Southborough Town Meeting to vote on $300,000 grant for St. Mark’s Clock Tower

By Stuart Foster Contributing Writer SOUTHBOROUGH - Southborough residents will vote on whether to award a $300,000 grant for the renovation of the St. Mark’s Episcopal Church Clock Tower at the annual town meeting on Saturday, May 22.

The total cost of the renovation is estimated at $750,000, of which the church’s parishioners have pledged more than $350,000. The church is applying for a grant from the town through the Community Preservation Act (CPA), a law that applies a one percent surcharge to real estate taxes in Southborough to preserve historic resources. While some residents are concerned such funding would challenge the separation between church and state, supporters of the renovation describe the clock tower as an important landmark for Southborough in general.

“The tower is in rough shape; it needs to get done sooner rather than later,” Brad Blanchette, the grant application lead for the renovation, said in a recent interview with the St. Mark’s | 25

COMMUNITY NEWS Northborough Diversity Committee talks equity initiatives, hiring, Algonquin name change with school district

Martineau announced the high school and middle schools will, next year be participating in the Anti-Defamation League’s A World of Difference Program. The program helps students recognize bias and the harm it inflicts on individuals and society, build understanding of the value and benefits of diversity, improve intergroup relations, and confront racism, anti-Semitism and all other forms of bigotry according to its website.

“We all need to be using the same language and be aware of our own biases and learn how to have difficult conversations,” said Martineau.

The school district will also be working with an outside consultant on a diversity audit in the upcoming months. That will take about four to five months to complete.

NORTHBOROUGH - The Northborough Diversity and Inclusion Committee met with members of the school community May 6 to discuss how both groups can help each other further initiatives related to diversity and equity.

According to Northborough/ Southborough Superintendent Gregory Martineau, the school district formed an equity coalition to go over different aspects of the school community and the educational atmosphere it creates. This coalition was comprised of students, parents, teachers and staff. They met on a monthly basis.

“What type of graduates do we want leaving high school is something we thought long and hard about,” he said.

The coalition broke up into sub-groups to tackle different ideas, which included the school

The School Committee recently voted to retire the use of the “Tomahawk” mascot from Algonquin Regional High School.

“A mascot should not divide but unite,” Martineau said on that topic The Diviersity and Inclusion Committee asked how they could support the School Committee in their recent decision.

Martineau said they could voice their support for the School Committee and say why they believe the right choice was made.

“If you could say ‘School Committee we support you,’ that’s helpful,” he said. “That’s not who they are hearing from right now.”

He also asked them to participate in the upcoming meetings about the selection of a new

mascot.

According to Martineau, the school community is growing more diverse by the years and that can be especially seen in the kindergarten level.

Committee member Diedra Wrighting asked what the school district is doing to have a faculty that is reflective of the growing diverse student body.

Martineau said the school dis-

trict is taking a closer look at how they recruit. That involves casting a wider net on where they post job announcements.

However, he said, this past year has been difficult to hire in general.

“We are not seeing a diverse set of candidates apply,” said Martineau. “Why and how can we change that? We don’t have the answers for that yet.”

Even so, a press release noted that officials “strongly encourage the continued use of online services when possible.”

Visitors must wear masks when they do visit Town Hall, except when unsafe to due to a medical condition or disability.

Visits should be limited to 15 minutes or less when possible and visitors may be required to sign in at their department for contact tracing purposes.

Reader shares experience with members of Hudson’s Police Department THE

I am writing to inform the residents of Hudson and any others willing to learn what kind of people the Hudson Police Department team consist of or more importantly, made of. In the last week I was apprehended at 2:00 a.m. in the morning for a driving violation. I was detained in a cell measuring approximately 8X8. The cell was brightly lit and contained a cot, a sink, and a toilet. In order to flush the toilet, I had to call an officer.

From childhood, I have suffered from claustrophobia, this setting obviously made me extremely uncomfortable. I was held for 4 nights and 3 days.

During this incarceration I dealt with 14-16 different town employees from the police officers to the dispatchers as well as custodial staff. During those days and nights (which seemed like an eternity for me), I was never treated disrespectfully, intimidated, harmed, or belittled. Every one of these men and women treated me with respect, displayed the utmost respect and cared for my needs.

This also involved some medical treatment and much monitoring.

The kindness shown to me in this situation was above and beyond professional and courteous it was kind! My brother has a plaque at his home that says, “of all the things you can be, be kind.” The Hudson Police department has obviously learned that well.

