North County Farmers Markets Provide Local Fresh Produce Eating locally means supporting local families and your local economy

T
here was a time when everyone grew their own food. Everyone had a garden, a flock of chickens, dairy cows and goats, and maybe a few hogs. You only ate what you grew or raised yourself. Then came the grocery store. People became used to the convenience of running to the store to grab what they needed for dinner that night. Soon, many of us lost the art of garden and husbandry. But there are those out there who keep the tradition of growing their food alive. They grow for themselves, and they grow for you, the consumer. Throughout North County and the Central Coast, we are privileged to eat fresh and local food every day. Locally grown means the product was grown and harvested within 100 miles of your city. Local farmers provide various produce, fruits, olive oils, meat, honey, and almost anything you can think of. Bobbi Connor, owner of The Natural Alternative Nutrition Center in Paso Robles and Certified Clinical Nutritionist and Master Herbalist, always suggests
local honey for those struggling with allergies. Connor also suggests eating locally grown food because you know where it is coming from, and you know it is fresh because it hasn’t been shipped from all over. One of the best places to purchase from local farmers is by shopping at farmers’ markets. There are four farmers’ markets each week in North County. The North County Farmers’ Market Association (NCFMA) brings the community four local markets every week, year-round, even throughout the pandemic since 1985. “I believe that one of the best places to support locals is your little farmers’ markets in each little town,” says Robyn Gable, manager of the North County Farmers Market Association, “You can get fresh produce, it lasts longer, and it’s fresher. The people, a lot of times, pick it fresh that morning to sell.” Most importantly, eating locally means supporting local families and your local economy. “You’re also going to be supporting so many families. Not only the farmer’s families but sometimes they hire people to sell for them, so at this market today, you’re

Atascadero City Manager Rachelle Rickard reported in her City Manager report at Tuesday nights City Council Meeting that there has been a lot of discussions on social media regarding the Atascadero Creek. Residents have reported that the creek under the El Camino bridge behind Century 21 was an “ecological disaster in the heart of the city.”The creek runs behind Malibu Brew, the Historical Society, City Hall, and the middle school and reported to be full of trash, according to one community member, with items such as bags of trash, tents, shopping carts, and various other items. tage and use local ingredients for specials on their menu. The majority of the food vendors at farmers’ markets use produce from the market as well. Paso Robles School Board Addresses Key Items on 7-11 Committee Report

SAN LUIS OBISPO — The SLO County Board of Supervisors met today, Jan. 26, starting at 9 a.m. and continued throughout the day discussing the many items facing the county. The board approved Maryanne Zarycka as the District 1 representative to the Commission on Aging, John DeCou as District 5 representative to the First and Games Fines Committee, Ann Cochrane as the District 1 representative to the Parks and Recreation Commission, Paavo Ogren to the Water Resource Advisory Committee as the District 3 representative, Tom Ikeda as the District 3 representative to the Agricultural Liaison Advisory Committee, Craig Pritchard to the Agricultural Liaison Advisory Committee as the District 1 representative, Erica Baltodano to the Civil Service Commission as the District 3 representative. The board heard from Karen Lange and Paul Yoder of the Shaw Yoder Antwih Schmelzer and Lange regarding the state legislative platform and the potential changes regarding renters and small landlords. The moratorium on evictions that was due to end Jan. 31 is looking to be extended to June. With the additional funds, the state received this year, specifically because of AirBNB and Door Dash going public, there is available funding to be allocated for renters and landlords. In effect, landlords who are willing to extend rent forgiveness looking backward will be eligible to receive aid from the federal government for up to 70 percent of the rent owed, in exchange for an agreement to continue to forgive 30 percent of the rent going forward. The two most significant topics on the agenda were the potential lawsuit against Governor Gavin Newsom to remove San Luis Obispo County from the Southern California Region and the direction on land use policy development for the Paso Robles groundwater basin.

PASO ROBLES — Earth Shine is a non-profit organization that meets every second Saturday of each month in a community on the Central Coast and every third Saturday at the River Walk in Paso Robles. Their events generally happen between 9 a.m. and 12 p.m. Earth Shine is a volunteer group that hopes to inspire others to help keep their local community clean and looking beautiful by picking up litter on streets, beaches, trails, and riverbeds. On Saturday, Jan. 9, the Earth Shine volunteer team was in San Miguel and cleaned up several truckloads of trash that even included furniture, and then headed out to do it all again on Jan. 16, where they cleaned up Salinas River Walk. During the pandemic, the volunteers started noticing new items along with their trash pick up,

Paso Robles Incentive Program to Support Local Business is Underway STAFF REPORT PASO ROBLES — The City of Paso Robles’ “Keep It Local” gift card program is now in full swing! Over 50 local businesses are participating in the campaign, offering 20 percent discounts on full-value gift cards and certificates for a wide range of goods and services. “We were very pleased with the rapid response from local businesses to participate in this program, and sales of the discounted gift cards have already started to roll in,” said Paul Sloan, Economic Development Manager for the City of Paso. The Paso Robles “Keep it Local” Gift Card Program is designed to generate sales revenue for local businesses and save residents money on local goods and services. The program funds incentives for locals to buy full-value gift cards or certificates from Paso Robles businesses at a 20% discount, and the City will fund the difference up to
$1,000 per business, equating to $5,000 in sales revenue per business. The discounted gift card program will continue until the allocated funds are disbursed, so Paso residents looking to take advantage of these special deals are strongly encouraged to act quickly while the offers are still available. PASO ROBLES — A series of winter storms is heading toward San Luis Obispo County, and Paso Robles is expected to receive up to 9-12 inches of rain this week if the storm stays on its current course. The heaviest rainfall is currently projected to start Tuesday night and continue through Wednesday and Thursday, with showers possible off and on through next week. Paso Robles is preparing now to address potential impacts, including flooding, potential mudslides, and the need for road closures. Due to mudslides in past storms, River Road from Navajo to 13th will be closed from 3:30 p.m. on Tuesday afternoon through Thursday for safety. Residents in that area should plan alternate routes to their destinations. Public Works staff will be working around the clock during the storms to monitor potential mudslides and flooding and to ensure resident safety. Hazardous flooding can be reported to the Police Department non-emergency line at (805)2376464.
