The most recent retirement was of Captain/EMT Stephen L. Krysa, who was affectionately known as “the Colonel”. Krysa retired on Feb. 25 after a 35-year career. He was appointed in 1987 and was stationed as a firefighter at Station 3. He

COMMUNITY | News Amazon reps respond to traffic concerns at Northborough Selectmen meeting

By Liz Nolan Contributing Writer NORTHBOROUGH - Representatives from Amazon were present at the Northborough Board of Selectmen meeting on Feb. 22. The forum was a response to resident concerns about the impact of increased truck traffic. The discussion focus was on enforcement and training of drivers and general operational information.

restricted to exit towards the residential area on Bartlett Street unless there is a local delivery. Signage and driver communication and training have been implemented by Amazon.

GPS software isn’t effective to prevent drivers from turning left from the facility towards residential areas because it isn’t illegal. The use of Amazon’s GPS app isn’t mandatory.

Cleland said unless the drivers are breaking the law, he isn’t sure of any repercussions for the drivers.

Town Administrator John Coderre is looking for a stronger commitment by Amazon to enforce the restriction as they are responsible for all their drivers.

“We appreciate the signage and the efforts,” he said, “It’s up to Amazon to keep the drivers on the correct route.”

Operation information The Northborough Amazon facility is part of the middle mile network. Associates help transition the product through the site.

It is a 24/7 operation. Two sites employ about 600 people and operate at about 80 percent capacity. Shifts average 100-200 employees, who work at staggered shifts through the morning until early the next morning. Traffic flow during peak high school traffic times

Continued efforts Coderre said complaints received from residents are provided to Amazon without any direct feedback. The perception is that nothing is happening and the problems are not being resolved.

“As we move forward, things need to be improving and the drivers taking the inappropriate routes need to diminish,” he said.

Griggs said having a direct line of communication with the town to work collectively to find solutions is a priority. He believes that as drivers become more familiar with the routes and location, their getting lost and turning around in neighborhoods will lessen.

Resident John Wixted had concerns about Amazon communicating only with town staff.

“When we are dealing with Amazon, I have no choice except to complain to town staff and that is not Mr. Coderre’s job to be the liaison for Amazon to the citizens,” he said.

“That’s totally ridiculous. Our town staff shouldn’t be tasked with being a liaison between citizens and Amazon….what kind of business refuses to deal with us directly?”

Additional resident concerns included speed of trucks, bright facility lighting, more night use of the restricted roadway, and trucks entering Bartlett Street from Route 20.

Better illumination of the facility sign, tracking trucks and installing a camera to monitor the exit of the facility in real time were all discussed as efforts to lessen issues.

Griggs said Amazon will work with the town and do its due diligence to conduct a post occupancy monitoring study and review and analyze data.

The amount of traffic, times it is occurring and other data will determine if modifications are needed to mitigate impacts on the neighborhoods.

To the Editor: I am writing to give a huge thank you and shout out to State Re. Hannah Kane (RShrewsbury) and State. Sen. Michael Moore (D-Millbury) for being incredible champions to the children and youth in our state foster care system here in Worcester county as well as throughout the state.

Recognizing the plight of these children, Representative Kane and Senator Moore have worked with their colleagues to promote understanding of the need for permanency for children and youth in foster care. They both were invaluable to the efforts to secure funding for Permanency Mediation, as an alternative to a contentious and lengthy court process.

Permanency Mediation is a proven child centered process that enables those who know and care most about the children and youth, such as parents, foster parents, social workers, teachers, counselors and, if appropriate the youth themselves, to work together to create solutions for children and youth. With a rise of Juvenile court cases (22% increase in cases during 2012-2019) combined with the impact of COVID, Representative Kane and Senator Moore saw the urgent need to provide an alternative to a drawn-out court process, the children’s need for permanency in their lives as well as the benefits of this cost effective service to the Commonwealth.

They are truly legislators with commonsense and heart who are continually willing to fight for the neediest among us. A heartfelt thank you to Representative Hannah Kane and Senator Michael Moore!