In a time when we hear so much negativity, hatred, rage, and revenge against police officers, I wanted to take a minute and share my experience. I was the criminal, I was on the inside of the cell because of my own accord and actions. Regardless, I was treated fairly, respectfully, and kindly by not one, but everyone. I will be forever grateful for your compassion, empathy, care, and concern. Again, when much of the world is ready to criticize, I am ready to commend and thank you.

Your kindness will never be forgotten.

NORTHBOROUGH - The Northborough Helping Hands Assoc. Inc. (NHHA) is gearing up for its 14th Backpack Drive, which will continue to benefit students in need in the Northborough public schools, grades K-12, for the 2021-2022 school year.

Last year, 120 backpacks and grade appropriate school supplies were donated.

NHHA’s projected fundraising goal for the Backpack Drive is $4,000, and donations will be accepted until May 31, 2021.

Shrewsbury sends letter asking for turn restrictions

I think the restriction to South Street is an important first step and public feedback largely supports that concept.

SHREWSBURY - The Shrewsbury Board of Selectmen moved forward May 11 with sending a letter to the Massachusetts Department of Transportation (MassDOT), recommending restricting left turns from South Street onto Route 20.

In April, Shrewsbury asked for feedback on the plan. During their May 11 meeting, Chair John Samia said the town received “hundreds of pages” of feedback.

“I think the restriction to South Street is an important first step and Kevin Mizikar public feedback largely supports that concept,” Town Manager Town Manager Kevin Mizikar said.

The letter comes on the heels of a crash earlier this year involving a school bus carrying students from Al-Hamra Academy and a tractor-trailer on Route 20.

Samia thanked the community, including Al-Hamra students and “some children who had been previously injured on Route 20” for their feedback.

Mizikar said the letter will also encourage MassDOT to move as “promptly as possible” with other improvements to Route 20.

Last month the town submitted, through U.S. Congressman James McGovern’s (D-MA 02) office, a letter seeking $15.4 million in federal money to fund the Route 20 improvements.

WHS Graduate Fights Anti-Asian Racism Westborough High School graduate Ryan Doan Nguyen speaks from the Parkman Bandstand on the Boston Common during a protest he organized earlier this year.

By Nance Ebert Contributing Writer WESTBOROUGH - One of Westborough’s own will soon be honored at a Boston Red Sox game, Friday, May 28 for his work demanding an end to antiAsian hate.

Ryan Doan Nguyen grew up in Dorchester and Westborough, graduating from Westborough High School.

He was involved in the Westborough Cultural Council and the Youth Commission. He is currently on a ‘gap year’ and traveling with four others across the country attempting to visit every state. In the fall, he will begin his first semester at Harvard.

Doan Nguyen followed recent news on a surge in attacks and hate crimes against Asian Americans. He was incredibly sad and took it personally.

Having never organized such an event before, Doan Nguyen, Harvard classmate Janet Hernandez and Manny Chong, a graduate student from Northeastern, came together to help

organize one the state’s biggest rallies for change on the Boston Common amid a recent surge of organizing to end anti-Asian hate.

That event was held on March 13 and was well attended with between 800 and 1,000 participants from diverse backgrounds coming together to show support.

“Looking out into the crowd, I felt very hopeful and optimistic,” Doan Nguyen said in a recent interview with the Community Advocate. “It was like a

rainbow of unity and togetherness. This communal effort was also incredibly humbling and I will never forget it.”

Doan Nguyen credits the Founder of the Chinese American Foundation in Boston, Wilson Lee, for insightful help and guidance throughout the process of getting the rally organized. Beyond providing that guidance, Lee also donated cardboard for signs, beverages and over three hundred snacks in the form of sticky buns or “char siu bao.”

Asian Americans have faced an increased threat of violence particularly since the COVID-19 pandemic began.

Though there have been a number of recent high profile crimes, one attack that particularly struck Doan Nguyen was

a case earlier this year involving a 78-year-old Thai American grandfather named Vicha Ratanapakdee. Ratanapakdee was out for his morning walk when a man violently slammed him to the ground. Ratanapakdee later died of a brain hemorrhage caused by the attack.

“This hit me personally,” Doan Nguyen said. “He looked just like my ‘ong-noi’ [grandfather]. All of these people are my own people. They might wear different faces but they are the same nonetheless.

