Committee: 47th Annual Colony Days is Still Happening Hometown celebration Oct. 1-4 will be different By CONNOR ALLEN connor@atascaderonews.com ATASCADERO — The 47th Annual Atascadero Colony Days, a hometown celebration, is still happening Thursday, Oct. 1 through Sunday, Oct. 4. The multiple-day event showcases Atascadero’s community and is hosted each year by a committee of local volunteers. Due to the COVID-19 pandemic, organizers had to come up with creative ways to celebrate safely together. After many months of uncertainty for all, the committee wanted to hold an upbeat event, something enjoyable for the community. In doing so, the committee is hoping to create a more cohesive environment, strengthen local businesses, and be a stronger, positive and unified community. For the first time, they are promoting a sub-theme, “We are Atascadero,” in addition to the original theme, “Look how Far We Have Come, 100 years of Women’s Rights, Arts and Literacy,” celebrating 100 years of the right to vote for women, 100 years of the Atascadero Library and 100 years of art in Atascadero. “Those who started Colony Days designed the annual event to bring everyone together to celebrate being a community,” said Karen McNamara, Committee Chair. “My focus is to continue that purpose, hosting a celebration of who we are, together. We are not perfect, nor were those who came before us. Setting aside this time, we have a chance to see our strengths and open discussion and craft plans to make a better community for the future”. Templeton’s New Fire Chief Putting Pieces into Place Peterson laying the foundation for the department’s success By BRIAN WILLIAMS brian@atascaderonews.com TEMPLETON — Templeton Fire Department’s new full-time fire chief is not wasting any time. Thomas “Tom” Peterson has been on the job for two weeks and every day, the department gets closer to adequate 24-7 station coverage with full-time staff. He’s rounding out the full-time staff with the next big piece, a third captain, who will start in October. “This will allow the department to shift to a 48-96 work schedule, two days on four days off, with an A, B and C shift. That will give us 24-7 coverage with three captains,” Peterson said. The next crucial hire will be the addition of a full-time engineer who will work when the department is busiest. “We’ll at least have full-time captains, a full-time engineer and then really step up our training program and augment with our part-time folks,” Peterson said. “We will probably be bringing on several more part-time folks.” This is made possible in part due to the community’s passing of Measure A, a parcel tax increase of $15 per month in 2019 to provide additional funding for the District’s Fire and Emergency Services Department.

“The community has entrusted us with Measure A and we have to be able to serve the community because they have bestowed upon us that trust,” Peterson said. “I’m not wasting any time.” Peterson is a decorated 30-year veteran of the fire services and relies on his many years to build a department that will meet the community’s needs now and in the future. He spent the past 16 years with the Atascadero Fire Department, most recently as a battalion chief. In 2014, he was named Firefighter of the Year by the Atascadero Elks. “It’s awesome. I’m enjoying the excitement with all of the new folks and the

energy level,” Peterson said. “Kind of makes me feel young again.” Peterson is the first full-time chief since 2012, taking over for interim Chief Bill White, who was instrumental in getting Measure A passed. White and Peterson were battalion chiefs in AFD. “I thought my counterpart in Atascadero, Chief White was going to take it, but he said nope, too close to retirement, not going to do it. Peterson is no stranger to Templeton. He and his wife put Southern California in the rearview mirror in 1987 and moved to

District reaches tentative agreement with teachers association By CONNOR ALLEN connor@atascaderonews.com ATA S C A D E R O — Atascadero Unified School District moved closer to having in-person instruction for its special needs students after a tentative agreement between the District and the Atascadero District Teachers Association was reached. The announcement was made during the Atascadero Unified School District Board of Trustees meeting Tuesday night. Students with disabilities and special needs can participate in in-person instruction per the statement made Aug. 14 by Gov. Gavin Newsom. The Board meeting opened with ADTA President Christine Williams addressing the Board and the public on the work they have done in collaboration with the District to make this possible. She also noted the difficulties and concerns that have come with the COVID-19 pandemic for teachers. “We now have two COVID19 2020-2021 MOU’s [Memorandum of Understanding],” Williams said. “One passed, and one pending that each took tons of work and countless hours of collaboration. It is never easy to find a solution that works for everyone. In fact, it’s impossible. But we are all trying to do what is best for all students right now, and it will take time to get this right.” Safety is a significant concern, Williams reiterated, and is something they need to get right. “We need to make sure that our students and staff have the safest learning and working environment,” she said. “We have been working to make sure that happens even if it isn’t happening fast enough or in the manner that everyone prefers. Since the spring, the association [ADTA] has been working with the District to develop plans, redeveloping plans, and re-redeveloping plans.” Following Williams, Butler

