PASO ROBLES — Everybody loves Paso Robles; there is something for everyone right here. I have had the honor of meeting locals and visitors face to face for over 25 years in this city. The natural beauty of our area, this historic downtown, the wine country, and our culture keep us at the top of the list for “the most desirable places to live and visit in the world. As residents of Paso, we enjoy having the best air quality and demographics, as well as shopping, food, and commodities right at our fingertips. The majority of visitors do come for our wines, which are marketed around the world, but they end up falling in love with downtown and its welcoming, hometown feel. Our business owners are to be congratulated for that! We have independent owners of shops, restaurants, and wineries (the big box stores are on the outskirts of town). Actually, in most restaurants, the owners are also the chefs, and in the shops and wineries, the owners are at the counters most of the time. This accounts for our “friendly” atmosphere. There is a pride and camaraderie among merchants that is felt wherever you go. That hometown feeling, which nobody can take from you, is described as warmth, comfort, and well-being. Our hopes and prayers are that we never lose it!! When times are busy, Paso is busier than ever. We just came off a wild ride through May, June, and July. Now we’re in a calm, quiet time, with a light list of celebrations and events. Normally, August is the busiest month for vacations, just before school starts. As you know, we travel not to escape life, but for life not to escape us. But, these are strange times because we have been in lockdown mode for over a year. For the past few months, we have been “On The Move.” They say, “you don’t know what you’ve

But for him, unreachable as it was, it was perfect. The veteran farmer saw a diamond in the rough. He recognized its potential. A perfect mix of steep hillsides and the limestone deposits, this is where great quality fruit comes from, Janell declared, echoing her father’s

The Board has heard two hours of public input on CRT over the course of two meetings. During Tuesday’s meeting, they listened to a final 20 minutes of public input on CRT and made a final decision on a resolution to ban the teaching of it in PRJUSD schools. Eighty-two emails were received for public comment and are available online for the public to read. In-person public comment was heated and emotional at times, with comments in support of banning CRT and others against the ban. Some of those against the ban stated that CRT will eventually make its way into the school system and that those against the theory are contributing to “whitewashing” history. Those in favor of banning CRT expressed worries about CRT creating more division and marks white people as oppressors. Superintendent Curt Dubost made a comment before the Board’s discussion on the proposed resolution. He said, “Don’t we live in a great country that we can do this? That we can come together and have this

long Kiler Canyon Road on Paso Robles’ west side lies an unmarked and seemingly abandoned narrow dirt road. If you turn onto this road by accident, you might find your car so hemmed in by the menacing forest. You might have to back up in reverse for half a mile. I know. It happened to me once. The second time I traveled down that road, though, I was expertly guided in a four-wheel-drive truck by winemaker Janell Dusi, owner of J. Dusi Wines, for this is the road that leads to Paper Street Vineyard. Few locals know of this vineyard. Winemakers do, or at least those who source fruit from this spectacular hillside vineyard that straddles the appellations of Willow Creek and Adelaide District. “We call it driving to Middle Earth,” quips Janell as we drive along the treacherous bumpy terrain. She is referring to the brooding landscape in “The Lords of the Rings” films. As her rugged truck snakes through the hardscrabble terrain, brittle calcareous rocks crumble off the hillsides as she dodges fallen tree logs, rocks, and piles of dirt. Although you feel like you’re miles from civilization, this woodsy pocket is no more than three miles from J. Dusi winery on High-
PASO ROBLES — Paso Robles Joint Unified School District (PRJUSD) made decisions on Tuesday night involving Critical Race Theory (CRT) and mask mandates upon returning to school. The Board made it clear that each individual will have three minutes to speak, and they will only hear 20 minutes worth of public comment per agenda item to ensure they get to all agenda items. First, with a 6-1 vote (Baker voting no), the Board approved a pool of architects and engineering services firms for future Measure M Bond projects. The Board approved these architectural firms: Nineteen-Six (19-6), PBK-WLC, IBI Inc., and DysonJanzen. District Staff will submit individual agreements/contracts on a project-by-project basis.

Bearcat Book Drive Collects Over 5,000 Books Lead, read, and succeed! STAFF REPORT
PASO ROBLES — In Spring of this year the Paso Robles High School (PRHS) Leadership class created a community book drive project. The original goal of the drive was to raise 1000 books and work in partnership with Oak Park Community Center as a distribution site. 2021-22 ASB President Malia Gaviola states, “We have been working with Betian Webb, Director of Community Services, at Paso Robles Housing Authority at Oak Park with the goal of donating books, so that children would have increased access to books at their reading level.” PRHS leadership students were happily surprised at the overwhelming support from

the community and school site staff support, as their goal was quickly achieved. “We have now collected over 5,000 books from our generous community. Our plan for distribution has expanded, and the great news is, more and more children and families are going to have access to gently loved books,” Gaviola said. Jen Bedrosian, PRHS Activities Director, shared, “We are so proud of all the hard work and organization our leadership students did to make this happen! The support from our students and staff is greatly appreciated.” As originally planned, approximately 1,000 books were donated to Oak Park Community Center and sorted into age levels for distribution. SAN LUIS OBISPO — The Distillers of San Luis Obispo (SLO) County are proud to announce the Second Annual Trail Weekend taking place Aug. 21 and 22, promoting the County’s craft distillers. Over the course of the weekend, each distillery on both the Paso Robles Distillery Trail and San Luis Obispo Distillery Trail will be partnered with local food purveyors while offering tasting flights, tours, live music, raffles, and more. SLO County has been a wine destination for decades. However, in recent years, a new movement has taken hold of the Central Coast: craft distilling. SAN LUIS OBISPO — The Community Foundation San Luis Obispo County is a grantmaking and education foundation supporting charitable work across San Luis Obispo (SLO) County. This year the Foundation has over $250,000 available in grant funding for San Luis Obispo County nonprofits. There are several grant opportunities available to support Senior Dances and Health & Wellness programs. Additionally, the Board of Directors has allocated extra funding to support capacity-building grants (commonly known as BUILD) for small and large nonprofit organizations. Proposals for Grant Funding will be accepted until 5 p.m. on Oct. 1. Education sessions about submitting Grant

Justin Bruihl Becomes 20th Ex-Mustang to Play in Major Leagues Bruihl retires five of the six batters in the Los Angeles Dodgers victory over the Los Angeles Angels STAFF REPORT
SAN LUIS OBISPO — The former Cal Poly pitcher Justin Bruihl became the 20th Mustang to play in the Major Leagues on Sunday, Aug. 8, retiring five of the six batters he faced to wrap up an 8-2 Los Angeles Dodgers victory over the Los Angeles Angels at Dodger Stadium. Bruihl, now 24, pitched at Cal Poly during the 2016 season. In a team-high 25 appearances on the mound as a freshman, including one start, Bruihl was 1-3 with a 4.88 ERA, striking out 27 batters over 31 1/3 innings. He secured five outs for his victory at Hawaii on Apr. 16, 2016. Of the 20 Major Leaguers who wore a Cal Poly uniform, current head coach Larry Lee has coached 11 of them over 19 seasons. The other nine played baseball for the Mustangs from 1925 through 2002. In addition, Dean Treanor, a bullpen coach for the Miami Marlins from 2016-19, played at Cal Poly from 196870, pitching a no-hitter in a 2-0 win over Cal Poly Pomona in 1970. A graduate of Casa Grande High School in Petaluma, Bruihl pitched three
innings against Marin Catholic in early March 2014 but felt a twinge in his left arm, which soon became a full-fledged pain with accompanying weakness. He quickly underwent Tommy John surgery for the reconstruction of the ulnar collateral ligament in his pitching arm. More than a year of rehab followed the surgery. The southpaw was back on the mound as a senior in 2015, hitting .302 and making seven appearances on the mound, allowing no earned runs over 17 1/3 innings. He never pitched more than three innings in his senior season until the finale on May 30 in a playoff game against Pinole Valley, where he pitched four innings and allowed one unearned run with five strikeouts. Following his lone season with the Mustangs in 2016, Bruihl returned to his hometown and pitched one year at Santa Rosa Junior College in 2017, posting a perfect 7-0 record and 2.12 ERA with 59 strikeouts over 51 innings. After committing to Cal Poly, he signed an undrafted free agent contract from the Dodgers on Jul. 15, 2017, and was assigned to the Arizona League Dodgers but did not pitch that summer. Bruihl’s minor league career included stops at Ogden in 2018, Rancho Cucamonga, and Great Lakes in 2019 and, following the COVID-19 shutdown in 2020, Oklahoma City and Tulsa this year, going a combined 4-0 with a 2.63
ERA and 50 strikeouts over 37.2 innings pitched across 26 games (one start). In three minor league seasons, Bruihl is a combined 14-2 with a 3.73 ERA and 145 strikeouts in 72 games. On Sunday, the Dodgers selected Bruihl’s contract from Oklahoma City, signed him to a Major League contract, and placed Garrett Cleavinger on the 10-day injured list, retroactive to Saturday, with a right oblique strain. Bruihl, who has debuted at three levels this season— Double-A Tulsa, Triple-A Oklahoma City, and the Major League Dodgers—became the 32nd man to pitch for the Dodgers this season when he entered the game with one out and two on in the eighth inning. Bruihl struck out Brandon Marsh, then walked pinch-hitter Shohei Ohtani to load the bases. Bruihl worked out of the jam by inducing Jack Mayfield to hit a comebacker on a 2-2 pitch, which Bruihl turned into a force play at the plate to end the inning. Bruihl retired the side in order in the ninth on two groundouts to second base and a strikeout to close out the win for the Dodgers. Bruihl’s fastball ranges from 90-93 mph, his cutter 85-88, his slider 78-81, and his still-evolving changeup 80-82. With the addition of Bruihl, Cal Poly currently has four former baseball players on Major League rosters.