He added, “I am always thinking of ways to help and bring about change. The rally for me was a great way to bring people together in one way. I knew it would be impactful.”

As he held his event, one thing that surprised Doan

Nguyen was that he had never seen such a large physical Asian presence.

He wanted to show that this community is capable of having a big voice and was happy to see that on full display.

Instead of going to bed listening to fairytale stories, Doan Nguyen, indeed, grew up listening to stories of war and the struggles his elder family members endured as refugees from the Vietnam War. As the son of Vietnamese parents, Doan Nguyen said feels a moral obligation to fight for change. People shouldn’t have to worry about their relatives getting hurt simply while going about their day, he said.

While this is not a new phenomenon, Ryan acknowledges that society has a lot of progress to make.

“Both his dad, Chanh Nguyen and I are extremely proud of him for taking the initiative and recognizing what is going on in the world and taking action,” said Le Doan, his mom. “I am always inspired by him wanting to make the community better.”

There will be another rally on the Boston Common’s Parkman Bandstand on Monday, May 31, to mark AAPI Heritage Month.

In the meantime, the Boston Red Sox have been in contact with Doan Nguyen. Impressed by his activism, they’ve invited Doan Nguyen to be honored as a “community hero” in connection with their broader “Hats Off to Heroes” initiative.

He’ll now appear at the team’s May 28 game against the Miami Marlins, where he will receive recognition in the middle of the third inning.

WESTBOROUGH - The commercial real estate market has changed, with many tenants going virtual or downsizing.

This trend has created a high level of uncertainty for both businesses and landlords.

That’s according to Brian Hunt, Senior Vice President of Property Management for Carruth Capital, LLC, a commercial real estate firm and one of the largest landlords in Massachusetts.

Hunt’s presentation before the Westborough Economic Development Committee on May 6 touched on a number of trends the real estate industry experienced as a result of COVID-19 and its aftermath.

For example, using 2019 as a benchmark, transactions were down by 32 percent in 2020.

They were projected to drop by 20 percent this year.

In addition, the amount of square footage leased in 2020 decreased by 41 percent and dropped 32 percent in 2021.

“It shows we took a big hit for 2020, and even though we’re still down for 2021, it seems to be coming back a little,” Hunt said.

Rents, however, are trending in the wrong direction, Hunt said —with a five percent decrease last year and a 15 percent drop in 2021.

Also trending the wrong way, he said, is the amount of net revenues generated from lease transactions. In 2020, those numbers were down 38 percent. In 2021, they’ve dropped 44 percent.

doing shorter-term leases, smaller square footage at lower rents, all not things commercial landlords want to see,” Hunt noted.

He highlighted a half dozen cases of tenants departing from the portfolio—talking about how each situation was detrimental.

Some companies decided to stay virtual indefinitely, thereby eliminating real estate.

Others downsized and moved closer to Boston, said Hunt.

Businesses continue to be negatively affected by the pandemic, making tenants confused about how to carry on.

“That translates to `What are landlords going to do?’ `What is going to attract and keep [businesses]?’” Hunt added.

High tenant turnover could be ‘catastrophic’ Another urgent issue, Hunt said, is that with commercial real estate, tenants generally sign leases for three to five years. Every year, 20 percent of the portfolio rolls off as people opt not to renew. That situation could be made even worse by the current market climate.

“We could be faced with

a doomsday effect where 40 or 50 percent of tenants come up for renewal at the same time,” Hunt explained.

“We’re doing everything we can to keep the people we have,” he said.

McGuire also observed that first-floor spaces with loading areas are particularly in demand.

Also, the life science market is booming, with 20 million square feet east of Route 128 currently in development/ planning stages. The demand is enough to fill space until at least 2024, if not 2025, McGuire said.

Shrewsbury’s new police station goes before Planning Board

SHREWSBURY - The Shrewsbury Planning Board got a first glance at the plans for a new police station May 6.

During their meeting, the board praised the presentation by the project’s architect and project manager.

However, some board members voiced concerns about the proximity of the construction site to the current police department at 106 Maple Ave. They specifically asked whether emergency vehicles would be able to get between the construction fence and the old station.

“I’ve got a bit of concern on the safety aspect,” said Chair Steven Boulay. “… But it is a very close site to be building next to one another.”

The project architect told the Planning Board that they’ve been working with the Shrewsbury Fire Department and would address their concerns.

