Students in grades K-12 can apply to participate in our Cambridge program of advanced studies and incoming 9th grade students can apply for the Collegiate High School program in partnership with St. Johns River State College. We are partnering with local businesses and community organizations to provide our students with more opportunities for real world and practical career experiences through our career and technical programs. We have expanded our welding program and have a new program for Advanced Manufacturing. Putnam County A Brief History
estled in the center of bustling metropolises, eternally young college towns and tourist beach destinations is Putnam County, a quiet but lively enclave with a focus on nature-based activities. Bisected by the historic St. Johns River, Putnam has become a popular getaway for people looking to go fishing, hiking and cycling, among other activities. Though large in size – measuring in at 728 square miles – Putnam is relatively small in regard to population, with a population of about 72,000 people, according to the U.S. Census. But the county’s proximity to cities like Jacksonville, St. Augustine, Gainesville and Orlando gives local residents a chance to dabble in a bigger city lifestyle without having to fully adopt it. “(This is) a nature-based way of life,” said Larry Harvey, the 2016-2017 Board of County Commissioners chairman. “We can be in big cities in an hour and a half and not have to live there. We’re a caring, loving community that loves each other.” The county consists of six unique and diverse municipalities: Crescent City, Interlachen, Melrose, Palatka, Pomona Park and Welaka. It is home to three national parks and part of the Ocala National Forest. Putnam also sustains a lucrative farming industry in multiple areas of the county. Putnam County’s history dates back hundreds of years, before the county was given its current name. In the 19th century, Alexander Putnam, then-surveyor general of East Florida, signed a land survey that included updates through the 1850s. But in the 1700s, famed English botanist William Bartram visited and traveled throughout Florida, making his headquarters at current-day Stokes Landing. Bartram wrote “Bartram’s Travels,” published in 1791, which detailed flora 6

and fauna throughout Putnam County, Florida and the Southeast United States. There are even records of the Spanish developing Putnam County as early as 1655 to transform it – and Tallahassee and Gainesville – into one of the state’s three principal ranching areas. More recently, Putnam County was adversely impacted by the Great Recession of 2008 and has struggled to rebound. But its nature and ecotourism ambitions are looking to help showcase the county while boosting the local economy. Since 2008, construction of the Lake Butler to St. Augustine Trail has been ongoing, in sections, for a trail that will span five counties. The 250-mile Bartram Trail in Putnam County was recognized as a national park in 2016, and local officials are hoping the to draw visitors to – and make more local residents aware of – local trails to see pockets of Florida not available in urban areas. Harvey said the multi-county and Bartram trails have brought people from other counties, states and countries to Putnam County, and have boosted the economy in the process. But for local residents, and visitors, too, naturebased activities and the small town aspect of Putnam County are a great way for people to get away while also enjoying their surroundings. “I’m really enjoying the solitude when I can,” Harvey said. “I so look forward to go home in Putnam County (when I’m away). P
alatka began as a trading post in 1821 after Dr. Nehemiah Bush started a ferry service when he bought the land. Palatka was first named Pilotaikata, the Seminole Creek term for “boat crossing.” Seminoles raided the town in 1835. The U.S. military, in the midst of the Second Seminole War, decided to build Fort Pilatka close to the St. Johns River. The fort was later named Fort Shannon after Capt. Samuel Shannon. Fort Shannon was abandoned in 1843 at the conclusion of the war, but officer’s quarters still stand today as one of Florida’s last relics from the Second Seminole War. The building also houses the Putnam Historic Museum.

The historic Bronson-Mulholland House was built in 1854 by abolitionist judge Isaac Bronson and is recognized for its antebellum flair, mossy live oaks and spacious lawns. Union troops occupied Palatka in 1864, and used the Bronson-Mulholland House, also called Sunny Point, as a base of operations and a lookout for Confederate blockade runners. An “Occupation of Palatka” Civil War reenactment is held annually. The Bronson-Mulholland House fell into disrepair after owner Mary Mulholland died in 1935, and the house frequently switched owners. The house has undergone several renovations since 1977 after being purchased by the city in 1965. With many antebellum antiques and design, the BronsonMulholland House is popular for local gatherings. The Bronson-Mulholland House has tours 10 a.m.-4 p.m. Saturdays, and on the first Sunday of the month from 1 p.m.-4 p.m. or by appointment. The Northern and Southern Historic Districts have several historic homes near the St. Johns River. Other examples of captivating historical architecture include the Larimer Arts Center, the Tilghman House and the Putnam County Courthouse. The city underwent a sizable transformation post-Civil War. With steamboat lines and cargo ships, Palatka was a major port on the St. Johns River in the late 1800s. The citrus and logging industries experienced booms, but the town suffered a massive fire in 1884, which hampered tourism and leveled the business district. In the 1920s, the Wilson Cypress Plant was one of the

largest cypress plants in the world. Due to trade and growth, the prosperous town earned its nickname, “The Gem of the St. Johns.” Steamboats brought famous Americans to Palatka. The city was a major tourist hub with riverboat travel and luxury hotels, drawing the likes of Babe Ruth, Theodore Roosevelt, Grover Cleveland, Thomas Edison and Ella Fitzgerald. Today, Palatka’s thriving downtown area is worth a visit with numerous bars, restaurants and stores. The Water Works Environmental Education Center and St. Johns River Center focus on environmental education. Palatka is also home to Palatka Municipal Airport as well as the Palatka Golf Course, a classic Donald Ross design from 1925 nestled next to Ravines Gardens State Park. The Christmas Parade and Fourth of July fireworks display draw thousands every year. Notable events held annually include the Azalea Festival held the first weekend in March, the Blue Crab Festival on Memorial Day weekend and the St. Johns River Bartram Frolic in late September.

