ne week after President Joe Biden took office, he signed an executive order known as the “30 by 30

Plan.” By 2030, the United States Government plans to “protect at least 30 percent of the states’ land areas and waters; to help advance the protection of 30 percent of the nation’s oceans; and to support regional, national, and international efforts to protect at least 30 percent of the world’s land areas and waters and 30 percent of the world’s ocean” according to the assembly bill text. In essence, the Country’s goal is to conserve 30 percent of its waters and land by 2030. The Conserving and Restoring America the Beautiful preliminary report was released on May 6. According to the report it is, “only the starting point on the path to fulfilling the conservation vision that President Biden has outlined. Where this path leads over the next decade will be determined not by our agencies but by the idea and leadership of local communities. It is our job to listen, learn, and provide support along the way to help strengthen economies and pass on healthy

lands, waters, and wildlife for generations to come.” But a deeper look into how those lands and waters will be protected has spurred controversy amongst farmers and ranchers across the Nation. Stephanie Nash, a singer/songwriter, dairy farmer, and agricultural activist, speaks loudly against legislative threats made against farmers and ranchers, especially the 30 by 30 plan. Nash’s family operated a dairy farm in

California for 85 years until 2010 when they decided to purchase property in Tennessee and move their dairy farm operations there. Around 2008, Nash’s father began to see a shift in California. Increasing regulations set on farmers in the State showed him that life for farmers and ranchers in California would only worsen. For eight years now, Nash’s family has been successfully milking dairy cows in Tennessee. Nash says she learned her advocacy voice

while participating in the dairy challenge at Fresno State. Dairy challenge is the evaluation of dairy farms to help other farmers financially, reproductively, and more. “I wanted to learn what the struggles were throughout our country regulation and bill wise,” said Nash. Now, Nash works at her family’s dairy running their calf-heifer program, and

“how honest it can be, how it was sacred to the people who made and used the objects and reflected their understanding of the world around them and their place in it. I want my paintings to be more than just decorations—I want them to be talismans, to be endowed with gravitas, to be painted with heart like the masks from Yoruba and Puget Sound, like the pottery of the Southwestern pueblos, like the sculptures of Zapotecs in Oaxaca. SAN LUIS OBISPO — San Luis Obispo County Board of Supervisors held a regularly scheduled meeting on Tuesday, Jul. 20 at 9 a.m. The meeting opened with a commendation for Deputy Nick Dreyfus, Deputy Clifford Pacas, Detective Blake Bursiaga, Sergeant Michael Smiley, Officer Isaac Clocherty, and Officer Timothy

NORTH COUNTY — An eclectic array of books and magazines lie scattered at the artist’s feet—the art of ancient cultures alongside modern fashion magazines. Nine separate canvases are arranged before him, all in various states of completion. A jet-black set of headphones keeps him focused on his work. Artist Adam Eron Welch put on four live-painting sessions this past week— Wednesday and Thursday at Farron Elizabeth in Atascadero and Friday and Saturday at Brecon Estate in Paso Robles. Visiting from North Park, San Diego Welch is no stranger to the Central Coast. “I arrived in Paso for the first time in 2003, did my first wine tasting at Linne Calodo, took one sip of the LC Red & Cherry Red, and suddenly understood that I had found a magical location on Earth,” said Welch. “Tasting my first Paso wines was a transcendental experience.” In 2018 the artist had his first major solo art exhibition, “Urban Archaic,” in downtown Paso Robles, which sold out in 4 hours. His art now appears on numerous wine labels, album covers, murals, and magazines. “It was my first time allowing people to watch me work,” Welch explained, “which was terrifying at first because I am generally a very solitary person. When I’m painting,

it requires total concentration for the nearly constant decision-making that I have to do... I wanted to do it, though, to involve the viewer in my process and to talk with them about the work. Even Mayor Moreno stopped by to say hello and to watch for a bit. All in all, it was very rewarding and, I think, successful.” Influenced by Pre-Colombian pre-hispanic mesoamerican art, the sacred art of the Maya, the Aztec, the Zapotec, the art of the Pacific Northwest tribes—the Salish and Kwakiutl tribes of British Colombia and Washington, by art that would be called “primitive” by some. “I love the rawness of the work,” Welch said,

PASO ROBLES — Attending an Ivy League school was not something Angel Gomez, a 2021 Paso Robles High School graduate, saw in his future. But when Gomez opened his last college submission response and saw that little Princeton Tiger and Accepted next to it, that seemingly impossible goal became a reality. “I was very surprised. Princeton was the last letter I opened—[I was] also conscious of the fact that I earned it,” said Gomez. Gomez will be studying molecular biology at Princeton. Later he hopes to focus on neuroscience and transfer to another university for pre-med. “From a little kid, I always wanted to be a doctor in some way,” he said. Gomez continued, “There are so many opportunities to explore different departments at Princeton, but neuroscience would be what I’m starting off with.” Princeton itself does not offer academic scholarships to students. Still, with financial aid and local scholarships, Gomez was able to pay for all four years at the Ivy League university. PASO ROBLES — The 2021 California Mid-State Fair (CMSF) Grand Opening and Ribbon Cutting took place at 3:30 p.m. on Wednesday, Jul. 21. The annual event that was canceled last year due to the coronavirus government-mandated lockdowns was put together in a matter of months as the State’s reopening plan moved through colored tiers and then, on Jun. 15, opened completely although the State of Emergency remained in place. Interim CEO of the CMSF Collen Bojorquez shared in her welcome statement, “What a year! The California Mid-State