Project takes shape after funding authorization In November, Shrewsbury voted to authorize a $42 million debt exclusion to both repair and replace the public safety radio system and build the new station.

The new station will be constructed on the Maple Avenue campus, which houses the current police station, Town Hall

“The idea here is to create a welcoming environment that sort of draws you into the site rather than just passing along Maple Avenue,” said project architect Matthew Salad.

According to Salad, the station will be constructed to the north and west of the current one. Nearly double the size of the current station, the new facility will offer 31,125 square feet of space.

a brick facade. Most of it will be one story, and the highest point — a cupola — will stand at 44 feet tall.

Salad said the new station will be a more “open” and “welcoming” environment.

“I don’t know about all you folks, but police stations are scary places for most of the public,” Salad said. “So, we want to make sure that they feel welcome and can interact in a safe, positive way with their police department.”

Internally, there will be a training room, which can be used by both the police and the public, and public meeting rooms. Salad said the training room will act as the new emergency operations center.

A total of 104 parking spaces will be added to the campus, including 88 in a private police parking lot. There will be a new entrance to this parking lot off Maple Avenue, which will be fenced in and accessible with an access card.

The current entrance, which is near a memorial and time capsule, will be turned into a community space with asphalt walking paths, said Project Manager Victoria Houle.

Houle said there will be a new memorial constructed near the training room.

Architect details next steps Once the new station is constructed, the old station will be demolished.

Until then, Salad said there will be a barrier between the existing station and the construction site.

Fontaine Brothers has been hired as the construction managers. Salad said the workers will not be parking at Town Hall or at neighboring sites. He added that they will be coordinating how their trucks are driving through Shrewsbury and planning ways to reduce vehicle movement in and out of the site during peak traffic times.

Westborough flag planting marks push to honor local veterans

By Dakota Antelman Managing Editor WESTBOROUGH - Hundreds of flags now wave by the graves of Westborough’s heroes after members of the Westborough Veterans Advisory Board worked with a handful of volunteers to fulfil part of an annual tradition.

Working early on May 1, the Advisory Board fanned out across St. Luke’s Cemetery, Pine Grove Cemetery, the Midland Cemetery in town as well as Westborough’s Downtown Cemetary across from Town Hall.

Flags in hand, they worked to mark individual graves of local veterans.

Westborough holds Rubber Duck Derby

WESTBOROUGH - Pinwheels caught the sunlight and the wind last week at each of Westborough’s six public schools.

The pinwheels were part of a Gratitude Garden initiative spearheaded by the Westborough Education Foundation (WEF). They aimed to recognize teachers during Teacher Appreciation Week and thank them for their service to students and families particularly during the COVID-19 pandemic.

The WEF collected donations through the Gratitude Garden project from the community and ultimately set up dozens of “flowers” at each school facility.

“The Gratitude Garden is just a fun way to show appreciation for our teachers while raising money at the same time to support our grants,” WEF President Maureen Johnson told the Community Advocate last month.

WESTBOROUGH - Rubber ducks bobbed down the Mill Pond Spillway in Westborough, with hundreds watching virtually via Facebook Live April 10.

The event marked the Westborough Lions Club’s first annual Rubber Duck Derby. Mirroring events held over the years in other area communities like Hudson, the derby saw community members pay to adopt individual rubber ducks. Organizers then dumped those ducks into the spillway, watching to see which one rode the current fastest down a short track to the finish line.

Due to the pandemic, it was an all-virtual event, with online duck sales and that aforementioned livestream. That didn’t deter community members, though, who turned up to adopt 341 ducks.

“It was a hotly contested race, as the lead changed several times with the winning duck, number 2000, adopted by Greg Conlan, taking the lead in the last few seconds of the race,” read a Lions Club press release

Having won, Conlan now gets to take home 50 percent of the funds raised through the race effort. That comes out to $1,310.

The Lions Club, meanwhile, will be using its share of the Duck Derby money to offer a $1000 scholarship to a Westborough High School senior

“Due to the enthusiasm of all involved and the success of the event, the Lions plan on hosting the Derby again next year,” read the Lions Club press release.

The scent of freshly spread cedar mulch is easy to recognize as it dances with the breezes that also carry the delicate perfumes of lilacs and hyacinths. The bees have also started to get to work; diving into the center of each budding flower to then emerge wearing pollen like a badge of honor. Birds

and squirrels do their daily patrols of yards, trees and bushes, to find tasty treats and items to make their nests.

