Firstly, on behalf of the Parish Council and its staff I would like to wish you and your family and friends a happy and peaceful Christmas and New Year. It has been another challenging year for the Parish Council as the austerity agenda has created further demands on staff and councillors as we seek to maintain safety and services within our community as other bodies continue to withdraw their long given support to us. The Parish Council is now globally doing more within the community than it has ever done before. We are facing the emergence of the first large scale housing project for some years in the neighbouring village of Feering, whilst the nationally important development of an Integrated Waste Management Plant at Rivenhall has started to consume massive amounts of time, as the

developer starts the process of applying for their Environmental Permit. At the same time they are trying to push through a very complicated and technical change to their existing planning permission- due to expire on March 2016-and in the mean- time start work on the site (most of which is within Kelvedon Parish) so that they can claim that work has started. Braintree District Council are continuing to develop their Local Plan for the period between 2017 and 2033 and we understand that about 850 houses will need to be constructed across the District each year. Where these houses will be built will not be decided until the spring of 2016 and the Parish Council had started the process of creating a Neighbourhood Plan- which has now been taken on by a group of residents- assisted by Jan Cole of RCCE- as they work to bring this plan to a conclusion and referendum. Your new Parish Council was elected in May, and we are still looking to Co-opt an

Access to support and services from Essex County Council remains difficult, although in fairness all of the road and lighting defects we had recorded last year have now been fixed due to constant chasing by the Clerk, supported by our County Councillor Lady Patricia Newton. The policing situation has deteriorated, and we now only receive a response service to events or crimes. All links to the community have been severed and our PCSO was withdrawn many months ago. The Chief Constable does not reply to our letters and our M.P Priti Patel has been unable to extract a meaningful response. Residents will be aware of the increased level of weed and reed in the River Blackwater, especially on the stretch by Brockwell meadow, and the Parish Council has been working hard to try and get this situation sorted out. It appears from a recent site meeting that the Environment Agency will no longer do the routine clearing work that has been undertaken for the last 120 years, but we have pointed out that the Parish Council were not advised of this change of policy and are now left with the consequences. On a brighter note – the much slimmed down staff at Braintree District Council continue to provide superb support to your Parish Council as does District Councillor Robert Mitchell. The bus shelters promised last December arrived in June and are now on site in London Road, thanks to funding from the Local Highways Panel.

The Parish Council is shortly to start work on its precept for the forthcoming year- this will have to increase for the first time in two years as Central Government support via the Localism money is likely to be reduced and because the Parish Council will have to take on extra costs and responsibilities to keep all of us safe and well. Letter from the Chairman Welcome once again to Kelvedon Parish Council’s magazine. As I write this, summer is rapidly turning to autumn and glorious sunshine and baking hot temperatures have given way to very variable weather and temperatures. By the time you read this, winter will be well and truly upon us and the dark nights will have set in. Roll on spring and next summer. Autumn is traditionally the time that the Council starts to sit down and draw up its budget for the forthcoming financial year. We know that next year we will be very likely to get even less money from Central Government and hence from Braintree District Council. It is too early as yet to speculate as to exactly what level of precept the council will need to set, but I have flagged up a number of times previously that an increase is pretty inevitable. Neighbouring parish councils have been forced to increase their precepts in the last couple of years whilst Kelvedon has been able to maintain the existing level. But let’s set all this in context. What might appear to be a large percentage increase only equates to a small
amount in actual pounds and pence. You will not have failed to notice the new hall which is being built by the Institute (probably complete by the time you read this) and which now sits proudly adjoining the High Street car park. Those of you with long-ish memories will recall that this project has been a long time in coming to fruition – an even longer gestation period than that of an elephant. It started way back when, with the council purchasing the land which is now the car park and KCA trying valiantly (but ultimately unsuccessfully) to raise the funds needed for a new hall. The Institute then stepped in and after much hard work and significant fund raising efforts we will now have a splendid new building. I wish the Institute every success with the new hall and would like to pay tribute to the hard work and dedication of all those involved in getting to where we are now. The council continues to be concerned at the lack of engagement with the community

