Putnam County School District 2015-16 “Intelligence plus character That is the goal of true education.” ~Martin Luther King, Jr.

Let’s keep the momentum going! It is a time of enthusiasm and progress in Putnam County schools. It is an honor to lead our county’s school district, which is also Putnam’s largest employer. I am privileged to work with so many dedicated teachers, administrators and staff, and to be entrusted with the opportunity to help improve our community. As a district we are continually opening new avenues for student success. Attendance is up throughout the district. We are striving to change the dynamics in all of our classrooms by providing more opportunities and partnering with area businesses. To the community – Thank you for all your support! As we move forward together, we will continue to work hard every day to give our children every opportunity for success.

The name Interlachen, which means “between the lakes,” was named after the Swiss town of Interlaken, when the town became incorporated in 1888.

There are only two working traffic lights in town, and both are within a quarter mile of each other on State Road 20, one by Hitchcock’s Shopping Plaza and the other at the corner of State Road 20 and County Road 315.

Before automobiles, the only roads that went through Interlachen were the Palatka-Micanopy Road and a road to Fort Brooks.

t one time, Interlachen High School graduate, teacher and athletic director Ron Whitehurst was on his way to a NASA education. It was in December 1985, while he was attending classes at the University of Florida. “I moved on to St. Cloud to become an intern for NASA, an offshoot from Cape Canaveral,” Whitehurst said. “Then the space shuttle (Challenger) blew up in January 1986, and they put their shuttle program on hold.” The 1982 Interlachen High graduate went to work at a grocery company in 1986, then two years later, began to sell insurance in the Palatka/Interlachen/Gainesville area. He did that for 10 years before getting out of the business and getting into what he found his real love – teaching. He picked up his education and after getting his degree from St. Leo in 1998, he was certified as a teacher at Beasley Middle School. He soon came over to Interlachen High and taught math, which he still does 13 years later. A head coach first with girls basketball in the late 1990s, then with volleyball (200407), football (2008-09) and currently softball and girls weightlifting, Whitehurst was named his alma mater’s athletic director in December 2009, taking over from longtime fixture Doug Feltner. 22

n two years working with the venerable Jim Pignato, the longtime area music and theater teacher, Noah Peacock has been inspired. “It’s hard to explain what he’s done,” the Interlachen High School junior said. “He really knows what he’s doing.”

Peacock happens to be one of Pignato’s proud pupils as he has done three plays since his sophomore year, playing a narrator in “Aladdin,” then Cogsworth in “Beauty And The Beast” and most recently, the role of Walter Hobbs in “Elf Jr.” For his role in “Elf Jr.,” Peacock explains his role of Hobbs as “a middleaged man who writes children’s books who finds out he has another son from a previous relationship with Susan Wells and now he’s being told.” All this, according to Peacock, is leading to a career in either music education in college with the thought of minoring in musical theater. Other than the work he does with the music theater, Peacock is also the drum major in the Interlachen High marching and symphonic bands and was involved in Key Club (now the Interact Club) and vice president of student council as well as a member of the Rotary Club. Peacock is also proud to be a member of another group at IHS – the National Honor Society.

Hitchcock’s Supermarkets has been proudly servicing North Central Florida for 70 years. Right from the start, Bob Hitchcock saw the need for food stores in rural Florida. In 1945, he made his dream happen when he opened his very first store offering only the very finest quality foods money could buy with good old fashion service for his customers. The Hitchcock’s company continued to grow over the years to the 10 current store locations located across the central part of Florida. Hitchcock’s recognized the need for rural towns in Central Florida to have clean, well-stocked, quality products and service driven food stores just like the city folks had. Today every employee works very hard to carry on this tradition of offering friendly and courteous service, and the freshest and highest quality products to our customers. We here at Hitchcock’s still today are all about offering only the highest quality foods at competitive prices, clean stores and with friendly well trained and knowledgeable employees. We take pride in training our employees in areas of their responsibility. All of our Meat and Produce employees complete intensive apprentice training programs that are designed specifically with you the customer in mind. Our Pharmacy managers and staff are all about the customers and helping with their wellness needs. Our store managers are home grown, many of which started part time as baggers and over the years with intense in house training have become outstanding service oriented managers with only the customers’ needs in mind. They know how and take pride in delivering a well-stocked, clean and service oriented store for their customers. Our customers are the sole reason Hitchcock’s is in existence today. Every employee today and in the future like those employees of the past, has a responsibility to maintain the Hitchcock’s tradition which simply put is “Each and every day every employee will strive to deliver old fashion customer service, have clean and well stocked stores, and offer only the highest quality products and at a competitive price.”

