o matter which way you travel (car, truck, rail or air), there is easy access to this progressive community. Centralia, as its name implies, is centrally located in the state of Illinois — and the United States. The location offers easy access to two Interstates: I-57 (north and south) and I-64 (east and west). U.S. Route 51, which serves as the Centralia area’s “main street,” extends north to I-70 and eight miles south to I-64. U.S. 51 is a four-lane, limited-access highway between I-64 and Centralia. I-64 is just minutes from two industrial parks. This highway expansion is a major benefit to commercial truck traffic and commuters. U.S. Route 161 runs through the heart of Centralia (east and west), providing easy access to I-57. Three major rail lines serve Centralia: Norfolk Southern Rail, Burlington Northern Santa Fe and Canadian National Rail. The downtown passenger depot allows for Amtrak passenger service six times daily. Combined

with easy access to the interstates, rail service makes Centralia an ideal distribution point. Air access is important, and Centralia offers a municipal airport with a 5,000foot paved and lighted north–south runway, an additional 3,000-foot east–west runway (2,600-foot hard surface), a small modern terminal, charter flights, and jet fuel, providing corporate and other business operations with excellent service. Lambert International Airport in St. Louis offers service by major airlines and most freight carriers, as well as international flights, and is a 1.5-hour drive away. Mid-America Airport, located just 45 minutes away, offers both passenger and air-freight service from its international tradezone facility. Centralia has highway, rail and air access to major cities such as St. Louis, Louisville, Indianapolis, Memphis and Chicago and offers an excellent location for businesses, manufacturing and residents. entralia was founded in 1853 as a railroad town after being brought into existence by the Illinois Central Railroad. The Canadian National Railroad (formerly the Illinois Central Railroad), the Norfolk Southern Rail and the Burlington Northern Santa Fe Rail have over 70 trains passing through Centralia on a daily basis, connecting rail transportation with the rest of the nation. Centralia was also a coal mining town almost from the first years of its existence. The first locomotive to burn Illinois coal was successfully converted from a wood burner to a coal burner at the Centralia railroad shops. The development of the Junction City Mine led to Centralia’s first oil boom in 1938; the region was credited with over half of the new oil production in the state at the time. Local history tells of a year of drought (1821) in Northern Illinois, when farmers turned to Southern Illinois for corn and food for survival. This period gave the land of plenty in Southern Illinois the old Biblical

name of Egypt, and Centralia became known as the “Gateway to Egypt.” Central City is the oldest of the three separately incorporated towns that make up the greater Centralia area. It was originally chosen as the site for the railroad shops, which were to be located as close as practical to the junction of the original main line of the Illinois Central Railroad. However, the railroad established its shops on land it already owned two miles south of Central City, and Centralia grew up around the new shops. The removal of the shops to a point two miles farther south in 1911 brought into existence the town of Wamac, which enjoys the historical distinction of being the first city in Illinois in which women exercised their right to vote. Wamac takes its name from the three counties at the junction of which it is located (Washington, Marion and Clinton). Centralia enjoyed industrial development from its earliest days, from a national shoe company to a major candy manufacturer. Centralia’s rich history means that today’s residents have a great foundation to build on.

he three municipalities of Centralia, Wamac and Central City work well together to provide citizens, businesses and manufacturers a quality environment in which to live and do business.

Centralia Government Centralia was established in 1853 and has a city manager form of government, with a mayor and four Council members who are elected at large. The city manager and Council members oversee a $32.4 million budget and a staff of over 138 full-time employees who stand ready to protect, preserve and enhance the community, economic and business development needs of the City. Economic Development Department A proactive city staff works together to improve the investment climate for existing and new businesses and investors. The City has created and supported the formation of six TIF Districts, an enterprise zone, loan programs, three industrial parks and the expansion of its municipal airport to assist with development opportunities throughout the City. The team is comprised of an economic development director along with the city manager and other department heads. Fire Department An efficient Centralia Fire Department comprised of the fire chief, 22 commissioned firefighters and one support person services the Centralia citizens and offers assistance through mutual aid to area fire departments. Centraliaâ&#x20AC;&#x2122;s Fire Department continues to lead the way in protection with an I.S.O. Fire Protection Rating of 3. The department has two 75-foot aerial devices to be used for first response in emergency situations, responds to medical emergencies as EMT-B/AED, and has a â&#x20AC;&#x153;Fire Safety Houseâ&#x20AC;? for educational purposes, thermal imaging, and other state-of-the-art equipment to employ for protecting life and property from the dangers of fire. The fire department is involved with Risk Watch, and we are a Risk Watch community. The fire department operates out of two stations. www.centraliail.com 5

The Centralia Police Department is staffed 24 hours a day.

