PASO ROBLES — After a year of no gatherings and cancellations of most of the community’s favorite events due to the pandemic, last Thursday, Jul. 1, the beloved annual tradition of Concerts in the Park returned with Monte Mills & The Lucky Horseshoe Band. With at least a hundred people gathered around the gazebo in lawn chairs and picnic blankets, the vocals were blasting, and the crowd was on their feet dancing! Paso Robles Recreation Services shared via social media, “Paso Robles turned out in a BIG way last night for our first concert of 2021! What a blast! Monte Mills gave the crowd exactly what they wanted. It feels great to be back!” The evening’s concert was sponsored by J. Lohr Wines, Firestone Walker Brewing Co., Rotary Club of Paso Robles, Pioneer Day Committee, and MedPlus of Atascadero. PASO ROBLES — To call Sculpterra Winery’s Independence Day celebration “patriotic” is akin to calling a Paso Summer “a bit warm.” Independence Day—not simply the “4th of July”—is Sculpterra Owner Dr.
Warren Frankel’s favorite holiday. “One of the reasons I started doing this several years ago,” Frankel said, “was because I went to my daughter’s college campus at U.C.S.B., and I think I was wearing [a patriotic shirt], and my daughter said ‘you can’t go on the campus with a shirt like this.’ I realized at that time that people were afraid to be patriotic, so I decided to start doing this because I wanted to give you an avenue by which you can show your patriotism.” The event kicked off its tenth annual
celebration at high noon with an opening prayer from pastor Gus Bess of Overwhelmed by Grace Ministry, and Frankel gave an impassioned speech highlighting the importance of patriotism. “Today, the New York Times stated that if you have an American flag outside your house or on your lawn, you’re showing your political preference,” Frankel said. “That’s not true. We are all Americans. The purpose of Independence Day has always been from the beginning to unite the
people—Democrats, Republicans, Black, White, Rich, Poor—it unites the country under the flag of being an American.” Laurie Valaau led the crowd of over 1,000 people in the singing of God Bless America and The Star-Spangled Banner, after which attendees were treated to an aerial flyover by a group of local pilots led by Rod Dykhouse. TEMPLETON — Templeton Community Services District (TCSD) held a regularly scheduled meeting on Tuesday, Jul. 6 at 7 p.m. The meeting opened with a reading of the consent agenda, no items were removed for discussion, and Director Geoff English moved approval of the agenda, seconded by Director Wayne Petersen. The consent agenda passed 5-0. The first item of business on the agenda was resolution 13-2021, a public hearing to consider any protests or objections, and if appropriate, to adopt the resolution. This resolution is the adoption of the reports on street light assessments, weed abatement fees, delinquent water/sewer charges, Measure A parcel tax, and community facilities CONTINUED ON PAGE A15

PASO ROBLES — The Paso Robles Public Safety Center (PSC) is the town’s epicenter for law enforcement and firefighters. When you are in trouble, or if you are the trouble, this is where you either need to be or need the people stationed here. The desperately needed PSC was built using City funds with the help of Dennis Cassidy, Paso Robles Police Department (PRPD) Police Chief, from 1997 until his retirement in 2007. Cassidy was said to be instrumental in building the PSC, which completed construction just before the infamous 6.5 magnitudes San Simeon Earthquake in December 2003. According to Cassidy, the center was purposefully built to withstand an 8.0 magnitude earthquake, three times the standard requirement. The center itself was built with input equally from public officials and the community. The final design was chosen by Paso Robles residents, who decided on a brick aesthetic that matched the City’s historic buildings. But what might be Cassidy’s favorite part of the center is the Public Safety Memorial. “I felt it was important that Paso Robles and our department and our community come together and create something to honor those just within our county. And that’s just what brought it about,” said Cassidy. When building the PSC, the City did not have

enough funds for the memorial Cassidy has envisioned, so he set out to find private donations. Cassidy said, “I went to private donors with the idea of raising the money to create the memorial wall.” One of the highest donors was Phoebe Hearst, who donated around $50,000 to get the project going. You can’t miss the bronzed statue as you enter the PSC. Cassidy commissioned local Western artist Vel Miller to design the bronzed “Reward for Valour” statue, which stands in the center of the memorial. “I told her that I wanted to make it all-inclusive. I wanted it to be a female police officer. So we had

a male firefighter handing a small child to a female police officer,” explained Cassidy. Just behind the statue sits the memorial wall. On it are bricks with the names of every fallen public safety servant to die in the line of duty in SLO County. According to Cassidy, the memorial was the only memorial of its kind on the Central Coast at the time of its completion. Local Star Represents Great Britain in Softball Reagan Neville made a name for herself both nationally and internationally By CONNOR ALLEN
TEMPLETON — The Templeton Eagle Softball team cruised their way through most of the Mountain League this season and only have more superstars in their pipeline, starting with local seventh-grader Reagan Neville. She has made a name for herself not just nationally but internationally. Neville, who will eventually wear green and white, has already represented two countries in international competitions. The young phenom’s start came back in 2018 when she attended a Nike US Sports softball camp in Santa Barbara and quickly began turning heads. After completing the camp, Neville, who was only nine years old at the time, was asked to join the US Sports Nike Team USA 12u team. Later that season, as the youngest girl on the team by more than a year, she traveled to Australia with the team for a competition.
Once she returned to the states, she was hooked on softball and has pursued it constantly with a bit of help from her parents. Following her play with the Nike Team USA, Neville began playing softball a little closer to home, only making three and four-hour trips to northern and southern California. “I am always trying to think of the best parts of the game and what makes it fun for me,” Neville says of her mentality towards softball. “I play my best when I am having fun. I have a lot of fun hitting; when I am fielding, I get a little nervous because I get mental errors, but I try to block it out and have fun and cheer on my teammates.” Last year Neville was selected to play in one very prestigious and fun softball tournament, the Triple Crown Softball International Tournament. Still, she was unable to play as the event was canceled due to the COVID-19 pandemic. However, this year the tournament returned and was played last weekend with Neville representing the North County, but not for the team, you might think! While she has represented Team USA and will do so more in the future, the

