Trustees Discuss Returning to In-Person Learning No Later Than Mar. 16 By CAMILLE DeVAUL camille@pasoroblespress.com PASO ROBLES — The Paso Robles Joint Unified School District (PRJUSD) Board of Trustees met for their regularly scheduled meeting on Tuesday night. A new translation system has been put in place to provide real-time Spanish translation. For a real-time Spanish translation of the meeting, a separate Zoom link is available on the agenda. To call in and make a public comment in Spanish, call (805)608-4230. During public comment, some concern was raised in regards to the behavior of some board members. Both comments addressed trustee Chris Bausch’s remarks when he was on KPRL’s “Sound Off ” on Feb. 22. Susan Holt called in addressing comments made by a trustee on a radio show when they criticized Chris Arend, “I am calling in this evening to say that I believe Chris Arend is doing an excellent job as board president. He is focused on current issues and not hung up on the past. His integrity and professionalism are what we need for this board, and I do hope other board members will follow his lead and work with him on fixing current issues like getting all of our kids back to school. I don’t understand how anyone on the board member can go on public radio and publicly criticize another board member instead of spending that energy on working together as a team.” Another written comment was read, “My comment today regards some of the behavior I see coming from your board room. There is a certain trustee that falls asleep every meeting. How disrespectful to the students, our community, and the staff members who have prepared presentations for you. I understand this person stays home because he refuses to wear a mask. How then do you ask teachers to return to work and use the required PPE if you yourself cannot mask up and show up for our community? Additionally, there is a second trustee who speaks on public radio to defame staff and fellow trustees. This is unbelievably shameful behavior. Templeton Hills Community Farm Impacting Their Community One Seed at a Time What started as a simple idea has grown into a flourishing community farm that builds strong relationships By CAMILLE DeVAUL camille@pasoroblespress.com

n Apr. 18, the Templeton Hills Community Farm will be celebrating their one-year anniversary! You would never know it was there from the street, but between the Templeton Hills Seventh-Day Adventist Church and school sits a little farm on what used to be a soccer field. What started as a way to produce healthy and affordable vegetables for their community has grown into a place where people can learn how to grow and harvest their food while building memories and strong relationships. In 2019, church members wanted a place where people could gather, a community center or maybe a garden, they thought. Matt Giese, the part-time groundskeeper for the school and church, suggested, why not build a farm? With the help of a grant from the Pacific Union Conference of Seventh-Day Adventists, the farm started with one hoop house, a small greenhouse, and some outdoor row crops. In 2020 the farm was ready to open to the public, just a month before the pandemic shutdowns. But amid pandemic lockdowns and woes, the Templeton Hills Farm became a place

of peace for many people. Steve Mulder, a regular at the farm (and avid lover of microgreens), said, “God has blessed this place--this is not here to make money, this is not a commercial operation. This is a community operation.” Giese, who now manages the farm, happened to have a passion for gardening already. For the past ten years, he, his wife, and children have loved gardening together as a family hobby. “We love being outside and harvesting, getting your hands dirty. It’s an awesome experience for kids, for the family,” said Giese. For Giese, growing their food was one thing, but introducing his children to life’s hard work and seeing their rewards come harvest time was something quite special. Growing one’s food is a lost art that did seem to develop some traction during 2020 lockdowns. Giese hopes to inspire his children and others to get involved with farming and reignite the age-old trend. “I want to get kids and people, the younger generation inspired in farming,” said Giese. Since the farm opened to the public, it has gained another hoop house, and more plans are in the works for expansion. San Miguel is Growing, Come Visit Safety

By CONNOR ALLEN connor@pasoroblespress.com ATASCADERO — The naming of new public facilities, especially in a public school district, is generally met with some conversation and at least a little discussion over many different options. However, when the name “Stu Stoddard” was mentioned a few months ago in Atascadero, all conversations about the building’s name ceased and were instead replaced by story after story of Stoddard’s grace, knowledge, and uncommon kindness. The citizens’ advisory committee and the Atascadero Unified School District Board of Trustees were in unanimous agreement. On Feb. 2, the Black Box Theater officially changed its name, in its new home, to Stu’s Studio: The Stoddard Center for the Arts. It is rare to hear of someone spoken about with such reverence by all, but after just a few seconds absorbing his preacher’s cadence and basking in his glowing warmth, it becomes clear why every face at the Board of Trustees meeting donned a smile while presenting the prestigious honor to a man that worked in the District for 29 years. Stoddard began his illustrious career for the Atascadero Unified School District in

A shared sentiment throughout is that they miss having people in their businesses not just for the sales but also for the social aspect. Each of the three ladies who signed two weeks ago participated in multiple sports, but Moffitt and Druding lost a full season of play due to their main sports happening in the spring and being canceled due to the COVID-19 pandemic. Moffitt has been a critical contributor and speed demon for the Bearcats in the pool since her freshman year setting multiple school records and making deep runs towards CIF Championships each and every year. Moffitt signed her LOI to

swim for California Lutheran University and swim for the Regals. “Kendall has never been simply satisfied with individual accomplishments; oftentimes, our post-competition talks focus on her peers’ success and needs when I would try to shower her with praise for her successes.” PRHS swim coach Michael Sauret said in a press release. “Kendall is a selfless and thoughtful person who can make any academic or social group better by her presence.” Druding, who also lost her entire junior season, has signed with William Jessup University to be apart of their cheer and

competitive stunt program. Druding has been on the Bearcats varsity team since her freshman year and earned CCAA first-team all-league her sophomore year. “She is a student of her craft and is going to take that love of stunt to the next level at William Jessup University next year, where she will pursue a degree in nursing,” Athletic Director and cheer coach Tori Loney told the Paso Robles Press. “I know Coach Alexis Welch from her days as an athlete and an assistant coach at Cal Poly. Isabella will be in very capable hands. It is bitter-sweet as I watch her go and get ready to play at

the next level.” As the two girls before her, Loff was also a four-year varsity athlete and a key contributor to the Bearcats’ success in cross country and the track in the distance events. In cross country, Loff made it to State in both her sophomore and junior seasons, placing 6th at the CIF Central Section State meet. Loff also earned second-team all-league her sophomore year and first-team all-league her junior year. Loff signed with Chico State University and will be running for coach Gary Towne.

Two Local Students Win Grants From NSDAR El Paso De Robles

PASO ROBLES — Two local students who won the National Daughters of the American Revolution (NSDAR), El Paso de Robles Chapter American History Contest, won at the District level. The purpose of the American History Youth Contest is to promote American history throughout the year by honoring significant historical people, places, dates, and events. The committee conducts the American History Essay Contest, the DAR Good Citizens, and the DAR Youth Citizenship Contest. All contests are open to students in public, private, parochial schools, and registered homestudy programs.