Police Department The Centralia Police Department personnel include the chief of police, 27 sworn officers, two civilians and seven telecommunicators. The department is staffed 24 hours a day with both uniformed and investigative officers. The Centralia Police Department works closely with the local school systems to provide intervention and assistance with juvenile matters. In addition to the central police station located in the downtown area, there is a substation located on the east side of the city that is housed in the Marion County Housing Authority property. The department has all the tools necessary to complete its mission, including uniformed officers, investigators, tactical equipment and a K-9 unit. Public Works Department The City of Centralia’s Public Works Department is responsible for streets, sewers and the water system. The City follows an aggressive road improvement program for the maintenance of 350 miles of streets. The water filtering plant treats 6 million gallons of water a day, which serves residential and business customers in Centralia as well as 10 satellite communities. The 750-acre Raccoon Lake is the City’s primary water reservoir, but additional connections allow the water plant to draw raw water from either Centralia Lake or Carlyle Lake. Community Involvement Businesses and homeowners are recognized for their participation and contribution to City government. There are over 18 boards and commissions, with over 200 volunteers who commit to the community’s quality of life. Some of these groups include the Plan & Zoning Commission, Centralia Area Housing Task Force, Industrial Commission, Parks Advisory Board and Tourism Commission, among others. Clean & Green Inc., a community and city-sponsored program established in 1985, has developed a number of programs that award homeowners and businesses for well-kept property and contributing positively to the city’s image. Clean & Green Inc. also operates a very efficient recycling program.

City of Wamac Government Wamac’s city government is a mayor/council form of government with a full-time city clerk and treasurer. The City of Wamac was incorporated on June 4, 1913, and its city officials were elected on July 5, 1913. Wamac took its name from being located in three counties: “Wa” from Washington, “ma” from Marion, and “c” from Clinton County. Note that the first woman to vote in the

GOVERNMENT & PUBLIC SERVICES United States was Mrs. Coleman, who voted in the Wamac City election long before the 19th Amendment to the U.S. Constitution was enacted in 1919. Wamac developed as a well-established city with the start of the No. 5 Coal Mine in 1908. The No. 5 Coal Mine reached its unfortunate demise on March 25, 1947; 111 men perished in the mine explosion. Also, the Illinois Central car shops were located in Wamac in 1911. Then, the city had an oil boom in 1921. In 1960 the manufacturing trades developed with the start of the Industrial Park, which employed thousands of area residents. Now with an ever-changing economy, the Industrial Park has changed as well with the Enterprise Zone, economic benefits and future tax increment financing options to meet future economic demands of the 21st century. Wamac has three churches for worship, a city park with yearly activities, an annual festival, playground equipment, and a softball field for all to enjoy. North Wamac Grade School is a K–8 facility that is truly a wonderful asset to the city. Fire Department The City of Wamac is protected by the Centralia Fire Protection District. Police Department The Wamac Police Department has three full-time and nine part-time officers providing 24-hour protection in the City. Public Works Department The superintendent of public works is responsible for maintenance of the streets and sewers. Water service is provided by the City of Centralia, and garbage disposal is privatized.

Village of Central City Government The Village of Central City, established in 1857, has a board president/trustee form of government. The Village Hall is located at 141 N. Harrison St. and is open Monday through Friday. Fire Department The Village of Central City is protected by the Centralia Fire Protection District. Police Department The Village’s appointed police chief and sworn officers protect the citizens of the area. All members of the police department are

