arren County is located on the eastern side of the Shenandoah Valley at the point where the North and South branches of the Shenandoah River combine in their northward flow to the Potomac River. “Shenandoah” and its variants mean “great plain.” The Shenandoah River offers a source of transportation, beauty and resources. Native peoples built in Warren County what is considered the oldest permanent structure east of the Mississippi River in North America, an 11,000-year-old ceremonial building, the archaeological remains of which are known today as the Thunderbird Site. The first documented European explorer to see Warren County and the Shenandoah Valley — John Lederer, in 1670 — noted an almost eerie absence of native peoples, who had been killed by warfare and disease. By the early 1700s, when fur trapping and land prospecting began in the Shenandoah Valley, the Cherokee, Iroquois and Shawnee peoples were using the Valley as a collective hunting ground. In 1729 a group of German immigrants led by Joist Hite purchased several thousand acres of land in the northern Shenandoah Valley. A community of Quaker families from Maryland, led by Robert McKay, came at the same time as Hite’s Germans. In 1734 Thomas Chester established a ferry service known as Chester’s Ferry at the juncture of the forks of the Shenandoah River, and in the 1740s an English Lord — Thomas, Lord Fairfax, the Sixth Baron of Cameron — came to the area that is today Warren County to lay claim to his inheritance: a 5 million-acre (219-squaremile) swath of the colony that extended from the Chesapeake Bay through the Shenandoah Valley and on to western Maryland. In 1754 a large extended family under the leadership of the son of a French Huguenot, Peter LeHew, settled at the foot of the Blue Ridge along the road leading from Chester’s Gap to Chester’s Ferry, and LeHewtown was established. During the French & Indian War, LeHewtown was the Royal Frontier of the British Empire, hence the town’s name at the time of its charter in 1788: Front Royal.

By the coming of railroads and canals in the 1830s the overland migration routes changed, and when Warren County was incorporated in March 1836, the community had settled into an agricultural existence, with small farming villages surrounding Front Royal and Riverton. When the war came in 1861, Warren County bore, with the rest of Virginia, much of the horrors of war. Great battles fought nearby meant a steady stream of wounded to be cared for and supplies to be collected. On May 23, 1862, the Battle of Front Royal took place in the streets and buildings of the county seat, and Warren County lost use of the bridges spanning the forks of the Shenandoah. In 1864 the Union burned many mills in the Valley, Warren County’s included. The war’s end saw Warren in ruins, its economy shattered, and its population drained. New bridges would not connect Front Royal to the rest of the county for another three decades. The turn of the century saw new life breathed into Warren County, which had slowly recovered during Reconstruction with the development of the Bank of Warren and some light industry. By the 1890s the Front Royal-Riverton Improvement Company had incorporated, built new bridges, laid out new neighborhoods, and encouraged new factories to locate in Front Royal and Riverton — Virginia’s “Twin Cities.” The county drew its labor pool from surrounding counties that remained largely agricultural, and by the 1930s the American Viscose Corporation had constructed an enormous rayon facility, which would

employ over 80 percent of the county’s workforce by the 1940s. The Great Depression saw many public works projects in the county develop, the largest of which was Shenandoah National Park and its Skyline Drive. Tourism was now added to agriculture and industry as Warren County’s livelihood. Today Warren County still stands at the nexus of several transportation routes and has become part of the greater Washington D.C. community and economy, both receiving visitors and new residents from northern Virginia as well as sending many residents in the opposite direction for work and school. Warren County continues to grow and change as a result, with its position as a transportation hub continuing to define that growth as it has for centuries. Provided by the Warren Heritage Society

Baugh Northeast Co-op. is one of the largest distribution centers for food service products in Warren County and is a model for supplying their distribution centers. It is a state-of-the-art facility. Family Dollar and Ferguson Enterprises are also major employers with state-of-the-art distribution services. Another local business leader is Toray Plastics (America) Inc. This innovative polypropylene foam company began operations in 1997, opening a 200,000-square-foot facility in Front Royal. Employing over 100 local residents, Toray is on the cutting edge of technology for automotive interior trim and flooring underlayments. Staying ahead of the competition requires dedicated employees and strong backing by local leaders; Toray has found both in Front Royal.