by Essex Police. We do appreciate that they face financial difficulties which limits what they can realistically do. I have to say that when there has been an emergency they have responded quickly and effectively. It is the lack of day to day contact and communication that is frustrating. The current rail franchise covering this area will be awarded next year so, in the meantime, there will be lots of discussions with the bidders as to what they can offer. A significant concern to us here is that there is a vocal campaign for ‘Norwich in 90’ ie 90 minutes between Norwich and Liverpool Street – which is very laudable but there is a real danger that to achieve this it would be necessary to reduce services at intermediate stations (cutting out stops or cancelling services) or alter timetables to allow quicker trains to pass. The Government has announced that it will expect to see at least 2 trains per working day in each

direction at 90 minutes (and not until 2019) so there is probably less of an issue than there seemed to be at first sight. The more positive news is that there will have to be 180 more train services per week (though how many of these will be of any benefit to us remains to be seen – not that many I suspect) and new/improved rolling stock. That will be welcome considering what we currently see on a daily basis. Lastly, but by no means least, the Environment Agency is now working up a possible plan to alleviate flood risk in our area. Following the flooding in 2001, it was anticipated that a scheme would be brought forward but then the goalposts moved and suddenly ‘our ‘ scheme could attract no central funding. The goalposts have shifted again and now a scheme for this area is likely to attract some central funding but work is only likely to go ahead if central funding is supplemented by funding from local authorities and businesses.
Whether that will be forthcoming remains to be seen. I guess the first step is to see exactly what is proposed and what the costs will be and how much central funding is likely to be available. One very important note – you may now be aware that Peter Studd has tendered his resignation as Clerk, Responsible Financial Officer and Appropriate Officer. I would like to place on record my thanks to Peter for the sterling work that he has done on behalf of the Council and the village generally. On a personal note I am very grateful for the advice and support that he has been able to offer and I wish him well for the future. The search for a replacement has commenced so if anyone is interested in applying, further details are available from the Council office. On that note, it only remains for me, on behalf of the council, to wish all Kelvedon residents a merry Christmas and a happy and prosperous 2016.

The parish councillors are elected representatives who volunteer their time free to work on behalf of their community. In the case of Kelvedon because only ten people put themselves forward for the eleven seats they were all duly elected. This means there is still one seat left to be filled. Because a vote cannot be held every time there is a councillor post to be filled a process of co-option is carried out where a suitable candidate will be unanimously elected by the existing council.

Cllr Des Holmes
Des has lived in Kelvedon for 15 years, having moved from Swansea in a job move, but is originally from Scotland. He works for a bank and is a daily commuter to London. Des joined the Parish Council in 2014 and his initial interest in doing so was driven (no pun intended) by ever increasing traffic congestion and the possible expansion plans to villages in the area, which can only make the problem worse unless properly managed. He is a member of the finance committee and sits on the liaison group for the Bradwell Quarry. Alongside concerns over traffic congestion, Des sees the key issues for the future as local input to, and management of development in the village and surrounding area, representing and airing concerns over flood risk and developing village amenities. Kelvedon was seen by Des as an excellent place to bring up his two daughters (Emma and Heather) with his wife Helen. He is regularly to be seen in the village wearing shorts in all weathers while walking with his wife and dog, Hope. He participates in sport and still plays football regularly with friends from the two villages. Des lives in Kingfisher Way and believes he has the friendliest neighbours that could be wished for. The family friendly atmosphere is something Des has appreciated in his time here and wants to see that continue. Des is a keen reader of history and appreciates the historic character of the village with its many fine old buildings. Having said that, he appreciates that historic buildings are not what makes a community and feels that his modest services to the Parish Council allows him to contribute to the good work that many people in Kelvedon do.

