PRJUSD Continued Grand Jury Report “Paso Robles Schools: A Cautionary Tale” Discussion By CAMILLE DeVAUL camille@pasoroblespress.com PASO ROBLES — The Paso Robles Joint Unified School District Board of Trustees met for another Special Meeting, continuing the discussion on the Grand Jury Report “Paso Robles Schools: A Cautionary Tale.” After a fairly tense meeting, the board motioned to approve their discussion on the Grand Jury report. The board motioned and passed with a 7-0 vote to authorize staff to search for additional legal counsel to review the Grand Jury response with a cap of $5,000. The motion does not mean they will use the legal counsel and only begin searching for counsel. Board President Chris Arend presented his personal drafted response to the trustees. His draft is meant to be a baseline for the board to work from. “I think this is a great starting point,” said board trustee Lance Gannon. There was a controversial discussion on whether the document should be viewable to the public. “This is also going to be a public document, and we owe an explanation to the public on these points,” said Arend. Trustees will be reviewing Arend’s personal draft and provide their comments to staff to be consolidated and presented at the Jan. 26 board meeting. In regards to Arend’s draft, he gave the following comment to Paso Robles Press: “I turned it into a public document when I introduced it in the meeting. However, this is my first personal draft and, thus, my sole responsibility. I expect it will be revised, probably substantially, on some points or even entirely as the Board continues its deliberations on the response.” A copy of Arend’s personal drafted response to the Grand Jury can be obtained by contacting the Paso Robles District Office. Kamala Harris takes the oath of office as the first female Vice President By HAYLEY MATTSON hayley@pasoroblespress.com WASHINGTON, D.C. — For a new president, Inauguration Day finalizes the transition of executive powers to a new administration for the presidency of the United States. On Wednesday, Jan. 20, Supreme Court Justice Sonia Sotomayor swore in America’s first female Vice President, Kamala Harris, and Chief Justice John Roberts swore in Joseph Biden as the 46th President of the United States. In the days leading up to the event, a few significant notable differences started being put in place from years past. Roughly 25,000 National Guards were deployed to the Capitol to set up gated perimeters in Washington D.C. due to the inauguration had been designated as a “national special security event,” according to the Washington D.C. Metropolitan Police Chief. Another notable difference was the size of the event due to the coronavirus pandemic — a relatively small group of people were invited. Biden’s predecessor President Donald Trump departed Washington ahead of the inauguration rather than attending along with the first lady and his family. In attendance, however, was Vice President Mike Pence and his wife along with three other former presidents — Bill Clinton, George W. Bush, and Barack Obama. Trump, now awaiting his second impeachment trial, opted to fly home to

Kennedy to become the commander-in-chief. While swearing-in, now First Lady Jill Biden held a 5-inch-thick Bible with a Celtic cross on the cover, a book that has reportedly been in the Biden family since 1893.
Vice President Kamala Harris, a reported Baptist who has family members who are Hindu and Jewish, took her oath of office using two Bibles held by Second Gentleman Doug Emhoff. Reports state that one belonged to the late Supreme Court Justice Thurgood Marshall, while the other belonged to Regina Shelton, a close family friend she thought of as a “second mother.” According to the Constitution, it does
not require politicians to swear the oath of office on any specific book. Public officials have used the Quran and the Hebrew Bible in years prior. Hurl and Reid was awarded $150 each. Each entry must submit their high school activities, including how they serve the community, their future plans, extracurricular activities, and how they have exhibited the Good Citizen qualities of dependability, service, leadership,
and patriotism. They must also submit their grade transcripts and two letters of recommendation. Once a student is chosen, they are asked to write a timed and proctored essay. This year’s essay topic was “Our American Heritage and Our Responsibility to Protect It.” A panel of three community members who do not belong to NSDAR review all entries and select a winner. All panel members have backgrounds as teachers, newspaper writers, and public service.

Michelle Hido Receives San Miguel Town Key By CAMILLE DeVAUL camille@pasoroblespress.com
O
n Dec. 19, Michelle Hido received the San Miguel Town Key during the 30th Annual San Miguel Christmas Lights Parade. Hido is the current Secretary and Treasurer of the San Miguel Firefighters Association and now the second San Miguel resident to receive the Town Key, following Gib Buckman. Steve Kalar, a local San Miguel artist, made the key from wood upon the request of Mike Sanders a few years ago. Sanders, a long-time resident of San Miguel and owner of the San Miguel Mercantile, was on the Advisory Committee and a chairman of the Chamber of
Commerce. He created the Town Key to honor various individuals who have made a significant contribution to the San Miguel community through their time and effort, not their money. Gib Buckman, a San Miguel local with over 60 years with the San Miguel Fire Department, was the first to receive the key a few years ago, and now he has passed it on to Hido. “It’s a real honor, especially coming from the Buckmans and Mike Sanders. They are a huge part of the community, and for them to think that I deserve it is an honor,” Hido shared. The key is only passed on when someone who meets its requirements stands out, so the key is only ever placed in the hands of someone who truly loves the town.

And Hido is the perfect example of someone the key should be given to. Hido is as humble as they come, and anytime she is asked about herself, she turns the conversation towards San Miguel and her fellow community members’ efforts. I don’t think she does this intentionally, but rather because San Miguel is her life, and she wholeheartedly loves the town. Laverne Buckman, Gib Buckman’s wife, said the following before the start of the parade: “We have a couple of very important people who need to be mentioned during this parade-First, Mike Sanders, who has kept this Christmas Parade going for so many years, is now undergoing treatments in Texas to hopefully save his life. We have a great appreciation for him and his commitment to this community, and we pray for his recovery. Next, we have Michelle Hido, a special person in our community who, in this time of hardships all around us, has stepped forward to keep the traditions alive. The Christmas Parade, with the appearance of The Grinch, instead of Santa, and the amazing lights all over town-all of which are providing Christmas JOY to everyone. We are greatly impressed by the way you have pulled everything off. Thank you for the wonderful job you have done. May God bless you for your tremendous initiative! As Mike has honored others in the past, today we
honor you, Michelle, with the “Key” to San Miguel in recognition for all you do to make San Miguel a better place. Thank you for your time, effort, and commitment to San Miguel!” Hido came from Los Angeles 10 years ago. After her parents bought a property in San Miguel, she began visiting as often as she could. “It was an easy decision to move up here and start a life here. I’ve got some great neighbors, and I’ve made wonderful friends, and the quality of people here is just so different from LA. I really value getting to have this lifestyle,” Hido explained. Through the fire department, Hido began to get involved in the community with her neighbor Scott Young’s help. “The assistant chief Scott Young, he helped me find ways to help the town. He was a little bit of my mentor in how to help the town out. He’s done a lot; he’s been the president of the association for years,” Hido said. Now, Hido is currently the San Miguel Firefighters Association (SMFA) secretary and treasurer. With Hido and her fellow community members’ help and effort, San Miguel will become a ghost town by no means. Some exciting things are happening for San Miguel. “We have been trying to make San Miguel better and improve; we just had our adoption of Mission Street and were starting our cleanups,” Hido shared.