state-certified and receive continuance training, offering 24-hour service and patrol. The department has a K-9 unit, is very active in various programs of the Central City School District, and is supportive of the Centralia Risk Watch Program. The department also has an elder service officer who specializes in working with the elderly. Public Works Department This department is responsible for maintenance of the streets, cemetery, park and sewers, as well as garbage service and yard waste. The department maintains snow removal on all the Village’s streets and alleys during the winter months. Water service is provided by the City of Centralia. Economic Development The Village has several incentive packages for existing and new businesses and investors. The Village has a business loan program and is in the greater Centralia Enterprise Zone. Central City has created a Business TIF District and Business District along state Route 51 north and south within the Village. The Village also has an economic development advisor and works with several organizations to promote regional development. Small Town Values With a population of under 1,200 residents, the Village offers quiet neighborhoods, affordable housing, and well-maintained streets and alleys. Any location within the Village is only blocks away from the K–8 Central City Grade School. Residents and children enjoy the Village’s West Side Park, which offers basketball courts, playground equipment and a picnic area. Central City is also home to Lions Park, one of the nicest facilities in the area. Lions Park has lighted tennis courts, basketball courts, two baseball/softball fields (one with lights), a walking track, playground equipment, two pavilions and public restrooms. The park is used by many people throughout the area for picnics, family reunions, company picnics, class reunions and other social events. Lions Park is also home of the Central City Lions and Lioness clubs, which, through the years, have made major contributions to various activities and projects in Central City and the Greater Centralia area. The Lions hold major projects during the year at the park, including the Springtime Auction, Fall Car Show and the Central City Lions Festival on the third weekend of July.

Businesses to

Serve & Attract

uality service is the byword in this hospitable Southern Illinois area. The number of service-oriented businesses is growing steadily, bringing new benefits and new technologies to the area. Seven strong banks serve the community, along with credit unions and other lending institutions, offering the convenience of branch facilities, drive-up services and ATMs. The University Entrepreneurship Center (UEC) provides free consulting services to Illinois businesses and an opportunity for them to participate in the Challenge Grant Awards. The UEC serves as an umbrella organization to facilitate the interaction between entrepreneurs and existing resources. In addition, UEC manages the Regional Technology Center, which has state-of-the-art technology and meeting rooms. This technology includes video-conferencing and teleconferencing

capability, a computer lab with Internet access, and much more. Kaskaskia College has opened the KC Institute for Entrepreneurial Success and Crossroads Workforce Center. The Center serves as a one-stop resource and coordinates services with state and county agencies as well as providing business incubator space and consulting services. Centralia is home to one of four Southern Illinois United Parcel Service regional distribution centers. Three State of Illinois facilities in Centralia provide specific services and contribute to the local economy: Centralia Correctional Center, Warren G. Murray Developmental Center and Centralia Animal Disease Laboratory. The Centralia area retail market lies mainly in the two counties of Marion and Clinton. Route 161 and U.S. Route 51, the downtown business district includes many specialty shops, clothing stores, antique shops and business offices. Major retail chain stores and independent business owners provide a full array of shopping choices. In addition to the downtown area, Fairview Park Plaza, with over 30 businesses, provides shoppers with convenient shopping choices, with everything from shoes to appliances and book stores to department stores. For health and fitness well-being, Centralia offers two medical health spas, three fitness centers and the Centralia Recreation Complex, which offers a fitness center, suspended indoor walking track, two gymnasiums and water aerobics. The community provides a wide variety of restaurants, from fast food to fine dining and regional cuisine to Chinese and Mexican.

ince its earliest days, Centralia has enjoyed a formidable industrial base of companies that produce a wide array of products. These companies (both union and non-union) located in Centralia because they found dedicated, hardworking people; a centralized location; and excellent transportation. These assets remain true today, and the spirit of opportunity abounds. Centralia is home to three industrial parks with more than 280 acres of combined industrial zoned land available for immediate development. Centralia’s Industrial Park, comprised of 174 acres, is used by 13 industries, with 32 acres remaining available for development. Principal Meridian Business Park, located 5.5 miles north of I-64 and adjacent to the Canadian National rail line, has 100 acres available on each side of U.S. Route 51. The park was recently designated as a Tax Increment Financing District. Aaron Business Park, comprising 50 acres, is adjacent to the Norfolk Southern rail line. Beyond these

industrial parks, an additional 1,500 acres has been identified for large-scale projects. Nationally and globally recognized companies producing many brand-name products are located in Centralia. Some widely recognized products include Duncan Hines cake mixes and frostings; Country Bob’s sauces and seasoned salts; paperboard cartons for packaging products like Kraft Macaroni and Cheese, General Mills cereals, and Quaker Oats; and Swanstone fiberglass wall and tub enclosures, kitchen sinks, countertops, and bathroom vanities. Other products manufactured in Centralia include band uniforms, mobile power units and equipment, machine shop metal fabrication, die cutters, steel fabrication, and water-pumping equipment. New and expanding businesses will realize the benefits of each industrial park’s location within a TIF District and/or Enterprise Zone. This, coupled with utilities on site, rail accessibility, and proximity to I-64 and I-57, makes Centralia an attractive location for businesses.