Last year, students from fifth through eighth grade were invited to participate in the American History Contest by writing an essay on “The Boston Massacre” and were presented with awards this Feb. Kate Nicholson, daughter of Cynthia and Jed Nicholson, won at the seventhgrade level. Nicholson attends Templeton Middle School. The award was presented by Lida Lucas, Linda Wood, and Betsy Beatty at Nicholson’s home on Thursday, Feb 18. Kylie Lefler, daughter of Kera and Sky Waters, won the eighth-grade level. Public workshop and surveys helped develop community vision and Council goals STAFF REPORT PASO ROBLES — The Paso Robles City Council held a community visioning and goal-setting workshop on Feb. 20, in preparation for setting budget priorities for the next fiscal budget and to get a feel for what residents would like the City Council to focus on for the next 12-18 months. The workshop was held in two parts – an interactive morning Visioning session attended by 50 community members, Councilmembers, and City staff, and an afternoon Goal Setting session that allowed Councilmembers to use the input gathered in the morning session to focus in on targeted goals prior to adopting the City’s next budget in June. Council and participants received a presentation that included a review of 2018-2020 goals and accomplishments; an overview of evolving trends and changing

context due to the pandemic, updated local data on housing, crime, response times, and more; a snapshot of the City’s 10-year financial forecast; COVID-19 impacts and more. Participants were polled about what they love most about Paso Robles, how they feel about the future of Paso Robles, and a headline they would like to see about Paso Robles in 2024. Workshop participants were then separated into breakout groups and asked to list three words or phrases to describe their vision for Paso Robles in 10 years and how that vision may have been influenced by recent events. City Council did not participate in the breakout sessions but did get to hear first-hand from residents throughout the morning session to help inform their decision-making in the afternoon. During the afternoon session, the City Council followed its regular meeting format, aired live on YouTube with an opportunity for residents to call in with public comment prior to the work session. Council and the public received a presentation that reviewed reflections on the morning session and proposed areas of focus for City Council to address in the next two years, including: • Community Health and Economic

Recovery (COVID-19) Infrastructure Public Safety Housing and Homelessness Quality of Life Amenities and Programs • Governance and Community Partnership Councilmembers then provided specific items of focus they would each like to see added to the list and will adopt their final goals for the rest of 2021-2022 on Mar. 2. Two recurring themes throughout both sessions were maintaining Paso’s sense of community and improving diversity described in terms of ethnic and gender diversity in City leadership, economic diversity in job creation, and a diverse mix of housing options for all income levels. The results of the workshop will be presented at the Mar. 2 City Council Regular Meeting, along with a graphic recording (illustration) of the discussions that took place during both sessions of the workshop. LETTER TO THE EDITOR PASO ROBLES IS FAILING THE PEOPLE SERVING THEM Dear Editor,

Last week my hopes were raised and then dashed once again by the idea that the gym I’ve gone to for almost ten years, Planet Fitness, was going to be able to re-open (with modified protocol to respect Covid guidelines in place). I woke up at 3:30 a.m., bag packed, and was heading out the door when I checked my phone and realized I missed a text from a dear friend of mine, who is employed by them, telling me that the city of Paso Robles had threatened to fine the gym and they would not be able to open. I was devastated. I had a very intense and unexpected emotional response to this news. I spent that morning thinking about why the gym being open is so important. I am a single mom who has two teenagers. I work two “essential” jobs providing services to my community. I work in a large grocery store, and I also work treating substance use. I have worked almost 70 hours a week during the pandemic. I survived the virus that I’m certain I contracted while being of service despite the safety measures being taken. I am grateful for the opportunity I have to work and provide for

my children as well as serve the people around me. Being a mother who is supporting children through this unsettling social climate as well as serving as their teacher is mentally and emotionally draining. They are lonely and depressed at times and miss their routines and friends. The village that once supported our children has been locked away from them, and it is difficult for parents to help them find balance. Treating substance use requires me to be mentally and emotionally fortified for my clients as well. It is no secret that relapses and overdoses are on the rise. Depression and anxiety are sweeping through our communities and perpetuating substance use. The work I do with this population is potentially life-saving. I am honored to be able to provide such a vital service that benefits everyone who lives in our community. I am not complaining about the load I carry. I am angry because the community I have served diligently over the past year is taking away my ability to take care of myself so I can continue to take care of them. I have spent hundreds of dollars to buy the minimal gym equipment I have. I have done my best to maintain my routines through the lockdowns exercising patience, knowing it will be over soon. I have a chronic medical condition that requires maintenance, which includes

regular physical activity. It has become harder to manage over the past year resulting in physical symptoms I have not dealt with for years. My emotional and mental well-being have also suffered. There have been countless studies to speak to the fact that regular physical activity improves mental and emotional health as well as physical health. I feel the difference in my daily life in these areas also. So many of the people I would see very early in the morning at the gym were people who served their neighbors in essential positions. We are being asked to continue to provide essential services like health care, law enforcement, and retail but are being told we can not take care of ourselves. We will not be any good to our community if we can’t be good to ourselves. Paso is failing the people who are keeping it running. A gym is an essential service. It is a medical and emotional necessity for so many. I admire Kennedy Club Fitness for staying open and providing this essential service. If they would open their doors at 4 a.m. I would join and never look back, but my schedule leaves little time for self-care, and Paso Robles is continuing to keep the doors locked.

State Opens Door For Outdoor Sports To Return Football could return as soon as next week By CONNOR ALLEN S A N LU I S O B I S P O COUNTY — The California Department of Public Health released new, looser guidelines for outdoor and indoor youth and recreational sports on Friday that appear to bring a return to athletic activities. The State is allowing all outdoor sports to resume in counties where COVID-19 case rates are at or below 14 people per 100,000.

According to the case counter on readyslo.org, SLO County is currently at 15.6 per 100,000 but is projected to be below the desired number when new numbers are released next week. The Atascadero News has reached out to San Luis Obispo County Department of Public Health to get an official number on the county’s rate and is awaiting a response. The California Interscholastic Federation (CIF) is expected to release a statement today. Governor Gavin Newsom announced the guidelines at a press conference this morning joined

by two San Francisco 49ers and thanked the leaders of the let them play movement, who undoubtedly played a role in Friday’s announcement. The new guidelines pave the way for outdoor sports like baseball and softball to begin on-time for and for football and water polo to even squeeze in a quick season starting as soon as Friday for counties under the 14 people per 100,000 thresholds. Athletes in all sports will still need to wear masks while not competing, not share personal equipment, and are encouraged to

socially distance themselves when available. Spectators, coaches and trainers will all be required to wear masks per the CDPH guidelines. High-contact sports like football and water polo also become available but require athletes and coaches to get COVID-19 tested weekly if the county case rate is about seven per 100,000. The tests would be either antigen or PCR and provided by the State. If competing, testing is performed with test results made available within 24 hours of play. Moderate contact sports will not be subject to testing, while many

low contact sports have already begun across the county. While this news does signal a return for outdoor sports, indoor sports such as basketball and volleyball are still shut down. “We will continue to work on those indoor issues, we have a whole team working on that, and we will have more to say very, very shortly,” Newsom said Friday morning. The return for football, especially, came in just the nick of time as CIF has determined that the season must end by April 17 in order for the following season to be able to start on-time.

