Chapin — A Unique Community

I

n the mid-1700s, when everything west of Columbia was part of the frontier, a group of German settlers, many of them armed with land grants from England, laid claim to the land between the forks of the Saluda and Broad rivers.

This area came to be known as the Dutch Fork, “Dutch” being an anglicized form of Deutsch (referring to the German language and people).

Few of the Fork’s German settlers ever left its boundaries, and even fewer outsiders ever came to stay. By the 1800s, Dutch Fork residents had developed their own subculture and their own particular — some would say peculiar — ways.

Some still spoke German well into the 19th century, while those who didn’t created a dialect all their own. They measured success not in money or fame but in family and community ties. They were poor, but proud, making the most of the little they had. They believed in hard work, in preparing for even harder times, and in a benevolent God. 6 Greater Chapin Chamber of Commerce

Martin Chapin came to the Dutch Fork from Cortland, New York. He suffered a lung ailment, and his doctors had advised that if he expected to live, he should head south to the Piney Woods and inhale the fragrance of the pine — and that’s exactly what he did. The pines were good to Martin Chapin, in more ways than one.

Martin Chapin was a different sort than his neighbors, yet he shared many of their attributes.

He started a successful lumber mill business and invested in the land. Over the years, his holdings increased to the point that, when surveys were made and land was purchased for the basin of the future Lake Murray, more than half of the property could be traced directly or indirectly back to Martin Chapin. County records show that he purchased 4,218 acres in the Chapin area.

In order to help him get his lumber to market, Chapin granted a right-of-way to the Columbia, Newberry and Laurens (CN&L) Railway. Over the years, this would have a tremendous impact on

villages and communities throughout the Dutch Fork Area. The Chapin railroad station was built near the Chapin Lumber Mill on Beaufort Street.

With the railroad, businesses sprang up and prospered, and a town was established. Martin Chapin allotted the land for the town on Christmas Eve, 1889, with its limits to extend three-quarters of a mile north, east, and west from Martin Chapin’s house, forming a square. Thus the Town of Chapin was incorporated.

In the years when cotton was king, Chapin enjoyed relative prosperity but still did not look very far beyond the Dutch Fork. With the onset of the Great Depression of 1929 and the subsequent failing of the Bank of Chapin, many of Chapin’s farmers lost everything.

Times were hard, but the greater impact on life in Chapin was not the Depression but the coming of new technology — which expanded the boundaries and opened up the Dutch Fork to the outside world. In the early years of the 20th century, the

History & Culture automobile, electricity, telephone, and radio all played a part in the evolution of this small part of an ever-expanding world.

Even so, nothing could have prepared these poor folks, who had lived and worked the land along the banks of the Saluda River for years, for the tremendous social upheaval that resulted from the damming of the Saluda River in 1927 to create Lake Murray, which was to be a source of hydroelectric power for South Carolina’s midlands.

As more land was acquired, the lives of some 5,000 people were directly affected. Three churches, six schools, and 193 graveyards were removed. For some, the building of the dam brought employment. New people moved in from other parts of the country, bringing their families, and new students were welcomed into the schools. For others, only memories remained of the lives they had known. A new age had begun.

But for all of the upheaval it caused them, few residents of the Dutch Fork in the 1920s could have imagined the tremendous impact Lake Murray would have in the future. Its presence has reached far beyond its original purpose as a source of hydroelectric power.

At the time of its construction, the dam creating Lake Murray was the largest earthen dam for power purposes in the world in cubical content.

The dam covers an area of approximately 99 acres and is 208 feet high and more than a mile long.

Today, the lake that was formed by the construction of this dam is a vast area of water covering 78 square miles and approximately 55,000 acres of land. At its widest point, it is 41 miles long and 14 miles wide. It provides storage for 763 billion gallons of water. It is the jewel of the Midlands, a water wonderland for fishing, sailing, swimming, water-skiing, or just sitting on your back porch, looking out over the water at a beautiful South Carolina sunset. It is one of Chapin’s grandest assets, one of the lures that attracts people from all parts of the country who are looking for a great place to live and raise a family. Chapin is truly “The Capital of Lake Murray.”

