispatch that the vehicle was involved in a traffic collision. On arrival, Officers from Atascadero PD located two vehicles involved in a head-on collision. Witnesses advised that the driver of a Jeep crossed into oncoming traffic and struck another vehicle. The occupants
of the second vehicle received moderate to minor injuries. The driver of the Jeep fled the scene prior to the officer’s arrival. During the initial traffic collision investigation, officers located a male pedestrian who was fatally struck by the Jeep; however, had not been initially reported to anyone. Members of the Atascadero Police Traffic Unit, detectives from the
Atascadero Police Investigations Unit, and members of the San Luis Obispo Police Department Traffic Unit were called to the scene to conduct an investigation. Witness statements and investigation revealed the driver to be Jorge Castaneda, 26 years old, from Paso Robles. Castaneda was subsequently located in Atascadero this morning and
arrested by Atascadero Police. SR 41 was closed for ten hours while the scene was processed and the vehicle was removed. The name of the deceased victim, in this case, will not be released pending notification of next of kin. Pumpkin Bread Pudding with Molasses Whipped Cream
Ingredients for pudding: • ¾ c raisins • 1 c dark rum • Unsalted butter • 5 eggs • 3 egg yolks • ¾ c dark brown sugar • ½ tsp ground nutmeg • 1 tsp cinnamon • ¼ tsp ground cloves • ¼ tsp ground ginger • ¼ tsp salt • ¾ c canned pumpkin puree (not preseasoned pumpkin pie filling) • 2 c heavy cream
• 1¾ c whole milk • 1 vanilla bean, split lengthwise, seeds scraped out with the tip of a sharp knife • 1 large or 2 small loaves brioche, cut into bite-size cubes and dried out overnight For whipped cream: • 1½ c very cold heavy cream • 3 tbsp molasses • 2 tsp pure vanilla extract Directions: To make the pudding, place raisins and rum in a small saucepan. Bring to boil over high heat. Remove from heat and set aside for 30 minutes to let raisins plump. Drain raisins and discard rum. Preheat oven to 350 degrees. Butter 2-quart baking dish. In a large bowl, whisk together whole eggs, egg yolks, and brown sugar until smooth. Add spices, salt, pumpkin, cream, milk, raisins, and vanilla seeds. Whisk until smooth. Add the bread. Stir gently to coat. Let sit for 10 minutes to let the bread soak. Scrape mixture into prepared dish. Set baking dish into a larger deep pan and place on center rack of the oven. Pour hot water into the larger pan until it reaches halfway up the sides of a smaller dish. Bake 50-60
minutes or until pudding is almost completely set (it should still move a little in the middle when you shake the pan). Remove and let cool for 30 minutes. For whipped cream, place all ingredients in a large bowl and whip to soft peaks. Serve on bread pudding. Cheers! sn’t it odd that two creatures are unable to hear the same sound? For example, a dog can hear a high-pitched whistle, whereas the human that blew it cannot. And husbands and wives who have been united in wedlock for more than six months are unable to hear a single word the other says. And generally speaking, if there is more than a ten-year difference in age between an adult and a youngster, the child is unable to understand a single word the adult is saying. Maybe it’s due to ear wax buildup. That is why the universal language of hand signals is necessary. This universal code was first developed by heavy equipment operators and sheepherders to tell their dogs to GO GET IN THE TRUCK! But ranch couples may find just as much use for this universal body language.
