t’s easy to find one’s way around Callaway County. Great leaders have been making paths here for centuries. French explorers, Lewis and Clark, and Winston S. Churchill are among the great who have left their mark on the world and on this picturesque county in the middle of America. Now you are invited to explore the exciting city streets and backwoods trails of this fast-growing county. Location

A County Near to America’s Heart

L

ocated in what many consider to be the center of America’s population, Callaway County, Missouri, is growing aggressively and consistently. The county’s easy access to air and ground transportation allows a smooth flow of buyers and sellers, while providing optimal conditions for importing and exporting goods and services. Approximately 34,000 vehicles pass through the county each day on Interstate 70. The commute from Callaway to Lambert International Airport in St. Louis, one of the nation’s busiest air hubs, is just 90 minutes. Two U.S. highways and one of the highest concentrations of four-lane highways in the state make intrastate travel fast and convenient. Existing mega businesses — such as AmerenUE’s nuclear power plant and the Missouri research center developed by Merial, a global animal health and nutrition company — bring dollars into the county through payroll and through the demand for local services. These industry leaders also stimulate new business growth by providing power, research, and mentoring. The county’s concentration of institutions of higher education is a major boost to industry. The county boasts both Westminster College and William Woods University. The Callaway County seat is located just 25 minutes east of the state’s premier research university, the University of Missouri (MU) at Columbia. MU’s $9 million Technology Incubator will become a tremendous platform for technology and business development in the area. Additionally, companies specializing in the life sciences and information technology dot the region. The Fulton Area Development Corporation (FADC) is located in Tanglewood Business and Technology Park, which occupies 32 acres and is already helping equip new businesses. allaway County public and private schools produce a learning environment that is progressive and state-of-the-art. Education is a priority for all county residents. Parents can be assured that their children have access to the best education possible.

Fulton Public School District

This award-winning school district continues to expand its services through a host of building projects, community service projects, and a collaborative study with the University of Missouri. Fulton Public School District is a model for service-based learning. Middle school students in the “Are You Safe?” project study Internet safety and share their findings with peers and adults. Students also offer presentations on Internet safety to civic organizations. The district has developed other programs that combine community service and learning, such as Pride Corps, a group which promotes beautification of the city. 6 Kingdom of Callaway Chamber of Commerce

The Fulton High School faculty has developed a relationship with the University of Missouri to promote genetics education. In the program, students conduct experiments and produce genome maps of the plant species arabidopsis. The district is committed to providing the best in modern facilities. New library/media centers and high-tech computer labs have been installed at its three existing elementary campuses. Fulton Middle School has a new three-story addition providing approximately 12 new classrooms. The addition allowed the school to eliminate several temporary classroom buildings. Fulton High School has a new science wing providing six state-of-theart science labs, as well as a new football field. The high school also plans to build a new baseball field. The district has built “Fulton Academy,” which provides new facilities for its alternative school, early childhood programs, and day care. Eighty percent of the district’s voters supported the bond issue providing these new facilities. The Parents as Teachers program strengthens social, emotional, and cognitive

development of children ages birth to 3. The district provides a preschool program to help children ages 3 through 5 meet the challenges posed by developmental delays. The Missouri Department of Elementary and Secondary Education has presented its top recognition — the Student Performance with Distinction Award — to the Fulton Public School District. The award recognizes numerous achievements, including academic progress, course offerings, student attendance, and college placement. The district can also boast having Missouri’s Distinguished Elementary Principal of the Year and a Missouri Teacher of the Year Finalist.

New Bloomfield R-III is a Missouri Department of Elementary and Secondary Education-accredited school offering solid academics and a variety of extracurricular activities such as sports, music, and drama. The district has implemented the Positive Behavior Supports program to praise and


education recognize students for meeting the district’s good behavior goals. District residents voted to approve building a new baseball field and an all-weather track in the spring of 2008. The district has recently made approximately $28,000 in improvements to the entrance driveway at the high school. North Callaway Public School District 573-386-2214 • http://nc.k12.mo.us

North Callaway Public School District is comprised of three elementary schools, North Callaway High, and an alternative school. The Missouri Department of Elementary and Secondary Education rated the North Callaway R-1 Technology Plan as “Exemplary.” Less than 10 percent of plans in the state received this rating. North Callaway is recognized for excellence in academics and is an A+ School. In addition, North Callaway Public School District students have received awards for Performance and Distinction. South Callaway R-II Schools have a betterthan-average high school graduation rate when compared to other districts in Missouri. Support for student accomplishments begins in the Early Childhood Learning Center, which puts a strong emphasis on reading. South Callaway Elementary continues to promote reading, and the Middle School offers programs in computer, fine arts, and foreign language. The district’s alternative school assists special-needs students. Programs for gifted and talented students begin in the first grade.