AUSD Hires Next Director of Intervention Services

STAFF REPORT ATASCADERO — Atascadero Unified School District trustees approved the hiring of their next Director of Intervention Services during a special meeting on Tuesday, Aug. 25. Cynthia Ravalin will be the AUSD’s new Director of Intervention Services. She will begin pending release from her current contract as Director of Special Education with Lompoc Unified School District, which she’s held since 2018. Before that, she spent six years with Lucia Mar Unified School District, where some of her listed job titles were Principal of Ocean View Elementary and Director of Student Services. Also, trustees with a sweeping 6-0 vote, approved the hiring of Bharti Rausch, learning center teacher, Maryanne Tornquist, alternative education teacher, Suzanne Uceda, middle school mathematics teacher, and the transfer of Krista Connelly, learning center teacher to intervention coordinator. Board President Donn Clickard was not present for the meeting via Zoom. AUSD Superintendent Tom Butler and each of the trustees present at the meeting spoke about what teachers, parents, and

students experienced during the first two weeks of distance learning. Butler said he was impressed with the work of everyone. “A week ago, when our trustees met, I was so pleased to hear the comments about the teamwork and the collaborating because there have been issues,” Butler said. “But by working together, we have overcome them and we are going to continue to.” Nearly all of the trustees said they had heard both good and bad about distance learning. “Just in the week’s time that we started here, there were a few hiccups, but as a team, a whole team, parents, teachers and students we’re managing to get through and progressing, and I’m hearing more positive comments all the time,” said trustee Corinne Kuhnle. Trustee Terri Switzer said she had talked with many parents and students since school started on Aug. 12. “It’s like a 50-50 — some kids just hate this online stuff and then some kids are just rolling with it,” she said. “I’ve talked to a few teachers and they are having trouble because there’s usually the back-and-forth, the banter backand-forth with the kids but now it is more like they are a lecturer.” The next AUSD Board of Trustees meeting is at 6 p.m. on Sept. 1. STAFF REPORT PASO ROBLES — The Paso Robles Tertiary Treatment Facilities project was the winner of the Global Water Awards 2020 Wastewater Project of the Year. This is an annual awards program

administered by an international publication called Global Water Intelligence. The project was nominated after it won California’s Engineering and Research Achievement Award. This project was among a shortlist of wastewater

projects from Egypt, China, and India. Says Matt Thompson, Wastewater Manager for the City of Paso Robles, “Our project was primarily about switching to ultraviolet light disinfection and preparing for future water recycling, yet some other project’s features we were recognized most for are 1) repurposing old clarifiers to flow equalization basins, 2) the water flows through the new tertiary treatment process entirely by gravity (whereas most facilities have to pump the water), and 3) we added a nutrient harvesting system to turn our former struvite problem into commercial-grade fertilizer.” The City has a master plan to produce tertiary-quality recycled water and distribute it to east Paso Robles, where it may be

safely used for irrigation of City parks, golf courses, and vineyards. This will reduce the need to pump groundwater from the Paso Robles Groundwater Basin and further improve the City’s water supply sustainability. In 2019, the City completed construction and began operating the first part of this recycled water system, which is filtration and ultraviolet light disinfection at the Plant. These new tertiary treatment facilities produce very high-quality recycled water. The project also included flow equalization basins, a recycled water storage pond and pump station, a nutrient harvesting system, and a new maintenance shop. The City is presently designing a major distribution system to deliver recycled water to east Paso Robles.

EVC Team Growing to Help SLO County’s Economy STAFF REPORT SAN LUIS OBISPO – The Economic Vitality Corporation continues its work in San Luis Obispo County with the announcement staff updates. We are pleased to welcome Maria Kelly, Interim Executive Director, and Jill LeMieux, Director of Business Strategy. After sixteen years, Mike Manchak has left the organization to begin a new chapter in his professional career. We at the EVC are grateful for his years of dedication and service. Maria Kelly has served as an EVC board member since 2014 and is looking forward to serving the EVC as the Interim Executive Director. While the EVC will work towards a formal recruitment process, the Executive Committee determined that it was essential to have immediate support to guide the team through the end of 2020. For the past 15 years, Maria’s career path includes leadership roles in business and government while serving local communities. Maria is a strong proponent of improving communications among stakeholders and working to highlight industry and community benefits of a healthy economy. Her work with non-profits, small and large businesses, has led to her deep appreciation for their contributions to ensure a thriving SLO County community. “Based on the recent survey results from the EVC stakeholders and the work ahead, Maria is a great fit for us at this time,” said Jolie Ditmore. Jill LeMieux brings a wealth of professional non-profit service to the EVC. After seven years with the San Luis Obispo Chamber of Commerce, Jill joined the EVC team in June of 2020 to work on special projects, including outreach and support to local manufacturers through a grant from California Manufacturing Technology Consulting (CMTC). Her work will directly benefit our manufacturing community through resources and technical assistance in response to COVID-19. Jill and her community and business connections are a tremendous asset to our organization. Her passion for the EVC and our mission to support business and economic growth will help us expand our ability to serve local businesses. Michael Manchak announced his departure from the regional non-profit organization as of June 30. Manchak served the EVC since 2005, leading the organization to create economic balance