Crescent City
estled between Lake Stella and Crescent Lake, one of the largest lakes in the state of Florida, Crescent City’s historic charm and friendly atmosphere is attracting retirees from the southern portion of the state wanting to get away from the “big city.” A popular destination for anglers, Crescent City is considered the bass capital of the world. But the small municipality has so much more to offer residents and visitors. With the formation of the Multicultural Arts Guild Inc., a burgeoning art scene is encompassing the city with a variety of events, classes, galleries and children’s camps. In 2016, the arts guild kicked off its first scarecrow festival and encouraged residents and businesses to participate in decorating a scarecrow for display around town. The highlight in 2018 will be Crescent City Rotary Club’s 40th annual Catfish Festival. Always the first Saturday in April, the festival features local food such as gator tail, frog legs, swamp cabbage, strawberry shortcake, and, of course, catfish. For the less adventurous, there are always plenty of hamburgers, hot dogs and other festival fair. The Saturday before the Fourth of July, fireworks fill the sky during the Red, White and Boom festival presented by the Crescent City Yacht Club. During the Christmas season, a Christmas festival sponsored by the Crescent City Lion Club features a parade, crafts, entertainment and children’s activities. However, you don’t need to have a boat or wait for a 14

special event to enjoy Crescent City. City leaders have focused on improving a variety of recreational activities for residents and visitors through grants and money available through Better Place Plan funds. Recent additions and improvements include a new playground, remodeled and expanded gazebo, and refurbished tennis and basketball courts at the city’s central park, Eva Lyon Park. At Harry Banks Park, new playground equipment, bathrooms, fencing and other improvements were added in 2016 and 2017. Recently, community members joined together with
government leaders to create the first dog park inside the city. Crescent City is also rich in history. Phillip Randolph, a prominent civil rights leader was born in Crescent City in 1889. The Crescent City Historic District is on the National Registry of Historic Places and a walking tour is a great way to see some of the historical architecture in the area, including the Bela and Henry G. Hubbard House, or San Sui. The district includes more than 200 historic building with styles ranging from Queen Anne to Colonial Revival. Antique shops and small eateries offer a variety to see and taste, making Crescent City an excellent day trip or weekend getaway.

Interlachen
L
ike many towns, Interlachen was founded primarily because of the railroads. Settlers began to trickle into the area in the 1850s. Oliver Parker’s homestead was part of where Interlachen lies today. Florida Southern Railroad surveyed Parker’s land in 1879 and laid out 14 city blocks. Interlachen was incorporated as a town in 1888. Interlachen had three hotels in the 1890s, though two burned down. The Hotel Interlachen was on Boyleston Street between Prospect and Tropic streets and had 76 rooms. The Hotel Lagonda was popular for meetings and clubs. The Lakeview House Hotel is the only hotel left standing because the Hotel Interlachen and Hotel Lagonda burned down. Hastings Park is two blocks from the Lakeview House Hotel and has a picnic area and playground. The Interlachen Depot was demolished in the 1960s. In the early 1980s, the last train came through Interlachen. The Seaboard Coast Line donated an orange caboose, which remains in front of the current 18

Interlachen Town Hall as a reminder of the town’s railroad heritage. The tracks were removed and the area was converted into a green space in the center of town, named after Vietnam War Medal of Honor recipient Robert Henry Jenkins Jr. Born in Interlachen, Jenkins dived on an active hand grenade to save a fellow soldier in 1969. Interlachen was bustling member of the citrus trade until the devastating freezes in the late 19th century. In 1895 many people left Interlachen due to damages from the freezes. Interlachen’s first town hall in 1891 was formerly a vacant store. Six months later, the town hall was burned down in a quarrel between cattlemen and the town. Farmers would regularly let herds run through town, but the herds preferred eating orange tree leaves and fruit. Deviant cows were put behind lock and gate near the town hall, and the owners had to pay a fee to get them back. The cattlemen torched the fence and Interlachen Town Hall along with it.
Interlachen Hall, 215 Atlantic Ave., built in 1892, is on the National Registry of Historic Places. With the building restored in 2003, it is now a community center and historical museum, and is available for weddings, receptions and birthdays. The town hall was moved to the Dickerman Building in the 1960s. Interlachen means “between the lakes.” Interlachen celebrated its 125th anniversary in 2013. Interlachen is nestled between Lake Chipco and Lake Lagonda. There are also several tiny ponds and lakes making Interlachen an ideal spot for fishing.