In order to play, athletes needed to prove they’re a citizen via birth or have a mother/father or grandmother/ grandfather born in that country. It just so happens that Neville’s grandmother was born in England. Not only did Neville represent another country, but she once again competed against older girls as the tournament was for 18u, making her the youngest player in the whole tournament by a couple of years. However, she once again proved the lights weren’t too bright, getting a hit in
her first at-bat and scoring the first run for her team over the weekend. Team Great Britain would finish as runner-ups in the Triple Crown International Tournament. The excitement of the summer is just beginning for the girl who has her sights set on the Olympics one day. After the tournament, Neville will be heading to the Professional Girls Fastpitch Nationals in Huntington Beach before then making a trip to Oklahoma for the USA Softball All-American Games. Neville was one of only six players selected from the Central Coast to represent California.

Two Paso Robles Men Honored for Their Community Contributions The Paso Robles Senior Center opened its doors on July 1 with a reopening celebration STAFF REPORT
PASO ROBLES — The Paso Robles Senior Center celebrated its reopening on Jul. 1 after being closed due to the pandemic. The celebration included Senior Volunteer Services, through AmeriCorps Seniors, honoring two Paso Robles residents with two of its most prestigious awards, recognizing their contribution to the community through volunteering. William (Bill) Pluma was honored with the Carol Conway Award. The Carol Conway Award is given to an individual who embraces volunteerism on all levels. Pluma considers himself a professional volunteer and community advocate. For Pluma, “Volunteering opens the door to learning, camaraderie, and community service.” Bill has been a volunteer for over 20 years. In 2007, Pluma received a Presidential Award from President Bush. President Bush recognized him for volunteering over 4000 hours in two consecutive years. He has been instrumental in the building
of the Food Bank Program. When part of the Food Bank, Pluma began the grocery store Food Barrel Program. In addition to this, he has been on the Board of Directors for the Toy Bank of the greater Paso Robles area for over 24 years, being President for 17 years and Chairman of the Fundraising Committee for the last seven years. However, this is still not all. As a member of the Optimist Club, Pluma works with local high school students who are part of the Junior Optimist Club. Pluma also started the Main Street Spelling Bee, which is held in the downtown park. Pluma encourages all seniors to volunteer. He says, “Seniors have the advantage of time and life experience that makes them perfect candidates for volunteerism.” Alexis Okumura, Director of Senior Volunteer Services, says, “Anyone who knows Bill Pluma knows that he puts his heart and soul into every project he takes on...in doing so, he inspires others to do the same.” Steve Austin received the Director’s Award. This award is given to the individual who serves the Senior Volunteer Services program. Austin has served on the Board of Directors for the Senior Volunteer Services Program as Treasurer for seven years.

Many of these organizations depend on their volunteers to keep their doors open. Game highlights top senior talent while raising money for local schools By CONNOR ALLEN
CENTRAL COAST — The Annual Fellowship of Christian Athletes All-Star Classic football game returned on Friday, Jun. 25, for its 10th edition at Lompoc High School, with Santa Barbara County rolling to a 46-0 victory. But, unfortunately, the annual event was canceled in 2020 due to the emergence of the COVID19 pandemic, which shut down all sports nationwide. The FCA All-Star game is played as a way to highlight some of the top senior talent in the area while also raising money for the local schools. In most years, invitations are offered to seniors making all-league teams and other players that coaches deem deserving. Still, due to the strange, clustered 2020 season, any senior interested was encouraged to play this year. The All-star game splits the Central Coast into two parts with a team from San Luis Obispo County that was represented by Atascadero, Templeton, Paso Robles, Nipomo, Morro Bay, Arroyo Grande taking on the Santa Barbara County team full of players from Orcutt Academy, Cabrillo, Lompoc, Pioneer Valley, Righetti, Santa Maria, St. Joseph, and Santa Ynez. There have only been two MVPs in the game’s ten-year history to come from the SLO County team, and both came from Atascadero in back-to-back years in 2015 and 2016. The 2015 MVP was Karson Block, who went on to play for Washington State, followed by Marc Martin, who led the Moorpark Raiders in rushing before transferring to Bethune-Cookman. The SLO County team has only won the All-star game twice, also coming in 2015 and 2016. The North County schools of Atascadero, Templeton, and Paso Robles contributed 20 players to the SLO County teams. Atascadero was represented by Chaz Morgan, Ajai Daner, Justin Hill, Eli Lopez, Connor Burnett, and Zach Brown. Templeton brought a handful of their seniors in Cody Blankenship, Garrett Goodman, Justin Currell, Chase Richards, and standout running back Josh Berna. Paso Robles supplied the most players from the North County with nine total including Devante Bailey, Ethan Arebalo, Bobby Conover, Jacob Lambeth, Brandon Young, Wesley Bennett, Gavin Hamamoto, Gabriel Tabarez, and Seth Muro. It was a windy day at Huyck Stadium which kept the game close for the first quarter, which would end in a scoreless tie. However, Righetti’s Kidasi Nepa would score the game’s first touchdown on a five-yard run early in the second quarter, and it would be all the Santa Barbara County would need but just the beginning of their scoring run. SB County scored once more before the halftime buzzer and went into the half, leading 13-0. The Santa Barbara squad turned it on in the second half scoring 33 more points to win the game 46-0. Santa Ynez quarterback Bennett Redell was named the FCA All-Star Classic Most Valuable Player finishing the game with 131 yards passing and four touchdowns.