Unlike the isolation of its early years, today’s Chapin is wide open to an expanding and diverse population from across the nation and around the world. It is one of the more affluent communities in the Midlands of South Carolina. It is situated approximately halfway between the Appalachian Mountains and the beautiful beaches of the Atlantic Ocean; its residents enjoy the best of all possible worlds, with a relaxed lifestyle on the shores of Lake Murray, some of the state’s best schools, an outstanding recreation department, and close proximity to the state capital of Columbia.

The town of Chapin sits just two miles from Interstate 26. Road 48, Columbia Avenue (exit 91), connects the center of town to I-26. U.S. Highway 76, or Chapin Road, runs parallel to Columbia Avenue and also runs through the middle of town. Traffic counts conducted by the South Carolina Department of Transportation in 2001 indicate that approximately 22,700 vehicles per day travel both Columbia Avenue and Chapin Road.

The South Carolina Department of Revenue assesses property values for manufacturing, distribution, and corporate headquarters classifications. All other assessments are the responsibility of local authorities. Rates are expressed in mills, which are equivalent to dollars per $1,000 of assessed value. Assessment ratios are set by state law. Lexington County offers tax abatement of county taxes for qualified investments and new businesses.

We are located in the lower Piedmont Plateau, which is characterized by moderate to steep slopes with gentler, rolling slopes near Lake Murray.

The Town of Chapin owns and operates a regional sewer service and water systems in several developments on and near the lake. The City of Columbia provides water service to the town of Chapin and several areas near the town.

Climate A temperate climate is typical. Winters are mild with average temperatures of 57 degrees with an occasional snowfall. Spring and fall temperatures average 75 degrees. The summers extend from May through September with average temperatures of 90 degrees. The annual average precipitation is 48.27.

Zoning

Airports

The Chapin community has one of South Carolina’s lowest poverty rates and lowest unemployment rates. The average income per capita is the second highest in the state.

The Columbia Metropolitan Airport is just 22 miles east on I-26. Annually, the airport serves more than 1.2 million passengers and processes more than 168,000 tons of cargo.

Jim Hamilton Aircraft Inc., at 1400 Jim Hamilton Boulevard, is a general aviation facility with tie-down capabilities. Located in Columbia only 1.5 miles from Williams Brice Stadium, it is the oldest flight school in South Carolina and can 10 Greater Chapin Chamber of Commerce

Newberry County Airport, located just 24 miles west of Chapin at 1239 Airport Road, now has 100-octane fuel, a 3,500-foot runway being expanded to 4,400 feet, tie-down capabilities, hangar space, and rental car facilities.

We are close enough to South Carolina’s capital city of Columbia that many residents commute the 30 minutes to work in governmental, professional, and other occupations in Columbia.

Chapin continues to develop its local businesses.

As Columbia continues to grow, so do the surrounding suburbs and towns. Chapin is far enough from Columbia to be considered its own town and not a suburb of Columbia. This Southern small-town atmosphere is why many residents love Chapin; it’s also much of the reason behind the area’s unusual increase in growth over the past decade.

Chapin is a highly desirable location in which to live, with schools that are some of the best in the state and Lake Murray as the town’s southside border. Chapin is also equipped with a network of utilities that includes T1 and T3 data lines, fiber optics, cable TV, roadrunner cable, several cellular network towers, and city water and sewer. All of these factors have encouraged an 12 Greater Chapin Chamber of Commerce

increase in residential and commercial development in Chapin in the past decade.

Over the next decade Chapin will continue to grow and be developed but only in a controlled form. The town has ordinances for signs, landscaping, land use, zoning, and building design review. These will allow the town to grow in a manner that will provide an attractive place to live for its residents in the years to come.

The increase of residents in the Chapin area has brought an increase in commercial development. In the early 1990s there were only four restaurants located in Chapin. In 2010 there were over 25 restaurants to choose from in the area.

Hardware and construction supply stores exist, as well as several specialty shops. As a matter of

fact, you can now find almost anything you need right in Chapin — contact the Chapin Chamber at 803-345-1100 for a complete list of the businesses in Chapin and their locations.

There are a few large companies located in Chapin that employ a large number of local residents. Chapin welcomes these businesses, which are so helpful in boosting the local economy, and residents are grateful that they are a part of the community.