Fair staff has worked throughout these unprecedented times, and we “Can’t-Wait To See You” as we celebrate our 75th Anniversary! Since 1946, the California Mid-State Fair has been a place where our community has come together to showcase traditions and talents of the county, and this year will be no different. We are pleased to have you back on grounds to reconnect and enjoy the vast array of competitive exhibits, livestock, and horse shows. Don’t forget the delicious food, shopping, carnival rides, and entertainment available as well. PASO ROBLES — The San Luis Obispo County wine industry comes together annually to honor the local wine community members. These awards recognize dedication, stewardship, innovation, and leadership demonstrated in the San Luis Obispo County wine community. The 2021 San Luis Obispo County Wine Industry Awards go to – Winegrape Grower of the Year, Lucas Pope, Coastal Vineyard Services; Winemaker of the Year, Jordan Fiorentini, Epoch Estate Wines; and Wine Industry Person of the Year, Lorraine Alban, J&L Wines. The Paso Robles Wine Country Alliance, in partnership with the San Luis Obispo Coast Wine Collective, the Indepen-

dent Grape Growers of the Paso Robles Area, The Vineyard Team, and past award recipients worked together to identify the 2021 winners. The honorees are evaluated on their leadership and accomplishments in California’s third-largest wine region, San Luis Obispo County. “It’s exciting that the wine community can again come together, in person, to recognize the leadership, hard work, and dedication of those who have helped bring worldwide recognition to this region and the wines produced here,” said Joel Peterson, Executive Director of the Paso Robles Wine Country Alliance. “These awardees elevate the reputation of this area through the cultivation of high-quality grapes, the creation of award-winning wines, and the distribution of many iconic labels. PASO ROBLES — FFA and 4-H members will be dusting off those blue corduroy jackets and white pants to head back into the ring for in-person shows and auction! Livestock kids were hit hard in 2020 with the unpredicted cancellation of the CMSF and the announcement of the WoodClaeysons Foundation not returning to the fair. While there has been a decline in livestock entries from FFA and 4-H members due to hesitation from last year’s experience, there are still a good amount of members still participating. To help fill the shoes left by the foundation, the James W. Brabeck Youth Legacy Fund created the “Buyers Coalition.” “The Buyer’s Coalition will serve as a tangible opportunity for our

City Council Ribbon Cutting on Traffic Way Pedestrian and accessibility improvements completed STAFF REPORT

ATASCADERO — Over the last month, Traffic Way in Atascadero received pedestrian and accessibility improvements, including new sidewalks, curb ramps, and tree wells between the US 101 overcrossing and El Camino Real. The new sidewalks match the current City downtown area aesthetics, including decorative pavers along the curb. In addition, to increase circulation at the intersection

of Traffic Way and El Camino Real, a designated leftturn lane was installed, providing additional capacity for motorists traveling through this widely used intersection. The improvements are part of the City’s ongoing efforts to encourage pedestrian and bicyclists access to the downtown area. The project was funded through the federal Community Development Block Grant Program, which focuses on removing barriers to pedestrian use and increasing accessibility under the American with Disabilities Act (ADA). Beginning next summer, Traffic Way and Ardilla Avenue will receive additional pavement rehabilitation, drainage improvements, pavement markings, and traffic signage.

SAN LUIS OBISPO — Both Tenet Health Central Coast Hospitals, Twin Cities Community Hospital in Templeton, and Sierra Vista Regional Medical Center in San Luis Obispo have been honored with the International Board Certified Lactation Consultant (IBCLC) Care Award. Not only is the IBLCLC Care Award a global recognition of best practices for protecting, promoting, and supporting breastfeeding, it demonstrates that the hospitals are committed to ensuring staff have earned the prestigious International Board Certified Lactation Consultant certification. Only 12 of the 341 hospitals in California (and 129 hospitals of 6,090 in the United States) have received this recognition, and two are part of Tenet Health Central Coast. Both hospitals are also internationally recognized as Baby-Friendly birth facilities, a designation created by the World

Health Organization (WHO) and the United Nations International Children’s Fund (UNICEF) to recognize maternity services that support successful and sustained breastfeeding for babies to give them the best start in life. The announcement comes at a time where Twin Cities and Sierra Vista have opened up Maternity tours and classes. Parents who are expecting and birthing coaches can now tour the hospitals’ Birth and Baby Centers to find out what to expect when delivering, what support classes are available, and get a sneak peek at the private birthing rooms and recovery suites. The Birthing Centers include Deluxe Hydrotherapy Labor Tubs, which allow mothers to take advantage of the soothing properties of warm water and aromatherapy to help ease labor pain. Unlike the inflatable tubs often found at other facilities, these are permanent tubs that are ergonomically designed to support the back and allow access for personal physicians. Twin Cities also features a unique Outdoor Zen Garden as a part of the Birth & Baby Center’s third-floor terrace as a calming

respite for those desiring fresh air and a tranquil setting overlooking Templeton’s rolling hills and vineyards. PASO ROBLES — Sensorio announced that they will be extending the stunning outdoor art exhibit Bruce Munro: Light at Sensorio through Jan. 2, 2022, due to popular demand. The immersive installation includes Munro’s 15-acre Field of Light, an array of over 58,800 stemmed spheres lit by fiber-optics which gently illuminate the landscape in subtle blooms of morphing color, and the adjacent Light Towers, featuring 69 towers composed of more than 17,000 wine bottles illuminated with glowing optic fibers modulating to a custom musical score. Since reopening in April following the government-mandated closure due to