Driving in Flood Conditions
The following are important points to remember when driving in flood conditions: • Six inches of water will reach the bottom of most passenger cars, causing loss of control and possible stalling. • A foot of water will float many vehicles. • Two feet of rushing water can carry away most vehicles, including sport utility vehicles (SUV’s) and pick-ups. To diminish flooding downtown, parklets with dining platforms will be partially removed and/or modified during the storm to allow for drainage. City staff will be working on portions of the platforms today or tomorrow and sections will be replaced after any threat of flooding has passed. Paso Robles Police and Emergency Services personnel will be making proactive contact with individuals in the riverbed starting today to make sure they have moved to safety well in advance of the storm. ECHO is currently providing up to 25 rooms per night at its Motel 6 location. The need for volunteer chaperones is a limiting factor, particularly during the pandemic. This week, those seeking emergency shelter must check in with ECHO staff at the Riverside meal site, across the street from the Paso Robles Events Center, starting at 4:30 p.m. each afternoon. End of an Era for Morro Bay Theater Owner After 25 Years The Coming Attraction? ‘For Sale’ By NEIL FARRELL MORRO BAY — It’s a marquee message you’ve probably never seen on a movie theater; instead of the name of the latest blockbuster, the Bay Theater in Morro Bay’s marquee reads, “For Sale.” Mary Lou Jannopoulos has owned the Bay Theater for the past 25 years. Her late-husband Jim originally bought the Bay in 1973 from Ruth and Ted Morris. The Army Corps of Engineers built the beautiful theater with its majestic gigantic wooden beams and trusses in 1942, when Morro Bay was an amphibious training base for World War II. G.I’s were among the Bay’s first customers. The Bay Theater is the last single-screen, storefront theater, still exclusively showing movies in San Luis Obispo County and the only movie screen on the North Coast. (Yes,
the Fremont in SLO is still open but is now mainly used for live music shows.) Jannopoulos is just heart-broken over the decision to sell and said she held out as long as she could during the pandemic closures that started last March and brought her business to a screeching halt. She has been running the Bay since 1995, with her two daughters-in-law, Heather and Denise, helping manage the Bay. Actually, Mrs. Jannopoulos said they mainly run it, as she was down to working just a couple of days a week before they had to close. The pandemic response shut down the business, but the bills didn’t stop; with utilities, business license fees, health department fees, and more, she had to dig deep into her personal savings to stay afloat. But even though the State is starting to ease off the lockdown brakes, the movie business has changed dramatically in the past several years. Mrs. Jannopoulos explained that just ten years ago, the studios took 35 percent of the gate but now their cut is 65 percent.
They also require theaters to run their films for a minimum of 4 weeks, which in a place like Morro Bay is undoable except with the biggest movie hits. And perhaps the most troubling change has been studios that are now releasing movies to streaming services simultaneously with theaters, perhaps reflecting this younger generation’s obsession with their phones. So with the pandemic, the film industry changes, and increased employee costs have the Jannopoulos Family ready to move on. She’s listing the theater at $1.5 million, which in a town like Morro Bay where a 3-bedroom house can top $1 million, seems like a real bargain. “That’s why there is so much activity [with potential buyers],” she said. “Because I’m practically giving it away.” The Bay Theater should sell quickly, not just because of the low price, but because it is truly in great shape, “turn-key,” as all three Jannopoulos girls said. “I hope it’s kept as an entertainment

source,” said Mrs. Jannopoulos. She knows how much the little theater has meant to the community. It’s been a good life for the family and given countless local teenagers their first real jobs. “As a family running it,” Mrs. Jannopoulos laughed, “we didn’t get rich, I can tell ya.” She said the theater was very profitable up to 2020, and over the years, they’ve put much of the money back into the business

Coats for Kids of SLO County Call for Donations STAFF REPORT SAN LUIS OBISPO COUNTY — Coats for Kids of San Luis Obispo County is having a limited-time winter coast drive from Jan. 25 and Jan. 31, 2021. Due to pandemic restrictions, Coats for Kids held a limited coat drive in 2020, and the need is still great. For one week, Coats for Kids donation boxes will be at five North County businesses. The boxes will be brought outside the front door during business hours and brought in at night to allow for social distancing. Donations of new or gently used coats, sweaters, and sweatshirts will be accepted in all sizes, but the need for kid’s clothes is greatest. Clothes will go to qualified

Father-Daughter Sweetheart Dance Postponed to 2022 STAFF REPORT ATASCADERO — The City of Atascadero usually starts gearing up for their annual Father-Daughter Sweetheart Dance this time of year. The dance is a very special event for many little girls in the community, when their fathers, grandfathers, or anyone with a wonderful young lady in their life is invited to spend a themed, semi-formal evening of fun together. The evening includes dancing to great music, tasty snacks, terrific door prizes, and more! Unfortunately, due to the COVID-19 Regional Stay-at-Home order in place at this time, the 17th Annual Father-Daughter Sweetheart Dance has been postponed until 2022. California State Parks Seeking Public Comment STAFF REPORT SACRAMENTO — California State Parks seeks public feedback on draft guidelines for $19 million in outdoor program grants to create new or expand access to outdoor programs in underserved communities. Input from the public will help State Parks establish a new grant program the Outdoor Equity Grant Program - in support of providing equitable access to all Californians. “Investing in outdoor programs that give underserved communities access to nature is critical for the health, inspiration, and education of Californians,” said California State Parks Director Armando Quintero. “State Parks looks forward to working with grant applicants to create new educational and recreational activities that strengthen a connection to cultural history and the natural world.” This competitive grant program, made possible through Assembly Bill 209 (Limón), will increase the ability of residents in underserved communities –with an emphasis on students eligible for free or reduced-price meals, foster youth, and