The town of Baxley is located at a crossroads in Appling County, where Highways 1, 144, 341 and 15 intersect between the Altamaha and Big Satilla rivers, which form a cradle for the county seat, incorporated in 1875 and less than 100 miles from the Atlantic. Charming residences with stately architecture may be found in Baxley’s historic areas. New homes in wooded subdivisions beckon those with more modern tastes. Housing costs are competitive, with the average three-bedroom, two-bath priced at $80,000. Planned communities in all price ranges offer attractive neighborhoods. Lakefront residences or country club living with recreational facilities for golf and swimming are also available. Baxley has apartments, duplexes and other rental properties as well, and a small-town lifestyle exists within 10 miles — in Surrency or Graham. A temperate climate fosters an active lifestyle centered on the moss-lined Altamaha River — located just 10 minutes from downtown Baxley. The Nature Conservancy lists the river as “Georgia’s Natural Treasure, One of America’s Last Great Places.” Featured in National Geographic, the Altamaha is the second-largest watershed on the Eastern Seaboard and remains completely undammed. Crossed only five times by roads and twice by rail lines, its natural beauty is largely undisturbed. Canoeists, kayakers and birdwatchers enjoy the sighting of rare birds and endangered plant and animal species along the Altamaha River. The Baxley-Appling County Board of Tourism sponsors the Altamaha River Rat Run canoe and kayak excursion every fall and spring. Families come from many states for reunions, and scouting troops even participate to earn badges. Numerous wildlife management areas and public boat landings are located along the river, with opportunities to enjoy nature by land or boat. Falling Rocks Park, a popular campground, offers hunting, fishing on the premier largemouth bass river in Southeast Georgia, and a multitude of water sports. Lake Mayers, a 170-acre public lake surrounded by homes and farms, is another fun outdoor arena. Appling County is well known for its game hunting and hunting preserves. Dove, turkey and quail are abundant. The Wheaton Break Hunting Club sponsors the Big Buck Contest on the opening day of deer season, with prize money awarded to the winner (biggest male rack) and the following nine places. Special events bring the community together each year, with the most significant being the Baxley Tree Fest in April, which celebrates the forestry industry and outdoor recreation. A street dance for the entire family draws crowds on Friday night during the three-day event. Saturday highlights include a fishing tournament, a bicycle ride across the county and a road race. A health fair, air events, motorcycle show and crosscut saw demonstration are just a few of the 30-plus events held throughout the festival. Surrency Day is always the second Saturday in October, when the town welcomes everyone to its “homecoming” with a parade, arts and crafts, and entertainment. before Thanksgiving, begins with a Pancake Supper followed by cane grinding and syrup making. The Appling County Country Club — home of the 1995 Georgia State Amateur Champion — features a nine-hole golf course, swimming pool, clubhouse, driving range, practice green and pro shop. Three city parks provide other sporting opportunities — tennis courts, basketball courts, softball fields, batting cages, pools, playgrounds, picnic areas and a gymnasium. The Appling County Recreation Department is housed in the Baxley City Auditorium, which has a newly renovated stage and seating, an updated sound system, and conference rooms. The Appling County Recreation Complex, built in 1998, has five tournament-size softball fields, a press box, concession stand, multi-purpose building, playground, pavilion, trail, picnic shelter and ample parking. The Recreation Department hosts seasonal sports, beginning with youth baseball, softball, football, soccer, swimming, tennis, cheerleading and ceramics. Competitive swim, golf and tennis teams provide more serious pursuits. Dance and twirling classes are also available. For adults, the Recreation Department offers softball, basketball and ceramics. The Appling County Senior/Service Center has a Nutritional Program for the Elderly, which brings together senior citizens for various activities and lunch five days a week. The program offers transportation, housing assistance, telephone reassurance and nutrition education. The Appling County Public Library presents a Summer Reading Program and a year-round “Story Hour” for children. Books and computers (with Internet access) are available for all ages — from students to seniors. Churches, with excellent youth and adult programs, provide the community with further fellowship and social activities. Shoppers will find an array of specialty shops in Baxley. Antique lovers will discover unique floral designs and interiors. International flavors, coastal seafood and barbecue join a popular all-American restaurant and tavern in area dining. Homemade Southern breakfasts and noon buffets may still be found at local diners. Lodging includes popular hotel chains, locally owned motels and scenic campgrounds. With plenty of indoor and outdoor activities to choose from, Appling County offers city amenities close to nature. Homeowners and renters can rely on the 10 volunteer fire departments that help protect personal property throughout Appling County. Industrial Parks

Although many suitable sites are available in Appling County, the primary industrial areas consist of three industrial parks. Park East is the oldest of the three and originally consisted of 119 acres, with several smaller sites of 10 acres or less remaining. Park East is located on State Route 27/U.S. Highway 341 East (the Golden Isles Parkway), a Georgia development highway connecting Interstates 75 and 95. A 300,000gallon elevated water tank and industrial deep well are in the park. Utilities include 10-inch water lines, 8-inch sewer lines, 4-inch 400 PSI natural gas lines and 3-phase electric power.

