THE SUMMER is now behind us, but I hope that hellinglyyou are all enjoying the lovely weather that we are PC.org.uk experiencing as I write this article. In the last issue you will have read about the Active Play sessions that we were organising at the Country Park. The sessions were well attended and the children enjoyed the variety of activities on offer. As I write this I have just organised three sessions for the October half term so I hope that the weather is kind and these are able to go ahead. I also mentioned in the last edition that we were hoping to buy two defibrillators for the Parish. We now have the funding in place to make the purchase so hopefully we will have these soon. One will be located outside the Village Hall and the other outside the Kings Head. Once the Community Hall is built it is our intention to have one located there too. Defibrillators can be used by anyone as they give spoken instructions once opened. We are always looking for articles for the Hellingly Highlights so if you are a member of an organisation which you would like to promote or you just have something that you think would be of interest to the residents of the Parish then please do send your articles in to us. We want to thank the residents of Hellingly for their on going support and cooperation during the recent Hellingly 10K (14th September) We are pleased to announce that the event was a huge success with lots of worn out but satisfied finishers who all commented on the scenic route around the lanes of Hellingly and enjoyed being awarded with a rather special medal for our anniversary race. The event has been running for 30 years and to celebrate, along with providing a rather special medal we were able to award a large range of prizes that awarded 1st, 2nd and 3rd prizes in categories from junior to veteran. This year we saw finishers over the age of 80 winning prizes! We really do appreciate the Hellingly residents providing their support, it was great to see so many lining the streets and cheering the runners, as well as cooperating with the increased hustle and bustle on a Sunday morning, we do hope you weren’t inconvenienced. We predict that next years event will be on Sunday 13th September 2015 at 10.30am and will follow the same course as this year. We will provide further information via the newsletter nearer the time. The Hellingly Hospital Railway If you are interested in local history and railways then this is the book for you. First published in 1989 it has been revised by the author Peter A Harding. The new book includes some amendments and updating plus many previously unpublished photographs. The railway was originally built at the turn of the 20th Century to carry materials for the construction of the hospital, it continued to be used to transport supplies to the hospital until it closed in 1959. Hellingly Community Park Trust The cricket pitch has now been laid and will be available for use by next April. Plans are being prepared to include an equipment store on the back of the pavilion. The Parish Council is investigating installing CCTV cameras on top of the new pavilion to help with the safety of all park users in this area. The HCPT have offered to provide £500 towards this, subject to a satisfactory specification. Other interested organisations will also be helping with the cost. We feel our resources have to help everyone and not just a specific group. The Park is a public open space and is open to everyone. We are aware of the very serious parking problems in Roebuck Park. We would, therefore, ask all our members to respect the residents’ concerns and not to park in the streets off The Drive. However, there is often an opportunity to park in the Drive or the small lay-bys. In the evening and weekends by driving a little further on
it is possible to park in the NHS car park by the chapel. The HCPT worked hard over several years to have the Community Park land designated as a public open space, and we hope it can be enjoyed by everyone. Without our work it is likely that much of the park would have been built on and then no-one would have had access to this lovely open space. The first plan I ever saw was to build on everything except the cricket pitch, which was to be a village green. We have heard that some visitors have been intimidated by residents from using the Park, and hope that in future this will be resolved. Gill Hesselgrave Chairman