His years of service include overseeing the development of several business resources: a regional Economic Strategy with industry clusters, an Economic Dashboard for economic indicators, the Central Coast Capital Network to grow companies, the Employer-Talent Connection website for a stronger workforce, and a tri-county Broadband Consortium for faster internet connectivity. Under his leadership, the EVC advocated for infrastructure improvements within workforce housing, airport expansion, and conducted economic studies to help local industries such as airport, wine, tourism, and broadband. Over the next few months, the EVC Board of Directors encourages the community to track our progress via our webpage and newsletters with updates on: EVC’s Economic Development Catalyst Projects: In July, the EVC launched an effort to study the economic impacts of COVID19 on the local economy and formulate catalyst projects and actions to help grow and diversify the region’s industry. The analysis will guide the EVC’s short-term and long-term work and include a deep dive into addressing challenges and pursuing opportunities within the County’s sub-regions through projects for a COVID and post COVID environment. Broadband Internet: Our rural County is significantly challenged in providing the critical infrastructure needed to serve our residents and the business community’s growing needs. To improve our local conditions and internet speeds, the EVC is working with our partners at the Pacific Coast Broadband Consortium to host a Regional Broadband Summit to catalyze change, bring partners together and elevate the discussion to bring investment to San Luis Obispo County’s fiber network. EVC Childcare Initiative: High costs and long waitlists for childcare has challenged families and employers for many years in our County. Childcare is an essential service for our economic success. To create solutions to this long‐term challenge that is holding back our economy, the EVC is working with First 5 California to create solutions. Thanks to the grant from our partners at Bank of America and Wells Fargo Bank to start this project! EVC Employer-Talent Connection Website: In May, the EVC launched the EVC Employer‐Talent Connection website, a valuable resource that comes at the right time to address the long‐ term challenge of helping businesses and government to connect talent to jobs. Reneau Reflects on Short Tenure with Atascadero Chamber By CONNOR ALLEN Emily Reneau is moving from one “bucket list” job to another on her list. On Aug. 20, the Atascadero Chamber of Commerce announced that President and CEO Reneau would be stepping down and taking a new job with the Paso Robles Wine Country Alliance. Reneau, who was hired by the Chamber in April of 2019, did not serve as CEO for long but was forced into crisis mode earlier this year and helped local Atascadero businesses as the COVID-19 pandemic brought everyday life to a screeching halt. “It has definitely been a challenge, and as you pointed out, it

is not what anybody signed up for,” Reneau told The Atascadero News. “We truly were, I know it’s cliche, but we truly were all in it together, and I think we bonded really closely. All the Chamber execs in the area all kind of got close because we wanted to share ideas. What was most important to all of us was to get the information out there that the businesses needed to survive. There is always a little bit of a competitive nature with any industry, right. Still, the people who go into the Chamber, they really care about businesses and the competition goes away in times of crisis.” Reneau worked with various Chamber CEOs from neighboring towns in the county to

quickly and accurately get information out that could help local businesses while dealing with staffing cuts due to the pandemic’s financial issues. “We had a very successful annual dinner this year right before COVID hit, and it was kind of a bummer because we saw things going in the right direction financially for us. Then COVID hit and took out all of our events, and then we had to streamline our staffing. We lost some staff and worked with pretty much a skeleton crew from March till now,” Reneau explained. Over the years, Reneau has worked in different fields and held some pretty impressive jobs,

such as working for the Walt Disney Company in community relations as well as serving as a business development director for the American Heart Association but considered Atascadero’s Chamber of Commerce one of her bucket list items. “It was always a position that I wanted to have,” she explained. “It was, if you will, on my bucket list to do it particularly in this area in North County. I consider myself a North County person, although I grew up in the area. I have a love for Atascadero and Paso and Templeton, and when the opportunity came up, it was perfect timing.” Reneau’s last official day working for the Chamber of

Commerce will be on Sept. 11, when the board will appoint an interim CEO. While the pandemic certainly made the job more difficult, Reneau says that is not why she is leaving. Much like the Atascadero Chamber opening was something she always wanted to do, she has landed another position on her bucket list with the Wine Alliance, who she worked with when they were still the Paso Robles Vintners and Growers Association. “I don’t think the pandemic played into it, just the timing was good,” Reneau said. “This particular position came open about seven years ago, and I was interested in it then, so it is definitely

