With over 400 members, 21 board members, seven executive board members, and three staff members, the Chamber is a service and action organization in the areas of: • Job opportunities — The Chamber stimulates industrial, commercial, and manufacturing growth to add new jobs. • Community facilities — The Chamber partners with business and civic organizations to improve streets, highways, parks, and schools. • Education — The Chamber works with public and private schools to ensure that students have access to the best education possible. • Business development — The Chamber hosts networking opportunities, business education seminars, and other activities to encourage the success of businesses in the community. • Governmental affairs — The Chamber acts as liaison between local business and city, state, and federal entities in order to promote issues and legislation that directly impact our membership and local economy. The Chamber sponsors regularly scheduled networking and educational ­opportunities,

such as the Business on the Hill Networking Group, Membership Luncheons, Best Southwest Luncheons, Chamber Night Out, Ribbon Cuttings, Ground Breakings, and Training Seminars. Annual events include the Cedar Hill Chamber Annual Golf Classic in the fall, the Annual Chamber Gala in the spring, and the Taste of Cedar Hill & Business Expo. In cooperation with area schools, the Chamber facilitated the Eighth Grade Cedar Hill Texas Scholars and the Tenth Grade Cedar Hill Texas Scholars Program. Both programs focus on discussions with students about high school and life after high school. The goal is to help promote excellence in education and prepare a qualified workforce. Since coming on line, the Chamber’s Web site has generated many referrals for Chamber members. It’s easy to see that the Cedar Hill Chamber of Commerce is taking the lead in creating a positive business climate for the area. Businesses who want to be part of that vitality know that joining the Chamber is the first step they need to take.

s a growing manufacturing and industrial center for the area, Cedar

Hill continues to have a strong community spirit and a city identity that is obvious. Residents now enjoy living, working, and playing in the same location. More transportation connections with the Dallas Metroplex, as well as Ellis and Johnson counties, make life even easier here. 10 Cedar Hill Chamber of Commerce

Since the mid-1980s, Cedar Hill has grown by 530 percent in population. The housing choices and availability are keeping pace with the new businesses, stores, and restaurants that are opening to serve the nearly 44,000 residents. The city continues to be smart in the management of this growth, and the result is a community that has become a desirable place to live. From custom homes to starter homes, town homes to retirement living, Cedar Hill has the ideal home for all ages and family sizes. Ranging in price from $60,000 to $5 million plus, there is a home for every budget. Wooded lots, spectacular views of the rolling terrain, native cedar trees, and rocky bluffs make the perfect setting for established neighborhoods and new developments. In

2006, the average market value for a home was $146,800, representing a 6.5 percent increase from 2005. The city also issued 459 building permits for single-family homes in 2006. Most existing home sales range between $420,000 and $825,000, attracting upper-end buyers and appealing to the move-up market. With quality construction and floor plans to fit any lifestyle, homes in Cedar Hill’s new subdivisions and existing neighborhoods spend very little time on the market. The restoration of the downtown historic area is bringing more residents back to the heart of the city. Gated communities and higher-end developments in popular areas, such as Joe Pool Lake, are appealing to those who are looking for upscale living.


Senior living continues to be a popular draw here, as baby boomers reach retirement age and retirees want to downsize. Gated communities, independent-living apartment homes, and assisted-living communities are just a few of the many options from which to choose.

Neighborhood Connections Even with the rapid growth, Cedar Hill is still able to maintain its small-town atmosphere and hometown feel. More than 30 active neighborhood associations help residents stay connected with one another and keep the city streets beautiful. Created in 2003, the Neighborhood Services program focuses on improving and maintaining neighborhood vitality. Getting residents connected with one another and with city leaders has resulted in several productive partnerships. The associations encourage their homeowners to help keep the environment safe and clean for all. Wildwood, with 240 residences, received the city’s Premier Neighborhood Award for 2007. To encourage neighborhood-sponsored projects, the city offers a grant program on a 50/50 match basis up to $1,000. A

s the City of Cedar Hill sets and consistently meets high standards

for quality living, the area’s centers of education are doing the same. Faculty and staff continuously strive to help all students be safe and successful. From preschool through graduate degrees, students of all ages are benefiting from this commitment. As they enter the world of work, they are consistently bringing a strong work ethic and desire for excellence with them. 12 Cedar Hill Chamber of Commerce

