San Luis Obispo County Mourns the Loss of Fallen Officer Candlelight vigil held in honor of Detective Luca Benedetti
Police Chief Ty Lewis accepts National Police Week proclamation By CAMILLE DeVAUL camille@pasoroblespress.com
PASO ROBLES — The Paso Robles City Council met virtually on May 18. Mayor Steve Martin was absent during the meeting, leaving Councilmember John Hamon to step in as acting mayor. After the invocation, Councilmember Hamon asked for a moment of silence for San Luis Obispo Detective Luca Benedetti, who was killed in action on May 10. “I would like to have a moment of silence for him and all of the men in blue who served their full measure of duty to us,” said Hamon. Hamon then read a proclamation that declares May 9 through May 15 as National Police Week and May 15 as National Peace Officer Day in Paso Robles. Paso Robles Police Chief Ty Lewis accepted the proclamation saying, “I thank the council for acknowledging National Police Week. It’s been a rough year, and as you noted, Councilman Hamon, last week weighs heavy on our hearts with Detective Benedetti’s death and his partner being shot. Of course, there was another one that followed that in Stockton. For us I think that in Paso Robles we experienced an active shooter event that resulted in a deputy being shot in front of the police station. Several months after that, there was another deputy sheriff being shot. It underscores the danger that our men and women face every day. I can’t tell you how proud I am of our community, how they support us regularly and show their love and their support. Our men and women that work here in Paso Robles and throughout this county, and throughout the state, love their communities and are willing to make the ultimate sacrifice. It is particularly tough following last week to accept this proclamation, but it does underscore what each of your police officers, the men, and women, are willing to do for their communities, and with that, I appreciate the moment of silence we had earlier, and we CONTINUED ON PAGE A15

n Friday, May 14, a candlelight vigil was held in honor of the late detective Luca Benedetti at the Mission Plaza in San Luis Obispo. The 12 year veteran of law enforcement was killed in the line of duty as a result of a shooting that occurred while officers were serving a search warrant at an apartment
on Camellia Court. Prior to the vigil, caravans from PRotect Paso and Protect SLO drove down Higuera and Osos Street. Vehicles were sporting flags and decorations in support of law enforcement. Supporters also lined the street with blue line flags, cheering the honking vehicles. Afterward, supporters walked to Mission Plaza to pay their respects during the vigil. PASO ROBLES — The North County always provides some of the top softball and baseball teams in the county, and 2021 has been no different as the Bearcats find themselves in second place in both sports with just a few weeks to go until graduation. This past weekend the boys squared off with the no. 1 team in Division 2 of the CIF Central Section in the undefeated Arroyo Grande Eagles and handed them their first loss of

the season and had a chance at taking the three-game series. While the boys were battling it out at home, the Lady Bearcats softball team continued to roll as they beat the SLO Tigers by a combined score of 24-1 in two games to earn their sixth and seventh consecutive wins. The girls have been absolutely dominant this year and are currently 17-2 on the season and 8-1 in the Mountain League. Annual Vino for Vets Memorial Weekend Fundraiser Changes Course for 2021
Honor Flight Central Coast California announces wine raffle to support partner wineries STAFF REPORT
PASO ROBLES — Honor Flight Central Coast California is usually on the receiving end of donations, but this May, it’s turning the tables to help local wineries who have supported the organization that takes local military veterans on all-expense-paid trips to visit military memorials in Washington DC. For the last several years, SLO County wineries have participated in “Vino for
Vets,” a Memorial Weekend fundraiser that donates a portion of wine sales to Honor Flight. This year, Honor Flight leaders want to show their appreciation and support for partners hard hit by COVID-19 and other challenges and will forego the on-site fundraiser and instead conduct a Vino for Vets Wine Raffle. Honor Flight collected wine to be assembled into five “six-pack” collections and are raffling each for a $25 entry fee. Only 150 entries will be offered for a chance to win one of the six-packs. According to Greg McGill, Honor Flight volunteer and Vino for Vets coordinator, the group planned the raffle as a way to continue to promote Honor Flight while relieving winery partners of the strain of donation. “We know 2020 was an extremely difficult year for our wineries, and things have not yet returned to normal,” said McGill, who also noted the challenges Honor Flight has managed with flights currently grounded due to the global pandemic, “but we are trying to focus on the positive, and the wine raffle is one way to do it.”
MILITARY HISTORY
Since its founding in 2014, Honor Flight Central Coast California has taken several hundred local veterans (half of them WWII veterans) on all-expense-paid trips to Washington, D.C. for VIP tours of the memorials that were built in their honor. The all-volunteer organization, 100 percent dependent on donations to fund the trips, is hopeful flights will resume later this year. McGill said the Vino for Vets fundraiser generates significant funds for the group as well as showcases who Honor Flight is and what it does. “Our winery partners have been so good to us, and this year, we want to help them.” He said that despite Honor Flight’s plan to purchase all wine, winery partners are donating, discounting and offering fine wines to enhance the value of the raffle. McGill said Honor Flight will thank winery partners with Facebook posts and other promotion. The Vino for Vets Wine raffle will run for the month of May, subject to the availability of the 150 entries. Participating wineries are listed below, and McGill adds that in addition to wine and logo glasses,
each six-pack will contain a special gift: a bottle of the Honor Flight 2020 special red blend commemorative wine created by Pianetta Winery in Paso Robles. McGill says the wine, whose label honors a local WWII veteran, has not yet been released to the public. “Our raffle winners will get a special sneak taste of a great new wine,”

Templeton’s Lack of COVID-Relief Funds Puts Strain on the District TCSD creates preliminary plan to hold concerts in the park and announces 4th of July parade By MELISSA MATTSON
TEMPLETON — Templeton Community Services District (TCSD) met for a regularly scheduled meeting on Tuesday, May 18 at 7 p.m. for open session. The meeting began with approval of the consent agenda, which was passed 5-0 with item D pulled for discussion. Item D, the 2021 Weed Abatement Contract was pulled by Director Wayne Petersen to inquire how bids were obtained and if a quote was taken from last year’s contractor. It was deemed that ads were posted, and those who responded to it were the only bids taken. While Petersen made the comment that bids should be more proactively sourced, he was still in favor of the item, and the item passed 5-0. Next, the Board reviewed the request by the People’s Self Help Housing (PSHH) regarding the Community Facilities District (CFD) assessment for their Templeton Place II project. People’s Self Help Housing is a non-profit, local housing provider that started in 1970. The request of the Board was to take no formal action, but if the Board finds that a modification to the CFD or some portion thereof is warranted, in response to the request, that staff and legal counsel be directed to research what options exist and return with specific recommendations for the Board’s consideration. After the background of the project and CFD, it was decided that, unfortunately, the District
simply did not have enough financial tools to offset the funds that the PSHH was requesting be waived, which would result in a $31,000 a year loss to the Fire Department. While the Board is in full support of PSHH and the housing developments they create for the community, the Board could not approve the waiving of the CFD funds. The Board did want to make clear that when establishing 24/7 staffing for the Fire Department, they went to the Board of Supervisors requesting a property tax increase to bring in more funds, which was denied. The District also has not received any COVID relief funds. The CFD and Measure A support a ten-year plan which is critical to the Fire Department, which would be servicing these new housing developments. Next, the Board discussed the Strategic Plan for 2020-2023 was reviewed by the Board and can be found templetoncsd.org/AgendaCenter/ ViewFile/Item/3977?fileID=2666, with a priority of focusing on completing the design, engineering, plans, and specifications for the Nacimiento Water Recharge and Recovery Project at the Creekside/Eagle Ranch Site. General Manager Jeff Briltz gave the COVID update, which focused on Concerts in the Park, which has preliminary plans to start Jul. 21 and continue to mid-September. The Board is still waiting to hear back if the county will permit reservations in the park. Briltz also highlighted that there are a few possible stipulations that could cause them to hold on concerts until next summer. If the county requires vaccinations or a negative COVID test from guests, or if the county requires it to be a ticketed event, then TCSD would consider that too burdensome to handle.