Gavin Newsom announced a new tiered process for reopening businesses — Blueprint for a Safer Economy — that is slower and more gradual than what the state tried earlier this summer. It goes into effect on Monday, Aug. 31. The new rules announced Friday, Aug. 28, create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests. It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests. The changes come nearly two months after Newsom shut down bars, restaurants for indoor dining, and a slew of other businesses following a surge in cases after the state’s first reopening

The state is “making sure that we really hold strongly to these buffers in terms of criteria and data, and holding that criteria and data in line for an extended period of time,” Newsom said. The state has revised the criteria and the time between changing tiers. On Monday, Aug. 31, all counties, regardless of the tier, may open some businesses and activities with modifications, including all retail, shopping centers at maximum 25% capacity, and hair salons and barber-

If a county’s case rate and positivity rate fall into different tiers, it remains in the stricter tier. If a county’s metrics worsen for two consecutive weeks, it

will be assigned a more restrictive tier. Public health officials are monitoring data and can step in if necessary. Schools can reopen for in-person instruction once their county has been in the Substantial red tier for at least two weeks. Service Performance Rebounds at Postal Service

STAFF REPORT SAN LUIS OBISPO - On August 30, at approximately 1:17 a.m., the San Luis Obispo Police Department attempted to stop a vehicle for running a red-light at Santa Rosa and Peach. The vehicle driver, later determined to be Richard Archuleta, 56-year-old of Oceano, pulled over near Monterey and Santa Rosa. Before the officer stopping Archuleta exited his vehicle and fled the area in Monterey and Osos’s direction. A search of the area was conducted, but the driver was not immediately located. Approximately 30 minutes into the search, a person walking in the area flagged down one of the offi-

cers and reported a male on the ground bleeding near the courthouse’s east wall on the Santa Rosa side. Officers located Archuleta and immediately requested paramedics to respond to the area to evaluate his injuries. Once on the scene, paramedics determined Archuleta was deceased. San Luis Obispo Police detectives, along with a San Luis Obispo County Sheriff ’s Coroner Investigator conducted an additional investigation and learned Archuleta gained access to the roof of the Courthouse after he jumped into a secured, fenced area. Investigators believe Archuleta went onto the roof after he fled from the traffic stop. WASHINGTON — In a letter transmitted on Aug. 31 to the House Committee on Oversight and Reform and the Senate Homeland Security and Governmental Affairs Committee, the Postal Service provided service performance charts showing significant increases in all mail categories. “As the charts show, service performance improved across all major mail categories in the weeks prior to my testimony (delivered on Aug. 24), and this trend has continued through August, returning to early-July levels,” said Postmaster General Louis DeJoy in his letter to the Committee. “This recovery took place while still adhering to our existing transportation schedules. In other words, we are improving service performance while more consistently running our trucks on time.” In mid-July, the Postal Service reemphasized the need to adhere to our existing transportation schedule, committing to be more disciplined by ensuring that our trucks should run on time and on schedule. As other parts of our processing network adjusted to meet the transportation schedule, there was a dip in overall service performance in late July and early August. In his letter to the Committees, Postmaster General DeJoy stated, “As I testified, the intervening service declines should not have happened, but the changes are fundamental and necessary, and the Postal Service is strongly committed to fixing

the problems by identifying and rectifying their root causes. While there are a number of factors at play related to service performance, including pressures related to the COVID-19 pandemic, natural disasters, and other unforeseen events, I am confident that the Postal Service’s performance will continue to improve overall and that it will ultimately exceed our prior service performance levels. This is an organization-wide commitment.” The Postal Service has also committed to providing weekly service performance updates throughout the election season and the remainder of 2020. The Postal Service has been working with the House Committee on Oversight and Reform staff regarding the provision of additional information. This includes a discussion following the hearing regarding efforts to address any outstanding requests and new requests from the hearing and to make arrangements to produce information in an orderly fashion. We also arranged for today’s briefing regarding updated service performance information. Given the straightforward and cooperative nature of these communications with the Committee staff, we were frankly surprised and confused by Chairwoman Maloney’s statement today about her intent to issue a subpoena to the Postal Service. We will continue to cooperate with the oversight committees in both the House and Senate, and we fully intend to comply with our obligations under the law. SLO County DA’s Office Addresses ‘Petitions’ Related to the Arrest of Arata The County of San Luis Obispo Assistant District Attorney Eric Dobroth released a statement on Tuesday stating

that at approximately 2:45 p.m, a group of individuals brought several boxes of documents to the District Attorney’s Office, indicating they were “petitions.” They later determined that

the petitions were related to the arrest of Tianna Arata on July 21. The District Attorney’s office is not accepting the petitions, as they have no bearing on the law or circumstances

resulting in Arata’s arrest. The case is currently under review with a recommendation by the San Luis Obispo Police Department that criminal charges be filed. Arata is