Missouri School for the Deaf

Programs customized for each student make the Missouri School for the Deaf (MSD) one of the leading educational institutions in the nation. Located in Fulton on a 90-acre campus, the facilities and services provide a well-rounded living and learning environment accessible to deaf students throughout the state. Elementary through high school age students may board free at the school. Tuition is free at MSD, just as it is in all public schools. Enrollment at MSD was 115 during the 2007–2008 school year. The school is adding a digital printing press and digital graphic design equipment to its vocational print shop. Students in the printing classes produce such items as the programs used at awards ceremonies for Callaway County civic organizations. The school is also in the process of forming a Robotics Club. Science students make daily readings at the school’s weather station and report the findings to professional meteorologists. MSD recently completed a $1.2 million renovation of its gymnasium, indoor swimming pool, and locker rooms. MSD makes its pool available for the Callaway County YMCA aquatics program. The school’s outdoor track is open to the public for informal recreational walking. The school’s print shop welcomes inquiries from community groups about its print shop services. MSD also has a new emergency warning system that displays information in American Sign Language on television screens. The school previously relied on flashing lights as a non-verbal emergency warning.

The classroom environment at MSD is bicultural (deaf and hearing) and bilingual (spoken English and American Sign Language). The school offers courses in all academic fields, paving the way for admission into college or placement in a career. Junior and senior high girls participate in competitive volleyball, basketball, and track. Junior and senior high boys participate in competitive football, basketball, and track. Students participate in field trips, parties, dances, games, movies, and scouting. Parents may visit at any time. The Fishback Museum, located on campus, examines the history of the school, which the Missouri Legislature established in 1851.

Middle School Student Volunteers to Conquer Litter Two or three times each year, Fulton Middle School eighth grade student Stacey Branson contributes part of her afternoon to picking up litter with a school club called Pride Corps. “We go up and down the street and into the park picking up litter,” Branson said. “It takes from about 3:15 p.m. to 4:30 p.m. each time.” The club members receive no pay for cleaning. “We have adopted this area,” Branson said. The students clean a three-block section of Tenth Street near their school. They also clean a park dedicated to veterans. The 14-year-old student said giving her time to the club is important. “It feels like I’m doing something good if I’m helping,” Branson said. “Pride Corps has boosted my confidence.” www.callawaychamber.com 7

This understanding of “global community” began with Sir Winston Churchill’s historic “Sinews of Peace” speech in 1946, when the entire world turned to this small college community to hear the prophetic words that “an iron curtain has descended,” thus defining the state of international affairs for the next 45 years. Four U.S. presidents, Mikhail Gorbachev, Margaret Thatcher, Lech Walesa, and U.S. Army Gen. David Petraeus, the commander of all multinational forces in Iraq, have followed Churchill as distinguished Westminster speakers. But leaders not only come to Westminster — they come from Westminster. Small by design to ensure personal attention to each student, Westminster’s student-tofaculty ratio is 14-to-1. Students can opt to design a personalized study program or participate in student exchange, honors programs, independent study, internships, or study abroad. Westminster aggressively links its classrooms to life. For example, a regular speaking contest identifies the most persuasive student orator. service organization?” Contest prize money is donated to the winner’s favorite charity. Geology classes on soil science work with federal and state conservation agencies mapping soils, determining quail habitat, and improving wetlands. The Blue Blazers Club, a group of Westminster business students, invests and manages an actual stock portfolio. The college has completed a three-year intensive self study and communitywide dialogue to find an institutional identity that articulates what Westminster can do better than all other selective liberal arts colleges. Students spoke out loud and clear that Westminster provides a valuable education. New construction includes a $4 million renovation of the Churchill Memorial and Library, a new dining hall, and a freshman dormitory.