COVID-19, the exhibit has been sold out weeks in advance. Cunningham Bill to Keep Families Together Signed into Law AB 841, passed the Legislature unanimously STAFF REPORT

SACRAMENTO — On Jul. 19, Assemblyman Jordan Cunningham (R-San Luis Obispo) announced that his bill to help foster youth and keep families together was signed into law. AB 841, which passed the Legislature unanimously, will ensure children cannot be removed from the care of their parents in a child welfare proceeding solely because a parent did not sue for custody. “Children should not be taken away from their family solely because the parents lack the resources to hire counsel and sue for custody,” said Cunningham. “Our goal must be to

keep families together as long as it is safe for the child, and this bill will help accomplish that goal.” Infrequently, but enough to be a problem, county welfare departments allege that a parent not initiating custody litigation alone constitutes a “failure or inability” or a “willful or negligent failure” to adequately supervise their child. “With his signature, Governor [Gavin] Newsom just made it easier for children to remain with living parents and harder for families to be ruptured based on no other reason than they are poor,” said Ed Howard, Senior Counsel of the Children’s Advocacy Institute at the University of San Diego School of Law, a co-sponsor of the measure. “Both he and Cunningham are to be congratulated for their work on keeping California families together.”

Airborne Electromagnetic (AEM) Surveys Survey collects data from medium-priority groundwater basins STAFF REPORT

NORTH COUNTY — The Department of Water Resources conducted airborne electromagnetic (AEM) surveys in the North County from Jul. 15 - Jul. 20. The survey collects data from medium-priority groundwater basins, where feasible to assist local water managers as they implement the Sustainable Groundwater Management Act (SGMA) to manage groundwater for long-term sustainability. The AEM project provides state and federal agencies, groundwater sustainability agencies (GSAs), stakeholders, and the public with basin-specific and cross-basin

geophysical data, tools, and analyses. The surveys are funded by voter-approved Proposition 68, Senate Bill 5, and from the general fund. More information can be found in the AEM Proposition 68 Fact Sheet. During an AEM survey, a helicopter tows electronic equipment that sends signals into the ground, which bounce back. The process has been compared to taking an MRI of the ground’s subsurface. The data collected is used to create continuous images that are interpreted for underground geology. The resulting information will provide a standardized, statewide dataset that improves the understanding of aquifer structures. It can also help develop or refine hydrogeologic conceptual models and help identify areas for recharging groundwater.

A Hot Summer and A Drought Task Force By DEBBIE ARNOLD, 5th District Supervisor

t is wonderful to see events and activities resume all over the North County. I really enjoyed getting together with friends again for the 11th annual Atascadero Kiwanis Mayor’s Winemaker Dinner. I appreciate the organizer’s creativity of separating guests at several smaller venues this year. I joined others for a beautiful evening at O’Malley’s Portola Inn. Every year the Kiwanis raise money at this event to fund worthy projects throughout the city, and I want to thank all who played a part in making this event such a success. So far, the summer has been a hot one! This is certainly exasperating the drought situation we find ourselves in after a less than normal rainfall year. As reported by Scotty Jalbert, County Office of Emergency Services Director, as of Jun. 28, most of the County is categorized as experiencing extreme drought and is expected to move into the exceptional drought category by fall. The County has reassembled a Drought Task Force, and the Board of Supervisors proclaimed a local drought emergency on Jul. 13. Throughout the County, the rainfall totals were approximately 50 percent of normal, and reservoir levels are low. The County will be developing plans for outreach to encourage water conservation and provide tips on how best to conserve. Generally speaking, water supplies are sufficient for two years, but conservation starts early to help supplies go further. For more information

The Board of Supervisors will be continuing the process of redistricting the district lines within the County on Jul. 20. This is part of a process that happens every ten years after the census is complete. This year the timeline has changed, so the process will not be finalized until late this year. Ordinarily, census information is given to the local governments by Apr. 1, but this year it is not expected until Sept. 24. The current deadline for completing redistricting for the County’s supervisorial districts is Dec. 15. If the deadline is missed, the courts will have the responsibility of drawing the lines. Boundary lines are adjusted every 10 years to take into consideration changes in population. The County is divided into five supervisorial districts, each required to be similar in population as the other districts. An independent commission is charged with adjusting lines for state assembly and senate districts, as well as Congressional districts in California. All this important work will adjust lines to accommodate population changes, and these changes will be reflected in the elections taking place next year. Twenty-Nine Women Accuse Flores of Sexual Misconduct Five documents and a total of 80 pages reveal new details of the case By CAMILLE DeVAUL

