Richard Carraway, retail development director at the BrownsvilleHaywood Chamber of Commerce, works with regional economic development agencies to help recruit retailers like Hibbett Sports to the area. The national sports chain opened in February 2011 thanks to the efforts of the Chamber, The Shopping Center Group (TSCG), and the West Tennessee Retail Alliance (WTRA).

Industry Agriculture & Manufacturing Brownsville-Haywood County is home to 22 industries manufacturing a variety of products from metal components, garden hoses, and plastic pipe fittings to paper, propane tanks, and frozen foods. Agriculture is the county’s largest industry. Cotton, soybeans, and corn are major crops in Haywood County — in fact, the county produces more cotton than any other area of Tennessee. Incentives Offering a low cost of living and a probusiness climate, Haywood County provides attractive incentives for companies seeking to relocate, along with strong support from local government, the Chamber of Commerce, and the Brownsville-Haywood County Industrial Development Board. The PILOT program (Payment In Lieu Of Taxes) allows companies to reduce their tax burden during the startup phase. Other incentives include relocation help for staff moves, financing assistance, design/build and lease alternatives, local tax concessions, and reduced costs for utilities.
TVA Megasite In 2009 a 1,720-acre tract in southwestern Haywood County was designated a statesupported megasite intended for a large-scale industrial or business development. Supporters of the West Tennessee Megasite believe it will transform the local economy. The Haywood County site has been named a Certified Automotive Megasite based on a study
commissioned by the TVA. The certification was based on the site’s meeting required criteria that include sufficient contiguous and developable acres, infrastructure, utilities, and labor capacity. It’s also conveniently located adjacent to I-40 and the CSX Mainline Railroad, within 45 minutes of the Memphis International Airport. The TVA website (www.tvasites.com) allows companies to find details on available relocation sites along with information on demographics, labor force, consumer spending, and other businesses in the area.
Solar Farm The U.S. Department of Energy has completed an environmental review and cleared the way for building the West Tennessee Solar Farm. Managed by the University of Tennessee and built by Signal Energy as part of the Volunteer State Solar Initiative, the Solar Farm will occupy 200 acres of land adjacent to I-40 in Haywood County and will be one of the largest solar installations in the Southeast. In addition to providing clean energy, it will create jobs and feature a welcome center to help educate visitors on solar power generation.

HTL Advantage Fosters West Tennessee Business Growth HTL Advantage (HTL) is a three-county economic development coalition that assists existing businesses with expansion and helps bring new industries to Haywood, Tipton, and Lauderdale counties. Duane Lavery, president and CEO, works in partnership with the Tennessee Valley Authority, local electric service providers, the Tennessee Economic Development Council, the West Tennessee Industrial Association, the Real Estate Disposition Corporation, local chambers of commerce, and schools. Along with promoting opportunities at the TVAcertified West Tennessee Megasite in Haywood County, HTL Advantage markets potential plant sites and available buildings 20,000 square feet and larger in the three-county area. Lavery meets one-on-one with corporate site selectors and refers potential clients to the HTL Web page (www.htladvantage.com), which provides details on available sites and a variety of resources promoting Tennessee as a pro-business state. A regional economic development database for the three counties allows HTL to cater to the specific needs of clients and assess employment needs. The agency also teams with local schools, training centers, and advisory groups to create scholarships, expand computer and technology programs, and improve education and workforce skill levels to attract new industries and businesses to the three-county area.

aywood County Schools includes the Anderson Early Childhood Center for pre-K and kindergarten students, three elementary schools, Haywood Junior High, Haywood High School, and an alternative learning center. The district serves over 3,500 students and their families through progressive teaching methods and the latest technology. Based on core values of honesty, commitment, and service, Haywood County Schools has renewed its commitment to enhancing involvement both within its own walls and throughout the community, leading to the development of new communication tools. Here are some of the district highlights: • Technology expansion is ongoing and includes video conferencing between schools for enhanced staff development opportunities. • Online news updates, text alert messages, and the online “Live” magazine keep parents informed on what’s happening. • There is a new pre-K and kindergarten sensory lab designed specifically for special-needs students. • Haywood Elementary’s Kids College offers an interactive learning tool that is aligned to the school’s curriculum and appears online, giving parents new opportunities to help their children learn. • The district offers competitive sports programs, such as the Haywood Junior High boys basketball team, which was undefeated in the 2010– 2011 regular season. Haywood High School offers 11 different varies of sports, including golf, tennis, and soccer.