Cachaca

achaca, the most popular alcoholic beverage in Brazil, is made from fermented sugarcane juice. Also called “sugarcane brandy” in the United States, it is most famous for being the main ingredient in the cocktail named “caipirinha.” Cachaca has been produced exclusively in Brazil since the Portuguese shifted sugar production away from the Madeira Islands in the 1500s. Two varieties of Cachaca are produced: unaged or “white” and aged or “yellow.” White Cachaca is bottled almost immediately after distillation and is used in caipirinhas, while yellow Cachaca is aged for three years in wooden barrels and is meant to be enjoyed neat. Due to its grassy sugar notes, it is a perfect counterpart to spicy dishes and also pairs well with seafood stews.

In Brazil, cachaca producers age their spirit in many types of wood beyond non-native oak. Each wood has its own characteristics, which allows for a lot of creativity when serving with food.

Presentation to Westborough EDC focuses on Hudson’s Business Improvement District

By Susan Gonsalves Contributing Writer WESTBOROUGH – The key to building a vibrant downtown is putting together a group to lead the effort who have “energy and interest and no sign of waning,” according to Richard Braga.

Braga, executive director of Hudson’s Business Improvement District (BID) spoke at the February Westborough Economic Development Committee meeting along with Kristina Johnson, acting director of community development and planning in Hudson.

Johnson, who is also president of the Massachusetts Association of Planning Directors, gave a presentation about how Hudson’s downtown has been revitalized over the past few years.

vibrant landscapes,” noting that like other communities, Hudson suffered in the 70s and 80s from a proliferation of large shopping plazas and “folks not interested in investing in downtown.”

“Many communities with similar mill traditions suffered similar fates,” Johnson said.

But change was made possible by a few things. The town had an established historic district that allowed for a consistent architectural flavor and walkable areas and sidewalks.

“Downtown Hudson had those bones in place,” she emphasized.

Johnson said that good planning and clear vision are essential to attracting investors. She added that a town’s master plan should be consistent with its zoning.

She described Hudson’s zoning regulations as “liberal and progressive” and said “less is more” when it comes to zoning.

“Embracing height and density adds to the charm of downtown,” she said.

Rotary reconstruction and streetscape modifications helped to make people feel safer parking and walking downtown, she added. Most of the work was accomplished through grants although Town Meeting also approved an $800,000 debt exclusion.

Business Improvement Districts Braga talked about forming a BID during his half of the presentation. A BID is a legally defined district where property owners pool their resources to collectively purchase supplemental services.

The amount of money generated ranges from Hudson’s $130,000 annually up to Boston’s $6.1 million with many falling within the $130,000 to $250,000 range, he said.

Emphasis was placed on “things people could see,” so beautification of the area took place with flower baskets, light balls, benches, trash receptacles, sidewalk washing, new signage and crosswalks, holiday decorations, etc.

Events like Artsfest, a 5K run for the arts and A Taste of Hudson featuring local restaurants proved popular, he said.

He also talked about the importance of the Assabet River Walk Project in Hudson and its connectivity to the Assabet River Rail Trail, which spans several nearby towns.

Braga said Hudson fared better than other communities through the pandemic thanks to its network of support. The group hired an accountant to help business owners with finances and continues to try to match new potential tenants with appropriate spaces.

They advised Westborough officials to put together a strong team in order to accomplish their goals.

Johnson added that clear concise messaging, aggressive pursuit of grants and community support are important.

“Design moved from the community,” she said. “We talked to them and put it in their hands.”

“I think this [information] will help us formulate how we think of our goals next year,” said Allen Edinberg, EDC member and Westborough selectman.

Shrewsbury DPW shares annual report with Selectmen

By Melanie Petrucci Senior Community Reporter SHREWSBURY – Despite the restrictions of COVID-19, 2020 was a year that had many public works improvements, according to Jeffrey Howland, the town’s department of public works director.

Howland, as well as his leadership, met with the Board of Selectmen Feb. 16 to provide an overview of the work done and in process. Joining him were Daniel Rowley, water and sewer superintendent; Keith Baldinger, public buildings manager; Nick Repekta, highway division manager; David Snowdon, business manager; and Andy Truman, town engineer.

Water and sewer – Progress was made over the past year with uni-directional flushing just before the pandemic Howland said.

“So far it has been highly successful,” he noted. It will resume later this year.

Water main improvements on Main and Walnut Streets have been completed from Main Circle to Hillando Drive.

