will once again bring us up to full strength, in that we have all eleven Parish Councillors in post. Both Councillors were interviewed prior to being co-opted onto the Parish Council.

At the May election two of our long serving councillors have announced their intention to stand down and there are already two other people who have put their hats in the ring as potential candidates. Thus it is likely that by the 11th May, when the new Parish Council comes into being, over 50% of the councillors will have joined it in the last 12 months, with each bringing their own interests, skills and experiences to the council table.

The Parish Council is also investigating the possibility of creating a Neighbourhood Plan so that we can determine what development takes place here, where the development is placed, and what mix of properties are constructed. These powers stem from the Localism Act of 2011 and allow communities to shape their future from within a binding legal framework- whereas at the moment our comments on planning matters to BDC are merely advisory and have no legal binding effect or power. There is a separate article about Neighbourhood Plans within this magazine, and an invite to the first public meeting about this issue.

May 7th 2015 brings us a unique opportunity as General, District and Parish Elections will all occur on the same day, and you may be able to vote in all three elections in one visit to the Polling Station. This has never happened before, as in previous elections Central Government has always delayed the Parish Elections, but this time we are assured that the systems can cope with three separate elections all taking place at once! Kelvedon has not had a Parish Election for many years and the Parish Council are keen that as many candidates as possible consider standing so that we get a wide selection of views represented on your council, as well as having a contested election. At the moment the Parish Council is aware of two aspirational planning drawings concerning our village, but neither has yet got near to making a formal planning application. Greenfields Housing on the other hand have sought and gained permission to knock down some sub-standard 1950s housing and replace it with a greater concentration of modern housing. The Parish Council was pleased to support this application. As a commuter village (with the potential to expand) the Parish Council has recently

responded to the Government’s request for views on the next rail franchise. We have asked for greater capacity in our rail services, better reliability and for improved information at station and home levels so that we can all decide what to do when and if something goes wrong. We also felt that new and comfortable rolling stock was needed to match the21st century fares that we pay. We made the point that we felt that the Norwich in 90 campaign, whilst obtaining a high speed rail service for a few distant commuters, damaged the ability of our residents to get to and from work in a reasonable time scale. We also sought the retention of the two trains an hour to London.

Finally, the Annual Parish Assembly will take place on 25/3/15 so that all residents can receive the council reports of our activities over the last year and question them before the councillors/ candidates stand for election.

The Chairman

Letter from the Chairman Welcome to the latest edition of the parish magazine. It’s possibly a bit late in the day now to say ‘Happy New Year’ but I’ll say it anyway. Last time around I mentioned that the process was under way to find a Parish Councillor to replace Louise Buttery, who had resigned. I’m pleased to announce that Des Holmes has been co-opted on to the Council and I’m sure his wealth of experience in a number of areas will be of considerable benefit to the Council. (Louise has since sought and obtained a return to the Parish Council- please see the Clerks Introduction/Welcome article). Since I wrote my article for the last edition of the magazine, two other councillors tendered their resignations, for a variety of

reasons – Henry Siggers and Nick Ezra, and I’d like to express my personal thanks to both of them for all the hard work that they have put in over the years. As I write, the process is under way to replace them and, by the time you read this we will hopefully have recruited two replacements. That brings me nicely to May 2015. As you know, there will be a General election on May 7th as well as elections for Braintree District Council. At the same time, all 11 seats on Kelvedon Parish Council come up for election. Should there be more than 11 candidates there will be a contested election for the first time in around 40

years. I am aware that two current members of the Council have stated their intention not to stand again and so I do sincerely thank them in advance of May for the not inconsiderable number of years of service that they have so willingly offered to the residents of Kelvedon. At its January meeting, the Parish Council signed off its precept request to Braintree District Council for the financial year commencing April 2015, ie the amount that it requires Braintree to collect from residents on the Parish Council’s behalf. I am pleased to confirm that, as previously indicated, Kelvedon Parish Council will not be increasing its precept. I have to say that making the books balance has not been easy and my thanks go to Peter Studd for his hard work in getting us to where we are. Looking forward into 2015, the amount of money that Kelvedon Parish Council will receive