North County Post-Weekend Sports Update

Once under the 14 per 100,000 thresholds, youth activities for high contact sports will also be able to return. Per the new guidelines, testing will not be required for participants 13 years of age or younger as “evidence shows that younger children do not seem to be major sources of transmission—either to each other or to adults.” If more than 50 percent of a team’s participants are less than the age of 13, then the entire team is exempted from the testing requirement. Coaches, however, will still be required to meet the testing requirement.

High School Cross Country officially kick off their long-awaited long-distance seasons By CONNOR ALLEN NORTH COUNTY — The Atascadero and Templeton High School, Cross Country teams, kicked off the 2021 athletic on Feb. 12 in a dual meet ran throughout the high school campus on the hill. Since that time, all three North County schools have officially kicked off their long-distance seasons and competed over the weekend in local dual meets. Paso Robles High School The Paso Robles Bearcats competed in their first meet of the season on Saturday morning when they traveled to Los Osos to face off against the San Luis Obispo Tigers. After months and months of training, the crimson cats were finally able to compete against someone and did so on a 2.4-mile course at Los Osos Middle school. The Tigers team was too strong on Saturday, claiming victory on both the boy’s and girl’s sides, but the Lady Bearcats put together a strong race, only losing by five points, 25-30. Tiger’s senior Grace Rubio took the top spot on Friday with a time of 15:41.01, followed by Bearcat junior Charlotte Castelli in second with a time of 16:12:53. The Tigers and Bearcats each placed five girls inside the top ten; however, SLO finished with three girls in the top four, giving the Tigers a slight edge. PRHS sophomore Sydney Moore finished fifth overall with a time of

17:14.17, followed by two seniors in Jaiden Anguiano and Madeline Loff, whose times were 17:17.95 and 17:20.43, respectively. Junior Sophia Berry rounded out the Lady Bearcats’ top five, finishing tenth with a time of 17:43.61. The Bearcat boys placed two runners in the top ten on Saturday, with junior Cameron LeClair crossing the line in fifth place with a time of 13:59.64. Junior Diego Ortega led a pack of five Bearcats across the finish line, placing tenth through fifteenth. Ortega came in with a time of 14:47.94, followed by Tristan Poggi, Joseph Martinez, Manuel Cruz Cavaro and Ethan Short. Templeton High School The Templeton Eagles made a trip to Nipomo on Saturday morning for their second race of the season and split the duel with the boys defeating the Titans 25-31 while the girls fell in a tight race 30-26. Eagles’ Josh Bell took first place overall in the race throughout the Titans’ campus, making that two races in a row he has placed first after his victory in Atascadero in the previous dual, with a time of 11:55. Templeton placed five runners inside the top ten, which ultimately led them to victory. Nick Jansen finished in third (13:32), Max Chalekson placed fifth (13:40), Bandy Smith placed seventh (14:03), and Nikita Norton crossed the finish line in ninth (14:07). Maddie Bobbit also took first overall for the Eagles on the 2.5-mile track for the girls with a time of 15:01. Both the boys and girls team cruised to victory. The boys charged through the course, taking four of the top five spots. Senior captain Tyson Rigby placed first overall with a time of 13:07, followed closely by his teammate Kyle Shatwell in second at 13:19. One Pirate crossed the line in second, followed by three more Greyhounds in Owen Fang (14:02), Karl Walrod (14:03) and Nathan Cooks (14:13). The girls were also dominant on Friday, placing their top five within the top seven places in the dual. Faith Rocha blazed ahead of everyone finishing with a time of 15:09. Anna Archibald finished second at 15:50, and captain Bella Otter finished in fourth at 16:23. Kelsie Rigby (16:23) and Chelsea Stilts (16:35) rounded out the Hounds’ top five. Upcoming Athletic Events Each of the three North County cross country teams will continue their seasons this upcoming week. Templeton will welcome in the Mission Prep Royals on Friday afternoon, while Atascadero and Paso Robles will hit the road on Saturday morning. The Greyhounds will be heading to Arroyo Grande to take on the Eagles while the Bearcats will be in Santa Maria facing the Righetti Warriors. Friday will also bring swimming back to the North County with a bang as Atascadero and Paso Robles will keep the rivalry alive. The Bearcats will be making the trip to Atascadero that will host the event in their pool facility on campus. The dual is scheduled to begin at 2:30 p.m.

Local Grant Funds Target Affordable Housing and Market-Rate Multi-Unit Dwellings, Single-Family Homes and Home Losses Due to 2020 Wildfires STAFF REPORT MONTEREY — Central Coast Community Energy (3CE) announced the launch of its New Construction Electrification Grant Program with $2.075 million in available funding expected to incentivize at least 830 new all-electric housing units plus a total of $150,000 to support 25 all-electric local home rebuilds for 3CE customers affected by 2020 wildfires in Monterey and Santa Cruz counties. Each qualifying wildfire rebuild may also be eligible for an additional $600 toward the installation of a level-2 electric vehicle charging station. Funding for the New Construction Electrification Grant Program totals $2,225,000 and continues 3CE’s efforts to reduce local greenhouse gas (GHG) emissions by incentivizing the electrification or “decarbonization,” of our region’s top local GHG producing sectors: transportation, buildings, and agriculture. Though grant funds will be distributed through one of two primary tracks – new construction or wildfire rebuilds – the new construction track targeting building developers address multiple funding scenarios and widens the applicant field from 3CE’s 2020 version of this program to now include single-family homes and not be limited to multi-unit dwellings. It also nearly doubles 2020 funding. Designed to address both electrification and the Central Coast region’s growing housing crisis, 75 percent of building developer funds for new all-electric housing will go to affordable housing projects, with 25 percent remaining for marketrate construction. “Central Coast Community Energy continues to fund impactful programs that reduce local greenhouse gas emissions and give our customers access to valuable funds on an annual basis,” shares 3CE CEO Tom Habashi. “By taking a strategic approach, we’re able to accelerate and incentivize electrification by removing barriers and costs. And by collaborating with community stakeholders, we can also design these programs to address community priorities like the ongoing housing crisis.” Aimed at accelerating the construction of new all-electric