Flamenco en Vivo Coming to Atascadero Savannah Fuentes to bring real Flamenco, straight and stunning STAFF REPORT
ATASCADERO — Seattle-based Flamenco dancer Savannah Fuentes brings her latest work, Flores de Verano, Flamenco en Vivo, to the Atascadero Grange Hall on Jul. 16 at 8 p.m. After a year of confinement and self-reflection, Fuentes has created Flores de Verano, Flamenco en Vivo, a program that celebrates rebirth and new beginnings. Flores de Verano will feature traditional Flamenco musical forms as well as contemporary themes. Fuentes will be joined by singer/guitarist Diego Amador, Jr. of Seville. All safety guidelines will be followed. This event is part of an extensive West Coast tour. Fuentes acts as both a Flamenco
dancer and producer and is one of the only touring artists in the Pacific Northwest region with deep connections to Flamenco culture. Regina Hackett of the Seattle Post Intelligencer said that Fuentes presents “…real Flamenco, straight and stunning.” Fuentes has independently produced and danced in over 300 performances and workshops featuring internationally recognized Spanish Flamenco artists, including Carlos de Jacoba, Saray Munoz, and Jesus Montoya. Fuentes was born in Seattle to parents of Puerto Rican and Irish ancestry. Her fascination with Flamenco dance— baile—and singing—cante—came to her in early childhood after watching a Flamenco performance on television. “Although I was just a child,” said Fuentes, “I felt an immediate connection to the art form.” Fuentes considers Flamenco a lifelong study, an artistic journey she began in her late teens that continues to this
day. She has studied with many notable Flamenco artists including Guadiana, Joaquin Grilo, Eva Yerbabuena, El Farru, and Isabel Bayon. Fuentes attributes her formation as an artist to her most significant mentor, Maestra Sara de Luis. Amador, Jr., a Flamenco singer, guitarist, was born in Seville into a family considered “Flamenco royalty.” His father is the celebrated Flamenco pianist Diego Amador, and his uncles Rafael and Raimundo Amador were the founders of the popular Flamenco band “Pata Negra.” From a very young age, Amador, Jr. began performing and touring with some of Spain’s top Flamenco artists, including Remedios Amaya, La Susi, Lole Montoya, Farruquito, and Joaquin Cortes. Officer Involved Shooting – SLO Regional SWAT Assault with a deadly weapon STAFF REPORT
PASO ROBLES — On Tuesday, Jun. 06, at approximately 1:15 a.m., members of the San Luis Obispo Regional Special Weapons and Tactics (SWAT) team were involved in a fatal shooting while attempting to arrest an armed and barricaded suspect. The suspect, a 32-year-old man from Los Angeles, was shot by SWAT when he failed to surrender and instead reached for a handgun. The suspect was pronounced dead, and the handgun was recovered at the scene. No bystanders or police officers were injured. The Paso Robles Police Department (PRPD) led the investigation that began earlier in the day at approximately 3:45 p.m., at Dry Creek Apartments, near the 2400 block of Branch Creek Circle in Paso Robles. Officers were dispatched to the apartment complex after reports that the suspect had discharged a firearm from the balcony of an apartment. The suspect also allegedly pointed the same gun
at his girlfriend and threatened to shoot her. Police Chief Ty Lewis would later explain that they were able to remove the girlfriend from the scene after she called 911; her identity is unknown. In addition, Cheif Lewis stated that law enforcement was able to evacuate residents in nearby apartments as well. According to Chief Lewis, “I requested the assistance of the SLO Regional SWAT team due to the high-risk nature of this situation. The suspect was armed with a gun and had barricaded himself in an apartment, refusing to cooperate with officers. The suspect fired several shots at officers while they attempted to negotiate with him. This situation posed extreme risk to the community and officers. Unfortunately, this event ended tragically when the suspect ignored officer commands and reached for his gun. The officers were left with no choice but to defend themselves.” The San Luis Obispo Regional SWAT team is composed of officers from the Paso Robles Department and officers from several other police agencies in the County, including the San Luis Obispo, Pismo Beach, Morro Bay,

