Christy’s Corner How do you like the new look of the magazine? As we move into our quarterly format, you will read about what’s going on in our town and get to check out the beautiful mountain homes that we are so blessed to have the opportunity to sell. As the fires subsided, a new issue arose. Under some sort of emergency clause (not kidding), the Truckee Town Council instituted a ....“A Short Term Rental Moratorium” in hopes of being able to find a viable solution for the lack of workforce housing. Are you ready to stop using your home and rent to locals now? In this issue, you will see articles that give you different perspectives on the decision and some viable solutions including cash incentives to homeowners and a company providing screening services. How is this impacting our real estate market? Well, not much actually and thankfully... Some of the buyers that were on the fence have walked away from the market completely. However, we are still getting a steady flow of buyers who are ready to finally jump in and have their own vacation home for the winter. As you can see from the numbers the number of home sales are down with the reduction in the inventory. However, take a look at the growth in the average sale price and with the days on market. Overall 2021, homes sold faster at higher prices. 6 CHRISTY MORRISON
Rainbow Bridge Rainbow style bridges were a popular architectural element in the 1920’s. Other similar-looking bridges have been built at Yuba Gap, Big Sur, Redding, and Folsom. Rainbow Bridge was remarkable in its placement: it was on a gradient and had an unprecedented compound curve. According to the final 1925 construction report, “the alignment is composed of a sequence of compound curves, with a 360-foot radius curve including the arch and a 145-foot radius curve encompassing each approach span.” The gravel and sand that comprised the bridge’s concrete were mined and blended on-site at Donner Lake. The bridge’s intended cost was $26,000, but it ultimately cost $37,304.32 when finished in 1926 owing to design revisions and extensions. The ultimate cost resulted in a profit of a measly $1,319 for the contractor. Decades of heavy use in a tough climate deteriorated the Rainbow Bridge.
When I-80 was built in 1964, Nevada County received Old 40. Nevada County needed to take action in the early 1990s to reverse the degradation. They pondered demolishing it, but the Donner Summit community fought to keep it standing. The community assisted by organizing fundraisers, sending letters, and attending hearings. Steve Beucus, the general manager of the Donner Summit Public Utility District at the time, wrote a grant to the State of California. After the funding was accepted, the County Board of Supervisors expressed an interest in preserving the Rainbow Bridge as well. The County contributed $1.6 million toward the restoration, which occurred in 1993. The replacement concrete was color matched to ensure that the repaired bridge resembled the original. The only modification was to make the gaps in the rails narrower to prevent people’s heads from being caught.

Short Term Rental Moratorium in Truckee On September 28, 2021, the Truckee Town Council approved a 45-day moratorium (suspension) on issuing any new short-term rental (STR) permits through June 2022.
“Why?” You might be asking yourself. Under an “emergency” mandate, the Town Council led by Mayor Anna Klovstad, voted unanimously to ban the issuance of short term rental permits with the hopes of encouraging more work force housing and stopping the negative impacts (think trash, parking, noise) that a short term rental can have with neighborhoods. Because this moratorium was going to negatively impact so many of my buyers and sellers at least in the short term, I went to the meeting to voice my concern. Several other people were there voicing theirs too such as a current homeowner that wanted to have the option to rent their home out when they go on vacation so that they could afford homeownership. Unfortunately, as it turned out, the Mayor and Town