Location is a major influence in the success of any business, and Warren County’s is ideal. Operating in Warren County, the Virginia Inland Port is an intermodal container transfer facility acting as the interface between truck and rail for the Port of Virginia. Here, trucks bring ocean-bound containers for immediate loading on rail cars or for short-term storage. Containers also arrive daily by rail from the Port of Virginia to be loaded on waiting trucks and shipped throughout the country. Interchange Group, a third-party logistics firm, is also located in the Stephens Industrial Park. Their facilities and skill in handling third-party distribution is vital to the region. Kelley Industrial Park is seeing growth in the development of flex space in the area. Three lots have been sold to develop flex space for a variety of firms. Big businesses and distribution centers aren’t the only concerns thriving in Front Royal, however. There are also many smaller hometown businesses that take advantage of the local workforce, the great location and Front Royal’s thriving tourism industry. Main Street in Front Royal is brimming with specialty stores, banks, realtors, law firms and eateries, including a special area where antique collectors can find a wide assortment of unique treasures.

Exceptional Learning Opportunities T

he Warren County Public School System has eight fully accredited schools and serves approximately 5,350 students in grades pre-K through 12. The school system’s basic curriculum at all levels is aligned with the Virginia Department of Education’s Standards of Learning. In addition to the core curriculum, elementary students receive weekly music and physical education instruction taught by certified teachers. Art instruction is also part of the standard curriculum for students in K–5. Middle school students have opportunities to explore such subjects as visual and performing arts, computer software applications, and technology education. At the secondary level, approximately 160 required and elective courses are available. Career and technical education courses enable students to acquire industry certification in a chosen field. Students enrolled in the Early College Scholars Program are dually enrolled at Lord Fairfax Community College and can receive up to 15 college credits while they attend high school. The school system serves diverse populations by offering special education programs, gifted education, alternative education, English as a second language, SOL remediation, and classes for at-risk 4-year-olds. Randolph-Macon Academy

Mountain Vista Governor’s School is one of 18 regional academic-year governor’s schools in Virginia, serving 115 students in seven school systems, including Clarke, Culpeper, Fauquier, Frederick, Rappahannock, Warren and Winchester. Mountain Vista is designed for gifted students entering 11th or 12th grade who have the abilities and desire to accept a challenging program of studies that emphasizes science and mathematics. The program engages students in scholarly investigations of the integrated processes of science and mathematics with research and extended learning opportunities patterned after the activities of scholars and professionals. Students attend Governor’s School, located on the campus of Lord Fairfax Community College, in the mornings and take classes at their base high schools in the afternoons. There is an opportunity to earn college credits each year by taking advanced-placement exams and/or by receiving dual-enrollment credits. Students

Founded in 1892, Randolph-Macon Academy (R-MA) is America’s oldest co-ed boarding and day school with Air Force JROTC for students in grades 9–12. R-MA Middle School, for students in grades 6–8, has a separate campus uniform, but is close enough to the Upper School that advanced students are able to take Upper School courses and/ or participate in varsity sports. R-MA helps students achieve their academic potential through small classes, tutorial sessions with teachers, mentoring groups and supervised study halls. As a result, from 2005–2007, the academy’s graduating classes have averaged over $4 million in college scholarships each year. Christendom College

Christendom College is a four-year Roman Catholic liberal arts college offering both undergraduate and graduate programs. The main goal at Christendom is to provide a truly Catholic education. A required 84-hour core curriculum includes three years of study in theology and philosophy; two years of study in English language and literature, classical or modern language, and history; and one year in political science, economics and mathematics, and natural sciences. Lord Fairfax Community College Founded in 1970, Lord Fairfax Community College (LFCC) is a comprehensive, nonresidential, two-year public institution of higher education with three locations — the Fauquier and Middletown campuses and the Luray-Page County Center — and outreach sites throughout the college’s service region. LFCC offers more than 75 degree and certificate programs in a wide variety of disciplines, in addition to workforce preparation programs for employees and employers. Meeting theofNeeds Area Residents A

s the only incorporated town and the seat of Warren County, Front Royal is home to both town and county government offices. Front Royal operates under a town council/town manager form of government. The Town Council consists of a mayor and six Council members. The mayor is elected to a two-year term, and Council members are elected to staggered four-year terms. They meet the second and fourth Mondays of every month in formal session. Work sessions are scheduled on an as-needed basis. The town manager is appointed by the Town Council. Citizens are encouraged to attend Council meetings and to become involved in local government by serving on one of the many boards or commissions in the town. Front Royal also has several departments to meet the needs of the residents. With 170 full- and part-time employees, as well as a number of seasonal staff members, the Front Royal government is well-equipped to provide excellent service. Warren County government business is conducted by a county administrator and Board of Supervisors. The county has several departments overseeing the needs of the resi-

dents of Warren County. While some departments handle only county business, others, like the Fire and Rescue Department, work with the Front Royal town government to provide a greater range of services.