Rewarding Times for
Kelvedon Parish Council Your Parish Council has, for the last 120 years, worked away at trying to improve life in the village for all of us, and due to the work of past and existing Councillors and staff we now have a host of facilities such as the Recreation Ground (or the Rec), the Thorne Road Play area and the nature reserve/floodplain- vis Brockwell Meadows. We try to maintain the quality of life in the village on a day by day basis as our paid staff clean, clear and maintain the many by ways that exist around the village, whilst also campaigning for funds to enable further enhancements to be created - like the mini skate park that we built last year. The Parish Council attempts to stay in contact with residents by producing its own quarterly magazine, publishing minutes and a variety of information on its web site and on its notice boards. In addition, the Clerk and Councillors can always be contacted by phone or via e-mail. Thus we try to make Kelvedon a better and safer place to live and bring up our families.
It is therefore pleasant when the Council’s efforts are recognised by outside or external bodies, and this year we have received a number of prestigious awards. Kelvedon received a Certificate of Merit in its class, in the Best Kept Village Competition organised by the RCEE. We were thus one of only 12 Parish Councils recognised out of the 400 plus that exist across Essex! The Essex Playing Fields Association have also announced further awards to us for the quality of work and effort that goes into maintaining the Recreation Ground (a silver Award) and for the work in maintaining the Glebe Road Play Area (an award). Over the last couple of years the Parish Council has improved and enhanced the number of ways in which it can be contacted. So if you have a question or query please speak to the Parish Council with them before they become an issue or complaint. Policing In Kelvedon
Residents will be aware that the Parish Council has been fighting a long running campaign to ensure that we receive appropriate policing cover, but in reality over the last 18 months this cover has been cut and cut again because of Central Government, budget cuts.
Firstly our nominated and long serving Neighbourhood policing PC, was moved and replaced by a PCSO, but she was then redeployed after seven months to another area. Police attendance at, or reporting to the Parish Council ceased about two years ago, with face to face meeting with the community (so called beat meets) dying out in January 2015. For the first time in the Parish Council’s history we no longer have a nominated or named police officer who has a specific responsibility for this community! In recent weeks the Chief Constable and the Police Crime Commissioner have at last publically confirmed what we already knew, that essentially we are now dealing with a reactive police force – who react to events rather than being pro-active and heading off potential crimes. Police response is now supposedly based upon “risk of harm” and in fairness, we have seen some very good response times but we have also seen some very poor responses that have left residents in fear for some time. For example: a burglary victim having to call police six times before anyone attended and a family being re victimised three times before there was a police response.

The key for residents seems to be report your concerns using either 101 or, if a crime is in progress, 999. Residents have also used Facebook very efficiently to warn their neighbours of happenings and events which are occurring around the village and, thus warned, people have reacted accordingly. Kelvedon remains a safe place to live, with between 20 to 30 crimes being reported each month, but according to the British Crime Survey only around 40% of offences are ever reported- so we may have a hidden and bigger problem than anyone realises? From the statistics shown opposite it is difficult to establish which are serious offences and which are relatively minor. These figures have been extracted from the Essex Police web site. It is disappointing that police will no longer attend low level AntiSocial behaviour incidents, as this sort of offending is a big percentage of our offences. Spikes in burglary have, in the pas,t attracted effective police activity that eventually led to an arrest- with numbers of vehicle related, violent and criminal damage incidents also forming a large percentage of our crime. The message is really to lock up your property, doors and windows and to use an appropriate alarm if deemed necessary, and contact police when appropriate. You may get an attendance or you may just get an incident number for your insurance company- the Parish Council having seen both responses in recent days.

