elcome to Itawamba County, a publication of The Itawamba County Development Council. It is our wish that this magazine will promote the best of Itawamba County, Mississippi. 2014 saw the 178th anniversary of the founding of Itawamba County. With a 178-year history, Itawamba County is a unique Mississippi county nestled in the foothills of southern Appalachia. From the rugged hills near the Alabama state line to the fertile valleys west of the Tombigbee, 23,417 people call Itawamba County home. Itawamba County is literally a crossroads of northeast Mississippi transportation. The Tennessee-Tombigbee Waterway crosses the county north and south. Connecting the Gulf of Mexico with the Tennessee River, the waterway is a part of the nation’s vast waterway transportation system. US Highway 78 (future I-22) crosses the county east and west. This fourlane highway connects the cities of Birmingham, Alabama and Memphis, Tennessee, with Itawamba County being the halfway point between the two cities. Itawamba County was founded by hardy trans-Appalachian pioneers settling the vast Mississippi Chickasaw cession lands during the 1830s. With a rich and colorful history spanning three centuries now, the county is home to some of the most scenic lands in the state. We are also home to a thriving industrial base, where scenic nature and industry co-exist. We invite the reader to discover Itawamba County. Birthplace of country music legend Tammy Wynette and jazz great Jimmie Lunceford, we are home to thousands of acres beautiful forested land, the scenic TennesseeTombigbee Waterway and the historic Natchez Trace Parkway. Visit one of our many parks, or museums — from Historic Bonds House Museum in
Mantachie to the Jamie Whitten Historical Center and Fulton Playgarden Park. Visit our many historical and cultural sites including the Oakland Normal Institute historical marker, the Van Buren Village historical marker or the Tammy Wynette Mississippi Country Music Trail marker. Picnic on the scenic Tennesee-Tombigbee Waterway or visit an excellent theatrical and music production at the Carolina Community Center. Learn about our county’s past at the George Poteet History Center in Mantachie or fish the excellent waters of beautiful Beaver Lake. We are also home to Itawamba Community College — one of the fastestgrowing and largest community colleges in the state. The campus in Fulton offers theatrical productions and art gallery showings in the W.O. Benjamin Fine Arts Center, athletic events and concerts in the Davis Events Center, football in the Lambert Stadium, and baseball on the John Crubaugh field. More than forty industries are located in Itawamba County. Champion Barbecue in Itawamba County
Grill Mississippi BBQ Championship. This popular stop on the Kansas City Barbeque Society circuit is the brainchild of ICDC’s Kim Graham, the event’s founder and perennial organizer. This major county event has grown tremendously during the past four years under her astute leadership.

The Itawamba County event is a KCBS-sanctioned event and a Mississippi championship event. The Kansas City Barbecue Society is a nonprofit organization dedicated to promoting and enjoying barbeque and is the world’s largest organization of barbeque and grilling enthusiasts with over 19,000 members worldwide. The organization sanctions more than 450 barbeque contests worldwide. “When we started planning the first Itawamba championship during 2011, I wanted it to be a KCBS-sanctioned event,” Graham said. “The benefits of having a KCBS-sanctioned BBQ contest are numerous offering the organizer integrity, experience, a built-in base of cookers and judges, and a support system of other event organizers and members,” she added. For teams, being sanctioned offers the assurance that a contest will be conducted in a professional manner, the prize monies will be awarded as advertised, and that the rules will be followed. Under Graham’s excellent and determined leadership, the Itawamba County event has grown tremendously and gained respect from BBQ enthusiasts from throughout the Nation. The Itawamba County venue has become a favorite among the many KCBS members who have come to Itawamba County. Such an event just doesn’t happen. As soon as each year’s Stand By Your Grill championship ends, planning begins on the next one. The logistics and

planning for such a massive event can be staggering, but the benefits of good planning pay great economic dividends for Itawamba County.
ECONOMIC DIVIDENDS FOR ITAWAMBA COUNTY This year there were 65 professional teams participating in the Stand By Your Grill Mississippi BBQ Championship. Each team has an average of four members, making a total of 260 professional BBQ enthusiasts participating in the event. In addition to the teams, more than 70 KCBS-certified judges attended the event. The attendees of this year’s event began arriving in Itawamba County on the Thursday before the Saturday competition. These visitors to Itawamba County bought groceries in Itawamba County, ate in local restaurants and shopped in local businesses, and many sought