SAN LUIS OBISPO — On Wednesday, Jul. 14, Paul and Ruben Flores presented in court in person for a motion hearing for the first time since their arrest on Apr. 13. Paul Flores (44) is charged with the murder of Kristin Smart. His father, Ruben Flores (80), is charged with accessory after the fact. The father and son are charged in connection to the 1996 disappearance and murder of Cal Poly student Kristin Smart. Smart’s remains have yet to be recovered. The two appeared in court for a motion hearing scheduled at 1:30 p.m. to amend the criminal complaint. The hearing was not livestreamed but was open to the public and media to attend in person. Present in the courtroom was the Smart Family, Susan Flores, Paul, and Ruben Flores, their defense attorneys Harold Mesick and Robert Sanger, Deputy District

Attorney Chris Peurvelle, and SLO County Sheriff ’s Office cold case detective Clint Cole. The People filed a motion to add two alleged rape charges against Paul Flores. The charges involve two women in Los Angeles County, one in 2010 and another in 2017. Neither case was reported when the crime took place. The prosecution argued Paul Flores exhibits the same M.O. (Modus Operandi) in all his crimes—targets women who are too drunk or drugged, takes them home, and rapes them. There was an additional request to add three more alleged rape victims of Paul Flores to the case. Chris Peurvelle, San Luis Obispo County Deputy District Attorney representing the People, stated investigators found on Paul Flores’ hard drives Google searches for “real drunken girls drugged and raped while passed out” and more. Peurvelle added date rape drugs were found in Paul Flores’ San Pedro home in 2020. Homemade rape videos of Paul Flores were found on his computer in a file named “practice.” “Flores likes to drug and rape unconscious women. That’s just who he is,” said Peurvelle. The defense argued back there

is zero evidence of rape, attempted rape, or murder. “I’m very disappointed in the effort to make an emotional argument instead of facts,” said Sanger, Paul Flores’ attorney. Sanger argued there was once a “Peeping Tom” outside Smart’s dorm and an ex-boyfriend who set Smart’s shoes on fire and left them on her doorstep but stopped looking into other suspects when Paul Flores was named the prime suspect. The defense also said Smart had previously used four different aliases and disappeared before while in Hawaii and claimed three or more people reported Smart might have been pregnant when she disappeared. Later, Judge Van Rooyen denied The People’s amended complaint to add any of the rape victims to the charges against Paul Flores. Judge Van Rooyen ruled there would be a spillover effect from the other rape charges in this case. He stated Paul Flores is charged with the murder of Kristin Smart during rape or attempted rape but said there is little or no evidence to back the rape allegations. All parties in the court agreed to unseal the documents related to the motion hearing.

LEGISLATION

Five documents and a total of 80 pages reveal new details of the case. On Jun. 25, the San Luis Obispo County District Attorney’s Office received a letter from the Los Angeles County District Attorney’s Office granting permission to prosecute two counts of rape in the local jurisdiction. The documents claim that in 2011 and 2017 in the City of San Pedro, Paul Flores raped two women while they were drunk. The defense filed an opposition, saying the new rape charges were a publicity stunt and that there is no new substantive evidence tying Paul Flores to the disappearance of Kristin Smart since the initial investigation. Attorney Robert Sanger goes on to say, “this may more accurately be characterized as adding weak but sensational counts to a weak or nonexistent murder case.” Within the prosecution 43 page response to the defense’s opposition to amending the motion was a detailed account of the case dating back to the mid-1990s. A student-athlete and another resident at Muir Hall stated he and Smart confided in one another. He confirmed that he saw Paul Flores in Smart’s room a few times around February or March 1996. He also

SEBASTOPOL – At a Homekey site in Sebastopol on Jul. 19, Governor Gavin Newsom signed the largest funding and reform package for housing and homelessness in California history as part of the $100 billion California Comeback Plan. The package includes $10.3 billion for affordable housing and $12 billion over two years towards tackling the homelessness crisis head-on and helping tens of thousands of people off the streets while also demanding greater accountability and more urgency from local governments. The new homelessness funding includes $5.8 billion to add 42,000 new housing units through Homekey—a national model for homeless housing. $3 billion of this investment is dedicated to housing for people with the most acute behavioral and physical health needs. “I don’t think homelessness can be solved – I know homelessness can be solved,” said Governor Newsom. “We are going all-in with innovative solutions that we know work – with a focus on creating housing to support people with severe mental health challenges, and with more money than ever to move people out of encampments and into safer situations. With record investments tied to strong accountability and efficiency measures, California will continue to build on the groundbreaking success of Homekey, changing the lives of tens of thousands of Californians for the better and supporting communities across the State.” The legislation signed, AB 140, which also includes $2 billion in aid to counties, large cities, and Continuums of Care through the Homeless Housing, Assistance, and Prevention grant program (HHAP). To qualify, recipients must follow strict accountability measures and submit a local homelessness action plan that includes quantifiable, data-driven goals that jurisdictions must commit to meeting. $10.3 Billion Affordable Housing Package • $850 million incentivizing infill development and smart growth • $800 million to preserve the State’s affordable housing stock • $100 million promoting affordable homeownership • Additional funding to scale up the State’s efforts to create more Accessory Dwelling Units, build more housing on state-owned excess land and invest in farmworker housing $12 Billion Over Two Years to Confront Homelessness Crisis • $5.8 billion for Homekey over two years,

