Harlingen Has It All Explore the Benefits of Doing Business Here
H
arlingen is a steadily growing community that attracts many businesses through excellent transportation options, access to international markets and a driven, educated workforce. Named a “Best City for Warehousing and Distribution,” Harlingen has a low cost of living while still leading the nation in economic prosperity. Don Hubbard, interim director of the Harlingen Economic Development Corporation, cites the city’s location — just north of the U.S.–Mexico border and minutes from the Gulf of Mexico — as a one of its biggest pluses. “We’re centrally located at the crossroads of the Rio Grande Valley,” said Hubbard. “We’re right where Expressway 83 continues on to the west, which starts at Brownsville, which is right on the border.” Harlingen is easily and readily accessible through its outstanding transportation infrastructure, whether via train, plane, automobile or ship. There is an international bridge border crossing at Los Indios, while 20 minutes away is an inter-coastal waterway, which is a barge port.

Harlingen is located at the crossroads of two major highways, U.S. 77 and U.S. 83, and also boasts the largest airport in the Rio Grande River Valley. What this means for business is excellent options for importing and exporting, whether domestic or international. Harlingen further benefits from being part of one of the nation’s top-performing state economies. Repeatedly ranked “America’s Top State for Business” by CNBC, Texas continues to lure companies through a strong pro-business environment featuring low taxes, incentives, openness to innovation and even its own energy grid. To all this, Harlingen adds a southern Texas locale close to the expanding Mexican market. Since the implementation of the North American Free Trade Agreement (NAFTA), jobs and population have both grown enormously in the Rio Grande Valley. Further, Harlingen leads the U.S. — not just Texas — in affordability, with the lowest cost of living in the nation. Businesses opening or relocating in Harlingen find that the low cost of living has many benefits.