Pilot testing for hexavalent chromium has been completed. They are waiting for the report from the tester and consultants and are now preparing to begin pilot testing for PFAS which will take six months.

Improvements have been made to the sewer along Route 20 toward Worcester as well as the BT pump station. The project was completed ahead of schedule because traffic along the route was light due to the pandemic.

Additional accomplishments include refining a comprehensive five-year Capital Improvement Plan and the removal of two underground storage tanks.

Public building – Baldinger remarked that COVID-19 was the focus of work in 2020. Notably, establishing protocols in public buildings (including public schools in accordance with the Department of Secondary and Elementary Education) and assisting in setting protocols for town meetings.

“We applied for and received $184,302 from a Green Community Grant Fund for five energy efficiency projects [school related],” he added.

Parks, Cemetery & Recreation – Baldinger informed the Board that state COVID-19 guidelines were reviewed and

implemented in town controlled outdoor spaces and that even though organized sports in the parks had decreased, use of the parks actually increased.

Pickleball was installed at the Coolidge Elementary School tennis courts which proved to be popular.

Baldinger credited Shrewsbury Media Connection who produced virtual and special

events, as well as the scouts and other groups who volunteered in town-cleanups and park maintenance projects.

Highway and Forestry – Howland said that 2020 paving projects were put out to bid early He was pleased with the favorable bids and 10 roads were resurfaced.

“We are looking at what the list will be for this coming year’s

pavement projects,” he said.

The town has a new forestry contractor that started in July – Billerica, Mass. based Marquis Tree Service.

“They have been outstanding and to date they have removed over 50 trees…,” he remarked.

Business management – Notable achievements include online utility permitting for

contractors, improved MLC operations for remote property closings, updated DPW webpages and improved payment (water/sewer) collections.

Solid Waste – Howland commented that the recycled textile collection program has been successful. Tonnage of solid waste was reduced in 2020 but yard waste had increased.

Northborough officials frustrated with state’s decision to discontinue town vaccine sites

By Liz Nolan Contributing Writer NORTHBOROUGH – COVID-19 case numbers continue to decrease as frustrations over the state vaccination rollout increase. As of March 1, municipalities will no longer be vaccine sites for residents.

This does not impact Northborough residents already scheduled for their second dose. Northborough Health Agent Kristin Black is working on a regional collaboration for vaccinations to continue to assist residents in the process.

Town Administrator John Coderre said the town’s clinics were able to provide a high level of personal service to residents with mobility issues, who may be afraid or confused or who have issues with getting to a larger vaccination site.

“We are not happy,” he said. “The state cannot step in and fill our shoes at this level.

The state mass vaccination sites, in our opinion, are not designed to provide that level of service. We were and we are capable of doing it in an extraordinary fashion.”

Northborough has taken a lead in moving towards a regional collaboration option and the proposal will be submitted this week. It would

give eligible residents access to a site that is reasonably close by.

“The fear is that they are just not going to go, and they’re not going to be taken care of if we can’t do it,” said Coderre. “We want to take care of our people.”

Northborough had 32 active COVID-19 cases as of Feb.

The Senior Center staff continues outreach to identify eligible residents to assist with vaccine appointments and transportation arrangements.

Homebound residents, who wish to receive the vaccine, should contact the Senior Center at 508-393-5035 or the

Health Department at 508393-5009. A plan has been developed in coordination with the Northborough Fire Department to vaccine these residents at home.

“We are going to continue to provide the highest level of service as we possibly can as allowed by the state,” said Coderre.

In the files given out by Evangelidis there is now also a spot for the senior to note when they received their COVID-19 vaccine as well as the type.

“You do get a card when you get your vaccine, but this is just another important place to make sure its safely noted in your medical files,” Evangelidis said.

The initiative is a partnership with Central Massachusetts Agency on Aging, Inc., according to Kimberly Roy, the communications director for the sheriff’s office. As such, they will be donating 10,000 Files of Life to every major vaccine site throughout the county in the next few weeks.

The agency’s director, Dr. Moses Dixon and Larnese Cook, director of operations, also joined Evangelidis and Roy at the Northborough distribution.