Council members had already made their decision to vote in the moratorium and no matter what the facts and true impacts were, they were going to follow suit and vote in the moratorium.
While in the meeting, the Town staff admitted that with the new restrictions and fines in place, nuisance complaints from short term rentals were very low. However, The Town Council members stressed that they needed to study the impact of short term rentals on workforce housing in hopes to create more housing for the locals who serve our service industry. I just couldn’t help but think, “You are expecting our second homeowners to stop using their homes and just start renting their homes out long term?” For years, people have bought second homes in the Truckee/Tahoe area with the hopes of using them as short-term rentals when not in use. With proper management, it’s been a great way to offset the expense of owning a property in the mountains. It also has been a great opportunity for families to enjoy the mountains and get a taste of the lifestyle that it provides. However, with the influx of new residents and new Town Council members, it seems as though we are starting to go towards a “not in my backyard” mentality and instituting new policies to support this.
What does this mean for you? For anyone who already owns a permit, make sure to renew it. Though it is worth mentioning, if you miss the renewal date, you will not be able to get another one during the moratorium. If keeping your short-term rental is your goal, it’s crucial that you renew your permit on time. There is also talk of permits going on a lottery system and implementing a full short term rental ban.
What are some other ways to offset your real estate expenses? In hopes of providing additional workforce housing and creating a more “community” feel throughout Truckee, the Town has issued some compelling incentives and solutions to rent to people for 30 days or more. Here are just some of the programs that have been recently created.
Accessory Dwelling Unit Program The Town is offering a bundle of loans and grants to incentivize both new construction of Accessory Dwelling Units (ADU) and long-term renting of existing units. Want to make money from a renter and from the town? The grants go up to $50,000 on new construction and $15,000 for existing. Yes, you read
that right. You just get $50,000 for making your new home a long-term rental. For more information on qualifications and also deed restrictions, you can go to the Town of Truckee website and click on the housing icon.
Workforce Housing Grant Program This program is a partnership with a rental agency called Landing Locals. The town will give a cash incentive to anyone who wants to convert their in-law unit or any other ADU to a long-term rental. This is available for whole houses or just rooms. Grants can get as high as $10,000. Landing Locals works to provide homeowners with tenants that fit their needs while also putting renters in long-term affordable living situations they need.
What can you do? Whether you agree with the moratorium or not, it is best to voice your opinion and take an active role on how we want our town to move forward and our community to look and feel. Making the Holidays Fun in Truckee, California It’s no secret that Truckee is an outdoor enthu-
siast’s dream town in the winter months, thanks to its stunning vistas of granite and ponderosa pine-covered peaks, lots of wonderful snowfall, and world-famous ski terrain. Spending the holidays in Truckee is a wonderful way to wind down the year with some fun activities. Its close proximity to Reno and all of the wonderful activities that provides means there can be crowds, but have no fear! With the right planning and knowing where to go, your holiday vacation in Truckee can be hassle free. While it seems that everyone is on the slopes and in town, there are tips and tricks to avoid rubbing elbows too closely with your fellow holiday vacations.
Make Reservations Early You can often find the most selection and get some great deals if you book your accommodation and activities early. Most visitors to Truckee are “weekend warriors,” so consider making reservations for mid-week to avoid the throngs of people, all vying for their spots at the hotels, vacation homes, and on the slopes. Heads Up! If you really want to do it up festive, Oden Landscaping is a local business in town that completely decorates the outside of your vacation (or permanent) home for the holidays, so it is bright and festive for your arrival!
The Ski Resorts Time frame wise, the peak ski season in Truckee are the days after Christmas and through the New Year. Consider going earlier in December. Having said that, there are still plenty of people on the slopes throughout the ski season. On ski days, consider leaving for the slopes first thing in the morning and getting there by 7am. Not a morning person? Mid-afternoons around 3pm usually experience a lull in visitors.
The Best Grocery Stores While there is certainly a budding culinary food scene happening with the restaurants in Truckee, there are also times when you may want to take advantage of your vacation home kitchen and cook your own meals. Safeway supermarket in Truckee is a popular choice, but can be overrun with tourists. For the freshest organic ingredients, go to the Tahoe Food Hub and New Moon Natural Foods.
Shopping in Truckee Mornings mid-week are the best times for carefree shopping in Truckee’s wonderful downtown area, brimming with quaint mom-and-pop shops selling locally-made, artisan goods you can’t find anywhere else.
Off the Beaten Path in Truckee. Donner Summit is the eye of the needle in the northern Sierra Nevada. It is a rocky mountain pass that is loaded with history – hello, the Donner Party! Whether you are a history buff or not, there is much recreation to be had. Here you can swim the lake, climb the rocks, ride a bike up the winding road, and hike a portion of the Pacific Crest Trail. Carpenter Valley has been hidden from the public for more than a century, until now, but still is unknown to many. It is a beautiful and peaceful hike, with boardwalks leading through pristine meadows dotted in bright colors from the wildflowers when they are in season. The views are long and wonderful, with a gentle creek making its way through the willows. The upcoming holiday season is sure to be a great one in Truckee. Putting these tips and tricks into practice during your visit will make your time here as pleasant and stress-free as possible.

The Truckee River flowing through the
community of Truckee is one of the Sierra Nevada’s most striking natural features, as well as the most historic. Flowing north and east out of Lake Tahoe, the Truckee was once heavily fished by the native Washoe Indians and is today the source of water for Pyramid Lake downstream in Nevada and the Paiute fish hatchery located there. In the 1840’s and 1850’s, a branch of the California Trail followed a section of the river’s course and the Truckee Canyon became the route of the Central Pacific Railroad in the 1860’s. With the advent of the automobile at the turn of the 20th century, the Lincoln and Victory Highways followed the same route. Lumbering enterprises made use of the river’s flow in the early days, as did Californians engaged in the ice industry, and the first hydroelectric power generating facilities were established upstream from Reno in the 1890’s. The river has also been the source of controversy among historians and geographers over the derivation of its name.