“Businesses that have relocated here find that it does have a good labor source, and it has a lower cost of living, so the wages can be a little lower,” said Hubbard. “They also find that the cost of goods that are sold here is also lower.” But perhaps Harlingen’s biggest selling point is its outstanding quality of life. Residents enjoy a variety of restaurant and shopping choices, a great educational system, year-round outdoor recreation, and much, much more. Even the food is fresher here, with a year-round Farmers Market. And the good news keeps coming. The opening of retail giant Bass Pro Shop has brought new visitors to the area, and local businesses are reaping the rewards. Many more hospitality businesses are locating in Harlingen. “We have a Texas Longhorn Steakhouse building here — that started in June. Also, a Chuck E Cheese has located here in Harlingen, and they are very close to being ready to finalize their construction,” Hubbard said. “We’re also working on several other leads on different restaurants also.
“We’re having a pretty good-sized boom right now,” he continued. “Hopefully we’re going to have a lot more retail going into that area around the Bass Pro Shop and around that shopping area there, so we’re real excited about that.” The growth in Harlingen is impressive, but it is also a controlled growth, as many residents enjoy living in a town that has a smaller town sensibility.
“We’re a nice community. It’s not as congested as the other two large communities nearby, and a lot of people enjoy that not-so-congested feeling, if you will,” Hubbard said. “Of course we are growing, but it is a nice controlled growth.” The new businesses, a thriving downtown, plenty of restaurants to choose from, plus a low cost of living make Harlingen an ideal place for both business and industry. The small-town feel
of Harlingen appeals to its residents, who enjoy a wonderful quality of life. As Bass Pro Shops is a large draw to people from around the region, many more people are coming to Harlingen to shop, eat, bird watch and enjoy themselves. Hubbard concluded, “Harlingen is moving and it’s got momentum right now, and we’re working very hard to keep that momentum going.”
Business Is Booming in Harlingen Hospitality businesses aren’t the only ones succeeding in Harlingen. The city’s success and growth — plus its unique opportunities — are drawing a variety of new establishments. And Harlingen also boasts several long-term businesses that have proudly called the city home for years.
Tire Recycling and Processing 956-428-8473 Tire Recycling and Processing LLC (TRP) is one of the newest industries to locate in Harlingen, holding their grand opening on August 16, 2012. Using state-of-the-art technology, waste tires are shredded, separated and converted into steel, powder, fiber and crumb rubber. Three of those products — the powder, fiber and crumb rubber — are fed into reactors and melted at high temperatures to produce biofuel. The end result is that TRP recycles 100 percent of each tire; a tremendous benefit in a region that’s an international transportation center. “They figure there are several million used tires along our Valley border here. It is estimated that there are 3 billion waste tires along the border area from Brownsville, Texas, to San Diego, California,” said Don Hubbard, interim director of the HEDC. The company has invested over $3.8 million in the new facility and will be bringing between 30 to 50 jobs to the region within their first year of operation. In an article in The Brownsville Herald, TRC’s vice president, Marta Martinez, was quoted, “This was an ambitious project but with a very beautiful message: We have to protect the earth. This is an invitation for our community.” Tire Recycling and Processing is located in the Harlingen Industrial Park. The company will be accepting tires from the general public one to two days a week, with fees being only $1 per passenger tire and $3 per semi-trailer tire.
Peña Eye Institute www.penaeye.com One of the factors in Harlingen’s great quality of life is the outstanding medical facilities that residents have. Adding to these options, the Peña Eye Institute recently expanded their operations to Harlingen. Peña offers blade-free laser vision correction and other eye care services. “We’ve been open for over 11 years in the McAllen area, which is in the upper Valley. We draw a lot of patients from the Harlingen, Brownsville and lower Valley area, and the patients have been asking us to open in Harlingen,” said Jesse Montoya, general manager for marketing and public relations. Peña Eye Institute cares about the community and endeavors to give back through a variety of events throughout the year. “We work with the community, not only to let the people know that we are now open in Harlingen, but also giving back to the community,” said Montoya. “Dr. Peña has given us instructions to pursue that vision and that mission of giving back to the community. “Everybody from the office lives in or around the Harlingen community,” Montoya continued. “We are here to stay.”
Aloe Laboratories www.aloelabs.com The Harlingen locale has been ideal for longtime successful business Aloe Laboratories, a manufacturer of aloe vera and aloe vera-based products, including moisturizers, cosmetics and dietary supplements. “The area in the Rio Grande Valley and Harlingen is perfect for growing aloe vera due to its warm climate almost year round,” said Aloe Laboratories’ Michael Hernandez. “The city of Harlingen has shown itself to be a good source of experienced field hands and workers. We have people that have been with the company for over 20 years whose combined experience helps establish Aloe Laboratories’ reputation for quality in the industry. Items on which the Index is based have been carefully chosen to reflect the different categories of consumer expenditures. Bass Pro Shops Bait for Business
B
ass Pro Shops opened the doors of its new 150,000-square-foot retail center in Harlingen in November 2011. Offering not only retail but also an indoor bowling alley, classes, workshops and food, Bass Pro Shops is expected to draw over 2 million shoppers from a 150-mile radius every year. Even though the store has only been open a year, the benefits to the Harlingen community are already being seen. “We’ve seen our sales tax go up since November of 2011. It’s also brought more people to our community to shop, and they are shopping not only at Bass Pro Shops, but at the mall and at other stores and restaurants in Harlingen,” said Mayor Chris Boswell. HEDC Interim Director Don Hubbard agrees with the mayor’s assessment. “Our sales tax has jumped noticeably. The thing is, even though the Bass Pro Shops helped create interest in the community, the increased sales that are going on in the city are throughout the entire city,” Hubbard noted. “When we look at the reports, they include the sales from the Bass Pro Shops, but just the sales there don’t equal out to the overall increase, so that tells us that it’s throughout the city.” The opening of Bass Pro Shops has even helped small, independent stores in Harlingen stay in business, simply through the increase in the number of shoppers coming to the area.

