NORTH COUNTY — Over the Halloween weekend, local FFA students traveled to Indianapolis, Indiana, for the 94th Annual National FFA Convention. The Central Coast continuously makes its mark in

the Delo National Tractor Restoration Program, and this year is no different. Shane Brennan and John Paul Schmidt of Templeton, and Cameron McEntire of Atascadero placed in the top twelve finalists for the National program. Brennan took home Reserve Champion, and McEntire’s tractor was the Fan-Favorite Runner Up. Additionally, Annika Enstrom of San Luis Obispo, tractor was the Grand Champion. She also earned Best Photo. Finalists for the National Program are chosen from tractor restoration competitions across the Nation. San Luis Obispo County students were chosen from the

JB Dewar Tractor Restoration Program at the California Mid-State Fair. Each year, JB Dewar and Chevron Delo reward young students who have restored an antique tractor by providing them with a platform to share their workmanship, along with the distribution of scholarships. JB Dewar mentors and advises students, teaching them business skills, teamwork, project management, budgeting, planning, and marketing lessons in their restoration process. NORTH COUNTY — After 20 months of living through the pandemic, the North County kiddos were ready to come out for Halloween this year and “Trick or Treat” their hearts out, and the community was ready for them! The Paso Robles Police Department, along with the Paso Robles Army Recruiting Station, held a Trunk or Treat in the parking lot of the Recruiting Station, and it was a big hit! Hundreds gathered for face painting carnival games and a haunted Army tent. Masks will be required for all individuals in the Council Chamber. Council later discussed modifying the City Council regular meeting time.

Hundreds Gathered in Templeton for One Last “Harp to Heart” Dave Harper taught and coached at Templeton High School for 20 years By CAMILLE DeVAUL

TEMPLETON — On Wed. Oct. 27, hundreds gathered at Volunteer Stadium at Templeton High School to mourn the loss of Coach Dave Harper, who died Oct. 20 from complications of COVID-19. He was 55 years old. Prior to his teaching career, Harper had a career as a professional football player. Harper was born and raised in Eureka, California, on May 5, 1966. He attended the College of the Redwoods to play football and in 1987 accepted a football scholarship to Weber State University in Utah. Harper then transferred that same year to Humboldt State University to play Division II football for the Northern California school. Later, he played professional football for the Dallas Cowboys in 1990, as well as several professional Canadian Football Leagues, the Saskatchewan Roughriders, Sacramento Goldminers and San Antonio Texans, Ottawa

Rough Riders, and Montreal Alouettes. In 1997, Harper was inducted into the Humboldt State Athletics Hall of Fame. Then, in 2002 the Templeton Unified School District hired Harper. Since then, he has played the role of athletic director, head football coach, and physical education teacher. If you graduated or attended Templeton High School within the last 20 years, chances are Harper was your Physical Education (PE) instructor, football coach, or friend. Coach Harper, Harp-dog, Dave, regardless of who he was to you, he was someone you will never forget. Despite your bratty attitude or your pleas not to run the mile today, Harper never failed to seemingly just enjoy life and put up with your annoying teenage self. Instead of getting angry with his students, he created “Harp to Heart” talks where he laughed with his students, listened to them, and supported them. Coach Dave Harper’s gentle presence will forever be missed, and there will forever be a Harper shaped hole to fill at Templeton High School. Remember what Harper would say, “It’s a beautiful day in the county!”

PASO ROBLES — The Paso Robles Bearcat Boosters held a cornhole tournament fundraiser at the Ravine Water Park on Oct. 23. The community supported Bearcat athletics by competing in a cornhole tournament, silent auction, and raffles. The entire community was welcomed to watch or participate with a $5 donation. Bearcat Boosters is a non-profit organization dedicated to supporting all the athletic teams of Paso Robles High School. “As a Booster Member, your membership is a cornerstone in the foundation of our efforts.

TCSD Introduces Progressive Sewer TUSD and Heritage Oak Foundation Get Code Enforcement Plan Ready to Plant The District will be closed in observance of Veterans Day By MELISSA GUERRA

TEMPLETON — The Templeton Community Service District met on Tuesday, Nov. 2, at 7 p.m. for a regularly scheduled meeting. The meeting opened with the pinning of Robert Baker, a new fire engineer in Templeton. Public comment opened with an update about the committee of oversight for the measure A that met and will soon be coming to make a report to the Board.

Next, the consent agenda was approved, which contained the continuance of the remote meetings, which needs to be done every 30 days in accordance with regulations. The first item of business was the introduction of Ordinance 2021-5, which was revisions to the District Code regarding enforcement of Sewer Code Provisions and creating a progressive scale. This was an item that was brought up during the Aug. 17 meeting where it was addressed that the only penalties in place were for egregious violations, and there was no enforcement plan for small-scale violations. These focus on notices and education around the procedures, followed by small fees and finally the full penalty for being non-compliant. The ordinance was introduced and will be voted on for adoption at the next meeting. The next item of the Board was addressing the potential sale of Rescue