creating more than 42,000 new homeless housing units • $2.75 billion for the Department of Housing and Community Development • $3 billion for the Health and Human Services Agency to create clinically enriched behavioral health housing and funding for the renovation and acquisition of Board and Care Facilities and Residential Care Facilities for the Elderly. • $2 billion in HHAP grants over two years with strong, new accountability requirements for local governments • $1.75 billion to unlock up to 7,200 units of housing in the pipeline for extremely low-income families and people exiting homelessness • $150 million to stabilize participants in Project Roomkey hotels • $50.6 million for encampment resolution efforts • $45 million for services and housing for homeless veterans In addition to these investments addressing homelessness and housing affordability, the California Comeback Plan includes $1.1 billion to clean up the streets of California by partnering with local governments to pick up trash and beautify downtowns, freeways, and neighborhoods across California. The program is expected to generate up to 11,000 jobs over three years. Earlier in July, Assemblymember Vince Fong (R-Kern County), Vice-Chair of the Assembly Budget Committee, issued the following statement regarding the Governors influx of funding. “It does not fix the mismanagement at EDD – an essential service that many unemployed Californians rely on as their lifeline. It does not pay down the mounting Unemployment Insurance Fund debt that is owed to the Federal government – not a single dollar. Ignoring this debt not only increases taxes for employers but burdens our State’s economic recovery. In addition, Fong stated, “By refusing to pay back $7.8 billion taken out of the Rainy Day Fund, this budget weakens the State’s preparation for the next inevitable economic crisis. Now is the time to plan responsibly and build up our reserves while reducing the burdens on small businesses and families. This unsustainable budget ignores the lessons learned from past mistakes and fails to address basics concerns for Californians.” According to Governor Newsom, the California Comeback Plan seizes a once-in-a-lifetime chance to address long-standing challenges by taking on threats to the State’s future and ensuring every California family.

Ruben and Susan Flores were seen arguing in the front yard. Then on the Mar. 15 search of Ruben Flore’s home on White Court, the record indicates human blood was found under the porch behind the lattice in disturbed soil. SAN LUIS OBISPO — The San Luis Obispo County Health Officials reported that 129 new cases of COVID-19 were confirmed in San Luis Obispo County over the past week, including nine caused by the highly-transmissible Delta variant. According to a report released by the Centers for Disease Control (CDC) on Jul. 9, the SARS-CoV-2 B.1.617.2 (Delta) variant emerged in India and is currently widespread. Evidence suggests that it is potentially more transmissible than other variants; however, not more deadly. Research shows that most viruses multiply into other variants. According to the CDC, viruses constantly change through mutation, and new variants of a virus are expected to occur. Sometimes new variants emerge and then disappear. Other times, new variants persist. Multiple variants of the virus that causes COVID-19 have been documented in the United States and globally throughout the last year. Viruses constantly change and become more diverse. Scientists monitor these changes, including changes to the spikes on the surface of the virus. By carefully studying viruses, scientists can learn how changes to the virus might affect

Vegetation Fire in Salinas Riverbed STAFF REPORT

PASO ROBLES — At approximately 10 p.m. on Friday, Jul. 16, Paso Robles Fire and Emergency Services were dispatched to a vegetation fire south of the Niblick Bridge within the Salinas River. Fire engines arrived at the scene within approximately five minutes and discovered a 50 by 50 fire burning near Kohls. The fire was burning in heavy vegetation between the main river channel and a recently grazed firebreak. Firefighters accessed the fire through the managed firebreak and quickly stopped the fire’s forward spread at one-fourth acre. Three fire engines and one Battalion Chief from Paso Robles responded. Additionally, under the City’s automatic and mutual aid agreements, three fire engines and one Battalion Chief from CAL FIRE/SLO County responded.

Some variations allow the virus to spread more easily or make it resistant to treatments or vaccines. Those variants will be monitored more carefully. Because not all cases are sequenced to determine their strain, officials say the actual number of Delta variant cases could be higher. The Delta variant now represents more than 49 percent of cases sequenced in California, and according to the CDC, that is to be expected. “The Delta variant spreads more quickly and easily than other strains of COVID-19, but we each have the power to stop its spread here in SLO County,” said Dr. Penny Borenstein, County Health Officer. Three SLO County residents are currently hospitalized with COVID19, including one in the ICU; no information has been released if these individuals were vaccinated or not. The CDC is monitoring multiple variants; currently, there are four notable variants in the United States:

B.1.351 (Beta): This variant was first detected in the United States at the end of January 2021. It was initially detected in South Africa in December 2020. P.1 (Gamma): This variant was first detected in the United States in January 2021. P.1 was initially identified in travelers from Brazil, who were tested during routine screening at an airport in Japan in early January. B.1.617.2 (Delta): This variant was first detected in the United States in March 2021. It was initially identified in India in December 2020. These variants seem to spread more easily and quickly than other variants, which may lead to more cases of COVID-19. The California Department of Public Health recently reported that out of more than 20.4 million fully vaccinated individuals, 99.95 percent have not become ill from COVID19. California Secures Federal Assistance to Support Fire Response Grants ensure resources to suppress the Dixie Fire STAFF REPORT

SACRAMENTO – Governor Gavin Newsom announced that California has secured a Fire Management Assistance Grant (FMAG) from the Federal Emergency Management Agency (FEMA) to help ensure the availability of vital resources to suppress the Dixie Fire burning in Butte and Plumas Counties. The FMAG, which is provided through the President’s Disaster Relief Fund on a cost-share basis, will enable local, state, and tribal agencies are responding to the fire to apply for 75 percent reimbursement of their eligible fire suppression costs. The program, which is

administered through the Governor’s Office of Emergency Services (Cal OES), provides rapid financial assistance to communities impacted by fires. The Dixie Fire has burned 59,984 acres, forcing evacuations in the communities along the Feather River Canyon, including Pulga and Belden. Currently, 2,409 fire personnel are assigned to combat the Dixie Fire, along with 141 engines, 63 hand crews, 49 bulldozers, and 23 helicopters. In addition, Plumas and Butte counties’ Emergency Operations Centers have been activated, and Cal OES staff are on-site to support local agencies as they respond to the emergency. The incident is being managed in a unified command with CAL FIRE Butte Unit in partnership with the United States Forest Service.

TEMPLETON — A Twin Cities Community Hospital Emergency Nurse, Rosalie Smith, and a Sargent at the Morro Bay Police Department, Nicole Taylor, announced the results of what amounted to a highly successful shoe drive called Soles4Souls. The campaign collected over 300 pairs of shoes to assist with disaster relief efforts in the U.S. and around the world. Smith and Taylor are the founders of the Templeton Run Club and coach the Cross Country program at Templeton High School. The pair hosted the month-long shoe drive in conjunction with Global Running Day on Jun. 2 and surpassed their initial goal of 200 pairs by a wide stretch. Twin Cities Community Hospital, ARC Physical Therapy, Templeton Recreation Department, Kennedy Club Fitness in Paso Robles, K-Man Cyclery, and GH Sports all participated as official donation locations. Soles4Souls is a non-profit organization headquartered in Nashville, TN, that creates sustainable jobs and provides relief through the distribution of shoes and clothing around the world. The organization estimates that the donation of 300 pairs of shoes will save approximately 9,000 pounds of carbon dioxide emissions released when new shoes are manufactured and keeps 375 pounds of textiles out of landfills. Moreover, in countries like Haiti and Honduras, they estimate 300 pairs of shoes can provide food, shelter, and education for a family for five months.

BOBBI WHITE 1934 - 2021

obbi White, a lady who smiled when she met you, was beamed up to Jesus on June 25, 2021. Born July 14, 1934, in Venice, California, she was a proud 1952 Gondolier graduate of Venice High. During her high school years, Mom proudly served as a cadet officer in Civil Air Patrol. Following high school, she worked at Douglas Aircraft, where she met our dad, Dick White. They married on January 21, 1955, after a whirlwind courtship. As the wonderful mother of a boy and girl, Mom was active and supportive of anything we wished to do. She was a Den Mother, Girl Scout Leader, and Room Mother and served on the boards of PTA, Friends of the Fountain Valley Library, and Scouts. Their marriage lasted 16 years, but Mom remained friends

with Dad and his second wife, our other Barbara. As a single mother of two, getting employment with no experience was difficult. She took jobs that would teach her skills while taking night courses in accounting. She was so proud when she got the job of her dreams working in the accounting department for the County of Orange, where she received several promotions. In 1986 she decided to retire, leave Fountain Valley and move to Paso Robles to watch and help her three beloved granddaughters grow up. Here she enjoyed working at K-Mart and McDonald’s. Her faith, hope, and love were always evident in how she interacted with family, friends, and every person she worked with. She was a proud member of First Baptist Church, where she volunteered for years, helping process tithes and offerings for both Sunday services. She also hosted a bible study in her home for many years. Her friends became family. An avid reader, Mom discovered the world of science fiction in her teens. Then Star Trek entered her life. While she embraced all sci-fi, her passion was collecting Star Trek memorabilia which she displayed

dith Elizabeth Howells, 95, of Paso Robles, CA, passed away peacefully at Danish Care Center in Atascadero, CA, on July 9th, 2021. Elizabeth was the wife of late William Lincoln Howells, who preceded her in death in 1968. She was born in Bethlehem, PA, on December 27th, 1925. She was the daughter of the late Lillie Susanna (Place) Wessner and Raymond Amos Wessner Sr. Edith worked at Ezra D Groman Bakeries for 30 years, mostly at the 2nd avenue location. Surviving is her daughter Diane Elaine Borlodan of Paso Robles. Her grandchildren, Dawn Elizabeth Tabin and George Michael Borlodan, her great-grandchildren Ashley