Park West is the newest facility and consists of 187 acres. This park is on the Golden Isles Parkway just west of Baxley. It also has a 300,000-gallon elevated water tank with industrial deep well and 8-inch water and sewer lines. The site also features a 4-inch, high-pressure steel main natural gas line, as well as full electrical service. The Appling, Bacon, and Jeff Davis Counties Industrial Park, known locally as the Tri-County Park, is also located on the Golden Isles Parkway about eight miles west of Baxley and about eight miles east of Hazlehurst. This park is a joint venture between the three counties through the jointly formed Southeast Georgia Regional Development Authority. A regional authority can generally attract larger and higher-tech industries than counties acting alone due to the availability of grants and other incentives for regional projects. Water for the Tri-County Park is provided by the City of Graham, with sewage treatment provided by the City of Baxley. The park is served by Norfolk Southern Railway, which provides daily freight service, daily interchange over major lines and daily switching service. Norfolk Southern’s main line runs through the park and connects with the Georgia Port Authority terminals in Brunswick.

The Development Authority of Appling County has extensive experience with complex and innovative industrial financing. Several hundred million dollars in industrial

An itinerant stonecutter traveling through the North Georgia hills in 1835 noticed an outcropping of particularly fine marble. The small quarry he founded near the present site of Jasper was the first exploitation of a vein estimated to be large enough to supply the world’s building needs for 3,000 years.

NOTABLE LOCAL BUSINESSES

Rhino Boats, a local startup business that has quickly flourished in the region, is accessible from U.S. Route 341 East. The company has increased its number of employees from a half a dozen to 15 and has expanded to a 20,000-square-foot building in Industrial Park East. Down To Earth Trailers, a manufacturer of utility trailers located at 1605 East Parker Street in Baxley, has greatly increased its square footage by moving from a 10,000-square-foot building to a 110,000-square-foot structure. With that growth surge, the company has added 32 employees to bring its total staff to 42 — and that number is expected to increase ��

to 80 when the company begins building cargo trailers in the very near future. Recycling Solutions, located at 711 East Parker Street in Baxley, is also a local-boymakes-good story. Its 10,000-square-foot building in Industrial Park East houses operations used to refurbish the box-baling equipment generally found behind grocery stores. The area’s open arms also extend overseas. Eighty-five new jobs came to Baxley-Appling County when AKZO Nobel Coatings Inc., a Dutch company, located a plant at U.S. Route 341 East. AKZO has recently completed a multi-million-dollar expansion of its facilities. With 800 employees, Southern Nuclear’s Plant Hatch (U.S. Route 1 North) is the area’s largest employer.

LOCATION AND SERVICES

Baxley has a traditional commercial and retail downtown, with industry mostly being centered in the three industrial parks. Baxley is currently upgrading its water and wastewater services to further improve its infrastructure, which has already seen many utilities extend to the industrial parks. The city is also expanding services, and the infrastructure is in place at the area’s industrial parks to suit the needs of those industries that call these parks home. BellSouth Telephone Co. provides DSL Service to most parts of the county, and ATC offers high-speed Internet access. Baxley-Appling County is in a prime location to serve the Eastern Seaboard and overseas with its proximity to U.S. Routes 1 and 341 (four-laned in sections), Interstates 75 and 95, and the ports of Savannah and Brunswick, Ga., and Jacksonville, Fla.

revenue bonds (IRBs) have been issued by the Development Authority in recent years. These include IRBs issued on behalf of Georgia Power, Oglethorpe Power, Rayonier and other industries for plant location and expansion. In addition, the three-county Joint Development Authority led the bond financing for a large milk-processing plant operated by Dean Foods. Both authorities are currently working with projects to further increase employment opportunities in the county and region. The Development Authority of Appling County is a legally constituted development authority under the laws of the State of Georgia. As such, it may own property, receive and administer grants, and issue taxexempt bonds for industries that can support such issues. In addition to Baxley, Graham is located nine miles to the west of the county seat on U.S. Route 341, and Surrency is located 10 miles east of Baxley on that same highway. Each city falls under the mayor-city council form of government — which is traditional throughout the state — and the operations of the county are overseen by commissioners and a county manager.

Baxley police officers help maintain the area’s high quality of life by keeping the area safe and protected.

Baxley is the largest of the county’s three cities and, in addition to a mayor and city council, has a city manager who oversees the daily business of the city. One council member is elected to a four-year term from each of Baxley’s six districts, and the mayor is elected at-large to a four-year term. Because terms are staggered, a municipal election is held every two years.

