CHANGE BEHIND SCENES A new official organiser could be a cause for concern, but the NHCL team inspire confidence BY JOEL CAMPBELL

T

HIS YEAR’S Carnival may have all of the usual fun and frolics associated with the event – but behind the scenes there have been more than a few changes. Carnival Village Trust’s subsidiary, Notting Hill Carnival Ltd

(NHCL), was confirmed as the official organiser of the Notting Hill Carnival 2018. It has vowed to safeguard the future of the event by making it the most ‘successful, safe and spectacular carnival’ to date. As the central organisation for this iconic event, NHCL is dedicated to the arts and bringing together the carnival’s community to reinvigorate and celebrate the carnival’s rich heritage. The core team have been involved in Carnival for over 40 years, with the Carnival Village Trust organising and hosting Carnival arts, events and classes for over 11 years – including moko jumbie stilt-walking, mas-making, Carnival make-up and steel pan lessons as well as tea and cake mornings for local seniors at the both The Tabernacle and YAA Centre. Notting Hill Carnival is an all-inclusive celebration of Caribbean culture and symbolises the effect the Windrush

Generation and larger local community has had on Britain. These people are its heartbeat and not only laid the foundations of Carnival, but also the wider community groups that are now a vital part of Notting Hill. “Our aim is to put on a successful, safe and spectacular Carnival and really bring everyone together, using all the incredible talent and enthusiasm that this community is known for,” says Notting Hill Carnival executive director Matthew Phillip. “I saw a banner at last year’s carnival that read ‘ComeUnity’. For me, that is carnival. It brings

unity. We want to celebrate its heritage, enjoy its present and welcome as many people as possible to safeguard its future.” OPPORTUNITIES NHCL has brought together an advisory board. Through this broad committee, NHCL will help ensure that Carnival’s heritage is respected while introducing a raft of new initiatives. The first is to reinvigorate Children’s Day, which has traditionally taken place on the Sunday, with special participation for children and more.

There will be an increase in the participation of children’s bands and more family-friendly options. A commitment to train a substantial number of local stewards is also central to the plan, handing ownership of Carnival to the community, allowing the police to step back and providing Carnival-goers with the best local knowledge. Each community within the carnival’s footprint will provide stewards for their area, with steward training to a NVQ and SIA standard offered – a qualification providing employment opportunities beyond Carnival. The stewards will be paid and

work alongside staff from crowd management company McKenzie Arnold. There will be stricter enforcement of parade rules to ensure that all bands are constantly moving, resulting in an equal opportunity for all participants to be judged as well as keeping the parade flowing and timely. Health and safety will be centralised for the first time, with regular planning meetings scheduled with Carnival’s ‘strategic partners’. Enhanced temporary building, electronics and food hygiene standards are essential in safeguarding a long and prosperous future for Carnival.

Red Bull teaming up with Mangrove RED BULL Music returns to Notting Hill Carnival for the 10th year with its biggest programme of events to date, paying respect to Carnival’s rich heritage, prolific present and emerging future. Along with hosting an open-toall sound system on August 26, Red Bull Music will be teaming up with Mangrove to mark the local mas band’s 40th anniversary, bringing the biggest float on the carnival parade come Monday. A line-up of the biggest names in dancehall, afro bashment and UK afrobeats will descend on to Emslie Horniman’s Pleasance park – also the site of the Panorama steel band competition (see page 24) – for the return of the Red Bull Music Sound System.

While the day’s arena-selling Jamaican headliner was top secret at the time The Voice went to print, the likes of leading UK afrobeats star Maleek Berry, Warning Crew’s first lady Lisa Mercedez and Leicester-hailing dancehall rapper Trillary Banks are all announced. CELEBRATION Afro B and Team Salut will also make their sound system comeback, with their collaborative Afrowave Sound set, joined this year by their own dance crew. Ahead of the two-part carnival celebration, Mangrove’s West London HQ will house a series of free workshops. A full carnival experience,

attendees will learn from Mangrove’s carnival masters as they share skills crafted over their 40year history at Notting Hill. First up, there will be an opportunity to rehearse with Mangrove’s legendary steel band. The second workshop will be an insight into how the group creates their trademark feather and sequin apparel and Mangrove’s chief choreographers, Sunshine and Nadiva, will guide ravers through a carnival procession routine in the third session. Finally, Mangrove’s resident chef Fats will walk attendees through the making of carnival’s quintessential dish: jerk chicken. All workshops are free and operate on a first-come-firstserved basis.