Since its founding in the 1933 as a distributor of fishing tackle, Ellett Brothers has become one of Chapin’s oldest and largest companies. In 1952, the company began distributing a small line of guns and hunting accessories in addition to fishing tackle products; three years later,

Local Business they added marine accessories. Ellett Brothers moved to its current building on Columbia Avenue in 1975.

FB Johnston Graphics (an I.T.W. Company) is a specialty graphics manufacturer providing comprehensive graphics solutions, including design, print fulfillment, installation, inventory management services, and on-site management support to original equipment manufacturers and point-of-purchase retailers. It has made Chapin home since 1969.

PM Systems Corporation deals primarily with the technical needs of credit unions across the country by hosting websites, providing network security, and offering technical assistance. In 2000, PM Systems moved to their new building, located in the town center on Beaufort Street.

GIS, or General Information Services, is the fastest-growing company in the area. It provides background investigations and other services to employers worldwide. Clients have included Walmart, McDonald’s, and Aetna. GIS has been around since 1966 but moved to the Chapin area in 1996. A new headquarters was built in 2000 in downtown Chapin, with 500 current employees. GIS continues to expand their existing facilities, increasing their employee base and becoming one of Chapin’s largest employers.

Education

Academic Excellence Chapin Schools, part of School District Five of Lexington and Richland Counties, are steeped in tradition and high academic excellence. School District Five has earned a reputation as the top school district in South Carolina and one of the finest in the nation. The district serves more than 16,500 students who live within its boundaries.

With an enrollment of over 1,200 students, Chapin High is a 3A school and has outstanding offerings in academics, athletics, and co-curricular activities. The United States Department of Education recognized these outstanding qualities by naming the school as a National Blue Ribbon School of Excellence. The South Carolina Department of Education awarded the school the prestigious Palmetto Gold Award for the past several years, as well as the Red Carpet School Award.

Academically, Chapin High School affords students a curriculum in which each can achieve his or her potential in an atmosphere that is positive, caring, and conducive to learning. Advancedplacement courses provide students with the opportunity to earn college credits. Chapin High School students consistently score above state and national averages on achievement tests. Chapin High School students are also the recipients of Palmetto Fellows Scholarships, Governor’s School for the Gifted and Talented, and millions of dollars in college scholarships each year.

Almost 650 students are involved in athletics at Chapin High, a program that has been ranked by The State newspaper as one of the best programs in the state. Athletic teams have a tradition of success, 14 Greater Chapin Chamber of Commerce

and they continue to build on that tradition. In 2009–10, the cheerleading team won the 3A State Championship for the sixth time.The team broke the high school record for the most state titles in cheerleading. In addition, the boys’ tennis team won the state championship.

More than half of the students in Chapin High School’s class of 2010 were named Preliminary Life Scholars by guidelines established by the South Carolina Commission on Higher Education. These students also earned more than $14 million in scholarship offers.

Chapin Middle School, Chapin Elementary, and Lake Murray Elementary all work together to prepare students for success at Chapin High. Each school has been named a Palmetto Gold winner for outstanding student achievement. In the elementary schools, students and teachers work hard to maintain quality performance on the Palmetto Assessment of State Standards (PASS) test. Students are provided additional small group instruction to reinforce classroom instruction, and they have fun while they are learning.

Chapin Elementary is the proud recipient of the Department of Education’s Red Carpet School Award. The school recently underwent major renovations and opened a new kindergarten wing in 2010.

Lake Murray Elementary students and staff participate in several community programs and have won numerous awards for excellence. The school sponsors service projects that benefit the community such as collection of winter coats and canned

Chapin’s schools are considered among the best in the nation. goods and has used their 10th birthday year celebration to raise money for GOoD Works for needs within the Chapin community. The school has been recognized as a Palmetto Gold Award Winner, Exemplary Writing Award winner, and by the South Carolina Department of Education with awards for Closing the Achievement Gap. The school has also received the Red Carpet Award for family-friendly schools from the State Department of Education.

At Chapin Middle students continue to soar like eagles with regards to student achievement.

Chapin Middle School is among the best in the state and nation. As a school of character, students are acknowledged for their positive display of community character concepts and spend time doing service for their community by participating in such programs as the Chapin Community of Character Day. The student-first philosophy is evident as you walk into the front lobby. Students excel both academically and in their participation in the awardwinning band, chorus, and orchestra programs.