Westborough Town Manager prioritizes budget and warrant development

By Susan Gonsalves Contributing Writer WESTBOROUGH – The budget, the Town Meeting warrant and COVID-19 response are among Westborough Town Manager Kristi Williams’ recent priorities.

She highlighted the upcoming warrant during a virtual public hearing (which can be seen by visiting the Westborough TV website at westboroughtv.org and typing the words “Public FY2022” into the search bar).

The Advisory Finance Committee is recommending a budget of $123,954,177, a 4.93 percent increase over last year. Of that total, nearly half or $57,121,155 is proposed for the school department.

Williams said that one major impact is that the SAFER grant for the Fire Department expires in November fiscal year 2022. Westborough must take on 88 percent of the cost of eight additional firefighters instead of 48 percent.

A major concern is the impact on the tax rate. Williams explained that the town may

use $770,000 of free cash to lower that impact for an average single-family home to $524. There is the possibility that number could decrease to an estimated $365 if local aid from the state comes through with a hike.

“Typically, we can forecast and estimate and we are conservative,” she said. “This year, we have to be more conservative because we really don’t know how the economy is going to respond on July 1.”

The fiscal year runs from July 1, 2021 to June 30, 2022.

The Town Meeting warrant contains a list of capital project requests totaling $2,865,098.

Westborough selectmen, officials upset about halt to local vaccine sites

By Susan Gonsalves Contributing Writer WESTBOROUGH – The state’s decision to use mass regional vaccination sites instead of municipalities has Westborough officials feeling “disheartened.”

Health and Human Services Secretary Marylou Sudders sent a letter to communities informing them of the decision on Feb. 17. Towns running their own clinics will only be able to administer second doses of the two-part vaccine to people who received the first shots.

Starting March 1, large sites like Fenway Park and Gillette Stadium will remain open for distribution. An exception is made for 20 communities the commonwealth deems as most vulnerable including Boston, Fitchburg and Worcester.

Of the change, Fire Chief Patrick Purcell said, “The carpet was pulled out from under us. It’s disheartening.”

Director of Public Health Steven Baccari said they are trying to move forward. With the help of Northborough Health Agent Kristin Black, Westborough and neighboring communities want to fight to get designated as a regional spot.

However, feedback on that

effort is “not promising,” Baccari said.

Town Manager Kristi Williams said the community is not alone in this fight. She has reached out to the legislative delegation and professional associations to advocate for local clinics.

In the meantime, she emphasized that people should not wait for a town clinic. If they have the opportunity to get an appointment elsewhere, Williams said, they should go for it.

Selectman Syed Hashmi spoke about his frustration that seniors with technology and mobility issues are left out of the process. Many cannot drive and wait in long lines and plans were in the works to reach them.

“It’s a travesty,” Hashmi said.

He added that people are experiencing problems trying to sign up online to get appointments at the large facilities.

“Sign up is a separate disaster,” he noted.

Baccari said taxpayers paid for preparedness and the town had plans, equipment and experienced personnel ready that now can’t be used.

“It’s such a waste,” Baccari said.

Taking care of seniors Selectman Ian Johnson said it is frustrating that people went into prisons to vaccinate, yet can’t go to older people’s homes to do the same.

“Many (elderly) are prisoners in their homes, scared to go out and we can’t vaccinate them. It brings tears to my eyes,” Johnson said. “We want to take care of our citizens. It’s just not right for residents, not fair.”

Selectmen Chair Shelby Marshall said the task force on COVID still meets and advocacy efforts continue. She asked residents to contact the senior center and neighbors for help with rides. She also urged them to reach out to legislators.

“It was a big swing and a miss from the state on this one,” Marshall said.

She joined Purcell and others in thanking all the firefighters, paramedics, Board of Health, etc. for their work.

Expenses related to pandemic Williams said one of her major duties is to watch and track expenses related to COVID-19 so it can be reimbursed.

The pandemic has caused a 19.5 percent reduction in local receipts in areas like motor vehicle excise, hotel/motel tax, meals tax and investment income.

“There are a lot of unknowns about how people will do business here and across the country,” Williams said. “Post COVID pandemic, will people still be leasing these large buildings out or coming into offices?”

Town Hall is open with reduced hours. Staff members are rotating working in-house and at home in order to keep the numbers down and comply with Governor Charlie Baker’s guidelines, Williams said.

