HellinglyHighlights From the Editor’s desk Welcome to this latest edition of the Hellingly Highlights. It is amazing to think that this will be the last edition of 2015, the years go by so fast. The transfer of the Country Park to the Parish Council is getting nearer and hopefully should take place fairly soon. The Council is currently advertising for a part time Groundsman who will carry out minor works in the Park. We told you in the last issue that we would be starting the process of developing a Neighbourhood Plan. Hopefully you will have seen the advertisements for the consultation on the Neighbourhood Plan Area, this is the first stage in the process, and consultation closes on 19 October 2015. The next stage is to set up a Steering Group which we are currently doing, it is hoped that the first meeting of the Steering Group will take place before the end of October. We will also be holding discussion groups so please look out for these and come along to tell us your views. You may well also have seen advertising about
Wealden District Council’s Local Plan - Issues, Options and Recommendations document which has recently be made public. Consultation on this document closes in November, the Parish will be responding to this document. There is currently an Electoral Review taking place in East Sussex, more information on this is available on the Local Government Boundary Commission website. They are currently carrying out consultation which closes on 30 November 2015. A flyer can be found elsewhere in this issue, which provides you with the contact details. The Council has organised Active Play Sessions for the October Half Term holiday details elsewhere in this edition. Neighbourhood Plan for Hellingly I told you in the last edition of the Hellingly Highlights that the Parish Council would be starting the process of producing a Neighbourhood Plan (NP). The process started with the Parish Council applying to Wealden District Council to define the area to be included in the Plan as the Neighbourhood Area. The view of the Parish Council was that the most appropriate area was the whole of the Parish. On receipt Wealden had to open a consultation on the area. This started on Monday 7 September and runs until Monday 19 October. Full details can be found on both the Parish Council’s and Wealden’s websites. If you agree with the Parish Council it would be helpful if you could inform Wealden using the response form Once the consultation has finished the Portfolio Holder will make a decision on whether the Neighbourhood Area proposed should be agreed. Following this decision we can start work on the production of the NP. As I mentioned last time the Parish Council is setting up a Steering Group (SG) to oversee the production of the NP. The SG will be made up predominantly of residents who have expressed an interest in being involved together with 2 Parish Councillors, and it is hoped that the first meeting of the SG will take place before the end of October.

From your MP It’s now been over a hundred days since you elected me as your MP - it’s been frantic, exciting and humbling all at the same time!

I’m writing this column to provide a brief update on what I’ve been doing, and to provide my contact details if you ever want to get hold of me. I’m here to help, so if there are any questions you want to ask, or any issues you want to raise, please just drop me a line at nusrat.ghani.mp@parliament.uk It doesn’t matter whether you voted for me or not, however trivial you feel the issue may be – it’s my duty to try and help everyone who asks.
Since returning home, it’s been wonderful to celebrate some of the good things happening in Wealden. I was privileged to give the keynote speech at an event celebrating the You’re Hired East Sussex Campaign which, initiated by East Sussex County Council, has seen 699 apprenticeships created at 699 local businesses in just 5 months! This is a truly remarkable achievement, as apprenticeships are so important in helping many young people to gain opportunities and skills. Indeed, we’ve all been apprentices at some time in our lives – and it was probably the time when we learnt the most!
As an MP, one of my primary duties is to those incredible men and women of our Armed Forces who are prepared to sacrifice their lives to keep the rest of us safe. That is why I joined the Armed Forces Parliamentary Scheme – to learn more about our Armed Forces, and become a better advocate for them in Parliament. The British Army has training bases all over the world, to prepare our troops for operational tours, one of which is located in Canada, near Calgary. I was honoured, and humbled, to be there for a few days recently as part of my work for the Armed Forces Parliamentary Scheme. I spent time listening to, and learning from, soldiers who have had multiple operational tours of Iraq and Afghanistan, and discussed the physical and emotional aftermath of working in conflict zones. I also met women at all levels of service, and was pleased both the men and women I spoke to agreed that, if a woman is physically able, she should be