Honoring Rev. Dr. Martin Luther King, Jr. By HAYLEY MATTSON
“I
have a dream that one day this nation will rise up and live out the true meaning of its creed: ‘We hold these truths to be self-evident, that all men are created equal.” Monday, January 18, marked America’s 36th celebration of Martin Luther King, Jr., Day. Honoring King with the sacred status of a federal holiday, of which there are only ten, none other named for a 20th-century figure, is a testament to the unifying power of his legacy. King’s most important work applied America’s Founding ideals to the cause of civil rights. The last best hope for true racial progress, King realized, was solidarity: For people to see and treat one another as equals, they had to feel the tugs of a bond far stronger than either race or politics. For King, that bond was America. After all, there are two words in the phrase “civil rights,” and King grasped that both are crucial. Civil rights are about the fair and equal participation of all citizens in the American community. For those rights to have any power, the bonds of that community
must be close-knit and resilient. “King’s greatest legacy is helping secure those rights while strengthening our national idea, not undermining it. He understood that so much of our country’s racial history, from the Civil War to the Voting Rights Act of 1965, was not a rejection of American values. To the contrary, these episodes were parts of a long struggle to live up to our Founding ideals of equality, liberty, and democracy.” President Donald J. Trump stated in a proclamation of the 35th celebration of Martin Luther King, Jr., Day. “I criticize America because I love her,” King said in a speech about the Vietnam War, “and because I want to see her to stand as the moral example of the world.” All American’s alike can learn from King’s example. “In the
United States of America, every citizen should have the opportunity to build a better and brighter future. United as one American family, we will not rest, and we will never be satisfied until the promise of this great Nation is accessible to each American in each new generation.” The premise and promise of King’s dream is that we don’t need to replace or transform our Nation’s shared ideals to make our country a better place. We simply need to live up to them. “I refuse to accept the view that mankind is so tragically bound to the starless midnight of racism and war that the bright daybreak of peace and brotherhood can never become a reality... I believe that unarmed truth and unconditional love will have the final word.” Martin Luther King, Jr.

Templeton Rec Dept ‘Run Away From 2020’ A Success By CONNOR ALLEN

The Templeton Recreation Department is in the middle of their new baseball conditioning pods program that began on Jan. 11 and will run for four weeks. “They are going well; we have about 100 kids playing broken up into pods,” Johnson said. “Softball and baseball lend themselves really nicely to social distancing, and it has been really fun for coaches and the kids to get out on the field, and baseball is also the program we canceled the night before Opening Day last Spring in March of 2020.” The Rec. Department will be moving into new sports starting in February. Tennis classes through the Templeton Tennis Ranch will begin on Feb. 1, and flag football and conditioning pods are expected to start on Feb. 22. “We are looking for ways to add some different things like an archery program and a track and field program,” Johnson said. “Ball sports are what we are really good at around here, it’s what we do, and we have been operating these programs, but we want to find a way to incorporate some of these other programs too.” For those with questions or looking for more information, head to templetoncsd.org.
TEMPLETON — The Templeton Recreation Department officially wrapped up their “Run Away From 2020,” Virtual 5K Fundraiser on Jan. 2 and are estimating that they will raise somewhere between five and seven thousand dollars. The Templeton Recreation Department puts on an annual 5K fundraiser called the Jingle All The Way 5K but decided to go with a new theme this past year when they were forced to move virtual due to the COVID-19 pandemic. “The name of the run was ‘Run Away From 2020,’ because, quite frankly, we were all over it, as I am sure everyone reading can relate to,” Recreation Supervisor Melissa Johnson told the Atascadero News. “We typically operate our ‘Jingle All The Way 5K’ as an in-person event, and since we obviously couldn’t do that and had to go virtual, we just decided we might as well throw a joke in there as well.” It cost $30 to enter the virtual 5k, and it came with a “Swag Bag” filled with appropriately themed items such as hand sanitizer, a t-shirt with a caricature depiction of COVID chasing a runner, and, of course, toilet paper. Johnson also decided to throw in a second t-shirt this year from fundraisers in years past, reminding runners of the good ol days. Three New Members Welcomed to the Board of Directors STAFF REPORT SAN LUIS OBISPO — The Community Foundation announces three new members, Dr. Pat Hosegood Martin, Charles Matthews, and Dr. Anneka Marina Scranton, who have joined the 2021 Board of Directors to round out a group of 14 dedicated community leaders. Hosegood Martin is a professor in the Department of Kinesiology and Public Health at Cal Poly, a consultant, and a mentor in health and wellness, leadership, and business ethics; she received her doctorate in Educational Leadership from UC Santa Barbara/Cal Poly. As an active volunteer in our community, she has served two terms as President of the American Heart Association Board of Directors and sat on the board for the American Red Cross for many years. Matthews is an experienced financial advisor with Edward Jones serving the Central Coast. He serves on the board of the Atascadero Chamber of Commerce, volunteers with Kiwanis, and works with the Alzheimer’s Association. He is committed to serving and supporting causes that lift the community of San Luis Obispo County.
After receiving her Masters and Ph.D. from the USC School of Public Administration, Scranton taught public policy, nonprofit management, and community organizing at the USC Graduate School of Social Work. Since moving to the region 16 years ago, she has served on the Cuesta College Foundation Board and the CAPSLO Board. CIF Central Section Sports Calendar Update By CONNOR ALLEN CENTRAL CALIFORNIA — The California Interscholastic Federation (CIF) Central Section Commissioner Ryan Tos put out a statement on Tuesday, Jan. 19, to provide a few updates on the athletics calendar going forward in 2021. The statement reiterated that local County Departments of Public Health will still decide if a county can play but did provide a little wiggle room for varying start dates. CDPH currently does not allow for any competition to happen in counties under a regional stay at home order. The Central Section announced that the playoffs and championship events for cross country, football, girls volleyball, and water polo are all officially canceled this year. The cancellation of the postseason comes in mostly because CDPH guidance only allows competition between bordering counties and allows more time for teams to get a more extended regular season in. However, the statement that there might be changes in the future and encourages teams to “consider leaving the last week of the season open for possible county playoffs or bowl games.” The end dates for those four sports have been updated. The new end date for cross country is Mar. 27; football is now Apr. 17, and girls volleyball and water polo are both set to end on Mar. 20. The Central Section has also moved up the start dates for swimming, diving, golf, and tennis to Feb. 15. The commissioner ended his statement by saying he would be hosting a zoom meeting this afternoon at 3 pm for athletic directors, principals, and superintendents. NASA Astronaut Victor Glover Provides Inspiration to Black Cal Poly Students From Space
The greatest challenges in life, the Cal Poly engineering grad says, come from within STAFF REPORT
SAN LUIS OBISPO — Cal Poly alumnus, astronaut Victor Glove spoke to Black students from space, reassuring them of a better future on Earth. “Unfortunately, if you turn on the news, you see a lot of things that are going on in our society right now that you might not feel good about,” Glover said, who learned of the Jan. 6 riot on the U.S. Capitol from the International Space Station (ISS), where the engineering alumnus is on Day 58 of a six-month mission. “But whenever I start ruminating about those things, I think about you all ... When you look up and see us older folks letting you down, you generally see young folks like you making that positive change and impact on your community. So I want to encourage you to keep doing what you’re doing because you guys are making the world a better place.” The NASA astronaut, who left for space two months ago, spoke to students in Cal Poly’s National Society of Black Engineers (NSBE) and others during a live Zoom meeting on Jan. 13, during a day off on the space station orbiting 250 miles above Earth. “I’ve been waiting for this all day!” he beamed — sometimes speaking upside down — as he floated in a micro-gravity environment. The Q&A event, titled “Succeeding While Black
in STEM,” was hosted by Cal Poly’s NSBE, which has roughly 30 members. Glover was club president when he was a student in the ’90s. Current president, Amman Asfaw, who was instrumental in arranging the event with Glover and NASA, said the event marked a milestone. “Definitely, NSBE moment of the year, for sure,” Asfaw said afterward. Several current NSBE members and alumni spoke afterward about how inspirational it was to interact with Glover, who has overcome many obstacles as a Black man in STEM. Several noted how Glover’s success provided hope and inspiration. “One of the points of NSBE is to get people to where Victor is now,” said Asfaw, a Thousand Oaks graduate student who is seeking a master’s degree in electrical engineering. Speaking about life at the space station, Glover said it’s easy to lose things due to microgravity. Working out by lifting weights helps him feel normal, and he takes breaks from work by reading his Bible and the book “Sapiens: A Brief History of Humankind.” But what he looks forward to most is speaking to his family during weekly video conferences, during which they sometimes play charades. “Charades in microgravity is pretty awesome,” he said. Glover was one of 18 astronauts recently named to the Artemis Team, which will mark a return to the moon later this decade. But the 44-year-old former Navy test pilot said he has already achieved more than he thought he ever would.