The second item of the COVID Report was in regards to the lack of COVID relief funding for special districts. There is a small effort underway to work with the county, but as Briltz explained it, “It is clear they can spend money, but there doesn’t seem to be much of an appetite for that.” Next, Briltz presented the General Manager’s Report, which began with an update on Fire Personnel. Two fairly recent full-time employees have submitted resignation, a fire captain and an engineer. In response, recruitment has begun for a fire captain position, and further down the road will likely begin for an engineer as well. The Rotary Club has announced that the Templeton 4th of July Parade will be held this year, and TCSD acts as the office for people to submit entries to the parade. The ordinances that were codified and added to the website, per the decision made in April, are now live and can be viewed by the public. Briltz talked about the San Luis Obispo County Integrated Waste Management Authority (IWMA), which the County Board of Supervisors had decided on Tuesday to look into options to leave. Britz, among others from special districts, called in to request that the Board look into how these decisions would affect the special districts. Read more on this topic in the article SLO Board of Supervisors Recognizes Young Leaders With Weyhrich Scholarship on A4. Lastly, Briltz requested that Board members reserve some time on Jun. 24 in the late afternoon to hold a retirement ceremony for Laurie Ion, Assistant to the General Manager. The next TCSD meeting is scheduled for Jun. 1, at 7 p.m., and links to the meeting can be found on the District’s website: templetoncsd.org/ AgendaCenter. Tentative Agenda Items for the next meeting include a budget workshop from 4 to 6 p.m., a public hearing for the resolution for weed abatement protest, adoption and amended minutes from the Nov. 20, 2018 meeting, and potentially discussion on the Nacimiento recharge project.

SLO Board of Supervisors Recognizes Young Leaders With Weyhrich Scholarship
Board signs support letter AB327 pertaining to COVID vaccination status By MELISSA MATTSON
SAN LUIS OBISPO — The San Luis Obispo Board of Supervisors met on Tuesday, May, 18 for a regularly scheduled meeting at 9 a.m. The meeting opened with a moment of silence in honor of Luca Benedetti, a San Luis Obispo Detective who was killed in the line of duty on May 10. Public comment opened with many members of the public commenting on item 3 on the consent agenda: Request to approve a sole source contract with MSW Consultants, in an amount not to exceed $32,050 to perform a cost-benefit analysis of the county’s participation in the San Luis Obispo County Integrated Waste Management Authority (IWMA); and provide staff direction to confirm the scope and schedule for considering withdrawal; and authorize a budget adjustment in the amount of $32,050 from General Fund Contingencies to increase appropriation in Fund Center 104 The majority of comment was requesting the Board to sever ties with the IWMA. There was comment from some of the unincorporated areas in the county, such as General Manager of Templeton Community Service District Jeff Briltz, who pointed out that the analysis does not include the unincorporated areas that would also be affected by the change. County Council did confirm that the absence of analysis on these unincorporated areas is simply because of the short timeline,
but that further study would report on those areas as well. The consent agenda was passed 5-0 with just a brief comment period highlighting the great work that the public works department does for our county by Board members on item 19: Submittal of a resolution proclaiming May 16-22 as National Public Works Week. Next, the Board heard the Presentation of the Community Foundation San Luis Obispo County Richard J. Weyhrich Leadership Scholarship Awards to local students. There were several students from local high schools who were awarded scholarships from the foundation, totaling $300,000. Following the presentation, Penny Borenstein, Public Health Director, gave the COVID update, stating that there are currently 21,208 cases in SLO county. On Monday, May 17, the number of active cases was 69, the first time in many many months that it has been below 100 cases. “We are very much heading in a good direction; I very much think it’s due to vaccinations and the protective measures we have taken for a long time.” Borenstein addressed the discrepancy in total numbers, which have reduced recently, explaining that the data is always continually analyzed to look for these issues and keep the numbers accurate. It was found that some numbers were duplications from a resident residing in one county but seeking medical treatment in a different county, some were antigen tests that are labeled now as probable but not confirmed, and a somewhat sizable amount of 273 cases that were Cal Poly cases that were deemed SLO county but now are re-identified to campus cases and not the larger populous. “We take it seriously to give accurate data,” stated Borenstein, explaining why the data is continually analyzed. Borenstein reported that the pop-up clinics would close entirely after Jun. 4, at which time the public can receive their vaccinations at public health clinics and pharmacies.