Cedar Hill Independent School District (CHISD) Since 1886, Cedar Hill’s schools have been developing lifelong learners and model citizens. The focus on academic excellence and individual leadership helps makes this a reality. CHISD is a 5A district, with more than 800 employees currently serving more than 7,800 students. The operating budget for 2006–2007 was $60 million, with a $1.74 tax rate. In 2007, Horace Williams became the new superintendent. The district’s 13 schools include Cedar Hill High School (grades 10 through 12); the Ninth Grade Center; Bessie Coleman and W.S. Permenter middle schools (grades 7 and 8); Beltline, Joe Wilson, and West intermediate schools (grades 5 and 6); Bray and Highlands elementary schools (grades Pre-K through 4); and High Pointe, Plummer, Lake Ridge, and Waterford Oaks elementary schools (grades K through 4). There is also an Extended Day Program for students in grades K through 6. MealpayPlus, a system for online prepayment for school meal service, and

the School Health Advisory Council are programs put in place to benefit students and their families. Students aren’t the only ones who grow as a result of the active partnership among the schools, parents, and community. Through programs such as transformation mentoring, tutoring, and career academy, volunteers become part of the students’ education. Parents get involved through their service as greeters, chaperones, and special event helpers. Individuals, churches, businesses, government leaders, and civic and fraternal organizations work closely with students in the character education program. Outreach efforts to benefit the community include the free GED and English as a Second Language classes for those who are age 16 and older. The Technology Opportunities for the Public Sector (TOPS) Lab is a popular place for computer education. CHISD is already enjoying an exciting collaboration with the City of Cedar Hill and the Cedar Hill Police Department in the new Government Center located in the uptown

Trinity Christian School (TCS) Now the oldest and largest Christian school in South Dallas County, Trinity Christian School began in 1981. Sponsored by the Trinity Church of the Assemblies of God, this is a place where children learn and grow in harmony with the Word of God. Preparing

The dual-credit program, in cooperation with Cedar Valley College, continues to grow. Students take college-level classes on campus at no charge, earning up to 30 hours of college credit before they receive their diplomas. The number of students who qualified for this program doubled from 2006 to 2007. In addition to the strong academic program, students also benefit from music, physical education, computer classes, art, and Spanish studies. The new sanctuary at Trinity Church provides a larger setting for school events and productions. All age groups are invited to take part in the extended care program before and after regular school hours. Male and female athletes enjoy the school’s complete sports program.

enhance students’ education. disciples of Jesus Christ and assisting parents in their job of training their children to obey God are the school’s goals. TCS offers a premier Christian education — strong in academics, athletics, and preparation for college and career services — in a safe environment for students, faculty, and staff. In 2007, TCS was fully accredited by the prestigious Association of Christian Schools International (ACSI). The maximum sevenyear accreditation came after an intense inspection of all aspects of the school’s educational program and administration. TCS is also accredited by the Association of Christian Teachers and Schools (ACTS). Serving Cedar Hill and surrounding communities, TCS has a low student-toteacher ratio. On average, students score one to two grade levels above their contemporaries in public schools and better than 70 percent of students in other private Christian schools. More than 90 percent of TCS graduates go on to college. In 2007, more than $600,000 in scholarships was awarded to and accepted by graduating seniors. This included three male and two female athletes who received full college scholarships.

Ashleys Private School Since 1979, Ashleys Private School has provided another option for quality education

to the families of Cedar Hill. Raymond and Sharon Ashley are the founders and directors. Serving students from age 3 through fourth grade, this school challenges students to develop intellectually and physically. In a loving environment, teachers who love to teach help students focus on integrity, academics, discipline, and esteem. Character building lessons are based on Christian values. During the school year, students benefit from the flexible curriculum and the field trips coordinated with classroom studies. Spanish, computer skills, physical education, and art further enhance students’ education. Students consistently achieve at or above national norms in reading, math, language arts, and science on the Stanford Achievement Test. Summer programs include S.U.R.F. (Summer’s Ultimate Remedy for Fun), as well as classes in reading and math. Ashleys Parent Association engages family members in educational efforts.