“I don’t have any more professional goals. My professional goals are about you,” Glover said, pointing toward the camera, “about helping you succeed.” When asked how he dealt with the challenge of being in an underrepresented group as a Cal Poly student, Glover (general engineering, ’99) told students they have to face challenges since they will continue to be underrepresented in their careers. “And that requires strength,” he said. “Just like when you go to the gym, you put weight on the bar, and what does that do? It puts tension in your muscles. And the source of that muscle growth is
that tension. And that’s what makes you physically stronger. It’s also what makes you emotionally and spiritually stronger.” Glover also advised students to help others, as he did as a student, mentoring children of immigrants in Santa Maria. But mostly, he advised them to remain confident. “The greatest challenges you’re going to face are from within,” he said. “Sometimes it takes what football and basketball coaches will tell you when they see you dogging on the court or on the track or on the mat. Sometimes you just got to keep your feet moving.”

Historic Air National Guard Airlift Brings Troops to D.C. STAFF REPORT WASHINGTON — The National Guard Bureau released a press release on Jan. 16 that thousands of National Guard troops continued to stream into the nation’s capital to support law enforcement during the presidential inauguration, building to a force of 25,000 members. Many of the Soldiers and Airmen are getting there via the Air National Guard in a historic airlift. Some 125 Air National Guard aircraft flew 134 sorties into Washington Jan. 12-15, bringing more than 7,060 National Guard troops and 2.3 million pounds of cargo from around the nation. The flurry of flights into Joint Base Andrews in Maryland continued, handled by the 89th Airlift Wing. “The type of mission that we are involved in right now just demonstrates the nature of the Air National Guard,” said Lt. Gen. Mike Loh, director, Air National Guard. “We pride ourselves in being the first to the fight, whether it be responding to natural disasters, COVID-19, civil unrest, or providing support to our local, state, and federal partners for the inauguration.” “The volume of aircraft, personnel, and equipment that is processing through Andrews is pretty much unprecedented,” said Lt. Col. Devin T. Robinson, director, Air National Guard public affairs. “Our Guard Airmen are turning a massive number of aircraft in a very short period of time - it really is amazing!” On Sunday, the Alaska Air National Guard’s 168th Wing flew about 80 Guardsmen aboard a KC-135 Stratotanker from Eielson Air Force Base on a seven-hour flight to Joint Base Andrews. Activating volunteers and scheduling aircraft to deploy to the East Coast from Alaska requires extensive planning and coordination. This request to support D.C. was
expedited in only two days. “Our Soldiers and Airmen are ready to come to the state’s or nation’s call,” said Maj. Gen. Torrence Saxe, adjutant general of the Alaska National Guard. In Puerto Rico, a C-17 Globemaster III cargo plane from the 145th Airlift Wing arrived at Muñiz Air National Guard Base to carry Soldiers with the Puerto Rico National Guard’s 92nd Military Police Brigade to Washington. Airmen with the 156th Wing ensured the aircraft was fueled and ready to go on time. “We’re excited to be here and be able to provide this support to the Soldiers that are heading out for the important mission of defending our nation’s capital,” said Col. Pete Boone, 156th Wing commander. As of Tuesday, there were 25,000 Guard members on the ground in Washington from the 50 states, three territories, and D.C. They are supporting federal and D.C. agencies for Wednesday’s presidential inauguration. The Secret Service is in charge. “Our first priority is to protect people and property – and the safety and well-being of our National Guard personnel,” said Army Gen. Daniel Hokanson, chief of the National Guard Bureau. In addition, 6,565 Guard members were protecting state capitols and other key infrastructure in states. At the same time, more than 22,000 Guardsmen and women are supporting the COVID-19 pandemic response in every state and territory. With overseas missions, there are more than 91,000 National Guard members engaged in homeland and overseas missions. “While the last 12 months have been unprecedented, we continue to respond to every mission, both here at home and overseas – living true to our motto: “Always Ready, Always There!” Hokanson said. Teamwork Leads to Historic Mobilization of Washington Guard CAMP MURRAY, WASHINGTON, D.C. -– According to a press release by Lt. Col. Alyson Teeter of the Washington Air National Guard, dozens of Washington National Guard Airmen and Soldiers listened to words of encouragement from their state and military leadership in the passenger terminal at Joint Base Lewis-McChord on Jan. 17. Lt. Col. Teeter stated the soldiers were about to embark on a historic mission to Washington, D.C., to support federal and D.C. agencies for the 59th presidential inauguration Wednesday, Jan. 20. In 72 hours, more than 300 Washington National Guardsmen and 34,000 pounds of cargo were transported to the National Capital Region by KC-135 Stratotanker aircrews from the Washington Air National Guard’s 141st Air Refueling Wing based at Fairchild Air Force Base in Spokane. More than 400 Washington National Guardsmen are part of the inauguration mission. “I’m so very proud of you for stepping up. This is a historic event,” said the state’s adjutant general, Army Maj. Gen. Bret D. Daugherty. “You’re going to stand shoulder to shoulder with over 20,000 of our fellow Guardsmen from every state in the nation. That is a very powerful statement.” Behind-the-scenes coordination turned an idea into a mobilization within days but planning the airlift was no easy feat. Air National Guard aircrews were flying
thousands of Guardsmen to the National Capital Region from all parts of the country, including Alaska, Hawaii, Puerto Rico, and Guam. The aircraft availability and logistics had to be just right for the WA ANG to meet its time slot for transporting Washington Guardsmen. With its primary mission of aerial refueling, 141st ARW has Airmen continuously deployed around the globe and an association with the active-duty 92nd Air Refueling Wing. The 141st Maintenance Group leadership worked with their activeduty partners at the 92nd to get the right number of aircraft, the maintainers, and logistically made the mission happen, said Col. Larry Gardner, 141st Air Refueling Wing commander. “When these state missions roll in, it’s obviously a tip of the hat to our entire wing and our mission partners at the 92nd,” Gardner said. “We’re pretty good at what we do as far as being able to adapt and adjust fire with aircraft, with maintainers, with personnel, with which to support the DOMOPS (domestic operations).” “I’m super proud of each and every Airman at the 141st for what they’ve done to be serious about their jobs, the pandemic, and keep our team ready to go at a moment’s notice for neighbor and nation,” he added. Paige Abbott, director of staff for the Headquarters Washington Air National Guard. Col. Brian Bergren, a WA ANG liaison officer to the Washington National Guard’s Joint Operations Center and full-time commander of the Western Air Defense Sector’s 225th Air Defense Squadron, said the historic mobilization to D.C. was a matter of logistics. “If you approach a problem the same way every time, you can usually get to a pretty good answer,” Bergren said. “Whether it’s air defense of the United States and