“One of the anecdotes that we give out is about a little jewelry store downtown,” Hubbard said. “We were told before the Bass Pro Shops opened in early November that they were going to close down. But we went to see them around March and they were still open, and we asked them why. They said that since November 2011 their sales have increased enough that they are going to stay open. And that was in downtown, and downtown is a little ways from the Bass Pro Shops.” Part of the draw of Bass Pro Shops is that it not only sells items, but also provides entertainment. Therefore, the entire family can enjoy a trip to Bass Pro Shops, knowing that there will be something for everyone there. “Bass Pro Shops is really a great entertainment venue as well as a retail venue for families and shoppers,” said Mayor Boswell. “It has a virtual museum of natural history; it has arcades, and a bowling alley, and restaurants, and lots of activities that Bass Pro Shops puts on year-round. There are classes, too; they teach kids how to fish and use a bow and arrow and teach them how to camp. They do a lot of workshops for adults as well — how to fly fish and do bird watching and all kinds of outdoor skills.” As the anchor store for Cameron Crossing, Bass Pro Shops is already attracting more retail and restaurant businesses to the Harlingen area, helping the area continue on its path of growth.
The Sky is not the Limit United Launch Alliance celebrates 25 Years
T
he United Launch Alliance (ULA) facility at Valley International Airport in Harlingen has operated under several company names since its inception in 1987, but its purpose has changed little over the past 25 years. Stated simply, the factory produces parts for delivery vehicles. The details, however, are not so simple, because ULA delivers their clients’ critically important payloads into outer space, and the work done at their Harlingen facility is literally rocket science. Originally opened by General Dynamics Services Corporation as a location to modify KC-135 aircraft, the facility was quickly repurposed to play a role in the manufacture of the company’s Atlas launch vehicle — a modular rocket system for delivering satellites and other payloads into space. “We were here about six months when the management organization at corporate decided that this would be a good location to start building the Atlas product. So we weren’t building Atlas components from the very start, but it was within the first year that they began moving Atlas products into the facility,” recalled ULA Site Leader Tim Piller. “We started with basic structures, and over a period of just a few years, we transitioned into building the signature product for our factory, which is the payload fairing.” The payload fairing is the portion at the head of the rocket which contains the satellite to be delivered into space. It continues on after the primary booster falls away and finally disengages the payload at the desired orbit. “For the most part, the components we build stop at the point the satellite is released,” Piller explained. “One of the fun stories about the Harlingen facility is how we always say that we know we’ve had mission success when all of our parts fall off at the right time and in the right place.”
ULA, which is a 50/50 joint venture company between Lockheed Martin and The Boeing Company, is no stranger to accomplished missions. Its line of Evolved Expendable Launch Vehicles, including the Atlas V and Delta IV, enjoys a 10-year track record of 100 percent mission success for everything from low and geosynchronous orbit satellites to payloads headed for Mars and Pluto. “Probably the most important thing we do every day here is provide boosters that launch satellites which save war fighters’ lives. They are very vital to the military as far as communication, global positioning, and knowing exactly what’s around the corner or over the horizon. We are significant contributors to saving soldiers’ lives and making them more capable,” Piller said. In honor of its 25th anniversary, the Harlingen facility held a celebratory luncheon, which included a number of dignitaries as well as its 192 employees. They looked back on the facility’s positive impact on the local economy, its charity work through the United Way and other causes, its incredible mission record, and its continued support of local colleges and universities. They also spoke about the future, including opportunities to transport people into space. ULA’s Atlas V is the launch vehicle of choice for two new space vehicles, Boeing’s CST-100 and Sierra Nevada’s Dreamchaser. Piller hopes for great things in ULA’s future. “We hope that market will continue to grow our business and become a springboard to not only continue going to the international space station, but also possibly send people back to the moon, to Mars, or wherever else mankind thinks they want to go.” www.harlingen.com