students of limited English proficiency – to participate in outdoor experiences at state parks and other public lands. The program’s focus is on funding transportation, logistics, program operations, and capacity costs associated with reaching historically underserved urban and rural communities throughout California. STAFF REPORT ATASCADERO — The City of Atascadero’s Recreation Division is now accepting band applications for the upcoming 2021 “Saturday in the Park” Summer Concert Series. The Summer Concert Series is currently planned for the following Saturdays: Jun. 12, Jun. 19, Jul. 10, Jul. 24, Jul. 31, Aug. 7, Aug. 28, Sept. 4, and Sept. 18. High-winds, Heavy Rain and Flash Flood Warnings Hit SLO County STAFF REPORT SAN LUIS OBISPO COUNTY — At around 4:30 a.m. Wednesday morning, most North County PG&E customers were without power for some time as high winds whip through the area and steady rain continues to fall. As of 5 a.m., reports of wind speeds were just near 60 mph in San Luis Obispo County. These winds could peak closer to 70 mph throughout the day and into Thursday as well. As of Wednesday, Atascadero and Paso Robles measured 3.2” of rain. Reports of California Highway Patrol (CHP) responding to an accident northbound Highway 101 in the Santa Margarita area and a tree was down at Walnut Avenue and Poplar Street in Atascadero. Flooding was reported at Highway 58 and Parkhill Road in Santa Margarita. WEATHER ALERTS A high-wind warning remains in effect until 10 a.m. on Thursday, Jan. 28. South winds 25 to 40 mph with gusts to 65 mph expected. Strongest in the hills and peaks. Damaging winds are expected to blow down large objects such as trees and power lines. Power outages are expected. Travel
will be difficult, especially for high profile vehicles. This includes Highways 1 and 101. National Weather Service Advisory warns that people should avoid being outside in forested areas and around trees and branches. If possible, remain in the lower levels of your home during the windstorm, and avoid windows. Use caution if you must drive. South winds expected 30 to 40 kt with gusts to 50 kt, and combined seas of 14 to 18 feet are expected when conditions are worst. Very strong winds will create exceptionally dangerous sea conditions, which could capsize or damage vessels of all sizes. Flash Flood Watch for San Luis Obispo County Central Coast and nearby foothills. From Tuesday night through Thursday evening. Heavy rainfall rates near 2 inches in 3 hours can result in dangerous flash flooding to roads and creeks. This watch includes but is not limited to the Avila Burn scar. Significant mud and debris flows are possible and could affect vulnerable roads and structures, including highway 101. Flash flooding and debris flows will be a particular threat in and below the recently burned areas. A flash flood watch means

Persons in watch areas should remain alert and follow the directions of emergency preparedness officials. Avoid hiking and camping in canyons and near creeks over the next few days. SAN LUIS OBISPO — With four more Big Sky Conference football teams opting not to play this spring, the conference released a new 2020-21 spring schedule Monday featuring six games for each of the eight remaining schools. Montana State, Portland State, and Northern Colorado joined Sacramento State on the sidelines for the upcoming spring season, which will still open on Feb. 27. Cal Poly had been scheduled to play at Montana and Portland State this spring. Each of the eight teams also will now play one of its rival schools twice in a home-and-home setup. By CONNOR ALLEN ATASCADERO — The El Camino Homeless Organization has announced that they have opened an emergency winter shelter that will be available immediately. Since mid-November, there has been a warming shelter, but the opening of the winter shelter allows ECHO to serve more consistently to those in need. “For the past few years, it [the warming shelter] was in different churches each winter and would rotate depending on what year you are looking at,” Wendy Lewis, ECHO CEO, told the Atascadero News. “In a warming center, though, it is weather-based. During the winter months, if the temperature drops below 40 degrees or there is a 50 percent of chance or more of rain, it would open. As our organization looked at that, we saw some different models throughout the country that had emerged with winter shelters as
opposed to warming. For one, it is more consistent for the people we are serving to know that it is open and even when it’s 42 degrees, trying to sleep outside is still quite challenging.” Those wishing to stay in the homeless shelter will need to first report to ECHO between 4:30 p.m. and 5:30 p.m. as part of their intake period. During this time, they will be served a hot meal and put on a list for one of the 20 beds available on a first-comefirst-serve basis. The winter shelter will be open from 7 p.m. till 7 a.m. at the Community Church of Atascadero at 5850 Rosario Avenue. ECHO has announced that the shelter will be available until Mar. 31. ECHO is still very much in need of volunteers and monetary donations as they are now operating the new shelter in Paso Robles as well as ECHO and the winter shelter. Charles Paddock Zoo To Re-Open Friday, Jan. 29 STAFF REPORT ATASCADERO — The City of Atascadero announced that now the county is back to the Purple Tier of COVID-related restrictions, the staff of the Charles Paddock Zoo are excited to be able to reopen to the public, live and in-person, starting Friday, Jan. 29 at 10 a.m. The Zoo will return to its
regular operating hours of 10 a.m. to 4 p.m. daily. In mid-December, the Zoo had to close the facility to the public due to the Regional Stay-At-Home order but continued to educate and entertain visitors virtually via educational videos and virtual programs, including field trips, Zoo guests, and Zoo parties. These programs will remain available for those
who are more comfortable visiting the Zoo virtually. For those who would like to visit in person, Zoo guests are asked to remember that face coverings are required, and plenty of safe social distancing will be easily available since the Zoo is outdoors. The Charles Paddock Zoo is the only Zoo on the Central Coast and is home to hundreds of species from all over the