SACRAMENTO — Governor Gavin Newsom announced a series of actions to bolster security in advance of the presidential inauguration to take proactive measures to protect public safety at the State Capitol and across California. “In light of events in our nation’s capital last week, California is taking important steps to protect public safety at the State Capitol and across the state,” said Governor Newsom. “Our State Operations Center is actively working with federal, state, and local law enforcement partners in assessing threats and sharing intelligence and information to ensure those disgraceful actions are not repeated here.” The Governor signed a General Order authorizing the deployment of 1,000 California National Guard personnel to protect critical infrastructure, including the State Capitol. Newsom stated that this announcement follows months of work and close collaboration with local, state, and federal law enforcement to ensure a safe election in which the outcome is respected and that any protests that occur are free from violence. To prepare for and respond to any credible threats, the State Operations Center will coordinate 24-hour operations and requests for mutual aid for the coming days. The Law Enforcement Coordination Center (LEOC) will be activated to its highest level to orchestrate overall law enforcement and physical security needs. The California Highway Patrol and Department of General Services have installed a six-foot chain-link fence around the perimeter of the State Capitol to ensure the safety of the Capitol grounds. The Administration, through the Governor’s Office of Emergency Services, California Highway Patrol and California National Guard, maintains strong relationships with security and intelligence partners around the country and is continually monitoring for possible emerging threats to the state. “We are prepared to address any potential threats that may arise. The Administration is also preparing to provide additional law enforcement resources through the Mutual Aid System as needed.” Newsom said. The Governor and his team stated that they are also coordinating closely with local, state, and federal law enforcement as well as the private sector, which includes social media companies. Newsom said in the statement that “this is to make sure that their platforms are not used by hate groups or domestic terrorists to organize or spread misinformation, disinformation or propaganda.”

sors meeting, 1st District Supervisor John Peschong made a motion to have the Board look at the possibility of taking legal action against the State of California. Peschong feels that the County should be in the state’s purple tier for economic restrictions, which would allow for outdoor dining and other business activities that are currently under the stay-at-home order. In addi-
tion, his motion is to allow for San Luis Obispo County to function independently and be removed from the Southern California Region as well as the Central California Region (with Santa Barbara and Ventura County’s) that was proposed in the letter sent to Governor Newsom back in December. After some discussion, the
Board passed the motion by a 3-2 vote, with Bruce Gibson and Dawn Ortiz-Legg abstaining, stating they believe it is a waste of the County’s resources. The motion instructed Legal Counsel Rita Neal to look into the County’s legal options and bring the information back to the Board to discuss in closed session on Jan. 26. Statement from APD Police Chief on ‘Blue by Day; White by Night’ Sign By CONNOR ALLEN ATASCADERO — Friday, Jan. 15, Atascadero Police Chief Bob Masterson made a statement on the APD Facebook page regarding a sign posted in a resident’s yard suggesting that law enforcement officers are potentially members of the Klu Klux Klan. The sign, which reads “Blue by day; White by night,” was divided down the middle, splitting an image of a person in half. The sign’s left side displayed an illustration of a police officer next to the words’ Blue by day.’ The sign’s right side was a depiction of someone in the KKK hood with the words’ White by night’ printed next to it. Together, the two images combined to make one person. A photo of the sign began making rounds on social media on Wednesday night. At this time, it is still unclear if the message was aimed towards local police officers or for a broader national message. Police Chief Bob Masterson’s released the following statement: “It is my firm belief that every-
one has the freedom of speech as governed by the constitution and laws of California. Yesterday was the first I heard of the sign, and my first reaction was to reach out to those residents in an effort to start a conversation with the people who live there. I want to understand their opinions and whether they feel it is reflective of our local Atascadero Police Department. After careful consideration, I decided I would not want my actions to be perceived as interference with their freedom of speech. I would hope that the person who posted the sign would reach out to me so we may have this conversation. Paso Robles Vaccine Distribution Center Starts Seeing Patients By CAMILLE DeVAUL PASO ROBLES — Monday, Jan. 18, was the first day for COVID-19 vaccinations at the North County Point of Distribution (POD) located at the Paso Robles Event Center. Vaccines are currently available by appointment only. Adults over the age of 75 and specific health care workers are eligible for vaccinations. To make a vaccination appointment and learn how to prepare for your visit, visit recoverslo.org/en/vaccine-registration.aspx. Anyone with underlying health conditions is asked to wait for a 30 minute observation period after the vaccination. Currently, the site can distribute 400 vaccines a day. When registration opened for appointments at the Paso Robles site, 2,000 appointments were booked within four hours.
Appointments are booked through this Friday, Jan. 22. Based on availability for vaccines next week, the distribution center will determine how many appointments will be available. Charles Lockwood, the Paso Robles Fire Department’s Public Information Officer, said, “One thing we are trying to encourage people to do is to make sure they have a reservation before they get here, specifically because it’s all quantity related - so if you don’t have an appointment we’re going to have to turn you away.” The North County POD is issuing only the Moderna Vaccine. The batch of vaccines being distributed at the site is not from the recent batch of vaccines that California called a pause for due to several allergic reactions. Vaccine recipients will be notified by phone or email when it is time to register for their next dose.
However, if your first dose was Moderna, your second dose must also be Moderna. Pfizer vaccines are available at the SLO POD. Navy Veteran and Morro Bay resident Don Lockwood knew he would be in line to get a vaccine when he learned how serious the pandemic is, “I wanted to get mine as soon as I could because this thing is nasty.” “I’m very impressed. It is well done. We didn’t hear a lot about how it was being handled originally - but this is well done,” Lockwood said. According to Lockwood, the North County POD is looking to get a larger supply of vaccine doses. Of course, more doses means more appointments, and that means more staff will be needed. Currently, the North County POD is run by health care workers from nearby hospitals, paramedics, and other healthcare professionals
SAN LUIS OBISPO COUNTY — Over the last few weeks, the San Luis County Office of Public Health and County Health Officer Dr. Penny Borenstein has released statements that opened topics of further discussion. The following are questions posed by the Paso Robles Press and the Atascadero News to the County Health Officials and their responses. Paso Robles Press Inquiry: In a Press Release on Jan. 5, Wade Horton and Dr. Penny Borenstein stated that “COVID-19 is now the number 1 cause of death not only in the U.S. but in our county as well.” • According to the Center for Disease Control (CDC), updated on Dec. 23, the leading cause of death in the United States was heart disease, with deaths reaching almost 600k in 2020, the second being cancer at 523,775 and COVID-19 following at 300,482. Which makes it the leading cause of death after heart disease and cancer, according to the report. • According to that same report, Influenza and pneumonia dropped on the list in 2020 from years prior to ninth after stroke, chronic lower respiratory disease, Alzheimer’s, and diabetes. Paso Robles Press Question: Please advise what context they are stating COVID-19 is the leading