A Community of Learning University Center Brings Degree Options to Harlingen
R
esidents of Harlingen and the Rio Grande Valley now have another top-quality, convenient option available to them in education. In 2011, Texas State Technical College partnered with the city of Harlingen to open the new, 38,500-square-foot University Center. The University Center can offer a wide range of degrees through its eight partner universities: the University of Texas at Brownsville, the University of Texas-Pan American, Texas A&M University-Kingsville, the University of Houston, Texas A&M University-Corpus Christi, Our Lady of the Lake University, Wayland Baptist University, and LeTourneau University. “The eight partner universities provide 26 bachelor’s, 26 master’s and one doctoral degree on site at the University Center,” said facility director Stephen Zarate. “We offer degrees in business, education and retail science,

we’re starting a veterinarian program, and we even offer programs in religion and behavioral sciences.” University Center also allows students to set their own schedules around full-time jobs and families while staying local. “Courses are offered during the day, weekend and evening, so there is selectable scheduling for students who are interested in attending one of the university partners,” said Zarate. “It provides additional educational opportunities for Harlingen. Rather than driving 40 miles one way to the east or 40 miles to the west, it is centralized in Harlingen, so folks from the area can take their courses closer to home. “Since we have different partners, it provides a higher quality of education to Harlingen,” Zarate continued. “A lot of people can’t relocate to
Houston or San Antonio to attend these universities; but now that those universities are down here offering these courses, it’s a dream that they can attain.” The University Center brings employment as well as educational opportunities to the region. “It provides job opportunities for folks who are interested in working in higher education,” Zarate said. “The university partners hire staff and faculty to teach courses and do their program management coordinating, so it does provide economic benefit. I am seeing a lot of people being hired from the local community and the surrounding areas.” In addition to the courses offered, the universities are working with TSTC so that students who want to start their education at a community college can easily transfer into their major with one of the eight partnering schools. “We here at the University Center are treating a lot of agreements with the different university partners to bridge students from TSTC to the university partner,” Zarate said. “This shortens the time to completion for students because they know exactly what courses they need to take that will transfer to the university partners, so the process can save money.” Harlingen’s expanded educational opportunities will help make for a more educated workforce and will also help nontraditional students get a higher education without having to give up their full-time employment. The University Center promises to be a huge boon to the Harlingen community.

Healthy Horizons at HCISD

T
he Harlingen Consolidated Independent School District Board of Trustees, during its July 2012 regular meeting, authorized the district’s administration to move forward in securing funds for a School of Health Professions that could open as early as 2014. HCISD would fund the $13.9 million project through the Qualified School Construction Bonds program. This program allows school districts to obtain interest-free or very low-interest financing. The school district would pay these bonds through its maintenance and operations budget. The new 500- to 600-student high school would feature a curriculum geared towards placing students on career paths for medical professions, including as doctors, nurses and medical technicians. The school would serve students in proposed grades eight through 12. “HCISD’s commitment to our students and community is that we remain the leader for this region, state and nation,” Board President Dr. Cesar Maldonado said. “The School of Health Professions will help provide a valuable service to our city and region as we work to add more highly skilled and better-prepared employees into the local health care industry. The progress of our regional economy is contingent upon how well we prepare students for high-paying and demanding careers. Being able to add

that kind of value, while being responsible to taxpayers, is an extraordinary opportunity for this district.” The School of Health Professions would also add student capacity at the two comprehensive high schools, which is currently 2,400 students, further alleviating overcrowding. With the addition of the 1,400-student capacity at the Ninth Grade Academy, set to open in August 2013, the School of Health Professions will allow the district to defer building a third comprehensive high school for 20 years, based on growth patterns. A comprehensive high school could cost as much as $80 million. HCISD also hopes to partner with the local medical community to provide work-study, job-shadowing and real-world experiences for the students in the School of Health Professions. “Our district’s leadership team, from our board to our staff, is committed to transforming our schools,” Superintendent Dr. Steve Flores said. “Transformation can only come about with bold change. We understand that parents have choices for their children’s education. This program will be a win for taxpayers, who will get value with no additional tax increase; for our local economy, which will gain a more skilled workforce; and for our students and families, who will have more opportunity to obtain a higher quality of life.” The Texas Education Agency notified HCISD in October 2011 that it was approved for $13.9 million in Qualified School Construction Bonds, a program created from the American Recovery and Reinvestment Act of 2009. “Through the terms of this program, we are confident that HCISD’s construction needs will be fulfilled for the next 20 to 30 years,” Flores said. “We will not have to utilize our fund balance, which will remain strong through the uncertainty from the state in future budget cuts. We are confident this high school will become a model for our state and nation.” Between 2001 and 2010, the education and health industries grew 11,400 jobs, or 55 percent, in the Harlingen-Brownsville Municipal Statistical Area, according to the 2011 Labor Market Report by Tech Prep RGV. With 32,000 total jobs, education and health are also the largest industries in the MSA. “As the medical hub of the Valley, we feel this is the best use of these available funds for serving our students and families,” said Dr. Arturo Cavazos, deputy superintendent for transformation and school support. “This school will be about developing the skills necessary for our students to be successful in the 21st century, specifically the health profession. As the medical industry grows in Harlingen, so do the high-paying careers that we want our graduates to be able to obtain.”