7155. The vehicle was bought originally when there was a need for getting firefighters to the scene who did not have a class b license and could not drive the fire engine. The vehicle was never intended to combat fires on its own and only served as a way to get the firefighters there as soon as possible. At this point, all the firefighters at the station do have a class b license and can drive the normal engines, so the vehicle no longer has a need and could be sold. The motion to sell the rescue vehicle was approved 5-0. The General Manager, Jeff Briltz, made his report, starting with the change in IT services within the district. They are moving from physical servers to the cloud, which was included in the fiscal budget. This is scheduled to happen on a Sunday and Monday. There is a possibility that there may be disruptions on Monday, Nov. 15 morning. The property tax revenue is estimated to

increase by $34,000, which would be folded into the budget review to take place early in 2022. Templeton Advisory Group (TAG) deferred two items to their next meeting: the Tin City Fork Lift Parade and the Jack Creek Bridge replacement. TAG did approve public comments regarding an emergency dispatch facility, opposing unanimously the projects location at the Main Street/101 area, largely because of a large 160 ft communication tower proposed for the area. The District offices will be closed on Veterans Day, Nov. 11. Thanksgiving for Paso Robles Returns In-Person for 37th Anniversary Traditional sit-down meal returns this year complete with fine china, table cloths, and plenty of good company By CAMILLE DeVAUL

PASO ROBLES — For 36 years, Thanksgiving for Paso Robles has provided homemade meals for over 1,200 people per year. In 2020, Thanksgiving for Paso Robles kept its promise to provide Thanksgiving dinner to those in need. However, due to COVID restrictions, volunteers created take-out meals and delivered them to the community rather than their traditional sit-down dinner. Given challenging circumstances from the past two years, Chairman David Kudija says they are preparing to make 1,500 meals—300 more than usual.

David began volunteering about 27 years ago. He laughs, saying, “I got involved because I wanted to become great at carving turkeys, and for about six years, I was the turkey carver. I would carve 20 to 28 turkeys a year— I’m a darn good turkey carver.” Now, David serves as the Thanksgiving for Paso Robles chairman and doubles as a captain for the Pioneer Day Bean Feed. Thanksgiving for Paso Robles is 100 percent funded by donations and run by volunteers. It takes approximately $9,000 and 200 volunteers to put on the annual dinner. Volunteers begin prepping and cooking the meals on Monday and are ready to serve almost 2,000 people by Thursday. This year there will be 70 turkeys and hams cooked for the community. Volunteers are needed this year more than ever. Kudija says they are always in need of volunteers to help clean up dinner.

Kudija explains the operation as a one-day restaurant. Everything is set up, served, and then taken down all in one day. It is a lot of work, but when speaking to Kudija, it sounds pretty worth it. The traditional sit-down meal is complete with fine china, table cloths, and plenty of good company. “It’s fulfilling work—I’ve met a lot of great people doing this. We try to keep it fun,” David shared. ATASCADERO — The City of Atascadero and the Atascadero Student Body join together to present a new “Fall Carnival, Downtown A-Town.” The event will have a variety of fun and entertaining activities at the new outdoor space, currently referred to as The Plaza, on Thursday, Nov. 4, from 4 to 7 p.m. This is an opportunity for the new space to be introduced to students and the community. The Plaza is located between Highway 101 and El Camino Real, across from the Sunken Gardens.

The event will present the new outdoor area to students and members of the community with a carnival-themed fundraiser to support the local student body. The evening will kick off with the Atascadero High School Cheerleading Team and a few words from Mayor Heather Moreno and the City Council. There will be live music performed by the Atascadero High School Show and Advanced Choir, Atascadero Middle School Marching Band, and Atascadero High School Strings Orchestra, along with Medina Light Show & Designs playing a variety of fun tunes. Great entertainment will continue with a host of student clubs and organizations offering a variety of carnival booths, games, fun tattoos, popcorn, a petting zoo put on by the local FFA chapter, and dance perfor-

Parents ask the district to state their stance on vaccine mandates By MELISSA GUERRA

TEMPLETON — The Templeton Unified School District (TUSD) held a regularly scheduled meeting on Tuesday, Oct. 28, at 6:15 p.m. The meeting had a late start due to the closed session beforehand, where it was reported there was no determination on the closed session topics. Trustee Matt Vierra was absent from the meeting due to family matters. The meeting opened with Trustee Nelson Yamagata holding a moment of silence for Dave Harper, the gym teacher who passed away. The first item of business was the acceptance of donations for the school, which was approved. Next, the virtual meeting audio was put on mute for several minutes; when the meeting returned, the Board was approving the adoption of Resolution #R22-03 Determining Sufficiency of Instructional Materials. The Heritage Tree Foundation presentation was presented on the Valley Oaks, which is what is seen most often along Main Street in Templeton. These trees are three years old and have been grown to focus on developing their taproots and superficial roots to create stability. There are 250 trees ready to be planted, and teachers have taken the role of planting and caring for these trees during the year, with the Heritage Foundation assisting with maintenance during the summer. The motion to go ahead with the planting was approved 5-0. Public comment was heard from two parents who were concerned with the looming vaccine mandate for children. Jennifer Grinager, the chapter chair for Moms for Liberty, discussed the data results from the statewide sit-out, which had about 20 percent dis- enrollment, and suggested it would be even higher as many parents either didn’t know or were unable to pull their children from school that day. The parents encouraged the Board to put the item on a future agenda so the school’s direction could be openly discussed and known by the parents. The consent agenda was approved 5-0. Several instruction updates were made, including a math achievement roadmap and the school opening and safety plan for 2021-22. A short presentation was made on the California Healthy Kids Survey, which is administered every other year in the spring. The results from the survey will be available this time next year. The survey asks a variety of questions to assess how comfortable and safe the kids feel at school, what drug and alcohol use is present among the students, and to inquire about school connectedness. The survey is administered to grades 5, 7, 9, 11, with different questions for different ages based on maturity. The class size report was presented, showing that overall the average is a lower class size than typical, which was by design. The idea was to use COVID funds to buy down class size and give students a better student-to-teacher ratio, ensuring more frequent personal interactions during classes. Smaller class sizes is always a desirable aspect of the classroom, but more so after a year of remote learning so teachers can accurately assess and work with each student where they are at. The Board discussed the proposed new job description and salary schedule for a guidance technician. The item was presented with the hope of finding counselors who may need the hours or be working on getting final credentials and be able to utilize their skills at the school while they do so. Trustee Yamagata expressed his interest in approving the item, “The need for counseling is at a premium. If we can use covid funds… we know it’s not always going to be there, but if for now, it fits our purposes… I’m very much in favor of it.” The motion was approved 5-0 in favor of the position. The annual report of developer fees showed that the last year was a bit below the average. These payments come from residential and commercial construction in the district. The revenue was around $230,000, when it typically is closer to $250,000. This decrease is understandable due to decline in development through the shutdowns all year. It was discussed to increase the developer fees to account for inflation and rising costs. There is a statutory max to the fees that are allowed to be levied per state. The last time the Board moved their fee to match the maximum was in 2011, and currently, the fees are noticeably lower than the max fee. It was discussed to look to all options before changes to be sure that the funds will be there for the future and begin next steps in terms of research to look at increasing the developer fees. The report was approved 5-0. The special board meeting that was held at 4 p.m. on Friday, Oct. 29, was to discuss the expenditure plan for a federal grant that needed to be approved before the deadline. The next regular meeting of the Board will be on Nov. 18 at 6:15 p.m.

