efferson County is located in the heart of Southern Illinois at the junction of Interstates 57 and 64. Mount Vernon is the largest city in Jefferson County, with a population of more than 16,000. The area of the county is 584 square miles. One of Jefferson County’s strengths is a result of its central location in relation to national markets and the nation’s transportation system. Almost one-third of the nation’s top 50 metropolitan areas are within 500 miles of Jefferson County. The bustling intersection of Interstate Highways 57 and 64 has been an economic driver for the area. The daily traffic count on I-57/64 is about 37,000 vehicles. Three major railroads — CSX, Norfolk Southern, and Union Pacific — serve Mt. Vernon, and Jefferson County is located 45 minutes from East St. Louis, Ill., the nation’s No. 2 rail hub. Passenger services are available within 30 miles through Amtrak. A local airport complements the transportation industry. Although the Mt. Vernon Airport does not have commercial flights, its runways and facility are exceptional and can handle carrier services, private jet landing/refueling, and charter flights. St. Louis’ Lambert International Airport is about an hour and a half’s drive from Mt. Vernon, and Mid-America Airport in Mascoutah, Ill., is a short 45 minutes away. The area offers a temperate climate, with an average summer temperature of 78 degrees and an average winter temperature of 32 degrees. Jefferson County averages 38 inches of annual rainfall and 16 inches of average snowfall. In short, Jefferson County is the perfect place to live for those who desire a moderate climate, near a major metropolitan area but away from the urban hustle and bustle.

History

T

he first settlers in what is now Jefferson County were the Andrew Moore family, who built a log cabin in the southeast part of the area in 1810. One day Andrew and his son left for Franklin County to buy some corn, and were never heard from again. Mrs. Moore moved her children to the Equality area, and the Moore cabin remained vacant until 1816, when Daniel Crenshaw moved in. Carter Wilkey, Robert Cook, and their families built log cabins nearby and became the first permanent pioneer settlers in Jefferson County. By 1818, settlers from Southern states like Kentucky and Tennessee began migrating to Jefferson

County to get away from regions where slavery was practiced. Illinois became a state on December 3, 1818, but it was not until June 7, 1819, that Jefferson County was established. While organizing the county, the state designated 20 acres to serve as the county seat. The county and its seat were both named to honor founding fathers: the county for President Thomas Jefferson and the county seat for George Washington’s Mt. Vernon plantation. From day one, education has been a top priority in the county. James Douglas taught at Old Shiloh, one of the first schools in the county, located west of Mt. Vernon. Douglas boarded with the Zadok Casey family; while there he instructed Zadok, who later continued his education and went on to become a state representative, U.S. senator, and lieutenant governor of Illinois. In fact, education

meant so much to Zadok that Zadok Casey Middle School was built on the site of his home many years later. On February 19, 1888, a tornado roared through Mt. Vernon, killing 37 people and destroying 450 buildings. The destruction was awesome; most of the business district was left in ruins. The devastation was so great that Clara Barton, founder of the American Red Cross, personally came to supervise the recovery efforts. Work began immediately to rebuild Mt. Vernon; people from all over the country sent money and supplies to help. The people of the town came together and rebuilt the city to be better than ever. By the time construction was finished, Mt. Vernon was nicknamed “The King City” by newspaper editor J.V. Baugh, who was impressed with the resilience and determination of the community after the great storm.

Southern Illinois’ Employment Center The Jefferson County area is home to some of the largest employers in Southern Illinois. • Continental Tire N.A. (CTNA) is the largest in the county, with 2,000 employees and an annual payroll of more than $100 million. Recently, CTNA completed a 250,000-square-foot warehouse, along with a tandem mixer project. An expansion of the truck tire department is also under way. CTNA has invested more than $170 million in technology and capital improvements. In 2007, CTNA announced the creation of Conti University in cooperation with Rend Lake College and Southern Illinois University. On-site classes assure employees the opportunity to achieve higher education degrees at no cost. • Walgreens Distribution has been in Mt. Vernon since 1990. They have had two major expansions and employ 1,600 workers. • St. Mary’s Good Samaritan Hospital Inc. (SMGS), a regional health center, is the third-largest employer, with 930 staff members. Plans are in the works to build a new $250 million hospital, which will double their size. The Center for Comprehensive Cancer Care, built by St. Mary’s Good Samaritan and Dr. Oza, is $4 million, state-of-the-art regional center for treatment and patient support. • National Railway Equipment Company is leader in its industry, building ecofriendly locomotives that are shipped worldwide. The advanced technology utilized gives the engine twice as much horsepower on half the fuel. The company’s local workforce has grown from 40 to 300 in the last two years. • Mount Vernon Mold Works recently completed a 40,000-square-foot expansion. The employee base for business is regional and is drawn from seven counties surrounding Jefferson County. The economic strength, stability, and growth of Jefferson County have a significant impact on the Southern Illinois region. Unemployment in Jefferson County has been relatively stable over the last few years and remains in the 5 percent range. Jefferson County’s population is 40,168; it is projected to grow to 40,822 by 2012. The county boasted an 8 percent increase in population from 1990 to 2000. The City of Mt. Vernon has a population of 16,407.