Four-Year Future Currently, the Regional Academic Health Center (RAHC) is a two-year clinical campus for medical students. However, the campus is about to enact a plan to change to a four-year medical school. Instead of students transferring in to complete their two years of clinical work, they will have the opportunity to spend all four years at RAHC. The change will create jobs in the region as well as giving more options to medical students. “It is very important that we have residency programs in place here so that when students complete their medical education they can stay here to complete their residencies, their postgraduate training, and the various specialities we’re looking at right now,” said Dr. Leonel Vela, regional dean and professor of the expansion. Regional Academic Health Center will be determining the best transitional plan for the school’s expansion over the next year.

Vocational Nursing Program Expands TSTC started its vocational nursing program in 2009, and it’s already a significant success. “We had a 100 percent pass rate the first time out, which was fantastic. Last year I believe it was 86 percent,” said Suzanne East, chair of the Vocational Nursing Program. “This year it looks like we are at 100 percent again, so we are doing well. We actually took 35 students in this group this year.” The popular program has expanded to include an RN program, started in fall 2012, with stages in place that allow students to enter

the workforce as a nurse’s assistant, vocational nurse or RN. Students can complete one section at a time; at the completion of each section, they may choose to go on to the next level or begin their career in the medical field. “The whole idea of the planning was, at any point along the road, students can sit out a year or whatever and then come back in,” East explained. “Each level has a starting and stopping point, and each level is employable. You have received something, you have completed something, and you are employable, which is basically TSTC’s goal, to supply the workforce with needed people.” The low cost of TSTC, in addition to the stair step plan, make it a very attractive prospect for incoming students. “In a university with a bachelor’s program for nursing, it’s a four-year program. Anywhere in those four years — and you could have three years invested in it — if something should happen that you would have to drop out, you won’t really have anything,” East noted. “The difference — our selling point — is that all the way along the road here, at each completion of each program you are employable, and you have received something. “And of course, it is a lot more affordable,” East concluded.

Resident Program The Christian-based residency program at Valley Baptist Family Practice has trained 67 residents in the 17 years it has been in operation. Graduates of the residency program go on to serve patients in the Rio Grande Valley as well as throughout the country. With a focus on spiritual as well as medical needs, some residents have even taken to helping needy patients in the mission field in Paraguay, Asia and Papua, New Guinea. Students learn about helping others through programs, such as the weekly outreach, where teams of doctors and nurses provide free health care to local communities — bringing health care to where it is needed most. A New Era of VA Health Care for Deep South Texas Veterans On October 1, 2010, the Department of Veterans Affairs (VA) announced the official debut of its 154th VA health care system. The VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) was established based on the recognized need for an expansion of veterans’ health care services in deep south Texas. The newest VA health care system encompasses 20 counties in the Laredo, McAllen, Harlingen and Corpus Christi service areas.