lodging in local motels. On Thursday and Saturday evenings, the local motels had 90 percent of their rooms filled while Friday evening the motels in Fulton had a 100 percent occupancy rate. In addition to lodging, perhaps one of the largest added benefits of the championship on the local economy was fuel sales. These professional teams bring their trailers, campers and vehicles with them. Many of these campers and trailers are large high-end units requiring large amounts of fuel — and many of these units were filled when leaving Itawamba County. The dollars spent and brought into the community by this large group of visitors not only helped local business owners, but helped the community as well with added sales and lodging taxes for the community’s coffers.
THE BEST DIVIDENDS OF ALL Perhaps the best dividends of all that Itawamba County receives from the annual championship are the goodwill and promotion of Itawamba County shared by visitors from all across the nation. “We live in a unique area in the beautiful Appalachian region of Mississippi,” said Graham — a fifth-generation resident of Itawamba County. “We have beautiful scenery in the rolling hills, the majestic Tennessee-Tombigbee Waterway, a sportsman’s paradise in our backyard, and some of the friendliest people — it’s like coming home,” she added. In addition to the participants in the championship, the event brings the news media from not only all across the MidSouth, but the world as well. News media from as far away as the BBC in London have attended the event. Although the 2014 Stand by Your Grill Mississippi BBQ Championship is over, Graham has rolled up her sleeves, and started the arduous task of thinking about and planning the 2015 event — a championship competition she hopes will be even bigger and better. Knowing Graham’s Mississippi hill country fortitude and determination, there is no doubt this will happen.

The corporation now consists of the headquarters being in Fulton, Mississippi along with eleven other branch offices and their newest additions FLC Imports and FLC Industrial Services. MANTACHIE CNG FUELING STATION It’s a (Natural) Gas
T
he town of Mantachie has something new for northeastern Mississippi — a certified natural gas fueling station where drivers of natural gas-powered vehicles are able to obtain fuel for their vehicles twenty-four hours a day, seven days a week. The Mantachie station is one of only three such stations in the entire state, with the other two located in Jackson, the state capital. A ribbon-cutting ceremony was held in August and at the time, the cost per gallon equivalent for the fuel was only $1.68 — drastically lower than gasoline. With the opening of the new natural gas station, drivers of natural gas-powered vehicles traveling through northeast Mississippi are coming to Mantachie to fill up. The station is bringing many first-time visitors to the town and will in turn create repeat visitor traffic. The people who take advantage of the station can also shop in other Mantachie businesses, creating an added economic boost to the town. Since its soft opening before the ribbon cutting, the station has become the single largest customer for the Northeast Mississippi Natural Gas company, according to Mike Horton, company manager. Horton was instrumental in bringing this business to Mantachie. Because of the drastically cheaper fuel rate, more and more vehicles are being converted to use natural gas — from government vehicles to commercial fleets and private vehicles. Companies and private individuals are seeing a drastic cut in their fuel costs after the conversion. According to Horton, California, Arkansas and Oklahoma have made strides to use CNG and build fueling stations. Now Las Vegas has public buses running on natural gas. “It is a movement that started out west and is moving east,” Horton said. The new Mantachie CNG fueling station is located adjacent to the Northeast Mississippi Natural Gas building at the corner of Hodges Drive and Church Street (State Highway 363) just one block north of the intersection of state highways 363 and 371.

tawamba County is located in the scenic Tombigbee Hills section of Mississippi. From the rugged hills of the eastern part of the county to the agricultural region west of the Tombigbee River — Itawamba County has a wide variety of attractions — from museums and libraries to parks and scenic sites, Itawamba County has something for everyone!
PLAYGARDEN PARK Located on the historic Fulton town square adjacent to Fulton City Hall on Wiygul Street, the park is a state-of-the-art facility featuring a softsurface playground area, large pavilion, landscaped areas and sculptures by American artist, Tom Otterness. Throughout the park area are informative signs and the Jimmie Lunceford Mississippi Blues Trail marker honoring Fulton native and jazz bandleader, James Melvin Lunceford. Perhaps the most popular feature in the park is the splash fountain around a large Tom Otterness sculpture.
THE JAMIE WHITTEN HISTORICAL CENTER COMPLEX The center, designed by the U.S. Army Corps of Engineers Mobile District, includes an interesting museum with exhibits created by several Federal agencies involved in the economic development of Mississippi’s
beautiful hill country. Several of the exhibits are multimedia displays, and many illustrate the rich history and heritage of this area.
THE NATCHEZ TRACE PARKWAY The 444-mile Natchez Trace Parkway commemorates an ancient trail used by animals and people that connected southern portions of the Mississippi River to salt licks in today’s central Tennessee. During the 18th and 19th centuries, this ancient road was used by travelers on their journeys to and from Natchez to middle Tennessee. Today, visitors can experience this National Scenic Byway and AllAmerican Road through driving, hiking, biking, horseback riding, and camping. The Natchez Trace Parkway runs through northwestern Itawamba County and includes such local historic and scenic sites as Twenty Mile Overlook, Donnavan Slough and Pharr Mounds.
THE TENNESSEE-TOMBIGBEE WATERWAY The Tennessee-Tombigbee Waterway is located in the Mobile District of the U.S. Army Corps of Engineers. It joins the Tennessee River in northeastern Mississippi with the old Tombigbee River near Amory in Monroe County. The waterway is 234 miles long and runs from Yellow Creek Port