Seasonal Productions at Kelvedon Kelvedon Institute

Every year Kelvedon’s Village Hall hosts a wide variety of seasonal events throughout the weeks leading to Christmas. Some, of course, are arranged by local clubs and societies for their members but others, particularly traditional entertainment, are open to the public. This year Christmas at the Institute begins, as it has every year for more than 40 years, with JKPs, that’s Junior Kelvedon Players, Pantomime - “Snow White”. A cast of some 30 members aged from 8 to 18 will showcase not only their singing and dancing skills but will also introduce a fantastically funny new version of the traditional story written by Ben Crocker. Look out for posters giving full de-tails of how to book so that you can make sure you come along to enjoy a real treat for all the family. Performances Friday 4 December at 7.30pm and Saturday 5th December at 2.30 and 5.30pm. Then, the very next day, whilst you’re still in that early Christmas spirit, Kelvedon Players invite you to join them for their annual “Christmas Miscellany” - an evening of music, songs, carols and readings plus mince pies and mulled wine. All proceeds to Essex Air Ambulance. Book on 01376 512985. Tickets £5 adults (£1 children). Doors open 7.00pm for 7.30pm. Remember – it’s Sunday 6th December. The following week sees Live at the Institute on Friday 11th December - a monthly livemusic evening featuring top-class players from America, Canada, Europe and all around the UK. Next for something completely different! An evening arranged by young people for young people with Kelvedon Youth Forum’s Film Club. Finally, when Christmas and New Year are disappearing to become a distant memory, we have that annual firm favourite with all ages from toddlers to grandparents Kelvedon Players’ Pantomime. This year it’s a romp from the Middle Ages with fairies, witches (and probably the odd dragon) - yes, it’s The Dragon of Wantley (oh no it isn’t, oh yes it is etc etc etc) on Friday to Sunday 29 to 31 January and Friday and Saturday 5 and 6 February 2016. PARISH CLERK/RESPONSIBLE FINANCIAL OFFICER/APPROPRIATE OFFICER A vacancy has arisen for the above post for a very active parish council due to the resignation of the current jobholder. The responsibilities of the post include (but are not limited to): • Preparing agendas and clerking meetings (meetings held in the evenings – usually 11 full council meetings, monthly planning meetings plus quarterly Finance/ Personnel meetings and preparing regular reports for council meetings) • Advising councillors on matters relating to council business and relevant legislation • Preparing and handling correspondence on behalf of the council • Dealing with queries from parishioners and local businesses • Staff supervision, management and evaluation • Financial management (including preparing budgets, dealing with banking matters, preparing regular financial reports for councillors) • Representing the council at external meetings as requested • Liaising with the council’s solicitors on legal matters • Writing regular press articles • Editing quarterly parish magazine • Liaison with MP/County Council/District Council and other external organisations Candidates should be able to demonstrate the following: • Previous experience of formal committee work • Highly effective interpersonal and communication skills • A sound understanding of the needs and issues of the community • Ability to take responsibility for management of the council’s financial affairs • Knowledge of RBS accounting system The role will be based at the council’s office in Kelvedon and it is anticipated that the hours of work will be at least 18 hours per week ( to be reviewed) but flexibility will be needed and, as noted above, evening working will be necessary. Working with
Austerity Many people think that the Council does all manner of things for individuals and communities. However, in reality in Kelvedon there are three councils working together to support each of us – I will use as an example the management of our roads. Essex County Council (ECC) through Highways are responsible for maintaining publically adopted roads, whilst Braintree District Council (BDC), through the Street Scene scheme, are responsible for cleaning the streets (but they sub contract this work for certain key areas to Kelvedon Parish Council (KPC)). Each level or tier of council has responsibility for set specific tasks and services and there has always been a strong interdependence upon each tier to support the other tiers of council. When this support disappears it places a lot of pressure on the lower tiers of council, or we have to stop doing things that we have done in the past. Given Central Government rules and guidance, ECC have had to make massive cuts to their budget-some 40%in the last three years. Thus many staff who used to work with us have been made redundant and many services that used to be provided have disappeared, and as a Parish Council we either step up and assume a role or no longer provide a service. Thus to prevent our footpaths becoming overgrown we have had to take on their clearance, especially after one of our partially sighted residents had her face cut open by a hanging blackberry cane. This adds time and cost to the Parish Council budget. Highways engineers who used to assist us and provide support have long gone. Essential services such as the police have also faced huge budget cuts – which has meant the disappearance of police from our streets on a daily basis- unless they are responding to an event. KPC has tried to attract attention and action but to no great