SLO County Public Health Response: During the first five days of the 2021 year, more death certificates were reported to County Public Health with a cause of death of COVID-19 than any other condition. This was also true for the month of December 2020. Paso Robles Press Inquiry: Press Release Jan. 11 states, “After Public Health Officials consulted with local hospitals, the County adjusted the total ICU beds metric from 53 total licensed ICU beds to show 38 licensed and staffed ICU beds. Previously, it included all licensed beds regardless of whether they could be staffed.” Dr. Borenstein gave no further details as to why the hospitals are no longer staffed to hold the 53 total licensed ICU bed capacity. Paso Robles Press Question: Please advise on why the hospitals are not staffed accordingly and why the county is not urging or assisting financially if needed to be sure we are using all the resources available? SLO County Public Health Response: Dr. Borenstein discussed this briefly in the press briefing yesterday (Jan. 13). Paso Robles Press Inquiry: According to that same Press Release on Jan. 11, Dr. Borenstein states, “This virus has claimed more than 100 local lives,” “Those are mothers and fathers, sisters and brothers, aunts and uncles, children and grandparents who were not ready to die and whose deaths were, in fact, preventable.” Paso Robles Press Question: Can you please provide the documents or resources that show for a fact that the 115 deaths now reported were “in FACT preventable?” SLO County Public Health Response: The primary cause of death stated on all these death certificates is COVID-19. That primary reason indicates that it was not some other factor that lead to their deaths (for instance, age or other underlying condition). The intent behind that statement was to convey the sentiment that these deaths were NOT going to occur anyway. These individuals would be alive today, if not for their contraction of COVID-19.
SLO County to Pause Administration of Specific Moderna Vaccines STAFF REPORT SAN LUIS OBISPO — The San Luis Obispo County Office of Public Health announced starting today, Jan. 19, local public vaccination clinics will follow State direction and stop administering some Moderna COVID-19 vaccines due to reports of possible allergic reactions. The County Public Health Department confirmed today that it received 4,400 doses of the single lot in question, but none of these doses have been administered yet in SLO County. These doses will be reserved until the State provides further guidance and validates their safety. According to the report, the State will not immediately replace the doses at this time, which could cause a temporary setback in the distribution of second doses to people in SLO County. “Our priority from day one has been to administer vaccines effectively and safely,” said Dr. Penny Borenstein, County Public Health Officer. “While some mild side effects from the Moderna vaccine are normal, we want to be especially careful to make sure all vaccines are safe for our community. We will await further guidance from the CDC and the State before administering these doses.” According to the State, a higherthan-usual number of adverse events were reported this week with a specific lot of Moderna vaccine (Moderna Lot
041L20A) administered at a single California clinic. In the Public Health Officer’s report, it states that while fewer than ten individuals in the state had an adverse reaction to the Moderna vaccine, an investigation will be conducted by the CDC, FDA, Moderna, and the State to assess whether these doses can be safely administered to the public. The State Epidemiologist Dr. Erica Pan, recommended “pausing” administration of the lot until the issue could be investigated further. According to the report, local officials say this investigation will not delay first-time vaccination appointments. All first-dose appointments will remain in effect, but second-dose appointments may be restricted until the new Moderna supply is delivered. While the County Health Officer has stressed in prior press briefings that the second dose of vaccine is highly recommended within a specific timeline to ensure maximum immunity against COVID-19, public health officials now say receiving the second dose a few weeks later than expected will not be detrimental to the health of the patient nor will it require them to start the vaccine series over. Residents awaiting their second dose of vaccine will be informed by text or email when new appointments are available. RICHARD WARREN HIRSCHLER 1936 - 2021
R
ichard “Dick” Hirschler age 85, of Shandon, California, went to be with the Lord on January 6th,
2021. Richard resided at the Danish Home Care Facility in Atascadero, California, where he had been battling Parkinson’s disease for several years. Richard recently contracted Covid and lost his battle with the virus. Richard was born in San Luis Obispo county in December 1936 to Lester and Mildred Hirschler. He graduated from Shandon High school and worked very
hard on the family ranch, farming and raising cattle. Richard signed up in the Army Reserves for several years in the 1950s and early 1960s at Fort Hunter Liggett, where he was considered a leader and sharpshooter of his platoon. In 1971 he met and married his wife, Janice. Dick and Jan resided on the Shandon farm for 35 + years and raised their family. Richard is survived by his children, Douglas, wife Crystal, and their three daughters, Darrell, wife Lindy, their son, and two daughters, and daughter Dana and her son and daughter. Richard is also survived by his Sisters Donna (husband David Coleman) and Linda (husband, Ralph McCornack). Richard is predeceased by his wife Janice, parents Lester and Mildred, and brother William. Richard’s hard work, a heart for Christ, and family will be greatly missed by all who knew him. Memorial service will not be held due to Covid. Prayers for the family would be greatly appreciated during this time. Memorial cards will be sent to family and friends.

In her free time, she enjoyed bowling, playing softball, crocheting, gardening, watching The Golden Girls and Wheel of Fortune, and seeing the U.S. with Clyde and her brother Joe and his wife Dorothy in their travel trailers. She was happiest when surrounded by her large extended family and while watching her kids, grands, great grands, nieces, and nephews playing their various sports. y fellow Americans: Four years ago, we launched a great national effort to rebuild our country, to renew its spirit, and to restore the allegiance of this government to its citizens. In short, we embarked on a mission to make America great again — for all Americans. As I conclude my term as the 45th President of the United States, I stand before you, truly proud of what we have achieved together. We did what we came here to do — and so much more. This week, we inaugurate a new administration and pray for its success in keeping America safe and prosperous. We extend our best wishes, and we also want them to have luck — a very important word. I’d like to begin by thanking just a few of the amazing people who made our remarkable journey possible. First, let me express my overwhelming gratitude for the love and support of our spectacular First Lady, Melania. Let me also share my deepest appreciation to my daughter Ivanka, my son-inlaw Jared, and to Barron, Don, Eric, Tiffany, and Lara. You fill my world with light and with joy. I also want to thank Vice President Mike Pence, his wonderful wife Karen, and the entire Pence family. I also want to take a moment to thank a truly exceptional group of people: the United States Secret Service. My family and I will forever be in your debt. My profound gratitude as well to everyone in the White House Military Office, the teams of Marine One and Air Force One, every member of the Armed Forces, and state and local law enforcement all across our country. Most of all, I want to thank the American people. To serve as your President has been an honor beyond description. Thank you for this extraordinary privilege. And that’s what it is — a great privilege and a great honor. We must never forget that while Americans will always have our disagreements, we are a nation of incredible, decent, faithful, and peace-loving citizens who all want our country to thrive and flourish and be very, very successful and good. We are a truly magnificent nation. All Americans were horrified by the assault on our Capitol. Political violence is an attack on everything we cherish as Americans. It can never be tolerated. Now more than ever, we must unify around our shared values and rise above the partisan rancor, and forge our common destiny. Four years ago, I came to Washington as the only true outsider ever to win the presidency. I had not spent my career as a politician, but as a builder looking at open skylines and imagining infinite possibilities. I ran for President because I knew there were towering new summits for America just waiting to be scaled. I knew the potential for our nation was boundless as long as we put America first. So I left behind my former life and stepped into a very difficult arena, but an arena nevertheless, with all sorts of potential if properly done. America had given me so much, and I wanted to give something back. Together with millions of hardworking patriots across this land, we built the greatest political movement in the history of our country. We also built the great-
est economy in the history of the world. It was about “America First” because we all wanted to make America great again. We restored the principle that a nation exists to serve its citizens. Our agenda was not about right or left, it wasn’t about Republican or Democrat, but about the good of a nation, and that means the whole nation. With the support and prayers of the American people, we achieved more than anyone thought possible. Nobody thought we could even come close. We passed the largest package of tax cuts and reforms in American history. We slashed more job-killing regulations than any administration had ever done before. We fixed our broken trade deals, withdrew from the horrible Trans-Pacific Partnership and the impossible Paris Climate Accord, renegotiated the one-sided South Korea deal, and we replaced NAFTA with the groundbreaking USMCA — that’s Mexico and Canada — a deal that’s worked out very, very well. Also, and very importantly, we imposed historic and monumental tariffs on China; made a great new deal with China. But before the ink was even dry, we and the whole world got hit with the China virus. Our trade relationship was rapidly changing, billions and billions of dollars were pouring into the U.S., but the virus forced us to go in a different direction. The whole world suffered, but America outperformed other countries economically because of our incredible economy and the economy that we built. Without the foundations and footings, it wouldn’t have worked out this way. We wouldn’t have some of the best numbers we’ve ever had. We also unlocked our energy resources and became the world’s number-one producer of oil and natural gas by far. Powered by these policies, we built the greatest economy in the history of the world. We reignited America’s job creation and achieved record-low unemployment for African Americans, Hispanic Americans, Asian Americans, women — almost everyone. Incomes soared, wages boomed, the American Dream was restored, and millions were lifted from poverty in just a few short years. It was a miracle. The stock market set one record after another, with 148 stock market highs during this short period of time, and boosted the retirements and pensions of hardworking citizens all across our nation. 401(k)s are at a level they’ve never been at before. We’ve never seen numbers like we’ve seen, and that’s before the pandemic and after the pandemic. We rebuilt the American manufacturing base, opened up thousands of new factories, and brought back the beautiful phrase: “Made in the USA.” To make life better for working families, we doubled the child tax credit and signed the largest-ever expansion of funding for childcare and development. We joined with the private sector to secure commitments to train more than 16 million American workers for the jobs of tomorrow. When our nation was hit with the terrible pandemic, we produced not one, but two vaccines with record-breaking speed, and more will quickly follow. They said it couldn’t be done but we did it. They call it a “medical miracle,” and that’s what they’re calling it right now: a “medical miracle.” Another administration would have taken 3, 4, 5, maybe even up to 10 years to develop a vaccine. We did in nine months. We grieve for every life lost, and we pledge in their memory to wipe out this horrible pandemic once and for all. When the virus took its brutal
toll on the world’s economy, we launched the fastest economic recovery our country has ever seen. We passed nearly $4 trillion in economic relief, saved or supported over 50 million jobs, and slashed the unemployment rate in half. These are numbers that our country has never seen before. We created choice and transparency in healthcare, stood up to big pharma in so many ways, but especially in our effort to get favored-nations clauses added, which will give us the lowest prescription drug prices anywhere in the world. We passed VA Choice, VA Accountability, Right to Try, and landmark criminal justice reform. We confirmed three new justices of the United States Supreme Court. We appointed nearly 300 federal judges to interpret our Constitution as written. For years, the American people pleaded with Washington to finally secure the nation’s borders. I am pleased to say we answered that plea and achieved the most secure border in U.S. history. We have given our brave border agents and heroic ICE officers the tools they need to do their jobs better than they have ever done before, and to enforce our laws and keep America safe. We proudly leave the next administration with the strongest and most robust border security measures ever put into place. This includes historic agreements with Mexico, Guatemala, Honduras, and El Salvador, along with more than 450 miles of powerful new wall. We restored American strength at home and American leadership abroad. The world respects us again. Please don’t lose that respect. We reclaimed our sovereignty by standing up for America at the United Nations and withdrawing from the one-sided global deals that never served our interests. And NATO countries are now paying hundreds of billions of dollars more than when I arrived just a few years ago. It was very unfair. We were paying the cost for the world. Now the world is helping us. And perhaps most importantly of all, with nearly $3 trillion, we fully rebuilt the American military — all made in the USA. We launched the first new branch of the United States Armed Forces in 75 years: the Space Force. And last spring, I stood at Kennedy Space Center in Florida and watched as American astronauts returned to space on American rockets for the first time in many, many years. We revitalized our alliances and rallied the nations of the world to stand up to China like never before. We obliterated the ISIS caliphate and ended the wretched life of its founder and leader, al Baghdadi. We stood up to the oppressive Iranian regime and killed the world’s top terrorist, Iranian butcher Qasem Soleimani. We recognized Jerusalem as the capital of Israel and recognized Israeli sovereignty over the Golan Heights. As a result of our bold diplomacy and principled realism, we achieved a series of historic peace deals in the Middle East. Nobody believed it could happen. The Abraham Accords opened the doors to a future of peace and harmony, not violence and bloodshed. It is the dawn of a new Middle East, and we are bringing our soldiers home. I am especially proud to be the first President in decades who has started no new wars. Above all, we have reasserted the sacred idea that, in America, the government answers to the people. Our guiding light, our North Star, our unwavering conviction has been that we are