Cuesta College Bond Oversight Committee Annual Report Upcoming bond projects include a new campus center on Cuesta College’s San Luis Obispo campus STAFF REPORT
SAN LUIS OBISPO — The Measure, L Citizens’ Bond Oversight Committee, released its 2020 Annual Report, which was presented and accepted by the San Luis Obispo County Community College Board of Trustees at their June meeting. Measure L is a $275 million general obligation bond voted on by San Luis Obispo County voters in November 2014 that authorizes funding for new construction projects, needed repairs, and upgrades. The Citizens’ Bond Oversight Committee is an independent group of community members tasked with reviewing expenditure reports and ensuring that the District expends bond proceeds for the purposes set forth by Measure L.
The committee reviewed the Independent Auditor’s Report for the financial statements of the general obligation bonds and a Performance Audit Report for the fiscal year ending Jun. 30. It concluded that the District “has properly accounted for the expenditures held in the General Obligation Bond Fund (Measure L) and that such expenditures were made for authorized Bond projects.” “The future looks bright for the San Luis Obispo County Community College District with facilities improved to provide a quality education and life experience,” said committee chair Dr. Gil Stork. “The contribution of Cuesta College to the county is enormous, and the Citizens’ Bond Oversight Committee is proud to be part of this most beneficial program.” The report provides project updates, including the completion of the R & B Shultz Early Childhood Education Building on the North County campus, road improvements, and upgrades to ADA compliance, HVAC, roofing, and technology. Upcoming bond projects include a new campus

