COUNCIL

Parish Brief You may remember that on 7th May we elected a new Government. At the same time elections were held for Medway Council and for the Parish Council. The Parish Council is warded, which means it’s divided up into 4 areas – Frindsbury Extra North; South; East and West. Each ward is represented by 3 parish councillors. When you were at the polling station, unlike for Parliament and Medway Council, you would not have been handed a ballot paper for the parish election as 3 people were nominated for each ward. This means all 12 new parish councillors were “elected unopposed”. All parish councillors are listed elsewhere in this magazine. We hope to highlight our councillors over the coming months, so you get to know them. The first two, the Chairman and Vice-chairman, will be featured in the next edition. Several councillors stepped down at the elections. They were David Miller, Pam Coomber and Georgina Revell. Other councillors who are no longer members are Tom Mason and Andrew Millsom. I would like to thank them all for their past service to the council and the community, which together comes to about 100 years. Over the last few months we’ve been consulted by Medway Council on a couple of road schemes – one for Wainscott Road near the new school entrance and another for a safe crossing point in Hollywood Lane, close to Greenfields Close. We discussed the latter scheme on site and are waiting for the drawings and proposals. The crossing is needed but must be in the safest place for both drivers and pedestrians alike and especially for the more senior residents of Greenfields Close.

The Lower Upnor Riverside Project, which has been in abeyance for two or three years, is being re-costed. The project was put on hold while the future of the former MoD depot by the riverfront was decided through the planning process, as there could have been a potential impact on the project masterplan. For those who are unaware, the project is an environmental enhancement of the river front between the village green and the beach, running past the Arethusa Venture Centre and Medway Yacht Club. A future issue will talk about the project in more detail. Currently in Medway developers have to contribute what is known as “Section 106 money”, which is part of the planning consent. This is negotiated with Medway Council and some of it goes towards education, community facilities and the like. In Lower Upnor there is Section 106 money available for formal sports. We had a meeting with an officer from Medway and she has gone back with the suggestion of a multi-use games area (“MUGA”) at the rear of the car park. We haven’t had an update, but the funds are available and Medway Council owns the car park. It would have the advantage of being accessible to the Arethusa Venture Centre and also away from houses. At the moment and until we hear more, it’s merely a suggestion and might not happen, so please don’t get your hopes up too much. If it does proceed, there will be somewhere sensible for children to kick a ball about, rather than in front of other residents’ houses. The Parish Council has been handed over the final tranche of Section 106 money for community facilities from the Crest Nicholson development to use on the continued on page 8

COUNCIL

Parish Brief (continued)… Memorial Hall in Holly Road and its environs. Normally Medway Council would take the decisions and we are grateful to Medway for letting us deal with it. So far we have refurbished the gents’ toilets in the hall. During the summer holidays we will be renewing the floor in the main hall and putting up new stage curtains. We will also be enhancing the audio visual facilities by putting screens in the main hall and parish room, a ceiling mounted projector in the main hall and boosting the broadband so that it works better in all rooms. The hall still needs a new booking clerk – please contact the Secretary on 01634 723611 if you feel you could help out. This year sees the 50th anniversary of the local Women’s Institute and next year the 50th anniversary of the Memorial Hall. The WI will be putting up a plaque in the hall and planting yellow crocuses on the corner of Higham Road. The Parish Council will be marking the hall’s golden anniversary by planting in the hall garden, to maintain a succession of golden flowers as far as possible throughout the year. COMMUNITY

Care in the Community

In order to enable some people to live in their own home for as long as possible a range of home care services are available. A range of help is on offer from day to day tasks such as cleaning, shopping and support to appointments. The larger Care Agencies often deal with the personal care needs, so help with tasks like dressing, bathing and prompting the taking of medication and cooking.

Home help organisations such as Take Care concentrate on practical help and emotional support always ensuring the wellbeing of the person is at the centre of the service. This can be achieved by allocating the same familiar face to each visit with the emphasis on reliability and continuity. Anita and Julie, Directors of Take Care both agree that the social interaction and companionship cannot be underestimated within each service they arrange knowing this is so appreciated by the clients they support.

Getting to know The Woodland Trust

The Woodland Trust is the UK’s leading woodland conservation charity, championing native woods and trees. It operates in an environment where tree disease, inappropriate development and changes in land use have reduced woodland cover in the UK to a meagre 13% compared to 37%in the rest of the EU. The Trust gives a voice to woods and trees, and tries to protect them where current planning law does not. There are 69 ancient woodlands currently under threat in Kent, and 21 have been lost in the last 10 years. Just one example of this is Oaken Wood. Although an important habitat for pipistrelle bats, dormice, reptiles, 37 species of bird and a range of plants, in July 2013 permission was granted for Gallaghers to quarry the area. 79 acres of precious ancient woodland was lost as a result. The Trust campaigns for better protection for ancient woodland, and it hopes that people will think twice before they are mindlessly destroyed. Only 12% of Kent’s population live within 500m of a 2 hectare woodland and it suffers a below average woodland cover. The Trust

14

believes that communities and families should be able to experience woods and trees as part of their everyday life, and aims to increase these figures. In fact it has recently sent 7,230 trees to schools in the Kent area as part of its free community tree packs scheme. This will enable schools and groups to create their own woodland, giving the next generation a personal connection to trees. Applications for the tree packs scheme are currently still open, with trees due to be delivered in November. The threats to woods, and the need to create more is an unrelenting battle – and the Trust simply cannot do it alone. There are many ways to get involved – planting trees, volunteering and making donations towards its work are just a few examples.