Cedar Valley College (CVC) Celebrating the college’s 30th anniversary took center stage for CVC’s 2007–2008 academic school year. Beginning with the groundbreaking ceremony for the new Industrial Technology Building in September, activities continued throughout the year. Part of the Dallas County Community College District, CVC is also celebrating a 9 percent increase in enrollment from 2006 to 2007. College President Dr. Jennifer Wimbish recently joined the American College and

University Presidents Climate Commitment. CVC is one of the first community colleges in Texas to participate. The focus of this effort is on putting in place environmentally friendly practices and making campuses climate-neutral. With the success of the college’s Energy Efficient Green Building Institute, this new initiative gives the college even more opportunities to increase its commitment to the environment. Since its launch in fall 2007, the Texas Business Opportunity Workforce Development Center has been providing construction and on-the-job training, as well as support services, for disadvantaged business enterprises in the Dallas Metroplex. This is a partnership venture between the Texas Department of Transportation and the Federal Highway Administration. The goal of this program is to train workers for the Dallas Logistics Hub, which is projected to open up 10,000 new jobs in Dallas County.

Mountain View College (MVC) Providing access to higher education to those who want to pursue it is the primary goal for Mountain View College, a two-year school. Since 1970, MVC has continued to adapt, expand, and address the educational needs of a growing area. The college currently serves more than 8,000 traditional and non-traditional students through a variety of programs and class offerings. There are more than 70 types of associate degrees and certificates designed to prepare students for careers or additional education at a university. Flexible scheduling for classes, distance-learning courses offered online through Dallas TeleCollege, and opportunities for high school students to earn college credit are a few of the many examples

of MVC’s responsiveness to student needs. New courses continue to be added; some of the recent additions are Welding Technology II; OSHA: General Industry and Construction Industry Opportunities; and Command Spanish® for use in a business setting.

When the Texas State Board of Educator Certification gave MVC the charge of helping to meet the needs of the state’s teacher shortage, MVC responded with the Alternative Certification program. The goal of this program is to provide highly qualified teachers for the children in Texas schools. Those accepted to the program participate in rigorous and intense training in pedagogy, professional responsibilities, and select content areas. Upon completion, they are eligible to take the TexES test. After passing the test, they may begin working immediately as Teachers of Record in elementary, middle, or high schools. In 2007, MVC announced three new building projects that are a direct result of a $450 million bond package that Dallas County voters approved in 2004. MVC will receive $58 million for an athletic complex, a science and allied health building, and a student center.

to pursue it is the primary goal for Mountain View College. Non-credit continuing-education classes give area residents opportunities to learn a new skill or gain knowledge in a particular topic. In the area of technology, MVC is becoming an educational leader, as evidenced by the success of the aviation program. Microsoft® and Cisco® computer networking certifications and computer maintenance are the newest programs to be offered. MVC’s learning community is diverse, and the group Family Involvement for Latino Success in College recently acknowledged this, awarding a grant of $605,000 for a collaborative effort by MVC and three other colleges to implement a model of family programs and family-centered educational activities for Latino families.

Northwood University (NU) Providing students with quality education and facilities is defining the direction of education at NU. Two new campus buildings are just what students ordered when it comes to convenience and services.

Gaubert Student Activity Center is already a favorite gathering place for study and recreation. The attractive lounge area overlooks the creek and features a study room and five computer stations. The building also has WiFi computer access and four meeting rooms that can be used separately or combined. The indoor recreation area helps make sure students find time for exercise and relaxation. Swalwell Student Union, next to the Hopkins Academic Building, is home to a bistro and coffee bar, bookstore, career services, and the alumni association offices. The Cedar Hill campus is one of NU’s three residential campuses. Located just 18 miles from downtown Dallas, it is set on 350 acres in the area near Joe Pool Lake and Cedar Hill State Park. Since its opening in 1966, this location has been a center for education and community service. Enrollment is nearing 1,500, with 50 percent men and 50 percent women. There are 13 bachelor’s degree programs and an MBA program. The studentto-faculty ratio is 25-to-1, and 90 percent of faculty members have earned advanced degrees. Professionals hired from business and industry help ensure that students receive “real world� education. NU is preparing standout leaders for a global business community. The Northwood Idea is the school’s defined philosophy of managed education. As students begin work in their major area of study as freshmen, they can earn an associate degree after two years of study. As they continue toward a bachelor’s degree, they are actually completing four years of study in their major area. Athletics is another aspect of the wellrounded education students receive here.