here to serve the noble everyday citizens of America. Our allegiance is not to the special interests, corporations, or global entities; it’s to our children, our citizens, and to our nation itself. As President, my top priority, my constant concern, has always been the best interests of American workers and American families. I did not seek the easiest course; by far, it was actually the most difficult. I did not seek the path that would get the least criticism. I took on the tough battles, the hardest fights, the most difficult choices because that’s what you elected me to do. Your needs were my first and last unyielding focus. This, I hope, will be our greatest legacy: Together, we put the American people back in charge of our country. We restored self-government. We restored the idea that in America no one is forgotten, because everyone matters and everyone has a voice. We fought for the principle that every citizen is entitled to equal dignity, equal treatment, and equal rights because we are all made equal by God. Everyone is entitled to be treated with respect, to have their voice heard, and to have their government listen. You are loyal to your country, and my administration was always loyal to you. We worked to build a country in which every citizen could find a great job and support their wonderful families. We fought for the communities where every American could be safe and schools where every child could learn. We promoted a culture where our laws would be upheld, our heroes honored, our history preserved, and law-abiding citizens are never taken for granted. Americans should take tremendous satisfaction in all that we have achieved together. It’s incredible. Now, as I leave the White House, I have been reflecting on the dangers that threaten the priceless inheritance we all share. As the world’s most powerful nation, America faces constant threats and challenges from abroad. But the greatest danger we face is a loss of confidence in ourselves, a loss of confidence in our national greatness. A nation is
only as strong as its spirit. We are only as dynamic as our pride. We are only as vibrant as the faith that beats in the hearts of our people. No nation can long thrive that loses faith in its own values, history, and heroes, for these are the very sources of our unity and our vitality. What has always allowed America to prevail and triumph over the great challenges of the past has been an unyielding and unashamed conviction in the nobility of our country and its unique purpose in history. We must never lose this conviction. We must never forsake our belief in America. The key to national greatness lies in sustaining and instilling our shared national identity. That means focusing on what we have in common: the heritage that we all share. At the center of this heritage is also a robust belief in free expression, free speech, and open debate. Only if we forget who we are, and how we got here, could we ever allow political censorship and blacklisting to take place in America. It’s not even thinkable. Shutting down free and open debate violates our core values and most enduring traditions. In America, we don’t insist on absolute conformity or enforce rigid orthodoxies and punitive speech codes. We just don’t do that. America is not a timid nation of tame souls who need to be sheltered and protected from those with whom we disagree. That’s not who we are. It will never be who we are. For nearly 250 years, in the face of every challenge, Americans have always summoned our unmatched courage, confidence, and fierce independence. These are the miraculous traits that once led millions of everyday citizens to set out across a wild continent and carve out a new life in the great West. It was the same profound love of our God-given freedom that willed our soldiers into battle and our astronauts into space. As I think back on the past four years, one image rises in my mind above all others. Whenever I traveled all along the motorcade route, there were thousands and
thousands of people. They came out with their families so that they could stand as we passed, and proudly wave our great American flag. It never failed to deeply move me. I knew that they did not just come out to show their support of me; they came out to show me their support and love for our country. This is a republic of proud citizens who are united by our common conviction that America is the greatest nation in all of history. We are, and must always be, a land of hope, of light, and of glory to all the world. This is the precious inheritance that we must safeguard at every single turn. For the past four years, I have worked to do just that. From a great hall of Muslim leaders in Riyadh to a great square of Polish people in Warsaw; from the floor of the Korean Assembly to the podium at the United Nations General Assembly; and from the Forbidden City in Beijing to the shadow of Mount Rushmore, I fought for you, I fought for your family, I fought for our country. Above all, I fought for America and all it stands for — and that is safe, strong, proud, and free. Now, as I prepare to hand power over to a new administration at noon on Wednesday, I want you to know that the movement we started is only just beginning. There’s never been anything like it. The belief that a nation must serve its citizens will not dwindle but instead only grow stronger by the day. As long as the American people hold in their hearts deep and devoted love of country, then there is nothing that this nation cannot achieve. Our communities will flourish. Our people will be prosperous. Our traditions will be cherished. Our faith will be strong. And our future will be brighter than ever before. ’ve been “Zooming” lately and enjoying the opportunity to see the faces of many friends. I don’t have a camera on my computer, but I posted a picture of daffodils in my garden, so my space would not be blank. Speaking of daffodils, did you plant bulbs this year? Remember that Lee Swam started a campaign several years ago to make Atascadero a “daffodil city” and we need to continue to decorate our city with those delightful flowers. Keep your eyes open for their blooms! I hope you are enjoying the cute commercial on TV for our Assistance League of San Luis Obispo County’s Operation School Bell program that provides new, appropriate school clothing for children in need in our county. We appreciate the participation of the members, parents, and the happy children in the commercial.