from Braintree has reduced by 15 per cent. For the first time, the Parish Council will be obliged to pay business rates on its office and on the car parks that it owns. There will also be costs incurred in pension provision for staff. All of these factors combined mean that the amount available to distribute as grants to local organisations will be limited. This will severely curtail the number and amounts of grants that can be offered. Thinking further ahead , it is more or less inevitable that the precept for 2016 will have to increase just to allow us to stand still. The amount receivable from Braintree is only likely to decrease further and we have very limited scope to eat into reserves as we are legally obliged to hold reserves at a certain level. The Government requires local authorities to provide substantial numbers of new houses every year over the next several years. form the next government. Kelvedon will inevitably have to bear its share of new development over the next few years, especially as it has been identified as a ‘key service’ village due to its transport links (even if they are not as good as we all might wish!!). We can realistically expect future significant development. Kelvedon has not seen any large scale development since the days when the Riverside Park estate was created. Having no new development or very limited development,t is not an option. That is why Kelvedon Parish Council has decided to develop a Neighbourhood Plan. If we do not do this, all the decisions will be made for us by Braintree. A Neighbourhood Plan will require Braintree to accept and apply the policies specified in it when considering planning applications. Expansion of Facilities

or many years there have been proposals to build an extension to the Institute Hall, on land behind the existing building and we are delighted to announce that these plans are at last coming close to reality.

All running costs are met from letting fees – although the Institute has a policy of charging low rates to support the many local groups which use the hall. Management of the Hall – which is a registered charity – is through a team of elected and co-opted Trustees, all volunteers who spend many hours supporting this valuable local facility.

The Institute Hall which has celebrated its centenary, was built by members of the Congregational Church (the predecessor of the current United Reformed Church) in 1911 for the benefit of the inhabitants of Kelvedon and Feering, particularly as an alternative social venue to the many local public houses. At times the building has housed a Billiard Room and a Library, and film shows were held regularly for many years. By the late 1960’s the building was becoming somewhat run down, with the local Dramatic Society (Kelvedon Players) being the only major user. Led by members of Kelvedon Players, a big local effort resulted in improvements to the Hall which has thrived ever since. The hall presently serves a wide range of local groups and organisations covering arts, drama, keep fit, martial arts,

The existing space is also unsuitable for some events and, with just 2 ‘lettable’ areas, one with awkward access via stairs, it is difficult to accommodate some groups, especially where easy access is required.

Both teams have worked hard, in liaison with the Parish Council, and we are now at a stage when an actual construction start date is almost within our sights! The new space will be ideal for various mother and toddler get togethers, and will also provide a wonderful location for children’s parties – especially with its easy access to the adjacent grassed area through large opening doors in the end wall. Kelvedon is home to many older residents – there are three sheltered accommodation developments in the village – and for this age group, easy access from the car park and good public transport links make the new hall a very attractive venue.

We already have potential hirers “waiting in the wings” but we continue to look for local help and support in our final efforts to provide other, much-needed, facilities for the whole community. Despite having over 4500 residents, there is currently no venue in Kelvedon suitable for an ‘informal’ meeting place for young people. The village has various uniformed groups -Scouts, Guides etc. – with full waiting lists, whilst more recently ,the three churches in the village have proposed the creation of Youth Club. We see the new hall as providing an ideal venue for such a group where young people can meet in safe surroundings with a degree of supervision. Kelvedon is a vibrant village with young families where mums are still around during 12

By now we’re sure you’d like to know how you can help! Although our fund raising has been very successful we are still a little way off our target! Friends of the Institute organise a wide variety of events – such as the annual supper quizzes, the Flower Festivals and last summer’s very successful barn dance – look out for details of our 2015 programme, starting with our supper quiz on Friday March 6th. We have also just launched our 200 Club lottery (£2 a ticket per month) and a pledge scheme, which we hope will encourage village residents to play a part in raising the final funds to build this important village asset. So, who are my

Parish Councillors?