SAN LUIS OBISPO — The Community Foundation San Luis Obispo County’s (CFSLOCO) Women’s Legacy Fund (WLF) will host their 19th Annual Luncheon: Picnic with Purpose on Sept. 28, which will feature a nationally-recognized keynote speaker, premier catering, and local wine. The Women’s Legacy Fund’s mission is to be a catalyst for philanthropy that improves the lives of women and girls in San Luis Obispo County. Since its establishment in 2003, the Fund has awarded $500,000 to local organizations. The luncheon is a time-honored annual event that has been reimagined to meet the emerging needs of the community post-pandemic. This year, the luncheon will provide attendees with the opportunity to interact with fellow community members, speakers, and grant recipient representatives. This year’s keynote speaker will be Jessie Kornberg, President and CEO of the Skirball Cultural Center in Los Angeles and anti-poverty and civil rights advocate. Board of Supervisors Discuss SLO County Public Health Releases Homeless Issue Facing the County Vaccine Statistics for 2021 The Board votes to remove the County from the IWMA By MELISSA GUERRA
SAN LUIS OBISPO — The San Luis Obispo Board of Supervisors held a regularly scheduled meeting on Tuesday, Aug. 10 at 9 a.m. The meeting opened with 5-0 approval of the consent agenda, amended to reflect the addition of a letter to the fire safety council authorizing and designating the San Luis Obispo County community fire incorporated to serve as the primary applicant for the 2021 county coordinators grant. Next, the Board recognized Joanie Ladley for her more than 30 years of service, starting as an Intermediate Typist Clerk in the Assessor’s Office and currently serving as Assessment Technician IV. Following the presentation, the Board went to public comment. Helen Nolan, Deputy Clerk-Recorder, spoke on the upcoming recall election, which is 33 days away. Ballots will be mailed out Monday, Aug. 16, and anyone who doesn’t receive a ballot should call the County. The ballot will contain two questions; the first being should current Governor Gavin Newsom be recalled and the second; who should replace him if he is. The recall will need a 50 percent vote to be approved, and the replacement will be chosen by a majority vote if the recall is approved. Nolan reiterated that people can choose to answer one or both questions, and if they choose no on recall, they may still vote on the replacement. The majority of public comment were multiple requests regarding introducing a resolution for healthy children to allow children to not wear masks in school. Supervisor Debbie Arnold made a motion to add this item to the next available meeting, which would at the earliest be Sep. 28. Supervisors John Peschong and Chairperson Lynn Compton both said while they support the issues being raised they felt the venue was misplaced and should be put before the school board. The item is still set to appear in a future meeting. The next item was the request to fund resources to implement the previously approved adaptive Framework for Regional Homeless Action Plan and Multiyear Efforts but authorizing a budget adjustment in the total amount of $1,539,3884 from the General Fund. The funds would be allocated as $1,125,244 to Social Services, $111,540 to Behavioral Health, $52,600 to Information Technology, and $250,000 to the Administrative Office. While the topic of homelessness and the direction to address it was debated in length, the Board did vote 5-0 to approve the staff recommendations in dispersing the funds. The topic of moving the homeless camp to El Chorro Park was discussed, and Chairperson Compton spoke disapproval over moving the camp to a place that’s not appropriate, from its lack of services in the area, proximity to the college campus, and also in the reduction in space of a public park that belongs to the community. Supervisor John Peschong likewise spoke on the topic, and while in approval of the budget adjustment, stated that his “patience is wearing thin” and that the actions being taken were not making a dent, with California currently spending $60,000 per homeless person and yet the population keeps growing. The final motion that was put forward from Supervisor Gibson included analyzing the possibility of going beyond 80 units now and bringing proposals back as soon as possible, encouraging parking efforts, with a target of 60-90 days to
implement, and to utilize ARPA funding when necessary, which was seconded by Supervisor Arnold and approved with a 5-0 vote. The next item was to receive and file a report by MSW Consultants regarding the analysis of the County’s proposed departure from the Integrated Waste Management Authority (IWMA). Depending on asset negotiations, costs of withdrawing from the IWMA range from $1,585,400 to $2,084,000. These costs would be transferred solid waste ratepayers through a rate increase implemented by the end of the fiscal year. Additionally, future mandates or programs necessary to comply with waste programs are unknown, and the County would bear 100 percent of these costs versus sharing them with IWMA member agencies. Supervisor Arnold moved staffs recommendations to withdraw from the IWMA with Supervisor Peschong seconding. The motion was approved with a 3-2 vote with Supervisors Bruce Gibson and Dawn Ortiz-Legg in opposition. Next, the Board heard from Scott Jalbert to receive and file an update on the current drought conditions. Currently, the County is in an extreme drought, known as a D3 category which will likely turn into a D4 (exceptional drought) later this year. Likewise, most of California has moved to a D4 within the last 16 days. Lopez at 33 percent, Santa Margarita at 61 percent, at Lake Nacimiento at 15 percent capacity, The recommendation is to continue the proclaimed local state of emergency. The agricultural offset ordinance is set to expire Jan. 1, 2022, when the Planting Ordinance would take place, taking a 25-acre foot exemption for tier 1 land, not subject to expiration. This motion was made by Supervisor Arnold, with a 4-0 vote, with supervisor Ortiz-Legg abstaining. Item 48 was a hearing to consider a resolution directing the collection of annual sewer service charges on the fiscal year 2021-22 County property tax bills for the Los Osos Sewer Service Area. Chairperson Compton inquired if there are exceptions made to defer the fees in COVID situations considering job loss and other issues. Staffs recommendations were approved in a 5-0 vote. Item 50 was a submittal of a request to authorize processing of a Specific Plan Amendment application by Monarch Dunes LLC to amend the Woodlands Specific Plan. The plan includes taking a public park and converting it to housing. Option A would be to let the project move forward with no specific guidance, and option B was to specifically direct staff to look into a replacement recreational benefit. Chairperson Compton made a motion to begin processing and to move forward, with the planning commission being the place where the public could come to find more information and hear the studies that will be done on the project. Supervisor Bruce Gibson made a statement asking to have a specific offset to replace the current park that would be used, and Chairperson Compton clarified that the motion to move forward included both options A and B. The motion passed 4-1. Due to the length of the meeting, the last item on the agenda was postponed to the next meeting on Aug. 24, with public comment being heard to satisfy legal requirements. Lastly, the Board went to closed session, with nothing to report on closed session. The next meeting of the Board is Aug. 24, and the agenda for the meeting will be made available on the district website prior to the meeting at slocounty.ca.gov/Departments/Board-ofSupervisors/Board-Meetings,-Agendasand-Minutes.aspx
CDC determines that fully vaccinated persons can still get and transmit COVID-19 STAFF REPORT
SAN LUIS OBISPO — On Jul. 29, San Luis Obispo County Public Health stated that almost all COVID-19 cases, hospitalizations, and deaths reported in San Luis Obispo County are among residents who have not yet been fully vaccinated. The data the County Public Health Department is pulling from is a report from Jan. 1, of this year. According to County Public Health Officer Dr. Penny Borenstein, residents who are not fully vaccinated have represented 98.5 percent of cases, 97.5 percent of hospitalizations, and 99.2 percent of deaths; however, this report starts January 2021, when most were not eligible to receive vaccinations until April (see vaccine timeline below) “These statistics make it painfully clear that our residents who have not yet been protected by vaccines are facing the overwhelming burden of COVID-19 in SLO County,” said Dr. Penny Borenstein, County Health Officer. “These numbers also provide hope in that they show just how effectively the vaccines are doing their job in a real-world, local environment.” According to Borenstein, since Jan. 1, a total of 10,777 COVID-19 cases have been reported in SLO County, with only 161 (1.5 percent) in people who were fully vaccinated. Of SLO County’s 358 COVID-19 hospitalizations during the same period, only nine (2.5 percent) were in people who were fully immunized. Of 132 deaths caused by COVID-19 in 2021, only one individual was fully vaccinated. According to the County’s website readyslo.org, the total deaths since March 2020 in San Luis Obispo County are 269 due to COVID-19 in 17 months. The breakdown per age bracket is as follows, (123) were 85 years old and above, (103) were ages 65-84, (35) ages 50-64, (8) ages 30-49, and no deaths of anyone under the age of 29. The new case rate in January was 7437, February was 1853, March 818, April 688, (vaccines were available to the general public on Apr. 15, however waiting lists in place). In May the cases were 266, and June 163, then the County saw an increase in cases in July to 698 after the County announced that the new Delta variant had been detected in San Luis Obispo County and urged the community to start testing again. On Jul. 21, the Centers for Disease Control (CDC) announced that on Dec. 31, they will withdraw the request to the U.S. Food and Drug Administration (FDA) for Emergency Use Authorization (EUA) of the CDC 2019-Novel Coronavirus (2019-nCoV) Real-Time RT-PCR Diagnostic Panel. The assay was first introduced in February 2020 for the detection of SARS-CoV-2 only. According to the CDC, the PCR test that has been used solely in San Luis Obispo County and nationally is inaccurate and could potentially risk false results. Therefore, they encourage laboratories to consider adopting a multiplexed method to facilitate the detection and differentiation of SARS-CoV-2 and influenza viruses. Along with the CDC’s information, it was also confirmed that the current testing for COVID-19 can not detect different strains of COVID such as the Delta or any other variant, so at this time this type of testing is inaccurate. Borenstein went on to explain that during the reporting period January
through current unvaccinated SLO County residents have been 69.3 times more likely to become infected with COVID-19 than those who are vaccinated. The County reported 253 new cases of COVID-19. Officials say this increase is caused in part by the presence of the more highly transmissible Delta variant.
San Luis Obispo County Vaccine Eligibility Timeline San Luis Obispo County administered the first COVID-19 vaccines on Dec. 18, 2020. SLO County Public Health Officer Dr. Penny Borenstein explained that healthcare workers would get the vaccine first, and the County was going to be holding invite-only vaccination clinics beginning on Monday, Dec. 21, 2020. There were two phases of distribution. Phase 1 included the highest-risk individuals, starting with hospital workers, EMS personnel, skilled nursing facilities (staff and residents), dialysis centers, and ending with other essential workers and anyone who has high-risk medical conditions or is over the age of 65. On Dec. 30 all San Luis Obispo County health care workers who provided direct, in-person clinical care and were not already set to get the vaccine through an employer or pharmacy partnership were invited to sign up for an appointment to get the vaccine from the County Public Health Department. On Jan. 8 the County Public Health Department reported they had received more than 12,200 vaccine doses, which includes first and second doses. The County Public Health Department reported it had the capability to vaccinate up to 3,250 people each week (650 people per day, five days per week) and planned to open two more vaccine clinics later in January. The County reported they were rapidly progressing through Phase 1a of vaccinations and anticipated being able to start vaccinating the next group of residents, including adults over 75 and critical infrastructure workers, by February. Jan. 18, was the first day for COVID19 vaccinations at the North County Point of Distribution (POD) located at the Paso Robles Event Center. Vaccines at that time were currently available for adults over the age of 75, and specific health care workers were eligible for vaccinations. On Jan. 19, local public vaccination clinics followed State direction and stopped administering some Moderna COVID-19 vaccines due to reports of possible allergic reactions. On Feb. 18, eligible residents were able to book a first-dose COVID-19 vaccine appointment. All first-dose appointments took place at Cuesta College, with second doses administered at all three County-operated vaccination clinics. On Mar. 1 San Luis Obispo County Health announced that some local child care workers and K-12 teachers and staff

working in-person would be able to receive the COVID-19 vaccine in San Luis Obispo County. The County agreed at the time to set aside 10 percent of the vaccine allocation each week, per State guidance, for those working in education and child care sectors. The County Office of Education and the Child Care Planning Council, at the recommendation of the SLO County COVID-19 Vaccine Task Force, identifed teachers, child care workers, and other school staff who would be first in line and up next, based on the risk of either exposure at work or severe illness. On Mar. 18 the County announced that workers in the Education and Childcare, Food and Agriculture, and Emergency Services sectors were now eligible, along with those with certain high-risk medical conditions or disabilities and caregivers providing in-home care to elderly or medically vulnerable residents. On Mar. 22, health officials announced that all community members aged 50 and older were now eligible to receive a COVID-19 vaccine in SLO County. On Mar. 25 Governor Newsom stated that with the supply of vaccines expected to increase in the upcoming weeks significantly, the State is expanding vaccine eligibility to more Californians. Starting Apr. 1, individuals aged 50 and over would be eligible to make an appointment, and individuals 16 and over will be eligible to make an appointment to be vaccinated starting on Apr. 15. On Mar. 31 about 60,000 additional SLO County community members – those age 30 and older – were now eligible to sign up for the County’s COVID-19 vaccine registry. On Apr. 13 County officials announce that they are following CDC and FDA recommendations to pause administration of the Johnson and Johnson vaccine as federal officials review six cases in which people developed a rare type of blood clot after getting the vaccine, one of which who has died according to national reports. Apr. 15 all age groups ages 16 and above were eligible to sign up for the County’s COVID-19 vaccine registry. Apr. 28 The California Department of Public Health (CDPH) issued a statement from Dr. Erica Pan, state epidemiologist, regarding the Western States Scientific Safety Review Workgroup’s recommendation to support the lift of a temporary pause on the administration of the Johnson & Johnson( Janssen) COVID-19 vaccine. In July, the CDC determined that fully vaccinated persons can still get and transmit COVID-19, later stating that such persons may be the carriers of the new variants. According to the statement, fully vaccinated people are protected from severe disease and death, including the variants currently circulating in the country, such as Delta. California Department of Public Health Orders New Hospital Visitation Requirements Proof of full vaccination or documentation of a negative COVID-19 test prior to entering local hospitals STAFF REPORT
SAN LUIS OBISPO — On Aug. 5, the California Department of Public Health (CDPH) issued a state mandated public health order regarding visitation within all hospitals in California. Effective Wednesday, Aug. 11, all visitors to Tenet Health Central
Coast care facilities, which include Twin Cities Community Hospital in Templeton and Sierra Vista Regional Medical Center in San Luis Obispo, must show proof of full vaccination or provide documentation of a negative COVID-19 test within 72 hours of entering our facility. Visitors may use either PCR testing or antigen testing as proof. Currently, the PCR test is the only test in the County still being used to detect COVID-19, according to the San Luis Obispo County Public Health Officer, Dr. Penny Borentsein. On Jul. 21, the Centers for Disease Control (CDC) stated that the PCR