Welaka

Councilman Willie Washington, 77, who retired from the Putnam County Sheriff’s Office in 2012, said Welaka has a top attribute. “It’s perfect for fishing,” he said. “It’s peaceful and relaxing.” Besides that, the area offers access to about 3 or 4 fish camps with guides. The warm water hatchery offers an aquarium and visitors center. Fish are raised at the hatchery, and other native species of fish, amphibians and reptiles are on display. The hatchery provides walking trails and an observation tower. Hours are 8 a.m.–3 p.m. daily. Admission is free.

3

The forest contains walking and equestrian trails for the nature enthusiast along the banks of the scenic St. Johns River. Functioning ecosystems include wetlands, flatwoods, hammocks, sandhills and bayheads. State forest staff also manage a 72-horse stable, training arenas and a show horse arena.

Melrose

1

Two years after Florida officially became a U.S. territory in 1821, surveyors described the area of Melrose as “an uninhabited wilderness, except (for) a few Indian villages.”

2

In 1877, Melrose was platted and plans were laid for a canal that would make a waterport. The canal opened in 1881, and steamboats – a popular sight in Putnam County – began transporting passengers and freight across the lakes between Melrose Bay and the railroad in Waldo.

The community was named after Melrose Abbey in Melrose, Scotland. Initially, the community was named Shakerag but the ladies of the town did not like the name. That name stemmed from many horse races held in the area. To start or end a race, people shook a rag.

5

Perhaps the most charming element of Melrose is Melrose Bay Park. A few blocks away from Bellamy Avenue traffic, the park affords the opportunity for children to play in the water at the sand beach. A local rowing team practices on Lake Santa Fe, and park-goers can view the practice. Melrose also boasts the Melrose Community Farmers Market at Melrose Heritage Park and the annual Merry Melrose Christmas Parade and Arts Festival the second Saturday of December.

Situated along the railroad line 10 miles north of Palatka, Bostwick derives its name from “Bostwick Grant” in reference to a man from Jacksonville who owned the property.

In 1904, John W. and Orilla Glisson gave a parcel of land for the purpose of a missionary Baptist church and cemetery. A group of people built the church, “nestled among a grove of oaks.” In 1925, the church moved into Bostwick.

Bostwick 4

In 1991, a group of residents gathered to form a social club. Over the years the group, the Bostwick Community Association Inc., became more service oriented, sponsoring a Boy Scout Troop and a community library. In 2003, a devastating fire destroyed the old school cafeteria, which served as a community center. A new community center was built in 2006.

3

Housing the Bostwick branch of the Putnam County Library, the Bostwick School was built in 1921 and remained in use as a school until it was shuttered in 1977. After years of neglect, the schoolhouse was extensively renovated in the 2000s, and in 2007, it was open to the public as the library. After renovations the Bostwick School was placed on the National Register of History Places as a historical site.

5

The association annually hosts the Blueberry Festival to raise money for renovations to the old Bostwick School and provide financial support for community groups and scholarships. Started in 1997, the festival features a blueberry pancake breakfast, homemade blueberry desserts, blueberry plans and fresh blueberries for sale by the pound.

The Palatka to Lake Butler trail runs along the former NorfolkSouthern Railroad right of way through Putnam, Clay, Bradford and Union counties. Purchased with Preservation 2000 funds through the Florida Greenways and Trails Acquisition Program, the Rails to Trails Conservancy played a key role in preserving the corridor for conversion to a rail-trail.

Long-range plans would connect both trails to form a regional trail system of more than 100 miles and will provide links to a 260mile St. Johns River to Sea Loop. The state Department of Transportation is constructing the trails in segments.