world, including red pandas, monkeys, meerkats, parrots, a Malayan Tiger, a variety of reptiles, and much more. Land Conservancy of San Luis Obispo County Purchases Historic Santa Rita Ranch STAFF REPORT SAN LUIS OBISPO COUNTY — In the heart of the southern Santa Lucia Range, the Santa Rita Ranch sits at the top of Highway 46 West between the Pacific Ocean and Templeton. On Dec. 29, 2020, this 1,715-acre property was purchased and permanently protected by The Land Conservancy of San Luis Obispo County (LCSLO), a non-profit land trust. This conservation effort began in 2018 when LCSLO partnered with The Conservation Fund, a national environmental non-profit, to help protect this incredible ranch. As the property was being actively marketed and LCSLO needed time to raise money for the purchase, they asked The Conservation Fund to step in. The Fund was able to negotiate and acquire the ranch in May 2020 and then held the property for the remainder of the year. Faced with a December deadline to buy the ranch, LCSLO’s staff and board worked quietly and diligently to secure almost three-quarters of the $8 million purchase price. This funding included a $3.94 million grant from the California Wildlife Conservation Board’s Streamflow Enhancement Program. The organization borrowed from internal reserves to complete the purchase and conserve the Santa Rita Ranch forever. LCSLO continues to seek donations to fully fund this remarkable conservation project. The Santa Rita Ranch features towering valley oaks, dense bay laurel forests, and a remarkable freshwater lake. In addition to the ranch’s lush hardwood forests, serpentine outcrops dot the property’s grasslands and support a variety of rare and endemic flow-
ering plants and succulents. Santa Rita Creek – the ranch’s namesake – forms its headwaters here on its way to the Salinas River. The property is now permanently protected through LCSLO’s ownership. The organization will maintain the property as a wildlife preserve, sustainable working cattle ranch, and future nature education center. LCSLO will continue to lease the land to a rancher who grew up on the property and has run cattle there for many years. This partnership is in alignment with LCSLO’s mission to support local agriculture and will ensure the ranch remains sustainably grazed. “The Santa Rita Ranch is a beautiful place full of wildlife, stunning vistas, abundant water, and charismatic oak trees,” says Kaila Dettman, Executive Director of LCSLO. “Ferns grow on the slopes among the bay laurel and madrone, and cattle happily graze its fields. The moment we set foot on this land we knew it was special, and we are so excited to share the news that we have protected it forever. I am forever grateful to all our supporters who made this possible.” LCSLO has permanently protected nearly 4,000 acres in SLO County in the last seven months. This includes purchase of the Santa Rita Ranch as part of a larger 6,000-acre conservation effort along Highway 46 West. Public Health Officials Lift Regional Stay at Home Order for All Regions STAFF REPORT SACRAMENTO — On Monday, Jan. 25, officials with the California Department of Public Health (CDPH) ended the Regional Stay at Home Order, lifting the order for all regions statewide, including the three regions that had still been under the order – San Joaquin Valley, Bay Area, and Southern California. According to the press release, health officials state that the fourweek ICU capacity projections for these three regions are above 15 percent, the threshold that allows regions to exit the order. The Sacramento Region exited the order on Jan. 12, and the Northern California region never entered the order. This action allows all counties statewide to return to the rules and framework of the Blueprint for a Safer Economy and color-coded tiers that indicate which activities and businesses are open based on local case rates and test positivity. The majority of the counties are in the strictest or purple tier. Tier updates are provided weekly on Tuesdays. Individual counties could choose to impose stricter rules.
“Californians heard the urgent message to stay home as much as possible and accepted that challenge to slow the surge and save lives,” said Dr. Tomás Aragón, CDPH director and state public health officer. “Together, we changed our activities, knowing our short-term sacrifices would lead to longer-term gains. COVID-19 is still here and still deadly, so our work is not over, but it’s important to recognize our collective actions saved lives, and we are turning a critical corner.” Health officials caution Californians to continue to wear masks when they leave their homes, maintain physical distance of at least 6 feet, wash their hands frequently, avoid gatherings, and mixing with other households. State officials reported that in collaboration with local health departments and health care facilities statewide, they took a long list of actions to support California’s hospitals and slow the surge in cases and hospitalizations. The Regional Stay at Home Order urged Californians to stay home except for essential activities, which helped lower disease trans-
mission levels and reduce burden on the hospital system. California deployed more than 4,100 medical professionals to facilities across the state to ease the burden on front-line health care workers. The state provided assistance within hospitals in the form of personal protective equipment, ventilators and help with oxygen supply. California also helped hospitals expand their capacity by opening 16 alternate care sites, lower-acuity facilities where COVID-19 patients get a bridge from hospital to home as they are recovering. Public health leaders implemented a statewide order to make it easier to transfer patients from over-crowded hospitals to those with more space and staff. The administration of vaccines to health care workers has meant that fewer health care workers are falling ill to the virus, which helps keep staffing levels more stable. “California is slowly starting to emerge from the most dangerous surge of this pandemic yet, which is the light at the end of the tunnel

we’ve been hoping for,” said California Health and Human Services Secretary Dr. Mark Ghaly. “Seven weeks ago, our hospitals and frontline medical workers were stretched to their limits, but Californians heard the urgent message to stay home when possible and our surge after the December holidays did not overwhelm the health care system to the degree we had feared.” Nearly all the counties exiting the Regional Stay at Home Order today are in the Purple or widespread (most restrictive) tier. ment, San Luis Obispo County Health sent out a press release stating that services and activities under the Purple Tier part of the State’s Blueprint for a Safer Economy, such as outdoor dining and personal services, may resume immediately in San Luis Obispo County. “We welcome this news in SLO County, as our ICU bed capacity is well above the rest of the region, but many restrictions are still in place because COVID-19 is widespread here,” said Dr. Penny Borenstein, the County Public Health Officer. “We thank the community for continuing to wear masks, stay at least six feet apart, get tested, and refrain from social gatherings outside of your social bubble to help us stop the surge and hopefully allow us to move into the Red Tier.”