Community Programs Front Royal-Warren County Crime Solvers is a community involvement program. Crime Solversâ&#x20AC;&#x2122; reason for existing is to gather the clues that law enforcement agencies need to solve crimes. By offering cash rewards, Crime Solvers encourages local citizens to provide clues that can be vital in the successful resolution of crime. The group meets at noon the first Tuesday of each month at County Seat Restaurant. Chiefâ&#x20AC;&#x2122;s Citizens Advisory Board is made up of 12 citizens, all of whom reside or own businesses in our community. The board meets on a monthly basis to advise and discuss issues concerning law enforcement. The board is a partnership with the community to solve problems that affect the quality of life. Blue Ridge Arts Council Founded in 1987, the Blue Ridge Arts Council (BRAC) has served as a cultural oasis in Front Royal and Warren County. Local residents and visitors alike enjoy year-round art exhibits by regional artists in their gallery at 305 East Main Street, as well as satellite galleries in the Warren County Courthouse and Government Center facilities, and the Wayside Theater at Royal Phoenix. The council offers a wide variety of programming, including workshops in the arts and educational outreach programs, to local schools. Each summer the council presents Gazebo Gatherings, a summer-long outdoor concert series, through a partnership with the Virginia Commission for the Arts, the Town of Front Royal and the County of Warren, on Friday evenings at 7 p.m. at the gazebo in the Town Commons at Main and Chester streets. Special events round out the year, with holiday artistic creations at the annual Deck the Halls event held each November. Wayside Theatre The second-oldest professional theatre in Virginia, Wayside began in 1962 for the pleasure of those who dined at the Wayside Inn. The inn’s owner, Leo Bernstein, wanted to have a dinner/theatre combo, so he purchased the old building two blocks from the inn and installed the Maralarrick Players for

the summer. It remained as “summer stock” until 1964, when a board of directors was instituted and the theatre became a not-forprofit venture, as it remains to this day. In 2004, Mr. Bernstein gave the building to the current Wayside Foundation for the Arts, Inc., which currently operates the theatre and is spearheading a limited rebuilding program at its Middletown, Va., site. During construction, Wayside has relocated to Front Royal, at the Royal Phoenix, 400 Kendrick Lane. Striving to enrich the lives of the people of the Shenandoah Valley, Wayside Theatre offers a broad spectrum of live performances, including plays and musicals. With a rich history of over 40 years’ worth of productions, Wayside continues to wow audiences with unique presentations and award-winning artists from around the country. The season begins in early June and runs through the end of April each year, with eight different presentations. Tickets may be purchased for an entire season or for an individual performance. Festivals and County Fair Going strong for over two decades, the Chamber’s Virginia Wine and Craft Festival is an event you don’t want to miss. This festival is held the third Saturday in May each year. Wine tastings from over 20 Virginia wineries and crafters of all kinds from throughout the

East Coast bring people from far and wide to Front Royal. The fun isn’t limited to the adults; there are rides, games and face painting for the kids. Another annual Front Royal festival is the Festival of Leaves, which is organized by the Warren Heritage Society. The Festival of Leaves is enjoyed the second weekend in October in the historical downtown area. Come enjoy the splendor of fall with your neighbors. The holiday season brings another fun event to Front Royal. The Downtown Business Association’s annual Christmas Parade is a fun event for all ages. The Fair Association was established in 1987 as a nonprofit organization. The Fair is always held the first full week of August. The fair hosts a special concert on Sunday before the fair. The 120-bed Lynn Care Center includes a 24-bed unit for short-stay patients needing rehabilitation or skilled nursing care. Physicians representing more than 20 medical specialties are associated with the hospital. The Planetree model of patient-centered care in healing environments has been a major influence in enhancing the way Warren Memorial provides health care services. utdoor sports are what Front Royal-Warren County is all about! Activities such as backpacking, camping, Civil War tours, golf, hiking, horseback riding, tennis and a variety of river sports lead the list. Front Royal, Where the Skyline Drive Begins, is the only town to actually share a border with the Shenandoah National Park. Within the 105-mile-long expanse of this world-famous park, backpacking is very popular. The Appalachian Trail passes just two miles south of Front Royal and provides world-class hiking and backpacking opportunities as it winds its way from Maine to Georgia along the crest of the Blue Ridge Mountains. There are trails for every level of expertise, from the most difficult to the easiest, including Limberlost Trail, which