The trails are intended for bicycling, walking and rollerblading. Motorized vehicles are not permitted on the trail.

Since the development of the trails began, a citizen support organization has formed to promote and protect the blueways and trails in Putnam County. The organization does not support just one park or trail and sponsors a variety of events throughout Putnam County. For more information on the Putnam Blueways and Trails Citizen Support Organization, call 386-546-1668.

Dunns Creek State Park

3

In October 2001, Dunns Creek State Park was added to the state park system. Dunns Creek forms the northern and eastern border of the park. The park, Ravine Gardens State Park and the Palatka to St. Augustine Trail are managed by the same staff.

4 5

Each year, the park hosts an open house, where visitors enjoy hiking, biking, canoeing, horse riding and stargazing, among other activities. Primitive camping for one or two nights is also available during open house events.

1

Native Americans used the land that is now Dunns Creek State Park as evidenced by the widespread shell mound. During the 1920s, a steamboat stop provided wood and water to ships in the area loaded with citrus. The park site was also used as a post office for the towns of Pomona Park and Cisco.

2

The park is located south of a sharp bend in the St. Johns River and comprises more than 6,200 acres of natural communities. Those natural communities include sandhills covered with longleaf pines, wiregrass and sand pine scrub. 44

Ravine Gardens State Park

1

One of nine New Deal-era state parks, Ravine Gardens State Park was transformed into a dramatic garden by the Works Progress Administration on March 22, 1933. Much of the original formal gardens and extensive trail system landscaping still exists today.

2

Palatka’s first Azalea Festival occurred at Ravine Gardens in 1938. The local Jaycees that year transformed their Jaycees Day into the official Azalea Festival, and the festival was at the gardens until 1980. The park in 1995 wanted to get involved in the festival again and started Azalea Days in conjunction with the festival.

Azaleas were chosen as the park’s theme flower because of their vibrant bloom during tourist season. More than 95,000 azaleas were planted in the park by 1934. There are numerous varieties of azaleas in varying colors. Peak flowering season for azaleas is late January to April. Numerous picnic sites, equipped with tables and grills, are available to visitors to get a better look.

St. Johns

Nearly 300 miles in length and stretching almost half the state in length, the St. Johns River runs northward.

2

Before Europeans began to settle the area, Timucuan Indians called the river Welaka, which meant river of lakes. The St. Johns passes through nine lakes – Helen Blazes, Sawgrass, Washington, Winder, Poinsett, Harney, Monroe, Woodruff and George before emptying into the Atlantic Ocean. 50

The French established Fort Caroline overlooking the river in 1562, almost 50 years before Jamestowne was established in Virginia. They named the river Riviere de Mae. However, in 1565 Spanish soldiers captured the fort and renamed the river San Mateo. The river would again be renamed after a mission near its mouth. The name, Rio de San Juan, translates to St. Johns River.

The river was an important method of transportation. In the 1850s, Palatka became a port of entry into the interior of the state. During the Civil War, steamboats were used along the river for blockade running by the Confederate Army, and after the war, steamboats were used to transport tourists who were visiting Florida during winter months.

5

Fishing now dominates as an attraction for the river. In addition to big mouth bass, the St. Johns River offers sport fishing of striped bass, blue gill, channel catfish and shellcracker, to name a few. In late summer and early fall, the brackish water sends shrimp further down the river.

6

Yearly events on the river include Christmas boat parades, fishing tournaments and the Mug Race for sailboats.

Water Works

The historic pump house and brick channel were constructed in 1886 because the city needed better fire protection after the big fire of 1884. The property sat abandoned for 15 years until interested residents worked with city commissioners to obtain a $250,000 grant. Today, the pump house contains a mini-museum, an interactive fiber optic water wall, natural artifacts, a Bartram video and models used for tours.

2

The trail’s name means flower hunter and was given to William Bartram by Native Americans. The trail winds around the property and includes a wooden footbridge.

3

It contains three live tortoises and an interpretive kiosk, which explains the importance of gopher tortoises.

