Individual Savings Account (ISA)

A tax efficient way to save Chancellor George Osborne sprung a welcome surprise on investors and savers in his Budget in March 2014, with the most far-reaching changes to the tax-free Individual Savings Accounts (ISA) since its launch in 1999. The ISA annual allowance was raised to £15,000 and the previous restrictions on cash holdings within the tax-free wrapper were lifted. The ISA allowance for the 2015/16 tax year is £15,240. The old limit on the amount of cash that could be deposited in an ISA each year – which in April 2014 was £5,940 – was scrapped, and the whole allowance now applies to both cash and stocks and shares holdings. Essentially, ISA savings can now be held in any combination of stocks and shares or cash that an individual wishes, offering choice and flexibility to build a portfolio and to reflect people’s differing, and changing, appetites for risk. Individuals are still only able to pay into a maximum of one Cash ISA and one Stocks & Shares ISA each tax year. The fundamental benefits of the ISA as a vehicle to create future wealth received a longoverdue boost from the changes. Rightly, the government believes the rise in the allowance and its decision to scrap the cash limits will make the system neater and less confusing. However, as Britain’s long-suffering savers are all too aware, cash deposits have offered dire returns over the five years that the Bank of England has held the base rate at 0.5%.

Furthermore, the present level of returns on the majority of cash savings is not sufficient to protect their value from inflation. However, the new flexibility to hold cash has effectively re-fitted the Stocks & Shares ISA into an even more versatile investment vehicle, providing individuals with a safer haven to ease concerns about short-term market volatility. Certainly, the previous restriction on the ability to shift money out of investments and into cash was a disincentive to lock into the potentially higher long-term returns offered by the stocks and shares element of ISAs. But savers who shied away from Stocks & Shares ISAs can now take advantage of exposure to stock market returns, and the potential to maximise the longterm benefits of the allowance by utilising all of the tax reliefs on offer, in the knowledge they have the freedom to transfer at any point. Remember that the favourable tax treatment given to ISAs is subject to changes in legislation and may not be maintained in future.

Campaign launched to get Medway learning Get Medway Learning is a new initiative which aims to raise the bar in local primary and secondary schools, ensuring children are receiving a quality education and achieving to the very best of their ability. The scheme, led by Medway Council in partnership with reading charity Beanstalk, will need head teachers, teachers, governors, parents and children to all be on board to make a real difference.

“While we have some excellent schools in the area, some are not performing to the expected standard and while they are working hard to improve, some are not making progress quickly enough.

And it is hoped that over the next few years, clear progress will have been made as a result.

“I am excited about this rigorous initiative to drive progress, however the campaign won’t succeed unless we have teachers, governors, parents and children fully on board – only then can we make a real difference.

Get Medway Learning brings together many strands which contribute to improving learning in Medway Schools. We will be: • Ramping up our recruitment of good and outstanding teachers and ensuring those currently in post are up to the job, delivering effective and engaging lessons. • Encouraging deputy head teachers from already high achieving schools in London to step up into head teacher roles here in Medway, to drive improvement and raise standards. • Promoting the role of school governors and trying to encourage more members of the community to take a more active interest in their local primary school. • Encouraging local people, universities and businesses to pledge to become a volunteer reader at their local primary school. • Sending more reading volunteers into schools and highlighting the importance of parents taking the time to read with their children at home – support by national reading charity Beanstalk. Medway Council’s Portfolio Holder for Children’s Services Cllr Mike O’Brien said: “This campaign is set to be a spring board for improvement and progress for our schools here in Medway, particularly in our primary schools. 8

Please mention

“This is an energetic programme focussed on sustainable improvement with the aim of seeing progress over the coming years, and we need to drive up standards, give children quality education and enable them to achieve to the very best of their ability.” Area Manager for Beanstalk Malou BengtssonWheeler said: “’We are delighted to be a part of Get Medway Learning as we know the one-toone support our volunteers provide can make a huge difference to children who are falling behind with their reading. “Becoming a Beanstalk reading helper is a great way to give something back to the community and transform the lives of local children. Oneto-one support will not only help improve the reading of the children, it also builds their confidence and allows volunteers to develop new skills themselves – and it is great fun.”

High street store will help smokers kick the habit People who also want information on healthy eating and other lifestyle issues can also use the store in Chatham. Referrals for further support services such as mental health, alcohol and substance misuse treatment will be available, bringing a range of public health services under one roof, in what is one of the few shops of its kind in the UK. The Smoke Free Advice Centre will be open on Railway Street Monday to Saturday, with a late opening on Thursdays. Smoking rates in Medway are higher than the England average at approximately 22% and England rates are currently at 18%.

Smoking rates amongst routine and manual workers is as high as 33% which is significantly higher that the England average of 28%. The rates are also high amongst pregnant women at 17% compared to England at 12%. Action on Smoking and Health (ASH) estimate that smoking costs Medway council approximately £87.4 million per year. This includes a £42 million cost to businesses due to smoking breaks, the costs of later life care at around £6.4 million and a £20 million cost to the local economy due to loss of productivity as

Other specific costs include the collection of 9 tonnes of cigarette waste that is discarded on the streets each year as well as a £9 million cost to the local NHS trusts. Cllr David Brake, Medway Council’s Portfolio Holder for Adult Services, said: “Research shows that smokers are up to four times more likely to give up if they seek support from a trained adviser rather than trying alone. The new shop will give people easier and greater access to expert support. “But we are going one step further and offering specialist services in other areas as we try to improve public health.