And lastly, Borenstein touched on the mask mandate and that while CDC came out with new guidelines, they were subject to local and state guidelines, which still require wearing a mask, vaccinated or not, until Jun. 15. Item 28 was a submittal of the 2020-2021 Third Quarter Financial Status Report which was presented with a few budget recommendations: • Accept donation acceptance requests totaling $73,841 • Approve a request for Relief of Accountability in the amount of $67,973 • Authorize miscellaneous budget adjustments totaling $19 million • 1.6 million from General Fund contingencies • $795,117 from the COVID-19 designation Staff recommendations were approved 5-0. Next was a hearing to consider public testimony regarding the renewal of the San Luis Obispo County Tourism Business Improvement District (CBID) and continued levy of assessments. The CBID levies a tax of 2 percent to all lodging businesses, half of which remains with CBID, and half is given back to the local area. Since the beginning of CBID in 2009, they have received 19.9 million. The hearing was to consider the continuation of the assessment, as required by state statue, and to continue if protests were less than 50 percent. The protests were tallied at 1.764 percent, which is not a majority protest. The Board declared the CBID renewed and passed the motion 5-0. The Board met for closed session, with nothing to report on, and then moved on to recognize May as National Foster Care Month and urge citizens to join in an effort about national awareness. At any given time, there are over 350 children in SLO in the foster care system, but only 120 families to care for them. Those interested in learning more or becoming a resource can visit slofostercare.com. Supervisor Gibson moved to
approve the motion, seconded by Supervisor Ortiz-Legg, and the motion passed 5-0. The Board heard a presentation on budget recommendations. The budget book has been written to communicate the county values and how resources are recommended to be allocated. The budget can be found on the county website at slocounty.ca.gov or in person at the County Government Center at 1055 Monterey Street in SLO. The recommendations to the Board are to adopt the resolution introducing the budget, schedule a public hearing for Jun. 14 to 16, and order publication of all required legal notices. A motion to approve staff ’s recommendations was passed 5-0. Item 33 was a revision to several title 2 Administration and Personnel County codes to keep them current and up to date since it had not been done since 2012. The motion to approve the designated changes was passed 5-0. Item 34 was a recommendation to allocate $250,000 to Jack’s Helping Hand to continue the construction of the Jack Ready Imagination Park. The park is a 30-acre parcel of land where a universally accessible park for all children, including disabled children, will be built, with an anticipated completion of 2022. Parks and Recreation considered the item and recommended the Board allocate, while County Parks recommends taking no action, as there may be another grant that could provide the funds for the park. With much discussion from the Board, Chairperson Compton made a motion to move forward with the Parks and Recreation Commissioner recommendation to allocate $250,000 with the provision that county council draw up an agreement that the funds be refunded if the grant comes through for the project. The motion passed 4-1 with Supervisor Gibson in opposition. TUSD Discusses the Future of Board Meetings Superintendent talks about school funding and the plan to allocate it in the next two years By MELISSA MATTSON
TEMPLETON — The Templeton Unified School District (TUSD) held their regularly scheduled board meeting on Thursday, May 13 at 6:15 p.m. for open session. The only report on closed session was that the Board would be returning after the meeting to closed session to continue discussion on agenda item 5.3: Public Employee Performance Evaluation. 6.1 Presentation of Templeton Unified School District and California School Employees Association (CSEA) Local Chapter #554 Bargaining Proposals for Negotiations the Period Commencing Jul. 1 was opened, but no public comment was made. During public comment, the Board read a written comment from a parent, requesting that the Board step in to direct the schools who are enforcing mask-wearing during outdoor recess to end this practice. The parent reiterated the data that children don’t spread the virus at high rates, and outdoors is not typically a mask-mandated area. The Student Board Report presented on the sports that are currently active: 7th and 8th-grade boys volleyball clinic continues until May 28, track practice is open to any grade level, and last week in the intramural competitions, the teachers won in a studentteacher pickleball competition. Next, Nelson Yamagata spoke a few words on the introduction of Leslie Bogart, who has the task of replacing Cheryl Parks, the Administrative Coordinator who has served Templeton for 25 years and will be retiring in June. The Board then moved on to item 8.3, the discussion around future Board Meetings. Superintendent Aaron Asplund spoke on this item, explaining the need to have the appropriate space available for attendees while the spacing guidelines are still in place in the county. Asplund stated the need to continue zoom even if in-person meetings take place, “as much as I don’t want to see any more hybrid anything in our future.” The difficulty arises in having the technology to hold
the zoom meeting in a new location as the current small room has one microphone for the board members to eliminate feedback that would occur from several computer microphones operating at one time. His final comment was that while everyone wants to move to in-person, until guidelines regarding spacing changes, there are too many obstacles. Mandi Swan spoke to the request from some parents to continue the Zoom meetings as it allows parents to join in and be involved while still managing their evening parenting duties. Yamagata spoke next, stating the need to wait until the state government comes out with guidelines on how to see who has been vaccinated and not within a live meeting. He stated that “good news came out [Thursday], and is based on the idea that vaccines work and are safe…these are the steps we need to move forward.” The meeting opened to public comment, which began with Jennifer Grinager, a parent of a Templeton Elementary School child. She began by highlighting that both Paso Robles and Atascadero already have resumed in-person meetings. They accommodate spacing issues by only allowing a few people in the room at a time. She finished by saying, “neither Paso nor Atascadero are considering bringing up a vaccine passport, which is what Nelson Yamagata just brought up,” and reiterated the discussion the County Board of Supervisors held on the topic just a week prior. Yamagata replied, clarifying, “I never brought up vaccine passports. I know that’s a touchy subject. The CDC has recently relaxed a lot of the restrictions that were in place from before, but there is a stipulation on that. There are certain groups of people who they feel are safe to do this… if we’re going to open up more, being vaccinated is a part of that.” Yamagata stated that he is against vaccine passports and reiterated his advice to wait for and follow CDC guidelines. “At this stage, we need to be trying to work together. Those issues are divisive, and I don’t think it’s important right now.” Asplund asked if this is something that can be brought back next time, which was followed by a short discussion and possible motion, but due to the microphone background noise, it was not intelligible. Atascadero News/Paso Robles Press has reached out to Cheryl Parks of TUSD to get clarification on what the final decision was. The response was, “The Board is okay with allowing a small number of people to attend the meeting in person. We will bring a plan back on May 27 for how we can
make that happen. Our room is small, so if we limit the number of people in person to, let’s say 10 and 15 people show up, who gets in? We will have a protocol for handling that and laying out the room to accommodate more people. We will have to work out the logistics for handling Zoom meetings in whatever new space we move to.” Next, the superintendent report looked at the roughly 3 million dollars in funds available to the school and the preliminary plans on how to use them. The federal funding is from the third round of COVID relief and can be used in the next two years, so it’s being earmarked for year two, while the state funding has the stipulation of being used in this next year. The goals of the funds are to assist with in-person learning, catching students up both academically and socially, and emotionally from the pandemic. Additionally, the Board wants to keep things consistent and sustainable so that when the funds run out, these programs implemented can continue. Next, the Superintendent spoke to graduations and promotions, which are going to be held in-person with limited guests, and also streamed live so everyone can attend. Templeton Middle School will be having their 8th-grade promotion on Jun. 10 at 3 p.m. at Volunteer Stadium (Templeton High School). Templeton High School will hold their graduation on Jun. 10 at 7 p.m. at Volunteer Stadium with up to eight guests per student. There will be no reception after the graduation, and TUSD requests that photos be taken before arriving in order to maintain distance at the ceremony. Alternative education is still working out