Design for Shrewsbury’s police and public safety complex projected to be done by April

By Melanie Petrucci Senior Community Reporter SHREWSBURY – Members of the Police and Municipal Campus Building Committee and officials from Tecton Architects and CMS, Inc. provided an update on the progress of the police and public safety complex to the Board of Selectmen Feb. 23.

Voters had approved last November a bond authorization in the amount of a $42 million debt exclusion for a new police station and to repair and replace the town’s public safety radio system.

Speaking on behalf of the Police and Municipal Campus Building Committee at the Feb. 23 meeting, Chair Patrick Pitney said that the committee adopted a Construction Manager at Risk delivery method and hopes to have a construction manager selected by early March 2021.

Kevin Griffin, project manager with Construction Monitoring Services, Inc. (CMS),

remarked that the short list included Commodore Builders, Fontaine Bros. and D. O’Connell’s Sons.

Preliminary design details Progress on the design was provided by Matt Salad, project architect from Tecton Architects.

“We continue to work with the town and the building committee to further develop the character and the architecture of the building as well as the layout, the footprint and the floor plan to best serve the town and the department,” he stated.

Notable features include a separate entrance for the police station off of Maple Avenue, secured parking space behind the new station and expanding the town green/ park space in front of Town Hall.

Salad said that the monument in front of the building will be incorporated into the landscape. He then walked the board through the site plan.

There will be significantly more storage space for evidence storage and training on the ground floor. Additionally, the police station will be better equipped for processing arrests and will have dedicated spaces for a call center, interview rooms and male and female locker rooms.

The second floor will house administrative offices and the police chief’s office.

The exterior design will complement Town Hall with contrasting brick for added interest.

“We are going with a very high efficient, very tight envelope so that we can make sure that we are meeting the highest standards of environmental design,” he noted.

Regarding the HVAC system, they have elected to go with a VRF hybrid system which is mostly electric and “is a good value” leveraging the lower electricity rates from SELCO and using natural gas where appropriate.

He then shared a tentative schedule with the expectation of having a complete design

by April. By late June/midJuly construction documents should be completed so they can then advertise for sub-bid contractors and then, by early August, the full construction contracts can be finalized.

Construction will begin with pouring the foundation in July and full construction to begin in the August/September timeframe which is expected to last 18 months.

The estimated move-in date is March 2023 and the old station will be demolished later in April.

SHREWSBURY – Assistant Town Manager Kristen Las presented a draft of the new Community Preservation Act (CPA) bylaw at the Feb. 23 Board of Selectmen meeting.

Voters approved the acceptance of the CPA passage in last November’s election.

The CPA will enable the town to establish, via a surcharge on the real estate tax bill, a dedicated funding source for preserving open space, historic preservation and create low and moderate income housing for individuals and families, including low or moderate income senior housing. draft bylaws and bylaws that are in place in other communities that have the Community Preservation Act…” Las said.

“The bylaw is actually quite a straightforward document… but there are some items that we wanted the Board to discuss…”

Discussion points include number of committee members – five, seven or nine; whether to include the Shrewsbury Open Space Committee; and the appointing authorities of the at-large members based upon the number of committee members the Board would recommend.

Selectman John Samia reflected that last year he looked at other communities who have nine member boards which he felt have worked well and would give many members in the community an opportunity to get involved.

He recommended the inclu-

sion of four at-large members to serve on the board.

Selectman James Kane agreed.

The board’s chair, Beth Casavant, recommended that committee members be appointed as opposed to elected because an election may put up barriers for some people.

The five designated members will include one representative from the Conservation Commission, the Historical Commission, the Planning Board, the Parks Recreation and Cemetery Commission, and the Housing Authority.

The four at-large members will be appointed by the Board for staggered terms.

Once the language is finalized the bylaw will be brought back to the Board for a vote.

It will then be placed on the warrant for the Annual Town Meeting to be held Saturday, May 22.

Volunteers share love – and lasagna – with Shrewsbury firefighters

By Melanie Petrucci Senior Community Reporter SHREWSBURY – Shrewsbury firefighters were feeling the love Feb. 14 when they received a gift of 18 lasagnas, courtesy of members of the local chapter of Lasagna Love.