Home energy efficiency FUEL BILLS are driven by the efficiency of the central heating system, size of the building, weather conditions, occupant behaviour, and fuel type. Home energy efficiency is one measure which can help address the financial burden put on households through energy price rises. Around 78% of homes in Hellingly use gas to provide heating and hot water. Gas costs around four pence per unit and is the cheapest form of energy. Oil is the second most common fuel in the area and costs around six pence per unit. In practice this means household’s using oil may have a higher fuel bill. Joining an oil buying club is an excellent way to reduce the high cost of oil. Villages and hamlets can work together to increase their purchasing power and lower the cost of buying oil. Wealden Citizens Advice is a good starting point for anybody wanting to join or start up an oil buying group. Clubbing together to buy oil also reduces the number of journey’s an oil tanker makes to the neighbourhood. If
you are already part of an oil buying club remember to stock up early while demand is low. Alternatively homeowners with high fuel costs could turn to the Green Deal to help improve home energy efficiency. The Green Deal is aimed at owner occupiers and private sector tenants. The types of home improvement measures available from a Green Deal include: solid wall insulation, cavity wall insulation, loft insulation, draught proofing, renewable energy technologies, double glazing and boiler upgrades. Eligible households can pay back the money through the predicted energy savings so there should be no upfront cost associated with getting the work done. There may be some expense involved with the more costly measures which do not have a quick payback period. However the Energy Performance Certificate points out a range of recommended measures. Advice on the recommended measures should be given by your Green Deal provider. Home improvement measures such as double glazing are often prioritised over other measures which could save more energy.

From the Chairman Elections The four year tenure of office for both Parish Councillors and Wealden District Councillors ends in May 2015 when elections will be held to elect new Councillors to represent the Parish and the District Ward for the four years ending May 2019. There are a total of 15 Parish and two District Council seats. Persons wishing to stand for either Council should contact the Parish Clerk who will be able to provide you with all necessary information regarding qualifications, and, in due course, provide you with the relevant application forms.

Until the new community hall at Roebuck Park is built (which is now unlikely to be before 2016) when a car park will be available on the site of the Hall there is limited car parking for visitors to the Community Park. Discussions have taken place with the Sussex Partnership NHS Trust who have confirmed that visitors my park in the area in front of the former chapel at weekends and the evenings when the spaces are not required by NHS Staff. Otherwise visitors to the Community Park are asked not to park on the private access roads or in such a way as to obstruct the roads or private drives. There is a bus service to the Park (half hourly on Saturdays and week days and hourly on Sunday) which visitors should use if possible. Otherwise your consideration when parking on the estate would be appreciated. Cllr. David White

Playgroup HERE WE ARE almost through the autumn term with all the children settled at our Playgroup and summer mornings seem distant. The children enjoyed their summer outing to Knockhatch where they spent the morning with their key persons, parents and friends. Our children have enjoyed playing in our garden at the Village Hall using the resources well and extending their learning. We are hoping to further develop the garden area with the help of The Friends of Hellingly Playgroup. We are in receipt of The Early Years Entitlement Funding for both 2-year-old children and 3-year-old children, which is 15 hours of free childcare. The 2-yearold funding changed in September 2014, enabling more 2-year-olds to access the funds. If you think you may be elegible for this funding please go to www.eastsussex.gov.uk and locate nursery grants via education > going to school > financial help. New Road Tax Laws British car owners are being urged to make sure they are aware of the new road tax laws which took effect from October this year. One of the new rules prohibits sellers from passing on the outstanding period of road tax with the sale of a car. The DVLA has been advising UK residents that paper tax discs, which have been in use since 1921, will become obsolete for the last couple of years, with their total removal to apply from 1 October 2014. From that date, drivers can choose to manage their road tax online, through the Post Office or with Direct Debit payments. Enforcement will
be via DVLA and police cameras with number plate recognition technology, which can check automatically whether a vehicle is currently taxed or SORN, rather than checking that paper tax discs are affixed to windscreens. The DVLA believes the new system will not only make it more difficult for drivers to get away with driving untaxed vehicles but also cut down on administration costs to an estimated ÂŁ10 million annually. The DVLA produced 42.2 million paper tax discs, with a total weight over 72 tonnes - more than a Challenger 2 tank. Car owners must also be vigilant in

Drivers, instead, will need to claim a refund for the remaining taxation period. Sellers who fail to notify the DVLA that their vehicle has been sold risk a fine of £1,000, in addition to being on the end of any speeding or parking offences incurred by the new owner, resulting in further fines and possible licence penalty points. The DVLA is reminding car owners that it is the seller’s responsibility to return the V5C registration document complete with details of the sale, rather than relying on the new owner to do so, and owners who scrap their vehicles must be in receipt of a Certificate of Destruction, as given by an authorised facility. Until the documents are sent off, drivers are likely to be held liable for any transgressions committed by the car’s new owner. Motoring organisations, however, are concerned that drivers will unwittingly break the law if they do not know or understand the new rules. The DVLA has produced a short film called ‘Goodbye to the tax disc’ to help car owners understand the new scheme. HellinglyHighlights