Spa Experience by Better, pictured above and below, is an award-winning concept, based on making day spas accessible and affordable for the whole community. On arrival we were given our dressing gowns, towels and flip flops and shown to the changing rooms by a friendly staff member who made sure we were equipped with everything we needed and ensured we knew where everything was. We headed to the Thermal Spa where we could make use of the sauna, steam room and freezing cold plunge pool. The play on hot and cold temperatures was refreshing. There was also the option to chill out in the various silent areas all at various temperatures. This led nicely on to our ‘couple’s massage’ we where were treated to an hour-long full body massage, which I can honestly say was divine – head to toe relaxation from start to finish. Both therapists made sure we were comfortable and warm at all times. We finished the massage off with a glass of water to cleanse the body and had the option to return to the Thermal Spa once our massage was finished. A great experience where we left felling relaxed and revitalised.

in August (the longest running in the Southern Caribbean). In this regatta local and regional teams compete in exciting races for bragging rights. Soul, reggae, soca and so much more, the Pure Grenada Music Festival (3rd to 5th May, 2019) has it all; bringing together international and regional artists to perform at the spectacular Port Louis Grounds in the heart of St. George’s. The Festival has excellent environmental credentials and all profits are invested in fostering young musical talent. This is a showcase for local talent, too, and there’s a lot of it, from singers like Sabrina Francis to legends like Hollis Mapp ‘Mr.Killa’. Three nights, two stages. There’s plenty to keep the groove flowing. Chocolate and sunshine don’t mix, right? Wrong! Grenada now boasts five ‘tree-to-bar’ producers with more to come. Tree-to-bar means that the cocoa is grown on farms that then roast the beans and produce chocolate right there: so much better for the environment and islands’ workers. It’s delicious, too! Grenada Chocolate Fest (31st May-7th June 2019) is a celebration of all things to do with cocoa and chocolate – it’s a time for cooking with chocolate, trying cocoa-inspired meditation, pairing chocolate with island rums (there are three distilleries in Grenada) and visiting farms and factories to follow the journey of the bean! While you’ll find something special at all the Grenada festivities, there’s one that is truly unique – Shakespeare Mas in Carriacou. Every February, island life pauses for the island’s Carnival festival (yes the destination has two) with competitive performances of speeches from works by The Bard –adults and children alike join in, fully costumed and compete as they recite Shakespeare’s best lines. Woe betide the one who doesn’t do as well as his or her opponent in this feast of language – whop!

Soul, reggae, soca, calypso… and so much more Here are some of the fetes to look out for at Spicemas. Bring a tank load of stamina and you will surely become integrated into the Grenadian family. J’Ouvert is a Caribbean neologism. It’s from the French words jour, which means day, and ouvert, which stands for open. In its practical modern application, J’Ouvert – which begins at daybreak – marks the opening session of the

final two days of carnival. JAB JAB is where you forget about the pretty costumes and enjoy an authentic and deeply meaningful experience. You will be covered from head to toe in black paint or oil with horned headwear. This is a centuries’ old J’Ouvert tradition which has become a celebration of freedom. You are bound to see hundreds of people dancing in the streets in brightly coloured paint, too. The choice is yours. Monday Night Mas is the peak of Carnival Monday and is a highly anticipated event. Hundreds strong brightly coloured t-shirt bands wave fluorescent wands dancing through the streets into the early hours of the Tuesday morning. As the annual weekend of celebrations is just around the corner, we shine a spotlight on the Carnival’s Sound System stalwarts, Rampage... BY SEANI B

T

HERE IS A wellknown inside joke around Carnival circles in west London. A few years ago the police did a briefing where they outline the three questions they get asked the most at Carnival. They were “Where are the toilets?”, “How do I get to the tube station?” and “Which street are Rampage on?”. Put bluntly, the Rampage sound system are legends in the history of Notting Hill Carnival. With over 25 years of experience as award-winning club, radio and international DJs, they

are perfectly placed to give anyone reading this column an insight into what makes them the ‘go-to’ sound for the ultimate street party. Mike Anthony, Treble Tee, DNyce and DJ Maurice have the whole locked from midday Sunday through to close of play on Monday…and you never know who may turn up! BrukOut had the honour of working alongside the Rampage team at the 2017 event and it was definitely a highlight in our story.