SAN LUIS OBISPO — The San Luis Obispo County Board of Supervisors met on Tuesday, Nov. 2, for a regularly scheduled meeting at 9 a.m. The meeting opened with discussion around the consent agenda item 18: the request to approve an FY 2021-22 contract with Soundheal Inc in the amount not to exceed $175,320 to test the effectiveness of sound meditation in improving mental health outcomes. Two members of the community spoke in opposition to this item, resulting in Supervisor John Peschong making a motion to bring the subject back at a future

meeting for a further discussion. It was addressed that the funds had already been approved for “alternative methods” and that these methods had been tested and proved in mental health scenarios for over fifty years. Supervisor Bruce Gibson suggested not holding the item for a future discussion and approving the funds straight away to ensure the implementation could begin as soon as possible, but the motion to bring it back for a presentation at a future meeting was approved. Following the consent agenda, a resolution was heard recognizing Nov. 7 through 13 as California Retired Teachers Week in San Luis Obispo County, followed by a resolution commemoration of JoAnn Switzer on her retirement from the Cattlemen’s Association. A project update regarding the decommissioning of the Diablo Canyon Power Plant was made

pursuant to the California Environmental Quality Act (CEQA). The presentation showed the areas that would have buildings removed, as well as the buildings that would remain or be built. A land analysis would be done to analyze the ground to see if any radiation exists and would be handled and treated. The last item of the day was a hearing to consider an appeal of the planning commission’s denial for a cannabis project located in Pozo. Supervisor Dawn Ortiz-Legg had served on the Planning Commission at the time and voted against the project and made her disclaimer that she approached the project with the data and information available at the time and made a finding based on facts with no prejudice and that she plans to do so again today with her role as a supervisor. The project is set to establish cannabis activities, including three

SACRAMENTO — On Oct. 29, Governor Gavin Newsom announced that the California Homeless Coordinating and Financing Council (HCFC) has released the application for $50 million in funding for the brand-new Encampment Resolution Grant program. These funds will be available on a competitive basis to local governments that commit to addressing specific, persistent encampments by using these resources to provide pathways to permanent housing for individuals experiencing unsheltered homelessness. Created by Governor Newsom and the Legislature in the 2021-22 state budget, the Encampment Resolution Grant program provides targeted grants to fund selected proposals submitted by eligible cities, counties, and continuums of care (CoCs). “The situation with encampments in California is unacceptable,” said Governor Newsom. “I refuse to accept the status quo—our fellow Californians suffering in tents, under highway overpasses, exposed to the elements, and living in unsanitary conditions. These new funds are another step towards providing dignified housing options for people exiting homelessness.” The $50 million Encampment Resolution Grant program is a part of Governor Newsom’s broader $12 billion homeless package, which includes $2 billion in flexible homelessness aid directly to local governments, as well as a $5.8 billion expansion of the Governor’s successful Home-

ATASCADERO — The Atascadero Police Department will roll out a police traffic services program to deter dangerous and illegal driving behaviors that increase the risk of crashes in the community. “Impairment, speeding, and other dangerous driving behaviors jeopardize the safety of other people on the road,” Atascadero Police Department Commander Jason Carr said. “This fund-

The motion to uphold the appeal was made by Supervisor Gibson and failed to pass with a vote of 2-2, with Chairperson Compton and Supervisor Peschong in opposition. A motion to deny the appeal also failed with a 2-2 vote. County Council advised that in this case, the planning commissions decision would be upheld if the Board decided that further deliberation would not produce a successful vote. It was decided that the Board would not be able to come to an agreement, and the meeting was closed.