Sharp Decline in Breast and Cervical Cancer Screening Prolonged delays due to the COVID-19 threatens existing health disparities STAFF REPORT
NATIONAL — The Center for Disease Control and Prevention (CDC) released a report stating that the total number of cancer screening tests received by women through CDC’s National Breast and Cervical Cancer Early Detection Program (Early Detection Program) declined by 87 percent for breast cancer and 84 percent for cervical cancer during April 2020 as compared with the previous 5-year averages for that month. Prolonged delays in screening related to the COVID-19 pandemic may lead to delayed diagnoses, poor health consequences, and increased cancer disparities among women already experiencing health inequities. “This study highlights a decline in cancer screening among women of racial and ethnic minority groups with low incomes when their access to medical services decreased at the beginning of the pandemic, said Amy DeGroff, Ph.D., MPH, CDC health scientist, and lead author. “They reinforce the need to safely maintain routine health care services during the pandemic, especially when the health care environment meets COVID19 safety guidelines.” Screening declines observed in the Early Detection Program coincided with the rapid increase of COVID-19 cases in spring 2020. Factors that might have contributed to the declines during this time include screening site closures and the temporary suspension of breast and cervical cancer screening services due to COVID-19. The requirement or recommendation to stay at home and the fear of contracting COVID-19 also likely deterred individuals from seeking health care services, including cancer screening. In an article in the journal Preventive Medicine, it examined COVID-19’s impact on the Early Detection Program’s screening services from January through June 2020. Grover Beach, Arroyo Grande, and California Polytechnic State University-San Luis Obispo Police Departments. All the members of the Regional SWAT team are integrated into one combined organizational team, including key leadership positions. At a press conference held by Cheif Lewis at noon on Jul. 6, he announced that the decedent and suspect had been identified as 32-year-old Steven Adam Calderon (Apr. 11, 1989) of Los Angeles. Chief Lewis explained that it is unknown if Calderon currently lived in Paso Robles with his girlfriend or Los Angeles. Lewis stated that throughout the night, law enforcement tried different tactics to communicate with Calderon. However, instead of engaging in any sort of dialogue, Calderon would emerge and fire several shots at the police officers and the SWAT team from a handgun he possessed. Some of the rounds were absorbed by the special equipment that the SWAT Team deployed, such as the “Bearcat,” which is a heavily armored vehicle that was used to protect the SWAT Team members.

Nearing 1:15 a.m., officers had already deployed tear gas and other chemical agents to try and get Calderon out of the house; and he did not show much response until this point. Calderon came out of the house, set down the firearm on a porch nearby, began discussing various topics with the SWAT officers, and then lunged towards the gun, and that was when he was fatally shot by gunfire by the SWAT Team. SWAT medics and Paso Robles Emergency Services personnel provided immediate treatment to the suspect but he ultimately succumbed to his wounds.
Chief Lewis stated, “for us... a message to the community is that none of the people at the Dry Creek Apartments were injured, none of our officers were injured, thank god, especially in the wake of the tragedy that occurred recently in San Luis Obispo... so the community is safe.” Lewis went on to say, “Unfortunately, we also have Mr. Calderon, that is deceased...it is not lost upon us that a mother and a father have lost their child, however, this event...we certainly we did everything that we could to get Mr. Calderon to surrender peacefully, but that didn’t happen.” Currently, two Paso Robles Police
Officers were placed on administrative leave, and one San Luis Obispo Police Officer is also on leave as the investigation continues. The investigation continues as PRPD investigators work with the San Luis Obispo District Attorney’s Office and the San Luis Obispo County Sheriff ’s Department to investigate the shooting. SAN LUIS OBISPO — On Tuesday, Jul. 6, a hearing was called to order around 9:45 a.m. in Department Five at the San Luis Obispo County Courthouse. During the Wed. Jun. 30 hearing, Robert Sanger, the attorney representing Paul Flores (44), requested a continuance for the previously scheduled Jul. 6 preliminary hearing. Honorable Judge Van Rooyen opened the hearing by disclosing the court met in a chambers conference before the hearing. According to Judge Van Rooyen, the court discussed issues pertaining to the People’s, represented by Deputy District attorney Chris Peurvelle, motion to amend the complaint and the defense’s motion to continue the preliminary hearing. The People continue to provide the defense with evidence involving requested search warrants, including affidavits, attachments, and returns. Sanger requested the continuance because they are waiting for further outstanding evidence. Residing Judge Van Rooyen was not present during the Jun. 30 hearing, and Judge Jacquelyn Duffy stood in for him. Council agreed to meet on Jul. 6 to confirm a new preliminary hearing date with Judge Van Rooyen. The People’s revised complaint will be on file by Jul. 9, and the defense’s opposition to the complaint is to be on file by Jul 12.
Court will meet again on Jul. 14 at 1:30 p.m. for a hearing with a motion to amend the complaint. The hearing on Jul. 14 will be in court and not live-streamed. The People and the defense agreed to begin the preliminary hearing on Jul. 20 with motions starting at 8:30 a.m. and witnesses to be from 9 a.m. to 4:30 p.m. Following the court proceedings, a statement was released by the Smart family spokesperson John Segale announcing the release of the ninth and tenth episodes of Your Own Backyard Podcast by Chris Lambert. The ninth episode is titled The Beginning of the End: Part One. The episode covers the search that led to the arrest of Paul and Ruben Flores and a “timeline of the spot investigators believe Kristin Smart’s body was buried.” Lambert shares recordings of an interview with Smart’s family attorney James Murphy, who was recently served with a protective (gag) order. Then, Lambert recounts the day Paul and Ruben Flores were arrested for the murder and accessory to murder of Kristin Smart and the search conducted the same day and both Ruben’s home in Arroyo Grande and Paul’s home in San Pedro.
Throughout the podcast, Lambert walks through what led investigators to search Ruben’s home for Kristin’s remains under the porch. Lambert revealed he traveled to the Torrance and Redondo Beach areas, where he met people who gave him a deep look into the history of the Flores family. At the end of the episode, Lambert said he had pieced together, “A chapter of this story that until now, has never been uncovered. And one that seems to indicated that Paul’s predatory behavior may have begun long before Kristin Smart disappeared and continued long after. That and more in Part Two.” Just a few hours after releasing Part One, Lambert then released episode ten: The Beginning of the End: Part Two. The episode covers stories from people who knew the Flores family growing up. One woman referred to the Flores family as being odd. She went on to say, “You always felt like you were walking in on something you weren’t supposed to be walking in on.” There were several stories of Paul showing aggression, mainly towards his female peers and Susan often justifying Paul’s actions telling people they were “playing
the victim.” Paul’s aggressive behavior only escalated from there. Lambert interviews several women from Paul’s high school to adulthood who experienced being allegedly drugged, nearly raped, sexually assaulted, or beaten. Several women who almost met the same fate as Kristin Smart. Everywhere Paul Flores went, he quickly gained the notoriety of being the “creepy guy.” Towards the end of the podcast, Lambert briefly goes over his theory of what happened to Kristin the night she met Paul Flores. Lambert explains the high possibility that Paul drugged Kristin during the party the night she went missing. Ruben, a former reserve police officer, then helped Paul cover his tracks and attempted to bury Kristin under Ruben’s porch. Now, Lambert waits with the rest of us for the preliminary hearing to start, with dozens of testifying witnesses. The preliminary has been rescheduled from Jul. 6 to Jul. 20. Lambert says his goal remains the same, “Find the current location of Kristin Smart.”