learning opportunities that prepare students for higher education and the workforce. Haywood High’s Career and Technical Center now delivers courses that offer preparation for more that 140 different career paths in fields such as agriculture, business, communications/media, industrial technology, human services, and health sciences. These intensely hands-on programs are affiliated with national organizations such as FFA, FBLA, and SkillsUSA. One of the health science options includes a professional nursing certification upon completion, and dual-credit opportunities exist in Advanced Machine Tools, through the Tennessee Technology Center at Whiteville, and Agriculture, through UT Martin. Dual-credit coursework is also available through Jackson State Community College, including two semesters each in U.S. History and English 12. Clubs and organizations at the high school create extracurricular opportunities for students to increase learning and pursue their interests. Haywood High School has over two dozen different organizations spanning categories such as performing arts, Junior ROTC, science, faith, agriculture, mock trial, journalism/communications, and community service. Demonstrating the school’s high-level instruction, the Haywood High Academic Decathlon club has placed at regional events and competed at the state level for 26 years running.

eCLASS Students in all three of Haywood County’s elementary schools are being exposed to a new learning environment known as eCLASS. The eCLASS classrooms are overflowing with the latest in teaching technology, such as laptops with wireless Internet access, a Promethean ActivBoard, an Elmo document camera, video cameras, a wireless slate, and other high-tech tools, but Community Relations Ambassador Art Garrett says eCLASS isn’t just about the gadgetry. “It’s a way of teaching,” Garrett explains. “It’s more than just technology; it’s a shift in the way teachers approach instruction.” Forget individual desks, because eCLASS is designed as an interactive team learning environment. Students work in collaborative groups and at various stations, using the technology as a means to connect with the instructor, the curriculum, and other students. For teachers, the system also provides additional methods of student progress assessment.

S
ince 1931, the residents of Haywood County have had their medical needs met by a local hospital focused on community service. Haywood County Memorial Hospital opened as a 25-bed facility and expanded to a 50-bed facility in 1950. In 1974, a new hospital was completed under the management of Hospital Corporation of America (HCA). The new facility operated as Haywood Park General Hospital and included medical, surgical, and obstetrical services as well as radiology and laboratory services. The hospital remained in operation under HCA until 1987, when HealthTrust purchased the facility. On April 1, 1988, Methodist HealthcareMemphis purchased the hospital, making it part of the 14th-largest health system in the United States. The hospital became Methodist Healthcare Brownsville Hospital. The facility underwent an extensive renovation in 1995
that added a new, updated emergency department. In April 1996, a radiology expansion was completed and the hospital began using teleradiology. In January 2000, the hospital became the fifth facility in the Methodist system to be recognized as part of the LeBonheur Children’s Center Pediatric Emergency Network. Community Health Systems (CHS) purchased the hospital in 2003, and it now operates as Haywood Park Community Hospital. CHS has demonstrated its expertise and success in managing rural hospitals and is the largest non-urban provider of general health care services in the United States in terms of acute-care facilities. CHS promises to continue the tradition of providing quality health care in BrownsvilleHaywood County and takes pride in its commitment to the community. Currently, there are numerous growth initiatives at the hospital. Haywood Park Community

Hospital has started a sleep lab, made improvements to the radiology department, and initiated the process to be chest pain accreditated. The announcement will be made once this certification has been completed. The accreditation will streamline the process for patients suffering from chest pain related to heart attack and ensure the fastest route to heart catheterization, further demonstrating our commitment at Haywood Park Community Hospital to offering quality care to the citizens of Haywood County.

Boasting small-town charm and a central location with convenient access to I-40, it offers workers an easy commute. Several universities are within a one-hour drive, and businesses draw from a labor force spanning seven counties. Buyers may choose from a wide variety of home styles in price ranges to fit any budget. Families moving from other areas of the country find the affordably priced homes and lower cost of living are a major benefit of relocation. The median sales price for homes in Brownsville is $128,000, and the average listing price is $170,637, according to statistics released in March 2011 by Trulia. Property tax rates per $100 are 1.8 percent for the city and 2.38 percent for the county. Buyers may choose from a wide variety of home styles in price ranges to fit any budget.
A drive through town reveals a remarkable range of architectural designs, from Victorian, Greek Revival, Georgian, and Colonial to cottage and ranch-style homes. Many historic houses have been restored or updated, but the majority of homes were built between 1950 and 1997. An older home in the Grand Avenue area near College Hill Center, boasting four bedrooms, hardwood floors, and 1.5 baths, is priced at $129,000, while a three-bedroom, two-bath home in the family-friendly Hart Drive area is only $124,900. Affordably priced single-family residences are also available for rent or lease. For buyers seeking lots of space and high-end amenities, a modern three-bedroom, 3.5-bath, custom-built and gated home can be bought for $448,000. Those seeking a more rural atmosphere will find lovely homes with acreage in Haywood County priced from $200,000 up to $800,000. Lots may also be purchased for building new homes. Cotton is king is Haywood County, and for good reason: Haywood County is the largest cotton-producing county in Tennessee. This rich agricultural heritage is celebrated at the West Tennessee Delta Heritage Center. Located just off Interstate 40 at Exit 56, behind McDonald’s, this tourist information center offers visitors a unique glimpse into the heritage and culture of Brownsville, Haywood County, and all of West Tennessee. At first glance visitors expect brochures and maps, and perhaps a clean restroom, but once inside they are treated to a cultural experience not often found while traveling along interstate highways. The center houses three regional museums, including the West Tennessee Cotton Museum, the West Tennessee Music Museum, and the Hatchie River Museum. The cotton museum traces the history of cotton from the 1800s to the present time. On exhibit are cotton bales, scales and weights, an old cotton sack used when cotton was picked by hand, a primitive loom, an old roller gin, mule-drawn farm implements, and more. Visitors can see and touch actual stalks of cotton pulled from the fields. This museum also features a White Oak basket collection. In the West Tennessee Music Museum you’ll learn why Interstate 40 between Memphis and Nashville is known as the “Music Highway.” It is 10 Brownsville-Haywood County Chamber of Commerce