However, we know that we’ll have some more cold ones coming along, so here are some “soups on” recipes to weather the chill. The following recipes are from my 1951 New Fannie Farmer Boston Cooking-School Cook Book. Leek and Potato Soup Ingredients: • 1 bunch leeks, sliced very thin • 1 cup celery, sliced very thin • 1 quart milk • 2½ cups potatoes, cut fine • 5 tablespoons butter • 2 tablespoons flour • Salt and pepper to taste • Cayenne about 1/8 tsp optional Directions: Cook leeks and celery 10 minutes in 3 tablespoons butter, stirring constantly. Add milk and cook in double boiler 40 mins. Cook potatoes in boiling salted water 10 mins. Melt 2 tbsp butter,
add flour, milk with vegetables. Cook until potatoes are soft, and season with salt, pepper and Cayenne if using. Strain or not, as preferred. Serves 6-8. Note: This next recipe calls for peanut butter and I’ve not tried it. I’m just including it because I think it might be fun for kids to try. It will be a change from the usual PB and J sandwich! Peanut Butter Soup Ingredients: • 1 teaspoon minced onion • 1 tablespoon butter • 3 tablespoons peanut butter • 2 tablespoons flour • 3 c scalded milk or part chicken stock, canned or homemade • Salt and pepper to taste • Chopped salted peanuts for garnish Directions: Cook onion in butter and peanut butter 5 mins. Add flour, and stir until smooth. Add scalded milk or chicken stock slowly, cook 20 minutes in double boiler, and season to taste. Sprinkle with chopped, salted peanuts for garnish. Serves 6 Note: This next recipe for fish chowder is easy to make and delicious, especially if you use cream and if you let the chowder season

On the opposite end of the spectrum, we had one guy who could gather up consignments like crazy because he was well-liked and honest, but his video was atrocious. I recall one set of nice calves that were filmed standing in front of a manure stained tarp, knee-deep in mud. The mud on their bellies must have weighed a hundred pounds. Then there was this new fellow, Mr. Big Shot, who was evidently too lazy to pack his camera or do much work, period. Other people may not have noticed, but after a few sales, I started to realize that every set he repped were Holsteins and appeared to be the same cattle, yet they were supposedly consignments from different dairies that I never heard of. Each set of calves was described as “one-owner cattle,” meaning

Fish Chowder Ingredients: • 1 pound fillet of haddock • 2 cups cubed potatoes • 2 strips thick-cut bacon, diced • 1 small onion, diced • 2 c cream or whole milk scalded • Salt and pepper to taste Directions: Cook fish slowly in small amount of water until fish flakes when tried with a fork. Remove fish and separate into flakes. Cook the potatoes in the same water until tender but still firm. Meanwhile, cook the bacon until done but not crisp; lower the heat and add the onion and cook slowly, stirring often, until the onion is golden brown. Add the fish, bacon, onion and salt and pepper to the potatoes and fish water. Put the cream into the onion pan, heat, and add to the chowder. Reheat, but do not boil. Taste and add salt and pepper as needed. Serves 4. Enjoy the weekend. Stay safe. Cheers! I finally challenged the rep and he replied, “You know Lee, If you’ve seen one Holstein, you’ve seen ’em all.” He kept getting away with it until one buyer refused the cattle on delivery because they all had back tags indicating they’d been purchased at an auction market and were definitely not “one-owner cattle.” It turned out that Mr. Big Shot had been seeing how much he could get for the cattle at the video sale and then he went out and bought Holsteins that would show a profit. Little did we know that he owned every one. He tried it one too many though, because the market fell about 15 bucks, the buyer refused delivery and Mr. Big Shot owned a huge string of cattle about ten dollars a hundred too high. It broke him and we never saw him again. Do You Know About Charles Paddock? By CONNOR ALLEN
F
ew questions go unanswered in a small town such as Atascadero. Seemingly everyone knows a little bit about everyone’s business, and if they don’t, they can point you in the direction of somebody who does. However, over the years, it has become increasingly hard to find information about the founder of perhaps Atascadero’s most unique and unexpected feature, the Charles Paddock Zoo. There are no books in the Library about Mr. Paddock, whose friends referred to as “Chuck,” and a slew of Google searches using different keyword combinations returns only calendar reminders for upcoming zoo events and various articles on some of the newer animal attractions. In speaking with community members who knew and worked with Paddock, they fondly remember a man whose vision led to Atascadero having its very own Zoo and the history behind it. Paddock worked as a San Luis Obispo County park ranger and was responsible for the lake and park itself and the other parks in town, including the Sunken Gardens and the grass mall that ran below the high school grounds around the city administration building. As he oversaw the grounds of Atascadero, Paddock took up an affinity for collecting animals. In 1955, the County permitted him to move his enclosures from their old place to the spot they occupy today. By 1959, Paddock was watching over 125 animals with mostly birds and a few mammals. In 1962, the Zoo’s original version was formed as the “Children’s Zoo Friendship Society,” which held its grand opening in 1964. Over the years, especially while Paddock was in charge, the Zoo contained a wide variety of exotic animals acquired in various ways. Paddock would take in some animals that were sick and rehabilitate them. There are stories of him trading with the circus that ventured into town once a year, and he even once came to own a “retired” chimpanzee that used to appear on television. The most prestigious of his early animals were a pair of African Lions named Nathan and Valley Joey, according to a chapter on the Zoo in L.W. Allan’s book “Atascadero The vision of one — the work of many.” While the Zoo did contain exotic animals, it also had a section with farm animals and an exhibit for his very first animal, a possum named Cosmo Topper. There are many stories about Paddock, from giving lion cubs to families in town to watch over as well as tales of him walking the lions and other animals around the lake, that it becomes difficult
to tell fact from fiction. The 1960s were a much different time. By all accounts, Paddock was a quiet, tough, compassionate man that always helped where he could. As a park ranger, he was also a big part of the Boy Scouts and taught many in the City the fundamentals needed to be handy and self-sufficient. He believed in the power of hard, honest work and regularly employed boys in the City for manual labor needed around the parks. One former journalist, Brad Humphrey, is quoted in Allan’s book talking about working for Paddock, “At the time, I didn’t believe the job would build character, but it did. Many a young person’s characters was shaped by Charles Paddock.” Former Atascadero Mayor Tom O’Malley remembered compass hikes where Paddock would drop a troop of scouts off at the top of the SLO Grade and provide them with only a map and compass and wait for them at Cerro Alto. He also organized occasional boxing nights for boys to work through their problems with one another with supervision. He was, in a manner of speaking, old school. Paddock would have to get creative to feed his exotic animals. Atascadero’s version of “Joe Exotic” would pick up “roadkill” such as deer or acquire old, dead horses and grind them up to provide food for the lions. He even once borrowed a truck to load up many rejected frozen turkeys from a processing plant in Bakersfield. The County took formal ownership of the Zoo in 1967 and changed its name to “Atascadero Children’s Zoo.” It wasn’t until 1977 that the County recognized Paddock’s work and officially renamed it the Charles Paddock Zoo. Unfortunately, the founder’s story does not come with a happy ending. After decades of fighting to keep the Zoo open and alive, Paddock resigned amid dealing with the loss of his son, Michael, who had recently given his life fighting for his country in Vietnam. Michael was a corporal in the US Marine Corps and received a Purple Heart and two Bronze Stars of Valor for his service and sacrifice. Paddock took his own life not long after, in April 1980. The County relinquished ownership of the Zoo in 1979 when Atascadero voters approved incorporation, and it has been under the City’s control ever since. Since 1979 the Zoo has undergone a number of improvements and is now accredited by the American Society of Zoos and Aquariums. On July 4, 2015, the City of Atascadero celebrated the Zoo’s 60th Anniversary, debuting Paddock’s bronze statue out front with his first furry friend, Cosmo Topper, smiling on his shoulder.