In 1765, Pennsylvania Quaker John Bartram and his son, William, explored East Florida along the St. Johns River. King George III awarded John Bartram a stipend as a royal botanist to explore this uncharted wilderness, so potential investors would have evidence of the quality of water and soil in Britain’s newest acquisition.

In March 1774, William Bartram returned to East Florida, this time funded by Dr. John Fothergill, in return for plant specimens and sketches of birds, fish, flowers and plants as well as his manuscript. As William Bartram sailed along the St. Johns River, he encountered an Indian settlement in what is now Palatka. The village had a pruned orange grove and land cleared for farming.

4

Native Americans throughout the area welcomed William Bartram, and referred to him as “Puc Puggy” or Flower Hunter.

5

8

In South Putnam, William Bartram returned to Mount Royal, an Indian mound he visited 15 years prior with his father. Mount Royal is significant for its early Native American history and is registered on the National Archives as a national historic place. In the time frame between Bartram’s visit until it was listed in the National Archives, the mound was the victim of looting and material used for road building during the 1940s.

Another spring, Beecher Springs, is now part of the Welaka National Fish Hatchery and its upper reach was drastically altered by construction of fish ponds by the Federal Works Projects during the Great Depression.

9

In September 2012, the Putnam County Bartram Trail committee officially formed. Since then, the committee has created a website with photos and GIS maps of various sites Bartram visited throughout Putnam County. The group also maintains kiosks and signs on the river noting Bartram sites.

6

Base camp for William Bartram’s collections was Spalding’s Lower Store managed by Charles McClatchie. The store was a hub of commerce and travel for Europeans and Native Americans. The building for Spaldings Lower Store sits on private property.

During their travels, John and William Bartram noted several springs in South Putnam. Satsuma Springs matches the description John Bartram wrote when he described the strong odor, the results of a high sulfate concentration. The spring is located on private property.

While traveling in Florida, Bartram was able to observe and document 40 common species including diamond back rattlesnake, great blue heron, alligator and big mouth bass.

The Rodman Reservoir is located on the Ocklawaha River and was created in the 1960s when the U.S. Army Corps of Engineers constructed Rodman Dam as part of the now-defunct Cross Florida Barge Canal. In 2003, the Dam was renamed to honor the late Sen. George Kirkpatrick, a longtime ally of Rodman. 60

Rodman Reservoir

2

On Feb. 27, 1964, President Lyndon B. Johnson set off the explosion marking the beginning of the Cross Florida Barge Canal, and in 1968, the dam was completed and Rodman was flooded. However, in 1971, President Richard Nixon halted the project, and it was officially decommissioned in 1990. In 1992, the project became state property and eventually renamed Marjorie Harris Carr Cross Florida Greenway.

5

Rodman attracts more than just anglers. Hikers, families, snowbirds and groups, such as scouts, often use the facilities. State surveys show more than 350,000 visitors a year with more than $6 million in direct spending in Putnam County. The Rodman recreation area is free and open to the public. Rodman Campground is operated by the Florida Office of Greenways and Trails and can be booked by calling 386-326-2846.

3

Rodman Reservoir was named by the state’s Fish and Wildlife Commission as one of the 10 best fishing lakes in Florida for largemouth bass because of the rich vegetation and sunken logs in the area.

4

Every three to four years, a drawdown occurs for aquatic plant control and fish and wildlife habitat enhancement. During drawdowns, the reservoir is seven feet below normal water level for over three months.

Things to know about

Fishing in Putnam

One thing is for sure – there’s not a shortage of fishing spots in Putnam County. First and foremost on the list of fishing holes would be the massive St. Johns River, a 310-mile river flowing north that has tributaries in this county, such as Salt Springs Run, the Ocklawaha River and Rice Creek/Simms Creek to the left of it and Murphy Creek/ Dunn’s Creek to the right.

2

But if a big river is not what suits you, there’s always lakes, such as Lake George, the second largest lake in Florida. In Lake George, there’s reportedly enough of a blue crab population to support a local fishery, making it one of the only freshwater blue crab fisheries on the planet. Crappie, blue gill, striped bass and mullet can be found in the lake as well.