On 7/5/15 it is possible that you, as a Kelvedon resident, will be asked to vote for and elect a Parish Council. If there are only eleven nominations for the eleven Councillor posts then Braintree District Council will confirm those candidates in post and there will not be an election.

The Parish Council hopes that more than eleven people will put their names forward when nominations open in early March, so that there is a contested election. There has not been one for 27 years. At the time of writing there are only nine councillors in post and their photos are shown below, with two more awaiting appointment at the next full Parish Council meeting. Some councillors are well known around the village, but some who work in London, for example, may only be known to their next door neighbours. Thus we felt that it was important to show you who was working on your behalf. Each Councillor has normal day to day responsibilities and many sit on additional committees.

Cllr Rob Lancashire

Rob settled in Kelvedon with his wife in 1997 and they now have 3 children of 8, 10 and 14 who are growing up in the village. He is a relatively new member of the Parish Council having been co-opted in July 2014. In his relatively short period of service he has been keen to get involved as one of the younger members, in helping the council to improve its strategic aims and is currently leading efforts to develop a strategy for the next period of government. Having started and grown a successful local technology business in the past, he is today a qualified company director and sits on the board of a software company providing strategic, governance, commercial knowledge, all of which he brings to the council. When not on parish council business, Rob can be found at Kelvedon and Feering Cricket Club where he is a volunteer coach who coaches the reception age children on Sunday mornings during the season. He has been coaching at the club for over 6 years and he says it’s always a pleasure to see children from the village progress in the sport from their early steps as youngsters. He also currently captains the 4th XI team which he runs as a development side, introducing some of the older children in to adult cricket. His own children have attended Brimpton House, Easterford Preschool, St Mary’s Academy and have been actively involved in Kelvedon Rainbows, Brownies, Guides, Beavers, Cubs and Scouts as well as Kelvedon Junior Players. Rob and his wife have actively supported their children in all these organisations. Rob is a recently joined member of the Kelvedon Youth Forum parish council sub group which promotes activities for the young people of the village and he has also recently joined Kelvedon Players, although he is not sure yet if his thespian ambitions will see him on the stage. Rob believes sustainable economic and environmental development within a framework of social inclusion that protects the village’s unique historic qualities, are key for the future. He acknowledges that new housing development is inevitable for the village because of its access to transport links but as a strong proponent of the proposed Kelvedon Neighbourhood Plan he is passionate that the people of the village should have a say in maintaining the things that make Kelvedon a special place to live in and believes that future development such as new housing should provide new infrastructure as well as affordable homes for future generations of the village, that will support a safe, caring and family based community. 16

Meetings are rarely more frequent than one evening a month, and missing the occasional one is perfectly acceptable. Most meetings only take a couple of hours.

Being a local Councillor is a definite plus point to add to a CV. It shows you can make decisions, work in a team, are community minded and pro-active. Prospective employees will be impressed. If you have lived or worked in the Parish for a year you are eligible. Your views as an ‘incomer’ should be welcomed, as you will probably see things more objectively.

Even if you are not voted on this time, you may very well be approached if a vacancy occurs in the future and co-opted on.

Use concrete gravel boards, keeps the wooden panels clear of the ground, and reduces rot. Close board panels are far more rigid in construction than waney panels. Use the correct tools for the job. A post hole digger is an amazing bit of kit and really makes the job simple, digs the hole and empties it. Unless you hit an obstacle you can dig a two foot hole in ten minutes, awesome! And a 1m spirit level for post and board levels. We use string to make sure the fence is straight. The hole. Community Groups within Kelvedon