Borlodan, Jordan Tabin, George “Michael” Borlodan Jr., Kenneth Borlodan, and Rylee Borlodan. She will never be forgotten; her love and laughter will live on in our hearts. Edith was preceded in death by her brother and sisters, Raymond Wessner Jr., Robert Wessner, Viola Knecht, and Jean Ortwein. Edith moved to Grover Beach to live with her daughter in 2002. She enjoyed the time spent in California with family and friends. Edith loved to play cards, do puzzles, watch classical movies and the food network. As her daughter and “best friend,” I appreciate everything she taught me in life, such as kindness, love, hard work, and the values of life. I enjoyed our trips to Las Vegas and spending time together. She will always be a part of our hearts. She will be greatly missed by her family and friends. A viewing will be at the Chapel of the Roses in Atascadero, CA, beginning at 11 am on Tuesday, July 27th. The burial will be held at the Memorial Park Cemetery in Bethlehem, Pennsylvania, on Friday, July 30th at 11 am.

Reward Increased To $25,000 Following Reports of Additional Dead Pelicans STAFF REPORT

ORANGE COUNTY — The Animal Legal Defense Fund, the nation’s preeminent legal advocacy organization for animals, is offering an additional $20,000 reward for information leading to the arrest and conviction of the person or people responsible for attacking and mutilating dozens of brown pelicans on the coast of Orange County, California, as two more dead birds have been reported since the initial reward was announced. The reward now totals $25,500. Along the coastline stretching from San Clemente to Huntington Beach, 34 brown pelicans have been found with broken wings since October 2020. Recently, a pelican was discovered with a twisted wing

and bones protruding. Most pelicans did not survive, and those who did need emergency surgery and longterm care. Officials believe the injuries were inflicted purposefully. The Wetlands and Wildlife Care Center is providing rehabilitative care to the pelicans and is working closely with the California Dept. of Fish and Wildlife on investigating this matter. A veterinarian from a local wildlife hospital in the region suspects that a person may be responsible for harming the pelicans due to the consistent types of fractures that have been found on the animals. “This infusion of funds added to our initial reward reflects the severity of harm to the pelicans found mutilated in Orange County and mounting pressure to find answers,” says ALDF Executive Director Stephen

Wells. “We are hopeful that the local community will come forward with information in order to prevent further harm to these animals.” In California, the maximum penalty for maliciously and intentionally maiming or mutilating a living animal is a fine of up to $20,000 or up to three years imprisonment or both. Another clipping on Dirty Harry’s bulletin board came from the Kalamazoo Gazette. The yellowed and oil-stained clipping dated 1995 told of an intellectual giant of a man named James Burn. It seems that James was bothered by a loud noise, even when his wife was not in the truck. So, the 34-year-old resident of Alamo, Michigan, convinced a “friend” to drive his truck while James hung underneath to ascertain where the noise was originating. Of course, James never heard the noise ever again. Another reason not to work on your own truck was graphically illustrated by a 1996 story from the Arkansas Democrat-Gazette. (Being skeptical, I tried it on mine, and it does fit.) The shell completed the circuit, and the headlights were as bright as the two men’s spirits until the shell exploded. Apparently, the shell overheated, discharged, and struck Thurston right in the... let’s just say, if Los Angeles was Thurston’s head and his feet were New York City, Thurston got shot in Omaha. The vehicle swerved to the right, struck a tree, and Thurston will not be siring any more children. Upon hearing of the accident, the first question out of Poole’s wife was, “How many frogs did they get?” See what I mean about stealing other’s stories? I could never make that up. ESTATE AND GIVING Free access to a private library was “like a blessing from above” for a poor telegraph messenger in the late 1800s. It would prove to be fundamental to his success. That messenger? Andrew Carnegie. This steel-baron-turned-philanthropist later used his millions to singlehandedly fund a network of 1,700 libraries across the U.S., public and free for all to use. Today, American libraries have evolved to offer much more than books, with access to e-books, 3D printers, homework help, and more. Amid the pandemic, they have stepped in, once again, as a community safety net, lending Wi-Fi hot spots to residents without internet access, providing grab-and-go meals, offering virtual job interview classes, and hosting online art therapy and social events. For every dollar spent on public libraries, residents receive anywhere from $2 to $10 in economic value. However, this essential community support is threatened by a looming funding crisis. In 2020, 32 percent of leaders surveyed by the National League of Cities expected to furlough or lay off employees due to the pandemic’s economic impact, and libraries have begun to report job losses, according to the American Library Association.

More than half of the American public – 172 million people – have library cards. That’s why private citizens are stepping in to fill the gaps, making large donations memorialized on buildings and circulation desks and creating bequests. Even a donation of $10 can add a book to the shelves. “Monetary donations are the most useful,” said Sarah Burris, community relations coordinator for Bay County Public Library in Florida. “You can also support libraries by becoming a member of the Friends of the Library group, attending programming, and sharing the cool things your library is doing with friends.” In Bay County, those programs include virtual art history and French classes.