Lasagna Love is a nonprofit whose volunteers make and deliver the delicious comfort food to those in need, first responders, or just anyone who needs a reason to smile.

Margie White, a local Lasagna Love Coordinator, commented that the lasagnas would be dispersed among the three fire stations in town and would be enough for the staff in all shifts – perhaps for a couple of days. Shrewsbury sixth grader to shave head to raise funds for kids with cancer

By Melanie Petrucci Senior Community Reporter SHREWSBURY - Melissa Carriveau is a proud mom. Her daughter Ellie, 12, a sixth-grade student at Sherwood Middle School, will be shaving off her pretty strawberry blonde hair as a way to help other kids who are ill with cancer.

Ellie will be participating in a virtual Head Shaving Party on Sunday, March 14 to benefit the St. Baldrick’s Foundation, a national organization committed to finding cures for childhood

cancers.

“It takes a lot of courage to shave your head, especially for a middle school girl,” Melissa said. “We are so proud of how kind and empathetic Ellie is to decide to do this so selflessly for other kids.”

Ellie shared, “I’m shaving my head with St. Baldrick’s to raise money and help conquer kids’ cancers. Every two minutes a child is diagnosed with cancer worldwide, and one in five of those in the United States will not survive…”

She was inspired to help other kids after hearing of a family friend who had participated in St. Baldrick’s Foundation. She thought that by going bald she might make some kids who are going through treatment feel like they are not alone.

“I can’t believe how many nice people, who are strangers to me, have donated money and cheered me on.”

Shrewsbury Youth and Family Services launches ‘Give Hope’ campaign SHREWSBURY - While COVID-19 has caused intense feelings of grief, fear and uncertainty for many, there is an equally devastating and deadly situation, rampantly growing: the mental health crisis ravaging our communities, especially for young children and adolescents.

Bereavement, isolation and loss of income are triggering mental health conditions. After battling through nearly a full year of this pandemic already, Shrewsbury Youth and Family Services (SYFS) has witnessed the need for services intensify. Seniors are isolating in their homes out of necessity and missing out on daily socialization, a vital component of well-being and good health. “Many of the calls we get are regarding young people in crisis,” Mowry said. “For SYFS to help with the recovery of this pandemic, we have to financially survive now. This is the second year we have had to cancel our annual gala, an event that raises about one-third of our annual budget, and it is critical we still raise those funds through this online campaign.”

Mowry continued that she is also sensitive to the fact that many of the businesses that they have normally relied on for organizational sponsorships are themselves struggling in this climate.

“To be here for the community in the future, we need the community’s help now,” she said. “Our community has repeatedly proven itself to be filled with incredibly generous, caring people. We are counting on them to help ensure that we stand ready to assist anyone who needs us, whether for mental health services or help accessing fuel, housing or any other resource. Without it, we will be overwhelmed with victims, with lasting effects that no vaccine will immunize.”

Shrewsbury Police Department welcomes new officers

In deference to COVID-19 restrictions the ceremony was small and it was the last swearing in that Wright presided over because she is set to retire at the end of the month.

The new officers graduated from the Boylston Police Academy’s Mass. Criminal Justice Training Council in Boylston on Feb. 19. The program entails 22 weeks of training.

SHREWSBURY – On Feb. 22 the Shrewsbury Police Department welcomed three new patrol officers when Town Clerk Sandra Wright swore-in Officers Christopher Vieira, Jeffrey Svendsen, and Trevor Andrews at the Shrewsbury Senior Center.

“They will be assigned to three veteran officers and will be in our field training program that is approximately four months,” remarked Police Chief Kevin Anderson.

According to a press release from the department, the new officers spent six months at the Police Academy which has a rigorous curriculum.

Some of the main subjects covered include a wide range of applicable law classes, patrol procedures, firearms training, first aid/CPR training, report writing, emergency vehicle operations training, hate crime investigation, domestic violence investigation, as well as many classes directed toward community interactions such as communication skills, response to mental illness calls, implicit bias training and problem-solving exercises.

“While the Police Academy provides the officers with excellent foundational principles and training, the new Officers will continue their training for the next several months here in Shrewsbury,” the release continued. “The new officers will ride with veteran training Officers and gain valuable experience prior to being on patrol by themselves. It is our goal to provide quality service to our community and our officers are dedicated to a proactive, problem-solving approach.”