Gov. Gavin Newsom: The Timing of a Recall Election California Governor Gavin Newsom will face recall election on September 14 By PATRICK PATTON
CALIFORNIA — The push to recall California Governor Gavin Newsom began in February 2020 and has since garnered over 2 million signatures, well over the 1.495 million required to trigger a recall election. On Thursday, Jul. 1, Lt. Governor Eleni Kounalakis issued a proclamation declaring a special election with an official date of Sep. 14. With the official date of the election set, three specific questions regarding its timing have sparked controversy. The first timing issue presented itself on Monday, Jun. 28, with the signing into law of SB 152 by Newsom, which amended the election code in several ways, two
of which were to provide fewer in-person polling places and to give officials more days to count ballots. However, the portion of the bill which has generated most discussion is the section that reverses the recently enacted requirement for the Department of Finance to estimate and submit the costs of a recall election after a 30-day review period. Instead, this bill has allowed the Secretary of State to certify the sufficiency of the signatures, speeding up the process by an entire month. A little context: Democratic lawmakers created the 30-day budget review process in 2018 when State Senator Josh Newman (D-Fullerton) was facing a recall election of his own. At that time, Republicans saw the move as an attempt by Democrats to delay Newman’s recall election. Regardless of motive, the law delayed the elec-
tion by 30 days but could not change the minds of the people who voted to recall Newman. The timing of both the creation and reversal of the 30-day review period has left Democrats open to cries of foul play from the GOP. They accuse Dems of abusing their power by manipulating the election code to protect their own. “Governor Newsom is manipulating the election date to strike while the iron is hot,” said Chairman of the Republican Party of San Luis Obispo Randall Jordan. The iron being “the loosening of mask mandates and the smoke and mirrors of the return to normalcy.” The second timing issue also came to light on Monday, Jun. 28, when Newsom filed a lawsuit against California Secretary of State Shirley Weber—whom Newsom himself appointed in January—because she refuses to make a filing exception after
Newsom’s lawyer missed an important deadline. As a result, it appears that Newsom’s name will not have a “D” next to it on the ballot. Corresponding Secretary of the San Luis Obispo County Democratic Party John Alan Connerley did not seem worried about the potential omission. “Democrats in California are very proud of Governor Gavin Newsom. His name recognition is very high...I think most Californians know who he is.” The final timing issue has to do with the fact that Governor Newsom’s term is set to end on Jan. 2, 2023. According to the state Finance Department, the state and county costs to run this special election will total $276 million. Thus, Democrats argue that the expenditure of the special election would be wasteful. “They are now forcing an expensive election,” said Conner-
ley. “Why couldn’t they just wait to do this next year as it was planned rather than costing millions of dollars? What happened to those fiscal conservatives?” As if drought and wildfires weren’t enough, a heated political campaign is sure to crank up the temperature in California this summer, culminating in the decision to either recall Newsom or to allow him to finish out his term.

Doni worked as a cafeteria “ lunch lady” for the Mission schools in San Luis Obispo, as a school bus driver of Santa Margarita elementary school, and as a teacher’s aide for Atascadero schools. While working as a teacher’s aide, she earned an AA in early childhood education from Cuesta College. Later in life, she was briefly married to Connie

CAMBRIA — On Jun. 27, a sexual assault occurred when a female victim was attacked while on the Santa Rosa Creek hiking trail south of Windsor Boulevard in Cambria. The victim was dragged off the trail by a male suspect who was unknown to her. The suspect held the victim against her will and sexually assaulted the victim over the next several hours before leaving her and fleeing
the area. The victim notified the Sheriff ’s Office on the morning of Jun. 28. Detectives immediately began an investigation and were able to collect DNA evidence which was processed using the ANDE Rapid DNA instrument to develop a DNA profile of the suspect. This is the first time the Sheriff ’s Office has used the ANDE Rapid DNA instrument in a criminal investigation. During the course of the investigation, Detectives were able to identify a likely suspect as 31-year-old Jesus Barajas Valdovinos of Cambria. Following a positive ID of Barajas Valdovinos by the victim, the