e’ve started to see growth,” longtime Welaka Mayor Gordon Sands said about the small town of fewer than 700
residents. From new additions at local businesses to new homes being built, Sands said the town of Welaka is starting to see positive growth again since the recession. And younger residents moving to the area, he said Sands said he expects to see more youth programs in the future hosted by the police department and new Chief Michael Porath. Incorporated June 21, 1887, Welaka’s name comes from the Native America word Ylacco, meaning river or chain of lakes. The St. Johns River is only a short walk from Town Hall, and Welaka is a popular location for boating, fishing and kayaking. With an easily accessible public boat launch with floating dock, professional and amateur anglers enjoy catching black bass, large-mouth bass, speckled perch and panfish. By 1907, Welaka was a booming town, bringing tourists to experience the medicinal properties of Welaka’s springs, including Beecher Springs. And in 1908, the Welaka Mineral Water Co. built a bottling works and casino equipped with hot and cold baths. 22

While the mineral springs would eventually close, Beecher Springs became an integral part of the Welaka Fish Hatchery, completed under the Civil Works Administration in 1933. In 1926, prior to the beginning of the Great Depression, the town council of Welaka and the Chamber of Commerce were approached with the idea of creating a fish hatchery in Welaka due to its proximity to the St. Johns River and other modes of transportation. Approved as a Civil Works Administration project in 1933, the Welaka Fish Hatchery would get funds and workers needed for creating 22 fish ponds, as well as an aquarium, living quarters and aviary. Today, there are 41 ponds at the facility, which raise between 4.5 to five million fish annually. Recently, the Welaka Fish Hatchery joined in recovery efforts for eastern indigo snakes, whose population is declining. In January, the hatchery received 30 snakes with plans for 30 more in 2019. Welaka is a haven for bird enthusiasts, and at the Beecher Unit ponds, bird watchers can observe more than 40 native species, including bald eagles, ospreys, herons, ibis and sandhill cranes. Nearby is the Welaka State Forest, which is maintained by the state’s Forest Service. Given to the Forest Service
in 1992 by the University of Florida as Florida Conservation Reserve, the area offers limited outdoor recreation use with hiking trails, primitive camping facilities and cabins.

Pomona Park P
omona Park is named after the Roman goddess of fruit trees. It was easy to see why, considering Pomona Park’s past involvement in the citrus trade. There was a large citrus packing plant in front of the railroad tracks that opened in 1913. Local businessman Clyde Middleton developed a typed of frozen orange juice concentrate in 1945. “The citrus was what Pomona Park was originally known for,” Pomona Park accounting clerk Nancy Lajoie said. “It sat there because it was easy to load the oranges directly into the cars of the trains.” Few citrus groves remain, however, because of the vicious early 20th century freezes that killed the crop. Pomona Park was established in 1874 and incorporated as a town 20 years later. The first settlers came from the Dunns Creek area. The name was originally Pomona, but it was changed to Pomona Park to avoid confusion with Florida towns called Pomona and Pompano. The 1890s two-story wooden schoolhouse may be Pomona Park’s most cherished building. Inside the building is an old handmade ladder, a piece of ship that sunk in Lake Broward and a black ball of pitch, a tar substance used to patch wooden ships. On the first Saturday every month at the community center, volunteers serve breakfast to residents to raise money for the 26

beautification committee. The community center hosts quilting, line dancing, painting and cardmaking on different days of the week. “It’s always busy,” Lajoie said. The Works Progress Administration renovated the old town hall in 1939. The structure served as town hall until 1984. Eula E. Dunn became the first Florida woman mayor elected when she assumed office in 1928. She served for five years. The current Pomona Park Town Hall has notes, ledgers and maps dating back to the 1930s. Because it was previously a jail and firehouse, the bathroom still has bars
from the jail. The inside of the building is decorated with pieces created by local artists. A highlight of Pomona Park is visiting Lake Broward. Part of Lake Broward is in Pomona Park town limits, while Putnam County oversees another portion. Lajoie said there are about 750 carp in Lake Broward. Carp are sexless, so they won’t overpopulate the lake. Carp eat algae in the lake, a reason people can see 20 feet down. Middleton Beach is clean and available for public use, with a covered pavilion, a floating dock and a bathroom.

uirky, artsy, serene and eclectic easily describe the small, unincorporated town that crosses four county lines. A haven for artists and professors from the University of Florida in nearby Gainesville, Melrose is located on the southern portion of Lake Santa Fe and is situated at the four corners of Alachua, Bradford, Clay and Putnam counties. With multiple art galleries and variety of art classes offered at the Melrose Senior and Community Center, novices to professional artists can create or purchase inspirational works. joined together to establish a community service organization. In 1995, the group opened to residents with a mission to continually build a better community. Two years after Florida became a U.S. Territory in 1821, surveyors described the area of Melrose as “an uninhabited wilders, except (for) a few Indian villages” Surveyors were brought to the area after Congress appropriated $20,000 for a survey and opening of a public road from Pensacola to St. Augustine, the two centers of the state’s population. When Bellamy Road opened in 1826, it became the state’s first federal highway. The road is now State Road 26. In 1877, the area was platted and plans were laid for a canal for steamboats to haul passengers and freight across the lakes between Melrose Bay and a railroad
in Waldo. The canal opened in 1881, making Melrose easily accessible for winter visitors from the North. The local economy quickly grew after the Civil War

from cotton farms to orange groves and hotels. Winter visitors built many of the 72 structures contributing to Melrose’s Historic District, which is on the National Register of Historic Places. As families began to settle in the area around Melrose Bay, the area was initially called “Shake Rag.” At the time, the area was popular for horse racing. To start or end a race, a rag was shook, hence the name “Shake Rag.” It was speculated area ladies desired a more dignified name and named the
community for Melrose, Scotland. After a winter freeze in 1894 destroyed Melrose’s citrus industry, the lake docks were abandoned and the land reverted to private use. In the 1940s, Maggie Steinert owned the site and made it available as the “swimming hole.” In 1959, the Junior Women’s Club purchased the property and made it into a park. In 1983, the park as deeded to the business and community association and is a great place to take children to play or read a book.

ention the name Bostwick and the small unincorporated town just to the north of Palatka conjures up thoughts of fresh blueberry pancakes, pies and other homemade goodies. The annual Bostwick Blueberry Festival began more than 20 years ago after two residents visited a grape festival and thought it was a good idea. Haven’t gone to the festival? There’s still time. The festival is still going strong, with it scheduled April 28, 2018. The festival is the main fundraiser of the Bostwick Community Association, which provides financial support for community needs such as 4-H, Friends of the Bostwick Library and two yearly scholarships for high school students who live in the area. The community association was established in 1991 by a group of residents who met at one of the defunct schoolhouses at 125 Tillman St. When the Blueberry Festival started in 1997, the association used the fundraiser to raise money for renovations to the schools. Situated along a railroad, Bostwick derives its name from “Bostwick Grant” in reference to a man from Jacksonville who owned the property. From 1921 to 1977, a two-story wooden building served as part of Bostwick School. Listed on the National Registry of Historic Places, the school was restored in 2007 due in large part to the tenacity of residents and former students. After the school’s restoration, the building became the Bostwick library. Inside the library, visitors can find old photographs and drawings of the 32

school and its students. The Bostwick Library can credit its roots to the perseverance of resident Naomi Wilkinson. In 1995, Wilkinson decided to move donated books from her home and car to the Bostwick Community Center. The center’s building at the time was part of Bostwick School and was built in 1955. Wilkinson and her family set up the library in one of the classrooms of the school. Volunteers ran the library until 2000 when it was made a branch of the Putnam County Library System. Just prior to the 2003 blueberry festival, the kitchen and cafeteria, which were in separate buildings on the school

campus, caught fire and were destroyed. In 2006, the festival moved into a new senior and community center building. A new volunteer fire station was built in 2015, replacing an old garage structure that served the community’s fire trucks. At the same time, new playground equipment was installed in front of the community center.

If you Build It, They Will Come Lake Butler - Palatka Trail
I
n Putnam County, welcome signs go beyond those of other counties. At county line sites on major highways, signs inform people they’re entering “outdoor friendly” Putnam County. And the state and county are doing their parts to make sure Putnam lives up to that reputation. One of the newest recreational spots in Putnam doesn’t stop at county borders, though. The Lake Butler to St. Augustine Trail spans five counties and has been under construction since as early as 2007. Kraig McLane, the vice chairman of the county Waterways and Trails Committee, said there is an 8-and-a-half-mile gap in Palatka – as well as a gap in St. Johns County – preventing the trail from being uninterrupted from St. Augustine to just west of Keystone Heights. But the good news, he said, is construction is underway on a 6-mile stretch near the St. Johns River Water Management District, and a 2.5-mile section from the water management district to U.S. 17 has been acquired. “They just acquired 0.7 miles of that corridor from the water management district to Mill Road, which is (County Road) 26,” McLane said. “It would be uninterrupted from west of Keystone Heights to I-95 in St. Augustine. Once the section in Palatka is completed, that will be 54 miles of uninterrupted trail.” To the casual observer, a paved multi-use trail could seem like a simple item. But the trail is a complex, state-funded endeavor, the purpose of which is to provide an elongated area for people 38

to exercise and observe nature in a safe environment. The trail has been constructed in stages, as state funds become available. Construction in Putnam County began in 2008, with the urban Palatka section – including Memorial Bridge – completed in August 2013. In 2014, the section from near Florahome to Carraway was completed, and a year later, the section from East Palatka to the Putnam-St. Johns county line was finished. The trail is the perfect tool to get Putnam residents and people from other counties, states and countries active to improve their health, McLane said. “(It is) an opportunity to have some safe, feasible trails that folks can get out on and have some health benefits,” McLane said. “We’ve made some great progress these last three or four years.” For information about and a map of the state’s trails, visit floridasuntrail.com.

Dunns Creek State Park
N
estled in the rural settings of Pomona Park is Dunns Creek State Park, a relatively young facility that showcases something for every outdoor enthusiast. Located at 320 Sisco Road in Pomona Park, the park occupies about 6,222 acres and has more than 20 identified natural communities. Growth is a constant theme for the park, said Terri Newmans, park director. In January 2016, the park went from being open only during events or with a tour guide to being open seven days a week. During that time, the park opened the main entrance to the public, and in 2017, its days area – the area open to the public on a daily basis – grew. “Dunns Creek is a newer park,” Newmans said. “(In 2017), we expanded our days area. Trails are still under development. We have the Blue Pond Trail. Equestrians are able to enjoy it as well as hikers.” In addition to the 1.5-mile Blue Pond Trail, the park features a 2-mile paved trail, where visitors can drive through the park and view the splendor it offers. Throughout the park – even along the paved trail – visitors have reported seeing a variety of wildlife including

bears, foxes and coyotes, Newmans said. “Just driving through the park, you can have a wildlife experience,” she said. Although the park is relatively new, the area’s history can be traced back to the 19th century. In 1880, the Dunns Creek property was the site of a railroad station, post office, express office, general store and lodging facility. The area eventually became the home of a farming, timber and turpentine community, and in the mid-1900s, it became a hunting club. In 1990, the property was sold to the Nature Conservancy, which transferred
ownership to the state for preservation, restoration and management of its natural and cultural features. Before the 2016 opening of its Sisco Road entrance, the park’s only point of access was the Blue Pond Trail entrance near U.S. 17. But the park has evolved into a lively area where visitors can hike, fish, ride horses, canoe and kayak. Twice a year, Dunns Creek officials host open house events to expose the park to new people and remind those familiar with it what it has to offer. Newmans said operating a newer park has its challenges at times, but she and
park staff and volunteers take pleasure in operating the South Putnam gem. “With anything, it’s a learning curve,” Newmans said. “(We make) sure park visitors can make their way around the park and making sure proper signage is up.” Dunns Creek State Park is open 8 a.m. to sunset seven days a week. Ravine Gardens State Park S
ightseeing, exercising, family gatherings and a wide variety of plants and animals. Most communities have places someone can do at least one of those things, but Putnam County has an ideal location where people can do all of those things and more. Ravine Gardens State Park, 1600 Twigg St. in Palatka, has been a source of recreation and events for decades, giving Putnam residents and guests a chance to observe a pocket of wildlife for which Florida is known. Park Manager Terri Newmans said the park’s rich history and its unique landscape are what draw people, locals and visitors, to the Ravines. “I think the attraction is the cultural background,” Newmans said. “There is history here. I think with parks, people are looking for something different.” The Ravines’ history dates back to the Franklin Roosevelt era, when the park was commissioned in 1933 and opened, complete with 45,000 azalea bushes, in 1934. Today, the park boasts two suspension bridges, two unpaved trails for hikes, fountains, a civic center and the Court of States, which showcases flags from every state. But one of the park’s most famed features is the 1.8-mile paved trail that loops the ravine within. For decades the trail has been a place for runners and walkers to exercise, families to enjoy leisurely bicycle rides and motorists to sightsee from the comfort of their vehicles. “We have a large group that comes through and exercises,” Top: A visitor walks along the paved trail as azaleas bloom throughout the park. We have out-of-towners come in to see the features.” Since its opening, the Ravines has been a pillar of the community, but even pillars sustain damage. Hurricane Irma swept through Florida on Sept. 10 and 11 and left behind erosion problems at the Ravines park officials said won’t be resolved in the foreseeable future. Because of washouts, the paved trail is open to only

pedestrians, and downed trees and erosion caused damaged to the unpaved Springs and Azalea trails. The unpaved trails are open, but there are walk-arounds where fallen trees or other obstacles block the path. Newmans said her staff began assessing and repairing damage Sept. 11, hours after the hurricane passed Palatka, and debris removal workers were in the park the following day. Park officials are in contact with engineers to solve major erosion problems, clear the trails and get the park back to tip-top shape. There are a plethora of national and state parks throughout Florida, but the Ravines has stood out for decades as a unique place to hike, enjoy family-friendly events – such as Caroling the Ravines, the park’s annual Christmas event – and literally smell the roses. And even though the Ravines isn’t back to 100 percent, Newmans said, the park still has much to offer people who want to be active or host functions. “The civic center (at the park) is a very popular place for weddings,” Newmans said. “We also host meetings. It’s a rental facility, so we also see a bunch of baby showers or family events.” Open 8 a.m. to sunset seven days a week, the Ravines, even in the midst of disrepair, offers a one-of-a-kind experience Putnam residents hold dear. St. Johns River
he St. Johns River spans almost 300 miles, snaking through nearly half the state. As Florida’s longest river, the St. Johns River is a popular travel destination for enjoying outdoors and commerce. The St. Johns River touches 12 counties and nine lakes before it empties into the Atlantic Ocean. It passes through Jacksonville, Orange Park, Green Cove Springs, Palatka and Sanford. Naturalist explorer William Bartram traveled down the St. Johns River twice in the late 1 00s, extensively sketching flora and fauna and detailing many waterways. Bartram could not locate the source of the river, which is the marshes in Indian River County near Vero Beach. New Jersey-born John Eatton Le Conte charted the location working for the U.S government in the early 1800s. During the Civil War, the Confederacy regularly attempted to get past Union blockades. Prior to roads, the river functioned similar to a highway, as commercial activity on the river was prevalent thanks to steamboats and trade. Palatka had six steamboats line in 1845, when Florida became a state. ortherners flocked to sunnier climates of Florida to escape harsh winters as tourism on the riverfront was booming. In the 1880s, railroads took hold and St. Johns River steamboats mostly vanished. shellcracker populate the river. The St. Johns River is crowded with boats during shrimping season. Crescent City is called “The Bass Capital of the World.” The river draws several high-level bass fish tournaments. The popular sailboat Mug Race begins in Palatka and ends in Jacksonville. Palatka and Welaka hold Christmas boat parades on the river every year. The St. Johns River Water Management District is head uartered in Palatka, with offices in Jacksonville, aitland and Palm Bay. Established by state legislature in 1972, the district is one of Florida’s five regional water management districts. The environmental organization aims to preserve and protect bodies of water and maintain a long-term supply of drinking water. The district serves 18 counties in Northeast and East Florida and covers about 7.8 million acres, employing a variety of scientists, engineers and planners. ne of the few rivers in the .S. that flows north, the St. Johns River served as the catalyst of Palatka and a lifeline of Putnam County.
Rodman Reservoir ne would be hard pressed to find a location in Putnam County as popular and polarizing as Rodman Reservoir. Located southeast of Palatka and near the Ocala National Forest, the reservoir has evolved into a rich ecosystem and popular fishing location for local residents and visitors to the county. The site is a sought-after place to have bass tournaments, host cookouts, hike and camp, among other activities. But the reservoir is also a source of contention for environmentalists who say the Rodman Dam damaged an ecosystem that existed before the dam was constructed in 1968. There have been numerous attempts to breach the dam and restore the Ocklawaha River to what it was prior to the dam being erected. The most recent attempt to have the dam removed occurred in 2017 when Florida Defenders of the Environment sued the U.S. Forest Service. “Some people will tell you (the reservoir is) a stagnant pool,” said County Commissioner Larry Harvey, who also serves as executive director of Save Rodman Reservoir. “If it was stagnant, it wouldn’t be so popular. For anybody who thinks they should tear it down, it’s ludicrous.”
The dam was built as a method to hold back the Ocklawaha during the construction of the Cross Florida Barge Canal, which was intended to be a shortcut for shipping from one Florida cost to the other. But President Richard Nixon halted construction in 19 1, and the pro ect was officially deauthori ed in 1990. Although the dam’s intended use was never brought to fruition, an ecosystem developed in the reservoir, which also became a lively locale for recreation. But environmentalists, government officials, local officials and residents, and even officials of nearby counties, have been at odds about where the dam should remain. arvey said the dam filters pollutants and nutrients, preventing them from entering the Ocklawaha and, eventually, the St. Johns River. There is also potential to expand the recreational activities in the area, Harvey said, which could draw more local residents and visitors outdoors to take in the beauty the county has to offer. ake a stroll down the riverfront and check out the St. Johns River Center’s rooftop view of the St. Johns River as it glides under the Memorial Bridge. With Palatka being “The Gem on the St. Johns,” environmental education is critical when it comes to passing it on to the next generation. The St. Johns River Center, which opened in July 2015, is perfect for families looking for a relaxed, educational experience teaching children about Northeast Florida’s vibrant river ecosystem and history. Sam Carr is the chairman of Bartram Trail in Putnam County Committee and a volunteer at the center. “It’s so gratifying to see the look on kids’ faces; it’s the look that they’re learning and that the way the center is set up,” Carr said. “If we can teach them one thing from each exhibit every time they come in here, by the time they have been here two or three times, they’ll get it and understand it.” Georgia-Pacific funded the St. Johns River Center for $1.2 million. The center was a joint effort between GP and the city of Palatka. The St. Johns River Center teaches about the ecological importance of wetlands, the conservation of river areas and the need for a sustainable approach to water usage. Students also learn about the plants, animals, streams and lakes associated with the state’s largest river. 48

The center’s theme is “Adventures in a Wetlands Ecosystems,” and tailored to follow fourth- and fifth-grade education. A large model of a cypress tree is placed in the center. With hands-on features, activities and interactive exhibits like I-Spy stations. The center serves as an area for promoting study of wetlands for students, tourists, scholars and others captivated by the environment. The center also offers lesson plans and activity guides for teachers.
Palatka’s history with the St. Johns River is shown through the “The River Builds a Town” exhibit, which shows Palatka’s historical bond with the river. Carr said the activities would develop a scientific interest in children, and then they would be interested in the longer, wordier material when they returned. Field trips are available for school and youth groups. If inquiring about school groups visiting outside the hours of operation, trips are available on a limited, first-come, first-serve basis with a reservation. The center’s exhibit area, meeting room and roof are available for events and private tours.

Water Works
he historic Palatka Water Works pump house and brick channel was erected in 1886 and operated for close to 100 years. It pumped a million gallons of water a day for the emerging city. Now, the building operates as the Water Works Environmental Education Center. After a great fire engulfed owntown Palatka, the city decided to build the station, which ran until 1996. The property was vacant for 15 years until a coalition of residents helped obtain a $250,000 grant with the help of city commissioners to refurbish the building. “It’s important that we repurpose a lot of our old buildings, otherwise they are torn down or trashed,” Project Manager Mandi Tucker said. “A lot of times, old buildings are valuable because of the history they contain.” The museum teaches children about Palatka’s past and saving water. The pump house has a interactive water wall and a video kiosk about explorer William Bartram’s travels, making the Water Works building an excellent complement to the St. Johns River Center. Afterward, step outside and walk the Puc Puggy Trail, named after Bartram’s title bestowed by Native Americans, meaning “Flower Hunter.” The trail contains signs about plants Bartram identified and outlines his contributions to the St. Johns River area. There’s an environmental education unit where kids learn about water conservation and recycling as an simple tasks, such as brushing teeth, washing dishes or taking a shower. “It’s things like that kids don’t necessarily learn unless they go to a place that teaches it,” Tucker said. “So I think it’s at a very valuable spot to the community.” 52

