Letter from the Chair
Cllr Sarah McManus It has been a busy few months since I last wrote. Your new Parish Council have been faced with making all sorts of new decisions and the clerk has done a very good job summarising them in this magazine. You may be aware that TDC Leader Cllr. Chris Wells has recently stated that the need for housing in Thanet has increased from 12,000 to nearer 16,000. This does little to protect the village from over-development and with two separate housing proposals for Manor Road in the pipe-line, the Parish Council has some serious planning issues to consider in the near future. However, I aim to stick to the pledge I made to the village in May and ensure that villagers will be fully consulted on major planning developments such as these. At October’s Parish Council meeting, I shall propose that a public meeting will be held to find out the views of the villagers. This will be held late October/ early November and I encourage you to attend and have your say. This will be advertised nearer the time. You may also be aware that Manston Airport has been temporarily designated for Operation Stack. Luckily Manston has not been required so far. However, the Parish Council are very aware of the issues it could cause to the village should it be necessary and we continue to record and monitor the situation. It still surprises me how many local villagers do not know that the Parish Council have a website. Please feel 6
free to visit: www.stnicholas-atwadewithsarrepc.kentparishes. gov.uk. The Clerk and I have worked hard updating and modernising it and although I still have some tweaking to do, I hope you will all agree it looks a lot more user friendly and relevant with all information now up to date. My final news is that the Parish Council are looking for two individuals to join the Council to represent St Nicholasat-Wade. There are always new issues facing us which both benefit and challenge our community and having a full council of nine can only make us stronger and more productive. I therefore urge members of our community to stand. It is a real selfrewarding opportunity to stand up for your community and help shape the future of the village. The role is as timeconsuming as wished and expenses are paid if requested. Any person wishing to serve as a Councillor should write to the Clerk giving details of their experience, interests and reasons for wishing to serve. Applications should be submitted to the Clerk by e-mail preferably or by post if applicants do not have access to a computer by no later than 30th November for consideration at December’s Parish Council Meeting. Please contact the Clerk if further information is required. I wish you a safe and happy Autumn.

Parish Council News Canterbury Road Bus Shelter The replacement bus shelter on Canterbury Road was finally installed in August. The benefits will be felt more now as we move into the Autumn and Winter periods. Thank you again to Roger Latchford who arranged Kent County Council grant funding for the bus shelter.
Defibrillator The new defibrillator was installed outside the Village Hall in August. Thank you to local residents Damian and Lindsay Hart who subsequently gave an awareness session showing how the defibrillator works in the Village Hall in September. Hopefully it will never be needed but this potentially life saving piece of equipment is fully automatic and very easy to use for anyone without any training if it is.
Outdoor Exercise Equipment The new outdoor exercise equipment was installed in Bell Meadow in early October. The pedal bike and cross trainer are designed for use by persons who are over 1.4m (4’ 7) tall. The Parish Council will monitor usage of the equipment to see whether signs or fencing is required if the equipment is regularly misused.

Chislet Wind Farm The last edition of our magazine contained a survey about the proposed Chislet wind farm. Thank you to everyone who submitted their opinions. 15% of the electorate in both villages submitted a response with 96% objecting to the proposed wind farm. Parish Councillors subsequently voted unanimously to oppose the plans. The developer RES Ltd have now announced that they have suspended their planning application primarily due to uncertainty about levels of housing required in the Canterbury City Local Plan. Whilst this appears to be a good result for everyone opposed to the scheme, there is a possibility that the developers may re-introduce their application in the future so the Parish Council will continue to monitor the situation.

Parish Council News Littering & Dog Mess
Community Emergency Plan
Complaints are regularly heard locally about levels of littering and inconsiderate dog owners who do not clear up mess made by their dogs. You may have seen local press coverage recently that Thanet District Council (TDC) have employed extra resources to tackle this problem. These enforcement officers have recently visited the villages and were briefed as to the main problem areas such as Bell Meadow and walking routes used by school children. They will now be scheduling visits to both villages and will issue fines to any offenders. The Parish Council has recently collected litter from every residential road in St Nicholas-atWade and Sarre. You can help to keep our villages tidy by picking up any litter you see, reporting any problem areas and reporting anyone responsible for littering or not clearing up after their dogs.
Along with many other Parish Councils, we are looking to produce a Community Emergency Plan. The plan will contain details of what resources we have locally and describe how we will link in with the emergency services in response to critical incidents such as flooding, deep snow and power outages for example. A pro-forma questionnaire has been delivered with this magazine and it would be very useful if as many people as possible could fill it in and return it to help with our local plan.
Parish Action Plan Councillors are currently working on an action plan which contains numerous objectives and initiatives to benefit the local community. The plan is at an early stage but any potential initiatives will be discussed at our monthly Parish Council meetings so local people can give their views on them.

