INTRODUCTION Responding to the Plaintiffs’ discovery in this case has been an extremely costly enormous undertaking. To date, the City of Racine alone has produced 435,818 pages of documents and 74 gigabytes of data. (Declaration of Matthew Stippich, “Stippich Decl.”, ¶ 6).