Fast Facts • Established in 1870 • Motto: “Learning Without Limits” • Enrollment: 1,118 • Student-to-Faculty Ratio: 13-to-1 • Full-Time Faculty: 56 • Majors: Over 40 William Woods University (WWU), also known as “The Woods,” is a student-centered, professions-oriented liberal arts institution located on a scenic residential campus in Fulton. Undergraduate and graduate majors include art, biology, business and economics, communication, and education. WWU is home to the first four-year Equestrian Science degree program in the country. The riding program started in 1924, and the four-year degree was instituted in 1972. The equestrian degree prepares students

for careers in training and managing horses and/or teaching equitation. Concentrations include therapeutic riding and equestrian art. The four-year degree in interpreting American Sign Language was established to train social workers fluent in sign language. William Woods was the first university in the state to offer a juvenile justice degree program. A model courtroom for the Legal Studies Department enables students to put into practice their theoretical knowledge of law, government, and politics. William Woods offers off-campus Graduate and Adult Studies programs in 125 different Missouri communities and will soon offer the program in Arkansas. The Graduate and Adult Studies program offers degrees in a variety of disciplines, including education, accounting, and health management. Because of the availability of these programs, 22 school superintendents and more than 270 principals and assistant principals in Missouri hold a graduate degree from William Woods. The Graduate and Adult Studies program maintains permanent facilities in Jefferson City and Columbia. Ninety percent of students enrolling in the graduate program finish their degrees. WWU opened the $1.5 million Center for Human Performance in 2002. This one-story, 12,000-square-foot facility provides state-ofthe-art care to WWU athletes and, at the same time, enhances the university’s ability to provide clinical experiences for students. WWU’s $5,000 LEAD (Leading, Educating, Achieving, and Developing) program is available to any student, regardless of financial need, who agrees to make a commitment to campus and community involvement. Missouri First Lady Melanie Blunt selected WWU President Dr. Jahnae H. Barnett as Missouri’s inaugural First Lady in Education in 2008.



Recreation

Unwind Callaway County Style Outdoor Recreation Combine history and recreation in Callaway County on the Katy Trail. The hiking path traces about 100 miles of the 200-year-old Lewis and Clark Trail where the famed explorers followed the Missouri River. The path also follows much of the now defunct MKT Railroad. Thanks to the failed line, the trail is mostly level terrain for 200 miles. Take time to enjoy the scenery and wildlife along this historic trail. Several towns on the trail offer food, shopping, and lodging. Prairie chickens, deer, turkey, and songbirds make their home in the Reform Wildlife Area, covering 6,800 acres in southeast Callaway County. The Missouri Department of Conservation is caretaker of this outdoor playground for bird watchers, picnickers, hikers, waterfowl hunters, and fishermen. The terrain features a blend of prairie grasses, wildflowers, fertile crops, dense forests, and man-made lakes. The oak-hickory forest zone merges into tall grass prairie at the Cedar Creek Ranger District. The district covers about 15,000 acres in Boone and Callaway counties and is part of the Mark Twain National Forest. One of the largest areas of public land north of the Missouri River, Cedar Creek features about 22 miles of well-marked trails. Travelers are welcome on foot, bicycle, and horseback. The district permits hunting, fishing, canoeing, and camping in designated areas. Hikers and bicyclists will enjoy Stinson Trail, the City of Fulton’s 4.4-mile concrete paved path that gives one the illusion of a wilderness hike. Over a dozen entrances to the trail exist in various parts of Fulton. Named for Stinson Creek, which is visible from the trail, this path winds through woods, bluffs, and parts of four city parks. Visitors will enjoy such sights as the bluffs of “Lover’s Leap” while still being in the City of Fulton. The trail includes the scenic Covered Bridge near Business Route 54 and a 129-year-old iron railroad bridge near Brookside Drive. Callaway fishermen enjoy the banks of the Missouri River and hunters find delight at commercial preserves. recreation Parks and Fitness Park recreation includes an outdoor swimming pool, baseball fields, picnic areas, and playgrounds. The city organizes youth baseball, slow-pitch softball, and flag football in the parks. Morgan Soccer Complex contains five lighted playing fields. The YMCA in Fulton (1715 Wood St.; 573-642-1065) features a gym, fitness center, locker rooms, walking track, horizontal climbing wall, child watch area, aerobics room, and a multipurpose room. The “Y” offers a variety of classes for all age groups, including aerobics, basketball, and yoga. The YMCA also offers aquacise and swimming programs in the indoor swimming pool at the Missouri School for the Deaf’s (MSD) sports complex, where a $1.2 million facelift recently took place. MSD also welcomes the public to use its outdoor track for recreational walking.