A very special name For a very special village The irenic and idyllic setting of St Nicholas at Wade and, of course Sarre, is unique and historic. One of the realities is the central place of the St Nicholas at Wade medieval church and its massive tower which was a beacon for sailors in the busy days of the River Wantsum. It seems only natural that the name of the village then reminds us that St

Nicholas, the person, the religious figure, is patron saint of sailors and as we all know, also of children. He is also the real Santa Claus and Father Christmas and his feast day, 6th December, is celebrated in the village with food, song, prayer and a visit from the saint as well. There are several representations of Nicholas in the church with the most striking

people in the east window and of course the porch statue. There are also icons and indeed a panel explaining who St Nicholas is. There are over 450 churches named for him in Britain. St Nicholas was born Patara on March 15, 260 AD in what is now Turkey. He became Bishop of Myra, just miles from his birthplace, now called Demre. His relics lie in a major church in Bari in the south of Italy with millions making pilgrimages each year.

Wantsum Community & Sports Association Chairpersons Report from Wantsum Community & Sports Association AGM October 2015 It seems almost impossible that another year has passed by so quickly, so I will try to outline in this quick report the key events from this year. In 2014 I was pleased to be able to report an increase in the social and community side of WCSA, however it would seem that in 2015 we have entered the cycle of the sporting side of the association growing. Community wise we continue to host the regular weekly Whist drive and Thanet Therapy group, however we have lost our Wednesday coffee mornings and our thanks go to Val McManus for her hard work over the last few years on this. We have also changed our Friday Night Socials to once a month and thank those members who regularly attend and show their support. We have

continued to hold race nights, boot fairs, strawberry summer Sunday and fireworks and my thanks go to the committee for their continued hard work at these events. This year the committee have continued to strive forward with improvements to the facilities and I am pleased to report that in January the showers were all renovated and replaced, we hope that this will be noticed by the football teams who have just begun their season. In liaison with the Parish Council we have also had lost of work completed to the exterior of the pavilion, roofing, guttering, shutters, shed doors, fire exit doors, new fire exit ramp and a new external door to the women’s toilets have all been either repaired or installed and our thanks go to the

Parish Council for their support of these works. In relation to the Parish council we now work for an almost entirely new Parish Council and have been liaising closely with the clerk and chairperson to develop a new amicable working agreement and look forward to working alongside Cllr Bryant our new Parish Council representative to drive WCSA forward into its third year. So as 2015 seems to have been our sporting year, it seems only right to overview the current situation in terms of sports teams. We lost OHCC last year due to the club itself folding and were lucky enough through the hard work of Henry and Marc to secure a new St Nicholas and Sarre Cricket club who have just completed their first season with us. Unfortunately, due to the retirement of Tony White we also lost Saturday Morning Junior football, however we do now have a football team playing on Saturday afternoons,

a team on Sunday mornings and one on Sunday afternoons, alongside a Wednesday afternoon team, with several other teams on our waiting list. Thanet Road Cyclists also continue their use of Bell Meadow and the Pavilion. The committee continues to work hard in its promotion of the pavilion and the facilities at Bell Meadow and this year again we have seen a growth in the amount of bookings being taken. Taking this into account we hope that our next year can be a happy mix of both sport and community. Finally anyone who has ever worked on a committee understands the dedication and hard work required, bearing this in mind I would like to take this opportunity to thank the current committee for their ongoing efforts which have led to our current levels of success. Speed! One of the most important things that all drivers can do to try and keep our roads safe (as well as avoiding a ticket) is to drive within the speed limit at all times. We don’t want to catch you speeding, we just want you to keep an eye on your speed and drive safely.
ALWAYS • Plan your journey and allow plenty of time to reach your destination • Drive at an appropriate speed for the road and the weather conditions • Stay calm and avoid conflict with other road users • Keep an eye on your speedometer • Keep a safe two seconds distance from the vehicle in front • Remember that speed limits are a maximum, not a target • Maintain the speed limits during both day and night • Don’t be pressurised by tailgaters to speed. Research suggests that if the speed of traffic is reduced by just 1mph, there would be a 5% reduction in casualties. You will also drive more efficiently and save money.