Therefore, they encourage laboratories to consider adopting a multiplexed method to facilitate the detection and differentiation of SARS-CoV-2 and influenza viruses. tals are asking that visitors to have their proof of full vaccination or documentation of a negative COVID-19 test within 72 hours, ready to show the staff upon entering the hospital. Examples of acceptable documentation include a valid and complete CDC vaccination card or electronic copy or a valid and complete vaccination record from the state registry. Visitors of end-of-life patients are exempt from the vaccination and testing requirements. Hospital-provided masks are still required for all visitors to Sierra Vista Regional Medical Center and Twin Cities Community Hospital.

he Atascadero Greyhound Foundation (AGF), in consultation with Atascadero Unified School District (AUSD) administration, has adjusted the current structure of the LIGHTHOUSE Atascadero After School Program (LAMP.) The Atascadero Middle School has adopted and will be implementing the “Where Everybody Belongs” (WEB) program at the start of school this month. WEB is a program of The Boomerang Project based in Santa Cruz. The program is designed for implementation with students who attend school in-person or virtually. WEB is a middle school orientation and transition program that welcomes sixth graders and makes them feel comfortable throughout their first year of middle school experience. WEB is built on the premise that students can help students succeed. Eighth graders have been trained as mentors to be WEB leaders. As positive role models, WEB leaders are student-leaders who guide the sixth graders to discover what it takes to be successful during the transition to middle school and help facilitate sixth-grade success. Studies show that if students have a positive experience in their first year of middle school, their chances for success increase dramatically. WEB provides the structure for sixth graders to receive support and guidance from eighth-graders who have been through the challenges that middle school poses and understand that the transition to a larger school can sometimes be overwhelming. DA Completes Legal Review of Officer-Involved Shooting Paso Robles active shooter incident involving Mason James Lira June 11, 2020 investigation concluded STAFF REPORT
SAN LUIS OBISPO — San Luis Obispo District Attorney Dan Dow announced that his office has completed the independent review of the officer-involved shooting incidents occurring in and around the City of Paso Robles on Jun. 10 and Jun. 11, 2020, culminating in the shooting death of Mason James Lira. The case involved a series of shootings conducted by Lira during which a man was murdered, a sheriff deputy was shot in the face, and other law enforcement officers were also injured. After careful review, the San Luis Obispo County District Attorney’s office has concluded the law enforcement officers who used deadly force did not violate the law, so no charges will be filed against them. With limited exception, the District Attor-
ney has the responsibility to independently evaluate all officer-involved shootings that occur within San Luis Obispo County. The role of the District Attorney in this review is to determine whether, during the course of the incident, any violation of California criminal law was committed by the involved officer or officers. This evaluation does not directly address issues of policy, training, tactics, or civil liability. There is no set timeframe in which such an evaluation must be completed, and each incident presents its own unique circumstances. In reviewing any investigation for the possible filing of criminal charges, the District Attorney’s Office is bound by the crime charging standards that are applicable whether an individual is a civilian or a peace officer. Those standards are detailed in the California District Attorneys’ Association Uniform Crime Filing Standards, and state in part: “The prosecutor should file a criminal complaint only if four basic requirements are satisfied: 1. There has been a complete investigation and thorough consideration of all perti-
nent data; 2. There is legally sufficient, admissible evidence of a corpus delecti (i.e., each element of the crime); 3. There is legally sufficient, admissible evidence of the accused’s identity as the perpetrator of the crime; and 4. The prosecutor has considered the probability of conviction by an objective factfinder (i.e., judge or jury) hearing the admissible evidence. The evidence should be of such convincing force that it would warrant conviction of the crime charged by a reasonable and objective factfinder after hearing all the evidence available to the prosecutor at the time of the charging and after hearing the most plausible, reasonably foreseeable defense that could be raised under the circumstances presented to the prosecutor.” Consistent with the District Attorney’s obligation and the Uniform Crime Charging Standards, an independent evaluation of the series of incidents was conducted. The complete investigation included one hundred thirteen (113) interviews of law enforcement personnel and civilian
witnesses, review of sixty-seven (67) bodyworn camera and patrol in-unit videos, thirty (30) surveillance and aircraft videos, hundreds of photographs, the collection of six hundred thirty-seven (637) items of evidence, location diagraming and forensic evaluation and testing of physical evidence. Based upon a review of the Sheriff ’s final investigative report, and pursuant to the controlling legal principles, it is our legal opinion that there is a lack of evidence to prove beyond a reasonable doubt criminal culpability on the part of the involved officers in any of the four distinct officer-involved shooting incidents. There is reliable evidence that each officers’ actions were reasonable, necessary, and justified under the totality of the circumstances when they shot or shot at, Mason James Lira on Jun. 10 and Jun. 11, 2020. Accordingly, the San Luis Obispo County District Attorney’s Office has closed its inquiry into these four officer-involved shooting incidents. Letting Go of Resentments