With only a few days to go I managed to capture DJ, colleague and friend Treble Tee to find out how they are shaping up for the weekend. BrukOut: How are you feeling as you approach another year at Carnival? How long has it been now? Treble Tee: It’s been over 20 years at the Carnival and sometimes it’s hard to believe it’s been that long. It doesn’t seem that long, but we are blessed that we are still part of the it. BO: Rampage at Carnival are a legendary

feature – how important do you rank the festival? TTT: It’s one of, if not the most important urban music event in Europe, and the recognition it gets worldwide is testament to that. People travel from all over the world and an August Bank Holiday without it just wouldn’t seem right. BO: You must be a popular man with artists and PRs when carnival comes around – how do you deal with the expectation? TTT: I’m usually too busy trying to sort some last-minute thing to have time to worry about expectations. We’ve done Carnival enough times to know that the skies might open and rain all day and ruin any expectation I might have built up for myself, so let’s play it by ear! BO: List a few of the Caribbean music stars that have performed on your stage... TTT: Oh, so many – Sean Paul, Buju Banton, Cham, Rupee, Kevin Lyttle and Busy Signal, to name a few. BO: How do you manage to ensure that each year feels different and fresh in what you do? TTT: Every year the music is different, so all the big records from the past 12 months are new and fresh for Carnival. As well as that we’ll have been planning improvements from the previous year in order to make each successive Carnival better. BO: Obviously, the roots of Carnival are from the Caribbean, particularly the ‘on the road’ element – how has the sound system element been integrated into the fold? TTT: Sound System culture has been part of British Urban culture for many years now, quite often without people realising where it’s come from. Since the 1950s people have been wiring up banks of speaker boxes and ‘playing tunes’ across all genres like reggae, soca and R’n’B, and later on it’s included house, hip-hop and drum ‘n’ bass, plus many other sub genres. The influence can clearly be seen. BO: You’ve always been the kings of multi-genre, even when many others were trying to genre streamline – was that a difficult challenge to overcome?

CARNIVAL KINGS: Rampage have been performing at the Notting Hill spectacular for more than 20 years; left, Treble Tee TTT: Sometimes, yes. Curators of certain cultures didn’t want you messing with their ‘thing’ so you would often get run down and called all sorts for adopting a new genre. We’ve had resistance and remarks from all sorts of purists who think we don’t represent their ‘thing’ properly.

“Being genuine goes a long way” BO: With black music so much in demand now, how do you compete with brands that seem to use the event as their annual showcase? TTT: Being as real and genuine in our delivery and music selection goes a long way. As does having genuine respect. BO: What’s the best thing about carnival for you? TTT: The people forgetting all

their worries for a minute and just getting down. BO: Talk us through a Treble Tee Carnival weekend... TTT: Insanity from Wednesday night! Gigging right through to Sunday morning then Carnival itself on Sunday, a gig on Sunday night, no sleep, straight to west London for Monday, Carnival again all day, a Monday night gig, then sleep for a couple of days! BO: Can you let us in on any surprises for 2018? TTT: I’m not allowed to tell you, but we’ve had the likes of Stormzy, Wiley and Tinie Tempah jump on the set with us before, so you never know. BO: Any advice for a carnival newbie? TTT: Don’t wear new trainers, arrange a lost friends meeting point, be prepared for two million people celebrating life and coming in peace to party. So there you have it – if you want to party with the best of them but don’t know where to find Rampage, it’s simple – ask a policeman!

PRE-PARTY PARTY! Sixth annual community festival goes off with a bang BY DAVID KALLOO

D

ESPITE THE inclement weather, the sixth annual Notting Hill Carnival Pioneers community festival was heralded as one of the best yet. This year the festival, which took place on August 12, was held in Emslie Horniman’s Pleasance park on Kensal Road where those attending had the freedom of space for picnicking and to relax and enjoy the eclectic mix of music on offer. Performances included those from Zoe Devlin Love, Barry Ford Band, Mangrove Steelband and lovers rock from the Queen of Lovers Rock herself, Janet Kay and Carroll Thompson. The stage also saw Victor Romero Evans, Reggae Star Factor winners and the mesmerising ‘80s sound of the Brit Funk Association and many more.