A good example of where hand signals come in handy is when the man and wife team is attempting to hook up a bumper pull horse trailer. As the woman backs up the truck, the man stands near the trailer hitch with his hands spread wide apart to indicate the distance remaining between the bumper of the truck and the trailer. As the wife guns the engine, the man then signals for her to SLOW IT DOWN. This is indicated by raising both arms horizontally and waving frantically. As the rear bumper of the pick-up crashes into the trailer, causing it to fall off the termite-ridden stack of wood it’s sitting on, the man then takes off his hat and beats it repeatedly against his knee, indicating to the wife to “come hither” to remove the trailer which is now resting on his foot. The most important hand gesture ranch couples should commit to memory is the STOP command. This comes in handy when the male is holding a cold chisel, fence post, rail-splitter, or any other item for his mate to hit with a seven-pound sledge. When she misses and hits the male thumb instead, he should
grab his swollen digit, jump up and down excitedly and spin around in a circle like a dog looking for a place to lay down. He should then draw his hand across his throat, indicating to the wife that she should STOP before causing further nerve damage. Usually, this warning comes much too late, and the wife always gets in another lick or two. Or seven or eight, depending on the current condition of the couple’s marital bliss. Some commands are totally male or totally female. When the husband comes in after a hard day’s work, smelling like an old pair of sheepherder’s socks, and wants to have intimate relations, the wife should first grab her nose between her thumb and forefinger at the same time making a very disagreeable facial expression, which should not require too much acting skill. This is the signal for NOT NOW, DOG BREATH! A typical ‘male only’ signal is the one to SHUT UP. The man covers both ears with his hands and pretends not to hear a single word his nagging wife says. This gesture should be learned in tandem with the defensive
maneuver to PROTECT YOUR FACE. This is done by raising the male forearm and placing it in front of his ugly mug to ward off his wife’s wicked right hook, which, if not checked, will leave him laid out colder than a meat hook. Hand signals come in particularly handy when working cattle that are wilder than a turpentined cat. If after a day of hard riding, your elusive Mexican steers have been gathered only to be scattered to the four corners of the compass by a banker or a supplement salesman who comes barging in at exactly the wrong time, you should raise your hand in a clenched fist and wave it in a threatening manner. Next, the man should raise his right arm and motion the wife in the direction she needs to go to block the steer’s escape. This is the same signal used when the wife is in the way of the television set. The wife will probably give some sort of signal in return, but it should be ignored. God prepared him to be able to write and record God’s moral laws in the Penta-
teuch (5 books of Moses). Moses didn’t become the great leader he was by accident. Moses providentially became what God had predestined him to be. Moses became one of the greatest biblical examples of what God can accomplish in a person’s life. A slave became a prince; a prince became a great prophet and political leader who became one of God’s greatest servants to ever live. God’s providence became a practical reality. Lessons to be Learned 1. God has a providential plan for everyone and everything that exists. 2. God’s providential plan prepares people to serve Him. 3. God’s plan for a believer will bring him spiritual success in all that he does. t may seem as though stress and spirituality don’t go together, but where there is stress, there is an opportunity for soul growth, especially during stressful times such as we’ve experienced with Covid. In his stress management workshops, psychologist Brian Luke Seward, Ph.D., says that the evolution of our soul typically involves a journey where there is a beginning or a departure from the familiar, the middle is a set of trials, and the end is a return home to the old life but with a fresh perspective. Call it a pilgrimage or the hero’s journey. You’ve probably noticed it in your own life.
4. Happy people practice healthy practices. What do I mean by that? Examples are exercise, sleep, and diet, which boost our immune systems and mental health. Dr. Santos says just 30 min of cardio is equivalent to taking an anti-depressant daily. So, by making time for these healthy practices, we become happier. 5. Happy people stay in the moment. I’ll admit, this is a tough one for a lot of us. We’re not paying attention to what we’re doing and totally miss out on the present most of the time. Being in the present moment simply means noticing the feel of the warm sweater you are wearing, the smell of fresh coffee as it’s brewing, or watching a sunset. Practicing mindfulness boosts mental health, cognitive ability and reduces stress. 6. Lastly, happy people become wealthy. You’ve probably guessed I’m not talking about money. In fact, Dr. Santos explains that we think if only I had this or that, it would make us happy. But research shows that promotions, new relationships, or winning the lotto only temporarily boost happiness before we return to baseline.

love Fall. I think it’s my favorite season. I love the cool days and crisp nights. I love the changing colors and falling leaves. I love acorns and pumpkins and being able to turn on my oven to begin baking again. I love cranberries and apples and pears. I also love searching through my cookbooks collection when the seasons change, looking for recipes to share with you. Naturally, they are my choices, and not
Apple Bread
Ingredients: • 3 cups all-purpose flour • 2 cups of sugar • 2 tsp. ground cinnamon • 1 tsp. baking soda • ½ tsp baking powder • ½ tsp. salt • 4 large eggs, room temperature • 1 cup canola oil • ½ tsp. vanilla extract • 2 cups chopped peeled apples (about 2 medium) • 1 cup coarsely chopped walnuts
Hot Apple Slaw
Ingredients: • 8 slices bacon, crisply cooked and chopped, 2 T. drippings reserved • 2 T. sugar • 2 T. vinegar • 1-1/2 t. salt • ¼ c. water • 4 c. shredded cabbage • 2 red apples, grated

I’m including recipes using apples and what fun it would be if you had a chance to pick your own at a local apple orchard. It might well be good medicine just to get out and be with nature for a change. Remember the saying, “An apple a day keeps the doctor away.” Happy Fall! Cheers!
Directions: Preheat oven to 350 degrees. Line 2 greased 8x4-inch loaf pans with parchment; grease parchment. Whisk together the first 6 ingredients. In another bowl, whisk together eggs, oil, and vanilla; add to flour mixture, stirring just until moistened (batter will be thick). Fold in apples and walnuts. Transfer to prepared pans. Bake until a toothpick inserted in the center comes out clean, 50-55 minutes. Cool in pans 10 minutes before removing to wire racks to cool. Note: For freezing, securely wrap cooled loaves in plastic wrap and foil, then freeze. To use, thaw at room temperature.
Directions: In a large skillet, place bacon drippings, sugar, vinegar, salt, and water; heat to boiling. Reduce heat to low, stir in cabbage and apples; simmer for 4 minutes or until heated through, stirring occasionally. Top with crisp bacon pieces. Serve warm with pork or roasted chicken.

Directions: Preheat oven to 350 degrees. Place apples in a large bowl. In a separate bowl, add sour cream, granulated sugar, eggs, flour, lemon zest and juice, and salt and stir to combine thoroughly. Pour sour cream mixture over apples and toss gently to mix. Spoon apple mixture into pie shell and place on a rimmed baking sheet. Next, combine nuts, flour, granulated sugar, brown sugar, oats, cinnamon, and salt, and mix. Add butter and mix with fingertips until butter is incorporated and the mixture is a crumblike consistency. Sprinkle topping over apples and gently press to adhere. Bake for about 1 hour until filling is bubbling around the edges, and apples are tender when pierced with a knife. If the top starts browning too quickly, cover with foil until the apples are tender. Remove from oven and let cool for at least 1 hour before slicing and serving.

Principal Julie Ann Davis of Monterey Road Elementary School presented her school’s motto for the 2021-22 school year, “Keep calm and gallop on!” along with a “Positive Behavior Systems” treemap, goals of reinforcing behaving “the mustang way”, a student achievement treemap, and a positive reinforcement program for students powered by “mustang money.” Davis thanked the board for their approval last spring of additional counselors who are now on-site at all Atascadero Elementary Schools. Davis also thanked the teachers at her school. “I could not be more proud of my teachers coming off of the last year and a half,” Davis said. “I am just so proud of their hard work and dedication in always striving for excellence. They work as a team, and that’s why our students are able to succeed.” Principal Davis shared her goal of achieving the school’s best score yet in student proficiency, and she announced a partnership with One Cool Earth, where students participate in outdoor learning at least one day a week. “We are retraining our students with all of our green practices,” said Davis. Outdoor learning spaces include the school’s garden as well as brand new surf desks, which allow students to learn while sitting on the grass outside. The surf desks were delivered just last week. The meeting then turned to oral communications from the public. Katie Fullerton was the first speaker. She expressed her frustration and embarrassment due to the timeline of the pool for the High School. She stated that she has a son who is a freshman at the high school and plays on the water polo team. “Everybody has a pool, but us,” said Fullerton. She then asked a question regarding the status of the plans that was directed at Superintendent Butler, who responded that the plans have just come back from the architect and will be submitted to the Department of State Architecture for approval in October. Board President George Shoemaker reminded all parties that the subject of the pool was not an agendized item and therefore could not be discussed in detail during this meeting. The next speaker was Atascadero High School sophomore, member of ASB, and class officer, Riley Rocha. Rocha spoke on both the dress code and the new bell at the high school. Rocha stated that she has fielded complaints from students bringing concerns to ASB regarding the current dress code and alleged that the current code is “one-sided” and biased against girls. She also stated that the dress code had not been changed since the 1900’s. Rocha spoke specifically about language in the dress code, which prohibits students from showing their breasts, midriffs, and thighs, and argued that these standards make it difficult to find clothing at stores that are in compliance with the dress code. Rocha then shifted the topic to the new school bell. According to Rocha, many students had complained that it is hard to hear and that the old bell is better than the new one. “It’s just not really working out,” said Rocha. “It’s something that we have to fix.” Rocha related an instance in which she was tardy to one of her classes after a break simply because she had not heard the bell ring. The next speaker was a junior “and a proud member of the student body” at Atascadero High School named Lauren, who also spoke on the school’s dress code, and “the treatment of girls in this system.” She went on to say, “I think the areas that
are pointed out in the dress code, such as midriff, shoulders, collar bone, thighs, those things aren’t inherently sexual things.” She suggested that causing girls to cover these areas may be having the opposite effect as intended and argued that the current code is “pointing out that those are things that girls should be ashamed of.” Lauren said that clothing, especially for teenage girls, is a big part of self-esteem and that when teenage girls are told to wear clothes over these areas, it can be detrimental to their mental health. Lauren also addressed the perceived discrepancy between boys and girls in regards to dress code and pointed out that the High School’s website features a photograph of three shirtless boys at a football game with “AHS” written on their chest. The Superintendent’s Report followed. Superintendent Butler gave an update on Coronavirus numbers, which he states are “trending in a pretty good direction.” On the first day of school, there were 32 positive students, 0 positive staff members, and 0 deaths. On the week of Aug. 23-29, there were 17 positive students, six positive staff members, and 0 deaths. On the week of Aug. 30 to Sept. 5 there were 16 positive students, two positive staff members, and 0 deaths. On the week of Sept. 6 to Sept. 12 there were 17 positive students, two positive staff members, and 0 deaths. On the week of Sept. 13 to Sept. 19 there were 15 positive students, two positive staff members, and 0 deaths. “It’s definitely stabilized after coming back from summer,” said Butler, “and I want to remind everybody that those numbers I’m sharing are out of 4,634 staff and students, so that’s a pretty low percentage.” Butler then went on to recap the Job Information night earlier in the afternoon and thanked Assistant Superintendent Eichperger for organizing the event. “I was so pleased with the number of people,” said Butler, “but I was thoroughly impressed by their quality.” Butler then spoke of the Parent Advisory Committee meeting, which took place last week. A couple of parents on that advisory group have been big proponents of the outdoor furniture and have been sharing with all of the sites and PTAs the exciting solutions they’ve been finding for outdoor learning applications, such as the new surf desks. “Those are awesome!” said an inspired Butler. “It’s been a nice partnership with parents across the district to get more outdoor spaces.” “I’m very pleased to share with the trustees that the Atascadero Lighthouse Afterschool Program is back!” The program is a collaboration between the Atascadero Lighthouse Foundation and the Greyhound Foundation to provide positive afterschool activity, primarily for elementary students. Activities include Grow, Cook, Eat from One Cool Earth, where students learn about gardening and healthy cooking; Building Computers in which students take apart and reassemble computers in order to learn how to build them; Active Games, Just for Fun, Book Club, Bicycling with K-Man Cyclery, and Art. Butler noted that those programs move from school to school, “so parents, look for those sign-ups! We hope you’ll participate.” He then moved on to the topic of student behavior in which he alluded to an incident or potentially series of incidents that were not expounded upon, other than that they involved the app TikTok, and a popular “challenge” that involves causing damage or committing theft in public places. Butler encouraged parents to monitor what their children are doing on their devices and reminded everyone to “Do unto others as you’d like them to do unto you. Be nice. Be kind.” He went on to say that “some of our students have