A Thriving Agricultural Region

griculture has long been a major part of the Marion County/Centralia economy, which enjoys a temperate climate, good soil and a lengthy growing season, producing bumper crops of corn, wheat, soybeans and other grains. With the added benefits of fruit production, livestock and dairy operations, the area continues to thrive as an agricultural region. A large portion of the county is dedicated to agricultural use, with numerous family farms of various sizes as well as large-scale agricultural operations. Fruit production is a solid part of Centralia agribusiness, with family enterprises offering the finest in delicious fruits the majority of the year, including strawberries, blackberries, peaches and apples. Garden produce is a strong part of the economic picture, too, with green beans, squash, tomatoes, okra, sweet corn, green onions and many other vegetables available for family and restaurant tables.

xceptional students grow from an exceptional beginning. The Centralia area offers a wide variety of learning experiences from preschool through higher education. Specialized technology centers offer entry-level and advanced training and testing to enhance workforce skills and professional development.

Elementary Schools (Public, Private and Parochial) Centralia Public Schools Centralia City School District #135 (400 South Elm St.) is organized into attendance centers for grades kindergarten through five and includes the Junior High School for grades six through eight. The kindergarten center, Field School, offers both full-day and half-day kindergarten programs. Schiller School and Jordan School are centers for students in grades one through three, Irving School is a fourthgrade center, and the fifth-grade center is located at Lincoln School. Centralia Junior High School (CJHS), serving sixth, seventh and eighth grades, is technologically advanced and provides middle school students with a strong academic program. A unique feature at CJHS is the Contemporary Arts Program, which provides hands-on experiences in cooking, sewing, child care and basic construction, as well as education in the fine arts, computer skills, research techniques and character development. Two of Centralia’s most successful educational programs are Economics for Success, a Junior Achievement Program, and Career Awareness, a program designed to educate students about career opportunities. These programs are the result of cooperative relationships between the Greater Centralia Chamber of Commerce, the Centralia City Schools and local business people. Local business leaders instruct the Economics for Success classes. These programs teach students the basics of the free enterprise system and help them to prepare for the world of work. CJHS also offers a wide variety of extracurricular activities for children, including sports, scholar bowl teams, Junior Beta Club, Just Say No Club and many others. 10 Greater Centralia Chamber of Commerce

All schools have Internet access with labs, and each classroom is wired for Internet access. Central City Public School Central City School District #133 (129 N. Douglas, Centralia), located in the Village of Central City, offers early childhood through eighth grade students a comprehensive education within a close community atmosphere. Special-education classes are also available. In 2001, a large building complex was added, with full air conditioning for the entire school.

Each classroom has two computer sites, and there is a state-of-the-art computer lab with 40 computer stations. Additional activities include band, choir, show choir, math counts team, Scholar Bowl team, cross-country, basketball, track and cheerleading. North Wamac Public School North Wamac School District #186 (1500 Case St., Centralia) offers kindergarten through eighth grade students of the City of Wamac an academic education in a neighborhood atmosphere. The school has several

computers in the classrooms and a computer lab with 20 computer stations. Additional activities include basketball, track, cheerleading, cross-country and Scholar Bowl club. Willow Grove Public School Willow Grove School District #46 (815 West Seventh St., Centralia) is a separate school district within Centralia. The school serves prekindergarten through eighth grade students, with special classes for those with learning disabilities. There are two to four computers in each classroom and a computer lab of 30 stations. The school’s additional activities include music, track, cross-country, volleyball, basketball, cheerleading and Scholar Bowl. New Horizon Christian School New Horizon Christian School (#12 Greenview Church Road, Centralia) is a private, not-for-profit Christian school serving kindergarten through eighth grade students. The school provides children a spiritual foundation and an excellent academic education emphasizing reading, language arts, math, science, history, communications skills, music and physical education. Extracurricular activities include volleyball, basketball, cheerleading, softball, track, Praise Choir, drama team, Scholar Bowl, band and Beta Club. St. Mary’s Catholic School St. Mary’s Catholic School (424 E. Broadway, Centralia, www.stmarycentralia. org) was organized in 1867 and is a parochial school serving children of all races and creeds from prekindergarten through grade eight. Prekindergarten classes are offered five afternoons a week. An after-school