62

Destination Putnam

3

Fishing in Dunns Creek, you will find catfish of two varieties – channel catfish and white catfish. Big channel catfish are reported normally in the lower St. Johns River and Dunns Creek system in the mid-to-late spring. They can be caught all year long, with the best fishing in the spring and fall.

4

Rodman Reservoir, located between State Road 315 and State Road 19 in the southern part of the county, is a top spot for bass fishing. The reservoir covers nearly 10,000 acres of prime largemouth bass habitat.

5

The St. Johns River is a big part of the reason why Putnam County is known as the “Bass Capital of the World.” It offers plenty of bass to be caught, whether it be striped or sunshine. But there’s other fish to be had beside bass, such as black crappie, bluegill, shellcracker and catfish. The saltwater variety of fish in the river includes flounder, sea trout, tarpon and red fish with shrimp migrating up the river and easily catchable off the docks or by boats with cast nets during the summer and early fall months. Why You Should Join Your Local Chamber of Commerce

Some business owners might say their schedule is demanding enough at the moment, and the thought of adding one more activity to their busy calendar is unbearable. So why should they try to cram time into their already hectic schedules to join and actively participate in their local chamber of commerce? Because membership in the local chamber offers numerous benefits and keeps business owners on top of important, ever-changing issues and trends within their community and local marketplace. Not only that, but research points out that consumers are more likely to do business with a company if it’s a member of their local chamber of commerce.

The Value

of Chamber Membership In a study commissioned by the American Chamber of Commerce Executives with support from Small Business Network Inc., Market Street (A part of The Shapiro Group Inc.) was able to determine the real value to companies - in terms of consumer outcomes - of joining and being active in their local chamber of commerce. Their findings reveal a number of important findings about how consumers and business owners perceive the local chamber of commerce and the businesses that are their members. For example: • When consumers know that a business is a member of the local chamber, they are 49% more likely to think favorably about it. • Consumers who are told that a business is

a chamber member are 51% more likely to be highly aware of it and 57% more likely to think positively of its local reputation. • Consumers are 80% more likely to buy goods and services in the future from a company that they believe is a member of the local chamber of commerce. The study also has good news for businesses that sell to other businesses. • When business decision-makers believe that a business is a chamber member, they are 37% more likely to think favorably of the business, 51% more likely to be highly aware of it, 58% more likely to think positively of its local reputation, and 59% more likely to buy goods and services from it.

Supporting the previous findings, the study also reveals a positive perception for the local chamber itself: Regarding the chamber’s impact on the local economy, 82% of respondents believe that the local chamber of commerce helps create jobs and promotes local economic development.

National study: Consumers 80% more likely to buy from chamber members.

Major Impact

on Small Businesses Small businesses represent the largest segment of most local chamber membership rolls, and the study indicates that chamber membership has consistent and powerful benefits for small business members—if consumers are aware that the small business is involved with its local chamber. For example, if respondents know that a small business is a member of its local chamber, the business enjoys a 49% increase in its consumer favorability rating, a 73% increase in consumer awareness, a 68% increase in its local reputation, and an 80% increase in the

likelihood that consumers will patronize the business in the future. Most people know fairly well what their local chambers do; the study assessed the effect of this knowledge on perceptions of chamber members. The researchers said ”any belief about the chamber of commerce—whether that belief was true or not—could have a significant positive impact on how someone views a member… he or she is more likely to think that the [member] company’s products stack up well and have a favorable opinion toward the company.” The key factor in developing and maintaining positive consumer perception of chamber members, the Schapiro Group said, was that “positive outcomes only occur when

consumers know that a business is a chamber member (i.e., being involved in the chamber is a known facet of the company’s reputation).” Accordingly, when consumers know that a large business is a member of the chamber, they are likely to patronize the company more often, to express favorable opinions about the company, to know more about the company, and to buy the company’s products. For information on membership contact the Putnam County Chamber of Commerce, mention that you read this story and we will waive your $30 enrollment fee!

Putnam is made up of several small communities, Crescent City, Interlachen, Welaka, Melrose, Pomona Park, and Palatka. Each has its own unique history, traditions and festivals.