However, these resourceful institutions have adapted to help bridge the digital divide and uphold their mission of universal access to information. And while he was accepted to many and denied a few, in the end, he was set to decide between UCLA and Princeton. “I visited the place [Princeton] and just fell in love--especially because coming from a small town,” said Gomez. He explained that he instantly saw himself living there once he visited the Princeton campus earlier this year. Gomez fell in love with the university’s smalltown atmosphere, making him feel at home even from across the country. Gomez plans to leave for Princeton on Aug. 19. In the meantime, he has been taking online summer courses and getting to know his new roommates online. For the past four years, Gomez has worked hard to get “good grades” while working almost full time at a local drivethru and playing soccer for PRHS. He has kept himself busy, waiting for the light at the end of the tunnel—the end goal of making it into a well-rounded university. “It’s a testament to how prolonged hard work can take,” said Gomez, “After reflection, I believe I did earn it. I did go through the struggle—to be able to make all the sacrifices. I did it. I think it did pay off—it’s so rewarding.” Finally, Gomez has a bit of advice for anyone getting ready to apply to universities, “Obviously, you want to be getting good grades and doing what you can. As far as the application process goes, it’s not necessarily the grades that get you into good schools—to be able to show whoever is reading the application who you are and what your motives are, and who you are as a person has as much of an impact as the grades and the extracurricular.”

After public comment, the consent agenda was approved with a 5-0 vote. Next, the Board heard a resolution to recognize Jul. 18 to 24 as Probation Services Week in San Luis Obispo County. The resolution spoke to the need for these services, which not only serve as an alternative to incarceration while still keeping the public safe. Following that, the Board recognized Dayna Ravalin for her retirement following 35 years of service in public health in San Luis Obispo County. The Fire Chief, Eddy Moore,

Shortage of labor workers and the cost of feed and other essentials are constantly working against farmers. At Nash’s dairy farm, they are struggling to find people willing to work. While prices for food go up in grocery stores, the farmer doesn’t see an increase on their end except for higher cost for feed, equipment, and supplies. States are already moving forward with plans to comply with the 30 by 30 plan. California was the first state to begin creating a plan to conserve 30 percent of its water and land. However, Nebraska Governor Pete Ricketts describes the 30 by 30 plan as a “land grab” and is lobbying against the bill. The Conserving and Restoring America the Beautiful report says, “Federal agencies can and should advance conservation by supporting programs that incentivize voluntary conservation efforts and provide new sources of income for American farmers, ranchers, and forest stewards.” The section goes on to promote more use of the Conservation Reserve Program (CRP). CRP is a USDA Farm Service Agency program where in exchange

With the increase of fires year over year, there are already several thousand acres approved for controlled burns to limit the fuel available for the fires that occur during fire season. These acres are pending times when it will be safe to do the controlled burn. The many years of drought increase the severity and swiftness of the fires that will occur in 2021. The fuel moisture levels are extremely low and tracking a month and a half ahead of where they typically are, meaning that the fuels are very ready for ignition, and the fire season ahead is going to be a concern. number one crop, while broccoli remained as the number one export, and avocados increased in value due to increased yields. Next, the Board heard two hearings regarding street light repair fees and weed abatement fees that had not been paid by homeowners, and next steps would be to have those fees added on to the County property tax bills for those owners. Both hearings passed without public comment. The Board went to closed session, with nothing to report, returning to discuss the final item of the day, the hearing to consider information regarding the 2021 Count Redistricting. This initial meeting was to present information on redistricting and hear public comment regarding communities of interest. The presentation was made by Redistricting Partners. State legislation mandates redistricting every ten years in order to ensure that districts are evenly distributed. The intention with redistricting is to ensure that within a county, each individual is in a district of approximately equal population in order to ensure that each member has adequate representation with their supervisor in comparison to another district. Another purpose of redistricting is to allow the community to give input on any communities of interest that they have identified and would like to be acknowledged. The timeline for the redistricting will include four hearings and a fifth hearing to vote on the final plan and adopt it. The first hearing held in this meeting is intended to

He says, “Once you’ve entered into a permanent easement, you have forever surrendered control of your land to the land trust or federal government. Future generations will not have the flexibility to develop or manage the land differently.” In California, the federal government owns 47 percent of the state’s land. But in Nebraska, 97 percent of their land is privately owned. Ricketts says, “If 30 percent of land in Nebraska is set aside for conservation, it will shift the property tax burden onto fewer farmers, ranchers, homeowners, and business owners. Right now, the federal government pays about $2.50 per acre on average in lieu of taxes on land it holds with conservation easements. Even if a land trust holds the

conservation easement, the land’s potential taxable value is still greatly reduced. This leaves fewer taxpayers to pay for schools, roads, bridges, and other services.” She reminds people that during COVID, large corporations like Walmart and Costco were allowed to stay open while the small businesses were forced to shut down. “It just makes you wonder what their actual end plan is with the 30/30 bill. The biggest plan is they are going to bankrupt family farms, and they are going to take over, and they are going to manage the price. And I tell you, if they get to that point, your food will be three or four times it is now. The last fifth meeting on Dec. 14 is a chance to vote up or down the plan that has

been put into place for the final map. This last hearing will not be a chance to discuss or make changes to the map. Public comment for the redistricting was the only item on the agenda to allow for remote public comment, and additionally, a translator was provided for any Spanish speakers who wished to make a comment.