Business Development and Expansion

Mt. Vernon is also the retail hub of Jefferson County. Located at the crossroads of Interstates 57 and 64, it’s a natural break and convenient location. The retail and service industry has kept up with increasing traffic, enjoying rapid growth through expansions and new business. • In 2004, Fairfield Inn ($4 million) and Comfort Inn and Suites ($2.8 million) were added to the hotel/motel inventory. • Rend Lake Community College redeveloped its 100,000-square-foot outlet mall to accommodate state agencies, the Small Business Development Center, college programs, and the retail operations of Golf Pro, Kountry Crafts, Shoe Stop, and Brass Werks. • Fifth/Third Bank built a new facility in 2004, and First State Bank of Dix and Banterra Bank completed new facilities in 2005. • Recent years have seen several new dining options come to Mt. Vernon, including Willy’s, 9th Street Grill, Panini Grill, and Quizno’s. • There’s a new Kroger Fuel Center at 4225 Broadway Street. A Pilot Auto/ Truck Plaza is a new addition on State Route 15. Boroviaks, a regional grocer, has completed construction of an IGA gas station next to its facility on South 10th Street. • Byrd Watson Drug Store, family owned and operated in the downtown area for several years, has built a new facility at 12th and Main. Its initial location in downtown on 9th Street is being renovated and expanded for the Dish on the Square, a gift and home décor store. • The Rex, a meeting/conference/reception facility located at 824 Main Street, has been completed. • Goodwill Industries opened a new facility on South 42nd Street in 2006. Sherwin Williams has completed a move to a new 10,000-square-foot facility at 4805 Broadway, and Tractor Supply Company built a new store ($1.2 million) on the west side of Mt. Vernon. • Other national brands represented include Wal-Mart Supercenter, Lowe’s, Staples, JCPenney, Sears, Peebles, Goody’s, Bath & Body Works, Shoe Sensation, GNC, Kmart, Payless Shoes, Cato, Glik’s, Maurices, Claire’s, Hibbett Sports, Dollar Store, Deals for Le$$, Auto Zone, Walgreens, CVS, Underground Attitude, and O’Reilly’s.

Jefferson County also has several industrial and community projects in process or recently completed: • A 60,000-square-foot spec building for Normandy Investments LLC is being constructed at the Rowland W. Lewis Industrial Park on Shiloh Road. • Power Holdings, a $1 billion project, is moving forward with a synthetic natural gas gasification plant in Jefferson County. The construction is expected to create 1,200 construction jobs over three years and 600 full-time jobs in mining and administration when the project is complete. • An $8 million, 23,000-square-foot expansion for Cedarhurst Center for the Arts will connect to the present museum building. • The new Heritage Woods of Mount Vernon, at 1033 South 42nd Street, offers 66 affordable assisted living units. • Westmont has added 10 two- and three-bedroom units to its facility. • The Doe Run Housing Development is an age-restricted market rate ­condominium project in the northeast part of Mount Vernon. This redevelopment project has the potential for 200 units at completion and will be built in stages. The plans include a walking path, golf greens, a lake, and other amenities. • Bristol Court Condominiums were also completed in 2005.

The Jefferson County Development Corporation (JCDC) leads, coordinates, develops, and implements strategies to enhance economic development through business retention, expansion, and attraction. The JCDC creates a climate for economic growth and enhanced quality of life. Services provided include demographic and workforce information, maps, tax information, research, and assistance in site selection. The Illinois Small Business Development Center (SBDC) at Rend Lake College, a member of the Illinois Entrepreneurship Network (IEN), was developed in 1983 through a partnership involving the U.S. Small Business Administration, the Illinois Department of Commerce and Economic Opportunities, and Rend Lake College as a service to Illinois small businesses. Its mission is to assist small businesses in startups, expansions, and purchases, while providing customized training programs, consultations, and economic development assistance to larger industries. Anyone thinking about starting a small business or purchasing/expanding an existing one is encouraged to seek out the assistance provided by the center. The counselors are all SBA Certified Business Specialists, and many have experience in business ownership. Many area lenders refer clients to the SBDC for assistance in developing a business plan and loan packaging. Available services include no-cost counseling, business plan development, general business

Business & Industry counseling, government procurement referrals, and workshop and training opportunities In fiscal year 2007, a total of 10,148 clients received one-on-one business counseling through the network. The local SBDC serves more than 200 clients in the Rend Lake College district. There are currently 44 Small Business Development Centers in Illinois, with seven in Southern Illinois.