The Kent Family History Society have been voluntarily working with Medway Council’s Register Service and Bereavement Services to put information from paper records into more modern systems. Since 2003, they have spent many hours transferring old information from 1.2million records onto new systems which will make family history searches simple and also ensure the historical records dating back 170 years, are preserved. Having this information in searchable

databases will also help the council teams undertake day-to-day services more efficiently. Medway Council’s Portfolio Holder in charge of registration services Cllr Rupert Turpin said: “It is wonderful that we now have all of this important information stored on one easy to use system. I would like to thank the Kent Family History Society for their great work over the years to get this in place; they have tirelessly read and checked more than 1.2million records making this an amazing achievement. “These new modern systems will be a valuable tool for the public and our Register and Bereavement Services teams. “I was pleased to be part of a celebratory afternoon tea with the society to thank them for their work.”

Rowland Hilder Fine art and illustrations by leading advocate of English landscapes in winter and distinguished artist, Rowland Hilder, are on show at The Historic Dockyard in Chatham An eclectic selection of fine art by leading advocate of English landscapes in winter and distinguished artist ROWLAND HILDER OBE PPRI RSMA is showing at The Historic Dockyard Chatham, Kent until 29 November. The Hilder family has allowed the public access to a private collection and an incredible previously unseen archive, dating from the early 1920s, when Hilder first had work accepted to the Royal Academy at the age of 18. Highlights of the exhibition include a recreation of part of Hilders’ studio, illustrations from Shell Guides, Moby Dick, Treasure Island, a Second World War Bible for Today and the risqué Continuing its series of successful and nationally significant art exhibitions – which have included works by renowned English painters Sir John Lavery, Sir Stanley Spencer, and Billy Childish – The Historic Dockyard Chatham concludes its diverse 2015 exhibition season in No. 1 Smithery: The Gallery with an eclectic selection of fine art by leading advocate of English

landscapes in winter and distinguished artist Rowland Hilder OBE PPRI RSMA. Curated by Rowland Hilder aficionado and friend of the family, Nettie Iles - one of the three Iles sisters who own and run the Francis Iles Gallery in Rochester, Kent - the exhibition runs from 10th October to 29th November 2015 and “strives to expose the side of Hilder that, for many, is unexplored.” Speaking from the gallery at The Historic Dockyard Chatham, Nettie Iles said; “This exhibition is truly exceptional. It includes some of the iconic paintings which made Rowland’s name synonymous with Kentish and Winter Landscapes, affectionately known by millions as ‘Hilderscapes’: The Garden of England, First Snow and Chiddingstone are all titles that will be recognised by Hilder fans. We recognise Rowland’s passion for sailing - and a ‘useful sky’ – so the marine content is also strong. We are very lucky to be able to show a few books from a private collection – all illustrated by Hilder, together with several original illustrations, some

Of this, we are sure; this man was a consummate painter and his passionate enthusiasm is his gift to us.” Alex Patterson, Collections and Galleries Manager at The Historic Dockyard Chatham said; “We are absolutely delighted that we are exhibiting such large collection of Rowland Hilder works. One of the highlights of this wonderful exhibition for me is the reconstruction of part of Hilder’s studio – visitors will be able to capture the inspiring atmosphere of his studio and what it meant to him; his painting desk aside the massive French door window that led to the garden – with the rolling clouds above London providing an ever changing inspiration for his landscapes, with, mostly sonorous tones of Wagner accompanying his painting day.” Also on show is a selection of work from other talented Hilders; Edith, his wife, so skilled at her botanical watercolours; his son Anthony, another gifted marine painter (who has always painted under the name of Flemming, not wanting to piggy-back on his father’s reputation); Heather and Rado, his daughter and son-in-law, both of whom Rowland influenced with generous pointers in painting technique; and grandson Will, a talented contemporary artist, who mainly shows now in Thailand. All in all, a creative dynasty. Please mention

Keep warm this winter Follow these tips to keep you, your family and those around you warm and well in extremely cold weather.

To keep warm and well during spells of cold weather f Draw your curtains at dusk and keep your doors closed to block out draughts. f Have regular hot drinks and eat at least one hot meal a day if possible. Eating regularly helps keep energy levels up during winter. f Wear several light layers of warm clothes (rather than one chunky layer). f Keep as active in your home as possible. f Wrap up warm and wear shoes with a good grip if you need to go outside on cold days. f If you have reduced mobility, are 65 or over, or have a health condition such as heart or lung disease, you should heat your home to at least 18C. It’s a good idea to keep your bedroom at this temperature all night if you can and make sure you wear enough clothes to stay warm. During the day, you may prefer your living room to be slightly warmer f If you’re under 65 and healthy and active, you can safely have your house cooler than 18C, if you’re comfortable.

Protect your health in the cold Public Health England’s cold weather plan has tips on how to protect your health during cold weather. Make sure you are receiving any benefits you are entitled to, such as the Winter Fuel Payment and Cold Weather Payment The Met Office has advice on getting ready for winter and some suggestions for practical things you can do to prepare for winter weather, including cold, ice and snow, high winds and flooding. The advice also tells you ways you can save money.

Look in on vulnerable neighbours and relatives Check up on friends, relatives and neighbours who may be more vulnerable to cold weather. Cold weather is especially dangerous for older people or people with serious illnesses, so check in on them if you can. 20

f Icy pavements and roads can be extremely slippery. Take extra care if you go out, and wear boots or shoes with good grip on the soles. f The Met Office advises putting grit or cat litter on paths and driveways to lessen the risk of slipping. f It adds you should wait until the roads have been gritted if you’re travelling by car. f Bear in mind that black ice on pavements or roads might not be clearly visible, and compacted snow may turn to ice and become slippery.

How to find weather warnings f The Met Office provides the weather forecasts for broadcasts on radio and TV, so listen in to these bulletins regularly to keep up-to-date with the weather. f Severe weather warnings are also issued on the Met Office website, through the Met Office Twitter feed, or you can ring the Weather Desk on 0870 900 0100.