Huguenot Museum The first Huguenot Museum in Britain opens in Rochester. With the help of the Heritage Lottery Fund Britain’s first museum dedicated to the history of the Huguenots opened in Rochester this May.

Since the early 1960s the French Hospital, La Providence, has been situated at the heart of Rochester High Street. Originally founded in London in 1718 to provide accommodation and assistance to Huguenots and their descendants, this institution has over the years amassed a beautiful collection of artefacts which relate to the history of French Protestants and the Hospital. It is this collection that forms the basis of the museum displays which give an overview of the history of the Huguenots in England. Using the stories behind the artefacts the galleries cover the persecution of the Huguenots in France, their arrival in England, the skills and trades they brought with them and the organisations they created. The displays also set the arrival of the Huguenots in the context of the wider history of refugees in Britain.

On the top floor of the museum a vibrant and engaging learning space has been created. Here visitors will be encouraged to continue to explore the Huguenot story, whether through taking part in one of our craft workshops, lectures or demonstrations. In 2015 we will be hosting events such as ‘Huguenots of Kent’ a talk by Dr Gillian Draper on 18th July, a full day bookbinding workshop for adults on the 13th June and an introduction to Huguenot family history with genealogist Celia Heritage on 4th November (see www.huguenotmuseum.org for further details).

16

For family historians and researchers the museum has a small archive room. Here researchers will have access to publications and academic articles from the Huguenot Society, normally only available at The National Archives. We also have a state of the art museum store where researchers can call up objects and archives from the museum’s collection to research. The museum catalogue is currently being developed but will be available to view prior to a visit at www.huguenotmuseum.org and will be updated regularly as we work our way through the cataloguing of the collection. The archive room will be available during our opening hours but we do ask that visitors book an appointment before they visit to ensure we have space to accommodate them. The Huguenot Museum is open Wed-Sat 10am-5pm on the top two floors of 95 High Street, Rochester, Kent. Entrance is £4 for adults and £3 for concessions and can be validated for 12 months with gift-aid (entrance to the archive room is included in the price). For more information or to get in touch visit www.huguenotmuseum.org call 01634 789347 or email learning@huguenotmuseum.org

As this season’s new NatWest T20 Blast campaign gets underway, Kent captain Rob Key is backing a new campaign to get more teenagers playing the format at grassroots level.

23 clubs in Kent have already signed up to the first national NatWest Club T20 for Under-19s competition, with more than 475 teams set to be involved across the country.

The national roll-out of the competition follows a successful pilot project last summer involving four counties (Kent, Surrey, Yorkshire and Durham) which attracted nearly 60 clubs and was won by Kent’s Bexley Rangers (pictured above). Kent captain Rob Key said: “It’s vital that we build on the success of NatWest T20 Blast by inspiring more youngsters to take up cricket. “A competition like this gives teenagers a great opportunity to emulate the professional game – and get as much pleasure and enjoyment out of the T20 format as we do.”

The pilot project attracted positive feedback from clubs with one in three seeing lapsed players returning and more than half the players involved saying they were more likely to play club cricket this season as a result.

ECB Chief Operating Officer Gordon Hollins said: “This competition is all part of a wider ECB initiative to encourage greater grassroots participation and address player drop-off in the 16-19 age-range as teenagers find work or move into higher education. “Last year’s pilot project was a great success and showed that there’s a real appetite in junior cricket for a dynamic, fast-paced

18

format which mirrors our own county game – and also allows club sides to replicate the NatWest T20 Blast competition in full – with coloured clothes, team nicknames and music all part of their match-day experience.” Kent’s Bexley Rangers were crowned the inaugural champions of the 2014 competition last September, beating Surrey’s Sunbury Chieftains in the final with England bowler Stuart Broad presenting the trophy and medals (pictured above). This year’s competition will run across the country from May to August from Cornwall to Cumbria climaxing with around 30 county finals days in September. Clubs will again be supported by the PlayCricket.com website, providing players with statistics, fixtures and results.

The teams registered in Kent are: Bexley Rangers, Bexleyheath, Blackheath, Broadstairs, Bromley Common, Carribean Mix, Catford & Cyphers, Cowdrey, Dartford, Dartfordians, Folkestone, Frindsbury, Holmesdale, Horsmonden, Horton Kirby, Old Elthamians, Old WIlsonians, Orpington, Rainham, Sidcup, Tunbridge Wells Borderers, Whitstable. This year we have a new overseas player/ coach, Josh Duane (from Australia), who will be coaching at training sessions and playing in the first XI on Saturdays.