The Washoe Indians knew it as “Wa’tia t’iyel” but this name never caught on after the coming of the white man in the 1820’s. In May 1829, Peter Skene Ogden, brigade leader for the Hudson Bay Company, learned of the river from the Paiutes at the Humboldt Sink. The river was eight days travel to the west, he was told, but he did not proceed further because there were no beavers there.
Some four years later, in the spring of 1833, Stephen and Joseph Meek, members of an exploring party under the command of Joseph Walker, passed through the Truckee Meadows near present-day Reno. They later laid claim to discovering the river, but it still had no name. Kit Carson and other fur trappers may have been in the same area two years later, but the river did not have a name until a military expedition under the command of Captain John C. Fremont came along in January 1844. The Paiutes he encountered on the south end of Pyramid Lake brought him and his men a large fish, a Lahonton Cutthroat Trout, as we know the species today, and he named the river “The Salmon Trout”. This name later appeared on early profile maps of the Pacific Railroad Survey in the late 1850’s, but never became a popular cognomen. One of Fremont’s men, a mixed-blood Pottawottamie Indian by the name of John LaFlamboy, later told another version of the naming of the river. He said that a French trapper named Truckee fell in the river when they were camped upstream near present-day Wadsworth, Nevada. The others got a laugh out of his
unfortunate circumstances, LaFlamboy said, shouting, “Truckee! Truckee!” as he fought the current to save himself. They thus gave the river that name to commemorate the event. The standard version of the naming of the river has a party of overland pioneers under the leadership of Elisha Stevens meeting an Indian at the Humboldt Sink in early October of 1844, some nine months after Fremont’s party passed through. The Indian spoke some Spanish and a little English and constantly used the word “Truckee” in his conversations. He told Stevens of a river flowing out of the mountains to the southwest. A reconnaissance party confirmed the existence of the geographic feature and Stevens
named it in his honor, he being known as “Captain Truckee” by that time. The Stevens party was the first to use the river as a route to California and the name spread from there.

This account of naming the Truckee River is open to question however. In September 1889, William Baldridge, a pioneer who had come over the Truckee Trail in the 1840’s, wrote an article for a Sacramento newspaper on the derivation of the name “Truckee”. He claimed that James H. Harbin and his immigrant party met this same Indian at the Sink, in the fall of 1845 and were led to the same river as the Stevens party the previous year. While en route, Baldridge claimed that Harbin noticed a resemblance between
Sarah Winnemucca, granddaughter of Captain Truckee, has still another version of the naming of the river. In her book, Life Among The Paiutes, 1883, she claims that the name “Truckee” was a Paiute word meaning “all right” or “very well”. In any case, Captain Truckee died in the Pine Nut Mountains south of the camp of Como, Nevada, on October 8, 1860, taking the true story of the naming of the river to the grave with him.

In 2020, The Sierra State Parks Foundation returned over $400,000 to our parks to provide natural and cultural education opportunities, restore and repair historic landmarks, support park clean-up and bear education initiatives and much more to create welcoming park experiences for all. This event is an important fundraiser and ends just in time for holiday gift shopping. Items up for bid are unique items and exclusive experiences. Bidding opens on November 1st and closes midnight December 3rd. The Sierra State Parks Foundation believes the Lake Tahoe and Truckee area California State Parks are unique treasures worthy of its support. The Foundation fund projects and programming that connects people with the rich natural resources and cultural heritage. Because of the Foundation’s work and advocacy, the valuable State Parks will continue to be places of inspiration and education for generations to come.

Who is our featured Dog of The Month!
Kobe, is an AKC registered blue Merle French Bulldog and will be turning 2 years old this December. Originally Kobe was living on a farm in Missouri and the owners no longer had time for him. Haley flew to Missouri, adopted Kobe and the two road tripped all the way back to Nevada and have been inseparable ever since. Kobe is always very curious about anyone and everything. He loves going on walks (but not for too long as he overheats easily), splashing in the lakes and playing with other dogs and cats. Kobe is the biggest sweetheart and loves to cuddle or be right next to you. When he gets to come to the office he loves to sit in the office chair with Haley and watch as she works or will watch people pass by from the window. Kobe loves chewing on bones or playing with his favorite toy - a stuffed pineapple. He likes having you throw balls and will chase after them but hasn’t gotten the idea of bringing the ball back yet. Kobe and Haley do travel often and so far Kobe has been to 15 different states!