housing to decrease reliance on fossil fuels such as natural gas, the New Construction Electrification Grant Program supports local housing developers with the transition from traditional mixedfuel building design to all-electric buildings. As a public agency driven largely by community input, 3CE’s nimble and proactive nature allows the three-year-old agency to respond to immediate needs such as rebuilding after last year’s catastrophic wildfires. Cunningham Introduces Police Records Transparency Bill STAFF REPORT SACRAMENTO — Assemblyman Jordan Cunningham (R-San Luis Obispo) announced that he has introduced AB 718, a bill that would require law enforcement agencies to complete misconduct and officer-involved shooting investigations even after an officer resigns. The bill would also require the investigative agency to share the findings of the investigation with the officer’s new agency if the officer finds employment with another law enforcement agency after resigning. “Government officials, including police officers, should not be able to resign in order to avert responsibility and keep potential misconduct hidden from the public’s view,” said Cunningham. “Bad actors must be held accountable if we are to restore the public’s trust in our institutions. Completing investigations into claims of officer misconduct is an important component to rooting out those who wish to abuse their positions of power.” Under current law, an officer’s investigative and personnel records could be released to the public if an investigation sustains specific

misconduct allegations. However, many investigations into officer misconduct are not completed if the accused officer resigns. By requiring the investigation be completed, specific sustained findings could be released even after an officer resigns. The legislation is inspired by the inability of Central Coast newspapers and media outlets to obtain critical information regarding an alleged sexual assault case involving a City of Paso Robles officer. Paso Robles Officer Chris McGuire was accused by three women of sexual assault, including one case where the officer allegedly used his position of power to force a victim to perform sexual touching. McGuire resigned from the department before the investigation concluded, and media outlets have been rebuffed in their efforts to obtain investigation documents through Public Records Act requests because the investigation was never completed. Cunningham, a former San Luis Obispo County Deputy District Attorney, spoke on the Assembly floor in support of SB 1421, 2018’s landmark police transparency bill. He was one of only four Republican Assemblymembers to vote for the bill.

County Health Officials Explain State’s Metrics into the Red Tier Borenstein states that increasing the number of tests conducted in SLO County could move the County faster through the tiers STAFF REPORT SAN LUIS OBISPO — The California Department of Public Health (CDPH) released the most recent statistics on COVID-19, including updated data and tiers for reducing COVID-19 in the state under the Blueprint for a Safer Economy. Five counties moved to a less restrictive tier, from Purple (widespread) to Red (substantial): Humboldt, Marin, San Mateo, Shasta, and Yolo. Marin and Shasta were moved due to the blueprint’s Health Equity Metric. One County, Trinity, moved to a more restrictive tier, from Orange (moderate) to Red (substantial). Forty-seven counties remain in the

Purple (widespread) Tier, where San Luis County remains, nine in the Red (substantial) tier, and two remained in the Orange (moderate) tier. On Tuesday, the San Luis Obispo County Public Health Department announced the need for more COVID-19 testing to move the county faster into the Red Tier. According to officials, the more people tested, the faster the State will ease pandemic-related restrictions locally. “Testing for COVID-19 is as important as ever,” said Dr. Penny Borenstein, County Health Officer. “First and foremost, it helps you and your loved ones stay safe. But it also has an added benefit of allowing us to progress towards safely reopening our local businesses and schools.” Borenstein explains that increasing the number of tests conducted in SLO County could move the County faster through the tiers of the State’s Blueprint for a Safer Economic. Every county in the state is

assigned one of four tiers based on its risk level related to COVID-19 test positivity, health equity, and adjusted case rate. As stated, prior SLO County is currently still in the Purple Tier with a “widespread” risk of COVID-19 because of its current case rate. While the County’s positivity rate and health equity metric meet or exceed the Orange Tier thresholds, the County’s case rate only meets Purple Tier thresholds. However, the State adjusts the County’s overall case rate based on testing volume. As testing volume increases, the County’s adjusted case rate decreases. Likewise, as testing volume decreases, the County’s adjusted case rate can increase. Borenstein stated that in order to get the County into the Red Tier, less than seven cases per 100,000 population per day, on average. Less than 8 percent between five and 8 percent test positivity for the County as a whole. And the same test positivity for the health equity core

tier, the healthy places index lowest 25th percentile per vulnerability measures. The other way that a county can progress forward is if those latter two measures the test positivity overall and the test positivity in that lowest 25th percentile quartile are even better in a tier, less restrictive. Less than 5 percent test positivity would put us in orange that can notwithstanding the higher case rate, allowing a county to move forward at tier. That happened for one week in our County, but it did not happen this week. The health equity quartile bumped up from 4.9 percent, 5.9 percent. The County missed the opportunity to progress at this time. But Borenstein states that the good news is the metrics continue to go in the right direction. The county’s case rate is coming down from 19.3 last week adjusted to 15.6, which shows that SLO County is continuing to move in the right direction in our case counts. SACRAMENTO — Governor Gavin Newsom, Senate President pro Tempore Toni G. Atkins, and Assembly Speaker Anthony Rendon announced that they reached an agreement on a package of immediate actions to speed needed relief to individuals, families, and businesses suffering the most significant economic hardship from the COVID-19 Recession. The compromise builds on the governor’s state budget proposal initiatives to provide cash relief to lower-income Californians, increase aid to small businesses, and provide license renewal fee waivers to businesses impacted by the pandemic. In addition to these measures, the agreement includes tax relief for businesses, commits additional resources for critical child care services, and funds emergency financial aid for community college students. “As we continue to fight the pandemic and recover, I’m grateful for the Legislature’s partnership to provide urgent relief and support for California families and small businesses where it’s needed most,” said Governor Newsom. “From child care, relief for small business owners, direct cash support to individuals, financial aid for community college students, and more, these actions are critical for millions of Californians who embody the resilience of the California spirit.” “We’re nearly a year into this pandemic, and millions of Californians continue to feel the impact on their wallets and bottom lines. Businesses are struggling. People are having a hard time making ends meet. This agreement builds

