Franklin County: A Research Triangle Region Community
Franklin County’s location near the Triangle’s three major universities (Duke, North Carolina at Chapel Hill, North Carolina State) makes it a favored residence in the internationally recognized Research Triangle Region. EDC Offers Updates on Progress and Incentives
Ronnie Goswick, director of the Franklin County Economic Development Commission, is excited about the outstanding growth and opportunities Franklin County has seen in recent years. He is also very optimistic about where the county is headed. “The most recent innovation in Franklin County is the inclusion of a shell building in the Triangle North Franklin,” said Goswick. “The modern business owner needs both office space and warehouse/manufacturing-dedicated areas. The large, tall, and adaptable shell building provides an inexpensive alternative for prospective company owners to start their business.” Business incentives are also a big draw for new industry. Considerable cost savings are available for businesses in the region. In addition to Triangle North Franklin being classified as a Tier One, Goswick says there are plenty of other incentives available from the EDC and the state. “Business owners can take advantage of 7 percent investment tax credits with no threshold,” Goswick noted. “In addition, eligible taxpayers that invest at least $10 million in real property within a three-year period and create at least 200 new jobs within two years at an establishment located in a Tier One county, are allowed a credit equal to 30 percent of the eligible real property investment. “Other incentives available from the state include sales and use tax discounts, exemptions, and refunds,” Goswick continued. “Businesses may also qualify for discretionary programs and other cost-saving plans. Consistent growth in Franklin County has led to an increased demand for good public schools, and the Franklin County School system has followed through on that demand. Franklin County was issued a $53 million bond for the county with 41.3 million allotted for the new Franklinton High School. “We are proud that we have been able to renovate and upgrade so many of our school buildings,” said Nathan Moreschi, public information director for the district. “Updating our facilities to meet modern needs and trends is taken very seriously.” Class sizes average a 20-to-1 student-to-teacher ratio, and a full slate of sports and extracurricular activities supplement a challenging curriculum. Franklin County’s
largest school serves 900 students, so the student experience is a very personal one; small schools also facilitate cooperation among the school superintendent, faculty, principals, and parents. Franklin County Schools is also an award-winning district, with the latest being the Award for Excellence from the North Carolina Communications Center.

Charter schools receive public money in exchange for accountability, and Crosscreek is proud of its success in providing the best educational experience. Kerr-Vance Academy in Henderson is a non-sectarian, co-educational, college-prep day school. The academy is accredited by the Southern Association of Colleges and Schools, the North Carolina Association of Independent Schools, and AdvancED. The Franklin County Extension Center “partners with communities to deliver 8 Greater Franklin County Chamber of Commerce
education and technology that enrich the lives, land, and economy of North Carolinians.” Located in Louisburg, the center is a department of Franklin County government and a division of the College of Agriculture and Life Sciences at North Carolina State University. A full staff of university faculty and paraprofessionals offers programs geared toward the growth and prosperity of North Carolina agriculture and the conservation of the state’s natural resources. Communities are supported through sponsorship of 4-H programs, and the center is actively engaged in water quality and conservation, waste management, food safety, and child safety. The Franklin County Extension Center also manages the Franklin County Farmers Market, located in the Shannon Village Shopping Center. Seasonally open on Tuesdays, Fridays, and Saturdays, the market offers local produce, flowers and plants, baked items, and artisans’ handiworks.

Vance-Granville Community College (VGCC), part of the North Carolina Community College System, provides higher education and training in Vance, Granville, Franklin, and Warren counties. Students can choose from more than 40 curriculum programs leading to certificate,

and resources to honor the school commitment to its charter. Elementary grades are staffed with one teacher and one assistant per grade. The school blends faculty excellence and parental participation to create a feeling of community. Crosscreek’s mission is to “inspire academic excellence by empowering students to reach their fullest potential as a lifelong learner.”
Founded in 1787, Louisburg College is affiliated with the United Methodist Church. A two-year residential college, Louisburg College provides a bridge from high school to college or university. Ninety-two percent of graduates go on to four-year institutions. Students can also obtain an associate degree in arts, science, or business. With a 17-to-1 student-to-teacher ratio, Louisburg College presents a diverse curriculum for students, with more than 20 courses of study to choose from. Louisburg College’s “Hurricanes” have a long tradition of athletic excellence. Women’s sports include softball, golf, basketball, soccer, volleyball, and cross-country; the men’s program includes baseball, golf, basketball, soccer, cross country, and football. Cheerleading and dance are also available. Louisburg College’s student athletes receive the tools and discipline that lay the foundation for future success.