Athletic opportunities are provided in conjunction with Chapin High School.

School District Five’s Alternative Academy for Success is also located in Chapin. This program is for students who have difficulty being successful in a traditional school environment. It is a very successful program and is the only alternative school in South Carolina recognized as a Red Carpet School.

Higher Education Facilities Located Near Chapin Approximately 20 miles from Chapin are the University of South Carolina, Columbia College, Allen University, Benedict College, Columbia International University, the Lutheran Seminary, and Newberry College. Less than 15 miles away is Midlands Technical College.

Chapin Schools’ Achievements The 2010 graduating class of Chapin High earned more than $23 million in scholarship offers — an increase of more than $14 million over last year’s graduating class.

Chapin High was recognized as a National Blue Ribbon School by the United States Department of Education.

Chapin High was recognized as a recipient of the Palmetto Gold Award by the South Carolina Department of Education. This award recognizes high levels of academic performance and substantial progress in closing the achievement gap.

The Chapin High Boys Tennis Team won the 3A State Championship in 2010.

The Cheer Team won the 3A State Championship in 2009. This was the team’s sixth overall state championship. The team broke the high school record for the most state titles in cheerleading. Coach Vicki Williams also set a record for the most state titles by a cheer coach.

The Chapin High Boys Soccer Team won the Team Academic Award from the National Soccer Coaches Association of America in 2009. To qualify for the award, the entire team had to maintain a minimum grade point average of 3.25.

The Chapin Middle Student Council was awarded the Honor Council Gold Award as well as the Outstanding Project Award for both community service and video at the South Carolina Association of Student Councils Convention in 2010.

Lexington Medical Center Urgent Care, Lake Ridge Family Medicine, and Chapin Women’s Care are located on Columbia Avenue. Chapin Urgent Care offers outpatient lab and x-ray services. Most recently Lexington Medical Center has expanded their services to include CT and mammography in the Chapin facility. Within the town proper there are three family medical offices, a women’s services ob-gyn practice, and a pediatrician’s office. Other medical facilities represented in the Chapin area include dental, orthodontic, chiropractic, counseling, massage therapy, and veterinary offices. There are numerous human resource counseling, psychologist, and psychiatric practices available in nearby Irmo, as well as in Columbia. The Lexington County Health Department also has services available to families and individuals who reside within the county.

Generations of Chapin is a retirement facility located on East Boundary Street that also houses an assisted-living community and pharmacy. Also located on East Boundary Street is Southwoode Independent Living Community. Another large retirement home, The Heritage at Lowman, is just seven miles from Chapin in White Rock.

Chapin has several pharmacies in town that can “fill” any need, from prescriptions to personal medical supplies. There are two rehabilitation and physical therapy services facilities in Chapin as well.

Crooked Creek Park offers many programs to help area residents stay healthy and fit, including a full-service facility for working out, classes in

Just minutes away from Chapin are four hospitals that offer a full range of diagnostic, therapeutic, preventative, maternity, and surgical services.

Lexington Medical Center is a Level III trauma center well known for its Women’s Care Center.

Palmetto Health Hospital has two major facilities: Richland and Baptist hospitals. Palmetto Health Richland, well known for its Children’s Hospital, is also a Level IV trauma center and teaching hospital.

Palmetto Health Baptist is one of the oldest and most respected hospitals in Columbia. Providence Hospital is known nationally for its medical and surgical cardiac services. Newberry County Hospital is just up the road from Chapin as well.

Lexington County Public Safety provides Chapin’s emergency medical services; there is a 24-hour, fully staffed ambulance maintained at each of Chapin’s three fire stations. Always Something to Do With the lake in the backyard and the Capital City nearby, there is plenty to keep residents of all ages busy.

N

o doubt the summers are the most fun in Chapin. During the summer weekends, many Chapin residents are out on the lake boating.

Lake Murray is the right lake for leisure boating, with over 500 miles of shoreline. There are many sites around the lake and a lot of water to cover.