program is available to all students. An excellent spiritual and academic foundation prepares them for their future. The computer lab and interactive white boards are accessible to all students, as are classroom computers. Annual results on the Terra Nova test, given to grades two through eight, are very impressive. Extracurricular activities include band, basketball, cross country, Scholar Bowl, science fair, student council, track and volleyball — open to boys and girls. Trinity Lutheran School Trinity Lutheran School (203 S. Pleasant, Centralia) is a private, not-for-profit Lutheran school serving prekindergarten through eighth-grade students. There is also a day care facility for children ages 3 and older. The school provides students with spiritual content and academic education. Students have access to computers both in the classrooms and in a computer lab. Extracurricular activities include band, choir, Scholar Bowl, basketball, track, cross-country and volleyball.

High Schools (Public and Private) Centralia Public High School Centralia High School (CHS) District #200 (2100 East Calumet St.) is a community high school serving students from Centralia, Central City, Wamac, Hoyleton, Irvington, Kell, Ashley, Dix and Radom. The new twolevel facility is located on the north side of East Calumet Street, west of Airport Road and east of Sable Drive. The facility is approximately 260,000 square feet, with state-of-theart technological capabilities, and hosts a gym seating approximately 3,200.

Centralia High School prepares students for postsecondary education and the workforce through a strong core curriculum. Academics are definitely the focus, with special offerings in industrial education, business practice and home economics. Computers are used by students at all levels, in both computer-assisted teaching and in developing studentsâ&#x20AC;&#x2122; computer skills. CHS and Kaskaskia College have partnered to offer high school students credited college courses during their high school education, freshman through senior years. The spirit of cooperation runs throughout the Centralia schools, which has resulted in a system that produces some of the top students and athletes in the state and nation. The high school basketball program holds honors as the â&#x20AC;&#x153;winningest high school basketball team in the 20th century.â&#x20AC;? With more than 1,800 victories and three state championships, Centralia High hosts the Holiday Tournament, inviting top basketball teams from across the nation to participate in this prestigious event. Other extracurricular programs enjoy great success at CHS: the marching band, drama club and Scholar Bowl team have each earned state and national recognition. More than 60 percent of graduating students go on to higher education. Christ Our Rock Lutheran High School Christ Our Rock Lutheran High School (Shattuc Road, Centralia) dedicated a new campus in 2007. The new 31-acre campus is located on the west side of Shattuc Road directly across from Kaskaskia College. Christ Our Rock Lutheran High School is committed to helping students grow spiritually and academically so that they develop into well-rounded individuals. Kaskaskia Special Education District The Kaskaskia Special Education District #801 (224 S. Locust Street, Centralia) provides services for disabled students in 33 school districts located in Washington, Marion and Clinton counties. The district provides full-time, special classes for students with learning disabilities, early childhood disabilities and social-emotional disorders, as well as for the mentally impaired and disadvantaged. District services include psychological testing and counseling, social work, physical and occupational therapy, vision and hearing services, audiological evaluations, early childhood assessment, and speech/language evaluation and therapy. The district also conducts classes for the trainable mentally handicapped at its Kaskaskia Education Center, housed in the Warren G. Murray Developmental Center, as well as for students with behavior problems who reside at Hoyleton Children’s Home.