Sheriff ’s Office saturated the Cambria area with both marked and unmarked patrol units while Detectives continued their investigation and attempted to locate Barajas Valdovinos. On Jul. 2, Detectives arrested Barajas Valdovinos in the 4000 block of Burton Drive, and he was transported to County Jail.
PASO ROBLES – Early morning, around 1:40 a.m. on Saturday, Jul. 4 the Paso Robles Police Department received a call regarding a collision involving a gray vehicle and a pedestrian near Meadowlark and Deer Springs Dr. The gray car fled the scene and was last seen traveling eastbound on Meadowlark. As officers were en route to the call, the reporting party saw a second eastbound vehicle run over the pedestrian. The second vehicle was
described as a dark-colored BMW. Officers arrived on scene and located a 22-year-old victim unresponsive in the street. The victim was pronounced deceased on the scene by paramedics from the Paso Robles Fire Department. Officers began processing the scene, and at about 4:00 a.m., officers located a black BMW parked in the 900 Block of Running Stag Way. The BMW contained evidence of being involved in the collision. Officers contacted Christopher W inters (32-yearsold, Paso Robles) and placed him under arrest for felony hit-andrun. Winters was later booked at the SLO County Jail.

fireworks, I also reached out to Fire Chief Tom Peterson of Templeton, where Safe and Sane fireworks (devices that do not fly or explode) are allowed. Despite widespread usage, the Templeton Fire Department also received no reports of firework injuries, and there was only one minor dumpster fire that was quickly extinguished. Harris cited a US Consumer Product Safety Commission report that there were 15,000 injuries and 18 deaths due to fireworks usage in the US in 2020—a grim reminder that fireworks can seriously hurt people if not used responsibly, which is why safety education is tantamount. Of the 18 deaths in the entire country, half of the victims were found to be under the influence of alcohol or illegal drugs. Although sad and tragic, almost all the deaths were caused by avoidable human error: one victim attempted to fire a mortar from the passenger seat of his car while another victim attempted to launch a mortar from his head. None of the deaths were caused by Safe and Sane fireworks. 80 percent of firework
injury patients were treated and released the same day. While even Safe and Sane fireworks have the potential to seriously maim people, we (rightfully) don’t ban things like motorcycles, skis, alcohol, cigarettes, or guns – which are more dangerous. I recently relocated to Paso Robles from Templeton and can attest the ban has not prevented fireworks use. For five days, my new home has been surrounded by the loud BANGS and bright flashes of mortars. To evade punishment, residents hide their fireworks usage - oftentimes in their backyards, in closer proximity to houses and landscaping. Admittedly, the extended duration has been tiresome, and the POPS are abrasive to pets and Post Traumatic Stress Disorder (PTSD) sufferers. While Templeton allows the usage of fireworks, the community imposes restrictions that are severe but not unreasonable. Fireworks can only be used Jul. 1-4, and cannot be lit on school grounds, public parks, or areas with dry grass. If you cause a fire, you are liable for damages and suppres-
sion costs. I’ve always been pleasantly surprised at how responsible Templeton fireworks users are. People use their Safe and Sane fireworks in the street—far away from any houses or brush that could catch fire. Garden hoses and buckets of water were kept on standby. When everyone is done, the fireworks are picked up and doused in water. Although seemingly counter-intuitive, the irresponsible usage of fireworks in Paso Robles could be mitigated through legalization—at least of the Safe and Sane varieties—and education programs. The availability of Safe and Sane fireworks would curb the temptation to purchase more dangerous varieties from out of state. Celebrators would be able to use fireworks in safer places, like the street, instead of backyards. Allowing the temporary use of fireworks on July 4th would encourage people to “get it out of their system” in a single session instead of drawn-out disruptive blasts for days on end. Fireworks aren’t just fun—their sales have a positive economic
impact on the community. Sales taxes collected on fireworks purchases fund our police officers, firefighters, and schools. All firework stands in Templeton are operated by nonprofits that fund education. When I lived in Templeton, I noticed fireworks brought the community together. Neighbors who otherwise didn’t interact with each other came together in the streets to create a spectacle of celebration, elation, and freedom. Although the restrictions on private firework usage seem relatively trivial, it doesn’t dismiss the irrationality of their criminalization. A commonsense approach to fireworks usage in Paso Robles and Atascadero would strengthen interpersonal relationships in the community and potentially avoid the adverse effects of illegal fireworks. It’s a conversation worth having in anticipation of next year’s Independence Day celebration. Racism: New CRT definition includes race and prejudice but adds the component of ‘power.’ Developed in 1970 in academia and expanded by CRT, the new formula for racism is prejudice plus power equals racism. Under this rubric, people are divided into ethnic groups, “white” and “people of color,” and since “whites” are the only race with power, then all members of the race are collectively guilty of being ‘racists.’ People of color cannot be racists because they lack the element of power. Racist: Under the new CRT definition, a racist, primarily in the United States, is everyone who was and is white and controls the institutions of society. Therefore, all institutions that have been established under the control of the white ethnic group are deemed “racist” by CRT. Antiracist: This term sounds acceptable, like taking a stand against racism But the new CRT
meaning is entirely different, in that an antiracist means accepting the theory of implicit bias, as whites, that “in the absence of making antiracist choices, we (un)consciously uphold aspects of white supremacy, white-dominant culture, and unequal institutions and society.” According to CRT Founder Abraham X. Kendi, “it’s not enough to say, “I am not racist” if you hold negative attitudes about entire groups of people.” Kendi also states, “In order to be truly antiracist, you have to be truly anti-capitalist.” Another words for antiracist is anti-white. Systemic Racism: CRT believes that since the ‘system’ is controlled collectively by one ethnic group, whites, then the entire system is deemed racist. This new term is based on the unproven theory that the ethnic group in power will enforce their will and their ways on the groups not in power, in this case, the ‘people of color,’ another new CRT word to identify victim groups. White Supremacy: White Supremacy in this context does not refer to individual white people but to an overarching political, economic and social system of domination.” White supremacy describes the culture