It’s also been my great pleasure to welcome pupils to Parliament from two local schools; Beacon Community College and Bede’s Senior School. Answering their enthusiastic and intelligent questions confirmed my faith in Wealden’s incredibly talented young people, who can go on to achieve so much in the world. I know first-hand just how valuable the opportunity afforded by a good education can be, and I am determined to visit every school in Wealden and talk with teachers and parents, so I can play my part in supporting the work that they do. The porta cabins are now being removed and construction on the new pavilion should start in October so that it is ready for next season. The area for the allotments has been cleared and is now ready to be laid out. The ragwort has been pulled from the environmental area, but there are many rosettes coming through for next year, so this will be an ongoing problem.
Progress has at last been made in the Park. Now most of it is open it is being enjoyed by many people. The hatchings of geese and ducks have provided a lot of interest this summer.
We believe the 44 flats will be finished by April next year when the land for the new Community Hall will be handed over to the Parish Council. At the moment the title for the Park has still not be handed to the PC. However, the developer appears to be undertaking outstanding jobs, so maybe it is not too far away.
The Cricket Club has had a good first season in spite of the temporary pavilion arrangements.

At the church we are aware that what we do can affect generations which is why we recognise the need for somewhere to bury loved one’s ashes and will be exploring an area of our churchyard for that purpose. So we shall pursue the three C’s of Communication, Consultation and Collaboration. It was a long-time resident near the church who reminded me of this recently. Let’s hope that all those in positions of authority follow the same guidelines!

What is clear is that even if the numbers are severely cut the nature of where we live is going to be transformed completely from what is now and what it has been for centuries. Now is the time for our voices to be heard and for people to be involved in shaping the way that our communities develop. The big news of the moment is the Wealden District Council Plan with the prospect of Hailsham doubling in size over the next few years. This presents all of us with a phenomenal challenge. There will be lots of opposition and even while the ink is hardly dry on the Plan already opposition is mounting.

Hellingly Centre Work has been in progress in further modernising the Hellingly Centre over the last year. This development will enhance the current facility and has been in the pipeline since the completion and opening of The Hellingly Centre in 2012. We are excited to announce that the first phase of this programme is due to be completed this month. Completion will be marked with a live exercise involving emergency services in November. This will include Police, Fire and Ambulance Services. The aim of the live event will be to put into practice current emergency planning procedures and to establish good practice based on lessons that will be identified during the exercise in managing and maintaining risk and maintaining safety. There will also be an opportunity for members of the residents committee to come and have a look around and give feedback to other residents. Your on-going support and patience will be appreciated.

In spite of very heavy rainfall during the summer we have had no reports of houses flooding or serious problems with the roads. There is an ongoing problem in Park Road and the new New Road as the system is not functioning properly. ESCC Highways are very aware of this. The Environment Agency has finished desilting the Horsebridge Stream, which will help alleviate potential flooding in the future.

SE Water is very concerned about the levels of Metaldehyde in the Cuckmere. This is the chemical used in slug pellets and is very costly to remove before water is fit to drink. They are innovating a scheme to help pay for a more environmentally friendly and costly product. A new Internal Drainage Board, is being formed for the Cuckmere, Pevensey Levels and Rother. It will have 7 agency members 8 landowner representatives, of which one will be from the Upper Cuckmere. In addition to these, we host an Explorer Unit which is a District supported venture for 14 to 18 year olds. All sections accept both boys and girls. We are going from strength to strength with all sections flourishing well and at present the group is hosting 135 young people week in week out.
Our beaver sections have been busy enjoying fun and games, earning lots of badges as well as sleepovers in our hall and a weekend camp with the scouts. A crowning moment this year was the high number of our Beavers achieving their Chief Scout Bronze Award, the highest award available to them.

The whole group had a fundraising event in May this year Jamboree on the trail was held by all sections with a hike starting off from Heathfield and we utilised the Cuckoo Trail with a detour to Abbotts Wood and back to Crouch Hall. Family members were invited to participate which they did in many numbers.

The Cub Sections have been just as active with their badge works and camps. One of our packs spent the weekend at Hindleap Warren activity centre, where they got to experience lots of new activities from abseiling to canoeing. Despite the weather literally trying to wash out the weekend, great fun was had. Both packs are now fully focusing on their centenary year next year with lots of events planned and a four day camp with all the Sussex county cub packs at the South of England Show Ground in the summer.

Keep warm this winter Follow these tips to keep you, your family and those around you warm and well in extremely cold weather.
To keep warm and well during spells of cold weather f Draw your curtains at dusk and keep your closed to block out draughts. f Have regular hot drinks and eat at least one hot meal a day if possible. Eating regularly helps keep energy levels up during winter. f Wear several light layers of warm clothes (rather than one chunky layer). f Keep as active in your home as possible. f Wrap up warm and wear shoes with a good grip if you need to go outside on cold days. f If you have reduced mobility, are 65 or over, or have a health condition such as heart or lung disease, you should heat your home to at least 18C. It’s a good idea to keep your bedroom at this temperature all night if you can and make sure you wear enough clothes to stay warm. During the day, you may prefer your living room to be slightly warmer f If you’re under 65 and healthy and active, you can safely have your house cooler than 18C, if you’re comfortable.