their plan for the ceremony, which could be drive-through or in-person, but a recent poll of parents showed 52 percent desire to have it in-person. It is set to be Jun. 7 at 6 p.m. All events will uphold current health guidelines. The consent agenda was passed with item 11.2 Approval of Personnel Action Report being pulled just to discuss those who are moving on to their next step in their lives and career and thank them for their service to TUSD. Item 12.1 heard the Annual Templeton High School Presentation, which highlighted the past year and all the changes from distance learning to in-person and hosting the first live performance in the area with Young Frankenstein. 12.2 regarded adult education and the shift from 200 credits to 180, which includes an increase in mathematics credit from 20 to 30 but has a decrease in elective credits and is still above state minimum requirements for graduates. Item 12.3 was in regards to the criminal justice class, which was approved unanimously. Next, the Board presented item 13.1 Adoption of Resolution #R21-14, Final Reduction in Force for Certificated Employees for the 2021/22 School Year. Many of those who were going to have to be let go were able to be moved to different positions within the school, or take over positions of those who used this time as an opportunity to retire or move to a new location. The next meeting is set for May 27, at 6:15 p.m., and the link to the meeting can be found on the TUSD website a few hours before the meeting: tusd-ca.schoolloop.com/
apeutic services to high-risk juvenile offenders and families. The recommendation was to authorize the Chief Probation Officer to execute contracts with other probation departments and to approve amendment No. 1 to the Family Care Network contract. The motion to approve the recommendations was passed 5-0. The last item of the day was a Request for approval of a letter of support for AB 327 (Kiley) and amend the county’s 2021 Legislative Platform pertaining to COVID vaccination status. The Board heard from the public, which was almost exclusively in support of AB 237 and against the idea of vaccine passports. After hearing twenty minutes of public comment, a motion was made by Supervisor Arnold to move the remaining recordings into public record in order to avoid going past 5 p.m. or delaying the vote to another day if a unanimous vote to go past 5 p.m. was not reached. Additionally, she included in her motion to approve the letter of support. Supervisor Gibson voiced his opposition to the motion, and the motion passed 4-1. The next meeting of the Supervisors will be Jun. 8. LOCAL NEWS Parents Charged with Death of Eight-Month-Old Daughter Lilith CHILD NEGLECT
Doctors determined this was a case of child neglect with exposure to fentanyl By HAYLEY MATTSON
SAN LUIS OBISPO — San Luis Obispo County Sheriff Ian Parkinson and District Attorney Dan Dow held a press conference May 17 to discuss the arrest made of three people for the death of an eight-month-old baby girl in Heritage Ranch. The case began on Feb. 4 when a Sheriff ’s Deputy responded to cease fire, and paramedics reported that an infant was not breathing in the 5000 block of Meadowlark Lane in Heritage Ranch. The infant was airlifted to Twin Cities Hospital and then later transferred to the Children’s Hospital at Stanford University, where the baby girl died. The doctors determined that this was a case of child neglect with exposure to fentanyl. The infant tested positive for exposure to both fentanyl and methamphetamines. Sheriff detectives received information that the parents of the child Shawn and Kayla Luhm were suspected drug users. A search warrant was served at their home in Heritage Ranch, where narcotics were discovered. Additionally, through electronic forensic examinations, investigators discovered that the Luhm’s attempted to clean the crime scene before detectives could serve the search warrant. Evidence also
revealed the parent’s attempt to obtain narcotics while at the hospital where their daughter was being treated at Stanford. On May 14, Detectives arrested 38-year-old Shawn Luhm and his wife, 31-year-old Kayla Luhm, for willful cruelty to a child with possible injury or death. Additionally, 36-year-old Melissa Currie of Atascadero was arrested as an accessory to willful cruelty to a child with possible injury or death for her involvement in the crime. Sheriff Parkinson went on to say, “this is obviously a very sad case and speaks to the dangers of drugs and especially to fentanyl to where a very small amount could be deadly particularly to a child.” He went on to explain, “to give you an idea of what has been happening with fentanyl locally in 2019, we had 53 drug overdose deaths in San Luis County, 11 which had fentanyl in their systems. In 2020 just a year later, we had 88 drug-related deaths which 34 had fentanyl in their system. So far [this year], 16 drug-related deaths, 9 of which have had fentanyl in their systems, and we have another 25 cases that remain open waiting for the return of what drug has killed them. It’s proven to be a deadly drug; it’s one of the drugs that we tend to seize the most today; last year, statistics actually showed that we had seized more fentanyl than we had methamphetamine, which is obviously unusual but also tells us that it is very prevalent in our community right now and through the nation.” Parkinson then turned the

conference over District Attorney Dan Dow, who explained that it is important that the community remember the victim, her name was Lilith, eight months old who died well before her time because of the tragic use of fentanyl. Fentanyl is 50-100 times more potent than morphine and similarly more potent than heroin. Dow highlighted the fact that drug use is often considered by people to be a victimless crime, but this case is a prime example that it is not a victimless crime. After reviewing the investigation working with the Sheriff ’s Department, the District Attorney’s office filed felony charges against Shawn Luhm and Kayla Luhm for felony child abuse in violation penal code 273.A as a felony in that the two parents willfully and unlawfully under circumstances likely to produce great bodily injury or death and caused baby Lilith to be inflicted with unjustifiable physical harm in such a way where she was in danger through exposure to
fentanyl and methamphetamines. Count 2 charges the third individual Melissa Currie as being an accessory after the fact to that crime of that abuse leading to the death of baby Lilith. Dow then recalled a case from May 2020 where the District Attorney’s office filed second-degree murder charges against Timothy Clark Wolfe 22-years-old of Paso Robles, for dealing fentanyl to an individual whom Dow wanted to remember today. Emilio Velci, a 19-year-old young man who thought he was buying OxyContin, a pharmaceutical drug, instead purchased a fake OxyContin laced with fentanyl, and because it is 50-100 times more potent than morphine, it is often deadly, which is why the District Attorney’s office along with the law enforcement are dealing with any hard drugs very seriously. The murder charge stems from Wolfe selling the 19-year-old victim three counterfeit pills that appeared to be 30 milligram Perco-
cet (a mixture of oxycodone and acetaminophen). However, the pills sold by Wolfe actually contained fentanyl, which again is a powerful synthetic opioid known to be 50 to 100 times more potent than morphine. The youth took one pill and died from fentanyl intoxication. Wolfe is charged under the theory that when he sold the pills, he knew, or should have known, that the pills contained fentanyl and were extremely dangerous to human life. The District Attorney and Sheriff ’s office will continue to vigorously investigate and prosecute individuals that are selling these types of illicit drugs in our community to keep them out of the hands of children and adults because they are so deadly. Dow ended with saying, “I am saddened that we are here today to announce these charges because baby Lilith really did not stand a chance, and obviously by her death based on her ingestion of fentanyl and methamphetamines is a trag-
SMART CASE
edy that could have been prevented in our community. My hope is that the partnership between the Sheriff ’s office and our office and all of the other local law enforcement agencies can get the word out about this, we will be able to help stop further procreation of fentanyl in our community.” Lilith Luhm was born on Jun. 8, 2020; she was found unresponsive on Feb. 4 and pronounced dead on Feb. 10; she had just turned 8-months old. As with any prosecution, the investigation is ongoing. We are seeking the public’s assistance in providing any information you may have about this case. Individuals with information are encouraged to contact San Luis Obispo County Crime Stoppers at (805)549-7867 or online at slotips.org. The case was investigated by the San Luis Obispo County Sheriff ’s Office and is being prosecuted by Deputy District Attorney Lindsey Bittner. It is important to note that a criminal complaint contains charges that must be proven in a court of law by proof beyond a reasonable doubt. Every defendant is presumed innocent until proven guilty. 41 Elected District Attorneys Challenge Early Release State Prison Inmates Additional credits would allow over 76,000 serious, violent, and sex offenders in prison to parole early STAFF REPORT
SAN LUIS OBISPO — San Luis Obispo County District Attorney Dan Dow announced on Thursday, May 13 that he has joined Sacramento County District Attorney Anne Marie Schubert and 39 other elected District Attorneys across California in filing a petition with the Secretary of the Department of Corrections and Rehabilitation (CDCR) requesting the repeal of temporary emergency regulations awarding additional credits toward the sentences of more than 76,000 state prison inmates.