on Governor Newsom’s proposal and, in many ways, enhances it so that we can provide the kind of immediate emergency relief that families and small businesses desperately need right now,” said Senate President pro Tempore Atkins. “People are hungry and hurting, and businesses our communities have loved for decades are at risk of closing their doors. We are at a critical moment, and I’m proud we were able to come together to get Californians some needed relief.” “Californians have been hurting. Our response tackles the human and the economic impacts of COVID in a way that echoes President Biden’s American Rescue Plan and will help those who are hurting most. We are building an economic foundation for the recovery of jobs, small businesses, and, indeed, our everyday lives,” said Speaker Rendon. Separately, the Governor and legislative leaders said that discussions are continuing on measures for the safe reopening of the state’s K-12 schools, including strategies to address learning loss caused by the pandemic. Below are key provisions of the Immediate Action Agreement: Direct Relief to Individuals and Families The agreement incorporates the Governor’s Golden State Stimulus plan to assist California households that have borne the disproportionate economic burden of the COVID-19 Recession – those with incomes below $30,000, as well as those unfairly excluded from previous federal stimulus payments. The agreement provides $600 in one-time relief to households receiving the California EITC

for 2020. In addition, the agreement provides a $600 one-time payment to taxpayers with Individual Tax Identification Numbers (ITINs) who were precluded from receiving the $1,200 per person federal payments issues last spring and the more recent $600 federal payments. The agreement would provide the $600 payments to households with ITINs and income below $75,000. ITIN taxpayers who also qualify for the California EITC would receive a total of $1,200. The payments will be provided to these households shortly after they file their 2020 tax returns. The agreement broadens this initial plan and now provides direct relief to more lower-income Californians through a $600 one-time grant to households enrolled in the CalWORKS program and recipients of SSI/SSP and Cash Assistance Program for Immigrants (CAPI). Grant payments for CalWORKS households are expected by mid-April; timing for the delivery of SSI/SSP and CAPI grants is currently under discussion with federal officials. Combined, the agreement represents a total of 5.7 million payments to low-income Californians. Immediate Relief for Small Businesses Quadrupled The agreement reflects a fourfold increase – from $500 million to more than $2 billion – for grants up to $25,000 for small businesses impacted by the pandemic. Also, it allocates $50 million for cultural institutions. The agreement also partially conforms California tax law to new federal tax treatment for loans provided through the Paycheck Protection Plan, allowing compa-

nies to deduct up to $150,000 in expenses covered by the PPP loan. All businesses that took out loans of $150,000 or less would be able to maximize their deduction for state purposes. Larger firms that took out higher loans would still be subject to the same ceiling of $150,000 in deductibility. California small businesses took out more than 750,000 PPP loans. This tax treatment would extend to the Economic Injury Disaster Loans as well. Fee Waivers for Most Impacted Licensees The agreement provides for two years of fee relief for roughly 59,000 restaurants and bars licensed through the state’s Department of Alcoholic Beverage Control that can range annually from $455 to $1,235. The agreement also reflects fee relief for more than 600,000 barbering and cosmetology individuals and businesses licensed through the Department of Consumer Affairs. More Resources for Critical Child Care The agreement adds just over $400 million in new federal funds that will provide stipends of $525 per enrolled child for all state-subsidized child care and preschool providers serving approximately 400,000 children in subsidized care statewide. The new federal resources will extend care for children of essential workers through June of 2022, and funds increased access to subsidized child care for more than 8,000 children of essential workers and at-risk children – who are not currently served in the system – through June of 2022. Additional Aid for Individuals and Families The agreement provides an additional $24 million for finan-

Former Morro Bay High School Teacher Charged with Sex Crimes Against Two Minors STAFF REPORT MORRO BAY — District Attorney Dan Dow announced today that criminal charges have been filed against former Morro Bay High School teacher and coach Tyler Dale Andree (24) for multiple sexual crimes committed against two minors between Dec. 2018 and Oct. 2020. District Attorney Dan Dow announced today that 24-year-old San Luis Obispo resident Tyler Dale Andree (DOB 3/25/1996) was arraigned on one felony count of unlawful sexual intercourse with a minor, two felony counts of contacting a minor for the purpose of engaging in a sexual offense, and two misdemeanor counts of annoying or molesting a child. The crimes are alleged to have occurred in the County of San Luis Obispo between

Dec. 31, 2018, and Oct. 15, 2020. “Our office will always use every legal resource to aggressively prosecute crimes committed against vulnerable victims such as these minors,” said District Attorney Dan Dow. “If anyone in the public has information that would be helpful in this case, or is aware of any other potential victims, they are encouraged to call either the Morro Bay Police Department or the District Attorney’s Bureau of Investigation.” The defendant entered a plea of not guilty during the arraignment hearing in court today with Honorable Judge Dodie A. Harman presiding. The prosecutor requested an increase in bail from $30,000 to $90,000, but this request was summarily denied by the judge. Mr. Andree was ordered not to be in the

presence of minors while he remains out on bail. A criminal protective order was served on Mr. Andree to have no contact with the two minor victims. A pre-preliminary hearing is scheduled for Mar. 24, at 8:30 a.m. in Department 8 of the San Luis Obispo County Superior Court. The case was investigated by the Morro Bay Police Department and is being prosecuted by Deputy District Attorney Danielle Baker, who is assigned to our sexual assault prosecution unit. DORIS REYNOLDS 1921 - 2021

oris Reynolds, born in San Francisco on July 3, 1921, passed away peacefully at her home in Atascadero on February 4, 2021. Doris moved with her family to South Gate, California, when she was 7. She graduated from Compton College in 1941 with an AA degree. Later that same year, she went to work for Security First National Bank of Los

loy Brown 86, of Petaluma, Ca. passed away on January 5th. She attended grammar school and High School in Atascadero. Her parents originally owned Brown Drug Store. They were Porter and Ann Brown. They sold the drug store to Harry Barker. Floy is survived by her sister Marilyn Brown Sauer and nephew Greg and niece Cynthia, and other great-grandchildren. Interment was in the family plot in San Francisco.

Angeles. Doris met and then married James Reynolds on October 18, 1946. They had two children, Richard Reynolds and Janice Reynolds (Ulm). In 1960, Doris transferred to San Luis Obispo, where they lived until both children had graduated from high school, and then they moved to Atascadero in 1974. In 1979, she relocated to the Atascadero Office of the Bank as Branch Manager. This was her time to get involved in the Atascadero community with the Chamber of Commerce and Colony Days, where she helped for 25 years and was the Queen in 2017. In 1985, Doris retired from the bank and enjoyed retirement life in Atascadero. During retirement, Doris and Jim enjoyed traveling and visiting family. They trav-

eled to Europe, Mexico, and various parts of the United States. Doris was preceded in death by her husband, owner of the Country Market in Atascadero and affectionately known as “Brother Jim,” parents and siblings and a granddaughter. Doris is survived by her son Rick (Linda), daughter Janice (Ken), three grandchildren, four great-grandchildren, and numerous nieces and nephews. Due to Covid, there will be no services; however, everyone that knew Doris should raise a glass to her on July 3, which would have been her 100th birthday. Doris will be missed by her family and friends. She may be gone, but she will not be forgotten.