The natural world outside is busy this time of year, doing all of this while we type away at laptops, watch our children’s soccer games and check out the latest on social media apps.

ith spring fully upon us, green and brown stalks of perennials are pushing themselves up from the ground, shaking off their winter’s slumber.

The daffodils, forsythia, tulips, bluebells and other cool weather plants are blooming, reaching for sun’s warming rays.

Town Beautification Volunteers As you traverse the main streets and side roads of Westborough, these scenes dot the landscape in almost any way you shift your gaze. Many of these well-manicured visions are through the work of a large team of volunteers within the Westborough Garden Club, some individuals having been with the club for multiple decades. For almost 90 years, this “Garden Army” of sorts deploys to 19 different sites in Town.

This includes children’s fairy gardens, veterans’ memorials and gardens within high garden islands located in highly trafficked main thoroughfares. It’s a labor of love and fortitude that these men and women take on

without fanfare or public recognition. Their mission is a simple one: make this spot beautiful.

WESTBOROUGH - Westborough school administrators think adding a world languages department coordinator will strengthen the program and help students transition in that subject as they move from middle to high school.

Speaking at the May 12 School Committee meeting, Assistant Superintendent Daniel Mayer noted the state had updated its standards for world languages and provided a curriculum framework. The new framework, he said, is more performance-based and less reliant on textbooks.

The emphasis is on more “authentic communication,” Mayer said.

While in the past the focus was on literacy and writing, now students will concentrate on actually using the language.

“Over the last few years, we’ve been moving in the right direction,” Mayer said, even in the absence of updated standards.

He said that students start studying languages in grade 7.

ing their “benchmark” with other school districts, more than half already have a coordinator overseeing their world language programs.

He added that the district decided to add the position

and drafted a job description.

The person hired will teach one course each at the middle and high school. The rest of the time, they will help with professional development, mentoring new staff and overseeing the program’s curriculum.

“We feel confident this is a good move for the district,” Mayer said.

Superintendent Amber Bock said that the coordinator could help explore the possibility of starting world languages in grade 6. However, she said this change would not happen right away and could be more of a long-range, strategic option.

“We’re adding an opportunity to reach for stuff that we haven’t had time to strategically plan for [before],” Bock said.

School Committee Vice Chair Stephen Doret asked how a coordinator would be funded.

Bock explained the position is covered by curriculum funds within the existing school budget.

“Who is doing this work now?” School Committee member Raghu Nandan asked.

Mayer said the role is being created because someone has to “fill in a gap.” Bock added that some of the work is currently done by short-term, projectbased groups.

If eventually the language program moves into grade 6, the budget would be impacted, she said.

The district hopes to have a coordinator in place at the beginning of the next school year.

Westborough district opts out of School Choice program

By Susan Gonsalves Contributing Writer WESTBOROUGH - Because of space limitations, the Westborough School Committee voted unanimously to opt out of the School Choice program for the 2021-2022 year.

The vote at the May 12 meeting came after Chair Kristen Vincent explained that each year, districts decide whether or not to participate in School Choice.

In Massachusetts, Vincent said, the Interdistrict School Program allows a parent to

enroll a student in a school district that is not the child’s home district. Some districts will allow students only into certain grades, while others, like Westborough, cite space shortages and opt out.

“Historically, the reason we haven’t accepted School Choice is because we have no room,” said School Committee Vice Chair Stephen Doret.

Significantly, he said, the town is spending more than $50 million to construct Fales Elementary School to provide both an update of the facility and build additional classrooms.

Doret added that it would be “illogical,” to accept School Choice.

Assistant Superintendent Daniel Mayer noted that the incoming Kindergarten class is larger than last year’s class but of “average” size.

School Committee member Lisa Edinberg said that it is difficult to assess how much space there will be until the new Fales School is completed. But talks prior to this year indicated there would be no “excessive” space, she noted. “That might be a discussion in the future.”

Superintendent Amber Bock said it is important to remember that when you accept School Choice, the district is keeping the students “through the trajectory of their school career.”

She noted that some districts say, “Well, we have room in Kindergarten or [another grade], but it really doesn’t work that way.”

Bock continued, “In my seven years, (we) look at the fact we’re comfortable and we’re tight.

We’re not in any place where we want to increase enrollment in this community.”