There are close to 20 marinas on the lake offering gas, bait, and snacks, as well as boat storage, launching, and boat rentals. The lake also hosts a boating poker run that’s a full day of fun. A boat tour of some of the lake homes is conducted each year. For Lake Murray information, contact South Carolina Electric and Gas Company at 800-830-5253.

If you enjoy camping, the lake is the best place to do it. There are nine campgrounds located directly on the lake and four more in the local area. Those who like to camp can hike the Palmetto Trail, which is soon to pass near Chapin. Canoeing and camping along the Broad, Saluda, and Congaree rivers is another activity that will take you away from the crowds. There are several places to launch and pick up canoes along these rivers, including the canoe/kayak launch site for the Broad River, just above Chapin.

Several hotels are nearby for those who would rather enjoy the comforts of indoor plumbing. Ten miles east of Chapin, on Interstate 26 at the Lake

Murray and Harbison exits, there are nine major hotels from which to choose.

Sailing on Lake Murray is one of the best ways to shake the worries off after a long day. There are two sail clubs in the Chapin area that sponsor several regattas, sailing parties, and club activities throughout the year. There is also the Columbia Rowing Club on Broad River and white-water canoeing in Columbia.

The Chapin side of the lake has five restaurant/ bars along the water; many boaters congregate there in the afternoons and evenings to socialize.

relaxing, whether spent anchored in a private cove or visiting friends at their dock across the lake.

If you’re not out in a boat but want a pleasant evening out in Chapin, there are over 20 restaurants and four taverns in town from which to choose. And just 10 miles up the road is Harbison Boulevard, which hosts over 50 major restaurant chains and nightspots.

Another 10 miles up the road is downtown Columbia, which has two business districts, noted for their restaurants and nightlife, along with the Columbia Rowing Club on Broad River and whitewater canoeing.

Chapin’s sunsets are breathtaking and there is no better way to observe them than by cruise boat.

Summer evening cruises to Bomb Island on the Southern Patriot or The Spirit of Lake Murray to see the purple martins congregate are extremely popular.

The Vista is the historic area between Assembly Street and the Congaree River. The 5 Points Area, across town from The Vista near the University of South Carolina, also hosts a vibrant nightlife.

When September comes, Chapin residents think about one thing: football. Chapin High School football games are held every Friday night and are always packed with enthusiastic Eagles fans.

On Saturday mornings during USC home games, many Chapin residents are preparing for the drive to Williams Brice Stadium, which hosts the University of South Carolina Gamecocks.

Being in Gamecock Country, most Chapin residents are either at the game tailgating, listening to the radio, or watching the game on television.

For basketball fans, watching Gamecock college basketball is unbelievable in the new facility, which is equipped with corporate skyboxes.

Since Chapin was once a predominately agricultural town, there are still many residents with ties to Clemson University. Clemson is located only two hours up Interstate 26, making it very easy to catch games in a one-day trip to Death Valley, the Clemson Tigers’ stadium.

The local Labor Day Parade and Festival is one of the busiest and most enjoyable three-day events in the area, featuring fireworks, arts and crafts, a music concert, the library’s annual book sale, and — of course — the 100-plus unit parade. Chapin Labor Day Festivities would not be complete without a host of national, state, and local politicians.

Crooked Creek Park (803-345-6181) is the center for recreational activities in Chapin. The park hosts a variety of activities including weight

training, aerobic workouts, racquetball, tennis, disc golf, and several adult classes. Crooked Creek Art League meets at Crooked Creek Park and hosts several arts classes and contests annually. There are also several sports, both for youth and adults, hosted by the park each year; football, baseball, soccer, and basketball are the four biggest sports activities offered, with youth camps for each during the summer. Crooked Creek Park also has a nature trail that’s excellent for bike riding and hiking.

If you’re looking for a good baseball game in the spring or summer, there is always a local game on Sundays at the town field on Boundary Street or weeknights at Crooked Creek Park. For those who enjoy playing baseball, Crooked Creek Park hosts a spring and fall church softball league, both men’s and co-ed. In addition, Crooked Creek Park hosts a winter church basketball league.

If golf is your game, you’ve come to the right place. There are two fantastic golf courses situated near Chapin and over 20 public courses in the Columbia area. Timberlake Country Club (803345-9909) is located in Chapin and wraps around the shoreline of Lake Murray. Mid Carolina Club is located in neighboring Prosperity, and is also very popular among Chapin residents and visitors.