He moved to Templeton in 1979 to begin his second career as, vineyard owner after spending 20 years flying in the Air Force. He was recognized as a Top Gun Fighter Pilot/Navigator during his military career. His “Rest and Be Thankful Vineyard” was 1 of only 12

vineyards existing in the North County when he ventured into the wine grape growing business. He was a founding member of Wines and Steins as well as an active Rotarian in Paso Robles. Pioneer Days, you would always find him in the kitchen making beans, loving every minute with “the old-timers.” He served on the board for Youth for Christ for over 20 years and volunteered at Hume Lake Christian Camps each summer for 20+. He also taught home Bible studies for over 30 years. John is survived by his loving wife, Janie, married for 59 years, his two daughters Daphne Martin, Paso Robles and Cathy LaGrange, Oregon, and his granddaughter, Kaitlyn Nunes, Oregon. He met his wife Mary Bryan at Joshua’s in Paso Robles in 1980 while on duty at Camp Roberts, and it was love at first sight. Paul and his buddy even staged an Army Jeep crash to make sure they made their reservation. He must have known how lucky he was because he was happy and in good hands from that day forth with Mary. Paul was intuitive with people, and his compassion for others was experienced by many. He was cherished by his family,

friends, coworkers, and even those met in passing. His zest for life and enthusiasm were treasured; his laughter adored by those near him, which brightened every room and brought happiness to all who crossed his path. His family and friends always knew they were loved, supported, encouraged, heard, and respected. Paul’s everlasting love and devotion to family will be admired forever. Even though a city boy, he loved nature and was in his element fishing a trout stream or setting up camp with family, be it a tent or his family cabin. He understood the value of wilderness and protecting it. Paul’s family will cherish and foster his legacy forever. A celebration of life will be held at a later date. In lieu of flowers, a donation to your favorite charity would be appreciated.

Daniel R. Johnson Can Be Tried for Two Counts of Murder PASO ROBLES — District Attorney Dan Dow announced today that a judge found that Daniel Raul Rodriguez Johnson (33) can be tried with two counts of murder for the killing of Carrington J. Broussard (27) and her full-term unborn baby at their home in rural Paso Robles. Johnson will also face trial for carjacking, evading a peace officer, theft of a law enforcement vehicle, and exhibiting a deadly weapon. On Feb. 18, San Luis Obispo County Superior Court Judge Craig van Rooyen ruled there

was sufficient evidence for Daniel Raul Rodriguez Johnson (DOB 04/23/1987) to stand trial for two counts of murder, carjacking, evading a peace officer, theft of a law enforcement vehicle, resisting arrest, and exhibiting a deadly weapon. The charges stem from an incident which occurred in the early morning hours of Mar. 3, 2019, involving a vehicle pursuit through San Luis Obispo County. During that incident, the defendant carjacked a CHP vehicle and fled from Highway 46 near Templeton to an area north of San Simeon on Highway 101. After the defendant was apprehended, San Luis

Obispo County Sheriff ’s Deputies conducted a welfare check of his known residence near Heritage Ranch in Paso Robles. After arriving at the home, Deputies discovered the body of Carrington Broussard (27) who was identified as Mr. Johnson’s full-term pregnant girlfriend. Mr. Johnson is charged with the murder of Ms. Broussard and her full-term unborn child that was scheduled for c-section delivery the next day. If convicted of the murder charges and the special allegation of multiple murder victims, Mr. Johnson faces life in prison without the possibility of parole.

The matter is next scheduled for an arraignment on the Information, Mar. 8, at 8:30 a.m. in Department 5 of the San Luis Obispo Superior Court. The case was investigated by the California Highway Patrol and the San Luis Obispo County Sheriff ’s Office and is being prosecuted by Deputy District Attorneys Megan Baltierra and Michael Frye. It is important to note that criminal charges must be proven in a court of law. Every defendant is entitled to the presumption of innocence under the law until proven guilty by proof beyond a reasonable doubt.

Investigators Arrest Two in Nevada for Accessory to Murder in the Perry Case PASO ROBLES –- On Feb. 18, Mario Rostro III (23, Lovelock, NV) and Heather Montgomery (25, Lovelock, NV) were arrested in Lovelock, Nevada for 32 PC, accessory to murder. Investigators from the Paso Robles Police Department and the San Luis Obispo County District Attorney’s Office traveled to Lovelock, NV, to assist local agencies in arresting the pair on an arrest warrant related to their involvement in the Trevon Perry homicide case. San Luis Obispo County investigators were assisted by the Humboldt County Sheriff ’s Office, Pershing County Sheriff ’s Office, Lovelock Police Department, and the Lovelock Paiute Tribal Police Department. Rostro III and Montgom-

ery were booked at the Pershing County Jail, awaiting extradition to California. Timeline of Arrest Made Trevon Perry, 28, Paso Robles resident, was reported missing on Mar. 16, 2020. His body was found on Jun. 18, 2020, at a home in the City of Riverside. In December of 2019, Perry testified for San Luis Obispo County District Attorney’s Office prosecutors at the preliminary hearing of murder suspect Kejuan Guy Bynum. Bynum is suspected of stabbing 23-year-old Cristopher Vento Wilson on June 1, 2019, during a fight in Shandon. Many believe Perry’s disappearance and death were related to the murder case. In a press conference on Jun. 26, 2020, Paso Robles Police Chief Ty Lewis stated after locating Perry’s

body, “I want Trevon’s family to know that the Paso Robles Police Department and the community here in Paso Robles share your pain,” Lewis said. “We are sad that we were not able to bring Trevon home, alive and well, like we all hoped. We promise to continue to put all of our effort and our resources into bringing Trevon’s murders to justice and bring closure to you and the community.” On Jun. 28, 2020, Paso Robles Police Department detectives, along with the San Luis Obispo County District Attorney’s Office, arrested 23-year-old Nicholas Ron, of Paso Robles, for the murder of Perry. On Jun. 30, 2020, PRPD detectives, along with San Luis Obispo County District Attorney Investigators, arrested 24-year-old Vivianna Rodriguez, of Paso Robles, for

Fish Salad Leftover fish can be turned into a delicious salad. Remove any fish skin and flake the fish in a large bowl. For each serving, add a chopped hard-boiled egg, a little minced onion, and 1⁄2 stalk finely diced celery. Instead of murdering Joseph, they sold him into slavery, and he was exiled in Egypt. God allowed these events to occur because He had a glorious reason for sending Joseph to Egypt. Twenty years later, Joseph would become the prime minister in Egypt and be used by God to save Jacob’s family from perishing because of famine. Lessons to Be Learned 1. Favoritism shown in a family can be the cause of the harmful emotions of jealousy and envy.