POTTERY OPERATIONS Pottery has been a part of Itawamba County’s heritage since the 1800s when at least a dozen pottery operations were in business. Today there are three pottery businesses in Itawamba County continuing the rich artistic Itawamba tradition: Beans Ferry Pottery, located south of Fulton at 427 Justice Road south of Fulton; Kudzu Pottery, located at 308 W. Lin Street in Fulton and Tab Boren Pottery located at 206 Watson Drive in Mantachie. Some of the finest stoneware wheelthrown and hand-built pottery in the United States are found in Itawamba County’s unique pottery studios.

The waterway has ten lakes, made from ten locks and dams that allow for a shorter navigational route from the interior United States to the Gulf of Mexico. This scenic waterway provides excellent opportunities for boating, fishing, picnicking, swimming and camping.
HISTORIC BONDS HOUSE MUSEUM Located at the corner of Church Street and Museum Drive in Mantachie is Historic Bonds House. Built ca. 1895 by Mantachie merchant and postmaster James Andrew Bonds, this historic structure serves as the county’s museum of history. Housed in this historic building are several archives rooms including the Delmus C.
Harden Archives, the George Washington Owens Archives, the Ruth Boren Sheffield Archives and the James Grissom Archives. The south trail (0.9 miles) runs atop the waterway levee south from West Main Street to the Fulton Lock and Dam. The north trail (1.3 miles) runs atop the waterway levee, then veers northeastward crossing Cummings Creek, then up a hill to the Jamie Whitten Historical Center entrance off John E. Rankin Scenic Highway. The trails feature a paved surface, rest stops with park benches, and are fully lighted. Offering panoramic views of the waterway, the main parking area is located at the intersection of West Main Street and Access Road.

THE NATIONAL UNDERGROUND RAILROAD BICYCLE ROUTE Exploring the route to freedom, the history of this remarkable period comes alive as bicyclists pedal along the corridor that traces the Underground Railroad route from the Deep South to Canada. This bicycle route memorializes the Underground Railroad, a network of clandestine routes by which slaves attempted to escape for many years before and during the Civil War. This bicycle route runs through the entire county east of the Tombigbee River, following the old river’s course. From the rich agricultural bottomlands in southern Itawamba to the rugged hills along the northern border of the county, this is definitely a

ITAWAMBA COMMUNITY COLLEGE Success Is a Priority Thanks to national recognitions from Washington Monthly and Aspen Institute, among others, Itawamba has now become one of the nation’s most prestigious community colleges.
I
tawamba Community College has had the reputation of being a premier community college in the state and region for many years, known as Mississippi’s best-kept secret. However, with two recent significant recognitions, influential entities have discovered ICC, and its status has elevated to one of the nation’s top community colleges. Once again this spring, the Aspen Institute College Excellence Program has named Itawamba as one of the nation’s top 150 community colleges and eligible to compete for the 2015 $1 million Aspen Prize for Community College Excellence. And Washington Monthly solidified that honor by ranking ICC 34th in the United States. “These are significant recognitions, and it simply validates ICC as a premier community college,” said Mike Eaton, who began his second year as President of ICC on July 1. These elite rankings are based on the Community College Survey of Student Engagement and U.S. Department of Education measurement of student retention and completion. The CCSSE survey includes more than 100 questions on a range of topics such as teaching practices, student workload, interaction with faculty and student support. It’s managed by a nonprofit organization of the same name housed at the University of Texas. Students and their success is a priority for Itawamba Community College, Eaton said. ICC, which recently was recognized for the highest increase in degrees awarded among the state’s 15 community colleges, has embarked on a new initiative to further assist its students in