Equity, Diversity, Inclusion: CRT feel good words. Equity is not equality. It is socialism bordering on Marxism, “to each according to his need.” Diversity is now ‘forced diversity’ to meet quotas. Inclusion is illusory— being included and accepted no matter the differences. It’s used as a ‘virtue-signaling’ tool because, well, it just sounds nice. Black Lives Matter (BLM) and Cancel Culture: Founded in 2014 as a “political project” from a series of Facebook posts by Alicia Garza. BLM Co-founder Patrisse Cullors stated in 2015 that she and her fellow organizers are “trained Marxists.” A predictable outgrowth of critical race theory, Cancel Culture teaches that since all whites from the foundation of America to the present have been ‘racists’ in a collective sense, then their memory and achievements

We all know at least one person who, no matter what the conversation is about, will find a way to make it about them. It makes for awkward moments, quickly escalating situations, and

hurt feelings. While it is normal to be concerned with how others perceive us, some people care a lot more about it. The reasons can vary. Some people feel self-conscious because of insecurities you may know nothing about. Outwardly “normal,” even confident, they may still feel unworthy and judged; therefore, they hide flaws and establish a public image of the way they want to be seen. While we all manage public perception to a degree, some take it a few degrees further and obsess about it. A random situation, if considered threatening to that carefully cultivated public persona, may trigger their insecurities and put them on defense. Growing up with criti-
cal, abusive parents who made you feel not good enough is a common background story. Another is wasted time, missed opportunities, and making terrible life decisions, compounded by a decade or two, putting a person behind their peers in life. Catching up is more challenging than making it look like you’ve already caught up and even exceeded others. Building an image of popularity, seeking constant approval, validation, and gratitude from others are the hallmark signs of someone who thinks of themselves as inadequate. People with a “fixed” mindset tend to be more reactive than those with a “growth” mindset. Those with a “fixed” mindset believe that intelligence and their

In contrast, the “growth” mindset, people believe that they have agency for self-determination and shaping the outcomes of their endeavors. If you come from a place of deficiency and think it cannot be corrected, are ashamed or bitter because of it, you are likely to be very self-conscious and more invested in curating your image in a better light for the world to see. Thus, more reactive when something contradicts it or threatens to expose it. People may or may not be aware of why they do what they do. They will react, though. They will blame you, or someone else, for the way they feel, even though their feelings come from
their self-perception and skewed understandings, leading to many and frequent arguments. If you tend to take things personally, you have some work ahead to teach yourself not to. You might be projecting your doubts onto others who have no idea what you dislike about yourself or that you have insecurities. You may be reacting to a non-existent threat. You exclude explanations about other people’s behavior that have nothing to do with you, ideas that may have more merit, and simply preferences others have that are different from yours but are not a rejection of you. Suppose you are on the receiving end of a guilt trip or an unexpected altercation with someone clearly taking things personally.

That which the Critical Race Theorists set out to abolish, they are now promulgating in their open and caustic anti-racism and prejudice against all white people. Remember, prejudice is “Making a judgment or having an opinion without just grounds or before sufficient knowledge.” If you are white, you are guilty of racism, whether you know it or not. This matters, not just for our nation, but locally, as the Paso Robles Joint Unified School District Board of Trustees are considering a Resolution banning the teaching of Critical Race Theory in K-12 classrooms. After months of study, I wholeheartedly support the Resolution. If CRT is allowed in our public schools, we run the risk of losing the hearts and minds of our children. Gradually, then suddenly. Hot Blackberries and Cream Ingredients: • 1 cup sour cream, at room temperature • 1 tbsp sugar • Finely grated zest of 1 lime • ½ tsp ground cinnamon • 1 pint fresh blackberries, washed and well-drained • ½ cup lightly packed light or dark brown sugar
Directions: Place broiler rack at least 6 inches from the top element— heat broiler. Combine sour cream, sugar, lime zest, and cinnamon, and gently fold in blackberries. Transfer to a small gratin dish. Sprinkle brown sugar on top. Broil until brown sugar melts and caramelizes, 1 to 3 minutes, turning the dish halfway through to brown evenly. Serve hot. Cheers!