Downtown Redesign Downtown Mt. Vernon is undergoing a makeover that’s adding aesthetic appeal to this busy center of commerce. Home to a variety of retail and service — including art studios, banks, salons, churches, clothing stores, specialty shops, restaurants, jewelers, pharmacies, fitness centers, real estate agencies, and more — downtown has always been a healthy heart for the city’s economy. Now it’s enjoying a revitalization that’s restoring and enhancing the beauty of the district’s historic buildings. Summer 2008 will see changes downtown, as the Downtown Mt. Vernon Development Corporation (DMDC) moves forward with plans to make over several blocks of Main Street. Partially funded by a $500,000 federal grant, the overhaul will include new streetlights, benches, flower beds, and sidewalks. These changes will enhance the appeal of shopping and strolling downtown. The DMDC is applying for an additional grant to improve Broadway and the Courthouse Square as well. There’s more to redevelopment than cosmetics, though. Illinois Lt. Gov. Pat Quinn awarded the DMDC a $20,000 grant to create a wireless Internet network for the downtown business district. The state has recognized the city’s efforts to revitalize and restore the downtown area. Mt. Vernon was officially inducted into the Illinois Main Street Program in 2006. With empty buildings and spaces for sale and rent, now’s a great time to join the burgeoning downtown district. Crossroads Community Hospital has been a viable contributor to the betterment of the community and the people who live in it for more than a quarter of a century. Construction is slated to start in 2008 and should be done by the end of 2008 or early 2009. This will enable more surgeons to conduct surgery at the same time and will be more convenient for patients when they are scheduling surgeries.

Mount Vernon Township High School: Creating Opportunities to Excel Mount Vernon Township High School is a comprehensive high school that provides strong college-preparation coursework for all majors. The school offers an extensive academic curriculum and a wide variety of activities in music, sports, and theater for its 1,500 students. Approximately 10 percent of students are minorities, and the district has participated in various exchange programs through the years, enrolling students from many different countries. Independent study programs are in place for students who need special instruction not normally offered in the regular curriculum. The high school also works closely with Rend Lake College to offer special programs such as English as a Second Language and advanced-placement programs.

Other unique features of Mount Vernon Township High School are the vocational and technical classes offered. Students, including some from neighboring districts, are enrolled in such programs as agriculture, business, health, consumer sciences, family sciences, and industrial technology. Industry-specific training is also available for those interested in particular businesses and industries. The Computer-Assisted Drafting Laboratory was installed in 1998 and provides 25 learning stations for students. Three business-education labs with a total of 80 workstations have been upgraded with new computers. In addition to traditional activities such as French Club and Future Farmers of America, students may choose from a variety of professional clubs, such as Health Occupation Students of America and JAVA, the student art and literary magazine. They can also use their skills in symphonic or jazz band. Mount Vernon Township High School even offers a state and national award-winning Mock Trial Team, as well as an active Youth & Government organization. The school also has a strong athletic history, with many state appearances in most sports for boys and girls.

Rend Lake College (RLC) boasts more than 40 years of excellence in education through continuous growth and innovation in program offerings and facilities. This public, two-year, comprehensive community college is centrally located in a six-county region with 13 high school districts. The college is located on the eastern shore of Rend Lake, the second-largest man-made lake in the state. Convenient access is provided by Interstate 57 and State Route 37. A variety of degree programs is available at RLC, including 29 Associate in Arts or Associate in Science degrees, 29 Associate of Applied Science degrees, and 48 certificate options. Professional development courses, such as real estate classes and culinary arts food sanitation refreshers, also are offered at the MarketPlace. RLC reached out to the residents on the borders of its district when it opened the $1 million RLC Murphy-Wall Pinckneyville Campus. This educational and training center, in the southeastern corner of the district, gives Perry County residents the luxury of getting a year or more of classes as full-time students without ever having to leave their home county. Opening its doors in 2002 was The Hitting Zone, an indoor baseball/softball training academy that allows college coaching staff to provide year-round instruction for area youths ages 9 and above. In 2007, this facility was expanded to include the Sports Center, which includes practice facilities for volleyball and tennis that are also open for public use. Growth for RLC continued with the opening of the new Applied Science Center in 2005, which is now home to the heavy equipment technology and agricultural mechanics programs, among others.