2. Pride can promote animosity and hatred. 3. The harmful emotion of hate, if not overcome, can cause people to do very destructive things never thought possible. 4. God is omnipotent and sovereign and can enable a believer to overcome being abused and mistreated. God enables people to endure trials and to learn how to graciously forgive people who have hurt them. This would become Joseph’s testimony (Genesis 50:20). o you look for the nearest pillow to lay down your head after lunch? Or do you need coffee and a candy bar to power you through the afternoon? Next time you’re feeling strained or drained, work with your brain. And watch your mood and energy level change. KNOW THY BRAIN

This four-pound tissue regulates every process in the body, from mood to motivation, cognitive functioning, or even what your energy level is. The last few decades have seen an explosion of research on the connection between food, mood, and brainpower. Here’s a simplified version: Brain cells need neurotransmitters (brain chemicals) to communicate. We have hundreds of neurotransmitters, but the four main ones are serotonin, dopamine, norepinephrine, and acetylcholine. Your ability to learn new tasks or how quickly you think in a crisis depends on the level of brain neurotransmitters. What you eat in the morning can have a powerful effect on your energy level, how well you focus or even cope with stress. The good news is you can manipulate the level of neurotransmitters just by tweaking your diet. TRY CARBOHYDRATES TO FEEL CALM

Serotonin can be described as the calming chemical of the brain producing feelings of peace and well-being. Low levels have been implicated in poor performance, depression, or addictions. Eating a meal containing a lot of carbohydrates (without protein and on an empty stomach), like whole grains, pasta, potatoes, tortillas, or even refined sugars, can make you feel relaxed or sleepy by increasing serotonin in the brain. As you move into the evening and want to stress down, shift from protein foods to calming carbohydrates. An evening snack of crackers, popcorn, or dry cereal may help you get a better night’s sleep. Although refined sugars work, complex carbohydrates are better because they contain vitamins and fiber. THINK PROTEIN TO BE ALERT, AROUSED

Dopamine and norepinephrine could be called the wake-up brain chemicals. As dopamine levels rise, the brain becomes more alert. Thus, dopamine aids in learning new tasks and problem-solving. Low levels of dopamine can make it difficult to experience pleasure or even care about life and have been associated with Alzheimer’s and Parkinson’s disease. Meals high in protein will increase mental alertness by increasing the amino acid tyrosine, which makes dopamine and norepinephrine. If you are mentally stressed or need to focus, eat some protein (such as cottage cheese, tuna, or turkey) to enhance your creative and mental ability. While these recommendations won’t finish the exam for you or cure mental disorders, protein

may give the extra boost you need. For example, if you are a morning person, you should stick to primarily carbohydrates in the morning until mid-day, then start to add proteins at lunch to keep from fading. Night owls need to get their protein-induced energy surge early on and switch to carbohydrates in the afternoon to help them wind down. THINK CHOLINE, ESSENTIAL FATS, AND FOLATE TO IMPROVE MEMORY

Choline is a nutrient that serves as a precursor to the neurotransmitter acetylcholine and plays a role in memory and cognitive development. Sources of choline include eggs, sardines, and soybeans.

It’s all about brain chemistry, and you can change it by the foods you eat. Most importantly, don’t forget to live, love, and laugh. Essential fatty acids play a role in brain development and mental well-being. Sources of smart fats include olive oil or fish oils in salmon, cod, and mackerel and fish oil supplements Foliate (a B-vitamin) has also been shown a key player in the role of depression and memory. Along with green leafy vegetables, folate is also found in whole grains, fruits, and legumes. THE GOOD MOOD DIET

To get the best mileage out of your body, feed your brain. Eat complex carbohydrates for essential nutrients and energy, protein for building blocks, and essential fats for good brain functioning. A good guide is the USDA’s Food Guide Pyramid (choosemyplate.gov). If followed, the Pyramid supplies you with the major macro-and micronutrients for optimal health. It’s all about brain chemistry, and you can change it by the foods you eat. Most importantly, don’t forget to live, love, and laugh. These emotions make good-feeling neurotransmitters better than anything else going. To incorporate, depending on your state’s laws, you can name your home as a limited liability company (LLC). You keep at least 51 percent and designate your children as shareholders of the rest. Be sure to create an operating agreement that sets procedures to transfer ownership and guidelines for property use while also planning to include enough money to maintain the property (people often choose life insurance proceeds). Your operating agreement should have an “out” so your heirs have the option should they need to sell the house or buy out another owner – be sure to indicate who needs to agree to a sale and what will be done with the proceeds. Incorporation offers flexibility, reduction of your taxable estate, and protection for family members. However, it can be costly to establish and maintain an LLC. TRUST

Trust agreements outline terms of use and how the property will be transferred, held, and managed. Trusts are popular as they allow some degree of control and can be less expensive to draft and implement than other options like an LLC. However, certain trusts can lack flexibility should circumstances change – for example; irrevocable trusts usually cannot be amended. Many options exist (i.e., revocable and irrevocable trusts, irrevocable grantor trusts, and qualified personal residence trusts, to name a few), so consult an experienced financial advisor or estate attorney. There’s no one-size-fits-all solution for passing on your family home – you’ll need to consider each heir’s own family structure, geographic distance, and willingness to take on responsibility. Ultimately, your plan should facilitate a smooth transfer of ownership, detailed shared responsibilities, establish liability protection, and document a process for conflict resolution. Even after creating your plan, be sure to keep conversations going with your family, your advisors, and the rest of your professional team. Last year 46 new homes in town connected to the district’s services, and our estimated population has grown to 2,621. Currently under construction is four townhomes, with plans to build eight more. On the Bluffs, there are nine lots available for new builds. In addition, there is an approved “track map” for a project that could bring in 38 new homes. Other potential future projects could add 200-300 households in San Miguel. In the January Community Services District (CSD) Board meeting packet, the Machado Wastewater Treatment Facility Project Update included an analysis of land parcels that could be developed and connected to the district’s services. According to that analysis, the San Miguel CSD could be serving a population of 5,331 by 2035 and 5,720 by 2040. The Machado Wastewater Treatment Facility is on track with a new expansion to keep up with the town’s current and future usage. Originally built in 1985, then expanded and upgraded in 2001, the state requires further development to meet projected demand. Kelly Dodds, the Director of Utilities, is working with the district’s engineer to secure grants and funding for the project. The Rios-Caledonia Adobe (est. 1835) has a new gateway entrance thanks to the Friends of the Adobes volunteers’ efforts and a beautification grant. Even