Sports include men’s baseball, women’s softball, and men’s and women’s cross country, track, golf, and soccer. NU’s teams compete in the Red River Athletic Conference and Division I of the National Association of Intercollegiate Athletics. There is also an intramural sports program, an outdoor recreation area, tennis courts, playing fields, and jogging trails.

University of North Texas Dallas Campus Since the opening of the 264-acre campus north of I-20 and east of I-35E, UNT Dallas is focusing on the future while serving students and businesses of today. This is Dallas’ first public university and the third institution in the UNT system. Located just 12 minutes from Cedar Hill, this location offers bachelor’s, master’s, and doctoral degree programs. The newest programs include logistics and supply chain management, health care management, and public and community health.

UNT Dallas’ Campus Weekend College began in 2007. Designed to provide working adults and traditional students with a wider variety of scheduling options, this program offers undergraduate and graduate courses in business, criminal justice, education, sociology, and other subjects. Area companies are demonstrating their support of UNT Dallas with major scholarship funding. Karrington & Company, based in DeSoto, Texas, awards two $5,000 scholarships — open to all undergraduate majors — to Cedar Valley College students to help them complete bachelor’s degrees here. Texas Instruments Foundation recently presented a $1.1 million grant to establish a scholarship fund for future math and science educators. The purpose of this gift is to encourage more full-time students, especially minorities and women, to choose these fields of teaching. The goal is to build tomorrow’s workforce through higher education.

many medical facilities and services available in this area. Within 20 miles of the city are three health centers and a psychiatric center. Providers continue to locate and expand within the city limits. From preventive care, to diagnosis and treatment, to management of chronic conditions, these professionals continue to focus on the whole patient and his or her family.

Charlton Methodist Medical Center (CMMC) Serving southwest Dallas County since 1975, Charlton Methodist Medical Center is part of the Methodist Health System (MHS). This nonprofit organization is affiliated with the North Texas Conference of The United Methodist Church. CMMC is accredited by the Joint Commission on Accreditation of Healthcare Organizations and has earned its Gold Seal of Approval. CMMC is a teaching and community hospital that takes pride in offering the latest diagnostic and treatment services to the individuals and families in Cedar Hill and the surrounding area. More than 200 physicians provide innovative and specialized care with support from more than 1,100 employees and more than 250 active volunteers. “Changing For Good” — the $116 million expansion project at CMMC — is bringing to the area not only new facilities and services, but also a renewed confidence in delivery of health care services. Scheduled for completion by March 2010, this project is a welcome upgrade to existing facilities.

Providing covered parking and easy access to the main campus buildings, the three-level parking garage with 411 spaces is already opened. The new 72-bed (with a 144-bed shell space for future expansion) patient tower and the redesigned front entrance are scheduled to open in the summer of 2009. Other additions include surgical suites and a new non-interventional cardiac center. Also new at CMMC is the Cardiac Catheterization Lab, providing interventional cardiology and rehabilitation services. This is the only full-service interventional cardiology lab in southwest Dallas County. It features two cardiac catheterization labs with an alldigital imaging system. The newly renovated Intensive Care Unit has the latest in equipment and technology plus larger patient rooms. ImageChecker® for enhanced breast cancer screening and early detection is now available here. The Fertility Center recently celebrated its two-year anniversary. CMMC also has one of only four family practice medical residency programs in the area. The 24-hour emergency care department has separate units for non-urgent conditions and short-term stays while waiting for diagnosis and treatment. Dedication to sports medicine and physical fitness is also an important emphasis at CMMC. The Sports Medicine Center provides advanced treatment for athletes of all ages and skills levels, as well as for active adults. The fellowship training program supplies sports medicine services for colleges in the Big 12 Conference and area high schools. The Community Fitness Center is staffed by exercise specialists who are registered nurses and are also certified by the American College of Sports Medicine. Methodist Family Health Centers (MFHC)

MFHC’s two new locations ensure all Cedar Hill residents have easy access to quality health care.