The Two Villages Voluntary Association

The Two Villages Voluntary Association (TVVA) was established over 40 years ago as an organisation with members from the community and all churches to initiate joint charitable action in the two villages of Kelvedon and Feering, with the aim of encouraging all people to support and care for each other. Today the TVVA performs three major tasks in our communities: a) Every four years it produces a paper based guide of local activities and organisations, which also includes useful information about public and commercial services. b) In addition, the Association has 38 Street Co-Ordinators who run the Street Contacts Scheme which aims to welcome newcomers to the village, to detect and resolve any difficulties for residents and to assist where possible. c) Each December the Association aims to give each resident over 70 years of age a cash voucher, normally valued at ÂŁ10 which can be redeemed in local shops at Christmas time. The Association raises the funding for this activity through local sponsorship and anyone who is over 70 on the 31st of December of the year involved can claim a voucher. For those wishing to establish contact with the Association please initially contact Miriam McInally on 01376 570919 and for those wishing to financially support the Association please initially contact James Colquhoun on 01376 570570. In December 2013, 402 vouchers were redeemed and we would like to thank the sponsors who made such a distribution possible. We are at this moment compiling the December 2014 figures.

PLANNING FOR OUR FUTURE Making a start on a Neighbourhood Plan


A Potential Neighbourhood Plan for Kelvedon? In 2010 Braintree District Council (BDC) in the Local Plan nominated six locations as Key Service Villages – that is areas that have sufficient infrastructure to enable further housing developments to occur in that area. Councillors and residents will have looked at the maps produced in that document and breathed a sigh of relief, that on the face of it, very little development was proposed for Kelvedon. However, as always the devil is hidden in the detail, and contained within the appendices were proposals that Key Service Village development should be allowed at three sites in Kelvedon. The sites named are: 1) Land to the right of London Road, up to the railway line as you leave the village going towards Witham.

2) Land behind the houses on the left hand side of Church Street as you head towards the railway level crossing, bounded at one end by London Road and by the railway line at the other end. 3) Land south of Observer Way, with the southern boundary being the railway line. The importance and existence of this initial designation was not realised until recent discussions with our County Councillor and at that stage the Parish Council began to consider the implications of this designation.

In addition, and in the meantime, BDC’s new draft Local Plan has had to be pulled and is in the process of being re written as Central Government has now demanded that the number of new homes built in the district is increased from about 330 per annum to a figure nearer to 900 per annum (subject to confirmation). Also several contacts with BDC has revealed the need to build a Notley sized development each year within the district (about 900 homes). At the moment your Parish Council is consulted about all planning developments that are proposed within the Parish and we make comment which goes back to the principal authority and a decision is either made by a planning officer (using their delegated powers) or to the full BDC Planning Committee if the application is contentious. Our comments have no binding authority on BDC.

If the Parish Council facilitates the creation of a Neighbourhood Plan, the plan will become, after due process, a legally binding document that can control, what is built, where it is built, the numbers of homes built and to some degree their design and type. In addition it will lay out what extra facilities any developer must provide for the use of the new enlarged community- say a bigger or new school, a retail outlet or perhaps a purpose built health centre, so that the community is not damaged, submerged or harmed by the development. Our powers are enshrined in statute law in the Localism Act 2011. The planning framework is also altering as Central Government is now paying a new homes bonus to Principal Authorities that allow substantial residential developments in their area. Thus it is very much in the Authorities interest to allow development and could assist them in balancing their books (as seen with regard to Colchester


Borough Council who this year are projected to get a bonus payment of £1.2 million).

On top of this, the Parish Council has, in recent weeks received two aspirational drawings from developers seeking to develop substantial numbers of homes at each end of the combined villages. These drawing do not represent actual physical planning applications but at this stage are the developers ideal and proposed ideas/thoughts.

Please consider attending the initial meeting – which is a presentation by RCCE – which explains what a Neighbourhood Plan is, how it works, and its strengths and weaknesses. We will be seeking the support and active involvement of stakeholders, as without you the plan will have no validity and would fail at the referendum stage.

Thus the Parish Council has decided to seek your advice as to whether there is an appetite to develop a Kelvedon Neighbourhood Plan, and a public meeting is planned for 7/3/15 so that your views can be harvested. (see the advert attached for details). In order for the Plan to progress we need the involvement of a number of different stakeholders (you) so that we can work through the process and decide what we want in this parish and what new or