Home-Start East Sussex Volunteers wanted to work with families with young children “Thank you for the help and support you have given us as a family unit. We are a stronger family now than I thought we could be!” If you have good communication skills, a sensitive attitude towards others, and an understanding of the stresses, as well as the joys, of family life, Home-Start East Sussex would like to hear from you. For over 16 years our organisation has been supporting families who have at least one child under five through difficult times. Home-Start volunteers home-visit families once a week for eight visits. Families are referred, or self-refer, for reasons as varied as isolation, physical or mental illness, bereavement, low self-esteem, disability, multiple births, or simply finding parenting a struggle. Our big challenge is to recruit volunteers in order to meet the needs of the families who are referred to us. Volunteers, who must be parents themselves or have parenting experience, offer friendly support, understanding, reassurance,

Residents’ Association of If you have just moved to Roebuck Park then ‘welcome’. The Association hopes that you find Roebuck Park a safe, enjoyable and peaceful place to live. We would like you to join us because the more Residents that we represent the stronger we are as a body. The Residents’ Association is like many others in that we are people who come together to address issues within our local area and act as a voice for our local community. We have a committee voted in at the Annual General Meeting each year. As with many associations ours consists of a chairman, secretary and treasurer together with a number of committee members. All committee members have specific responsibilities. Our joining membership fee is £5 and this helps towards costs such as stationary or rental of a meeting room etc. We have created a network of members using e mail and put out regular information circulars that updates everyone on the issues that the Committee are involved with on your behalf. We have a constitution and the objectives of the Residents’ Association are:a) To safeguard and promote the interests of the Residents’ within the area of Roebuck Park, Hellingly, East Sussex b) Regularly consult and inform all members and represent their majority view c) Promote membership to all Residents’ aged eighteen (18) and above d) Liaise with the developers (while relevant), the Village Management Company (while relevant), Parish Council, District Council, Sussex Partnership NHS Foundation Trust, local Neighbourhood Watch
schemes and any other organisations (governmental or otherwise) as deemed appropriate by the Committee, with the intention of fostering good relations and furthering the interests of the Residents’ of Roebuck Park f) The RARP shall not represent individuals in any disputes g) The RARP shall not be run for any profit. We are adjacent to the Hellingly Country Park that when completed will consist of children’s playgrounds, a basketball court, a cricket field and pavilion, 2 ponds stocked with fish, nature reserve areas and woodlands. This area is not fully opened but when completed it will be handed over to Hellingly Parish Council for the use of the whole community. The area that is opened and used by the public has seen incidents of bad behaviour. We are trying to prevent this because it is only a few individuals that are making it unpleasant for the majority of us so If you witness a crime, suffer a crime, see anything that you feel constitutes any incident such as anti-social behaviour:“Anti-social behaviour is any aggressive, intimidating or destructive activity that damages or destroys another person’s quality of life.’ Anti-social behaviour is legally defined as someone acting ‘in a manner that caused, or was likely to cause, harassment, alarm or distress to one or more persons not of the same household as himself ”

We would appreciate it if you would let us know of any incidents that you report, with the reference number that you receive, so that we can follow this up. Although we can log incidents and report them to Orbit and/or the Management Company and/ or Parish Council the part we cannot do is report to the police on your behalf as they will need to give you a personal crime number. As you can see from the size of Roebuck Park and the external agencies we talk with such as the Parish Council it is almost impossible for us to resolve personal issues or problems unless related to our community. We are very keen as an association to promote a safe and clean environment for us all to live in. These include keeping car speed down,
keeping dogs on leads, picking litter up and if your children use the play parks being aware of local Residents’ who have houses close by from a noise perspective. We are holding a general meeting on Monday 1st December, 2014 at the village hall at 19h30. This will be your opportunity to meet the Committee and ask questions.