Golf Callaway County golf courses offer challenging layouts and breathtaking views. Amenities include dining, pro shops, and practice areas.

The club features a private nine-hole course with a varied level and rolling terrain. A meandering creek poses a challenge on several holes. The course has a reciprocal guest policy. Meadow Lake is an 18-hole private course with undulating greens, seven holes with water hazards, and sand bunkers throughout. Ed Ault and Al Jamison designed and built the course in 1960. Meadow Lake ranges from 5,509 to 6,829 yards, depending on tees, and features bent-grass greens. Railwood Golf Club 12925 County Road 4037, Holts Summit 573-896-GOLF (4653)

Railwood is an 18-hole public course on 200 scenic acres in southern Callaway County. Railwood’s 200-foot elevation change offers breathtaking beauty. The course’s front nine covers open, rolling ground and features

the par-three ninth hole, with an elevation change of 100 feet. The back nine winds through valleys and along ridge tops; the 18th hole features a downhill tee shot over water with an elevation change of 150 feet. Four sets of tees range in length from 4,855 to 6,664 yards. Bent grass covers the greens and tees, and bermuda blankets the fairways. Railwood has facilities for charity, company, or civic tournaments. The clubhouse features a fully stocked pro shop, a hot food snack bar, and a large deck with fabulous views of the par-72 course. Dairy pasture gave way to this cityowned public course in 1997. Designer Jerry Loomis left his signature on the 12th hole and on a 192-yard par three that shoots over water to a green bordered by a large sand bunker. Weather permitting, the course is open year-round; but colder months can cause frost delays. Tanglewood features a large practice facility, bar and grill, and fully stocked clubhouse.

Reflections of Our Past

ourist attractions in Callaway County celebrate area achievements while inspiring visitors to make their own world impact.

The Winston Churchill Legacy

Winston Churchill Memorial and Library 501 Westminster Ave., Fulton 573-592-5369 • www.churchillmemorial.org

A 17th-century church transferred from London to Fulton blends with 21st-century technology to commemorate Winston Churchill’s “Iron Curtain” speech, delivered on the Westminster College Campus in 1946. The rare church building and the high-tech display are part of the Winston Churchill Memorial and Library located on the Westminster campus. Visitors will enjoy viewing both the inside and exterior of the Church of St. Mary the Virgin, Aldermanbury, which Christopher Wren redesigned in 1677 following the great fire of London. St. Mary’s congregation dates to the 12th century. The church was slated for demolition but was saved when Westminster offered it a new home. The structure was dismantled stone by stone and painstakingly rebuilt on the campus. Winston Churchill: Life of Leadership Gallery is located beneath St. Mary’s. The 4,500-square-foot installation engages visitors with state-of-the art sight, sound, and light. The gallery tells the story of Churchill’s heroic defense of Great Britain, and his insights into the Cold War. The Edwina Sandys sculpture Breakthrough celebrates the end of the Iron Curtain era and is located on the memorial grounds. Sandys, a granddaughter of Churchill, used a 32-foot section of the Berlin Wall as her medium. Life-size silhouettes of a man and a woman are cut out of the wall fragment to represent the millions who broke through to freedom when the wall fell at the close of the 20th century. Visitors may walk through the cut outs and study the colorful graffiti artists painted on the wall during its years in Berlin. The graffiti includes repeated use of the word unwahr, which in German means “lies.” The Memorial has produced a free curriculum on Churchill’s life and times for use in schools. It is downloadable at the Memorial’s Web site.