Discussion came up about the validity of the information he had been provided, but the planned water use for the project only intends to use 4 acre-feet of water, which is under the normal allowance. Many neighbors spoke in opposition to the project, stating that the area was not intended for industrial operations and that the traffic, noise, and smell would ruin the quality of life the area has to offer. The issue of water use was brought up, and the fear that the addition of agriculture to the area would be devastating in the already drought conditions. Supervisor Ortiz-Legg spoke on the issue, advising that this project was being overseen by someone interested in supporting the community and being a productive member of it, which is better than many operations that could come in if the land was put up for sale after the rejection of the project.

Since 1989, the San Luis Obispo County Sheriff ’s Office has been giving away bicycles during the holiday season. Currently, the SLO County Sherriff is seeking donations for the Christmas Bicycle Giveaway. The program was created to promote the holiday spirit by giving away refurbished bicycles and new helmets to San Luis Obispo County children in need. Due to the generosity of the people of SLO County, the program has continued to be a huge success over the years. The Sheriff ’s Office Honor Farm is the assembly point for bicycles that are donated and in need of repair; the inmates housed at the Honor Farm make the repairs. The program instills in the inmates a positive work ethic, self-respect, and a sense of worth to the community. This year due to COVID safety protocols, the SLO County Sheriff Department will schedule bicycle pick-up times for those with approved applications during the week of Dec. 6 through 10 at the Sheriff ’s Honor Farm, located at 880 Oklahoma Avenue in San Luis Obispo. For the health and safety of the public and staff, they are asking everyone to please observe COVID precautions when picking up a bicycle. In addition, the Governor created a new $1.1 billion Clean California program, which provides matching grants to local governments to assist them in addressing encampments and restoring public rights-of-way. “With a focus on people and housing first, this program gives the state the opportunity to partner with communities on promising approaches to get residents connected to services and housing, and restore places to their intended use,” said Business, Consumer Services, and Housing Agency Secretary Lourdes Castro Ramírez, who is also chair of HCFC. “Funded projects will be human-centered and scalable and replicable for diverse communities across the state. We encourage all eligible cities, counties, and continuums of care to partner up and apply.” HCFC designed the program to fund projects across the state that: • Prioritize the most unsafe and/or persistent encampments around the state, per the Governor’s direction, to focus on high-priority encampments that pose the greatest threat to health and safety. • Provide services for people in those encampments to address the immediate crisis of unsheltered homelessness and provide a path to permanent housing. • Support the sustainable restoration of public spaces to their intended uses while safeguarding the needs of unhoused people seeking shelter. Eligible local entities are encouraged

to submit their concepts for innovative, efficient service delivery models to assist persons experiencing unsheltered homelessness in encampments, including proposals for new partnership opportunities with the state and with philanthropic organizations. HCFC aims to use this program to fund multiple projects throughout the state, serving the full range of California’s diverse geographic communities. Applications for the completive grants are due on Dec. 31, and HCFC intends to announce awards for the first projects in the spring of 2022. In addition to the new grant program, HCFC is also working to spur innovative approaches to encampments with a special cohort of the Governor’s 100-Day Challenge focused on serving persons experiencing unsheltered homelessness. Cities, counties and CoCs in Sacramento, Santa Cruz, Merced, Fresno and San Bernardino counties have come together to participate in this challenge, which kicks off Nov. 10 with a project design session. “The 100-Day challenge creates a space for communities to explore and test innovative solutions throughout their delivery network,” said HCFC Executive Officer Julie Lo. “Previous challenges have found new ways to help veterans, youths, seniors, families and other Californians experiencing homelessness. We are excited to focus this powerful tool on improving the ways we serve those who are currently living in encampments.” On Jan. 1, 2022, HCFC will become the California Interagency Council on Homelessness (Cal-ICH) and will be co-chaired by Business, Consumer Services and Housing Agency (BCSH) Secretary Castro Ramírez and California Health and Human Services Agency Secretary Dr. Mark Ghaly. ATASCADERO — On Oct. 28, at approximately 5:50 p.m., Atascadero Police Department (APD) Units were dispatched to the area of Buena Ave and Sycamore Rd for a disturbance and physical fight. Upon their arrival, APD units contacted two adult males who were involved in the dispute. The parties were separated, and offi-

cers learned the dispute was a result of a dog fight. Both of the subjects had been walking their dogs, off-leash, in the Salinas Riverbed. The dogs, which had been involved in a past incident, began to fight. One of the owners used a pocket knife to stab the other dog in an attempt to stop the fight. The dog died from the injuries at the scene. A physical altercation occurred between the two males, as well as alleged criminal threats. This incident is under criminal investigation by the Atascadero Police Department. After completion of the class you are welcome to come volunteer and help with the horses any time during our volunteer hours. Volunteer hours are Tuesday through Saturday from 8am to 3:30pm, and we are closed on Sundays and Mondays. Note: We do not allow volunteers to ride the horses at Redwings. There are other ways to get involved and volunteer at Redwings too. KAREN D. BOLL 1943 - 2021