Now with two locations to serve the Cedar Hill area, MFHC is also part of the Methodist Health System. In 1998, the Cedar Hill West facility opened just west of Highway 67. The new Cedar Hill East facility — a partnership venture of MHS and The Cirrus Group LLC — opened in 2007 at Belt Line Road and Waterford Oaks Drive. This $4.3 million medical plaza provides 24,000 square feet of space for medical facilities, and MFHC occupies 6,000 square feet. Cedar Hill Fire Department is keeping up with the area’s growth by continuing to add new equipment, including the recent addition of a new Medic 211 ambulance. Answering an average of 340 calls each month, the department’s 60 paramedics operate mobile intensive care units for emergency care. Units are equipped for service with LifePakŽ 12 defibrillator/monitors for cardiac care, as well as end-tidal carbon dioxide monitoring and electronic patient charting. Transportation is provided to medical centers and hospitals in the Dallas Metroplex. Each paramedic is required to complete a minimum of 48 hours of continuing education annually. Specialty classes in cardiac care, hospital prep, and pediatric care are offered regularly. CareFliteŽ, a nonprofit corporation established in 1979, provides air medical transport for the critically ill and injured in North Central Texas. Responding to the needs of 6 million residents in a service area of more than 100 counties within a 150-mile radius of Dallas, CareFliteŽ has transported more than 71,000 patients by air. It is the eighth-oldest air medical transportation in the United States and the second-oldest in Texas. CareFliteŽ is ready around the clock to respond to requests from hospitals, fire departments, and EMS and law enforcement agencies. Services include helicopter transport, with five helicopter bases throughout the Metroplex; ground ambulance; and air ambulance. The Third Rider Program gives public service and medical professionals the opportunity to learn about air medicine and operations.

This 1,826-acre jewel has been set apart in the south Dallas County landscape since 1991. Today the park — a Texas favorite — is open year-round and welcomes nearly 2 million visitors each year. Hikers appreciate the nearly five miles of hiking trails, as well as guided hiking tours for a closer view of nature. Mountain bikers and even professional cyclists enjoy the more than 10 miles of cycling trails. Tent and RV campers often fill the more than 350 campsites. Birdwatchers come here hoping to spot some of the more than 200 species of birds. Families enjoy picnicking, barbecuing, weekend nature walks and programs, the swimming beach, and the many open areas. Annual festivals include Days of Old in October at the Penn Farm Agricultural Center and the Kid Fish Event in June.

Penn Farm Agricultural History Center showcases the way of life in the 1800s when Cedar Hill was first settled. While preserving local Texas history, the center also provides a look at how family farms once operated and how they have changed. Self-guided and guided tours are available for all visitors, as well as school and community groups. Joe Pool Lake covers 7,500 acres and has more than 100 miles of shoreline. With a maximum depth of 75 feet, it is a favorite fishing, boating, water skiing, and sailing spot. Two marinas — Lynn Creek Marina and Oasis Restaurant in Lynn Creek Park and Joe Pool Marina in Cedar Hill State Park — are favorite gathering and launching spots for fun on the lake. They also provide equipment rentals for water sports and fishing.

Rugged Beauty Preserved: Dogwood Canyon Wanting to preserve and protect the extraordinary occurrence of flowering dogwood trees on limestone slopes, Audubon Texas is facilitating the opening of the Dogwood Canyon Audubon Center at Cedar Hill. When it opens in the fall of 2008, the center is expected to attract 30,000 to 40,000 visitors annually. Featuring the use of sustainable design and construction techniques, the center has classrooms, a visitors center, and meeting space. This $7.5 million project represents a partnership that includes several local businesses, the City of Cedar Hill, and the Cedar Hill Economic Development Corporation. This is a nationally significant project for the National Audubon Society, because it is preserving undisturbed land that features some of the most beautiful and sensitive biodiversity in North Texas. The 270-acre site is along FM1382 between Northwood University and Cedar Hill State Park. This location is a place where flora and fauna from both East and West Texas are thriving.