STAFF REPORT WASHINGTON, DC - The U.S. Marshals Service Missing Child Unit, in conjunction with the agency’s Southeast Regional Fugitive Task Force, the National Center for Missing and Exploited Children (NCMEC), and Georgia state and local agencies, led a two-week operation in August in Atlanta and Macon, Georgia, to rescue endangered missing children. “Operation Not Forgotten” resulted in the rescue of 26 children, the safe location of 13 children, and nine criminal associates’ arrest. Additionally, investigators cleared 26 arrest warrants and filed additional charges for

alleged crimes related to sex trafficking, parental kidnapping, registered sex offender violations, drugs and weapons possession, and custodial interference. The 26 warrants cleared included 19 arrest warrants for a total of nine individuals arrested, some of whom had multiple warrants. “The U.S. Marshals Service is fully committed to assisting federal, state, and local agencies with locating and recovering endangered missing children, in addition to their primary fugi-

tive apprehension mission,” said Director of the Marshals Service Donald Washington. “The message to missing children and their families is that we will never stop looking for you.” These missing children were considered to be some of the most at-risk and challenging recovery cases in the area, based on indications of high-risk factors such as victimization of child sex trafficking, child exploitation, sexual abuse, physical abuse, and medical or mental health conditions. Other children were located at the request of law enforcement to ensure their wellbeing. USMS investigators were able to confirm each child’s location in person and assure their safety and welfare. The Justice for Victims of Trafficking Act of 2015 enhanced the U.S. Marshals’ authority to assist federal, state, and local law enforcement with the recovery of

missing, endangered, or abducted children, regardless of whether a fugitive or sex offender was involved. The Marshals established a Missing Child Unit to oversee and manage the implementation of its enhanced authority under the act. In 2019, the USMS helped recover 295 missing children based on requests for assistance from law enforcement and has contributed to the recovery of a missing child in 75 percent of cases received. Additionally, of the missing children recovered, 66 percent were recovered within seven days of the USMS assisting with the case. Since its partnership with NCMEC began in 2005, the agency has recovered more than 1,800 missing children. “When we track down fugitives, it’s a good feeling to know that we’re putting the bad guy

Starting on July 20, the Paso Robles Post Office, Post Master informed us they will no longer be breaking down the raw mail for carriers to take out in the morning. It will now be done in the afternoon. This means that if the newspapers are delivered Thursday morning, they would not be sorted for routes until Thursday afternoon. This, in turn, would mean that the Post Office would not be delivering local papers until Friday morning. According to the Post Master, this policy was implemented by the United States Post Master General after evaluating the post office workers’ overtime. They were sorting in both the a.m. and p.m., this policy eliminates the a.m. sorting. We are unaware if this will affect both papers; however, we will be evaluating our options, which may include in-person delivery. CHRISTOPHER BRETT SIMMONS 1959 - 2020

C

hris died of liver failure due to alcoholism. He drank alcoholically from the age of 25 until his death at 59. He was sensitive and tender hearted, like so many alcoholics who drink to dull their pain. Chris was intelligent and outgoing and had a special way with children. He had many talents, from playing guitar and singing, to artistic masonry work and so much more in between. All that potential gone to waste.

Chris blessed our family with two wonderful sons, Travis and Shane. He also leaves the rest of his saddened family: Deborah, his grieving bride of two years; mother, Kacy Caldwell; father and “other” mother, Dwayn and Cheryl Simmons; half-brothers, Matthew and Daniel; sister, Gena and her husband and daughter, Ray and Alyssa; and his dog, Anne. He also leaves his step-sister, Pamela and her daughters, Allyson and Madison; and a large extended family of aunts, uncles and cousins. Chris’ bright light is gone from our lives, but never from our memories, never from our hearts.

In 1978Marsh and Tink bought a home on the golf course in Paso Robles where they lived out the many happy years of their retirement together. Marshall passed away in 2002. Together with our Managing Editor Brian Williams and the editorial team, we hustle each week to bring you 16 pages that will be a part of our communities’ history for years to come. With each issue, we hope that at least one story brings a smile to your face, helps you learn something new, and perhaps gives you one thing you disagree with, respectfully. Over the years, we have volunteered on several non-profit boards with the intention of doing our part to help make the community better. As a company, we feel that our community partnerships are just as important. Recently 13 Stars Media joined the

San Luis Obispo County Anti-Trafficking Task Force Board. Our goal is to help bring awareness and to educate the community and help victims. Together with the Board, we hope to bring the community together and abolish Human Trafficking one case at a time, and with your help, we will be able to achieve this. If murderers can eventually go free after behaving as brutally as Van Houten did in 1969, what value does California place on human life? If Van Houten, who now looks like someone’s bespectacled granny, can go free, what would that say to others who might contemplate similar crimes? Her lawyer, however, has long claimed she fell under Manson’s evil

Rolling blackouts were imposed in August for two simple reasons: it got really hot, placing a heavy load on our aging electrical grid and there wasn’t enough electricity generated in the state or available to buy from other states to meet the load requirement. In a rush to achieve unrealistic goals to reduce carbon dioxide emissions, we’ve been steadfastly closing down fossil fuel (and nuclear) power plants. A Wall Street Journal article (Thursday, Aug. 20, 2020) titled “California’s Green Blackouts” detailed why we didn’t have enough power. “California’s Independent System Operator…warned for years that the state’s increasing dependence on intermittent renewables, especially solar, is making it harder to ensure reliable power.” The peak power demand occurred after 6:30 p.m. when cloud cover and diminishing sunlight reduced solar output, along with no wind to power wind turbines. We lost a 470-kilowatt plant along with the ability to buy power from adjacent states, also experiencing a heatwave and unable to provide additional power for purchase. That is the fallacy of government diktats that are

influence while using drugs after a troubled childhood. Van Houten grew up in an affluent Los Angeles suburb with two adopted siblings and parents who divorced when she was 14. Such circumstances do not often produce bloodthirsty killers. There is little doubt Van Houten, like fellow incarcerated Manson followers Watson, Bruce Davis, and her late pal Susan Atkins, has been an exemplary prisoner. Some prison chaplains bemoan her continued incarceration because she has become “a deep and noble person.” Those folks never saw Atkins, Van Houten, and a few other Manson followers repeatedly enter courtrooms with carved X’s on their foreheads to mark their devotion to Manson – even though they had been separated from him for many months by then. Which suggests his malignant influence was lasting. The bottom line: Freeing Van Houten or any “family” members would send a dangerous message to other murderous individuals: Live long enough, and this society will eventually forgive you, no matter how evil your actions. A Danish economist, Lomborg’s work has been published in the New York Times, the Wall Street Journal and the Economist. Foreign Policy magazine named him one of the Top 100 Global Thinkers and Time Magazine cited him as one of the 100 Most Influential People of the World. have it on good authority that when you go to heaven, it will be much like going to the grocery store. There will be two long lines at the pearly gates. One line will be for those who believe in reincarnation, and the other express lane will be for those who don’t. If you get in the line of those who do believe in the “hereafter,” you will be asked to fill out a questionnaire to determine how you would like to live your next life. I’ve recently been e-mailed a copy of that form, and I’m happy to share it with you in case you want to study for the BIG TEST. Here it is. “Welcome to heaven. Next, I added a dollop of sour cream to each piece and covered all of them with about a cup of prepared spaghetti sauce. I topped the dish with crushed cheese and garlic seasoned croutons. Lastly, I heated the casserole for about 20-25 minutes in a 400-degree oven. It was a delicious way to use the squash, and you can certainly substitute other cheese for the Old English, and substitute pasta sauce for spaghetti sauce. Enjoy the holiday weekend. Try this quick and easy dish I threw together one-night last week. A friend gave me two beautiful zucchinis and yellow squash. I sliced them lengthwise and then cut them in about 3-inch pieces. As I sat at the center of this trinity of Earth, wind, and fire, captivated by the raw beauty all around me, with my hair blowing back, I felt a rush of gratitude, joy, and delight at the opportunity to experience life on this planet. At this moment, I truly arrived in Sedona, experiencing its

W

orld Day against Human Trafficking, observed on July 30, has our community thinking, talking, and posting about human trafficking’s impact on our communities and what we can do to abolish it. This is huge. San Luis Obispo County has an Anti-Human Trafficking Task Force and a Counter Human Trafficking Team. Both groups want to be sure that our community has access to relevant and accurate information about what human trafficking looks like on the Central Coast while providing resources and the ability to help in the fight. Our goal is to educate the community, help victims, and hold traffickers accountable, and we need your help. Human trafficking takes place all year long, and the goal of abolishing human trafficking deserves our attention day in and day out. Human trafficking takes no holidays and is not deterred by a pandemic. Many statistics show that human trafficking has spiked with the onset of COVID-19. Human trafficking knows no geographic border, affects all socioeconomic statuses, and is a societal problem. We all have the capacity to fight in some form. Human trafficking is a lucrative and profitable industry with surprisingly low risk. It is a crime that continues to flourish despite the Task Force and law enforcement entities’ recent efforts to intervene and stem the tide of exploitation. Human trafficking is often referred to as a form of “modern-day slavery.” This description is given based upon the forced exploitation of another human. It involves the use of force, fear, or coercion to obtain labor or commercial sex. In 2000, the Trafficking Victims Protection Act was passed, and human trafficking was clearly defined into two categories: labor trafficking and sex trafficking. Labor trafficking is defined as the recruitment, harboring, transportation, provision, or obtaining of a person for labor or services through force, fraud, or coercion. An example would be forcing someone to