Even more expansion is in the works now, thanks to two major grants. The U.S. Department of Labor gave the college $1.6 million to boost its mining technology program, which was implemented with the expected resurgence of the coal mining industry in Southern Illinois. The Department of Commerce and Economic Opportunity contributed as well, with a grant of more than $1 million for the construction of a mine training facility on campus. And that growth is showing. Rend Lake College has experienced record enrollment in recent years.

C.E. Brehm Memorial Public Library C.E. Brehm Memorial Public Library has served the community since 1899. In 2003, the library was annexed in order to serve the 12 previously unserved townships in Jefferson County. It now serves a population of 39,013 in 15 townships. More than 71,000 items, including a special genealogy collection, are available to patrons. The library is governed by an elected board and is open 64 hours per week. In addition to the genealogy area, library staff members are available in circulation, reference, and junior departments.

ount Vernon Outland Airport (MVN) was named the Illinois Airport of the Year in 2007 by the Illinois Department of Aeronautics. MVN serves the businesses and residents of Jefferson and neighboring counties. The Mitchell Foundation, established by the late John R. and Eleanor R. Mitchell, created and maintains Mitchell Museum at Cedarhurst Center for the Arts. Area residents and visitors to the area have enjoyed Mitchell Museum and the many programs and exhibits offered at Cedarhurst for more than 35 years. Cedarhurst Center for the Arts has expanded its facilities by adding 20,000 square feet to the Mitchell Museum. November 2008 marks the grand opening of the new 4,200-square-foot Performance

Hall, Permanent Collection Gallery, Family Center, and Grand Corridor Gallery, as well as the renovated Main Gallery, Museum Gift Shop, and the Creative Art Center. One of the most well-known events at Cedarhurst is the annual Cedarhurst Craft Fair, which recently celebrated its 30th anniversary. The Appellate Courthouse, listed on the National Register for Historic Buildings, is the centerpiece of downtown Mount Vernon, a district that offers a quick history lesson on Mount Vernon’s past. How do I know if I’m ready to buy a home? You can find out by asking yourself some questions: • Do I have a steady source of income? • Have I been employed on a regular basis for the last 2–3 years? • Is my current income reliable? • Do I have a good record of paying my bills? • Do I have few outstanding long-term debts, like car payments? • Do I have money saved for a down payment? • Do I have the ability to pay a mortgage every month, plus additional costs? If you can answer “yesâ€? to these questions, you are probably ready to buy your own home. How do I begin the process of buying a home? Start by thinking about your situation. Are you ready to buy a home? How much can you afford in a monthly mortgage payment? How much space do you need? What areas of Jefferson County do you like? After you answer these questions, make a “To Doâ€? list and start doing casual research. Talk to friends and family, drive through neighborhoods, and look in the “Homesâ€? section of the newspaper. Additionally, you may want to consider preapplying for a loan. Doing so will allow you to know how much home you can afford before you begin searching; it can also give you negotiating power once you’ve selected a home, as the buyer will know that you’re already approved for a loan. However, the rates and amounts of preapproval loans are usually only good for a fixed period of time; if your home search exceeds this period, you will have to re-apply for the loan. How does purchasing a home compare with renting? The two don’t really compare at all. The one advantage of renting is being generally free

of most maintenance responsibilities. But by renting, you lose the chance to build equity, take advantage of tax benefits and protect yourself against rent increases. Also, you may not be free to decorate without permission and may be at the mercy of the landlord for housing. Owning a home has many benefits. When you make a mortgage payment, you’re building equity. And that’s an investment. Owning a home also qualifies you for tax breaks that assist you in dealing with your new financial responsibilities — like insurance, real estate taxes and upkeep — which can be substantial. But given the freedom, stability and security of owning your own home, they are worth it. How does the lender determine the maximum loan I can afford? The lender considers your debt-to-income ratio, which is a comparison of your gross (pre-tax) income to housing and non-housing expenses. Non-housing expenses include such long-term debts as car or student loan payments, alimony, or child support. According to the FHA, monthly mortgage payments should be no more than 29 percent of gross income, while the mortgage payment, combined with non-housing expenses, should total no more than 41 percent of income. The lender also considers cash available for down payment and closing costs, credit history, and so on when determining your maximum loan amount. How do I select the right real estate agent? Look for an agent who listens well and who understands your needs and whose judgement you trust. The ideal agent knows the local area well and has resources and contacts to help you in your search. When you find places that you like, talk to people who live there. They know the most about the area and will be your future neighbors. How can I find out about community resources? Contact the Jefferson County Chamber of Commerce for promotional literature, welcome kits, maps and other information. Your real estate agent and the local library are also good sources of information. Is an older home a better value than a new one? There isn’t a definitive answer to this question. You should look at each home for its individual characteristics. Generally, older homes may be in more established neighborhoods, offer more ambience and have lower property tax rates. People who buy older homes, however, shouldn’t mind maintaining their home and making some repairs. Newer homes tend to use more modern architecture and systems, are usually easier to maintain, and may be more energyefficient. People who buy new homes often don’t want to worry initially about upkeep and repairs.