N
one of us are immune to injustices. Divorce, road rage, rudeness, or domestic violence are all examples of situations we live with that impact us negatively. Some experiences can have a long-lasting negative impact on our daily relationships with others and our psyche. How we react to these injustices can determine whether we will suffer from depression, anxiety, stress or whether we will use methods that will help us overcome these situations to live
healthier, more fulfilling lives. One method is practicing forgiveness. Research has shown the benefits are numerous. Forgiveness has profound physical and psychological benefits that help improve our mental health. Forgiveness causes emotional, psychological, physical, and spiritual healing and decreased painful feelings like anger, depression, or anxiety. Forgiveness can help decrease the hurt and pain from offenses and help us lead more peaceful, satisfying lives. Forgiveness as a concept has existed for thousands of years, having its roots deep in the Christian gospels and many of the well-known religions. More recently, forgiveness therapy has found its way into the psychology field, national conferences, major universities, and now talk shows. Countless international conflicts, from American slavery, Rwandan genocide to German Nazi war
crimes, have employed forgiveness to help heal deep wounds. At a forensic facility where I used to work, I co-facilitated a class for many years on Letting go of Resentments. I began to see what a powerful tool forgiveness was in helping these incarcerated men lower their resentments and grievances towards others and learn better ways of coping and healing their relationships. As one of the participants in the forgiveness class said, “I hadn’t spoken to my brother for years. When he got sick and almost died, I had to let go of my anger – life was just too short, and I may not get another opportunity.” Another participant stated, “Forgiving myself and others has opened the door to self-nurturing and the love of family and friends that I once shut out because I felt so undeserving.” Who of us wouldn’t want to let go?
And yet, many people get confused about what forgiveness is, which makes it harder to forgive. Some view forgiveness as being weak. However, it takes strength and courage to forgive. Forgiveness is not condoning, denying, forgetting, or excusing one’s behavior. It doesn’t mean you have to reconcile or even see your offender again. It’s not about making them feel better, either. Forgiveness is, however, letting go of anger and hostility and finding peace through the process. It’s about taking back your power and feeling peaceful. It’s for you, not the offender. And it is a process, not a one-time event. For most of us, it takes daily practice to finally let go. Here are some positive actions you can take to let go of resentments and grievances: 1. Accept your anger. Don’t deny it. 2. Talk it out with an empathetic person who understands the
forgiveness process and will just listen 3. Ditch the victim mentality— remember it’s your process, not the offender’s 4. Make a commitment to forgive and practice 5. Start developing empathy or compassion towards the offender by viewing them as a human being, not an evil person. In other words, put yourself in the other person’s shoes. You may find new meaning or purpose in life as a result of having gone through the forgiveness process, or at the very least, released a burden you’ve been carrying for years. Remember, this is for you, not them. It’s about moving on with your life and finding peace. Here are some resources the students in my class used that helped them through the process: • Forgiveness books, seminars,
podcasts, and CD’s • Journaling • Writing a letter to the offender (and either burning it or sending it) • Sharing with a friend or therapist who understands the forgiveness process • Using faith and spirituality • Nature Holding onto hate, anger, hostility, and outrage will eventually poison us. Forgiveness helps us finish unfinished business. When we practice these techniques, we gain control over the way we think and feel. We change our resentment story into a forgiveness story. Even the American Academy of Pediatrics says there is still no definitive research showing the delta variant more harmful to children. “Dr. Jennifer Lighter, pediatric infectious disease specialist at NYU Langone Health, said the delta variant, while it is “certainly more contagious,” doesn’t appear to be more dangerous to children than other variants. Dr. Jim Versalovic, pediatrician-in-chief at Texas Children’s Hospital, said, “We have no firm evidence that the disease severity in children and adolescents is any different with the delta variant.” (nbcnews. com) Keep in mind that the CDC estimates 416 children (0-18 years) have died from COVID-19 in 18 months, while they estimate 477 children (0-18) died from influenza during the 12 months 2019-20 flu season. The 201213 flu season recorded 1,161
deaths (0-17 years.) Does anyone remember masks in those years? Further reasoning against mask mandates comes from Johns’ Hopkins professor Dr. Marty Makary. He states, “The possible psychological harm of masking is an even greater worry. Facial expressions are integral to human connection, particularly for young children. Covering a child’s face mutes nonverbal forms of communication and can result in robotic, emotionless interactions, anxiety, and depression. (The Case Against Masks for Children, Wall Street Journal, Aug. 9, A15) But, alas, this is not the best of all worlds, and our North County school districts are not autonomous. They do not have the power or freedom to respond to local statistics and needs. Sadly, they are hostages to state mandates and liability insurance requirements and left with no options other than ‘obeying.’ So, what do parents do? For parents who do NOT want their children in masks on the first day of school, here are a
few ideas, which I realize will be controversial, as there are many sides to this discussion: 1. Get a mask waiver from your pediatrician, GP, dentist, ophthalmologist, or allergist on the basis of breathing and medical problems, skin and rash, hearing, vision or dental limitations, emotional and mental health, or special needs. 2. Encourage your district to set up as much class time outside as possible. Ask local event supply companies to donate tents for elementary campuses. Templeton district is actively pursuing this outdoor option. 3. Until the mask mandate is dropped in your district, pull your children out of government schools and any schools requiring masks. School ‘census day’ is Oct. 6, when funding ($9000 per student) is calculated for the next school year. Fewer students mean less money. Money talks. 4. Keep your child out of school until Sept. 14, on the increasing possibility that Gavin Newsom
is recalled and a mask choice advocate elected. (Think about it – maybe it’s time to give someone else the opportunity to try new remedies for our state.) 5. Get active locally to promote mask choice. Attend school board meetings along with the stalwart “Moms for Liberty.” Write your superintendent and school board, asking them to get tough and join with other districts to stand up to Sacramento. Urge your board to adopt the “Let Them Breathe” Resolution toward returning control of education to local districts. Regardless of your stance, I think we’d all like to see that Overall Freedom ranking improves in our state. And in case you are wondering which state ranked no. 1, you guessed it, Florida. It is best to keep that plot as an open space and should be considered to extend Paloma Park. The City of Atascadero should purchase the acreage and build a park that would also preserve the open space for the vast wildlife in the area. The residents that live around this land did not want a storage facility nor the vermin it would have attracted. Same goes for the Hotel they are trying to build across the street. oncerts in the Park have started in North County. Paso Robles holds theirs at the Paso Robles City Park on Thursdays from 6 to 8 p.m. Templeton offers concerts on Wednesday evenings from 6 to 8 p. m. at Templeton Community Park and Atascadero follows up on Saturdays at Atascadero Lake Park from 6:30 to 8:30 p.m., except for Sept. 11 when the concert will be held at the Historic City Hall, in honor of Patriot’s Day. All concerts are free to the public. Take a lawn chair (low ones for those who can get out of them!) and a jacket or sweater for the cool-down in the evenings. Cruisin’ Weekend is coming up in Atascadero with Hot El Camino Nite on Friday, Aug. 20, 6:30-9 p.m., along El Camino Real.
Mixed Berry Summer Pudding
Ingredients: • 16 slices dense white bread • 2 cups fresh blackberries • 2 cups fresh blueberries • 4 cups fresh raspberries • 1 to 1½ cups granulated sugar • ½ cup framboise liqueur or raspberry syrup • Additional fresh berries for garnish
Sweetened whipped cream Directions: Line inside of a 2-quart ceramic mold with plastic wrap. Trim crusts from bread; cut 4 slices in triangular halves and remaining 12 slices in rectangular halves. Arrange 4 triangles to cover the bottom of mold, squeezing them in a bit so that the entire surface is covered. Arrange rectangles, slightly overlapping, on end around inside edge of the mold. Combine blackberries, blueberries, and raspberries with sugar and framboise or raspberry syrup in a large saucepan. Bring mixture to a simmer over medium heat, stirring constantly, until berries begin to break apart and sugar is dissolved about 3 minutes.

ou aren’t going to believe this one. One of the many benefits of being a syndicated columnist is I get to read many of the fine publications that carry my column. The Livestock Weekly out of San Angelo, Texas, is a good example. One of the columns I read religiously in that great paper is The Computer And The Cowboy by C.A. Rodenberger, Ph.D. According to one of C.A.’s columns, “Scientists have developed a method to produce male pigs, goats, and cattle that pass along desired genetic traits from a donor rather than their own genome in their offspring.” This means that scientists have figured out a way to use a scrub bull to breed your cows because the bull is not passing along his traits but those of the very best bull in the world! According to a study published in Proceedings of the National
Academy of Sciences, “Scientists edited a fertility gene in the embryo of surrogate mice, then translated stem cells from a male donor into the surrogate’s testes” (OUCH!), “so that offspring would carry only the donor’s genetic material, acting as surrogate fathers.” You know what this means, don’t you? The worst bull imaginable, a light muscled, structurally incorrect mongrel of a crossbred bull when mated to your cows, could produce the very best calves in the world! You could buy a Holstein x Corriente x Marchigiana bull out of the slaughter run at your local sale barn for $700 and have this procedure performed on said bull, and he would be passing along the genes of your choice of the finest multi-trait leading bull of any breed. Can you imagine the replacement heifer calves you’d get? At this point, I can’t say what effect this procedure will have on purebred producers. When I first started writing for livestock publications 48 years ago, it was generally thought that in a few short years, every commercial cowman in the country was going to be using artificial insemination. Didn’t happen. And this “testes test”
may turn out to be just an interesting study for researchers and go no further. But it certainly raises some interesting possibilities. You could raise your own bulls, for example, by just keeping back the tail end of your calf crop and not castrating some bull calves. After the operation, one of your bulls could breed his mother or sisters, and there’d be no danger of genetic deformities as a result of inbreeding. If one of your bulls gets snuffy and tries to kill you, just perform a little Winchester-otomy on him; what do you care? It’s not like you spent $10,000 on the bull. Can you imagine the shock and awe after a feeder calf buyer has purchased your calves and hung them on the rail, was blown away by the carcass data, and came to you and said, “I gotta see your bull battery. You must have the best range bulls in the world!” Then you show the buyer your herd sire battery that consists of a pipe gutted 900-pound #2 Okie, a 15-yearold lame Mexican stag, and a Holstein Jersey cross with less meat on it than a Beyond Beef Burger. Think of the identity crises a mature anorexic dwarf bull that wouldn’t make a