Now, you must understand that the dream of all good cow photographers is to take a fabulous shot of a really popular bull. You may have noticed that the great photographers put their names in their photos directly under, how should I say this, right under the bull’s sheath. (I never put my name on any photos because, with my luck, the bull would appear to be peeing all over my good name.) Because I lived in the same proximity, I frequently had the honor to take photos of perhaps the greatest Hereford bull in America at the time. If I ever did get a good shot, my name would be in every livestock newspaper in the land. The bull was affectionately called “Lerch” by his owner; I suppose because he looked like he was put together by a committee. Lerch may have been ugly, but he produced fabulous offspring, including Denver Grand Champions. Lerch used to enjoy toying with me for hours on end. It takes two and sometimes three people to get a good bovine photo. Besides the photographer, there’s the hazer who walks behind the bull trying

The kick-off event for the Passport and the opening of the new Zoo Garden took place on Jun. 26 at Atascadero Lake Park, and the hot weather did not keep people away from the “party.” Music and food were provided by Erin and the Hurricanes and Big Pappa’s Wood Fired Pizza. Because it’s summer and berries are in “prime-time,” this recipe should sweeten the end of any meal. Pop the dish under the broiler, and as the berries release their juices into the sour cream, the brown sugar caramelizes into a crunchy sweet topping. You can substitute fresh blueberries and crème fraiche for the blackberries and sour cream.
he bible states that Jesus taught, “Ye shall know the truth, and the truth shall set you free.” Dr. Ernest Holmes agreed in part of his definition of freedom that, “The understanding of Truth-Infinite Principle-is the emancipator.” To free your mind is to have your thoughts be illuminated by the Divine, which is Truth. Truth as in Spirit, not as in the fact-based reality of this is true or false. So, for example, the sky is indeed blue, or it’s false that the sun is cold, instead, Truth as higher consciousness, or Spirit consciousness.
Aligning myself with Spirt is harmonizing with the thoughts that vibrate at a higher frequency. You know them when you think them as they are thoughts that spark joy, thoughts that incite an energetic buzz, causing little bumps to cover your flesh. I call them God bumps, and they are better known as gooseflesh. The idea is to be so keenly aware of the thoughts passing through your mind that you can identify those of higher vibration to make a mental note to yourself to think them again. Many people tend to think the same thoughts repeatedly that produce suffering for themselves, and they are so immersed in their beliefs that they are unable to lift themselves out of said suffering. They can’t see the forest for the trees, as the saying goes. The easy and quick remedy is
to pick up a spiritual book, a sacred text, and begin reading it. Your thoughts will flow with the energy of the holy text and away from those that created suffering. The mind will wander as it does, and you will be required to wrestle it back to the sacred text. It takes practice, as with anything. But, as you practice aligning your thoughts with the sacred text, you begin to feel lighter, and you give yourself a wonderful reprieve from the constant self-induced suffering you’ve endured. The words of the sacred textbooks are words of Truth setting your mind free. Free from the illusory thoughts that have bound you. Suddenly you gain an insight for a higher idea for yourself and your life that you couldn’t see before because you were stuck in the default, vintage thought patterns of the past. The answers aren’t there.

I was excited once after a photo session with Lerch thinking I got THE PHOTO, so I rushed home and waited for the photos to come back from the drugstore. The photo was a crime against photography. The feet were just right, the ears were forward, but there was a big power pole shooting right up the middle of him from the ground up that made him look like a bull popsicle, or Lerchsicle, as the case may be. Lerch never did get tired of the game or attempt to run me over. In fact, we became the best of friends. Perhaps it was fitting then that to the best of my knowledge, no one ever took a decent photo of Lerch... or of myself for that matter. he 4th of July weekend was filled with red, white, and blue at every turn. North County residents showed up for the weekly cruise night in Templeton on Friday, Jul. 2. Then, on Sunday, Jul. 4, hundreds lined Main Street in Templeton
to attend the Rotary’s Annual 4th of July Parade, which is one of the best parades in the County, filled with patriotic floats, horses, ponies, vintage cars, Abe Lincoln, our founding fathers, and Grand Marshal Laurie Ion! Following the parade later that
afternoon, many attended the 4th of July Music Festival at the Atascadero Lake, featuring live bands, food, and beer. A beautiful festive day celebrating our independence as life begins again after the pandemic. Photos by Rick Evans

A written objection was heard from a landowner who has not received rent from her tenants, but due to the COVID restrictions, is prohibited from evicting them. This item would require the landowner to pay the fees that have been incurred by tenants. Director Pam Jardini opened a discussion regarding the executive order N42-20, which created the moratorium on shutting off utilities for non-payment, and whether that order mandated that the district look toward the State Water Resources Control Board for methods of repayment or if the district water code still is the legal standard. President Debra Logan took a moment to mention the incredibly difficult situation the homeowners are in and that they should be compensated back for any funds they didn’t receive from this time

Director Navid Fardanesh spoke during Director’s Reports and Comments portion of the meeting to mention Laurie Ion’s retirement and send off party and express his gratitude for her service, as well as the service of all the staff members, “I’m very proud of our staff members, I think they do an excellent job.” President Logan followed that up, saying that Laurie did a great job waving as Grand Marshal in the 4th of July parade and that she will be sorely missed. The next TCSD meeting is scheduled for Tuesday, Jul. 20 at 7 p.m., and the tentative agenda items are the Fire and Emergency Services Master Plan, application for LAFCO to divest cemetery powers, and the Evers Sports Park Design and engineering award. The meeting agenda will be posted on the District’s website when it becomes available.

We are proud to fly our flag, pledge allegiance, sing The Star-Spangled Banner, and celebrate with one another. We are a blessed people, and we are all proud to be called Americans.”