K

aren Diane Boll passed into the arms of Jesus peacefully with family at her side on Thursday, October 14, 2021. Karen had suffered a stroke in 2014. A round of Covid in September of this year brought on illness from which she could not recover. Karen was born in Duluth, Minnesota, to Eleanor and Bruce Nagel. She was raised in the small town of Sacred Heart, Minnesota. As a teenager, the family moved to Pipestone, where she met and fell in love with a smooth roller skater with “a head of thick black hair, like Elvis,” she would say! She married Kenny Boll the day after she turned 18, on November 4, 1961. Two Children followed shortly thereafter; Kay 1963, then Kevin 1965. One day in 1967, after digging the family car out of the snowbank and arriving late to work, it was decided the family would leave Minnesota behind and move to sunny California. Traversing the country in a rusted-out Chevrolet with plywood on the floor to keep the kids from falling out, the family joined Karen’s folks in the Central Coast area of California, eventually settling in Atascadero to raise their family. They remained there for 33 years. Karen was always proud of her home and loved to entertain family and friends with her beautiful table settings for any event. One of her favorites was hosting her sorority sisters and planning their philanthropic and social events. She was active

She fulfilled her retirement dream building the home of her design with Kenny and living in Arizona amongst many of their Atascadero friends and retired co-workers in Surprise, AZ. Karen has always lived as a child of God, actively involved in her church, a 33-year member of Redeemer Lutheran Church in Atascadero, and Word of Life Lutheran Church in Arizona. The results of her stroke in 2014 left her with partial paralysis requiring additional care. So, in 2015, she returned to live near her daughter in Fall River, CA, where she enjoyed the small town joys she cherished in her youth…Like Cowboys! …the Fair, the band at the Ol’ Merc on Friday nights! The church bell ringing at United Methodist Church before worship, followed by lunch and hugs from Kathy, at Hal and Kathy’s! Karen and Kenny Moved to Redding with their daughter Kay and her husband Bill in 2017. Her sister Nancy and husband Charlie Buck left Atascadero for Mt. Shasta and joined the family in Northern CA as well. Karen is survived by her husband of nearly 60 years, Kenny Boll, her daughter, Kay (Bill), son Kevin (preceded in death by daughter in law Melanie), Sister Nancy (Charlie Buck), Brother Tom (Becky), Grandchildren: Benjamin, Karissa, Mariah, Cameron and Kayla, Great-grandchildren Hope and Lucy. Memorial services November 6, 2021, at 2 pm, at United Methodist Church in Fall River. Final internment of ashes November 19, 2021, at 2 pm, at Atascadero Cemetery in Atascadero, CA.

In 1977, he married Patti Lewis, and they had two daughters, JanaLee and Lacey. Jan saw each day as an opportunity. Over the years, he was heavily involved in the SLO County Cattleman’s, successfully owned and operated the Templeton Livestock Market along with his partners, served as a director on the

Mid-State Fair Board, and had other business ventures. However, it wasn’t uncommon to find Jan on a good horse with a loyal dog at this side. He loved being a cowboy. Jan’s family will always see him as larger than life, with a strong faith and encouraging and contagious smile. He was a humble coach, mentor, and friend, who will be deeply missed by many, but his impact will never be forgotten. Jan is preceded in death by his father, James, mother Velda, brother Gary, and son Dusty.

Dan golfed in Cabo the last week in August and shot a clean 84, not bad for his last round on an unknown course with unfamiliar clubs. Upon finishing, he said, “The Golf Gods were shining.” Dan always had a great appreciation for the simple pleasures in life; a trip to the beach or a photo of the sunset would simply make his day. His joy and spirit for life will be sorely missed. His celebration of life will be held on his birthday, Sunday, November 21, from 3-6 pm at the Estrella Warbirds Museum. As for The Malibu Times, we began discussions with owners Arnold and Karen York, who have stewarded the publication for the last 34 years. In an interview with the Times managing editor Emily Sawicki, the Yorks shared” Sawicki asked the Yorks what their greatest accomplishment as publishers was, Karen replied immediately “Keeping it going!” and Arnold agreed. “Over 34 years, the greatest accomplishment is—Karen’s right, actually—we never missed an issue, even through two horrendous fires, personal family crises, and losing a son,” Arnold said.

The York’s have lead the paper since 1987. The founding publisher of The Malibu Times (TMT) Reeves Templeman, started the newspaper with his wife Eileen in 1946. Following Eileen’s death two decades later, Templeman remarried and, with wife Reta, published the paper for two more decades. “We inherited the obligation from the Templemans,” Karen added. “In the entire time he owned the paper, from founding it, he never missed a paper—including fires, his heart attack, and the death of his wife. The fact that we respected and adhered to that obligation is a tremendous accomplishment.” Arnold is now 84 years old, and the Yorks said they felt it was time for a new generation of publishers to take over, and that is where we come in. We are beyond blessed to have this opportunity that allows our team to use

s the father of four children, now grown-up, I look back upon the days of long road trips, usually the result of another change of duty stations ordered by the military. Almost always, they involved not short hops but cross-country endurance trips, coast-to-coast or overseas assignments. The latter were often tacked on to a previous cross-country venture. The small voice of at least one child asking “are we there yet” was a daily refrain, especially as all of

us were usually crowded into a mini-van packed to the gunnels with luggage and our Labrador Retriever squeezed between the back-seat and our front seats, occasionally attempting to happily hang her head out the window as far as possible without falling out of the car. No doubt she had a fondness for bugs as she must have caught a few thousand in her teeth over the years of traveling with our family circus. My oldest son was in his precocious stage, never missing an opportunity to torment his two younger sisters, once by dumping a small jar of captured beetles in their hair as we drove, creating an enormous amount of chaos and howls of outrage from his sisters. My reaction as we drove was muted, naturally (not)! I really miss those days as they truly were the “good old days.” All of them are now grown up; my oldest son was calmed down