Firefighters Memorial www.ffam.org

The Firefighters Memorial of Missouri, located at the Kingdom City exit on Interstate 70, has touched people as far away as New York City. Prior to the September 11, 2001, attacks, the Missouri memorial had commissioned a statue of a grieving firefighter. After the attacks, Missourians gave their sculpture to the City of New York in tribute to its firefighters. Inspired by Missouri’s generosity, the sculpture’s manufacturer donated an exact replica to the state. The replica is displayed at the Firefighters Memorial. The memorial also features the Ultimate Sacrifice Wall, bearing the names of Missouri Firefighters 12 Kingdom of Callaway Chamber of Commerce


tourism & culture who lost their lives protecting others. The Distinguished Service Wall honors firefighters who have served for 10 or more years. The memorial continually adds the names of new heroes. A Wall of Honor, made of bricks engraved with the names of past and present Missouri firefighters, also graces the memorial. Plans are under way to add an enclosed museum to the memorial.

Auto World Museum by Backer

Auto World Museum by Backer, in Fulton, offers a highly educational and imaginative display of 86 historic vehicles. The museum displays cars from some of the earliest models to a University of Missouri-designed solar car. Many of the automobiles are the first or among the first to include the newest innovations in engineering, design, or mechanics. Audio/ video kiosks interpret the cars and give their historical context. Museum scenery also helps explain the importance of each car. A scene of a blacksmith shop sets off a display of actual cars from the early 20th century. Scenery of a 60-year-old Ford dealership in Fulton is the backdrop for the display of some of Henry Ford’s innovations. A Rolls Royce, MercedesBenz, Jaguar, and DeLorean front a photo mural of Windsor Castle. The collection also includes a Stanley Steamer, Wills St. Claire, Scripps-Booth, and a 1986 Pulse.

Crane’s Museum & Shoppes

Currently under the fourth generation of Crane family management, this attraction has grown to include a complex of shops, a restaurant, and museums. Crane’s is located near Interstate 70 at exit 161. Crane’s Country Store, in continuous operation at the same location since 1926, is the focal point of Crane’s Museum & Shoppes in Williamsburg. Visitors can purchase chocolate peanut clusters and other candies dispensed in large tin-lidded round glass jars dating to the store’s opening. The store also offers a “one meat, one cheese, one dollar sandwich” made on site. The store’s original checkout counter, still in use, is mounted on antique bins, which once dispensed grain and seeds. Today, the store is the largest Carhart dealer in the United States. Visitors are welcome to chat with local residents around the glow of the store’s original potbellied stove or on the front porch. Crane’s Williamsburg Street Fair is held the last Saturday of June. Each fair focuses on a different facet of Missouri’s history.

The 41,000-square-foot complex opened in the fall of 1999 and combines the Mildred M. Cox Art Gallery and the Dulany Auditorium. The center provides academic facilities for visual, performing, and communication arts students, as well as an art gallery featuring revolving exhibits. A walk down the corridors of the building provides visitors with a view of the exceptional student work displayed along the walls. Dulany Auditorium is home to plays and musicals produced by the theater department. There is also a series of American and international films scheduled at the auditorium during the year. Rounding out the schedule of events is the President’s Concert and Lecture Series. All of these performances are free and open to the public.

Location and Transportation The 2000 U.S. Census revealed that Callaway County is located within 60 miles of the nation’s mean center of population. This center is determined as the place where an imaginary, flat, weightless, and rigid map of the United States would balance perfectly

if the nation’s 300 million residents were of identical weight. An estimated 34,000 vehicles per day pass through the county on Interstate 70. Fulton, the county seat, is located just three miles south of the I-70 exit, making the area easily accessible to any point in the country. U.S. Highways 54 and 63 also pass through the county. Callaway County has more miles of four-lane highways than any other nonmetropolitan county in the state. Commercial domestic air service is available at Columbia Regional Airport. International flights are available at Lambert International in St. Louis, about a 90-minute drive from Fulton. Commercial van service takes commuters from Callaway County to both the St. Louis and Kansas City Airports. Hensley Memorial Airport handles light aircraft flights in and out of Fulton. Amtrak provides passenger rail service at nearby Jefferson City. The Ozark Valley Railroad brings freight to Fulton. Barges serve the county on the Missouri River.