With class sizes of 25 or 28 students each, there really is no room to consider enrolling more kids, agreed School Committee member Radhu Nanan.

The project, which took place in March, was inclusive of the school’s remote students who had the option to pick up materials or make a sign at home and submit it to their teacher.

With some students completely remote and others splitting their time between the school and home, Guellnitz recognized how the situation called for teachers and staff to ensure everyone was included.

Questions around how students are feeling, how this experience affects their learning and if they’re emotionally ready to learn were topics of conversation.

“I think the most important thing we wanted students to take away was to really have that idea of what it is to share love and to share unity and be part of a larger community. It was good to show as a school that we can be part of that constructive conversation around inclusion and unity.”

Newly vaccine-eligible teens and pre-teens flock to local COVID vaccine sites

By Debra Roberts Contributing Writer REGION - Many parents are seeing the light at the end of a very long tunnel after learning that their 12- to 15-year-old children are now eligible for a COVID-19 vaccine, as of May 12.

Several parents in the region have already shuttled their teens and pre-teens to the nearest vaccination sites shortly following the announcement.

CDC and FDA make announcements The green light for this age group came from the Centers for Disease Control’s (CDC) Advisory Committee on Immunization Practices.

The CDC’s May 12 recommendation came soon after the Food and Drug Administration (FDA) announced May 10 that it had expanded its emergency use authorization (EUA) for the Pfizer COVID vaccine for those over age 12. Pfizer is currently the only vaccine manufacturer that is approved for use in the

Local vaccine sites ready, kids and parents relieved Immediately following the CDC announcement, local health agents and school superintendents reached out to the public regarding the expanded age eligibility, directing parents to the nearest regional mass vaccine sites as well as the state’s vaccine booking website Vaxfinder.Mass.gov. The sites were ready to administer vaccines to the younger age group the day after the CDC announcement.

Massachusetts vaccine access now better than initial rollout Baker has been both praised and criticized for his handling of the coronavirus, reopening, and most recently the vaccine rollout.

Indoor attractions include an arcade, go-kart racing, Apex Kids, a ropes course, sports simulators, laser tag, Apex mini-golf, bowling, bumper cars and more. In addition, indoor birthday parties and private and corporate events can also be held.

The Apex Entertainment Center opened in December 2017. It has since been deemed the largest family entertainment center in New England.

“The first Saturday of every month, prior to opening, we invite participants for a sensory-friendly hour of fun geared towards those with autism,” Luzzi said.

He added, “We also partner with the New England Center for Children and had a deal with them that we would give them one hundred dollars for every field goal the Patriots made. With twenty-six field goals, we donated twenty-six hundred dollars.”

The Apex Entertainment Center also partners with The Hole In The Wall Gang Camp, which was founded in 1988 by Paul Newman. Located in Connecticut, the camp provides a safe and fun experience for children who are seriously ill.

Apex is now selling green bracelets for three dollars each, marked with both the Hole in the Wall name and the Apex Entertainment Center’s name.

The match was held at Shrewsbury’s home court and actually marked the team’s first home game of the year.

They faced off against Algonquin, which opened its season with a shutout win over Shepherd Hill, but stumbled in the days since.

Taking the court, Shrewsbury pulled off the narrow victory. Grace Gerber, Anuska Mukhopadhyay and Aanya Gupta helped sweep singles play, letting Shrewsbury overcome its two losses in the doubles game.

With this victory, Shrewsbury improved its record top 2-2.

Algonquin, meanwhile, fell to 1-3.

Shrewsbury firefighters battle boat fire on Lake Quinsigamond

SHREWSBURY - An 18-foot fiberglass boat went up in flames on Lake Quinsigamond on May 13.

No one was injured, but the vessel was deemed a total loss after photos showed dark black smoke billowing from the boat deck.

The Shrewsbury Fire Department said shortly after the blaze that an investigation was ongoing.

mediately determine the exact cause of the fire, a Fire Department spokesperson did say May 13 that their initial investigation suggested the boat’s operators were trying to start their engine near shore when their fuel ignited.

“Witnesses reported observing some type of engine problem that led to the sudden ignition,” a fire spokesperson wrote in a press release.

off North Quinsigamond Ave. Responding fire crews then extinguished the flames.

The Massachusetts Environmental Police were notified of the incident.

Boat fires are not common.

Nevertheless, Shrewsbury Police have responded to similar events in the past.