These additional credits toward their sentences will allow serious, violent, and sex offenders in prison to parole earlier. “The time is now to consider the impact on victims of crime when making decisions to release serious, violent, and sex offenders from prison early,” said District Attorney Dan Dow. “This early release program for serious and violent offenders was created under the disguise of a non-existent emergency and is a prime example of how we have neglected survivors of crime when reforming our criminal and victim justice system. The people deserve much better.” The regulations that award additional time credit toward prison sentences were passed under a claim of an emergency and first made public on Friday, Apr. 30, at 3 p.m. These regulations would result in the early release of some of California’s most violent and serious criminals.
In adopting these regulations and claiming an emergency, the CDCR Secretary stated these regulations were necessary to comply with “the direction outlined in the Governor’s Budget Summary” presented a year ago on May 14, 2020. By invoking an emergency, the traditional regulatory scheme and transparent public comment period was bypassed. The administrative law petition is often the first step in seeking a formal court order declaring the regulations unlawful. If the emergency regulations are nullified by a court, CDCR would be forced to pass the regulations in the traditional manner, requiring the State’s Office of Administrative Law to provide greater transparency and public input. District Attorney Schubert stated, “Allowing the early release of the most dangerous criminals, shortening
sentences as much as 50 percent, impacts crime victims and creates a serious public safety risk. This petition asks CDCR to repeal these regulations, begin the process anew, and allow for transparency and public input. Victims, their families, and all Californians deserve a fair and honest debate about the wisdom of such drastic regulations.” Concerned residents may contact the Department of Corrections and Rehabilitation to express their concerns by visiting cdcr.ca.gov/regulations/ The public can submit comments regarding CDCR regulation changes in the following ways: Mail:: CDCR – Regulation and Policy Management Branch P.O. Box 942883 Sacramento, CA 94283-0001 Comments: RPMB@cdcr.ca.gov
Longview Lane. Parking garage access will be routed from Slack Street to Pacheco Way. The procession will depart from the Performing Arts Center on Grand Avenue to Monterey Street, then will turn left on Monterey to Highway 101 North. The procession will remain on Highway 101 North to the Paso Robles Cemetery. Motorists are advised to avoid the area and take alternate routes during the procession. The public is invited to view the procession from legal and safe locations or online. First responders from neighboring agencies will help patrol the City while Det. Benedetti’s colleagues attend the memorial services. Through Friday, May 21, City officials encourage community members to show their support for Det. Benedetti’s family, co-workers, and the many others affected by last Monday’s tragic events by visiting outdoor memorial sites established at San Luis Obispo Police Department at 1042 Walnut Street, Fire Station #1 at 2160 Santa Barbara Ave, and on the lawn of City Hall at 990 Palm St. Community members are encouraged to visit the sites and plant an American flag in the grass in remembrance or simply observe a moment of silence. Cards and other messages left at the memorial sites will be delivered to Det. Benedetti’s family.

Assemblyman Fong Critical of Governor’s $75 Billion Surplus STAFF REPORT
SACRAMENTO — Friday, May 14, Assemblyman Vince Fong (R-Kern County), Vice-Chair of the Assembly Budget Committee, released the following statement in response to Governor Newsom’s 2021 May Revision: “We have heard the Governor’s lofty promises and rhetoric before. The $75 billion surplus on the heels of a pandemic is the clearest indication that Californians are over-taxed, and the tax burden needs to be permanently reduced immediately.
California has staggering crises and problems: homelessness, housing affordability, lack of affordable and reliable energy, need for more water infrastructure to endure droughts, wildfires, EDD mismanagement, bad business climate, and high cost of living forcing Californians out of our state. We do not have a revenue problem in our state; we have an incompetent government that cannot fix the basics in our state. We need a new direction that actually achieves real results for all Californians.” ~Assemblyman Vince Fong

Atascadero Fire and Emergency Services respond to a house fire on May 14, that is under investigation. Contributed photos
ATASCADERO —Atascadero Fire and Emergency Services responded to a residential structure fire at 7720 Valle Avenue on May 14, at 4:43 p.m. Initial reports indicated that the fire was a vegetation fire burning towards a structure. As additional information was gathered, it was determined to be a structure fire that spread to the vegetation. Upon arrival, crews found a 1400 square foot residence with heavy fire in over half of the structure, one resident with burn injuries, and a half-acre of vegetation burning towards adjacent structures. The fire was located over 1000’ up a narrow driveway, which only allowed the placement of one fire engine near the structure.