Growth and Development Fulton is one of the state’s most progressive and thriving small cities. Lincoln University is located in Jefferson City. Nichols Career Center in Jefferson City provides vocational training for Callaway County high school students. The expansion allowed 100 existing employees to remain in the county, and it may even create more jobs. The governor of Missouri has presented the annual Redevelopment Award to the FADC for restoring business activity to a formerly blighted area on Fulton’s south side. The project, called Fulton Commons, contains new buildings housing such establishments as a supermarket, a cinema with eight theaters, and a bowling center. Utilities Another stimulus for business is low utility rates. Fulton is one of only a few cities in Missouri to have its own electric, gas, water, and sewer utilities. This allows the city to offer utility rates that are among the lowest in the state. The city has an aggressive plan to

upgrade its infrastructure without passing the improvement costs on to consumers. AmerenUE’s $3 billion Callaway Nuclear Plant is another source of affordable and readily available energy. The plant employs nearly 800 and has consistently been an industry leader in both safety and performance. Since

The state-of-the-art facility features key safety features to protect the environment in the unlikely event of an accident, as well as features to protect the reactor from external hazards such as tornadoes. The plant is located 17 miles southeast of Fulton and five miles north of the Missouri River, on a plateau 300 feet above the river’s normal level. AmerenUE is discussing building a second nuclear unit on the site. Completing the area’s business stimulus is the presence of readily available high-speed Internet service. The service is available in most parts of Fulton.

History

Missouri’s Civil War “Kingdom”

O

rganized in 1820, Callaway County was named for Capt. James Callaway, a grandson of Daniel Boone. Fulton became the county seat in 1826. A rail center from its early days, Callaway County was crisscrossed with tracks running in all directions. Many communities settled next to railway stations. But there’s never been a royal family in Callaway County. So how did it become a “Kingdom”? In October 1861, several hundred Union troops under the command of Gen. John B. Henderson were moving westward toward Callaway County. Col. Jefferson F. Jones, a resident of eastern Callaway County, heard of the advance and decided to muster an army to defend his home. Jones’ ragtag troops included determined old men and young boys; the only males left behind, as most of the county’s ablebodied men had already left to join the army; some the Union, and some the Confederate. The “army” was ill-equipped for battle, and untrained; but what they lacked in arms, they made up for in cunning. As Jones’ troops marched eastward to meet Henderson’s forces, they carried with them logs, roughly carved and painted to resemble artillery pieces — at least from a

distance. Jones deployed his “cannons” along the county line and set about building several campfires to create the illusion of a far larger force than he actually had. And it worked. Not a single shot was fired. Henderson, taken in by the ruse, spent several days negotiating with Jones, eventually signing a treaty stating that the United States of America would not invade Callaway County — as long as Jones and his forces didn’t invade the United States. Delighted by their reprieve, the citizens promptly christened their “country” as “The Kingdom of Callaway” — and the name is still used today. Some of the greatest figures in American history have visited Callaway County. In 1937, Dr. George Washington Carver came to Fulton to dedicate a new elementary school named in his honor and established for the children of the African-American community. Although the building is no longer used for educational purposes, a group of Carver Elementary alumni and supporters purchased the building, establishing it as an historical landmark. The building is now listed on the National Register of Historical Places. A native son even brought Hollywood’s attention to the region. Henry Bellamann was raised and attended college here. Bellamann

used Fulton as a model for the fictional town in his acclaimed novel King’s Row. The novel was translated as a film in 1940; the cast included future president Ronald Reagan. A tour following the structure of the book wends through several sections of town on a circular journey through “King’s Row.” The Kingdom of Callaway Chamber of Commerce also features a display of King’s Row memorabilia. Fulton’s most famous, and perhaps most lasting, role in history was as the site of Winston Churchill’s “Iron Curtain” speech. Churchill, introduced by President Harry S. Truman, delivered his message (also known as the “Sinews of Peace” speech) on the campus of Westminster College. The importance of this single speech to world history cannot be underestimated; it had an incalculable effect on public opinion in the United States and Western Europe, and indeed, Russian historians date the beginning of the Cold War from the speech. Churchill’s legacy is still celebrated at Westminster today (see feature on page 12 and box on page 24). Fulton presents a face of considerable historic charm. The downtown area, revitalized and renovated in the 1980s, has cobblestone streets with period lighting fixtures; pre-1900 buildings are scattered throughout the town. www.callawaychamber.com 23

Historic business districts on Court Street and 5th Street and three historic residential districts centralize the city’s charm. The community has dozens of structures built between the mid-1800s and the early 1900s. Outlines for walking or driving tours through these historical districts are available through the Kingdom of Callaway Chamber of Commerce. The Kingdom of Callaway Historical Society provides education through its display of history from 1800 to 2005. The group presents rotating displays of items of interest and offers numerous history books on Callaway County. Genealogy research may also be done on site, and assistance is available. There is also a growing photo library housed on site.