Kaskaskia College As it prepares to enter its seventh decade, Kaskaskia College (KC) has gone from a regional college to a “world-class” institution of higher education, meeting the needs of its residents in providing the education and skills to enhance their quality of life. Located west of Centralia (27210 College Road), Kaskaskia College’s main campus is near Centralia, with a new branch campus in Vandalia and Education Centers in the communities of Nashville, Salem, Greenville and Trenton, as well as the Kaskaskia College Crisp Technology Center and a business incubator in Centralia, fulfilling KC’s mission of providing education to residents at times and places convenient for them. More than 11,000 students annually choose Kaskaskia College to begin or continue their education careers. Over the past five years (2001–2006), KC has been the fastest-growing institution of higher education in Illinois. Kaskaskia College’s Career and Technical programs provide education for entry-level jobs, for upgrading skills in related areas, and for continuing-education requirements. Online program offerings at Kaskaskia College continue to grow, with more than 100 classes being offered, along with complete degrees, serving not only students in KC’s nine-county district, but across the country and around the world. To assist students in furthering their educational opportunities, Kaskaskia College also serves as a broker for higher education through its University Alliance. There are 14 colleges and universities offering baccalaureate or master’s degree programs on KC’s campus through agreements with the college. In 2005 Kaskaskia College went global, signing an agreement with ROC Nijmegen in the Netherlands for short-term student and faculty exchanges and curriculum development sharing, along with other joint projects. KC’s Adult Education Program is an instructional program offering adult basic education, adult secondary education, GED review, English language, civics, life skills, job skills and parenting skills. In keeping with the spirit of lifelong learning, the Community Education department provides non-credit programs, workshops and professional

development activities in the fields of teacher recertification, paramedicine, cosmetology and funeral direction, just to list a few. Other continuing-education professional development credits are available through a variety of vocational programs under an online format. Kaskaskia College is a leader in allied health programs, offering programs in associate and practical nursing, massage therapy, radiologic technology, dental assisting, respiratory therapy, and physical therapy assistant. The college also formed the Kaskaskia College Regional Healthcare Consortium, comprised of seven area health care facilities, enabling the college to better prepare students for the growing health care market. Recently, an agreement has been approved to offer an online nursing program for a hospital in India. The Kaskaskia College Business and Industry Program works closely with manufacturers and businesses to customize courses that meet the specific needs of the companies. The Kaskaskia College Illinois Small Business Development Center provides a number of services to small businesses and to support entrepreneurs in the college district. The college has opened the Kaskaskia College Institute for Entrepreneurial Success and Crossroads Workforce Center at 325 South Poplar in Centralia. The Center serves as a one-stop resource through partnerships with Kaskaskia College, Adult Education, the Crossroads Workforce Investment Board, Dislocated Workers Program, Illinois Department of Employment Security, and Clay-EffinghamFayette-Shelby Counties (CEFS) for Economic Opportunity and Youth Services. The facility includes the KC Institute for Entrepreneurial Success, which consists of the Illinois Small Business Development Center and a business incubator, providing educational consulting services and expertise to foster business development and growth. KC’s Crisp Technology Center offers programs in industrial technology, industrial electricity, carpentry occupations, HVAC and welding. Centralia Recreation Complex Centralia truly has a wonderful place that is the center of family and community activity. The $6.5 million Centralia Recreation Complex (115 E. Second St.), opened in 1995, is a physical reminder of the spirit of cooperation that exists in the city. The complex was constructed entirely through the use of private funds, with the Centralia Foundation responsible for overseeing the project. The gymnasium covers 13,000 square feet, providing two full-size basketball courts, three volleyball courts and an elevated jogging track. The fitness room is well-equipped to improve cardiovascular strength and also contains stateof-the-art weight-training equipment. Included in the facility is a unique aquatics venue that houses a 25-yard lap pool, a threespiral water slide, a whirlpool, a zero-entry leisure pool, and an observation deck for watching competitive swim meets and swimming lessons. Full locker room facilities (180 in each room) are available in the gymnasium and swimming areas. Adjacent to the fitness area, the 1,900square-foot all-purpose room is available for birthday parties, aerobics classes, dance

classes, karate instruction, meetings and other activities. Adjoining the recreation complex is the conference center, containing three meeting rooms and four offices. The building houses a full catering area that can be used for wedding receptions and conferences of varying sizes. The complex also has a very active youth program room with video games, a big-screen television, pinball machines, a pool table and air hockey games. The center is entirely handicapped-accessible. Daily admission fees permit the public to make full use of the complex; annual membership is also available. The center is open seven days a week, 361 days a year.