All other resources parked at the bottom of the hill and hiked their gear to the incident. The fire burned into a storage area of personal ammunition. Over 5,000 rounds of ammunition exploded during the event. After approximately 15 minutes into the firefight, the building was deemed unsafe to occupy and all fire crews had to retreat to the outside to finish their firefighting efforts. The fire was fully extinguished within the first 30 minutes with no injuries to firefighters. The emergency resources used for the incident included eight fire engines, four command vehicles, one ambulance, and six police officers. Fire crews administered medical treatment to the resident for burns to his arms, face, and back. Assistance was requested from the county regional arson investigation task force. The cause of the fire still remains under investigation. No further updates at this time. For further information, please call Battalion Chief Matt Miranda (805)461-5070 Ext. 3320

Sidewalk and Curb Ramp Improvements STAFF REPORT
SAN LUIS OBISPO — A project to replace the Trout Creek Bridge at the intersection of Highway 58 and Pozo Road, east of Santa Margarita, will begin on Thursday, May 20. This project will result in one-way reversing traffic control via a temporary 24/7 traffic signal at this location. All traffic will be required to stop before proceeding through the detour near this construction zone. This project will include a new steel-reinforced structural concrete bridge, drainage improvements, and habitat restoration. The contractor for this $7 million project is Souza Construction of San Luis Obispo. This project is expected to be complete this October. Caltrans reminds motorists to move over and slow down when driving through highway construction zones. ATASCADERO — The second phase of safety improvements for Traffic Way began this week for the sidewalk, curb ramps, and a portion of the roadway between the US 101 overcrossing and El Camino Real. Phase two of construction includes moving to the other side of the street along with the following updated construction schedule: • Monday/Tuesday, May 17 and May 18: Roadway excavation and road base work on north (westbound traffic lane); • Wednesday, May 19: Westbound traffic lane paving; • Thursday, May 20: Reset traffic control to shift traffic to the south side of Traffic Way; • Friday, May 21: Utility potholing The biggest change you will see is that the north side of Traffic Way (with the exception of pavers and other minor items) will be largely completed, and the contractor will be shifting traffic control
to allow for work to begin on the south side of the road. The contractor, Sosa Construction, has been good at communicating with property owners and has generally been able to accommodate specific needs (deliveries, reasonable access, etc.) if given some notification. As we get into this next phase, the City staff and the contractor will be working closely to continue to minimize impacts. These improvements are funded through the federal Community Development Block Grant Program, which focuses on removing barriers to pedestrian use and increasing accessibility under the American with Disabilities Act (ADA). In addition to improving pedestrian mobility and accessibility through this corridor, the new sidewalks will match current City downtown area aesthetics, including decorative pavers along the curb. Motorists are encouraged to pay close attention to the traffic signage and to plan for a little extra time if travel through the area is necessary. Large trucks, trailers, and recreational vehicles should use alternative routes when possible due to the tight, constrained conditions at

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself.
Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (855) 976-3916 or visit this Internet Web site https://tracker.auction. com/sb1079, using the file number assigned to this case FHAC.377-330. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an "eligible tenant buyer," you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an "eligible bidder," you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (855) 976-3916, or visit this internet website https://tracker.auction. com/sb1079, using the file number assigned to this case FHAC.377-330 to find the date on which the trustee's sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee's sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee's sale. If you think you may qualify as an "eligible tenant buyer" or "eligible bidder," you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. think you’d have to live in a cave to not know that we will have a Mid-State Fair again this year. Won’t that be a special treat! I’m so happy for the kids who participate in that event, from refurbishing a tractor to raising an animal. We all needed to hear that news. Another happy bit of news--There will be a parade on the 4th of July, organized again by the Rotary Club of Templeton. The theme this year will be “Hometown Hospitality,” so start the “creative juices flowing” and come up with a spectacular float entry to celebrate America. Applications will be ready soon and will be available at the Templeton Community Services District office located at 420 Crocker Street in Templeton. The Rotarians will also be manning their famous hot dog booth at the Templeton Community Park. Why not bring along this delicious potato salad, buy some Rotary hot dogs, and have a real old-fashioned picnic. There will be
seems to enhance the dressing better than plain vinegar. I discovered a great seasoning blend at Trader Joe’s called 21 Seasoning Salute, and it does not contain salt. Just for fun, I used about a teaspoon in my last batch of this potato salad, and we liked it. So, after you use the recipe as is, you can be creative. After all, that’s how new recipes are developed. Enjoy! Creamy Potato Salad Ingredients: • 6 med. potatoes (2 lbs) • 2 stalks celery, thinly sliced • 1 med. green pepper, chopped • 1/3 cup chopped onion • 1-1 ⁄4 cups mayonnaise (I like Best Foods) • 1 tbsp vinegar (I use white balsamic) • 2 tsp Dijon mustard or prepared mustard (I prefer Dijon) • 1 teaspoon salt • 1 ⁄ 2 tsp pepper • 6 hard-cooked eggs, coarsely chopped Directions: In a covered saucepan, cook potatoes in boiling water for 20 to 25 minutes or till just tender; drain well. Allow to cool. Peel and cube potatoes. In a very large bowl, combine celery, green pepper, onion, mayonnaise, vinegar, mustard, salt and pepper. Add potatoes and eggs. Toss lightly to mix. Cover and
chill for 6 to 24 hours. Makes 12 side-dish servings. Note: I like to combine the mayonnaise, vinegar, mustard, salt and pepper with a whisk and then fold in the celery green pepper, onion, and the diced grilled red pepper. You can cover the dressing with plastic wrap and refrigerate it overnight. Our Atascadero Lakeside Wine Festival Committee, along with the Atascadero Chamber of Commerce, is putting together something special for June, 2021. Next week I’ll have all the details about our exciting plan. Just a hint: What do you need to “travel for tasting” some of the best wines on the Central Coast? The answer next week. Meanwhile, enjoy the weekend. Cheers! Barbie Butz is an independent columnist for The Atascadero News and Paso Robles Press; you can email her at barbiewb@hotmail.com.

developed brains, such as baby calves and all the children of the good cowboys who rode point. Riding drag is a misnomer because what you end up doing mostly is walking. If you insist on riding, the baby calves will walk between your horse's legs. It's like herding a bunch of cats. By the time we got to the bed ground, some of the kids and baby calves had new brothers and sisters. Grown cattle will not usually stampede in the daytime, but that's not true with calves or kids. I noticed that both groups were getting hot, bothered, and hungry, so I did what any good cowboy would do: I sang a soothing song. For some reason, my singing had the reverse effect on all the little knotheads, and I was soon faced with that most dreaded of cowboy fears... a full-blown stampede. The thunder of their tiny hooves was deafening as they ran in an uncontrollable tidal wave. The calves were upset too. In a blind frenzy, I mounted my horse and tried to turn the kids and the calves in a circle around a gimpy cow. Neither the kids nor the calves would do as I instructed.