Almost exactly a year before this latest incident, a speedboat caught fire on the lake.

First responders extinguished that fire, in that case, using their fireboat to douse the stricken vessel.

Marlborough firefighters battle early evening fire May 12

By Ron Ayotte Contributing writer MARLBOROUGH - Firefighters made a quick knockdown of a structure fire at 113 Washington St. in Marlborough in the early evening hours of May 12.

Engine 1, Tower 1, Rescue 1 and Engine 4 responded, at 6:04 p.m., along with Car 2 and Car 5.

Engine 1 found a heavy fire condition in the apartment on the first floor. Firefighters Matt Vickery and Mike Cizek brought in a hoseline from Engine 1.

“It was very hot in the apartment,” they said.

An aggressive interior fire attack kept the fire from spreading to the rest of the structure, but the house had extensive smoke and heat damage.

Marlborough Police Officer Borden Wicks stated that he had just ridden by the house 10 minutes before the fire while on a bicycle patrol. He saw nothing out of the ordinary.

Two families were displaced by the fire.

The cause of the fire is under investigation by the MFD’s Fire Investigation Unit.

REGION Man shot in Northborough, suspect flees

NORTHBOROUGH - A man was seriously injured after being shot in the leg May 10, according to Northborough Chief of Police William Lyver Jr. No arrests have been made yet.

Northborough police responded at 1:26 p.m. to a 911 call for a person who was shot in the leg in the 50 block of Maynard Street.

Lyver said when police initially responded, they found a man in the street with “serious injuries.” A “good Samaritan,” who is a paramedic student, rendered first aid and applied a tourniquet to the man’s leg.

He was then transported to the hospital.

“Last I heard, he was in surgery,” Lyver told the Community Advocate later in the afternoon.

City Council approves BJs tax deal

By Vicki Greene, Contributing Writer MARLBOROUGH-BJs Wholesale Club is seeking a tax-increment financing agreement (TIF) associated with its plan to move its Westborough headquarters to 100 and 350 Campus Dr. in Marlborough.

The City Council approved that tax deal at its May 10 meeting. However, the vote was not unanimous.

Decision follows Finance Committee meeting The City Council passed the TIF with an 8 to 3 vote.

This followed a Finance Committee meeting on May 3 where Mayor Arthur Vigeant, along with BJs representatives, gave a detailed presentation regarding the move.

The committee voted to recommend the full Council approve the TIF agreement that night.

Vigeant did concede that BJs isn’t planning on hiring new employees living in Marlborough.

Rather it is bringing approximately 800 current employees from the current Westborough headquarters.

BJs offers details of agreement BJs is planning to lease 187,825 square feet in two buildings.

They’ll take up 168,581 square feet at 350 Campus Dr. and 19,244 square feet at 100 Campus Dr.

The company also plans on building a 120,000 square foot parking structure for 300 cars, solely for its employees, at a cost of $8 million.

BJs anticipates spending $15 to $18 million on interior construction including office space and the installation of a data center.

The TIF agreement starts July 1, 2022 and runs for 20 years. The tax exemption percentage starts at 100 percent and decreases over time. It is based on the cost of the new parking structure.

The Marlborough Economic Development Corporation (MEDC) oversees all TIF agreements to ensure that the companies meet agreement criteria, including job creation and monetary investments.

Several councilors question need for a tax incentive As the TIF passed on May 10, opinions on the City Council itself were split.

With the city’s Fiscal Year (FY) 2022 budget process underway and amid the ongoing COVID-19 pandemic, Council Mark Oram voted against granting BJs the TIF. “I don’t think a TIF is going to matter [to BJs,]” he said. “What matters is location, highway access, access to utilities. So, they’re coming to Marlborough.”

Councilor Samantha Perlman echoed Oram’s sentiments and didn’t feel a tax incentive was necessary, particularly during a tough tax revenue year.

“Marlborough sells itself,” she said.

The stone clock tower, built in 1891 as a donation from Old Colony Railroad Corporation President Charles Choate, requires repairs because of a number of problems. These include cracking mortar joints, fracturing stones and cracking on stones both inside and outside the tower, according to a 2017 evaluation by Spencer, Sullivan, & Vogt, Preservation Architects.

Senior Warden Mark Weiler said the renovation of the tower, an important and historic part of Southborough, is an example of why the CPA was established.