Kohli elected as president for India Society of Worcester SHREWSBURY - The India Society of Worcester elected Puneet Kohli as President along with a full slate of officers and Executive Board members at its Annual General Body meeting on Jan. 31. Outgoing President Ashish Cowlagi presented the State of the Society, reiterating the completion of all 10 major objectives laid out as part of the ISW 2020 vision and culminating in the current expansion of the ISW India Center.

The committees reported that despite the disruption due to the COVID-19 pandemic, ISW programs seamlessly switched to a virtual mode including weekend classes for over 140 students in 5 languages and new tutoring and summer fun offerings to help homebound students and parents. Many of the yearround cultural events continued virtually benefitting from a national and sometimes global audience. Similarly, the free Health Stop, that is available to all regardless of insurance or income, was able to offer telehealth services for those in need partnering with volunteers from UMass Medical.

Legal quirk throws last-second wrench in Hudson charter amendment talks

By Dakota Antelman Contributing Writer HUDSON - Town officials need a new way to get an executive assistant residency requirement out of their official charter, legal counsel told the Select Board, Feb. 22.

Indeed, instead of simply amending the document through a traditional process, Hudson now must seek a special act from the state legislature to possibly allow an out-of-town administrator to take over for current Executive Assistant Tom Moses when Moses retires later this year.

“I think we didn’t ask the right people at the right time what needed to be done,” Select Board Member Fred Lucy said.

More than a decade after she first won her seat as representative of the 3rd Middlesex District, which includes Hudson, Hogan has remained an ally of community leaders, those leaders say.

After discussion, the way to make that possible, Select Board members agreed, is to seek a “yes” vote at Town Meeting in May before then working with state representatives Jamie Eldridge and Kate Hogan to fast track a bill approving the charter change through the State Legislature.

“It has to be a full court press and they have to understand the urgency of this process for us,” Select Board Chair Joe Durant said.

Hudson’s Annual Town Meeting is scheduled for Saturday, May 1 at Hudson High School.

SHREWSBURY - A review of Shrewsbury High School’s mascot, the Colonial, will take place, officials said at the Feb. 24 school committee meeting. But that will be done after other urgent matters, such as the district’s budget SHS’s mascot, “The Colonial” woes and pandemic related issues, are addressed.

An ad hoc committee was convened earlier this year to review and recommend if the SHS should keep or drop “The Colonial” as their mascot. The school committee received a petition from SHS junior Louisa Scott asking that the name be dropped. Because of the scope of work that they group needs to do, School Supt. Dr. Joseph Sawyer said that more time was needed although he didn’t know exactly how much more and would have a better idea after he reaches out to the group.

“It’s important work but we do have other urgent work that needs to take priority now relative to the variety issues we are facing with the pandemic and the budget,” he noted.

State complaint filed by parent on ARHS mandatory student activity fees

Mandatory fees implemented in 2012 In February 2012, the RSC members unanimously voted for the fees. They were embedded in former Superintendent Dr. Charles Gobron’s Fiscal Year 2013 budget recommendations.

Since then, it has been a common topic of discussion.

Many current RSC members are in favor of the elimination of student fees.

Students who drive to school have to pay parking fees, which are used for parking lot maintenance. Students who participate in sports have athletic fees to pay each season they participate.

Activity fees have been mandatory for all students regardless if they participate in any extracurricular clubs or activities.

The fees are used to pay advisor stipends and supplies.

Pellegrino said that 489 students are participating in clubs and activities this year- an estimated reduction of 25-30% from previous years.

“What we have done for FY22 is we increased the student activity line item by $39,000 to make up for the difference using these numbers of students participating based on what we would need to fund the student activity advisor fees and what we anticipate in receiving for fees from students,” she said.

Schools to stagger return to in-person learning

For parents who so choose, Kindergarten children are expected to return four days per week on Monday, March 8.

Under the plan, students in grades to one to six would return in early to mid-April and students in all grades would be back in the classroom from mid-April to June, “if conditions allow.”

If possible, the return dates may be sooner but logistics around scheduling, transportation, lunch planning, etc. are currently being worked out. For example, in older grades, the number of students in particular courses may not translate to situations where enough distancing can occur.