serves as the distribution hub for 110 stores in Texas, Oklahoma, Arkansas, Louisiana, and New Mexico. Everyone is excited about the opening of the new Cedar Hill Government Center, but many were wondering what would happen to the downtown city hall when the government offices moved out. Through the work of the city and CHEDC, a new ­restaurant will open there in 2009. Babe’s Chicken Dinner House, a Texas favorite, plans to bring 80 to 125 new jobs in order to serve thousands of hungry customers at this location. Locations and Incentives Cedar Hill Business Park, owned and operated by CHEDC, is located just a quarter mile from U.S. Highway 67. Its 150 acres are expandable to 350 acres. Highway 69 and FM 1382 are the main thoroughfares, with easy connections to I-20, I-35E, and I-45. Route 9, announced in 2006, will soon connect the city with eastern Dallas County. Dallas Executive Airport is an ideal and dependable local airport. It appeals to those who no longer want to navigate the busy airports in the Dallas area and to companies that now own or rent their own airplanes and jets. This public airport is located six miles from southwest Dallas and eight miles from Cedar Hill. With two asphalt/concrete runways, the airport handled 134,960 outbound and inbound flights during 2006. As it continues to attract more aviation businesses and corporate users, that number is sure to grow. In 2007, a new airfield maintenance building was added to help address the needs resulting from the increased operations. edar Hill has experienced steady and successful growth since it was

incorporated as a city in 1938 and adopted a home-rule charter in 1975. Government officials and support staff have both a personal and professional interest in what happens here. Citizens feel confident and secure, leading to their involvement in many activities and programs. Built on a solid foundation of quality and service, this city is a place that residents love to call home. 28 Cedar Hill Chamber of Commerce

Structure to Build On Governing a city that has nearly quadrupled in size in less than 30 years is a daily challenge. An elected mayor and six elected Council members take the lead in city government. Council meetings are open to the public. Each year the Council holds a retreat for evaluating, prioritizing, and planning for the future. The Council appoints citizen volunteers to serve two-year terms on the city’s 12 boards and commissions. Appointed by the Council, the city manager oversees the daily operations of the city and a staff of 200. The city secretary supervises city elections and serves as the public information and records management officer. In 2007, the City Council appointed a steering committee to assist a consultant in a major overhaul of the Cedar Hill Comprehensive Plan. With its release in 2008, this is the first update since 1999. The plan addresses many growth-related issues, such as improving and sustaining residential neighborhood quality and livability and physical, social, and economic development.

City government offices have a new home in the $26.3 million Government Center on Uptown Boulevard. The city of Cedar Hill, Cedar Hill Independent School District, and Cedar Hill Police Department collaborated on this project, which saved taxpayers approximately 20 percent in construction costs. With a total of 115,000 square feet, the center provides 23,000 square feet for meeting and office space, as well as community space for neighborhood and civic groups. This is the only project of its kind in Texas; only one other is known to exist in the entire country.

Safety to Count On Setting the standard for protection and prevention are Cedar Hill’s police and fire departments. Their well-trained forces and superior equipment, plus the respect and cooperation they have from the community, equals a secure environment for all. Emergency services are as close as dialing 911.


Neighborhood Crime Watch has proven to be one of the most effective and least costly ways for preventing crime. Police Department Cedar Hill officers responded to more than 25,000 citizen-initiated calls for service in 2006 and self initiated more than 30,000 calls. Emergency response time was less than seven minutes. Staffed by full-time officers, part-time community service officers, and volunteers, this department works hard to decrease crime and increase safety. In addition to serving Cedar Hill, the department also has a disaster-assistance agreement with the city of Dallas and provides emergency response services for Joe Pool Lake. Between 2006 and 2007, the city’s population increased by almost 4 percent; yet the crime rate decreased by almost 10 percent. Some of the department’s many successful safety programs include:

knowledge of the department’s personnel and policies. Citizens on Patrol (COPs) provides additional training in patrol techniques and how to report suspicious activities. • Neighborhood Crime Watch has proven to be one of the most effective and least costly ways for preventing crime, especially burglaries and robberies. Area residents are participating in more than 12 active neighborhood watch groups. • Educational programs for adults and children are equipping citizens to fight crime. Units of the department present the McGruff educational programs to children, sponsor community safety fairs, and teach classes for adults. Area businesses appreciate the shoplifting, employee theft, and check-fraud classes. Seven Steps to Personal Safety is a popular class that has benefited many. • The Security Survey home safety analysis helps to reduce residents’ insurance rates by 5 to 15 percent.

Fire Department This department’s mission is to deliver premier life safety services to citizens and customers. Core functions are emergency medical services, fire suppression services, fire prevention/education, and fire administration. The 16 firefighting and medical response vehicles are strategically located throughout the city at three stations. Another station is in the planning stages. The department has mutual aid contracts with all cities in Dallas County. In 2007, the full-time staff of 62 responded to 4,280 calls, with 69 percent of those being medical response calls. Now associated with the University of Texas Southwest Medical Center, the department has a new medical control physician: Paul Pepe, M.D., M.P.H. A world-renowned emergency medicine physician, Dr. Pepe is also leading the department’s involvement in two multi-year national research studies. Working in partnership with the community, the department recently helped establish the City/Regional Community Emergency

Response Team (CERT). The annual Citizens Fire Academy and Open House is another outreach to the community. Fire safety inspections increased by 74 percent from 2005 to 2006. Grants from Wal-Mart and High Pointe Baptist Church in 2007 helped to provide smoke detectors, carbon monoxide alarms, and small fire extinguishers for homes in the city. These were placed by emergency response crews or given to citizens upon request. Cedar Hill Firefighter Association gives the department’s staff additional opportunities to work together and interact with the community.

Cedar Hill Independent School District Police Department Dedicated to providing a safe and secure work and learning environment, this department serves Cedar Hill’s public school students, faculty, and staff. Its professional police officers and civilian staff are working within the district’s 13 schools to solve problems and address concerns. They are responsible for campus safety, law enforcement on district property, and the school crossing guard program. When necessary, they work under the jurisdiction of the Cedar Hill Police Department and with its officers.

are coming together and focusing on what they have in common. Churches and government are working together to build a city where ministry is happening wherever Christians are serving.

Transformation Vision Cedar Hill is a nonprofit corporation that involves churches and city government in taking action for the benefit of the citizens of Cedar Hill. A steering committee that consists of community leaders from churches, businesses, government, and education is working to teach Biblical principles in the community. Training titled “Serve One Another� is being offered to those in the community who are providing frontline services, such as clerks, servers, and business owners. Classes are held on the campus of Northwood University and are taught by prominent citizens, including

the mayor, pastors, City Council members, and business leaders. As more and more individuals learn Biblical principles for the marketplace, the community is having a greater impact on those who are living, moving, or visiting here. Mission Cedar Hill puts volunteers from various churches to work helping city residents who are unable to help themselves. Other committees are being set up for the protection of youth and the elderly. A catalog of available resources for youth in trouble, single-parent families, and the elderly is in the works. When it comes to success, the 99 percent occupancy rate speaks loudly. The city has doubled in size since 1990. One of most popular retail and restaurant areas is the Uptown Boulevard development area. A high-end prototype Wal-Mart opened here in 2002. Uptown Village at Cedar Hill, the city’s largest retail development in 30 years and the largest shopping center built in southern Dallas County since 1975, is creating a local buzz that is sure to grow to a cheering crowd. With 800,000 square feet of shopping and restaurants on two levels in an open-air environment, Uptown Village features upscale shopping and casual dining restaurants, a village green, and a performance stage. Dillard’s and Barnes & Noble are joined by 75 fashion apparel, fashion accessories, and home furnishings stores. The Dallas Business Journal has already recognized the potential

here with its 2006 Best Real Estate Deal in Retail/Hospitality award. Main Street/Downtown Cedar Hill, including the Historic District and Old Town Corridors, has been part of the Texas Main Street Program since 2000.