“This season is looking promising. Selection will be difficult for our captains this year with so many of our former colts coming up through the ranks. As a club we always set high targets - and this year is no exception with most teams looking positively towards back to back promotion.” – first XI player (Sam Gracey) We’ve already had a few new players join us this year and are always pleased to welcome new ones. In terms of colts, we have U13, U15, U17 and U19 squads and are hoping to spread the word to more youngsters in the area. There’s always something to get involved in at the club! There will be summer training sessions coming up and taster sessions for the sport as well.

RECIPE

Ricotta Dip

with Crushed Tomatoes & Bruschetta Ingredients

2 x 250g tubs ricotta 200g tub light cream cheese Small bunch mint, chopped, plus a few leaves to serve Small bunch chives, snipped 450g ripe cherry tomatoes (we used a mixture of red and yellow) 1 tbsp white wine vinegar 1 tsp caster sugar 1 tbsp extra virgin olive oil, plus a little extra to drizzle For the bruschetta 1 French baguette (or gluten-free bread), thinly sliced 2 tbsp olive oil 2 fat garlic cloves, squashed

With the arrival of summer, our appetites change from wanting filling winter comfort foods to a lighter easier dinner that we can enjoy al fresco. Method

In a large bowl, mix the ricotta, cream cheese, mint, chives and some salt. Once this is smooth, spread over a large plate or a wide, shallow bowl, creating a dip in the centre to hold the tomatoes. Place in the fridge and chill until ready to serve.

In another bowl, crush and rip up the tomatoes with your hands until they are in small chunks and really juicy. Then strain through a sieve and discard the juice. Add the vinegar, sugar, olive oil and a good pinch of salt. Mix together, then put to one set aside.

Heat a griddle pan until smoking hot. Brush the bread slices with olive oil and rub with the garlic cloves. Place on the hot griddle for 1-2 minutes each side until nicely charred – you’ll have to do this in batches. Place the squashed tomatoes on top of the ricotta spread. Drizzle this with extra virgin olive oil and scatter with the remaining mint. Place in the centre of the table and let everyone dip in with the charred bruschetta.

GARDENING

Gardening Tips for Summer 1

Keep soil well fertilized

Helping your plants thrive in the Summer can often be a case of pre- planning and soil fertility. A strong plant will be able more likely to cope with the stresses of high heat and dry weather through the peak of the hot weather if some factors are taken in to consideration. The soil needs to be well fertilized before planting preferably using organic compost .

Use water catchments to save rainwater

Even if you use mulch, shade cloth and/or plant heat resistant crops at some point you’ll need to have water at some point. To save money and other valuable resources, use a water catchment to collect water when it rains. This will give you a free water reserve to use in the gardens during dry periods. You can use water butts or similar water catching devices; this can overcome large water bills and hose pipe restrictions

Mulch

When it comes to retaining fertility and moisture in your soil, mulch is on your side.Mulch can attract slugs and other gastropods, but it also protects the soil from UV light, as well as the heat of the sun and compaction, while helping the soil to retain nutrients and moisture. £30 per treatment session

How Retirement will look in 2015

On 21 July 2014 the government released their response to the ‘Freedom and Choice in Pensions’ consultation, effectively giving the go-ahead for the sweeping pension changes that were proposed as part of the 2014 Budget in March. These changes could radically alter your plans for retirement.

More Freedom in how you draw your income

In theory, the flexibility will allow you to treat your pension fund in the same way as any other investment: you will be able to take withdrawals whenever you want.

From April 2015, if you are a member of a defined contribution pension scheme and aged 55 or over, you will be able to draw money from it as you see fit. You can receive a tax free cash sum of up to 25% of the amount you take, then you will have the freedom to access some or all of the remaining fund as income, taxable at your marginal rate of income tax. So if you want to access all of the money from your pension, you will be able to take it as a lump sum.

As tempting as it sounds to get hold of your money when you want it, in practice, the tax treatment may discourage you from extracting large sums in a single year. So unless you really need the extra income, you may want to withdraw your pension savings at a slow rate that is more tax-efficient. Although the new pension freedoms mean you will no longer be compelled to buy an annuity, if you are looking to secure a guaranteed income for the rest of your life, an annuity will still be an appropriate option for you, especially as it’s impossible to tell how long you will live.

Taxation on death to be reviewed

The tax position on death under the current rules is that lump sum payments from any money remaining in drawdown is subject to a death tax charge of 55%. The same tax rate also applies to any remaining pension fund not being used to provide benefits, if the death occurs from age 75 onwards. As part of the new reforms, the government intends to abolish the 55% tax charge from money inherited from pension funds, regardless of the age of death. It has also extended the same generosity to money in drawdown, if the death of the holder occurs before age 75. For deaths after age 75, the tax rate for money inherited from drawdown will reduce to 45%. The new rules are effective from April 2015 but importantly, it is the date the claim is settled rather than the date of death, which determines if the money is paid at the new rates.