I knew that the responsibility for not spilling the whole herd was on my shoulders, and with delirious abandon, racing at high speeds over treacherous ground, I was able to turn the herd into a tighter and tighter circle. We finally hit the corrals in one big swirling ball, which now included ten dogs, 12 screaming brats, 14 calves, two chickens, a gimpy cow, and a show hog that belonged to the trail boss's kid. To this day, I don't know how it got involved. Not surprisingly, I got a call again the following year to participate in the trail drive. "Lee," said the trail boss, "you were a real hero last year riding drag. The kids found you entertaining, and you, sure enough, quieted the stampede. We wanted to invite you again this year." "Friend, and I use the term loosely; I'm a little like those spoiled little brats you saddled me with last year. I don't care what names you call me; I ain't gonna come!" plenty of drinks and desserts available to purchase at the park to top off your picnic. I have had several requests for this recipe again. I found it some time ago in my old Better Homes and Garden Cookbook. The one with the red plaid cover, remember? So, in case you missed it, here we go. You can cook the potatoes a day or so ahead. Don’t peel them until you are ready to make the salad, but do put them in a covered container and refrigerate them when they are cool. I use the Yukon Gold variety as they are firmer than russets. Red potatoes are also an option. I also add about 1⁄2 cup of grilled red pepper strips, patted dry, and then diced. The pepper strips are in a jar with oil and a clove of garlic and are one of my favorite “adds” to recipes. I find them at Dollar Tree in Atascadero and Paso Robles. Since my husband does not care for eggs in potato salad, I leave them out. I also leave out the green pepper for the same reason. However, try the recipe any way you like, and I know you will enjoy it. Your family and friends will ask for seconds! For a tangier dressing, substitute plain yogurt or sour cream for 1⁄2 cup of mayonnaise. I use white balsamic vinegar, which
Egypt. The future famine was the way God would use to bring Joseph and his family together again. In our next meditation, we will discuss the events that led up to the family’s reunion. Joseph would then be used by God to preserve his father’s entire family by enabling them to move from Canaan to Egypt. In this move, the Hebrew nation would prosper and numerically grow to become a great nation. All this happened because of the Divine plan and purpose God had for Joseph’s life. This is actually what Joseph would tell his brothers when they came to Egypt to buy some grain (Genesis 45:4-8). Joseph said: “God sent me before you to preserve for you a remnant
on earth and to keep alive for you many survivors. So it was not you who sent me here but God”. Joseph realized that all that had happened to him was ordained by God and became the main purpose in his life. God’s divine plan became a great source of blessing. Lessons to Be Learned. 1. All the events of a believer’s life are controlled by God’s Divine plan. 2. God’s Divine plan when experienced always results in His Blessing. (Romans 8:28). 3. God’s Divine plan gives purpose and meaning to a believer’s life. Counter-Human Trafficking Task Force
Misinformation and Human Trafficking By SAN LUIS OBISPO COUNTER-HUMAN TRAFFICKING TASK FORCE BOARD
E
veryone involved in anti and counter-human trafficking efforts wants education, awareness, and vigilance to be pillars in the fight against the exploitation that takes place in our county, state, and country daily. Without a doubt, every person involved in these anti-human trafficking efforts as a profession wants the general public to be aware of what is taking place and be informed on the realities of human trafficking and human exploitation. It is of utmost importance that there is proper education and information being provided to the public so that the spread of false rhetoric can be avoided as much as possible. One of the biggest barriers which all too often rears its head in human trafficking investigations, outreach, and awareness campaigns is the problem of misinformation, which is frequently passed on as truth and is spread very quickly and easily. It seems that misinformation and conspiracy theory spreads like wildfire, whereas the truth of the matter and accurate, up-to-date, and actionable information is often much harder to effectively spread to the masses. It is difficult and almost impossible to undo the damage done by spreading misinformation that all too often goes viral. Some of the most inaccurate claims of what human trafficking is include stories of how human trafficking victims are almost always kidnapped. That there are trafficking rings operating in plain view at department stores, as well as rumors that major retailers are complicit in the exploitation of our citizens. With an increase in interest in the subculture of human trafficking and exploitation has come a surge in misinformation, falsehoods, hoaxes, and outright lies. It is all our jobs to right that ship and halt the spread of false information and focus on perpetuating accurate information and truth in the fight against human trafficking. False information, rumors and hoaxes, and the simple dissemination of unvetted information are very harmful to what is an otherwise righteous cause, and in the end, hurts the victims of human trafficking. Additionally, when inaccurate information is spread, it distracts from the truth and can often impede or thwart law enforcement efforts and take attention away from legitimate crimes and valid reports of abuse and victimization. Some common hoaxes and conspiracies that have recently surfaced that have been a distraction to the cause, as well as a distraction to law enforcement authorities, have been the claims of kidnapping and trafficking rings operating at major shopping centers as well as the false claim that online retailer Wayfair was complicit in the sale of children. Viral social media sharing took place, and it was falsely circulated that human trafficking rings operated at shopping centers through the use of placing zip ties on cars or putting scribblings in the dust on a car which in some way acted as a signal for trafficking rings to act upon. While those claims have been found to be unsubstantiated, the hoax fueled rumors and spread fear unnecessarily. Ultimately, these stories were proven to be patently false. Another prominent example that was widely circulated was the story about the online furniture retailer Wayfair. There was rumor and speculation spread across the internet regarding expensive items being advertised as high-end furniture or personalized pillows, for example. Conspiracy theorists claimed that these items were really children that were being offered up as part of an online human trafficking ring. This false claim has been proven to be a global hoax, but the damage has been done, and the cause of anti-human trafficking has been hurt by these unfounded theories. Conspiracy theory is not productive, and when it floods the internet as it did with the shopping center and Wayfair hoaxes, the true message, and importance of what human trafficking really is, gets watered down and diminished in importance and acts as an unneeded distraction to all of us that are invested in combating human trafficking.
False information, rumors and hoaxes, and the simple dissemination of unvetted information are very harmful to what is an otherwise righteous cause.
As mentioned in a previous column, human trafficking is not what is depicted in the movie series “Taken,” starring Liam Neeson, where children are kidnapped and moved to a foreign country forced to serve as sex slaves and human commodities. Likewise, the face of sexual exploitation is not the glitz and glamour of what is depicted by Julia Roberts and Richard Gere in the movie “Pretty Woman.” Human trafficking is not children being kept in sea trains, and it's not children being kidnapped off the street being forced to live a life of sexual servitude under the thumb of a random stranger who becomes their trafficker. It is important to realize that, generally, human traffickers and pimps tend to groom and lure their victims over a span of time, and often this grooming is accomplished over the internet. Stealing a victim or kidnapping someone for purposes of trafficking is too risky of a proposition, and in most cases, victims are recruited, manipulated, and eventually made to be 100 percent dependent on their trafficker after a period of grooming takes place. Statistics indicate that abduction for the purpose of forcing someone into human trafficking is not very common. It is commonly stated that a vast majority of human trafficking victims are runaways. Some statistics say up to 95 percent of victims come from this sort of situation. The easiest way to assure that accurate information is consumed and shared is to properly vet the source. The most legitimate information sources are those that have been involved in the fight against human trafficking for some time and are viewed nationally as experts in the field. They are typically long-term contributors of information and resources that aid in the battle against human trafficking. Some common sources of validated and accurate information include the Polaris Project, the National Human Trafficking Hotline, the National Human Trafficking Resource Center, DeliverFund, and the National Center for Missing and Exploited Children (NCMEC). It is critical that those of us that are interested in fighting human trafficking find reputable sources such as these that provide accurate, up-todate, and relevant information. It is also critical that we not share, distribute, or pass on inaccurate, unverified information that is primarily based on rumor, speculation, or conspiracy theory. The reality of what human trafficking actually looks like on the Central Coast is not crime syndicates or organized crime rings operating at our supermarkets or shopping centers, and it is not online furniture retailers selling children using some sort of secret code. It is not kids being kept in shipping containers or children being snatched up from under our noses on our main streets. The reality is the same here locally as it is across the country – local Americans are buying Americans for their sexual gratification, and the market here is thriving. Our neighbors, friends, and perhaps family members are paying for sex with exploited humans. They are buying sex from trafficked adults and trafficked children. As evidenced by a recent case where a 15-year-old runaway was being trafficked on the Central Coast, it should be clear that there is a clear and present demand for sex with child sex trafficking victims locally; otherwise, that 15-year-old would not have been trafficked here in the first place. That is and should be the shocking reality of what sex trafficking looks like here locally as well as across the country. It is not a rumor, innuendo, or conspiracy theory. It is a fact that exploited children, as well as adults, are being sold to our neighbors, co-workers, and friends on a regular basis. It is our hope that rather than relying on speculation, rumor, or falsehoods that are so easily spread and cause fear-mongering and the dissemination of untruthful narratives, that our community would seek out legitimate information, statistics, and educational materials. If possible, get involved and volunteer with local outreaches where it is appropriate. It is further hoped that when and if information is shared, posted, or disseminated, that only accurate and vetted information be passed along. In these ways, we can all do our part in fighting the good fight and crushing the evil that is human trafficking and exploitation.