The NHCP community festival has established itself as the biggest pre-Carnival event on London’s Carnival calendar. It has done so under the artistic directorate of Leslie Palmer MBE and his team led by Lynda Rosenior-Patten who has demonstrated the festival has the potential for growth and more importantly has the interest of the community at heart. RHYTHMS Food stalls, arts and craft and activities for young children meant that everyone was catered for in a spacious environment to enjoy, not only the pulsating Caribbean rhythms but also to sample its cuisine and delicacies. Another of the day’s highlights was a presentation of certificates to some of the pioneers of Notting Hill Carnival, including Sister Monica, Sterling Betancourt, Cyril ‘Scratcherman’ Khamai, Frank Rollock, Clive ‘Mash up’ Phillips and Sir Coxsone.

F

IONA HAWTHORNE is a passionate carnivalist. Since attending the Notting Hill Carnival for the first time aged 20, she’s never missed it. The enthusiasm that she and her husband, actor Colin Salmon, have for Notting Hill Carnival means that their four children – one who was born the day after the festival one year – have grown up playing mas. And they didn’t stop there. Hawthorne has enabled hundreds of children to get involved in carnival as part of the band that she and Salmon ran for 17 years, Fox Carnival, and now as part of the UFO steel band. Hawthorne is determined to

put children at the centre of carnival and this year the UFO truck will be adorned with a wrap made of the children’s drawings that have been digitised and then decorated by the community and local schools. The black and white version of the same wrap was used on the truck last year. EXPRESSION After the Grenfell disaster, Hawthorne and the team behind the UFO steel band wanted to use their platform as a statement about community. In 2017, members of the band wore green for Grenfell and Hawthorne says that tradition will continue this year. “Carnival is such an expression of community and community is more important than ever after Grenfell. “I feel we must just keep re-

membering until there’s justice.” Hawthorne, who is on the advisory board for the Notting Hill Carnival council, said: “I feel carnival is in a really exciting place...I feel there’s so much focus on valuing audience experience and valuing the artists taking part in it, and also highlighting children and children’s experience. “In our family it’s kind of bigger than Christmas. “The carnival tradition of that generosity of sharing art and colour, incredible skill, incredible beauty, just getting people out together dancing and the music that sets it off so joyously – to experience that as a child kind of lets you see possibility. “For a child to be involved in that teamwork or just to see it al-

lows you to think, ‘Wow, people can do anything’.” Hawthorne’s mission for carnival inclusivity extends beyond involving the community and children. The UFO steel band has three blind players, including a woman in her 70s and a 10-year-old boy. “To have her at Notting Hill is amazing,” Hawthorne said. The band have been prepar-

SIGHT AND SOUND LIKE NO OTHER: The Panorama contest is the most respected outside the Caribbean

The steel band competition is a Carnival tradition – but that doesn’t mean it’s not ripe for a bit of a shake-up this year... BY MONIFA BOBB-SIMON

T

HE NATIONAL Panorama Steel Band Competition in the UK, the most respected and anticipated outside of the Caribbean, is set to kick-start this year’s Notting Hill Carnival with panache following some changes to the original show format. As is tradition, this incredible spectacle of sight and sound takes place at the Emslie Horniman’s Pleasance park (Bosworth Road, W10 5DH) on the Saturday – August 25 – from 6pm to 11pm. For the first time, the competition will be brought inside of the

park, having traditionally taken place outside. This move will give the audience and bands a better, more engaging experience. With a capacity of 6,000, there will also be incredible food stalls selling traditional Caribbean fare and a bar will be in operation inside the park for the entire evening. COVETED With a deep and rich history, the first UK Panorama Competition took place in 1978. It has since gone on to become the UK’s most important steel band competition, with bands of up to 120 people rehearsing and fine-tuning their skills throughout the year for a chance of being named the coveted winner by impressing a panel of judges.

Also, this year spectators have the opportunity to have their say by voting for their favourite bands through the new Notting Hill Carnival app – for more, see the story on page 18 – contributing to an unofficial “People’s Vote”. Matthew Phillip, executive director of Notting Hill Carnival Ltd, believes that Panorama “is

truly one of London’s undiscovered gems”. PLEASURE He added: “I would encourage anyone who has not had the pleasure of watching a full steel band perform to come along. You can watch and listen to a steel band online, but that is