City of Harlingen Open for Opportunity

ocated just north of the Mexican border, Harlingen is the second-largest city in Cameron County. Harlingen offers residents a beautiful landscape, a plethora of educational opportunities, excellent health care and an ever-growing list of businesses and industries. Recently, Bass Pro Shops moved into Harlingen, creating wonderful shopping opportunities for residents and visitors while also bringing additional customers to area businesses. According to Mayor Chris Boswell, this is just part of the growth in Harlingen’s retail area. “There are other retail projects. Longhorn Steakhouse has broken ground, and that is under construction as we speak. There are a number of other retail and hospitality projects that are in development that we can’t really talk about right now but that we should be able to announce fairly soon,” Boswell said. In addition, the medical community is also growing, which Boswell feels adds to the high quality of life found in Harlingen. “We also have a lot of positive things going on in our medical community, like the development of the VA Health Care Center, which is now headquartered in Harlingen; their flagship, a 120,000-square-foot surgical center; and another 4,000 square feet of clinic offering thousands of new specialities for veterans,” said Boswell. “Our Regional Academic Health Center transferred fourth-year medical students and class residency programs in internal medicine and family practice medicine. We have Valley Baptist Harlingen, Harlingen Medical Center Clinic and South Texas Hospital. We like to talk about the great quality of life that you can have in Harlingen through our medical community.”

Harlingen also has a great deal to offer students who are looking to stay and work in Harlingen while receiving a quality education. A new facility brings together an impressive array of program and degree choices from several top universities, all in one place. “We just opened our University Center, which is a partnership with eight different universities,” Boswell said. “They offer 24 different undergraduate programs, 24 master’s level programs and one Ph.D. program. That is located on the campus of Texas State Technical College as a partnership between the city of Harlingen, the economic development corporation and the TSTC.” In addition, downtown Harlingen offers a great deal of wonderful shopping, dining and business opportunities. These include the beautifully restored, historic Reese Hotel, which is now home to the very popular Colletti’s Italian Restaurant and plans to have retail space, condominiums and much more. “The Reese was a 70,000-square-foot old hotel that became a housing development and was abandoned by HUD,” Boswell explained. “Local entrepreneurs purchased it, and they’ve developed it into a high-end restaurant and office space, with maybe, soon, some living areas. The goal for that is to be a mixed-use facility in our downtown. “About 83 percent of our buildings downtown are occupied, so our downtown as a whole is doing very well, too.” Mayor Boswell truly has much to boast about in the city he loves. The sustained growth in Harlingen and the excellent quality of life makes it great place to live, work and visit.

owntown Harlingen has restaurants, unique shops, art and lively events that keep residents and visitors coming back. “We’re very pleased that the downtown is alive. We have a mix of businesses; it’s not a particular entertainment district, or an antique district — there is a diversity of businesses,” said Cheryl LaBerge, downtown manager. “There are restaurants and night spots. We were very fortunate last year to have a local investor purchase one of the historic businesses downtown and reopen it as a mixed-use venue called the Reese Center. It’s anchored by an Italian restaurant called Colleti’s, and that has become a popular spot.” A variety of events also keeps the downtown thriving. “There’s different events during the year,” said LaBerge. “Our most popular event — and I think one of the most popular in all of Harlingen — is Jackson Street Market Days. That’s been going on for more than 10 years. It’s the first Saturday of every month, and it’s free and open to the public. We close Jackson Street from Forest to Commerce, and a variety of vendors set up in the street selling all kinds of stuff — collectibles, artwork, jewelry, plants — a little bit of everything. People seem to love coming around and shopping for treasures.” Jackson Street Market Days also serves as a place for people to gather, socialize, eat good food and listen to live music. “We have some food vendors set up, and usually there are two bands, one at either end
of the street, that play from about 11 to 2,” said LaBerge. Downtown events have potential to bring business to the entire city. “Thousands of people come to Market Days from throughout the region,” LaBerge said. “It’s a nice event to bring different folks together outside downtown in the public space of the community, to see what there is to buy, go into some of the stores, run into people they maybe haven’t seen in a long time.” A weekly event that draws many people downtown is the Harlingen Farmers Market. “Every Saturday afternoon we have the Harlingen Farmers Market on A Street, between Jackson and Monroe. It’s held there because we have some big oak trees that provide shade, which is very nice in sunny South Texas,” said LaBerge. “It happens from 3 to 4:30 in the afternoon, every Saturday, year-round.” Freshness and variety are the key features of the Farmers Market. “There are a lot of local growers that come and bring fresh-grown vegetables and fruit. Sometimes we have local meat and chickens, free-range eggs, flowers and plants, and herbs. It’s very popular, and it’s wonderful to get food with just-picked flavor,” LaBerge said. Visitors exploring the shops and events downtown also have a large-scale outdoor art gallery to enjoy. The murals in downtown Harlingen will please both art lovers and historians alike, as many of them depict the history of the region. “We have about 20 murals in the downtown district,” said LaBerge. “On our website we have
a map of the locations, and there is also a mural guide. They’re huge, larger than life-size, colorful works that depict different aspects of the community’s history and culture. They really help to beautify the area. Most of them are outside, although there are a few inside that are only available during business hours. “Probably our most spectacular mural is right at Centennial Park — it’s a massive 905 handcrafted tiles,” she continued. “It’s called The History of Mexico and Mankind. Each of the nine panels tells a different story of Mexican history or culture. It’s outside, and we have it lit at night. There’s a plaza that has information about the artist and how we acquired it.” In addition to the murals, there are galleries and art centers in downtown Harlingen. “D’Arte Centre is a co-op gallery with work by probably about 90 different artists from throughout the region,” said LaBerge. “There’s all different media — paintings, sculpture, wood, glass, jewelry — and you can actually get very affordable original works of art from local artists. They also offer classes for adults and for kiddos, so that is a wonderful gallery space.” Downtown clearly offers a feast for all senses. Residents and visitors are invited to explore this vibrant heart of Harlingen.