turned into small films with a big meaning behind them. Bethany (20) is now finishing her second year at Cuesta College in film and is an intern for the marketing department handling video filming and editing. Both Bethany and Abigail were homeschooled by their mother, Mary Ann, and belong to the Calvary Christian School homeschool group in Paso Robles. Abigail’s growing interest in film led her to take a cinematography class through her homeschool. Abigail has also taken it upon herself to learn how to use a drone for filming. Some of the drone scenes are used in some scenic scenes of “Designing Lies” and were done in one take. “Thankfully, before the bus came by, we got there a little bit early, and I was able to practice that drone move first, just one time—I just tried to make my movements steady without jerks. Tried to stay calm because you only have one shot on that unless you’re going back another day,” said Abigail.
thank you for this proclamation.” Council then discussed a public outreach plan for the upcoming intersection improvements at Golden Hill Road and Union Road. The Housing Constraints and Opportunities Committee (HCOC) identified a single lane roundabout as the best solution for the intersection. A prolonged detour will be in place during the construction of the roundabout. The intersection will be closed from approximately December 2021 through August 2022.

on a policeman’s salary.” District Attorney Dan Dow shared a story from Noah Briley. After hearing about Benedetti’s death, Briley wrote a post on Facebook, remembering how Benedetti saved his life. He wrote: “My arresting officer that saved my life by arresting me is the officer that passed away. This is very sad to me. He treated me with so much respect and humanity. I was too unhealthy to get booked into jail, so we sat at the hospital for 18 plus hours together. We talked mostly about our kids and IPA’s. I ran into him at a Mexican restaurant about five months ago, and he obviously didn’t recognize me. I was able to thank him for saving my life. I told him I had 18 months clean and happiness in my life. He told me he was proud of me. I feel for his family. While serving for ATPD, a mother was in labor and was unable to get to the hospital in time, so the family came to the ATPD parking lot. With no prior experience, Benedetti helped the mother deliver her baby in the parking lot. The newly appointed San Luis Obispo Police Chief Rick Scott then said a few words, “I didn’t get a chance to meet him, I didn’t get a chance to get to know him, but I am doing that now. I am learning who he was through the stories of the incredible men and women that served alongside him.” Detective Steve Orozco was injured during the shooting and was returned home to continue recovery with his family. He is expected to fully recover from his injuries. A gofundme page has been started for Det. Orozco recovery and has raised over $15,780. Here is some of what they shared: “Luca left behind his beautiful wife and their two precious young daughters. season, the Crimson’ Cats are deep and relentlessly attack the strike zone. Junior Jaiden Ralston works as the team’s ace and is currently 7-0 on the season with a .28 earned run average and 97 strikeouts. According to Maxpreps, Ralston has allowed only two runs in 50 innings of work this year. As perhaps a blessing in disguise for PRHS, Ralston missed some time early in the year due to a tight hamstring that forced head coach Billy Tidwell to turn to sophomore pitcher Brooklyn Pesenti doubleheaders. The sophomore has been excellent all season, pitching 39 innings with a 1.44 ERA for Paso Robles and has struck out 40 while going 4-2 in her first season in the circle for the varsity. The third arm for the Bearcats belongs to senior Hannah Chambers, who worked on her stuff all through the extended offseason, and it has seen it pay off this season. Chambers is 6-0 for the Bearcats with a 2.03 ERA. The senior has only allowed nine earned runs through 31

This season the Lady Bearcats have scored 181 runs in league games which is 20 runs higher than the next closest team. Offensively, Paso Robles has five players hitting .500 or better while the entire team has a batting average of .425. However, one girl has stood above the rest when it comes to driving in runs, Chambers. When the senior captain isn’t pitching, she is intimidating opposing pitchers. According to Maxpreps, Chambers has 28 hits in 56 at-bats, has 32 RBI, seven home runs, four triples, and a grand slam on the season. Another huge contributor to the Bearcat offense has been the girl in their leadoff spot, sophomore Stella Gidcumb. Gidcumb is batting .525 with 22 RBI, seven doubles, and three home runs, including a grand slam this past weekend. With two weeks to go in the regular season, the girls are in the perfect spot to win the Mountain League. Paso Robles is a game behind Templeton, who is undefeated in the Mountain League but has yet to play either of
the other top three teams in Arroyo Grande and Paso Robles. The Bearcats end the season with a three-game series with Templeton next week. The boy’s baseball team had their chance at the eventual Mountain League champions this past weekend and gave them their best shot but came up just short. Entering the threegame series last week, Arroyo Grande had an unblemished 18-0 record that is now tarnished. The Bearcats couldn’t pull out the series victory but pushed it to a rubber match Saturday afternoon after earning a thrilling win that morning. Down 3-2 in the bottom of the seventh, junior Caron Turnquist roped a double into the gap for the walk-off winner. Not more than 30 minutes later, the teams were back out on the diamond for game two, and after one inning Paso Robles lead 2-0. Arroyo Grande battled back and won the final game 11-5, but the Bearcats proved they could play and beat any team in the Central Section. With two weeks left to go in the regular season, Paso Robles will finish out with a series against a struggling Righetti squad before a fun end of the season matchup with the Templeton Eagles.