The superintendent said they are trying to determine how schedules can be staggered or rooms moved in order to provide three-feet of distancing between kids. Gov. Charlie Baker also has not laid out specific timetables

WESTBOROUGH – The Westborough School Committee voted unanimously Feb. 24 to support the district’s plans to provide more in-person learning for students. In addition, they urged administrators to move with “urgency and haste,” to make returning to school a priority.

Superintendent Amber Bock said she recognized that families could not continue with the status quo, a mixture of remote and hybrid learning. In the end, she said, she wants a “healthy community,” where parents and teachers are not in adversarial positions and where all stakeholders—including students—have their academic and emotional needs met.

He said he found the staggered return approach “over conservative,” and said that the idea of “total eradication,” of the disease is not possible before a return. He also spoke about the low transmission rates between children and noted that private, Catholic and other public

Barretti added that the district must prioritize the educational and emotional wellbeing of students and “less the emotion and other alternative motives that may be at play of who is on what side of this discussion.”

Assistant Superintendent Daniel Mayer outlined the results of a February parent survey on the subject.

Parents of 2,663 students or 68 percent responded as to the model they would prefer if four days per week in school was added as an option.

Take into account the rest of the room Before you paint your cabinets, consider the rest of your kitchen, and if it’s an openconcept space, the living and dining rooms as well. Even doing a warmer white as opposed to bright white gives your kitchen cabinets a distinct feel but keeps you in a zone that’s easy to work around with the rest of your design.

Their success now has the team leading the sparse, threeteam Atlantic Division, this year as they play home games at the local New England Sports Center due to COVID-19 testing at their traditional home in Providence.

Away from home, Bruins thrive with sense of normalcy Beating the Bridgeport Sound Tigers on Feb. 19, Providence snagged a third consecutive victory on Feb. 21 up the road against the Hartford Wolf Pack. Four days later, the team was then back in Marlborough for a rematch with the Sound Tigers.

On Feb. 25, against Bridgeport again, though, the team struggled to finish strong in their own temporary home, falling 3-2.

“They brought a level of energy that was not met by us,” Leach said of The Sound Tigers effort in his post-game comments. “We just did not compete as hard as they competed.”

The unique challenge of hockey in 2021, Leach says, is navigating schedules and matching that aforementioned energy. As Providence is playing 26 games against just three opponents, this year, there’s little room for complacency.

“If you play the same team over and over again and you win, it’s not going to get easier, it’s going to get harder,” Leach said.

Carole M. Galli, 83 SHREWSBURY - Carole Marie (Girard) Galli, 83, died on Feb. 18, 2021, surrounded by her family after a brief illness. She was born on April 30, 1937 in Worcester, to William and Grace (Gallo) Girard. She was one of three daughters.

Carole is survived by her sons, Christopher Galli and partner Linda Goodrich of Holden and William Galli and partner Wendy Ricci of Shrewsbury; her daughter, Marie-Elena Sasse and her husband Craig of Franklin; and grandsons, Ian and David Sasse and Joey Galli.

She also leaves behind a sister, Elena Bresnahan of Shrewsbury, and many nieces and nephews.

She was predeceased by her sister, Sr. Geraldine Girard, and former husband Hugo Galli.

Visiting hours were held Feb. 23 at the Chiampa Funeral Home ~ 5 Church Road, On the Common, Shrewsbury Center, followed by a Mass of Christian Burial at St. Mary of the Hills Church of Boylston and interment at St. John’s Cemetery of Worcester.

Sauli A. Murtoniemi, 69 SOUTHBOROUGH - Sauli Antero Murtoniemi, of Southborough, passed away peacefully at home on Feb. 15, 2021. He was born on Feb. 17, 1951 in Kuusamo, Finland, the fourth child of Lempi and Aleksi Murtoniemi.

He is survived by his wife, Laura (Kulju) Murtoniemi; sons and daughters-in-law, Sami and Jaana Murtoniemi of Espoo, Finland, and Niko and Mirva Murtoniemi of Hattula Finland; sister, Anja Murtoniemi of Sweden; and his beloved grandchildren, Aleksi, Miro,and Nea. Services will be private.