The article didn’t say how much the operation on your bull’s testes would cost or if it would have to be repeated every year. I am quite sure that if you asked your veterinarian today if he could perform the testes transformation on your bull’s testicles, he’d look at you like you belonged in the Loony Bin, the Funny Farm, the Mental Marriott, or the Haha Hilton. The more I think about this interesting idea, the more I hope it doesn’t catch on. It would probably destroy most purebred producers because only a few very top bulls would be needed, and without purebred producers, most of the livestock publications that carry my column would go broke without advertisements for their bull sales. t is a true saying that many people start out their life well, but few finish well. Joseph was one of those few. The way a life will end well is to live it according to God’s divine plan. This is one of the foundational and fundamental truths that is clearly taught in the Bible. God’s divine plan will cause a believer to live a fruitful life of service that will cause a believer to experience many blessings. God desires that a believer finish the work that He has planned for him to accomplish. A successful life
for every believer is to do all that God has planned for him to accomplish. God promises to enable a believer to do His will. Jesus said in John 4:34: “My food is to do the will of God and to finish His work.” Jesus is the example for every believer. Joseph was a believer who clearly understood God’s will for his life. Over a period of 30 years, God revealed His will to Joseph as he did it one event after another. On several occasions, he told his brothers what God had purposed for him to accomplish in his life (Genesis 45:38, 50:15-21). Joseph was sold as a slave in Egypt because God sent him there to become a deliverer of his family. God exalted Joseph in order to save his family from starvation. As prime
minister of Egypt, Joseph had the power and ability to care and provide for his family. Joseph’s family moved from Canaan to Egypt and was greatly provided for in the land of Goshen. God’s divine plan of preservation for the nation of Israel was accomplished by Joseph, who became the prime minister in Egypt according to God’s divine plan. Everyone prospered greatly as God’s good plan was fulfilled in their lives. God’s divine plan and will is good and always ends in great blessing for those who do it. Joseph was able to live with his family and friends in abundant happiness and comfort for over three generations. Joseph lived to be 110 years old, and his life ended with great blessing because God’s plan and will was accom-
plished in his life. Joseph’s life ended very well. Lessons to Be Learned. 1. God has a wonderful and good plan for every believer’s life. 2. A believer must choose to do God’s will in order to experience God’s blessing. 3. The real purpose and meaning of life are to know and do God’s will: Ephesians 5:17. 4. Lasting satisfaction and blessing will certainly happen when God’s will is accomplished. This should be the ultimate desire of every believer: Psalm 37:4, 40:8. Defense Attorney Robert Sanger alleged that Scott Peterson may be called as a witness By CAMILLE DeVAUL & MELISSA GUERRA SAN LUIS OBISPO — Day four of the preliminary hearing for Paul Flores was held on Thursday, Aug. 5, and began with Deputy District Attorney Chris Peuvrelle bringing former Detective Kennedy back to the stand. Paul Flores’s attorney, Robert Sanger, says he just obtained over 500 pages of Kennedy’s notes from when he first investigated Kristin Smart’s disappearance in 1996. Sanger notes there are older Bates stamp numbers on some pages as well as new numbers. He suspects the notes were at one point turned over to James Murphy, the Smart family’s attorney. Peuvrelle responded, letting the defense know after 25 years, there are a lot of files, and they are working on getting all documents to them. Sanger then proceeded with his cross-examination of Kennedy from the day prior. Kennedy had no recollection to Sangers following inquires: • A man named Shahn who lit Kristin’s shoes on fire and left them on her doorstep with a note • A boyfriend or any male who set Kristin’s shoes on fire • A man named Ted who was in Kristin’s room on the night of her disappearance Sanger again asked if Kennedy was investigating whether or not Scott Peterson was at the party. Kennedy did not know.

Margarita Campos, who lived next to Kristin in Muir Hall, took the stand as the next witness. Peuvrelle had Campos explain her friendship with Kristin and said they got closer about two to three months before her disappearance. The two met in December 1995 or early January 1996. Campos explained to the court some girls down the hall invited her and Kristin to a get-together off-campus. The two rode with the other group of girls in a truck and went to but decided not to stay long. Campos said she and Kristin were dropped off, she believes on the corner of Foothill and California Boulevard. Peuvrelle asks what Kristin was wearing that night—May 24, 1996. Campos said Kristin’s hair was brown at the time, and she was wearing short black Roxy boardshorts, a gray crop top, and red tennis shoes. After they were dropped off, Campos left Kristin to go back to the dorms. Campos explained that Kristin wanted her to stay and go with her, but Campos wanted to return to the dorms. Campos then testified that she gave Kristin her key to the main entrance to get back into the dorms as they lock after midnight. Campos told the court that she turned around and saw Kristin walking to turn onto Crandall Way and said, “I’ve replayed in my head over and over, like, why did I let her go by herself?” Peuvrelle asked Campos if she or Kristin had any more alcohol, and Campos said no and that Kristin was “100 percent sober” by that time. Campos says the last time she saw Kristin was around 11 p.m. After an afternoon break around 1:30 p.m., Peuvrelle asked Campos if she ever saw Paul around campus, and she responded yes. He then asked if Paul ever stared at her, and Campos said yes, “he stared at everyone.” Campos then testified that on May 25, 1996, she went and knocked on Kristin’s door several times. When Kristin’s roommate Crystal answered the door later that day, Campos realized Kristin did not come home. Kristin’s room was the same as she left it. She continued saying that Sunday, May 26, 1996, was when things got “surreal.” Other dormmates said that it wasn’t normal and Kristin would have said something to someone. That same day Campos said she and a few other girls decided to report Kristin missing. During Sanger’s cross-examination, Campos explained she was frustrated with
how the Cal Poly Campus Police handled Kristin’s disappearance. Campos said in 2017 she sent an email to the San Luis Obispo Sheriff ’s Department to set up a meeting with Detective Cole. During those meetings, Campos told Detective Cole that prior investigators on Kristin’s case were “demoralizing” and “instilled shame” for her being friends with Kristin. Campos stated she found a footprint outside Kristin’s window and reported it to campus police, hoping they would investigate it properly. She did not believe the footprint was properly investigated. Sanger asked Campos if she recalled filling out a questionnaire by the FBI in 1999. Campos does not recall being interviewed by the FBI or them being involved. Sanger then asked Campos if Kristin was “stalking a boy she liked.” Campos told the court that stalking was a word she would have used when she was younger but now says Kristin had a crush on a guy and was trying to get his attention. Sanger asked if that guy was Sean, and Campos said no. Campos then clarified that she did introduce Sean and Kristin but believed they already knew each other. According to Campos, Kristin and Sean were only casual friends. Later Sanger asked Campos if she remembers telling the District Attorney Kristin was pregnant. Campos said she did not know whether Kristin was pregnant or not. Sanger then asked if Campos is saying she did not tell investigators that Kristin was pregnant, and she says that is correct. Campos did not recall that Kristin ever told her that she was going to Santa Barbara to get an abortion pill. Campos then confirmed she was interviewed on Jan. 8, 1999, by SLO Sheriff ’s Detective Steve Crawford. She recalls the interview was a long three hours in a parked car in Orange County. She again confirmed that she did not tell the detective that Kristin was pregnant or that Sean was the father. Sanger handed Campos a document to refresh her memory. She said that was information she heard after Kristin disappeared when she spoke to Sean. Ruben Flores’s attorney Harold Mesick then cross-examined Campos. Mesick asked Campos if she knows where Kristin may be now. After pausing, Campos responded, “Kristin is no longer alive.”

SAN LUIS OBISPO — The Flores preliminary hearing heads into its second week on Monday, Aug. 9. Last week, nearly a dozen people were called to the stand. Witnesses included Stan and Denise Smart, Detective Clint Cole, and former Cal Poly students. Monday’s hearing went on the record just before 10:30 a.m. The prosecution, represented by Deputy District Attorney Chris Peuvrelle, called Detective Clinton Cole back to the stand.