‘Operation Lost Angels’ Rescues 33 Missing Children STAFF REPORT LOS ANGELES — On Friday, Jan. 22, on behalf of more than two dozen partner agencies, Assistant Director in Charge Kristi K. Johnson, of the FBI’s Los Angeles Field Office, announced the results of ” Operation Lost Angels,” an initiative which began on Jan. 11 and recently culminated in the recovery of 33 children. Throughout January, the FBI worked with the Los Angeles Police Department, the Los Angeles County Sheriff ’s Department, and more than two dozen law enforcement agencies, including the San Luis Obispo County Anti-Human Trafficking Task Force and non-governmental partners, to identify, locate, and recover missing children, particularly those who have been or were suspected of being sexually exploited and/or trafficked. Of the 33 children recovered, eight were being sexually exploited at the time of recovery. Two were recovered multiple times during the operation while on the “track,” a common term used to describe a known location for commercial sex trafficking. It is not uncommon for victims who are rescued to return to commercial sex trafficking either voluntarily or by force, fraud, or coercion. This harmful cycle high-
lights the challenges victims face and those faced by law enforcement when attempting to keep victims from returning to an abusive situation. Victims may not self-identify as being trafficked or may not even realize they’re being trafficked. Several other victims located had been sexually exploited in the past and were considered vulnerable missing children prior to their recovery. Additionally, the operation resulted in the arrest on state charges of one suspected human trafficker and the opening of multiple investigations. Some of the minor victims were arrested for probation violations, robbery, or other misdemeanors. One child was a victim of a noncustodial parental kidnapping. The FBI caseload for both sex and labor trafficking-related crimes has increased significantly in the past several years. As of November 2020, there were more than 1,800 pending trafficking investigations, including those involving minors exploited through commercial sex trafficking. Today, the FBI leads 86 Child Exploitation and Human Trafficking Task Forces around the nation and participates in Anti-Trafficking Coordination (ATC) Teams in 12 offices, including in Los Angeles. The ATC Teams are intended to streamline coordination on the
front lines of federal human trafficking investigations and prosecutions. In the fiscal year 2020, the FBI initiated 664 human trafficking investigations nationwide, resulting in the arrests of 473 traffickers. The FBI also collects and posts human trafficking statistics through its annual crime report. The most recent report can be found at ucr.fbi. gov/crime-in-theu.s/2019/crimein-the-u.s.-2019/additionaldatacollections/human-trafficking. “The FBI considers human trafficking modern-day slavery, and the minors engaged in commercial sex trafficking are considered victims,” said Assistant Director Johnson. “While this operation surged resources over a limited period of time with great success, the FBI and our partners investigate child sex trafficking every day of the year and around the clock.” Multiple teams were assembled for this operation, comprised of local, state, and federal law enforcement agencies, as well as the National Center for Missing and Exploited Children, the California Department of Child & Family Services non-governmental victim advocacy organizations. “Human trafficking is a pervasive and insidious crime that threatens the safety of our young people, who are the future of our commu-
nities,” said Michel Moore, chief of the Los Angeles Police Department. “We can only begin to take back the future of our youth with the strong partnerships forged between outstanding service providers and law enforcement.” In addition to recovering child victims who are missing or engaged in commercial sex trafficking or who are otherwise being exploited, the FBI and our partners provide much-needed resources to victims to ensure that their short- and longterm needs are met. Resources may include immediate medical requirements, legal services; housing; employment; education; job training, and childcare, among others. Los Angeles County Sheriff Alex Villanueva said, “Collaboration with our law enforcement partners is key to ending the vicious cycle of modern-day slavery. I’m committed to doing everything we can to stop human trafficking.” During the operation, intelligence gathered will be shared with the appropriate partners, and new cases have been initiated. UNITED STATES — According to a report published by the Centers for Disease Control and Prevention (CDC) in late December, over 81,000 drug overdose deaths occurred in the United States in the 12 months ending in May 2020, which is the highest number of overdose deaths ever recorded in a 12-month period, according to recent provisional data. While overdose deaths were already increasing in the months preceding the 2019 novel coronavirus disease (COVID-19) pandemic, the latest numbers suggest an acceleration of overdose deaths during the pandemic. “The disruption to daily life due to the COVID-19 pandemic has hit those with substance use disorder hard,” said CDC Director Robert Redfield, MD. “As we continue the fight to end this pandemic, it’s important to not lose sight of different groups being affected in other ways. We need to take care of people suffering from unintended consequences.” The CDC reports that synthetic opioids (primarily illicitly manufactured fentanyl) appear to be the primary driver of the increases in overdose deaths, increasing 38.4 percent from the 12-month period leading up to June 2019 compared with the 12-month period leading up to May 2020. During this time period: • 37 of the 38 US jurisdictions with available synthetic opioid data
reported increases in synthetic opioid-involved overdose deaths. • 18 of these jurisdictions reported increases greater than 50 percent. • 10 western states reported over a 98 percent increase in synthetic opioid-involved deaths. The report shows that overdose deaths involving cocaine also increased by 26.5 percent. Based upon earlier research, these deaths are likely linked to co-use or contamination of cocaine with illicitly manufactured fentanyl or heroin. Overdose deaths involving psychostimulants, such as methamphetamine, increased by 34.8 percent. The number of deaths involving psychostimulants now exceeds the number of cocaine-involved deaths. “The increase in overdose deaths is concerning,” said Deb Houry, MD, MPH, director of CDC’s National Center for Injury Prevention and Control. “CDC’s Injury Center continues to help and support communities responding to the evolving overdose crisis. Our priority is to do everything we can to equip people on the ground to save lives in their communities.” CDC Recommendations The CDC recognizes that the increase in overdose deaths highlight the need for essential services to remain accessible for people most at risk of overdose and the need to expand prevention and response activities. CDC issued a health advisory to medical and public health professionals, first responders, harm reduction organizations, and other
community partners recommending the following actions as appropriate based on local needs and characteristics: • Expand distribution and use of naloxone and overdose prevention education. • Expand awareness about and access to and availability of treatment for substance use disorders. • Intervene early with individuals at highest risk for overdose. • Improve detection of overdose outbreaks to facilitate more effective response. What the CDC is Doing The CDC has current measures at the national, state, and local levels to address that the COVID-19 pandemic may have unintended consequences for substance use and overdose. Still, the CDC is working with states, territories, tribes, cities, and counties across the country to continue drug overdose surveillance and prevention efforts. This includes assessing overdose data to understand trends, as well as working with funded jurisdictions to provide flexibilities where needed and technical assistance to identify strategies to inform public health action during the COVID-19 pandemic. The CDC began a multiyear Overdose Data to Action cooperative agreement in September 2019 and funds health departments in 47 states; Washington, DC; two territories; and 16 cities and counties for drug overdose surveillance and prevention efforts. SLO County Vaccine Clinics Close Due to Upcoming Stormy Weather STAFF REPORT SAN LUIS OBISPO — The County of SLO Public Health Dept will temporarily close the COVID-19 vaccine clinic in SLO on Wednesday, Jan. 27, due to the upcoming storm, expected to bring up to 65 mph winds and several inches of rainfall. All other vaccine clinics will remain open with modifications for storm safety and general comfort. Everyone who has an appointment at the SLO clinic on Wednesday will still have an appointment, but those appointments will be moved to Monday, Feb. 1, and all will be notified of the change via email, text message, or phone call. In addition, the County announced that starting Feb. 1, the COVID-19 vaccine clinic at Sierra Way will move to Cuesta College as part of the County’s plan to expand its vaccination efforts. Other existing appointments booked for the remainder of this week ( Jan. 26; Jan. 28; and Jan. 29) for the Sierra Way location in SLO are not affected by these changes. “Our first priority is the
safety and health of our community members,” said Dr. Penny Borenstein, Co Public Health Officer. “The expected storm is going to be a big one, so we are making changes to the vaccine clinics to ensure everyone’s safety. The Cuesta College site offers significantly more space for staff and recipients, taking us one step closer toward our goal of vaccinating 3,000 people a day.” The Paso Robles and Arroyo Grande clinics will remain open, as observation areas can be safely moved inside to accommodate social distancing. However, due to limited space at the SLO clinic, the observation area cannot be moved. Moving the SLO clinic to Cuesta College promises increased parking capacity and improved accessibility for residents with mobility concerns. Ride services are available for eligible residents with appointments who need door-to-door transportation to a vaccination site. olland “RJ” was born in Salinas, CA, to John W. and Wilhelmina Brown. He graduated from Palma High School in 1956 and attended Hartnell College. He began his lifelong career with Caltrans and married his high school sweetheart Linda M.