Appling County has a commissioner-manager form of government with six commissioners and a county manager who carries out the decisions of the commission and oversees daily business. County residents elect a commissioner from each of the five districts and also select a chairman at-large. Commissioners serve four-year terms and are elected on a two-year staggered basis with three commissioners being chosen every two years. The Emergency 911 System is in operation in the county and is available 24 hours a day. Appling County government is strong and responsive, dedicated to serving the needs of area residents.

On January 2, 1788, Georgia became the fourth state to enter the union. On January 19, 1861, Georgia joined the Confederacy.

The hospital’s New Life Center has home-like childbirth suites for labor, delivery, recovery and postpartum care. A rocking chair and bassinet in the room help create a special family atmosphere. An experienced nursing staff is on hand to help with the questions that come with a new member in the family. The Emergency Department — open 24/7 to care for minor and major illnesses — is supported by an Intensive Care Unit with the latest in diagnostic and life-support technology. Those patients whose care needs warrant removal to a tertiary facility can be transported via Appling EMS. Through the efforts of the Hospital Foundation, the Hospital Auxiliary and civic organizations, Appling HealthCare also has a Hospice suite to support and comfort terminally ill patients and their families. Appling HealthCare System currently has two long-term care facilities: Appling Convalescent Center and Appling Nursing Home. Through the support of the community a SPLOST Referendum was passed in June 2005 that will allow many much-needed projects to be completed in Appling County. These projects include a replacement long-term care facility that will allow all 101 long-term beds to be under one roof and all on the main campus of the system. Combining Appling Convalescent Center and Appling Nursing Home will create a much more efficient method of care delivery for our longterm residents.

APPLING COUNTY HEALTH DEPARTMENT

The Appling County Health Department joins Appling Health Care System in meeting the community’s health needs. Beginning with children and adolescents, the health department has developmental programs, health checks, immunizations, school screenings and teen services. For adults, services include family planning, health screenings, and diagnosis and treatment of infectious diseases. The health department also monitors environmental health, providing inspections as well as disease, pollution and sanitation control. In Appling County, one can find the best of modern technology enhanced by the healing power of the human touch.

APPLING COUNTY HEALTH FACTS AND STATS

The number of physicians in the county was 7.3 per 10,000 persons in 1999, compared to the state average of 19.3, according to figures from the state Division of Public Health, which also reported that the county had 6.1 licensed nursing home beds per 100 persons, compared with the state average of 5.5. Georgia Department of Labor statistics from 2002 show 134 persons were employed in health care and social services by 20 firms in Appling County, while 3,316 were employed in that field by 224 firms in the Appling County Area. According to the Bureau of Economic Analysis, in 2003 the Baxley-Appling County Hospital Authority was among the 10 largest employers in the Appling area and was among the top five employers in Appling County. In the health technology field in the Appling Area, the state Office of Technical Education reports that in 2002–03 a total of 176 persons graduated with diplomas or degrees in certified nursing assistance, 33 in emergency medical technology, 31 in medical assisting, 28 in medical coding, eight in paramedic technology, 59 in phlebotomy technology, and 39 in practical nursing.

The U.S. Department of Labor reports that in 2000 a total of 9,766 persons worked in educational, health and social services in the Appling County Area; that number was 1,386 for Appling County alone. The latest federal figures for births and deaths in Appling County are from the year 1997, when there were 293 births, 159 deaths and three infant deaths. Those figures compare with 118,221 births, 59,351 deaths and 1,022 infant deaths for the state of Georgia that same year.

APPLING COUNTY PUBLIC SCHOOLS

The new Appling County High School at 482 Blackshear Highway is set to open its doors in fall 2005. Students can expect updated technology in each classroom and a modern gymnasium with a seating capacity of about 1,700. The new school, estimated to accommodate a maximum enrollment of about 1,200, will have updated computer laboratories and computers in each classroom, where instructors will be using new high-tech “active boards” to help instruct students. The drama, music, band, chorus and art departments will soon be housed in a new fine arts facility, which is scheduled to be completed sometime in 2006. The facility will seat approximately 1,002 and is expected to also be used for community events.