Travel carefully in icy weather f Icy pavements and roads can be extremely slippery. Take extra care if you go out, and wear boots or shoes with good grip on the soles. f The Met Office advises putting grit or cat litter on paths and driveways to lessen the risk of slipping. f It adds you should wait until the roads have been gritted if you’re travelling by car. f Bear in mind that black ice on pavements or roads might not be clearly visible, and compacted snow may turn to ice and become slippery.

Hailsham to Double in Size? Wealden District Council has now begun the process of reviewing the Local Plan which was adopted in February 2013 and was intended to cover development in the district for the period to 2027. On 25 September Wealden Council approved, for publication an “Issues Options and Recommendations” paper setting out its proposals upon which we will be consulted during a six week period starting on 19 October. The revised plan will now cover the period to 2037 and according to the Objectively Assessed Housing Need figures given to Wealden by Government and intended to cover inward migration, household formation, births and deaths, Wealden is now expected to make provision for a further 14700 new dwellings across the district. This is in addition to those already built and those such as the 700 new homes on land east and west of Park Road Hellingly for which consent has already been given. When faced with the problem, in 2005, of providing for the number of houses set out in the South East Regional Plan Wealden’s answer was to locate the majority of these in large urban extensions at Hailsham, Uckfield, Polegate and Stone Cross. This resulted in an increase of some 3000 new homes for Hailsham, 1100 of which are

in Hellingly at Roebuck Park and Park Road. Through the Issues Options and Recommendations paper, Wealden intends to test for locating a further 9380 new houses out of the District total of 14700, in Hailsham. This will amount to an increase of 97% above the number of houses as at this September. As before, the preferred areas of search for new land are to be North Hailsham (the area we know as Hellingly!) and the south and south west parts of the town. Work previously undertaken on the availability of sites indicates that it will not be possible to find sufficient space for all of the new properties in those areas alone. The suggestion is therefore for some 5380 of the proposed new dwellings to be located as an urban extension to Hailsham on land on the west side of the town (presently Arlington Parish) with the rerouting of the A22 further to the west and the downgrading of the existing road. Little assessment is made of the impact on the town centre of a doubling of the town’s size but it is proposed to extend the town centre shopping area to take in Ropemaker Park and the eastern end of the Diplocks Industrial Estate. The suggestion is that there is scope for remodelling the town centre utilizing the existing surface car parks around Vicarage Lane whilst acknowledging that the loss of parking may be an issue and that the additional pressure on the highways

infrastructure would need to be fully addressed. Hailsham is already the largest inland town in East Sussex. Larger than Crowborough, Battle, Lewes or Uckfield and yet arguably with the poorest infrastructure. Unlike Crowborough, Battle, Lewes or Uckfield it has no railway station, no community hospital or significant health centre, overstretched schools, a disproportionately low number of health practitioners, and in comparison to other East Sussex inland towns, a poorly shopped town centre. Therefore to suggest a doubling of the town at a time when it has not even been allowed to catch up with the insufficiency in the infrastructure identified in the Wealden Plans produced since 2005, seems a little bizarre - to even contemplate the re routing of a major dual carriageway, a little fanciful given the costs involved – and to plan for a population in excess of 40,000 without first providing decent town centre shopping, adequate schools and health facilities, sufficient local employment space and opportunities, and a vastly improved road and transport infrastructure, unacceptable. There must be a better way of delivering the growth required of the District yet we will only have a short period of time in which to make known our views. We will be consulted during the six week period starting on 19 October and the Parish Council urges everyone concerned about the future of the area to get involved. There will be exhibitions and meetings. You will be able to put your opinions. Please do so. In addition the Parish Council is trying to arrange a public meeting in the Parish before the end of the consultation period so that we can be aware of your views when we make our own submission. Ingredients 100g / 3½oz butter
250g/8¾oz digestive biscuits, crushed 600g /1lb 5oz cream cheese
25ml/1fl oz Baileys or other Irish cream liqueur 100ml/3½oz icing sugar 300ml /10½oz double cream, whipped 100g/3½oz grated chocolate

Melt the butter in a pan and add the crushed digestive biscuits. Mix well until the biscuits have absorbed all the butter. Remove from the heat and press into the bottom of a lined 18cm/7in springform tin. Place in the refrigerator and allow to set for one hour.
Meanwhile, prepare the filling. Lightly whip the cream cheese then beat in the Irish cream and icing sugar. Fold in the whipped cream and grated chocolate. When smooth, spoon evenly onto the biscuits. Refrigerate and allow to set for a further two hours. Once set, remove and decorate with whipped cream and cocoa powder dusted over the top.