Tucker said two gopher tortoises and five box turtles are kept on site with nearby kiosks explaining the importance of tortoises. The site also has 18 garden plots and many volunteer gardeners who farm organically without fertilizers or synthetic pesticides. The Water Works Environmental Education Center is run completely by volunteers who maintain trails, give tours and host field trips. he St. Johns River William Bartram traveled with his father in the 1765 isn’t too different than what it is today. Bartram’s route, sketches and notes are some of the few remaining connections to Old Florida. Families and history lovers can observe the natural beauty of an area first documented more than 200 years ago. Bartram’s second expedition in 1774 was funded by Dr. John Fothergill. Bartram was tasked with collecting plant specimens and sketching animals. He began near Amelia Island and ventured as far southwest as the Alachua Savannah and the Suwannee River. In the vein of great naturalist explorers of the late 18th century, Bartram interacted with Native Americans, drew flora and fauna, and kept extensive ournals later published as “Bartram’s Travels.” Bartram’s book is often considered one of the most important scientific books of its era. eorge Washington and Thomas Jefferson were among the readers of “Bartram’s Travels.” artram’s ourney took him to a Seminole illage near Palatka and Mount Royal, a village 3 miles south of Welaka. Spalding’s Lower Store was Bartram’s base for his explorations. The site, near the banks of Palatka, was popular for the bartering and mingling between Europeans and Native Americans. artram was called Puc Puggy by ative Americans, a name meaning “Flower Hunter.” In a famous anecdote, Bartram killed a rattlesnake for villagers and attended a watermelon feast. Bartram described the Choctaw, Creek, Cherokee and Seminole with empathy and curiosity. He disputed the notion Native Americans were uncultured barbarians. 54

The organization takes part in maintaining sites, monitoring preservation efforts and promoting awareness of Bartram’s travels and legacy. Marjorie Harris Carr Cross Florida Greenway, Kenwood and Rodman Recreation Area Crossing Central Florida from the St. Johns River to the ulf of exico, the Cross Florida reenway is a 110-mile corridor that crosses a variety of natural habitats. Putnam County is the east trailhead for the reenway, with several recreation areas including Kenwood and Rodman Recreation Areas located on Rodman Reservoir and Buckman Lock and the St. Johns Loop Trails. At the trailhead south of Palatka there are a series of trails that include a 4.5-mile hiking trail that meanders through natural woodlands of cypress wetlands and hydric hammocks. The Putnam county segment of the 1, 00mile footpath for the Florida National Scenic Trail is accessible at the Cross Florida reenway. The trail runs north to Rice Creek Sanctuary, connects with the Palatka to ake utler Trail and Etoniah State Forest. For more information, contact: Florida Trail Association. 1-(877) HIKEFLA. The St. Johns Loop trail has a 2-mile equestrian trail that travels along the southside of the Cross Florida Barge Canal. Cross Florida reenway enwood Rodman Recreation Areas provide observation spots for viewing all types of birds, including limpkin, coot, common gallinule, wood ducks, swallowtail kite, osprey, southern bald eagle, woodpecker, ays, hawks, flycatcher, wrens, heron, white ibis, and a variety of egrets. Recommended launch area for the Ocklawaha River for boating, kayaking and canoeing is located at Rodman Recreation Dam and pull out is located at the State Road 19 Bridge. Welaka
Welaka State Forest Trails
A series of foot trails offers the public an opportunity to walk and observe wildlife. While walking the trails of Welaka State Forest look for woodpeckers, eagles, hawks, wrens, warblers, Osceola turkey, herons, egrets, and owls. The Sandhill Horse Trail is available for equestrian use, as well as hiking. Welaka State Forest also manages a 72-horse stable, training arenas and show horse arena, which are all available for rental. Welaka State Forest has 2,288 acres of various ecosystems along the east bank of the St. Johns River. The Division of Forestry maintains the integrity of the natural systems while allowing outdoor recreation use and environmental education, including complete equestrian facilities. Welaka Fish Hatchery
A 4 mile footpath that travels through natural pine forest. Picnic area, wildlife observation deck and interpretive information are available. Located at the Welaka National Fish Hatchery. The atchery’s ponds attract fish-eating wading birds, eagles, ospreys, hawks, waders, white ibis, sandhill cranes, kingfishers, and mergansers.
Murphy Creek & Island
Murphy Creek is approximately 4 miles long and runs along the east bank of Murphy Island, located at the confluence of unns Creek and the St. Johns River. Paddlers can put in at Palatka - rown’s anding Road south of Palatka and paddle across the St. Johns River at Marker 16 to the mouth of Dunns Creek. Murphy Creek Conservation Area has 1,707 acres that are predominantly hardwood swamp. Murphy Island contains one of the few upland areas along the St. Johns River that can be reached by boat. Primitive camping is permitted at designated sites only in Murphy Creek Conservation Area. The entrance to the conservation area is located off of .S. 1 , west on C.R. 09- . A parking area is approximately one- half mile on the north side of the road. Access to Murphy Island is by boat only. f someone wanted to witness someone en oying a day of fishing in Putnam County, all one has to do is drive by almost any local body of water. With numerous creeks and lakes, and the iconic St. Johns River flowing through the county, there is no shortage of fishing spots in Putnam. And with an activity so popular – and lucrative – Putnam County officials are keen to capitali e on it. Larry Harvey, the 2016-2017 Board of County Commissioners chairman, said the county is doing its part to ensure safe fishing locations are available to all who want to spend some time by or on the water. Chief among improvements to the county’s fishing industry, Harvey said, is the change to the county’s fishing committee. “That licensing fund pays for boat ramps and improvements,” Harvey said. “We added a person, and we’ve revamped the Fishing Fund Advisory Committee.” The board rearranged the advisory committee in 201 . Prior to the shake-up, each of the five board members was responsible for appointing a member from his district. While commissioners are still responsible for nominating someone to the committee, a commissioner’s nominee is no longer required to live in that board member’s district. Commissioners also added 58