What should I look for when walking through a home? In addition to comparing the home to your minimum requirement and wish lists, consider the following: • Is there enough room for both the present and the future? • Are there enough bedrooms and bathrooms? • Is the house structurally sound? • Do the mechanical systems and appliances work? • Is the yard big enough? • Do you like the floor plan? • Will your furniture fit in the space? Is there enough storage space? (Bring a tape measure to better answer these questions.) • Does anything need to be repaired or replaced? Will the seller repair or replace the items? • Imagine the house in good weather and bad, and in each season. Will you be happy with it year-round? Take your time and think carefully about each house you see. Ask your real estate agent to point out the pros and cons of each home from a professional standpoint. What questions should I ask when looking at homes? Many of your questions should focus on potential problems and maintenance issues. Does anything need to be replaced? What things require ongoing maintenance (e.g., paint, roof, HVAC, appliances, carpet)? Also ask about the house and neighborhood, focusing on quality of life issues. Ask questions until you understand all of the information you’re given. Making a list of questions ahead of time will

What does a home inspector do? An inspector checks the safety of your potential new home. Home inspectors focus especially on the structure, construction and mechanical systems of the house and will make you aware of any repairs that are needed. The inspector does not evaluate whether or not you’re getting good value for your money. Be sure to hire a home inspector who is qualified and experienced. It’s a good idea to have an inspection before you sign a written offer since, once the deal is closed, you’ve bought the house “as is.” Or, you may want to include an inspection clause in the offer when negotiating for a home. An inspection clause gives you an “out” on buying the house if serious problems are found or the ability to renegotiate the price if repairs are needed. An inspection clause can also specify that the seller must fix the problem(s) before you purchase the house. It’s not required that you be there for the home inspection, but it’s a good idea. Following the inspection, the home inspector can answer questions about the report and any problems. This is also an opportunity to hear an objective opinion on the home you’d like to purchase and is a good time to ask general maintenance questions. Do I really need homeowner’s insurance? Yes. A homeowner’s insurance policy (or a receipt for one) is required at closing, so arrangements must be made beforehand. Involving the insurance agent early in the home-buying process can save you money. How do I make an offer? Your real estate agent will assist you in making an offer, which will include the following information: • Complete legal description of the property • Amount of earnest money • Down payment and financing details • Proposed move-in date • Price you are offering • Proposed closing date • Length of time the offer is valid • Details of the deal

embers of the Mt. Vernon and Jefferson County governments work together, constantly improving the quality of life for residents. This teamwork is also reflected in the city’s Economic Development Commission (EDC) Council, which consists of five City Council members, the Jefferson County Chamber of Commerce president, the chair of the Jefferson County Board, the state senator of Illinois’ 54th District, and the state representative of the 107th District. This ensures communication and cooperation from all facets of the county’s political leadership. The mayor and City Council members act as the political head of the city. The city manager is appointed by Council to carry out policy and ensure that the entire community is being served. The Mt. Vernon Police Department currently has 46 sworn officers, nine telecommunicators, and a four-member secretarial staff. The agency

works to ensure the safety and security of all Mt. Vernon residents. It supports the community through involvement in the D.A.R.E. program, Neighborhood Crime Watch, Crime Stoppers, and Young Marines programs. The Mt. Vernon Fire Department has 33 fulltime personnel. It operates three shifts, with one full-time captain and three full-time lieutenants on each shift. Each shift is on duty 24 hours, off 48 hours. The primary responsibility of the Mount Vernon Fire Department is public safety, especially the preservation of life and property. The department provides this capability 24 hours a day, seven days a week from four fire stations strategically located throughout the city. The department provides fire-suppression service to more than 16,000 persons within the City of Mt. Vernon, as well as emergency medical services to residents in Mt. Vernon.