Recreation, Entertainment, & Tourism Riding motorcycles is another activity for Chapin residents. There are several bike clubs in the area that conduct charity poker runs around the lake on a regular basis. If you would rather ride the four-legged kind, there are local stables available for horseback riding, lessons, and boarding.

Even with all this variety, hunting and fishing are probably two of the biggest sports around Chapin. There are ample undeveloped tracks of land in the Chapin area. North of Chapin many hunters belong to private hunt clubs. There is also an outdoor shooting range north of Chapin where hunters can adjust their scopes and prepare for the upcoming hunting season. The Broad River and Lake Murray are also excellent locations for duck hunting. The lake hosts a variety of fish species including striper, largemouth bass, bream, and crappie. There are many bass and crappie fishing tournaments hosted on Lake Murray each year by local and national fishing affiliates. If you desire to be part of a social or service group, there are many in Chapin. They include the Chamber of Commerce, Garden Club, Rotary Club, Ruritan Club, Woman’s Club, Sertoma Club, Kiwanis Club, Lions Club, and Chapin American Legion Post 193. Another way to get involved with the community in Chapin is to help with the annual Labor Day Parade and Festival, the annual Chili Cook-Off, or the Chamber Awards Dinner.

Chapin Community Theatre is an excellent organization in which to explore your creative side or just to enjoy a night out at the theater. There are 14 other “off-Broadway” theaters

The Dutch Fork Choral Society, a group of interested singers, meets once a week at the Heritage at Lowman to practice for two programs a year and an occasional presentation to other groups. Marjorie Turner is the artistic director.

If you like shopping, there are plenty of local shops and stores in and around Chapin.

Neighboring Little Mountain, Prosperity, and Newberry offer antique shopping opportunities.

There are more stores and malls 10 miles up the road on Harbison Boulevard. Downtown Columbia also has many shops to browse through in the Vista, 5 Points, and Devine Street areas. There are a total of five major malls in the Columbia area, with many of the local movie theaters located nearby.

Frankie’s Fun Park and Riverbanks Zoo are both excellent locations to experience fun for the whole family. Frankie’s is located next to Harbison Boulevard and has many activities for kids of all ages. Riverbanks Zoo is known as one of the top 10 zoos in the country and hosts such highlights as an Aquarium/Reptile Complex, a 5-acre replica of Africa, a gorilla exhibit, an Interactive Farm, and an award-winning Botanical Garden.

Touring Chapin and its neighbors, Columbia and Newberry, is a must. All three communities are saturated with museums, art galleries, opera halls, ballet theaters, town theaters, historic homes, and various historic attractions. Diverse Religious

Organizations Chapin benefits from the combined work of its area churches.

A

quick drive around Chapin and the surrounding areas reveals numerous churches. The Lutheran church is well represented in the area due to the German settlers who brought their native religion with them. These German settlers moved north from the port of Charles Town, now known as Charleston, to settle in the upper portion of what is now the state of South Carolina. Some of these Lutheran churches trace their formation to the mid-1700s.

As the Chapin area grew in population during the 1900s, so did the diversity of its religious organizations. One can now find numerous Baptist, Presbyterian, United Methodist, African Methodist Episcopal, Catholic, and Episcopal churches locally. There has also been a growth of nondenominational churches that serve the area, many of which offer both contemporary and/or traditional services.

Chapin benefits greatly from the combined work of its area churches.

One nondenominational organization is We-Care (803-345-3244). This

program serves as a food bank and financial-assistance group for families experiencing economic hardship.

The Thrift Shop, run by St. Francis of Assisi Episcopal Church, provides clothing, appliances, and furnishings to individuals in need, while proceeds from the sales of donated goods to the general public are used to support a summer camp for underprivileged children.

GOoD Works (803-345-2030) is a nonprofit Christian outreach. Their mission is to improve living conditions for needy neighbors. The founder and president is Brinkley Melvin. GOoD Works is located at 118 St. Peters Church Road.

Several of the local churches offer children’s day care facilities that are open to the public. The Mayor of Chapin also hosts an annual ecumenical Mayor’s Prayer Breakfast that brings together the area churches in united worship.