an at-large position. Harvey said the reorganized committee should help the county’s fishing industry thrive and expand. The advisory committee is responsible for pinpointing docks, boat ramps and other fishing locations in need of repairs and improvements to make fishing a safer, more en oyable activity for local residents and visitors, he said. The county already has plans to install water and sewer at some fishing facilities, arvey said. Improving fishing spots is not simply an improvement for recreation. Putnam County is home to multiple bass tournaments throughout the year, and sometimes hosts the Bassmaster Elite Series tournament, which is broadcast on SP . he Putnam County School istrict includes 19 schools that serve more than 10,000 students in pre-kindergarten through grade 12. It is the largest employer in the county with more than 1,500 employees. Putnam County schools are committed to ensuring all our students have the opportunity to grow academically, socially and emotionally. Teachers, principals, support personnel, custodians, instructional assistants and food service personnel go above and beyond expectations to meet the varied needs of the diverse students they serve. The Cambridge program is in its fifth year. The Cambridge program offers rigorous, internationally recognized pre-university curriculum in grades K-12. It provides students with a broad and 60

balanced education that prepares them to enter a university with college credits and provides the skills required to be successful once they become college students. Cambridge is recognized as the e uivalent of the first and or second year standing at colleges and universities. Students who finish the program by passing six of the exams in three areas of study and complete community service hours will automatically be eligible for the Bright Futures Academic Scholarship Award. To better transition elementary students into middle school, the C. . verturf Jr. Sixth rade Center was created. Its focus is on helping students build a solid foundation both socially and emotionally, and emphasizes real-world academics prior to students entering their middle school years. The district continues to offer a
broad selection of advancement opportunities for all students, including dual enrollment at St. Johns River State College, AP classes, A I , career and technical programs and gifted programs. Courses are also available through Florida irtual School and Putnam’s y istrict irtual School. Career and Technical Education programs are available at all middle and high schools, as the
St. Johns River State College Since 1958, St. Johns River State College has built a solid reputation as a full-service college dedicated to meeting the educational and workforce training needs of its Northeast Florida district. The college has campuses in range Park, St. Augustine and Palatka. SJR State’s main campus in Palatka is also home to Florida School of the Arts. SJR State continues its comprehensive educational role by expanding its services and programs while continuing its focus on the Associate in Arts (transfer) degree and more than 0 Associate in Science degrees and certificates as well as bachelor’s degrees in early childhood education, organizational management (with four specializations offered) and nursing.

Outstanding JROTC programs are offered at the high schools. Also available are girls and boys athletics, band, chorus, art, musical theater, and various clubs and organizations. All schools strive to prepare students for college and career readiness, the military and the workforce. School board meetings are held on the second and fourth Tuesday each month at the district’s administrative offices.

The Conlee-Snyder Mural Committee began operating under the guidance of Palatka ain Street in 1998 to accurately depict the history, culture and environment of Putnam County through painted murals. Currently, the committee maintains 25 murals. The committee has plans to recommission “Mug Race,” which was forced to relocate in 2016. 62

Sen. .C. Pearce agricultural mural Representing Putnam County, Pearce was instrumental in passing legislation to help farmers. The mural shows the area’s popular crops — cabbage and potatoes. Seats of earning, circa 192 This mural depicts the two high schools before desegregation, Putnam igh School and Central Academy. Central Academy would become the first fully

Harlem Nights – “The Belton’s Society Syncopators was a a band created in the 1920s by Cortland S. Belton and his brother Wilbert Belton, young black musicians from Palatka. Originally, they started out with a 4-piece band but progressed into a large band and were often compared to Duke Ellington and his orchestra. Located on corner of St. Johns Avenue and North
Eighth Street. 23. Readers Become Leaders – This mural depicts William D. Moseley, who was the first elected governor of Florida from 1845 to 1849. After serving his term in office, he settled in Palatka and opened a citrus grove. The book in his hand in the mural encourages young readers to become readers. Located at 110 usson Ave. in Palatka, on the east wall of the William D. Moseley Elementary School. 24. The eterans emorial ural – This is a work in progress. It is composed of seven panels that depict the seven conflicts our country has been involved in. They are World War I, World War II, orean War, ietnam War, Desert Storm, Iraq and Afghanistan. Three of the panels have been painted with scrolls showing the names of locals killed in action, prisoners of war and those missing in action. Located on the west wall at 514 St. Johns Ave. 25. The William Bartram Mural — Depicting a scene from Bartram’s travels and discoveries in 1 4 when Palatka was a wilderness inhabited mostly by Native Americans.