Brown in 1957. Shortly after starting his career with Caltrans, he received a transfer and moved his family to Atascadero, CA. He had many hobbies, including riding horses, woodworking, boating, and off-road racing, which he enjoyed with his grandsons. He is survived by his wife Linda M. Brown of 63 yrs and his children Catherine Mott, Mike Brown, and Nancy Normile. Grandchildren Nolan Mott, Nicole Jackson, Michalann Mott, Kailee Mullen, Emilee Brown, Jacob Brown, Shelbi Keller, Chad Normile, and Troy Normile and seven Great Grandchildren.

ladys Ellen Bartels passed away peacefully at her home surrounded by family December 10, 2020. She had just celebrated her 93rd birthday. Gladys was born November 16, 1927 in Paso Robles, CA.
She moved to Nevada in the mid-1940’s when she met the love of her life William “Bill” Bartels. They were married March 14, 1947 and celebrated 69 years of marriage when her beloved husband passed before her. They moved their family from Gardnerville to the ranch in Yerington in the summer of 1972. Aunt Gladys, Mom, Grandma was devoted to her family and raised many children, family or not. When she wasn’t taking care of others, she enjoyed reading, doing puzzles, crocheting and baking her family-famous apple pies. She was preceded in death by her husband William “Bill”
Bartels and her daughter Jean Bartels. She is survived by her daughter Bille Bartels and 3 sons William “Rodney” Bartels, Rick Bartels and Jon “Randy” Bartels; 14 grandchildren, 17 great-grandchildren and one great-great grandchild. No services will be held at this time. A private family celebration of life will be at a later date. Paso Robles PD Investigating Body Found in Riverbed By CAMILLE DEVAUL PASO ROBLES — Paso Robles Police Department is currently investigating the discovery of a body in the Salinas Riverbed. Roughly at around 2 p.m. , Tuesday, Jan. 26, Paso Robles Police and Paso Robles Emergency Services were notified of a deceased body in the Salinas River bed just behind JCPenny. According to reports, officers located the deceased person who had been burned. It appears the person had been living in the riverbed area.
Report of Shots Fired in Ocean STAFF REPORT OCEANO- On Jan 21, at approximately 7:30 a.m., San Luis County Sheriff ’s deputies responded to a report of shots fired in the 2400 block of Ocean Street in Oceano. According to reports, when deputies arrived on the scene, they located a vehicle matching the description of the suspect vehicle leaving the area. The driver failed to yield and led deputies on a short pursuit, which lasted approximately six minutes and reached speeds in excess of 100 miles per hour. The pursuit ended in Santa Maria, where the suspect ’s vehicle collided with another
vehicle at North Broadway and West Harding Avenue. The suspect, identified as 31-yearold Michael Lockett of Grover Beach, was taken into custody. Reports state that no one was injured in the vehicle collision. Deputies located a gun in the vehicle, which turned out to be a pellet gun. Lockett was charged with various felony and misdemeanor charges, including felony evading arrest and a narcotics DUI. No booking photo is available at this time since the suspect needed to be medically cleared and processed into County Jail.
In both cases, neither female was hurt. On Jan. 23, Sheriff ’s Detectives, along with assistance from the public, were able to identify and locate the burglary suspect. The suspect was identified as 25-year-old Kammeron Anderson of Nipomo. Detectives with the Sheriff ’s Special Operations Unit located Anderson at a relative’s home in Nipomo. Anderson was arrested for the residential burglary with additional charges pending and was booked into County Jail. No additional suspects are outstanding in this case. Prowler Incident Reported in Nipomo NIPOMO — On Jan. 22 at approximately 3:30 a.m., San Luis Obispo Sheriff Deputies responded to a call for service in the 200 block of North Burton Street in Nipomo. It was reported that a male suspect had forced his way into a residence and grabbed a female victim. The suspect left prior to law enforcement’s arrival. A short time later, at approximately 5:45 a.m. Deputies responded to a burglary in progress in the 100 block of E. Tefft Street in Nipomo. It was reported that a male suspect was inside of a residence and had grabbed a female victim. The suspect left prior to law enforcement’s arrival.