is great for children and offers handicap accessibility. Also, just five miles west of Front Royal is the George Washington National Forest and the Elizabeth Furnace Recreation area. Trails with names like Buzzards Rock, Tuscarora and Signal Knob offer a variety of lesser-used but equally exciting and challenging trails. Each of these trails provides a variety of spectacular views. Campground camping, backwoods camping and trout fishing are but a few popular activities in this pristine setting. Front Royal is the official Canoe Capital of Virginia — and with good reason. The north and south forks of the legendary Shenandoah River join here to form the main stem of the Shenandoah, which continues a northward flow to its confluence with the Potomac River

at Harpers Ferry. The rivers offer a variety of boating, fishing and swimming opportunities, with occasional areas of relatively mild class I, II and III rapids. Several boat launch sites are located throughout the county. Bring your own canoe, or rent from one of our fine outfitters. They will assist you with logistics such as drop-off and/or pick-up services and provisioning. Rafting and tubing are also popular river sports for families and are also provided by our outfitters. Camping is popular in a variety of other settings, including family campgrounds and riverside camping. The Shenandoah National Park, the George Washington National Forest and the Raymond R. “Andy” Guest Shenandoah River State Park offer both family and backwoods options. The National Park Service requires a

permit for backwoods camping. This can be obtained at any of the National Park entrance stations at no additional cost. There is a park entrance fee.

Golf Five golf courses offer 108 of the most scenic and challenging holes in golf. All are private courses and are open to the public. Each course has its own distinct personality with spectacular views of the Blue Ridge and Massanutten mountains, as well as the Legendary Shenandoah River, as typical backdrops. Open year-round, Shenandoah National Park is home to the famous Skyline Drive, a 105-mile road that winds across the crests of mountains through the entire length of the park. Picnic shelters Six picnic shelters are located in Gertrude E. Miller Community Park at 8th Street and Stadium Drive in Front Royal. Lion’s Park, on the U.S. 522 Bypass at Warren Avenue, and the Burrell Brooks Jr. Community Park on East Criser Road also feature shelters. Contact the Warren County Parks & Recreation Department for information on renting any of these picnic shelters.

Raymond E. santmeyers youth Center The Raymond E. Santmeyers Youth Center, located at 200 East 8th Street, is available for private rental. Reservations must be made at least one week in advance and are subject to availability. The meeting room will accommodate up to 150 people.

ach ethnic group brought its own churches, often organized on the settlers’ own initiative, to the Shenandoah Valley. Plagued at first by lack of clergy and the 1747 presence of Church of England chapels, these settlers nevertheless bequeathed a vital religious tradition of their own to the region. Quakers organized first in Cedarville in 1736. Baptists led by James Ireland organized in 1770. The first Methodist congregation in Warren County formed in 1792 and was visited by the famous itinerant bishop, Francis Asbury, in 1804. Meanwhile, a Presbyterian congregation began in 1794, sharing facilities with the Baptists until building their own church in 1814. Williams Chapel on Chester Street is the oldest church in Front Royal and the only church structure to survive the Civil War.

Built as a Presbyterian church in 1845, it briefly served as government offices after the Civil War. Since 1899, it has been active as a CME Church. Dedicated in 1884, St. John the Baptist Catholic Church was built with a gift from a Catholic Baltimore family in memory of their brother and son, John Carrell Jenkins, a Confederate soldier who died of typhoid in 1861 while stationed in western Virginia. The Church of England’s American cousins — the Anglican and Episcopal churches — today have one congregation in Warren County. In addition, Warren offers its populace many other churches, including 18 Baptist, nine Methodist, three Presbyterian, two Catholic, four Adventist and a variety of other denominations. www.frontroyalchamber.com 25