Method In a saucepan, gently heat the wine and port. Place the cloves inside the orange slices. Add the cinnamon, clove-spiked oranges slices, mixed spices and sugar, then great the zest from the orange and lemon. Simmer for 15 minutes then serve. Serves 6

Hellingly Bowls Club Major works on improving the perimeter ditch and walkways have been almost fully completed in time for the start of the new outdoor season. This will complete Phase 1 of several planned improvements to the Club’s facilities. With over sixty members, the Club has a very busy programme of events to fit in by the end of the season - League and friendly matches, together with internal Club competitions and social events. Making a difference Wealden Citizens Advice is an independent charity, providing free, confidential and impartial advice. Last year we helped over 4,000 people with nearly 21,000 issues. We helped clients obtain a staggering £2.4m in improved financial outcomes, including £1.9m in unclaimed welfare benefits and tax credits - much of this additional income will be spent locally. Residents’ Association of Roebuck Park As a Committee Member of the RARP, it is extremely satisfying to be complemented by other Roebuck Park residents and thanked for the work being done by the RARP to better the environment in which we are fortunate enough to live. The fact is, however, that a great deal of the work done by members of the RA’s Committee cannot be publicised as it is highly confidential, particularly meetings that take place on a very regular basis between designated members and, for example, the Police. The Committee rely extensively on residents themselves (YOU!) to follow the tried and tested procedures to resolve problems affecting them directly with the Management Company, the Parish Council and, in particular, the Police, and then, when relevant, keeping the RA fully briefed on the action they have taken. If the matter is not resolved, the RA may be able to assist you to bring the matter to a satisfactory conclusion, but you must have first taken action to resolve the issue. It is very disturbing when anti-social behaviour, for example, is simply accepted as being ‘the
norm’ that no individual can do anything about. Anti-social behaviour is exactly that: anti-social! If you see someone throwing a dustbin over, or swearing in public, or not picking up their dog’s ‘poo’, etc; that is anti-social behaviour. You do not have to confront the individual concerned if you feel intimidated, and if you do and you get an unacceptable response, DO NOT accept that person’s behaviour. As soon as you possibly can, PLEASE phone 101 and make a report on the incident. If you feel the slightest bit intimidated making a phone call simply go to 101@sussex.pnn. police.uk and make your report on line. If you cannot identify the person/people involved, simply give a description of them – you may be surprised how often the Police can correctly identify the perpetrators as this type of person rarely commits anti-social acts on a one-off basis and is almost certainly already known to them. When you have made your report, please give the Incident Number and brief details to the RA to follow up. NB: The RA cannot report incidents on your behalf: as the one involved, you must report the incident.

In the couple of years since this system has been in operation, incidences of Anti-social behaviour in the area have dropped dramatically and, to date, virtually every reported incident has had the culprits’ correctly identified. You may feel that being sworn at is such a small incident that it is not worth reporting, but the reality is that the person who swore at you will probably have done something equally unsavoury to others. If all instances are reported a pattern of behaviour is quickly built up by the Police and other authorities and action can be taken. Be a good citizen and report EVERY incident of anti-social behaviour you see. The whole community will ultimately benefit from your action. Thanks to the many years of hard work by The Parks Trust and the Hellingly Parish Council, the Hellingly Country Park is starting to show what a terrific asset it already is and its potential as the work is concluded by the developers over the next few months. The Pavilion should be under construction as this is published and be ready well in time for next season. The allotments are being prepared.
The pond area is now complete apart from a bit of snagging that needs to be done. The Hellingly Parish Council is reaching the point when it will take over responsibility for the maintenance of the Park and a Groundsman will shortly be sought to look after it on a day-to-day basis. Sometime next year the new Community Centre will get under way and should be a fantastic asset for the community as a whole. Let us all ensure that the Community Park is treated with care and respect and enjoy its facilities to the full as each part of it gets handed over to the Parish Council. With over half the householders in Roebuck Park now members of the RARP it is clear that the Committee must be doing something right. If you are not yet a member, ACT NOW!