This announced the formation of a new “Governor’s Council on Holocaust and Genocide Education,” complete with a list of organizations it will fund. These included $10 million to the Wiesenthal Center, $2.5 million for expansion of the Holocaust Museum LA (run by the Los Angeles Jewish federation), $1 million for the renovation of the Tauber Holocaust Library and Archives in the Bay area, part of San Francisco’s Jewish Family and Children’s

lar housing development called Oak Hill. It was heavily forested all around and in-between, with oaks and many broad-leafed trees that naturally shed their leaves in abundance. Raking leaves was a necessity as anyone who has ever served in the military knows that Army Generals hate leaves on the ground; I mean, they really hate leaves on the ground! To not rake your leaves by the designated date, even if they haven’t all fallen yet, was a sin likely to bring down fire and brimstone or worse, a letter from the post housing authority quoting 14 pages of regulations and policies on why the leaves had to be raked by the designated date. That created some interesting situations and a lot of work. I had a lot of oak trees on our lot, so many that two or three leaf piles 12’ long, 6’ high, and equally wide were the norm. It never failed that as fast as I could get them piled up in the front and worked on

The proximity of the two events suggested to some that there may have been linkage between those grants and the muted reaction of major Jewish organizations when Newsom signed AB 101. It would be naïve to believe that mere field trips to Holocaust-related museums could counteract years of teaching anti-Semitic tropes like those in the original state ethnic studies plan. Some of those are likely to show up in local curricula of school districts that hire the original authors to write local programs for use at all grade levels. For example, one district alone (Hayward Unified) allocated $40 million for some of those failed authors to write such a program and to hire teachers for it. So a single district’s planned spending matches the statewide budget for Newsom’s nascent anti-genocide program.

For sure, the signing of AB 101 pushes future ethnic studies curriculum battles to the local level in California’s more than 1,000 school districts. Rossman-Benjamin has noted that the Jewish community and other opponents “lack the bandwidth (and manpower) to fight these battles in every district.” Meanwhile, Newsom appeased African American and Latino groups unhappy with his 2020 veto of the original ethnic studies plan, while the largest Jewish organizations said little or nothing. Newsom now claims to have assured that all kids will soon start learning about their own ethnic histories but has made official a program that still contains historical errors and biases, with strong potential for many more such problems. the backyard that my kids would immediately run and leap happily onto the piles. When I informed them that, “ugh, guys, I haven’t cleaned up the dog dirt yet, and some of it was probably in the leaf piles,” my daughters would appropriately scream and run into the house. My oldest son, however, being immune to dirt of any kind, simply continued to do belly flops in the leaves. It’s probably why he felt so at home with repeated assignments to the mud-Marines and looks fondly back upon the experience. He also falls asleep on dog beds even today; our two Labrador Retrievers don’t seem to mind sharing the space with him. I fondly remember some other memories that had repercussions upon my daughters in particular. While driving through New Hampshire one Saturday afternoon, I spotted baled hay rolls covered in white plastic. For some reason, I immediately pointed

them out to my daughters as ‘hey guys, look, a Marshmellow farm!’ I then explained how they grew on large bushes, were harvested and rolled up to be cut up into small marshmallows, and sold in stores, all with a father’s straight face. All went well until my oldest daughter was in the fifth grade and related to her peers how marshmallows were grown and processed. I don’t think she has forgiven me yet for that one. Then there was the time I took my kids for a hike on a January morning in the mountains of Fort Huachuca, Arizona, looking for Ice Snakes (you can see through them)…but that was another story from the Good Old Days for which I am thankful. alloween was very quiet here in the “country,” just 10 to 15 minutes from downtown Atascadero. Someone once asked me when we were getting street lights, and I answered, probably never as long as the moon shines! However, I did see at least a hundred cars parked along Del Rio, on the west side of the freeway, Halloween night around 5:30 p.m. Parents were herding their little goblins into the development of homes, where they have street lights and sidewalks, so they could safely “trick or treat.” A big shoutout goes to the folks who live in those homes and who provided all those treats. I buy treats (candy) and prepare to hand them out. When no one visits, we eat them! So much for self-control! Creamy Frozen Pumpkin Pie Ingredients: • 2 8-ounce packages cream cheese, softened • 1 15-ounce can pumpkin • ½ cup granulated sugar • ¼ cup packed light brown sugar • 1teaspoon ground cinnamon • 1 teaspoon vanilla extract • ½ teaspoon ground ginger • ½ teaspoon ground nutmeg • 1 16-ounce container Cool Whip, thawed • 1 9-inch prepared graham cracker pie crust Directions: In a large bowl, using an electric mixer, beat cream cheese and pumpkin until well combined. fter last year’s election, I just don’t trust the process anymore. I first got suspicious when a network reporter said, “With 150 percent of the vote counted, we can now project a winner.” I think we need a voting system that is more transparent and honest, and instead of copying Venezuela’s election process, I think we ought to adopt the arrangement employed in the wonderful northern California town of Burney. This community is famous for its fishing, the fact that one of their citizens once appeared on the Price Is Right, and part of the movie “Stand By Me” was filmed in its environs. I keep up on the local news because for decades, the Northern California Traveler carried my column, and when they ceased publishing, The Intermountain News picked up my column. I have also been to the area countless times, and the skies were always blue, the

air fresh, the water pure, and the fish were biting. I always thought it would be a great place to live. Unfortunately for me, when I looked in the classifieds, the only jobs available seemed to be for “strip and chain pullers,” and I have no idea what they are, let alone how to do it. Years ago, I saved a clipping from the paper that detailed how Burney elected their honorary mayor, and I thought enough of it to save it for several years. In Burney’s honorary mayoral election, you can vote as many times and as often as you want. The catch is that every vote costs a dollar. Simply put, the election is more like an auction with the prize going to whoever collects the most cash. If we’re being honest, it’s very much like the way we run our elections now, only Burney gets rid of the middleman... the lobbyists. The election is sponsored by the Chamber of Commerce, and the money raised goes to charity. The winner gets to designate 50 percent of what they collect to their favorite charity like Boy Scout Troop #38, the local 4H club, Make A Wish, an effort to “Bring Back the Swings” to the park or to paint a mural on the