PRPD Commander Caleb Davis told Paso Robles Press that investigators worked late into the night to collect all information from the riverbed before Wednesday’s rain. Now they are working to process all the information gathered from the night before. At this time, PRPD is unaware of how long the body had been there. The body was found by someone walking in the riverbed who came across the scene. The deceased person has been identified as a male. The incident is still under investigation. Nutty Broccoli Spread
Ingredients: • (10 oz) frozen chopped broccoli • 4 oz cream cheese • ¼ cup grated Parmesan cheese • 1 tsp dried basil • ¼ cup walnuts • 1 loaf frozen garlic bread Directions: Cook broccoli according to package directions; drain well. Preheat oven to 400 degrees. Place broccoli, cream cheese, Parmesan cheese, and basil in a food processor or blender; process until

They thanked me for watching their place, and there had been no mention at all of the dead hen. “Really, it was no trouble at all,” I lied. “Any time you want to take off, I’d be glad to look after things.” “We have taken our last vacation,” replied Nan adamantly. “You aren’t getting me off this ranch until I go in a pine box. Ingredients: • 1 green onion, finely chopped • 2 tbsp olive oil • 2 tbsp fresh lemon juice • 2 tbsp prepared horseradish • 2 tbsp ketchup • 1 tbsp finely chopped chives • 1 tsp Tabasco • 1 clove garlic, minced • 1 tsp Dijon mustard • Salt to taste • 2 lbs medium shrimp, cooked, peeled, and deveined Directions: Combine all ingredients except shrimp in a large bowl. Add shrimp and toss to coat. Cover and refrigerate 4 to 6 hrs or overnight, transfer shrimp mixture to serving bowl and serve with toothpicks. Enjoy the weather- hot, cold, or somewhere in-between. ’m so thankful that my parents raised me, to tell the truth in all circumstances. I was severely disciplined whenever I got caught lying. My mother said that if I grew up and became a habitual liar, I would become a worthless person. The basis of any meaningful and valuable relationship is trust, which is based upon telling the truth and being honest. The Bible clearly teaches that God loves the truth and hates a lying tongue (Proverbs 6:16-19). The wiseman Solomon lists seven things that are an abomina-
tion or things that God hates. Two of the seven are “a lying tongue” and “a false witness who speaks lies.” The great lawgiver Moses who gave his people God’s law in the ten commandments, wrote: “You shall not bear false witness against your neighbor.” God knows that lying and bearing false witness will hurt and destroy every personal relationship that one could have. The apostle Paul instructed the Ephesian believers to be “speaking the truth in love” (Ephesians 4:15). Telling the truth is a manifestation of love, while lying is a manifestation of hate. Love desires to edify and encourage while hate attempts to ruin and destroy. As a Christian, God expects me to always tell the truth and never lie. Lying is a sin against both God and the person being lied about. As a Rotarian, I’m committed to control my behavior by the Rotary Four-Way Test. The first commit-
ment is to ask myself in everything I say and do: “Is it the truth?” We know that telling the truth is the basis for honest and trustworthy business dealings. I have written these things in order to apply these truths to two separate circumstances. In my personal opinion and judgment, it has been so very slanderous and untruthful to impeach President Donald J. Trump (Both the past impeachment and current one). This is motivated by hate and not love. I believe the current impeachment charge of inciting an insurrection is both unconstitutional and false. This action will only cause greater division in our country. On the other hand, I sincerely believe that President Trump lost the election to Joe Biden. The “Big Lie” that Trump won the election because it was fraudulent is truly a lie. As a Republican who supported and voted for President Trump, I
believe it is truthful to say he lost the election. President Trump’s attorney general, William Barr, clearly stated that election fraud had occurred but not to the degree that would change the results of the election. I truly wish that President Trump would have humbly admitted defeat. I do not believe it is true to continue to say that President Trump won the election. We need to humbly admit and agree to the truth no matter how much we dislike it. We should be in the fear of God’s judgment when we perpetuate falsehood. Lying is an abomination to God. God will always bless, honor, and promote people and policies that are truthful. Do Any of Your Relatives Have Osteoporosis? If you inherited a small, thin skeleton, then you have a greater chance of developing osteoporosis. Caucasian and Oriental women are at higher risk as they tend to have small frames and thinner bones than men and African American women. Are You Female? Osteoporosis is eight times more common in women than in men. Women generally have thinner and less dense bones than men. Pregnant and breast-feeding women who don’t consume enough calcium-rich foods lose calcium from their bones to supply the needs of their developing babies. Women and teens who are constantly dieting are less likely than men to eat enough of the calcium-rich foods they need to keep their bones strong. Have You Gone Through Menopause? After menopause, women lose calcium from their bones at a more rapid rate because their estrogen levels are lower. Lower estrogen seems to increase the breakdown of bone tissue. Get your physician’s advice if you are going through menopause. Do You Exercise Regularly? Movement that involves moving muscles against the force of gravity, such as walking, cycling, or other weight-bearing exercises, leads to denser, stronger, and well-mineralized bones. The board heard from over 50 community members regarding the lawsuit against Newsom, both for and against, with the overwhelming majority being from community members who approve and support the suit. Business owners, such as Kevin Kennedy, owner of Kennedy Club Fitness with four locations along the central coast, Patty Hoover, owner of Still Waters Vineyard, and Aaron Burgh, owner of Calwise Distillery in Templeton, all championed for the right to be open and provide for their families and jobs for their employees. “At no point should anyone be allowed to shut down my only method to earn a living and provide for my family,” stated Brad Daughtery, owner of Cider Creek Bakery in Paso Robles and founder of the San Luis Obispo County Small Business Coalition. Not all opinions were in favor of the lawsuit, however. Gerri Clemens of San Luis Obispo called in with a different opinion, “I believe that we need to support Governor Newsom and what he’s trying to do.” While sympathetic to the financial fears of many business owners, she believes that human health of all Californians is a greater concern and supports the measures in place to reduce spread in the community. After hearing from the community, the board met for a closed session to discuss the lawsuit and other items and returned at 2 p.m. to discuss any resolutions from the closed session along with the direction on land use policy development for the Paso Robles Groundwater Basin. Districts 1 and 5. Chairperson Lynn Compton asked legal counsel if there was anything to report from closed session, and Rita Neal replied no, nothing to report. The board of supervisors moved on to the county ordinance currently in place for Paso Robles Groundwater Basin, which is set to expire in January 2022. The current ordinance requires growers to get approval to have new or expanded planting but doesn’t help the deficit the county already has in groundwater since it doesn’t address existing plantings. Kylie Hensley presented a 3-tiered temporary ordinance proposal that would act as a stop-gap from January 2022, when the current ordinance ends, until the new Ground Water Sustainability Program (GSP) can go into effect. This new GSP would establish a methodology for determining baseline pumping, a method