avail. We have updated our CCTV system but this can only be used in an evidential sense when and if police seek our assistance, and at a cost of several thousand pounds to you and I. Links to the police have disappeared and we no longer have our copper! The Environment Agency (EA) has together with their predecessors the River Board, always maintained the River Blackwater and given us a fast flowing, clear river with a navigable channel. Now given a cut in funding they can only undertake priority work and Kelvedon does not count as a priority! We have had a couple of site meetings but it becomes clear that a change in policy which was not communicated to us has left the village in a dangerous position re inundations this winter. We are seeking an emergency “weed cut” but cannot guarantee that this will be forthcoming- however, the EA do seem to be coming to the realisation that they may have cut weed in the wrong part of the river and perhaps need to tend to our needs next year. We live in hope and with some fear for this winter! The Parish Council may have to assume responsibility for cutting the riverbank in the future and we are seeking costings at the moment. The bill looks to be quiet large. The Parish Council is supported financially by the rates or precept that we each pay on a monthly basis and this was always topped up by the Rates Support Grant or, as Braintree now refer to it, by the Localism monies. This money has progressively been reduced year on year by upwards of 15% per annum and thus, whilst still needing to spend the same or more, given our increased workload the amount we receive from Central Government via BDC continues to decrease and will eventually disappear altogether. Therefore your Parish Council is having a continuous stream of added responsibilities dumped upon it without any further money falling from the top table to support its activities. The likely consequence of this is that each householder will have to pay a little more to keep things moving and working in Kelvedon.

‘Tis the Season...? the safety of Egypt doesn’t seem quite so fanciful. It’s a story told and re-told today in the refugees of Syria, Libya, Afghanistan, to name but a few troubled and violent places around the world. It’s a story that still resonates in and speaks to our world; a story in which we can still share.
Christmas is almost upon us... ‘Tis the season to be jolly... Glory to God in the highest, on earth peace, goodwill to all... and so on... It can all sound rather hackneyed, can’t it? Granted, there is a good deal of joy and expectation in the run-up to Christmas, especially for children, and a great deal of true celebration too. But, for many, Christmas is often very stressful. For more people than perhaps we realise, particularly those suffering from loneliness, bereavement or family breakdown, it’s a sad and difficult time. And the pressure of playing a suitably cheerful part in the supposed ‘season of goodwill’ can make things worse. It’s good to remind ourselves that the Christmas story itself has its share of pain and danger, and even violence. In Jesus’ time childbirth was both very painful and extremely risky - as it still is for many mothers and new-borns today around the world - whether or not you’re born in an animals’ outhouse (no stable in the original story!). Of course, there’s a time and place at Christmas for shutting the doors on the cold and dark, and celebrating with close family and friends. We all need proper time to wind down and forget, or at least to let go, for a while, of the world’s pain, pressures and problems. But it’s also good to remember that the Christmas story is about God, the creator of all, choosing to enter his own creation as a vulnerable baby, and by doing so sharing our fears, struggles and limitations. Through this story, and through the whole of Jesus’ life, God shows that he shares in human grief, fear and loss - as well as in celebration (not for nothing did Jesus enjoy dinner-parties and turn water into wine!). So there’s also a time and place at Christmas to open our doors on the world, even when - or especially when it’s cold and dark, and inviting others to share in the warmth, celebration and joy that we are fortunate to have. The Christmas story points to a light that sometimes we can be too downcast in the darkness to see. May you find time and space this Christmas to ‘find the light’ in this special story, perhaps even through coming to one of the carol services in our three churches. And may you also find some precious peace this Christmas, as well as time for rejoicing and for celebrating all that is still good in our flawed, often broken, but still beautiful world.