• In 2008, Franklin Regional installed the IntelliDOT Safescan system, a medication bar-coding system that significantly reduces medication errors using state-ofthe-art handheld devices. • Franklin Regional purchased the Cepheid GeneXpert System in 2008 to allow for rapid-response testing of every admission and surgical patient for methicillinresistant staphylococcus aureus (MRSA). Among FRMC’s many certifications are the Clinical Laboratory Improvement Act, for their Clinical Laboratory and Cardiopulmonary Department; Food and Drug Administration certification, for their Mammography Service; and the North Carolina Department of Environment and Natural Resources’ certification, for their Nuclear Medicine program. The Franklin County Health Department (FCHD) has expanded its services to meet the needs of the county’s growing population. All services are centrally located at the FCHD complex at 107 Industrial Drive in Louisburg. • The Maternity Clinic provides prenatal and postpartum care, counseling, and referrals to day care and transportation. • The Adult Health Clinic offers routine medical services. Influenza immunizations are also available every fall, and pneumonia immunizations are also available. The Cancer Screening branch offers pap tests and mammograms. • The Child Health Clinic provides comprehensive health services to children through age 20, and its Child Service Coordination branch provides services to special-needs children through age 5. FCHD also provides free required immunizations for all children. • The Dental Clinic serves Franklin, Vance, Granville, and nearby counties. Exams, cleanings, fillings, extractions, and X-rays are among services offered to children up to age 20. • FCHD’s Health Promotion Initiative sponsors the constructions of walking trails and programs of nutritious food selection in all local communities. The “Frankly Healthy” program works to improve the health of Franklin County residents through promotion of nutrition, physical activity, and management of chronic conditions, among other focuses.

Vollmer Farm’s “Back Forty” is a 40-acre playground that features a 2,500-square-foot jumping pillow, amusement rides and slides, a seasonal corn maze, farm animals, and more. Visitors can pick their own strawberries and pumpkins, and the farm’s market offers fresh seasonal produce.
Allen de Hart, professor emeritus at Louisburg College, is an authority on East Coast hiking trails, having written nine trail guides and hiked more than 53,000 miles in 46 states and 18 foreign countries. De Hart founded the de Hart Botanical Gardens, an 88-acre garden and nature preserve that attracts bird watchers, botanists, and naturalists alike to view more than 500 species of flora and fauna. Hunting and Fishing Many species of game fish are native to the area, which offers fishing in small local ponds, country streams, and the scenic Tar River. Anglers can test their skills against the native blue, white, and channel catfish, and several species of bass and panfish. Hunting is available on private land through permission of the landowners; deer, turkey, waterfowl, and abundant small game can be had.

The Tourism Development Authority Board meets monthly on the third Monday at 5 p.m. in the Greater Franklin County Chamber of Commerce Conference Room. This summer bluegrass festival is held at PreddyFest Bluegrass Park, a beautiful setting along the Tar River. The site offers plenty of room for camping; many festival-goers build their vacation around the festival and stay on the grounds for the entire event. Proceeds from this fun event benefit other Franklinton community activities.
North Carolina Barbecue
Connoisseurs of fine American cuisine know all about North Carolina’s distinctive barbecue style. Two local proprietors of Franklin County offer their mouth-watering takes on this great North Carolina tradition.
Neil Holden, of Holden’s Barbecue in Youngsville, describes the region’s distinctive cuisine. “North Carolina-style barbecue is distinguished by its vinegar-based barbecue sauce,” he said. “There are two ways to do North Carolina barbecue: you can cook the whole hog — everything but the squeal, as the locals say — in the ‘Eastern’ style, with a vinegar and pepper sauce, or you can barbecue the ‘Lexington’ way and use only the pork shoulder, with a vinegar and ketchup-based sauce.” Johnny Gardner, owner of Johnny’s Barbecue in Louisburg, notes that this all-American cuisine has local roots. “North Carolina is the real home of American barbecue,” he said. “Since the 1800s, North Carolinians have used hardwood coals to slow-roast pork for full tastiness and melt-from-the-bone tenderness.