though it is closed to the public at this time, volunteers are working on a new display describing the Salinan people’s story and installing the original 1908 safe from the Thralls & Metzler General Store that was donated. San Miguel’s Fire Department gained four new paidcall personnel in 2020. Currently, they are in training and participating in department activities. The fire department responded to 329 calls in 2020, compared to 301 calls in 2019. The breakdown of 2020 calls is Medical calls 69.3 percent, Fire related calls 10.3 percent, Vehicle Accidents 10.5 percent, and other 9.9 percent. Thanks to Chief Roberson and Assistant Chief Young, the San Miguel Fire Department received a new fire engine, updated medical equipment, and tools. The new 2020 Pierce Model 34-F Type III Wildland Firefighting Apparatus is primarily used for local wildland fire response. However, it will also support out-of-district fire services, which contributes to the fire department’s funding. The San Miguel Laundromat has installed solar panels and the first electric car charging station at 1141 Mission St, and the post office now has parcel lockers in the lobby so that packages can be picked up even after hours. As you can see, San Miguel is growing; come visit, stay or live with us… all at a safe distance, of course.

A member from the Swim Paso Association (SPA) called in requesting the board to add discussion of the Aquatics Complex to the March agenda, which SPA announced they would do in a Feb. 18 press release. SPA hopes to work with the district to move forward on this “school board and voter-approved Measure M project.” The press release also announced SPA is preparing to apply for a $3 million grant, which would provide most of the remaining

Yet, everyone left his office feeling better than they did when entering it, even if they didn’t receive the answer they were looking for. “For years, we just struggled to get through, and that’s a great training session, you know, hardship develops knowledge, and we should be blessed for the hardships we go through, and we have plenty in Atascadero,” Stoddard said. “But there was always this kind of goal in the back of our heads that this place could look like a college campus when we were done, something that we could be proud of. I think we got there to some degree, and I think that a testament to what a whole lot of people were able to accomplish.” In 2010, the Atascadero voters overwhelmingly passed Measure I-10, a 117-million dollar bond allowing the District to finally do more than just maintain. The bond was designed to be spent to “expand vocational education programs and facilities; upgrade

wonderful in their own way.” Stu’s Studio: The Stoddard Center for the Arts was functionally finished in December of 2020 but has sat empty due to the pandemic and now waiting, yearning for students to return to campus and begin filling its walls with knowledge, laughter and memories. Stoddard retired front AUSD in 2018 but is still yet to enjoy his retirement as he has spent time helping both Templeton, San Miguel, and Paso Robles School Districts over the past two years. It appears the only person in the county not sure Stoddard is deserving of the honor is the man himself because his grace and modesty will simply not allow it. “I don’t know that it is deserved, but it is an honor to be associated with some of the work that we have done and to hold some level of respect with people that I think very highly of,” He said. “To win over some level of respect with these august people is wonderful; I don’t know that it is deserved, but it is appreciated.”

Giese and his wife hope to plan cooking and gardening classes at the farm, but the possibilities are endless. Mulder says their goal now has become to “Expand the footprint and the impact on the community. We want to keep broadening the impact.” Improvements and growth of the farm wouldn’t be possible without the outpouring of support it has received from the community and local businesses. Bay Laurel Garden Center donated 60 fruit trees to the farm, and another community member donated a beehive. Glenn’s Repair and Rental in Atascadero is also a big supporter of the farm along with Orchard and Vineyard Supply Paso Robles, Holloway Gypsum in Lost Hills, and many others.

However, many trustees made it clear they want to see students back on campus by Mar. 16 and no later. The motion was passed 4-3 with trustees Gannon, Gearhart, and Williams voting no. The trustees who voted no did so from concerns of the district assuming huge liabilities if they act against what Public Health dictates. Trustee Dubost, who has commented in past meetings on his frustrations with Government leadership in bringing students back to campus, really pushed on the importance of developing a Plan B for their students.

Every Sunday from 9 a.m. to 3 p.m., people come to the farm to volunteer their time. Throughout the week, Giese manages the farm and creates a list of chores to be done on Sunday. After produce has been harvested, volunteers get to take home their portion of goods. Sometimes extra items like grapefruit are donated and added to everyone’s pick up of goods for the week. On Sundays, volunteers operate the Farm Stand, which sits by the curb of the farm parking lot where bundles of produce are often available for pick up! Deputy superintendent, Jennifer Gaviola, presented a staffing report for the 2021-2022 school year. Gaviola did note the district is preparing to return to full in-person learning next year, “We need to look at a transition to full in-person instruction-I did not say hybrid-we absolutely are staffing for full in-person learning for next year while supporting the distancing learning for families who so choose.” Gaviola also gave an update on changes to school sports. Under the new guidance and requirements, football, soccer, water polo, softball, and baseball can now be played under the Purple Tier. “That means that we are looking

at setting seasons for those sports that we didn’t think we would be able to play,” said Gaviola. Volleyball, wrestling, and basketball were moved into the Yellow Tier due to being indoor sports. One of the requirements to play these sports is COVID-19 testing before competition or “game days.” Testing will have to be required by the school. Many details still need to be worked out in regards to transportation, game schedules, etc. “It won’t be the season our kids have dreamed of, but it is a season,” Gaviola said. The next regularly scheduled board meeting is set for Mar. 9 at 5 p.m.

Above all that he accomplished, Stoddard values the relationships he made along the way. “It is this extended family of people that made my career from the get-go. When I was working with the crews and maintenance department as one of them, which was grand fun, to get to know those guys,” Stoddard said in his poetic manner of speaking. “Then, as we progressed, getting to know the business department and all the wonderful attributes Jackie [Martin] brings to the table to keep that District running smoothly. Working with Tom Butler, I have worked with numerous Superintendents, and they are all

classroom computers and technology; construct a Science, Technology, Engineering, and Mathematics facility,” and to even rebuild and replace the broken roofs Stoddard had been dealing with for two decades. While it was undoubtedly the will of the taxpayers to bring Measure I-10 to the Atascadero School District, Stoddard played no small part in educating the Board of Trustees and thus the public on its merits. “I really think that the bond that we passed, you inspired us to get that passed,” Board Member Tami Gunther said at the Feb. 2 meeting. “And so I can’t thank you enough for everything, and you’ve been such a tremendous supporter of the arts. So, I feel it is so appropriate we get to honor you with something that I know is important.” Stoddard stayed true to his word as Atascadero High School has recently finished a number of upgrades, with most of the money coming from his guidance and the support of Measure I-10.