So that it gets incorporated in this.” Dubost’s comment referred to rumors circling 4A funds and district assets being directed to former Superintendent Chris Williams brewery, California Coast Beer Company, which opened May 2019. There have also been allegations made that several administrative members invested in the brewery. However, there has been no substantial evidence of fraud yet. Dubost and Arend both called for people to “put up or shut up,” as in if you have substantial evidence to any of the rumors of misconduct, to please come forward. As for the start of the meeting, Chris Bausch introduced the new Spanish translator. “We are going to take a break from our normal protocol, and I’m going to ask our translator Sandra Yrigollen [to translate]. Thank you, Sandra,” said Bausch. Jennifer Gaviola was the first to speak during public comment and spoke as a Paso Robles resident. Gaviola’s comment is below: “I stand here in front of you today as a community member, a mom of two extraordinary Bearcats, a wife, a daughter of two Paso Robles residents, and a Bearcat Alumni. Six years ago, my husband and I brought our family back to this town and community because we believed in the people of Paso Robles. We cherished the teachers, administration, and classified staff, and we wanted a better education and life for our daughters. I stand here in front of you today to ask the school board of trustees for three things. I implore you to lead with kindness and acceptance to all community members. To truly listen to seek understanding and not for response and show love to all of our students and parents regardless of the language in which they speak. I humbly ask you to lead with integrity, not modeling duplicitous behaviors or the allowance of rumors and abusive conduct towards our staff, including but not limited to our female leaders in this district. It is said that a society is only as good as it treats its women and girls. Let us be a community that all people can be proud of. Let us stand up for our students and staff as they are the purpose and the heart of our work. And lastly, to request this board of trustees to be future-focused. We have never had such challenging times as we do now. Schools have not closed, we have not battled a pandemic, with a combination of a community full of division and hateful speech. Please be the change that Paso Robles needs and our kids deserve.” Another public caller commented in response to Arends’s comment on using English if you can during the last meeting on Jan. 12. “Unfortunately, my comment is once again for Chris Arend, the board president. Once again, you’ve shown your lack of tact when dealing with the public - Okay, you were downright rude as you responded to the callers who shared their concerns about the lack of transparency during board meetings in regards to providing translators for the limited English proficient public, especially parents of our students.” Arend did not respond to the comment. San Luis Obispo County Superintendent, Jim Brescia, issued an apology letter to the board of trustees after scolding officials for “disappointing” him after the Tuesday, Jan. 12 meeting. “To Superintendent Dubost, President Arend, and the Paso Robles Trustees. Thank you for your service to the community. I apologize if my comments to you after Tuesday’s board meeting were in any way offensive or unprofessional. Since the spring of 2014, I have consistently provided support and funds to assist your district in moving forward. Examples include direct subsidy of board member attendance at CSBA, subsidized staff, shared contracts, lowered contract rates, the donation of my professional time, and multiple other supports. It is unfortunate that my office was unable to assist you in your request for administrative support at this time. If you require support beyond what is mandated, my office will require any request in writing with a dually approved board action from your district prior to rendering any non-mandated services.” Recommendation 14 of the report reads, “The PRJUSD should consider the possibility of collaborating with the city of Paso Robles to use purchased equipment to upgrade current municipal swim facilities.” The board responded by saying sharing expenses with the city could be possible, but not in the way the report suggests. “We would like to explore shared expenses. If we can build the aquatic complex, we can share the expense with the city,” said Bausch. The next regularly scheduled school board meeting will be held on Tuesday, Jan. 26.

The State, which owns the Estrella Boys School on Airport Road, has offered to sell the 137-acre property. From the agenda report:
“The State has issued a Request for Written Offers (RWO) from a private party to purchase the property. Offers are due by Feb. 16, 2021.” Warren Frace, Paso Robles City Community Development Director, explained, “We understand from the state that there is a number of interested buyers for this site and that they’re extremely interested in moving quickly on converting it from a state facility into a private enterprise of some sort which would require a general plan and zoning changes as well as an environmental impact report before we could approve a new project out there.” To move quickly when the State chooses a bidder, the staff wants to make sure a contract planner is in place to manage the Environmental Impact Report (EIR). The staff has chosen to work with Oasis Associates as the contract planning staff. From the agenda: “Oasis’s proposal is for $45,000 to manage the land use entitlements, CEQA environmental document, subconsultant coordination, agency (Caltrans / CDFW / San Luis Obispo County
Airport Commission) coordination, Tribal consultations, and public outreach process.” The $45,000 will be reimbursed to the City by the property buyer. Council approved the Oasis Associates contract with a 5-0 vote. PG&E has proposed the route for new 70kv power lines along Union Rd, Highway 46 East, and Golden Hill Rd. Existing 70kv lines in the River Rd area will be upgraded with taller poles and additional power lines. Given a substantial amount of public and council disagreement over the power line route, a motion was made opposing it. The motion, which passed with a 5-0 vote, stated staff will submit a letter to PG&E opposing the proposed route as it is in “conflict with everything that our town is about and its beautiful setting” and follow the eastern route in combination with the Estrella route and to become a party to the proceedings. The next regularly scheduled city council meeting will be held on Feb. 2, at 6:30 p.m.

I also commend the schools who took the time to choose the Good Citizen representatives from their schools. It is not an easy task at the best of times, and I’m sure that it was made more difficult by the pandemic.” North County students in grade levels, fifth through eighth grade, were invited to participate in the American History Contest! This year’s essay topic was “The Boston Massacre.” The students were asked to write an essay imagining they were living in Boston at the time and were to describe their family’s discussion about the Boston Massacre and what role it played in organizing the colonists against the British King and Parliament. This year’s winners were: 5th Grade: Oliver Pierce of San Gabriel Elementary School 6th Grade: Pearl Ojeda of Templeton Hills Adventist School 7th Grade: Katherine Nicholson of Templeton Middle School 8th Grade: Kylie Lefler of Cappy Culver Middle School Both Nicholson and Lefler won first place in the District competition, which includes the area from Northern Ventura County and Monterey County. Their entries have been forward to the State level.

It is reported that Biden will also make an executive order to rejoin the
World Health Organization (WHO) from which President Trump withdrew the U.S. from in 2020; rejoin the 2016 Paris Climate Agreement; repeal the “so-called Muslim Ban” barring travel to the U.S. from several majority-Muslim countries; roll back several of Trump’s anti-environmental initiatives; shore up protections for undocumented immigrants known as “Dreamers”; and rescind the 1776 Commission. In a national report from last week, Biden unveiled a $1.9 trillion legislative package complete with $1,400 stimulus checks, a $100 increase to the weekly federal unemployment benefit, and billions

President Biden has also laid out a three-point plan of executive action for attacking the COVID19 pandemic in his first 100 days in office, including: • Executing a vaccine distribution plan to get 100 million doses into the arms of Americans; • Signing a federal mask mandate on his first day in office; and • Providing more funding to public schools so American schoolchildren can all get back to in-person classes by the end of his first 100 days.