work long hours without adequate compensation in inhumane conditions. Locally, sex trafficking is the most prevalent of the two. Sex trafficking is defined as a commercial sex act (forced prostitution) induced by force, fear, or coercion, or when any individual under the age of 18 is forced to perform such acts. While both sex trafficking and labor trafficking deserve intervention and disruption, commercial sexual exploitation has been the primary focus of local counter-trafficking efforts. Human trafficking is not the same as human smuggling. Human trafficking is a crime against a person, while human smuggling is a crime against a border. Key differences are that there are a border and transportation involved in smuggling, and the actions of people involved are generally voluntary. Conversely, sex trafficking involves a person, no border crossing is required, exploitation is a key component, and the victim’s involvement is not voluntary. What does all of this mean to the Central Coast, and what is being done to combat this cruel and heinous crime? For starters, it should be recognized without a doubt that human trafficking is present and thriving on the Central Coast. The face of human trafficking is neither what was portrayed in the movie “Taken” starring Liam Neeson, nor is it the glamourous life of a prostitute depicted by Julia Roberts in “Pretty Woman.” While there is a low likelihood of our children being kidnapped off our local streets and being forced into sexual servitude, families should still be aware of the dangers of human trafficking and the predatory nature of the traffickers. As parents, neighbors, coworkers, and friends, we need to know our communities are not immune to predators, whether they are homegrown, on the internet, or merely passing through town. A goal of our community should be to make it undesirable for traffickers to operate here. Generally, the crime of human traffick-

ing has been under-identified and under-investigated. This is because human trafficking is an evolving and developing area in the law, and until the past few years, it has not been properly and consistently identified for what it is — a crime. Training for law enforcement and the community has increased recently. A paradigm shift is taking place within the law enforcement community where “sex workers” are handled as victims, rather than perpetrators. The traffickers are now the true targets. In terms of labor trafficking, only 4% of law enforcement personnel have ever investigated the crime of labor trafficking. Sexual exploitation and trafficking have become more of a focus within the law enforcement community. However, like labor trafficking, it is still often under-investigated in many regions despite efforts to make it a priority. Staffing and resources are typically the biggest hurdles. The good news is that training, education, and enforcement is increasing. Now more than ever, multi-disciplinary collaborations and collaborative investigations are being made locally and nationwide. Why does human trafficking thrive on the Central Coast? It is our geography, affluence, and relative safety. Our location is convenient. We are halfway between Los Angeles and the Bay Area. There are major highway arteries connecting the Central Coast to the Central Valley and big cities like Sacramento. Many of the victims that are brought to the Central Coast come from these larger communities. San Luis Obispo County is a natural travel corridor for sex trafficking and a lucrative destination due to the Central Coast’s relative affluence and the fact that many residents have disposable income that can be spent on prostitution services. Sadly, the Central Coast has become part of a statewide “circuit” that traffickers utilize while trafficking victims throughout California. The Central Coast is relatively safe, causing traffickers to believe they can operate free

of competition or worry of detection. Most people would be shocked and saddened to know how simple it is to procure prostitution services in our communities. All of this begs the question: What is being done? In 2014, the San Luis Obispo County Anti-Human Trafficking Task Force was formed. Since its inception, the task force has gathered individuals from countless disciplines to educate the community, develop resources for victims and those at risk of being exploited, and ensure that human trafficking instances are investigated. In mid-2019, a partnership was forged between the District Attorney’s Office Bureau of Investigation and the Sheriff ’s Office. At that time, a Counter Human Trafficking Team was formed with two full-time detectives assigned to investigate human trafficking proactively. In the last year, numerous investigations have been launched to disrupt the supply and demand side of the human trafficking market in San Luis Obispo County. These investigations have resulted in the rescue of victims, apprehension of purchasers and traffickers, and the formation of community relationships that will hopefully aid in the abolishment of human trafficking in our communities. To further aid our community, this introductory column is being written to expose the reality of human trafficking. Future topics for our monthly column going forward will include the pimping, prostitution, and human trafficking subculture, social media concerns, a look into human trafficking investigations, and pornography’s link to human trafficking. There is work yet to be done, but we’re off to a good start. addressed the Board in his report stating that the MOU will go through a ratification process with the teachers before being brought to the Board formally on Sept. 15, the next scheduled School Board meeting. “Based on this new guidance, along with what we anticipate with the Board-approved MOU with our employee association of teachers along with a good partnership with CSEA,” Butler said, “it is going to tentatively allow us to aim to provide in-person services for our highest-need

students beginning on Sept. 16.” Butler made it clear that this is not the elementary waiver or the blended model but something different entirely that may help the District when it is allowed to provide in-person instruction to all students. “This is a phasing-in approach where we will bring students back one at a time ideally in small groups,” Butler said. “Ideally, this is going to go well, and we can convince ourselves and our community that we can keep students and staff safe with these in-person services and then gradually build out as we look at the bigger picture about reopen-

ing.” During the meeting, Butler also said that there would be a Superintendent’s parental advisory committee meeting on reopening on Sept. 9. Another survey for parents will follow it. The survey will include questions on how students are doing socially, emotionally and behaviorally, what kind of support families need regarding technology, and various questions related to reopening. On top of a survey for parents, the District will send another survey to District employees, which will help AUSD gauge its next steps.