Later, Detective Clinton Cole was called back to the stand. Peuvrelle began by asking Detective Cole about interviewing Crystal, Kristin’s roommate at Muir Hall, on Jun. 16, of this year. Crystal told Detective Cole that she was concerned when Kristin was gone more than 24 hours without her red backpack, saying she never left without it. She said the last time she saw Kristin was on May 24, 1996, around 7 or 8 p.m. Sanger then proceeded with his cross-examination of Detective Cole. Sanger asked Detective Cole if he went over an FBI questionnaire filled out by Crystal in 1999 when he interviewed her in 2021. Cole says he did not. Detective Cole told Sanger that he kept an open mind when he took over the case and did not assume Paul was a suspect as that is how he handles all his cases. Sanger asked Cole if he investigated other potential suspects, including Ted, Yanish, Shahn, Sean, and Brian. Later Sanger asked Detective Cole if he has heard that Scott Peterson was at the party of May 24, 1996. Detective Cole testified that in all his research, the only person who said anything related to Scott Peterson was a public tip that came after being charged with murdering his wife, Laci Peterson. Cole continued that the tip came from a lady who said that in her opinion, Scott and Laci had been to a party with Kristin. However, the woman never clarified it was the Crandall Way party. After dismissing Detective Cole from the stand, Sanger made comments about making arrangements for Scott Peterson. However, it is unclear if Sanger is trying to arrange for Peterson to testify as the topic was not discussed any further. The hearing went on recess to continue on Monday, Aug. 9 at 9 a.m.

Paul Flores defense attorney, Robert Sanger, continued his cross-examination of Detective Cole that began on Thursday, Aug. 5. Sanger question Detective Cole on other potential suspects in Kristin’s disappearance. Monday’s first potential suspect that Sanger questioned Detective Cole about was a man named Shahn, who reportedly admitted to lighting Kristin’s shoes on fire and leaving them on her doorstep with a mean note in February 1996. However, the two reportedly “made up” afterward. Sanger then asked about someone by the name of Yanish who was reported for being a peeping Tom by Kristin. Sanger introduced Defense Exhibit 625, an FBI questionnaire filled out Mar. 11, 1999 by a student named Janusz, who said he lived in the same dorm as Kristin. Sanger indicates that Janusz and Yanish are the same person which Peuvrelle objects saying there is no indication that this person was the same Yanish. A man named Ted reportedly stayed in Kristin’s dorm room with her roommate. Finally, a man named Felipe was brought up as well. Detective Cole said Felipe told investigators he last saw Kristin the night before she went missing because she stayed in his Trinity Hall dorm room and that they were “really good friends.” Ted was interviewed in May of 2002 and submitted to a polygraph which indicated no “deception,” and Ted was later considered not a viable suspect. A man named Sean was ruled out because he reportedly left for San Franciso on Thursday, May 23, 1996, for his sister’s graduation and did not return until Sunday morning around 2 a.m. Next, Sanger questioned Detective Cole on a report that Kristin had gotten in an argument with someone at a concert at the San Luis Obispo Veterans Hall in early May. A Crime Stoppers tip suggested the man, Trent, was believed to be a pimp in San Luis Obispo (SLO) and was later convicted of murder in San Diego. Trent was a pimp who frequented bars in SLO and drove the streets looking for drunk girls to give a ride home. It was reported he had a stripper named Roxy that worked for him. Trent also ran a modeling agency named SLO Models as a front for prostitution. There is reportedly no information to substantiate Kristin was ever an escort or model for Trent. Again, Sanger discussed Scott Peterson being a potential suspect. Detective Cole did determine that Scott and Laci Peterson attended Cal Poly at the same time as Kristin. Sanger referred to a report from Modesto Police Department Officer, Brocchini, who received a tip from someone who knew Peterson in 1995. That person reportedly had a conversation with Peterson in which he said if he killed someone, he would “tie a bag around the neck with duct tape” and throw the body into the sea. Detective Cole again clarified that the tip was reported and came from a woman who believed that information to be true. Sanger then brought up another report stating Modesta Police spoke to Peterson’s brother, Mark, who told police Scott said, “boy, I hope they don’t search in my pond” when referring to Kristin Smart. According to Defense Exhibit 623, a report dated Jul. 29, 2004, the Sheriff ’s dive team searched several ponds on ranches in Morro Bay with possible ties to Peterson and did not find “anything of evidentiary value.” When questioned by Peuvrelle, Detective Cole said that according to Detective Crawford’s reports he confirmed that neither Laci nor Scott Peterson were at the party with Kristin on Crandall Way. Detective Cole confirmed there is no evidence to link Scott Peterson to Kristin. Sanger asked Detective Cole, how many hours of wiretapping was done on the Flores family in 2020. Detective Cole could not confirm how many hours but did say it was a 30-day wiretap. Sanger asked Detective Cole, if he remembers that law enforcement gave the podcaster “false information” regarding a truck to generate a discussion in the Flores family. Detective Cole said yes. Later Sanger questioned Detective Cole, if he assumed Kristin was not alive— Detective Cole answered yes. Later Sanger questioned Det. Cole, if he assumed Kristin Kristin was not alive– Det. Cole answered yes. Sanger then followed up by saying Det. Cole has evidence of the location of Kristin’s remains. Judge Van Rooyen sustained Peuvrelle’s objection that this is outside the scope of the cross-examination. While discussing in chambers that morning, the defense objected to the upcoming witness, Angie. That morning in court, it was said Angie would take the stand around 1:30 p.m. Peuvrelle said Angie is planning to testify about an incident at Ruben Flores’s home when she attempted to walk towards an avocado tree. Angie planned to also testify about Paul’s behavior, an incident where he held a knife to her neck, and another time when he told her he needed to come clean about something but blacked out before he could tell her. Sanger objected, saying it was a butter knife, and Angie refers to “horseplay,” but after listening to the podcast, she said she might have further information. Sagner stated none of this has relevance to the case. Peuvrelle stated that Sanger did not mention the avocado trees because investigators found evidence there while serving a search warrant in March 2021. Ultimately, Judge van Rooyen said he would allow Angie to be questioned about her visit to Arroyo Grande involving the avocado trees, but other materials will be excluded on the grounds that it is “character evidence.” However, Angie did not take the stand on Monday. The court was adjourned at about 4:30 p.m. It was not specified when Angie would testify. The hearing resumed on Tuesday around 9 a.m. The names of all witnesses mentioned will be addressed by first name only to protect their identity in accordance with court orders.

Let’s hear it for the United States of America where we can have this discussion in a civil way.” Board Trustee Nathan Williams said that while he disagrees with CRT being in the curriculum, the resolution is flawed. Bausch later agreed the resolution was flawed. Later, Board Trustee Jim Reed gave a brief overview of American history. “If you look at all whites, we are not oppressors—just these few facts of history completely render this theory that all whites are oppressors and America is systematically racist completely invalid. It is imperative that we teach truth in our classrooms. There is no place for an inaccurate theory such as CRT. I don’t want it in the high school or K-12.” Board Trustee Chris Bausch said, “Not that we should, but none of tonight’s three possible resolutions go far enough to ban race-based curricula to satisfy our own local faction.” Bausch compared banning CRT to when Rock ‘n Roll was being banned in the States, saying it didn’t work. He later said he could not support any of the resolutions. President Chris Arend, who wrote the resolution, said it takes away the “fundamental premises in order to so say kill the beast—we do need to teach the children about communism, about fascism, about theocracy, about all sorts of other things. They need to be taught about it, but there is a difference between teaching CRT as Gospel as truth and teaching about this flawed ideology.” Baker made a motion to approve resolution 21-27 A, which Lance Gannon seconded. The motion then passed with a 4-3 vote (Williams, Gearhart, and Bausch voting no), followed by cheering from the in-person crowd.
H.3. Approve Return to Full In-Person Family Guide with Clarification of District Position on Mask Mandate and Consider Possible Adoption of “Let Them Breathe” Resolution
Paso Robles Schools go back to full in-person learning on Aug. 19. A “Welcome Back to School Family Guide” is being mailed out to parents in both English and Spanish. Deputy Superintendent Jennifer Gaviola said, “As we highlight what full in-person school will look like, it is with the goal and intention that we will be AKA normal again. But we aren’t quite there yet.” The family guide says students will be required to wear masks indoors but will not be required outside and during recess. Before public comment Dubost made some comments, “It was our belief until recently that this would be a local decision and that we could have a different recommendation. Based on legal guidelines and mandates, that’s not the case. And to not go with enforcement of the masks puts the District into a position that is indefensible. If you don’t like that, take it up with the people who make the rules. Not us.” The District is upholding the mask mandates due to guidelines set by the State and has had attorneys look into what options they have. Not comply with the State mandates risks the District losing its liability insurance. Many parents expressed concern for their