for whose use must be limited and by how much, establish a timeline for limitations on pumping (also known as “ramp down”), and approval of formal regulation to enact the plan. This 3-tier ordinance would have a sunset clause of 2045, with a six-year lookback period and a 25-acre foot threshold. The board heard from many long-time community members, vineyard managers, and ranchers, all with varied opinions on how to best proceed to protect the groundwater basin. Some of the many concerns were regarding credits for water and restriction on current water usage. Supervisor Debbie Arnold addressed the community, “I appreciate all the comments from all the callers…this has been a long journey the last eight years,” she continued by reminding callers that the current ordinance restricted water use for some while allowing others to use water unchecked. She continued that this new tiered program would not affect existing irrigation at all. She urged the supervisors to vote with her. Supervisor John Peschong raised a few questions regarding specifics and said that while the plan still needed to be revised, he agreed with the plan of heading in the direction of the three-tiered program. Supervisor Bruce Gibson, however, was stunned that North County supervisors were considering approving this ordinance. “I can’t see what this accomplishes except to make a bad situation worse.” He continued by saying that without any identified funding source, the cost associated with this plan to accommodate entities within the Paso Basin to begin watering appears only to be subsidized by county taxpayers. His vote would be to extend the current ordinance three to five years until we see the GSP’s actions begin to take effect. Supervisor Dawn Ortiz-Legg acknowledged that protecting the water is everyone’s primary concern. She agreed with Gibson that the best way to do that at this time would be by extending the current emergency ordinance for a few years more while we focus on restoring the groundwater. Arnold made a motion to move forward with the 3-tier program, seconded by Peschong. After a lengthy discussion, it was voted for by Arnold, Peschong, and Chairperson Lynn Compton and voted no by Gibson and Ortiz-Legg. I wanted to speak on Chris’s prior behavior. You are, I don’t know if you’ve thought to notice, and I’m speaking at Chris directly here, you are a walking liability for your district, and you haven’t even cared to notice everyone literally wants to put their backs on you, but they don’t want to say anything to Chris. So I just wanted to let you know that, and I am speaking as a citizen of this county, not in my official capacity with the district, but as an individual, that I’m deeply troubled that you and this board have shown no indication to want to include our Spanish only Community. I don’t think, quite frankly, your comments that you said legally on the record, Chris, you should recuse yourself of any decisions or reports or actions that come out of the 7-11 Committee. The 7-11 Committee has a member that is part of Californiaian’s for Stabilized Population, a known hate group by the Southern Poverty Law Center. It’s gross.” Arend responded to Cendejas’s comment with the following: “I’m not going to address the substance of the young man’s comments. I will say that the young man completely misrepresents my position. I have rarely seen it so misrepresented except maybe recently in a Tribune headline, and I invite the young man, I’ll be glad to sit down with him at any time to have a nice, calm, personal discussion instead of having to be lamb-basted here, in public - I advise the young man, and I would ask you to contact me. You contact me through my school board email address. I’ll be glad to meet with him at any time, and I’ll think you’ll find I’m not quite the monster I’ve been portrayed to be. Thank you.” Superintendent Curt Dubost provided an introductory statement for the Presentation of the 7-11 Surplus Property Advisory Committee Report to the Board of Trustees. Dubost stated, “First and foremost, I want to express my personal and professional commitment, and I believe the commitment of all seven board members and I know all of the administration that we will always endeavor to have a district that prides itself on tolerance on combating unkind behavior, racism, bullying, anything that makes it difficult for children and older students to come and get an education here. I think that our actions in the last 18 months informing the race relations task force and moving forward and the endorsement of the board in moving to voting districts for trustees. Any number of other actions that we have taken is to have shown that that is a commitment of the entire board. Secondly, a lot of questions about the legality of the process that was followed. You haven’t provided with the legal opinion that we do have a legally defensible position at this point, a strong position, strictly because this is not an item this evening to clarify again that closes school does anything other than accept a report that’s all it does that would be the appropriate time at a later date to question anything like this I believe. Lastly, I would like to thank Mr. Krum and the other ten members of the committee who did their
darnedest to do an awfully good job over lots of meetings, a full Saturday, and did all of this at no charge to the district whatsoever. Mr. Krum-did the facility’s Master Plan update for us at no charge also. So with those three statements, I absolutely commit to this district being one of tolerance and to combating racism, hatred, in any way, shape, or form commitment to providing translation services as required and is appropriate at all times and I do want to thank the volunteers that are coming forward in being a part of the process that can lead to taking some shots for this, that or the other thing. Remember that these people are volunteers doing the best they can, giving up an awful lot of their own time. Thank you for allowing me that.” Several public members called in asking the board not to accept the 7-11 Committee’s report, which includes the suggestion to close the Georgia Brown campus but not close the dual immersion program. Arend made it clear that if the board accepts the report, it does not mean they agree; it just means accepting/receiving the report’s information. Bill Krum, 7-11 Committee Chair, presented the report to board members. At the end of the report, he stated, “Our mandate, our job, was strictly limited to real estate, and so that’s what we looked at.” The report reads, “Given the age, size, condition, and cost to renovate Georgia Brown Elementary School, the case to close Georgia Brown is stronger than any other elementary site in the District, and the Committee recommends that Georgia Brown Elementary School be closed.” According to Brad Palowski, to rebuild Georgia Brown from the ground up like Bauer Speck would cost a $25 million ballpark estimate. If the district decides to sell the Georgia Brown campus property, Chris Bausch made it clear, “We will keep a dual immersion program.” The board motioned to receive the 7-11 committee report, no other additional action to be taken to develop additional committees and input, bilingual where appropriate. Motion passed with a 6-1 vote, Lance Gannon voting no. The board approved a 7-0 vote to hire Kim Holmes as Interim Executive Assistant to Superintendent Dubost. Holmes was hired with the approved rate of $40 per hour and not exceeding 960 hours, equivalent to $38,400. A special board meeting will be held on Saturday, Jan. 30, from 8:30 a.m. until 12:30 p.m. to discuss how the district will respond to the Grand Jury report. The board moved to table agenda item I.13, which asked the board to determine whether future board meetings should be held via Zoom. It was unclear why the meetings should move to Zoom meetings if the need were because of COVID restrictions or because the public often has a hard time hearing members speak during the meetings. Because the meeting ran out of time, members adjourned during the Staffing Review informational item. The board will return on Feb. 9 at 4:00 p.m. for their regularly scheduled board meeting.