Rio Grande Valley Birding Festival Harlingen is for the Birders
T
he Rio Grande Valley Birding Festival offers bird watchers a wonderful opportunity to see a variety of South Texas’ colorful and diverse birds. Located on a well-traveled migration route, Harlingen hosts many birds of subtropical species that boast an array of vibrant colors sure to awe those traveling to the region for the festival. The Rio Grande Birding Festival celebrated its 19th season in November 2012. “The festival itself has been around a number of years,” said Sonny Martinez, marketing director for the Harlingen CVB. “It was created by the city and by local birding enthusiasts who wanted to have a local event for birders, and it’s just slowly grown over the years.”

The city of Harlingen makes every effort to support the birding festival, including a generous donation of funds to The Rio Grande Birding Festival, Inc., a 501(c)(3) nonprofit run entirely by volunteers who care deeply for the birds of the region. In addition to donating funds, the city has also made sure to preserve the wildlife areas that the birds call home. “We actually took possession of an area called the thicket — it was donated to the city. It’s pristine native habitat that’s been left in its original condition. We’ve preserved that as part of the wilderness area for birders,” Martinez said. Another positive impact of the Rio Grande Birding Festival is the protection of the parrots and parakeets of the region.
“We’ve adopted, at the request of the Birding Association, an ordinance to protect parrots and parakeets around the city so that they can nest in their native habitat and not be captured or taken as pets by anyone,” Martinez explained. “We’ve also spent money on Ramsey Park, which is a nature preserve and a native habitat for birds.” The work promoting and expanding the festival has paid off, as it has been written about in The Wall Street Journal and Southern Living and is often described as one of the best birding festivals in the nation. One of the reasons cited is the hospitality of the region, while another is the number of birds that simply cannot be found elsewhere in the United States. “There are 30 birds or so that you can only see in the South Texas region, so it’s become really popular, because people that have a ‘birders bucket list’ can see those birds here,” Martinez said. “The festival is scheduled for when migratory birds are coming through the area, so we have an especially wide variety of birds during the event.” The festival is not just for expert bird watchers, though. “You don’t have to be an expert on birding. They have a Birding 101 class that you can take, and the festival has presentations at the auditorium that you can attend,” Martinez noted. “You can come even if you’re just a naturalist and like to look at habitats.” Everyone is welcome to join in the fun — come early! “When the last event opened up for registration, within one hour we had 115 registrants,” Martinez noted. www.harlingen.com