“We are the benefactors of somebody who, 130 years ago, paid for the entire construction of a brand new tower,” Weiler said. “There aren’t that many people within the parish that have a large amount of money and deep resources that are able to step forward in very philanthropic ways to save the day.”

Blanchette said that the one percent tax surcharge has been applied every year since Southborough adopted the CPA in 2003. Voting to approve the grant for the renovation will not result in any tax increase for residents, he added.

There are limits on how a town can allocate this kind of tax funding to churches like St Mark’s.

Most notably, a Massachusetts Supreme Judicial Court case, Caplan v. Town of Acton, established in 2018 three conditions that a renovation plan for a religious building has to meet to receive CPA funding.

According to the ruling, CPA

Ultimately, he said he will most likely vote against providing CPA funding for the renovation at the town meeting.

funding cannot help renovate anything with religious symbolism, aid the operation of the religious institution in any way, or infringe upon freedom of religion.

In a legal opinion written later that year at the request of the Southborough Community Preservation Community (CPC), Town Counsel Aldo Cipriano wrote that St. Mark’s application for CPA funding appears to meet the criteria established in Caplan v. Acton.

been helping families move and offer the following advice on how to make sure children of all ages cope with the home buying process and the big move.

Here are a few recommendations that I share with my clients when it comes to moving with children.

FINDING A NEW HOME Communicate - Maintain an open dialogue with children about the decision to move to a new house.

Engaging them at the beginning of the process will give them time to get used to the idea and ultimately accept the change. Explain the reasons behind the move, and answer questions truthfully. However, early discussion does not mean it is necessary to bring them to every single home being considered, especially very young children. Once the choices have been narrowed down to perhaps two or three, bring them to the homes so they can begin to feel familiar with new surroundings.

Listen - Listening to what children are saying about the move is just as important as talking to them about it. By paying close attention to their statements and reactions, parents can alleviate any fears. This is especially important for school-age children and teenagers who may be reluctant to leave their friends and classmates.

Avoid being dismissive of their social concerns; acknowledge them and remind them about the new opportunities that await them. Focusing on the positives of the move may help settle down anxious children.

Explore - After deciding on a new home, I can help your family discover their new neighborhood by showing you the playgrounds, community centers, recreation areas and other areas important to the children that help make the environment seem more familiar.

MOVING IN Comfort - Pack up the children’s rooms last to minimize disruption. The longer they feel secure in their own rooms, the easier the transition will be. Then, set up their new bedrooms first so they feel like they’re back in familiar surroundings.

And do not completely redecorate the children’s rooms in the new home; maintain continuity so the children feel secure. It is very important to return to normal routines as quickly as possible, so set up the kitchen second. Try to serve meals at the same times as before, so there is not too much change all at once.

Engage - Show the children all the other rooms in the new home and let them participate to a degree in decorating decision-making.

By accepting input on decoration, parents will make their children feel like they are part of the process.

Surprise - Arrange for special treats to be waiting for everyone at the new house. New games or new cuddly friends will keep the children busy during unpacking and make the first memory of the new house a pleasant one to remember.

Shrewsbury proposes closing Purinton St. access to Rt. 20

SHREWSBURY - Drivers may soon be no longer able to use Purinton Street in Shrewsbury to cut from Route 20 to Grafton Street.

The town is proposing to close the end of Purinton Street and turn it into a cul-de-sac.

The planning board approved plans to do so during its May 6 meeting.

“I think it makes that a whole much safer, as I frequent that street. I think this is a great idea,” said Planning Board member Joseph Thomas.

According to Town Engineer Andy Truman, the idea to close Purinton Street was proposed as part of the Massachusetts Department of Transportation’s (MassDOT) widening of Route 20 to two traffic lanes in both directions from the Worcester city line to a spot just past Purinton.

He added that there are currently speeding issues on Purinton Street.

“A lot of people use Purinton as a cut through to get to Grafton Street lights,” Truman said. “They typically do not slow down as they come off Route 20.”

Truman said the work to

Planning Board member Purna Rao said any impacted drivers trying to get onto Route 20 would now have to use Grafton Street, which would be able to handle the traffic.

This conversation comes amid an ongoing public discussion about safety issues along Route 20 in Shrewsbury.

Public officials note that they’ve been working on a variety of projects for years.

Recently though, Selectmen have reached out to the MassDOT and to US Rep. James McGovern for help limiting left turns onto Route 20 and for federal funding to pay for other improvements.