After the announcement, Molly saw Dee tear up, saying, “Can’t believe it, so happy for the kids, and this is a great day for the community.” Official numbers for the auction won’t be ready until Thursday, Aug. 12, but Colleen Bojorquez, the CMSF Interim Chief Executive Officer, knows the auctions went extraordinarily well. Bojorquez said, “We had a ton of community support. It truly was phenomenal. It brought tears to my eyes just knowing that these kids were getting to experience a real fair and were still being

As a result, some parents said they would be pulling their children from the District and homeschool while masks mandates are in place. While many of the board members expressed they did not want to mandate masks on the students, but felt their hands are tied with the potential loss of liability insurance and funds. It was said support from the community is not enough if the District were to lose its insurance and funds. The “Let Them Breathe” resolution was also a part of the agenda item. The “Let Them Breathe” resolution states that this Board establishes the following goals: • Advocate in writing to the CDPH to remove mandatory requirements for preventative measures such as masks, quarantines, and asymptomatic testing. • Allow school districts to consult with city and county health departments to determine the need for safety protocols based on local conditions. • Advocate for parental choice for masking and vaccinating their children. • Ensure that mask requirements will NOT be used as punishment to coerce children to get vaccinated. Trustee Bausch said, “The resolution is more of a symbolic nature, and it sends a message to Sacramento. It sends a message to other school districts ‘be brave enough to resist this’ until we can come up with a legal [solution].” It was discussed to have staff look into filing a Temporary Restraining Order (TRO) against mandates believed to be oppressive. The District would look into filing a TRO or action with other districts. After plenty of discussion, the board motioned to approve the back-to-school family guide, combined with the “Let Them Breathe” resolution. The motion passed with a 5-2 vote (Williams and Gearhart voting no). The Board then directed staff to investigate the possibility of filing an action in court against the mask mandate with the legal counsel.

Typically after the auction, anyone can make an additional monetary contribution to livestock animals after it is sold. This can be adding $1 to each pound for any animal(s). Add-ons are a great way to support the 4H and FFA show kids. “I think that was one of the good things that came out of COVID was that we provided add-ons online-only, and I think it is a nice addition so that people who have grandparents or people out of state who want to contribute are able to do that,” said Bojorquez. Virtual add-ons closed on
Sunday, Aug. 9. FFA and 4H students raise and work with their animals for months, some nearly a year. They then show off their hard work at the fair during market and showmanship days, all scrambling for clippers, combs, and sometimes an extra set of whites because theirs is no longer white for one reason or another. Auction day is where these kid’s hard work comes to fruition. Their animal was an investment of time and money, and this is the sell-off day. and his sons Matt and Michael hauled dead trees with chains and bulldozers up steep hills, and, yes, there were accidents, like a tractor rolling off the hillsides. “And someone lost a finger,” Janell recalled. This is extreme farming riddled with continuing challenges. At harvest time, a couple of hundred tons of fruit get trucked down the treacherous hillsides. And should there be a problem with the vehicles, help is hard to reach due to a lack of cell service in the area. “There’s always something every harvest,” marveled McPrice Myers, the vineyard’s principal customer. Last year a low branch nearly cracked someone’s head, and a tracker fell over. No one thinks the vineyard’s fruit is not worth it, though. The Paper Street vineyard came across my radar when I tasted J. Dusi’s Paper Street wines—The Narrator, a Rhône style blend; Cornflower Blue Mourvèdre; and a zinfandel. The wines are delicious, complex, and well structured. I was intrigued. That’s when Janell offered to take me on this adventure. The road itself is so unapproachable that it has no address; therefore, its name Paper Street. That’s the general name for a street that appears on maps but, in reality, does not exist. “It exists on paper only; there is no physical address or road,” Janell explained. After a good 15-minute bumpy ride, we pop up on top as if shot out of a cannon, transported to a completely different landscape, a Zen-like magical piece of terrain. Once home to 40 acres of almond trees, this hillside ranch is now transformed into a patchwork of well-manicured vineyards that cling to undulating hillsides. Groves of Manzanitas and olive trees make up the vast landscape. Currently, 110 acres are planted to ten varieties, mostly Rhône-style grapes. Janell pointed to some of the blocks—a head-trained grenache, clairette blanche on steep hillsides, mourvèdre, syrah, cinsault, carignane, petite sirah, tempranillo and naturally zinfandel, a variety Dusi family’s vineyards are known for. “We added cabernet sauvignon in 2018,” Janell noted. It’s a perfect spring afternoon, and Janell drives around the open space, stopping to take in the sweeping views of Paso below us. We come across Mike on his daily visit, that particular day overseeing replacement of petite sirah with cinsault and counosie, he explained. Fruit from this vineyard is contracted by half a dozen or so Paso winemakers who produce distinctive Paper Street-vineyard designate wines for wineries such as Barton Family of Wines, Bodega de Edgar, Clos Solene, Turley, and Robert Hall. Before Mike began planting, he needed commitments from winemakers who would contract to purchase fruit
from Paper Street vineyard. Veteran winemaker McPrice Myers of his eponymous winery was the first to sign on. He committed to a 52-acre parcel to be planted to Rhône-style varieties, zinfandel, and graciano. “He took the biggest bite,” quipped Janell. “When we went to the bank [for a loan], we needed someone to sign on to buy the fruit,” said Matt, who farms the vineyard alongside his father. “It was a huge leap of faith,” he said of Myers’ support. Matt and Janell set up a tasting for me at J. Dusi Winery to meet with two winemakers/customers of Paper Street vineyard fruit, Myers and Steve Glunz of Glunz Family Wines & Cellars. “I was nervous,” said Myers of his commitment. “But it was a good bet knowing the legendary farming family,” he added, referring to Paso’s pioneering Dusi family. Besides, Myers was confident of the terroir, the steep rocky terrain, and the soil. “There’s a purity to these wines,” Myers commented. “They are exotic, and there’s plenty of energy.” His annual production of wines from this vineyard is just under 2,000 cases. While some winemakers commit to acreage, others purchase by tonnage. “We get six tons each of grenache and zinfandel and some cabernet sauvignon,” said Glunz, who hails from Chicago’s multi-generational beer and wine family that dates back to the late 1800s. “We go back with the Dusis to Chicago,” said Glunz. The relationship continued when they established their Paso winery, starting with its first vintage of 2012 zinfandel sourced from Dante Dusi vineyard. Janell organized a good cross-section of Paper Street vineyard wines. We began the tasting with Myers’ 2017 clairette blanche, a floral wine with bracing acidity. “This grape is really well suited for Paso,” Myers commented on the white Rhône variety. Another fresh and vibrant white was an anise-scented grenache blanc from Barton Family Wines. Among the reds, we experienced a zinfandel spectrum from three vintages—a lush, ripe 2017 J. Dusi, a 2018 Glunz exuberant with fig and black plum flavors, and Myers’ 2019, rich and smooth hitting all the markers of classic zinfandel. To show the depth and intensity of the vineyard, Myers took a unique approach in his 2019 Cuvée of syrah, grenache, mourvédre, petite sirah, and graciano, a rollicking blend of fruit from various blocks, aged in different barrels with different fermentations. “It shows the diversity of the ranch,” Myers explained. At 2,200 feet elevation, Paper Street vineyard is surrounded by some pretty impressive wineries such as Daou, Law, L’Aventure, and Booker. “Serious wine is made here,” said Matt of his family’s vineyard, which is starting to garner a buzz with winemakers and wine aficionados. Just don’t go looking for it.