There is a candidates forum, usually at a park or Gepeto’s Pizza, where the locals can meet and greet the candidates and ask them piercing and probing questions like, “If you were on American Idol, which song would you sing?” Or, “What superhero would you like to be?” Citizens can also hear the candidate’s platform. For example, one candidate wanted to “Stop the Crime,” but as far as I know, the only potential for crime in the wonderful place would be to steal an election by pilfering some ballot boxes. We know this happens in Chicago, but as far as I know, no one has yet been caught stealing an election in Burney. Many of the candidates come

For example, Dusty vowed to get Nike to move their international headquarters to Burney and then fully support the Burney Raiders athletic department. Katie, a waitress, promised, “If elected, I will bring a fashion mall to downtown Burney.” Brooke, a bank teller, said, “I would promise to put an end to all the gossip, drama, and rumors that spread through the intermountain area on a daily basis.” Good luck with that. Corey, a pastor, promised, “I would coordinate a strategy team that would work with existing businesses, government, and non-profit agencies to develop a long-range plan to increase and diversify the income stream coming into Burney.” No offense, pastor, but you sound like the kind of politician we already have too many of. God Enables Moses to Overcome His Excuses Exodus 3:1-4:17

n our study thus far in the life of Moses, we have learned that he was forty years old when he fled for his life from Egypt and for the next forty years lived in the land of Midian as a shepherd. Moses was raised and educated to become a Pharaoh, yet due to failure as a murderer, he became a shepherd, which was a profession despised by Egyptians. As a shepherd, Moses lived an easy life raising his own family as a contented married man. It seems that Moses enjoyed his lifestyle and never intended to become anything else. However, God is going to appear to Moses on Mt. Sinai and challenge him to make a dramatic change in his life. God is going to call Moses

to become the human deliverer of the children of Israel from Egyptian slavery. It is clear from the excuses that Moses made to God that he had no desire to return to Egypt. Moses finally yielded to God’s call but only after God’s compelling responses to his excuses. God overcame Moses’ inferiority complex by assuring him of His presence and divine enablement. Moses would become a great leader and deliverer as he learned to depend upon God. All of these events are recorded in Exodus 3:1-4:17. Moses’ call to divine service begins with an appearance of God in the miracle of a burning bush (Exodus 3:1-10). This appearance is theologically called a divine Theophany, which is when God personally appears to Moses and speaks to him. In Mark 12:26, Jesus told the Sadducees that God spoke to Moses. God identified Himself as the Lord Jehovah, who was the God of Abraham, Isaac, and Jacob. God instructed Moses

to remove his shoes because he was standing on holy ground. The Lord informed Moses that He knew of the suffering of His people Israel who were slaves in Egypt, and it was the Lord’s will to free them from slavery. The Lord informed Moses that He chose him to be the deliverer that would be sent to Egypt to confront Pharaoh to free Israel from slavery. The Lord promised Moses that by God’s presence and power, Israel would be liberated. However, Moses refused to positively respond to God’s call. Moses personally wanted nothing to do with returning to Egypt. He gave God five excuses that he felt disqualified him to become Israel’s deliverer. It seems that Moses had developed a serious inferiority complex because of his past failure, which had occurred forty years before when he fled from Egypt as a murderer. Moses obviously had never forgiven himself for his past failure. This caused Moses to give God excuses for not wanting to

obey God’s call. God gave positive responses to Moses’ excuses and assured him that he would succeed in doing God’s will thru divine enablement. Moses finally conceded and submitted to obey God. A wonderful divine principle is taught in this passage of scripture: When God calls a person to serve Him, He will ALWAYS empower and enable His servant to become successful in everything he does. We will discuss God’s answer to each of Moses’ excuses in our next meditation. Lessons to be Learned 1. Past failure can cause a person to develop a serious inferiority complex. 2. God’s presence and power can enable a person to overcome any feeling of past failure. 3. God delights in making His servants successful. FFA Organization. It stands to recognize their contributions to agriculture, agricultural education, and FFA at the national level. FFA allows students to remain members until they are 19 years old. Their last year, typically the year following high school graduation is their time to earn their American Degree. The American Degree is the highest degree achievable in the National FFA Organization. It shows an FFA member’s dedication to their chapter and state FFA association. FFA degrees are earned by meeting qualifications set by the National FFA Organization, including: • Receiving a State FFA Degree • Holding active membership for the past three years • Completing secondary instruction in an agricultural education program • Community service hours • Leadership abilities • Outstanding scholastic achievements American Degree holders are held in the top one percent of National agricultural students. These students are honored and receive their degrees at the National FFA Convention and Expo. Students from Shandon FFA and Templeton FFA traveled to the convention to receive their American Degree. According to Atascadero FFA Advisor Kyle Dadson, their school denied the chapter’s permission to travel to the National Convention. Paso Robles FFA Chapter also did not have any students travel to the convention. Templeton Unified School District did not officially send students to the convention. But that did not stop 2020 THS graduate from receiving her American Degree in Person. “It was a little bit weird because our schools didn’t allow us to go as a chapter, but this was something I’ve been wanting to do my whole FFA career,” said Welcher. As the youngest in her family, Welcher watched her siblings earn their American Degrees and receive them in person at the National FFA Convention. Watching her siblings showed Welcher how big of a deal earning your