because of the music greats who have called West Tennessee home — legends like Tina Turner, Elvis, Carl Perkins, Eddie Arnold, Fuel, and many more. Three blues legends called Brownsville home: Hammie Nixon, Yank Rachel, and “Sleepy” John Adam Estes. The last home of Sleepy John is on the grounds of the center and features photos from many of his appearances. Also in the music museum is a special exhibit, on loan from Graceland, honoring Elvis Presley, the king of rock ’n’ roll. Outdoor enthusiasts love the Hatchie River Museum, which features three aquariums with fish native to the river, a replica of an alligator snapping turtle, a bobcat, and Uncle Luther, a robotic figure fashioned after a resident who grew up on the Hatchie River. Uncle Luther shares his story of life on the Hatchie and how the river bottoms have changed over a lifetime. Other features of the Hatchie museum include samples of the rich hardwoods and information on how the Nature Conservancy is working to save the unique ecosystem of the Hatchie. While at the center, visitors are invited to browse the West Tennessee room. This room features informative displays about the events and attraction across all of West Tennessee. The friendly staff helps guests with directions and invites them to venture off the interstate and into the many cities and town of the region. A variety of traveling exhibits is also featured throughout the year at the center, which also hosts special music events. Each year the center presents a Memorial Day Weekend Exit 56 Blues Fest, and the summer concert series “Concert on the Porch” features a variety of artists performing on the porch of the Sleepy John Estes home from May through September.

One of the most extensive genealogy collections in the area. The library also has an outstanding collection of books, reference materials, and periodicals, including copies of local newspapers on microfilm dating back to 1838.
Temple Adas Israel Corner of North Washington and East College
The oldest continually operating Jewish temple in the state. It is one of few remaining 19thcentury synagogues in the country. Built in 1882 and listed on the National Register of Historic Places.

Main Office Complex/ Swimming Pool
Included in the Main Office Complex are one ball field, a swimming pool, a playground, the administrative office for the department, and a meeting room that will seat about 200. The swimming pool is available for private rental from Memorial Day through Labor Day.
East Side Complex
The East Side Complex has two adult softball fields with concession stand and bathrooms, soccer fields, a horse arena, and skateboard park.

Methodist Softball Complex
This complex includes three fields, concessions, and restroom facilities.
Northside Park
This park has two full-size outdoor basketball courts, with one court that can be used for volleyball; a playground; and a pavilion.
The Park of Dreams
The Park of Dreams is an 8,000-square-foot playground designed to be accessible to the special needs of children with disabilities while maintaining its main purpose of encouraging the inclusion of all children at playtime. Located in Volunteer Park.

Volunteer Park Complex
The Volunteer Park Complex has four baseball fields, two pavilions, restrooms, and a playground. The pavilions can be reserved for family gatherings.
Webb Banks Passive Park
This is a 13-acre botanical park surrounded by a residential area and adjacent to a 14,000-foot bicycle trail. The Parks and Recreation Department also has three other parks in Haywood County that they help maintain: Douglas Park, Pilgrim’s Rest Park, and Forked Deer Park. Each of these parks has walking tracks, playgrounds, and picnic areas.

Trick or Treat with Me Children 12 and under enjoy traditional trick or treating with local merchants.
Christmas at College Hill Features performances by local school children, a visit from Santa and tours of the Haywood County Museum.
November Veterans Day Commemoration/Field of Flags Held each Veterans Day and every two years is accompanied by a Field of Flags on the courthouse lawn. Holiday in Haywood Three-day shopping mart that includes over 25 retail and specialty merchants all under one roof.

Worship Warm & Welcoming
T
he Brownsville-Haywood County community has a rich heritage of faith, and the diversity of churches and faiths represented assures that visitors and newcomers will find a house of worship where they will feel welcome and comfortable. Worship has been a part of life in the Brownsville area since the town’s earliest days, and many of the churches in the community today have been active for well over a century. One example is the First Presbyterian Church, which was organized in 1829. While the church has a long history and features traditional Greek Revival styling on its exterior, the congregation within has an eye to the future and is passing the torch to a new generation through a variety of youth programs and ministries. One of the hallmarks of the religious community in Haywood County is its variety. There are churches both large and small representing over a dozen different faiths and denominations including:
