Welcome‌

To our Autumn 2015 edition of the Unstone Parish Council magazine.

We were pleased to welcome newly co-opted Councillor Veronica Tebbs to the Council in September. It has been a busy summer. As you will see from the item about maintenance of Parish Council property it has been a disappointing summer with so much vandalism and damage, especially at the playgrounds. The costs of replacing damaged signs and play equipment are a considerable burden on the Parish Council resources, and it may be that some of the equipment cannot be replaced. On the other hand, we have some wonderful community spirited Unstone residents, the Neighbourhood Watch team and others who volunteer to litter pick and also to help clear the Unstone railway line of Himalayan Balsam. Please do continue to give us feedback on any issues or concerns - contact the Clerk by telephone (usually available between 3pm and 5pm weekdays), or by email or post.

News from our MP Natasha Engel Digital Derbyshire Shown here meeting with Kerry Bailey who is the Engagement Officer for Digital Derbyshire at Derbyshire County Council. There are some areas of North East Derbyshire that have suffered because of slow internet speeds. This is a particular problem for people who run businesses from their homes, such as in Dronfield and Apperknowle. If this is a problem for you please get in touch at natasha.engel.mp@parliament.uk

The Government’s changes to Tax Credits were debated in Parliament on 15 September. These changes which will come into effect in April 2016 will see three million families lose an average of £1,000 a year. The people that will be most affected by these changes will be in-work families which is often the group that is already struggling to make ends meet. Stop HS2 Natasha attended a meeting of the Killamarsh and Renishaw HS2 Action Group on 24 September.

The group has been working hard to find out more about HS2 and raise awareness of the effects it would have on the local community. David King and Peter Howarth have been putting lots of questions to HS2 Ltd and the Government about the plans but aren’t getting any real answers back. Natasha has invited the Secretary of State for Transport Patrick Macloughin MP along to the next meeting to try and get some answers. The last three meetings of 2015 will take place at Killamarsh Leisure Centre at 7pm on 29 October, 26 November and 17 December.

Contact Natasha Please get in touch with me with your thoughts, questions or comments, and I will try my best to answer them all as quickly as I can. Parish property maintenance Councillors are aware that various aspects of maintenance fell behind over the summer. Unstone Parish Council has a planned programme of maintenance for all the bus shelters, and Parish Council property such as bins, benches, the Fred Hopkinson Memorial Hall, the War Memorial, and all the playground land and equipment in the Parish. Paul Addy the Parish Warden is contracted to 20 hours per month which we would expect to be sufficient to keep on top of the ongoing programme of work.

8

Paul was working on the bus shelters earlier in the year when unfortunately we had an emergency call from a neighbour to the Whittington Play Area to say that children were actually in the river alongside the Play Area on a particularly hot day. This is extremely dangerous with a real risk of drowning where the water runs very fast and quite deep. We had police in attendance to warn the children and parents, and we asked Paul to leave the maintenance work and prioritise signage and fencing

Unstone Parish Council Magazine

along that bank. After the fencing was erected, unfortunately it was vandalised and had to be done again. Therefore it was not possible to complete the planned maintenance work in line with the schedule. However, this is now continuing. Regrettably the Perspex panes in all our bus shelters are now very badly scratched. They cannot really be brought up to a good appearance with cleaning and will need to be replaced. This will be a costly exercise and will be done one

or two bus shelters at a time. We are also planning to incorporate improvements to the signage and lighting. The bus shelters are routinely swept out and cleaned, but this isn’t always apparent if they are then littered again soon after. Councillors would though like to assure you that Unstone Parish Council is working hard to keep our environment as well maintained as it can within the constraints of cost and time, and is always happy to receive feedback from residents about any improvements which could be made.

Dronfield Relief in Need Charity (DRIN) Dronfield Relief in Need is a small charity which gives out small grants to people in times of need who live in Dronfield, Unstone, Holmesfield and West Handley. The charity began in 1931 through bequests left to Dronfield Parish church. They were usually small sums of money left by members of the congregation or people who lived in the parish. Originally people would go to the Vicar to ask for a ‘hand-out’. In more recent times a committee has been set up, chaired by the Vicar Peter Bold with representatives from the church, Dronfield Town Council, Unstone Parish Council and Holmesfield Parish Council. The committee meets twice a year in the Church Office to decide what grants to make. It makes grants to both organisations, such as old people’s lunch clubs and also to individuals. People are often referred to the charity through social workers, doctors or other welfare agencies, but people can write to the charity themselves asking for assistance.

TELL YOUR COMMUNITY about your events, groups and clubs info@communityad.co.uk 10

Regular grants are made to the Old People’s Welfare Committee, the Welcome Club and the Disabled Club around Christmas time. There are annual book prizes for Unstone Junior School and St Mary’s Infant School from a legacy left by Roberta Moore from Unstone. Recently the committee has awarded a small number of grants for emergency household items to people in desperate need in the area. For instance a family with very small children were given a voucher to be claimed against a washing machine after they were referred to the committee by social services. Contact 01246 413276.

Woodthorpe Relief in Need Charity This is similar to DRIN and tries to relieve either generally or individually persons resident in the Parishes of Staveley, Barlborough or Unstone who are in need, hardship or distress. Contact Mr M Scott on 01246 474457.

The

Himalayan Balsam problem

Unstone resident and Dronfield Civic Society Committee member Jane Singleton co-ordinated a meeting with Paul Bown of Derbyshire County Council about the ongoing management of Unstone Railway Line. In 2012, DCS and local volunteers created a wildlife and heritage trail along the former mineral line as well as making safe a very slippery boardwalk. Discussions were held on site about how to improve two ponds to increase wildlife and about the spread of the alien species Himalayan Balsam which has become a national problem smothering other plant life particularly along river banks. The pink-flowered ‘superweed’ introduced to Britain in the 1800s can grow up to 10 feet high. Council funding cuts mean that the plant can no longer be kept at bay by council contractors

12

and so volunteers across the country are being asked to help eradicate the pest. Paul’s advice for removal without the use of chemicals is simply to pull it up by the roots before the seed pods appear. It should then be left in piles to rot down naturally. This type of clearance will see immediate benefit to other plant species. Following the meeting, a group of volunteers arranged a series of work parties to clear areas of balsam along Unstone Line. Thanks to all those who attended the meeting and helped with the clearance work.

Unstone Post Office A keystone of our community A personal message from your Post Office… Back in October of 2013 a sudden illness turned our lives upside down which necessitated me retiring from the Motor Trade where I’d worked since leaving school. We had to sell our home of the last 15 years in Dronfield, we moved to Unstone and settled in our current property with Jayne continuing to work in a Sub Post Office, in the trade she’d specialised in, apart from a couple of breaks, for the last 20 years and I was resigned to the fact that my health now dictated I just couldn’t go back into the job I’d been forced to leave. In July this year an opportunity arose and in August we purchased the Unstone Post Office business.

In the short time we’ve been settled in I hope we’ve maintained the personal and friendly village ways and we hope you like changes we’ve made to the outside of the building. We’ve not quite finished yet there and although it’s a bit late in the year now, next year, look out for some window boxes and flowers. We’re continuing with the regular safer community meetings with the local constabulary and we’re very keen to make sure the business remains a major part of the community. Please call in and see us, there’s lots Jayne can help you with on the Post Office side and if we can do anymore then we’re open to your suggestions. Regards, Ron & Jayne