couple of different departments, jumped around a little bit, and then wound up in Atascadero for the last 16 years and then here.” Peterson takes great pride in now being to serve the community that he cherishes and be able to give back to the department that jump-started his career. “That was what enticed me being able to have some fingerprints on the department before I retire and get a good model in place that will really serve the community well,” Peterson said. “A lot of positive things on the horizon.”

support. “It is such a great turn out; I love to see all the support!” Fredendall shared. “It started out being just San Luis Obispo and Atascadero, and then it grew to include Santa Maria, Arroyo Grande, Templeton, and Paso Robles.” Another attendee shared, “we started in Paso Robles on the overpass at 13th Street and then drove south on the 101 and stopped in Templeton, Atascadero, San Luis, and Arroyo Grande. It was so great to see all the flags and support

for local law enforcement and first responders.” Christa Abma, an attendee at one of the Atascadero Rallies, explained she was there because “There are few things that are guaranteed in life, and calling 911 for help is one of those few guarantees. You know when you call, you will get help from paramedics, firefighters, police officers, sheriffs regardless of your race, social status, or gender. They are there to help and always will be, but they need our support more than ever now in our environment, and that’s why I want them to know they are appreciated for putting on their uniforms every day for us!”

Abma was one of the “World Day Against Human Trafficking March” organizers held in Atascadero on July 30. As people started to leave the event, an elderly woman who attended the rally walking by shared, “it is disheartening to see people in our community torn apart right now, all it does is damage our communities; we need to come together and show support for one another. We are all Americans, and I am proud of that.” “Back the Blue” is a Facebook group that supports local law enforcement and gathers together to show patriotism and support for the communities.

“reverse parade” on Saturday, Oct. 3, will have a space to set a “float” or display along East Mall or Palma Avenues. To see the parade, viewers will walk or drive slowly by, in designated lanes of the closed streets from 10 a.m. to 2 p.m. Entries for the reverse parade have started already, and the deadline is Monday, Sept. 14. Non-profits who enter will have a chance to have a flyer distributed during the barbecue fundraiser, also set to happen on Saturday, Oct. 3, from 11 a.m. to 2 p.m. The barbecue fundraiser, put on by the Colony Days Committee, will be headquartered in a historic-style tent and delivered by members of the Tent City Re-Creation dressed in period clothing. They will also be wearing masks while distributing a barbecue meal for a family of four. The tent will be in front of the Atascadero Printery, located at 6351 Olmeda Ave. Tickets are $50 for tri-tip and $40 for chicken. Meals include beans, salad, bread, and dessert. The committee has provided ways for the community to get involved. One is a virtual parade, where members of the community can submit a 7- to 10-second clip of themselves participating in the parade. Clips are due by Sept. 28, and can be submitted to parade@colonydays.org. These clips will be compiled into the virtual parade that will be streamed on Saturday, Oct. 3. The second way involves people creating a sign to display at their home or business in the “We Are Atascadero” theme. Use the hashtag #WeAreAtascadero on Facebook and Instagram to enter the contest.

Tent City After Dark concert is going virtual on Friday, Oct. 2, and the package will include drink tickets from a local business to enjoy at home with the concert. Stay tuned on Colony Days’ Facebook and Instagram for the announcement of the band. Tickets are $20 presale and $30 with a drink package. Tickets are available for purchase on ColonyDays.org. The committee has brought back the Business Window Painting Contest. Local businesses can partner up with Atascadero High School seniors or recent grads to paint a positive message for the community using the hashtag #WeAreAtascadero. Window paintings will be judged on Tuesday, Sept. 29 and the winner will receive a certificate with “Best Window Display,” and the young artist will receive a cash prize. Businesses will also have a chance to partner with the Colony Days Committee and offer specials for customers during Colony Days to help members of the community get a deal while strengthening the local economy. Businesses are encouraged to develop a Colony Days

theme promotion from Thursday, Oct. 1 through Sunday, Oct. 4. A small percentage of sales will be donated to Atascadero Colony Days to keep the annual community event going for years to come. “Just like the women of 100 years ago, our community is overcoming an adverse situation.