ALTAMAHA TECHNICAL COLLEGE

A 50-acre site in Baxley is the home of a satellite campus of Altamaha Technical College (ATC). The main ATC campus is based in Jesup. The college also has a satellite campus in Hazlehurst. The Baxley campus at 1334 Golden Isles West currently has two buildings. One houses its general education, business, computer, early childhood education and health education programs. The health education programs prepare students to be practical nurses, emergency medical technicians and certified nursing assistants. The other building houses two full-size simulator labs and a driving range, which are part of the truck driving program; a dieselmechanics lab; and a construction lab for studies in carpentry, brick masonry and plumbing. ATC also houses an Academic Support Center that provides training for those who want to brush up on their academic skills or who may be pursuing a GED. The area’s comprehensive One Stop Career Center is also located at ATC. This center, in partnership with other agencies, offers resources and assistance to the community for job search and referrals. The college also rents the retired Baxley National Guard Armory and will relocate the current diesel program and a new diesel program that has a partnership with Yancey Equipment Co. to the new facility. The new facility will be called ATC Heavy Equipment Training Center. Altamaha Technical College has been in existence for 17 years. There are nine degree programs, 25 diploma programs and 47 technical certificate of credit programs available through the college’s three campuses. According to a study completed by the state of Georgia, approximately 75 percent of the students completing their education at Altamaha Technical College find employment within 50 miles of the school.

The Appling County Recreation Complex serves as the centerpiece of action on the diamond with its five tournament-size ball fields complete with bleachers, dugouts, paved walkways and concession stands. On the south side, Max Deen Memorial Park has a public swimming pool, three softball diamonds and two tennis courts. Westside Park features eight tennis courts, playground and picnic areas, and the City Gym. Ernest J. Parker Park on the north side includes a pavilion, swimming pool, softball field, two lighted tennis courts and four outdoor basketball courts.

Among highlights of the three-day festival are a popular street dance, a parade, the Tennis Slam, a softball tournament, a photo contest, a motorcycle show, a petting zoo, and arts and crafts booths and displays. • River Rat Run on the Altamaha – June • Fall Canoe Paddle on the Altamaha River – September • Graham Day – second Saturday in October • Surrency Day – second Saturday in October: The town of Surrency celebrates homecoming with a parade, arts and crafts, continuous entertainment, and many other surprises. • Piney Bluff Festival – November (weekend before Thanksgiving): The Piney Bluff Festival begins on Friday evening with arts and crafts, entertainment, and a pancake supper. The fun continues on Saturday with cane grinding and syrup-making demonstrations. • Baxley’s “Celebration of Light” Christmas Parade – first Saturday in December

OUTDOOR RECREATION/ HUNTING/FISHING

The Altamaha River has been dubbed “Georgia’s Natural Treasure, One of America’s Last Great Places” by the Nature Conservancy. It’s a prime choice for a relaxing day of boating, fishing and picnicking. When it comes to largemouth bass fishing, the Altamaha River is the premier river in southeast Georgia. However, that’s only part of the story. The Altamaha, as the second-largest watershed on the eastern seaboard, has been featured in the pages of National Geographic magazine and remains completely undammed. Along its 137 miles, this scenic waterway is crossed only five times by roads and twice by rail lines. Kayakers, canoeists and birdwatchers join fishermen in sighting rare birds and endangered species. Five boat landings in Appling County allow for access to the river: Deen’s Landing, Eason’s Landing, Morris Landing, Davis Landing and Carter’s Bight Landing. Baxley-Appling County, Georgia  19

Lake Mayers (located nine miles west of Baxley on U.S. Route 341) is a fine spot for a picnic, swim or water skiing and offers fishing for crappie, bream and largemouth bass. The lake is open year-round, daily, from sunrise to sunset. Access is available from the bank or by boat via two concrete ramps at the Public Recreation Area. The nearly 14,000 acres of Bullard Creek Wildlife Management Area, located near Deen’s Landing and Falling Rocks Park, provide turkey, deer and small-game hunting. The Moody Forest Natural Area allows limited hunting on its estimated 4,000 acres and also provides for hiking and bird watching. The preserve boasts one of the nation’s last old-growth forests of Longleaf and Slash Pine and mammoth Tupelo Cypress, all of which are a minimum of 200 years old.

PLACES TO SEE

The Appling County Courthouse was built in a neoclassical style in 1907 and added to the National Register of Historic Places in 1980. It can be found at the crossroads of U.S. Routes 1 and 341 in the heart of Baxley. A portico and pavilions, along with an eight-sided, domed clock tower, are part of the building’s exterior, while the interior features Georgia marble on the first floor. Another step back in time can be taken at the Heritage Center Museum, where special displays include the Black History Room, the War Room and the Genealogy Room. Another display outlines early turpentine production in Appling County, which was at one time known as “The Turpentine Capital of the World.”

Worshipers in Appling County have approximately 53 churches from which to choose when it comes to fulfilling their spiritual needs. Local churches unite for the greater good in the Appling County Ministerial Alliance. As is the case throughout much of the southeastern United States, many of the churches in this area are of the Baptist faith. There are also a total of six congregations of the Church of God in Baxley and Surrency, and the cities of Baxley and Graham each have one United Methodist Church. Built in 1886 and patterned after the rural chapels of England, the Graham United Methodist Church is among the oldest of the many country churches formed by area families lo those many years ago. The First Baptist Church of Baxley is celebrating its 125th anniversary in 2005.