completing their degree. Phi Theta Kappa and the Advising Center are partnering in the Community College Completion Corps, or C4, a statewide student-led, campus-based effort to increase student success by informing all students about the benefits of completing a credential/degree and the consequences of not. It is a continuation of the College’s focus on degree attainment, which originated with ICC’s “Graduation…It Matters!” initiative beginning in 2011, and served as the foundation for establishing the first-year experience program, PACE. Spearheaded by director Marty Cooper, PACE is designed to ease the transition from high school into the college environment to enable students to develop the tools they need to become successful. So far, academic achievements have included a 33 percent increase in retention and a dramatic persistence rate increase including higher average hours passed, higher GPA and lower average courses dropped. PACE has also significantly decreased both the academic probation rate and financial aid probation rate. In addition, the College has opened Student Success Centers on both the Fulton and Tupelo campuses, which provide resources including free peer tutoring, and the Advising Center, which enables strong connections between advisers and students, designed to culminate in earning an associate’s degree. “Striving to meet the benchmarks of accountability, balanced with an innovative and creative environment, these initiatives have demonstrated great success for ICC,” said Dr. Jan Reid-Bunch,

who is now the executive director of Community Relations at the College but provided the leadership to establish these programs when she was the dean of Academic Instruction. “These programs have made a significant impact on the success of our students and have clearly paved the way for them to reach their educational and career goals and have been a win-win for all involved.” With ICC’s focus on success, modern facilities, a high-tech learning environment with state-ofthe-art equipment, and dedicated, caring and professional instructors who specialize in teaching and advising, it’s no surprise that students would like to extend their educational experience at the College beyond two years. “The College prides itself in not only providing excellent services to our students to help them be successful but also we want them to enjoy their experience at ICC,” said Eaton. “It is imperative for our students to receive all of these benefits at an affordable price.” With its annual tuition of $2,300, Itawamba Community College is among the lowest of Mississippi’s 15 independently governed, two-year institutions. The cost is approximately one-third the cost of a university. ICC also continues to offer guaranteed tuition to every high school graduate each year in its five-county district. Thanks to the generosity of foundations, business and industry partnerships, and private donors, high school graduates since 2009 have had the opportunity to receive two full years of tuition-free assistance. ICC is the first community college in Mississippi to
provide fully-paid tuition for four regular semesters of instruction. Itawamba also offers financial assistance to students who are returning to school. The establishment of a new adult learner incentive scholarship encourages new or returning students, ages 23 or older, not enrolled in college for the previous two years, to enroll in classes at ICC and pursue a degree. “We are aware that many adult learners face financial challenges,” said Buddy Collins, vice president of Student Services. “We hope that this scholarship will be the catalyst for them to enroll or return to ICC. A college degree will allow them to be more competitive in today’s global economy.” This past year, including the adult learner scholarship, ICC awarded more state aid to more students than any community college in Mississippi, including 26 Eminent Scholars. Among the other keys to Itawamba’s success story are partnerships, many of which provide significant contributions to its programs and services. For example, ICC along with Mississippi State University and several other colleges and entities are partnering in a nearly $2 million Make it in Mississippi project to accelerate job creation and encourage reshoring of advanced manufacturing jobs that have moved overseas. Partnerships have also enabled the College to open an $18 million state-of-the-art Health
Science Education Center at the Tupelo campus for its nationally-recognized allied health programs, a key economic factor in support of the medical community. In addition, through the Mississippi Corridor Consortium’s Advanced Manufacturing Technician program, the College is providing internships for students to receive paid, hands-on experience with Toyota Motor Manufacturing Mississippi. “We are proud of the many partnerships we have formed throughout the district to assist with economic development,” Eaton said. Another area where Itawamba Community College excels is athletics. Under the leadership of Hall of Fame athletic director, Carrie BallWilliamson, this past year ICC continued its success throughout its 10 intercollegiate programs. Thanks to the men’s basketball team winning the state title and the men’s tennis program winning its fourth state championship in five years, Itawamba has now won at least one state crown in 10 straight years, the longest current streak in the state among the 15 community colleges. Athletics is just one of the many extracurricular activities at ICC. In addition to a wide range of intramural sports and clubs and organizations, the College showcases the largest and arguably the best band in the state and comprehensive fine arts offerings that include CenterStage, the
award-winning, highly choreographed, recruiting ensemble. Sixty-six years ago, then Itawamba Junior College opened its doors to a freshman class of 114. It was a humble beginning but through the years this institution has not only grown but has excelled in a vast number of areas, including academics, arts, athletics and workforce.