Keep warm this winter Follow these tips to keep you, your family and those around you warm and well in extremely cold weather.
To keep warm and well during spells of cold weather f Draw your curtains at dusk and keep your closed to block out draughts. f Have regular hot drinks and eat at least one hot meal a day if possible. Eating regularly helps keep energy levels up during winter. f Wear several light layers of warm clothes (rather than one chunky layer). f Keep as active in your home as possible. f Wrap up warm and wear shoes with a good grip if you need to go outside on cold days. f If you have reduced mobility, are 65 or over, or have a health condition such as heart or lung disease, you should heat your home to at least 18C. It’s a good idea to keep your bedroom at this temperature all night if you can and make sure you wear enough clothes to stay warm. During the day, you may prefer your living room to be slightly warmer f If you’re under 65 and healthy and active, you can safely have your house cooler than 18C, if you’re comfortable.
Protect your health in the cold Public Health England’s cold weather plan has tips on how to protect your health during cold weather. Make sure you are receiving any benefits you are entitled to, such as the Winter Fuel Payment and Cold Weather Payment The Met Office has advice on getting ready for winter and some suggestions for practical things you can do to prepare for winter weather, including cold, ice and snow, high winds and flooding. The advice also tells you ways you can save money.

Travel carefully in icy weather f Icy pavements and roads can be extremely slippery. Take extra care if you go out, and wear boots or shoes with good grip on the soles. f The Met Office advises putting grit or cat litter on paths and driveways to lessen the risk of slipping. f It adds you should wait until the roads have been gritted if you’re travelling by car. f Bear in mind that black ice on pavements or roads might not be clearly visible, and compacted snow may turn to ice and become slippery.
How to find weather warnings f The Met Office provides the weather forecasts for broadcasts on radio and TV, so listen in to these bulletins regularly to keep up-to-date with the weather. f Severe weather warnings are also issued on the Met Office website, through the Met Office Twitter feed, or you can ring the Weather Desk on 0870 900 0100.
Look in on vulnerable neighbours and relatives Check up on friends, relatives and neighbours who may be more vulnerable to cold weather. Cold weather is especially dangerous for older people or people with serious illnesses, so check in on them if you can.
Read about how to spot and treat hypothermia People with heart or respiratory (breathing) problems may have worse symptoms during a cold spell and for several days (up to four weeks) after temperatures return to normal.

Welcomes responsible dog owners! Nobody likes dog poo in public places. If you have ever stepped in dog faeces, you will probably agree that its very smelly and very difficult to remove from shoes. As well as being unpleasant, dog faeces is potentially harmful and whilst the majority of dog walkers are responsible and do pick up after their pets, a small number of people choose to ignore the rules. Within the village parish dog faeces can be disposed of in designated dog waste bins. If a designated dog waste bin is not available, dog faeces should be sealed well in a bag and disposed of in a litter bin or taken home and placed in your household waste.

WHY SHOULD I SCOOP THE POOP? Thanet District Council has adopted the Dogs (Fouling of Land) Act 1996, which makes it an offence if dog walkers do not clean up after their dogs when they foul anywhere to which the public has a right of access. This includes: • Pavements • Paths • Playing fields • Grass Verges • Gutters • Carriageways

BREAKING THE RULES Anyone that chooses not to clean up after their dog in the Thanet District can be taken to court and fined up to £1000.

07860 378 122 STAMP IT OUT! You can help to stamp out dog fouling in St Nicholas at Wade & Sarre by reporting offences to the Dog Warden. Information provided by members of the local community can assist in the way in which the Dog Wardens carry out their patrols. When reporting an offence of dog fouling, think about the following: • Do you know the dog owner? • Do they usually walk the dog at a certain time? • Where are they allowing the dog to foul? • What does the dog and its owner look like? • If the dog owner is using a vehicle, what is the registration number St.Nicholas-at-Wade & Sarre Parish Council Magazine