gotten into a position that isn’t in their best interest right now.” He then said, “One of the negatives (social media apps) could be TikTok. Those challenges are not okay, and I am digging the vibe I’m getting from the high schoolers. They’re nodding. Right on. Thank you for helping on this.” He then pleaded with parents once again to “talk to your students about respecting our school property and other public properties...We certainly don’t want our students sidetracked by a social media craze, and so I’m asking our parents to partner up with us—I know you will—and to help support our students in a positive way.” Finally, Butler thanked Nicole Hider, CAPS, and the entire team for an incredible fundraiser that raised “$57,000 that will be going into our classrooms, supporting incredible experiences that our teachers have designed for all of our kids across the district.” Board Members Reports were next, and board members each took the time to thank Preston and Poudrier, Principal Davis, and each of the members of the public who spoke during the oral communications portion of the evening. Trustee Tami Gunther said, “This whole TikTok thing—life is nothing if not choices, right? Sometimes we get swept along by what I call a pack mentality. It’s not us making the decision; it’s going along with whatever the crowd is doing, so Bravo to the kids who are thinking for themselves and making those wise decisions. For those who made a mistake and made a poor decision, I hope that those lessons are learned quickly and not repeated, and we sure appreciate the parent support in working with us to get that stopped.” Gunther also announced that she would be attending her first in-person California School Board Association (CSBA) Board Meeting this weekend and that she will have a report for them at the next meeting. The Action Items for the evening came next, and the minutes for the meeting on Sept. 7 were approved unanimously, as was the Consent Agenda. Assistant Superintendent of Business Services Jackie Martin spoke on the topic of enrollment. She shared the good news that enrollment was better than had been budgeted for and the bad news that it was still lower than had been hoped for. “Last year, we had 4,397 kiddos, and as of last Monday, we had 4,353 kiddos,” said Martin. “The positive is we projected that we would only have 4,285 students, so we’re 68 better than anticipated for this school year; however, we’re down 44 over the prior year.” She then dispelled the misconception that attendance does not matter this year due to a “hold-harmless” allowance. “Our funding will not change this year because we are on a hold-harmless from the 2019-20 year when enrollment was 4,600 kiddos,” said Martin, “but the lower our attendance is this year will impact next year and possible reductions down the road because of that huge decline, so we do want to try to keep our attendance up as high as possible so that we can continue to provide to our students those services that are needed.” Martin then highlighted the “incredible growth” at San Gabriel that was far greater than anticipated. All of Atascadero’s elementary schools grew in attendance this year over the prior year, which Martin said was “interesting.” Atascadero’s secondary schools have all declined when compared to the prior year. The final item of the evening was a vote on a resolution delegating power to the Superintendent to enter into specified contracts, which was approved unanimously. The meeting was adjourned at approximately 8:12 p.m. and the next meeting is scheduled for Oct. 5 at 7 p.m.

nity quality through 2025. We are nearing what is often referred to as “General Plan buildout,” as our City is reaching many of the goals and objectives that were identified in 2002. Our population has now exceeded 30,000, and the time is here to re-evaluate policies that continue to guide future growth, use of resources, and economic trends. State law requires the City to adopt a “comprehensive, long-term General Plan for physical development.” Our updated General Plan will include policies and programs for the City’s distribution and character of land uses and development. As the community’s “blueprint” for development, the General Plan must contain the seven state-mandated elements: Land Use, Open Space, Conservation, Housing, Circulation, Noise, and Safety. The update process involves substantial public outreach, multiple public hearings, and a significant environmental review process. Beginning this year, we expect the entire process to run throughout all of 2022, with final adoption about mid-year in 2023. The new General Plan will fore-

We will have a highly visible and all-inclusive outreach to help us engage with and gather input from as many community members as possible, through a combination of venues at various times of day and at multiple forums. There will also be online participation options, to help ensure anyone who cannot participate in person is included in the process. We have set up a project webpage at atascadero.org/GeneralPlan2045 that will provide up-to-date information to everyone who would like to learn more about the process, how they can be involved, and sign up to receive project updates. This online platform will supplement the various social media and in-person outreach opportunities we’ll be using so that every Atascadero resident, business owner, and the property owner can join us in envisioning the future of our wonderful community!