After a thorough discussion, Council took no action and directed staff to come back to Council with an alternative meeting time. It was also discussed to possibly move the closed session portion of the meeting to a separate meeting day and time. During the City Manager update, Ty Lewis informed Council that seven parklets have been removed from downtown, freeing up approximately 15 parking spaces. There are now 19 parklets remaining in the Downtown area, which are set to be removed by Jan. 30, 2022. Lewis also mentioned there had been much activity and community comment about activities going on by the ECHO Shelter on Black Oak Drive. He said staff is working closely with partners at ECHO along with the police department, fire department, and community to find solutions. Solutions are being looked into to solve some parking and abandoned vehicles and other left behind debris. Council heard a presentation and update on the Paso Diversity

American Degree is. Welcher contacted every FFA student she could think of that wanted to go with her to receive their degrees. Finally, she and a small group decided to make their own way to Indianapolis for the once-in-a-lifetime experience. “I felt like it was rough not to go with my chapter, but I’m glad to have just gone in general when I know so many other people weren’t that fortunate,” she says. This year 3,863 American Degrees were awarded to FFA members. More than 760,000 students are FFA members across the United States. Earning your American Degree is not only a major triumph, but it also marks the closure of a student’s time as an FFA member. Welcher recalls, “It was emotional to unzip my jacket--I know I’m never going to put this jacket on for another FFA event because I am now an alumni.” Dean Hill of Templeton FFA served as the National Officer Nominating Committee Chair, selecting those who will lead the FFA organization next year.

McCall has worked as the receptionist at Dr. Wearda’s office for over 14 years and has seen employees come and go. “I’ve heard from other people, removed from the dental practice, that they’re having a hard time filling their openings. My fiancé works at Paso Robles Kia. They’re not getting anybody looking for sales jobs. So, they’ve been shortstaffed for a while. And people aren’t even coming in and applying. It used to be that there was always somebody. They’ve always had some applications,” Patty McCall continued. Currently, San Luis Obispo County ranks eighth-lowest unemployment rate in the state of California. And unemployment rates dropped from 5.5 percent in August to 4.6 percent in September--yet, employees are still hard to find. “I have job openings for a line-cook on Craigslist, Facebook Marketplace, and Indeed. Indeed I had to pay over $500 to keep it [the ad] visible because there are so many cook positions open. I didn’t get one lead from Indeed. $500 and zero return. And I haven’t gotten line-cooks. Which is what we need. We’re a family-friendly, pub-grub spot. It’s not fine-dining, and I get that’s not the most attractive, but there have to be people out there that have skills and want to work,” says Jacque Fields, president, and co-founder of Wild Fields Brewhouse in Atascadero. It’s clear the employee shortage is having a negative effect on local small businesses in North County. But external things, like the pandemic, also play a role. “I think a huge part of it for us is…[what] makes it hard to like fully pull the trigger and hire people full time, is because business isn’t consistent. And people’s comfort levels aren’t consistent. And so you’re fighting a lot of variabilities. And so as business owners, and as bosses, you don’t wanna like say ‘hey, come on full time,’ and then not have those opportunities that you’re promising people,” Fields adds.

Spearhead Coffee in Paso Robles hasn’t gone untouched by the employee shortage either, though they’ve been fortunate in finding employees. “We are fortunate that we have baristas, bakers, and roasters that have stayed with our team for a considerable amount of time and are loyal to us and our brand, but we have noticed that when it’s time to add to our team, it’s been increasingly more challenging to find the right fit with the current employee shortage,” says co-owner and CEO, Jeremy Sizemore. “We have been able to fill the positions, but it’s taken more time and effort than usual. After talking with our friends in the coffee community, we have heard that we have been very fortunate. It hasn’t been as easy for our friends in our industry,” Sizemore concluded. Chulo’s Café and Cantina in Templeton has had to close twice in the last year. Each time for at least a week, due to being shortstaffed. “I’ve been looking for employees for—probably a year. And no luck. You know, the ads that I put on the internet, on Facebook, we

don’t receive any applications. To the point, that--every time I go to the store or something [I ask], ‘do you know somebody? Do you need a job?’ Anywhere. It’s just been a challenge. I’m very shortstaffed. I can’t open for dinners, I used to open for dinners, because we don’t have another cook, or another crew to jump on the nighttime [shift]. And I don’t want to overwork my people,” says owner Karol Struble. The labor shortage even has owners working multiple jobs themselves. “I’ve been here every day helping out. Whatever is needed, you know—everything. I could be a dishwasher one day. I could be a cook another day. I could be a waitress another day. I could be a busser another day. It’s very hard for me to get a day off because of the situation,” Struble continues. “It’s crazy, but it’s real.” If the trend in unemployment rates continues to decrease, the hope is that local business owners will be able to fill their job openings in the months to come, especially with the holidays season fast approching.