Parks Fairview Park, nestled in the western part of the city between West Broadway Street and McCord Street, is the largest of the two city parks and contains an extensive swimming facility with wading, swimming and diving pools. Lighted tennis courts, a skate park, softball and baseball diamonds, and horseshoe pits provide fun for all ages. Picnic areas with two open pavilions are available for family outings. The annual Fourth of July celebration and carnival, presented by the American Legion, are celebrated in the park. There are five additional park areas, offering softball and baseball diamonds, picnic shelters, and playground equipment. Central City Lionâ&#x20AC;&#x2122;s Park offers a variety of outdoor

activities, with playground equipment, tennis courts, baseball and softball diamonds, a large open pavilion, and an enclosed pavilion. The park hosts the annual Central City Lionâ&#x20AC;&#x2122;s Fest. Wamac City Park has playground equipment and an open pavilion provided for the enjoyment of all. The community Wamac Fest is held annually in the park. Centralia Foundation Park is located in the eastern part of the community, with entrances off Pleasant Street and Gragg Street. It encompasses over 250 acres to make a beautiful nature park. There are several miles of hiking trails; the outdoor Chapel in the Woods; a large outdoor amphitheatre known as The Bowl, with lawn seating to accommodate up to 2,000; a 2-acre catfish hole for year-round fishing (stocked with a variety of fish); a variety of beautiful, naturally designed picnic shelters; a labyrinth path designed in a pattern that dates back to the 12th century and is lined with wildflowers; two unique eco-systems; a restored prairie; and a wetlands area. Foundation Park is home to the annual Balloon Festival.

Raccoon Lake, with over 700 acres of water and 20 miles of shoreline, is primarily for fishing (bass, crappie, bluegill and catfish). The National Boat Racing Association holds its annual Outboard Hydro Plane Boat Races at Raccoon Lake.

Camping Facilities A campground for tent and recreational vehicles is available at the Flying â&#x20AC;&#x153;Mâ&#x20AC;? Ranch. The ranch also has a golf course, miniature golf, a stocked fishing lake and a convenience store and is set in a beautiful country setting.

pportunities for a rich and diverse cultural experience abound in the Centralia area. The many cultural amenities are usually only found in much larger communities. In addition to the many facets of the Centralia Cultural Society, the area also offers a wide variety of awardwinning schools of dance, ballet, karate, gymnastics and cheerleading. The newly renovated historical Illinois Theatre offers professional theatre, artistic productions and live entertainment.

Centralia Cultural Society The community is consistently enriched by the efforts of the Centralia Cultural Society. The mission of the society is to link people with the arts and artists with the community through appreciation, education, exhibition and performance. Established in 1961 and located in the Community Arts Center at 1250 E. Rexford Avenue, the society serves as the umbrella organization for several arts groups, not only in Centralia but also throughout the region. Five member groups make up the Centralia Cultural Society: Little Theatre Players, Choral Society, Philharmonic Orchestra, Light & Lens Club, and Palette & Brush Club. Musical concerts presented by the Choral Society, Bronze Expressions Handbell Ensemble, and the Philharmonic Orchestra happen throughout the year. The community theatre presents plays and musicals quarterly.

Cultural Experience The Light & Lens Club and the Palette & Brush Club hold judged photography and fine arts shows in spring and fall. Sometimes all the groups work together on a production. In addition, the Arts in Education segment provides educational opportunities to school children, youth, retirees or anyone else interested in taking up a new adventure. The School Program brings in 7,000 children from the region for professional live theatre presentations. “Actors in Action” teaches drama exercises and theatrical skills to groups beginning at age 11 up through adult. Music classes instruct in Suzuki method violin, with the youngest students beginning at age 5, and hand bell ensemble for both youth and adults. Both the photography and painting groups offer periodic workshops to hone techniques. Summer art camp is sponsored by Kaskaskia College and takes place at the Community Arts Center. Scholarships are awarded yearly to students pursuing degrees in the arts or art education. The Cultural Society is funded through contributions, donations, grants, trusts and endowments and memberships — both corporate and family. Many volunteers enhance the activities of the society. Participants in the various groups come from dozens of communities within a 60-mile radius. The Historical Illinois Theatre, dating back to 1922 and recently renovated, features professional theatre, artistic productions, live entertainment and educational programs.

Centralia Regional Library District

The Centralia Regional Library District (515 E. Broadway), serving parts of seven townships and four counties, is the successor to the local library, which dates back to 1866. The public collection had several homes in Centralia until a 1902 grant from Andrew Carnegie helped to build the current library, which stands in the center of beautiful Library Park. Carnegie believed in the power of cooperation and sharing and saw the public library as the best way to share his wealth. The spirit of cooperation he showed continues in the library offerings today. Currently part of the Shawnee Library System, Centralia’s facility houses not only books and periodicals, but also recorded books on both cassette and compact disc, videocassettes, DVDs, and music CDs. Children will enjoy Kidzplace, where they can get online homework assistance and information on sports, government, science projects and much more. The library is used as a school library by many elementary and preschool classes and offers a parent/preschool learning center and dial-a-story telephone service. Publicaccess computers offer CD-ROM databases. Centralia Carillon Rising 165 feet over downtown Centralia, The Centralia Carillon bell tower, located at 114 North Elm in beautiful Tower Park, can be seen from every corner of the community. The Centralia Carillon and Tower Park were created as the realization of a lifelong dream of Mr. William Joy. Constructed in 1982 with funds from the Centralia Foundation and other donations from private citizens, the Carillon is one of only 150 in the United States and was the sixth-largest in the world at the time it was built. The 65 bells were cast at the Paccar Foundry de Cloches in France.

The Carillon is staffed by a full-time carillonneur, who climbs 173 steps to a room below the belfry to play the bells. Batons arranged like piano keys trigger the bells, with a 29-key pedal board to allow extra sound from the larger bells. Summer concerts, weekly programs and tours are enjoyed by local citizens and tourists alike. Concerts include every type of written music, from original compositions for carillons to transcriptions and arrangements of classical and popular pieces. Guest carillonneurs from all over North America and Europe visit to participate in Summer Series Concerts from June to September.

Historical Attractions The Centralia Area Historical Museum (240 S. Locust) celebrates the history of the area. Exhibits of the railroad era, coal mining and oil wells; period dress and costumes; and famous sports figures of the area range over two stories of the building. This organization presents an annual Garden Tour of beautiful residential gardens in the area. The famous Illinois Central Railroad Engine 2500 is prominently displayed at Fairview Park. This is one of the last great classic steam engines of the Illinois Central Gulf Railroad, which was responsible for the founding of Centralia. Festivals Centralia’s annual Balloon Fest is held the third weekend in August and features 40 hot air balloons. This spectacular hot air balloon festival attracts over 35,000 attendees during the three-day family event. Visitors can get up close and personal with the balloons and their pilots and enjoy the breathtaking balloon races, evening glows and a gigantic fireworks display. Bring the entire family and have fun at the arts and crafts fair, car show, cardboard boat races, and free children’s activity area. Balloon Fest offers music and entertainment during the day and main stage entertainment following the balloon events on Friday and Saturday evenings. You will find a variety of foods offered at the large food court. The Balloon Fest is presented by the Greater Centralia Chamber of Commerce Balloon Fest Committee, with over 500 volunteers, major sponsors, balloon sponsors, business contributors and area citizens joining together to make this event a success each year. Centralia takes great pride in hosting this family-oriented event each August. The Fall Festival and Halloween Parade are delights for both tourists and local residents. The events are held annually, the last Saturday

in October, in the downtown area. The daytime Fall Festival brings old-fashioned children’s games to the streets, as well as area crafts, a flea market, a car show, a chili and rib cook-off competition, exhibits, and entertainment. The evening Halloween Parade is a beautiful lighted event that is older than New York’s Macy’s Parade, with over 200 entries annually. Dedicated volunteers and organizations present these funfilled day and evening events that celebrate the season’s bounties. Other events include Trout Fishing Days, Fishing Tournaments and a Secret Garden Tour. The National Outboard Racing Association holds its annual Outboard Hydro Plane Boat Races on Raccoon Lake annually. Centralia High School is the home of the “winningest high school basketball team in the 20th century.” Each year, Centralia High School hosts The Holiday High School Basketball Tournament, held the last week of December. Tickets are highly sought after, and local enthusiasts even hold a lottery for seat assignments. Teams throughout the nation are invited to participate in this prestigious event. Centralia is very representative of the “Heartland of America” and is very patriotic. The entire week of Independence Day is alive with fun and activities. The Fourth of July Carnival and Fireworks Display is presented by the American Legion at Fairview Park. The NAACP sponsors and presents the annual Martin Luther King, Jr. Memorial Banquet.The NAACP joins Kaskaskia College in the Community-Wide Awareness Day activities presented on the college campus. Organizations, schools and churches also have many small festivals and events over the course of the year that are open to the public and provide fun and activities for the entire family.