Fulton Resident Recalls Churchill Speech Helen Weigle Danuser, 94, was in the audience when Winston Churchill delivered his “Iron Curtain” address in Callaway County shortly after World War II. “It was in the gymnasium of Westminster College,” Danuser said. “My sister and I both had tickets. There were lots of reporters and telephone wires for the press to use. “My father was in his robe,” Danuser continued. “He was a professor of chemistry at Westminster, and the faculty sat in front of the podium. Churchill with his rosy cheeks came in. They had just had lunch next door in the college president’s house.” It wasn’t so much the world leader’s rousing words that left the young woman awestruck. Danuser confessed, “I don’t remember much about the speech. I was so taken with the dignitaries I forgot to pay much attention.” Danuser was the founding president of the Friends of the Winston S. Churchill Memorial & Library and has served on its board since it began in 1977.

allaway County’s commissioners and City of Fulton officials oversee protection of the region in times of storm and times of peace. Both entities collaborate to create a friendly, regional environment where families feel safe and connected and newcomers feel at home.

When an ice storm cut off power to half of Callaway County recently, the commissioners worked alongside the Red Cross, churches, and other community groups to feed and house residents who could not remain in their homes. The county saved thousands of dollars in tree limb removal after the storm by mulching the limbs where they had fallen rather than paying to have them hauled to landfills or burn piles. The mulch was then scattered along roads and ravines. Such efficiency is typical of the dedicated elected commissioners who serve in the Callaway County Courthouse in Fulton. With an annual budget of $6 million, the county employs a sheriff and 18 deputies who protect all unincorporated areas of the county. The county also employs a prosecuting attorney and public defender and maintains a county jail. The county has also established an Emergency Operations Center, which handles police, fire, and ambulance calls for every city and village in the county. The courthouse, built in 1938, houses two courtrooms and the offices of the county clerk, tax assessor, and recorder of deeds. The county has completed a $100,000 project of repairing sidewalks

around the courthouse, repairing chipped bricks, and weather-sealing walls and windows. The county also built a separate 8,000-squarefoot building for the Callaway County Department of Health and the University of Missouri Extension Service. Callaway County is a popular home for commuters who enjoy the region’s rural homes and subdivisions but work in nearby Jefferson City and Columbia. The influx of these commuters accounts for much of the county’s 10 percent annual population growth rate. The commissioners and AmerenUE are discussing a second nuclear power plant for the county. The existing nuclear plant accounts for 40 percent of county property tax revenue.

With a population of more than 12,000, Fulton is the largest city in Callaway County. The city was incorporated in 1859 and adopted a “Home Rule” Charter in 1986. The City Council consists of a mayor elected to a four-year term and eight council members elected to twoyear terms; two each from the city’s four wards. The Council meets in the new Fulton City Hall, located on Fourth Street in the historic downtown district. Fulton owns the Hensley Memorial Airport and has full-time fire and police departments dispatched in cooperation with the Callaway County Emergency Operations Center. It is one of the few cities to offer all five basic utilities: electricity, natural gas, water, sewer, and a solid waste collection program that includes recycling. The city also manages its own landfill. The city government has an excellent record of working with the Kingdom of Callaway Chamber of Commerce and the Fulton Area Development Corporation in bringing developments such as the award-winning Fulton Commons, Churchill Plaza, and Dollar General Regional Distribution Center to Fulton. The city assists downtown merchants and the Downtown Revitalization Committee with projects such as signage, upgrading parking lots and infrastructure, flower planters, and tree trimming. Fulton will celebrate its Sesquicentennial in 2009. The Fulton Police Department’s new GEM (Global Electric Motorcar) is an all-electric vehicle that runs on six 12-volt batteries. The quiet, environmentally friendly GEM is used by the department for meter enforcement.

The hospital has a capacity of 484 beds and is the oldest mental health facility west of the Mississippi. The Foundation for the Advancement of Fulton State Hospital is a charitable organization dedicated to helping the hospital achieve its goals. The Missouri Legislature is considering funding a study of the feasibility of constructing a more modern facility for the hospital.

You can find out by asking yourself some questions: • Do I have a steady source of income? • Have I been employed on a regular basis for the last 2–3 years? • Is my current income reliable? • Do I have a good record of paying my bills? • Do I have few outstanding long-term debts, like car payments? • Do I have money saved for a down payment? • Do I have the ability to pay a mortgage every month, plus additional costs? If you can answer “yesâ€? to these questions, you are probably ready to buy your own home. How do I begin the process of buying a home? Start by thinking about your situation. Are you ready to buy a home? How much can you afford in a monthly mortgage payment? How much space do you need? What areas of Callaway County do you like? After you answer these questions, make a “To Doâ€? list and start doing casual research. Talk to friends and family, drive through neighborhoods, and look in the “Homesâ€? section of the newspaper. Additionally, you may want to consider pre-applying for a loan. Doing so will allow you to know how much home you can afford before you begin searching; it can also give you negotiating power once you’ve selected

a home, as the buyer will know that you’re already approved for a loan. However, the rates and amounts of pre-approval loans are usually only good for a fixed period of time; if your home search exceeds this period, you will have to re-apply for the loan. How does purchasing a home compare with renting? The two don’t really compare at all. The one advantage of renting is being generally free of most maintenance responsibilities. But by renting, you lose the chance to build equity, take advantage of tax benefits and protect yourself against rent increases. Also, you may not be free to decorate without permission and may be at the mercy of the landlord for housing. Owning a home has many benefits. When you make a mortgage payment, you’re building equity. And that’s an investment. Owning a home also qualifies you for tax breaks that assist you in dealing with your new financial responsibilities — like insurance, real estate taxes and upkeep — which can be substantial. But given the freedom, stability and security of owning your own home, they are worth it. How does the lender determine the maximum loan I can afford? The lender considers your debt-to-income ratio, which is a comparison of your gross (pre-tax) income to housing and non-housing expenses. Non-housing expenses include such long-term debts as car or student loan payments, alimony, or child support. According to the FHA, monthly mortgage

payments should be no more than 29 percent of gross income, while the mortgage payment, combined with non-housing expenses, should total no more than 41 percent of income. The lender also considers cash available for down payment and closing costs, credit history, and so on when determining your maximum loan amount. How do I select the right real estate agent? The Kingdom of Callaway Chamber of Commerce can provide a list of area agents. Talk to each before choosing one. Look for an agent who listens well and who understands your needs and whose judgement you trust. The ideal agent knows the local area well and has resources and contacts to help you in your search. Overall, you want to choose an agent who makes you feel comfortable and can provide all the knowledge and services you need. How can I determine my housing needs before I begin the search? Your home should fit the way you live, with spaces and features that appeal to the whole family. Before you begin looking at homes, make a list of your priorities — things like location and size. Should the house be close to certain schools? to your job? to public transportation? How large should the house be? What kinds of amenities are you looking for? Establish a set of minimum requirements and a “wish list.� Minimum requirements are things that a house must have for you to consider it, while a “wish list� covers things that you’d like to have, but that aren’t essential.

What should I look for when deciding on a community? Fortunately, Callaway County has many community and neighborhood choices. Select a community that will allow you to best live your daily life. Many people choose communities based on schools. Do you want access to shopping and public transportation? Is access to local facilities like libraries and museums important to you? Or do you prefer the peace and quiet of a rural community? When you find places that you like, talk to people who live there. They know the most about the area and will be your future neighbors. How can I find out about community resources? Contact the Kingdom of Callaway Chamber for promotional literature, welcome kits, maps and other information. Your real estate agent and the local library are also good sources of information. Is an older home a better value than a new one? There isn’t a definitive answer to this question. You should look at each home for its individual characteristics. Generally, older homes may be in more established neighborhoods, offer more ambience and have lower property tax rates. People who buy older homes, however, shouldn’t mind maintaining their home and making some repairs. Newer homes tend to use more modern architecture and systems, are usually easier to maintain, and may be more energy-

efficient. People who buy new homes often don’t want to worry initially about upkeep and repairs. What should I look for when walking through a home? In addition to comparing the home to your minimum requirement and wish lists, consider the following: • Is there enough room for both the present and the future? • Are there enough bedrooms and bathrooms? • Is the house structurally sound? • Do the mechanical systems and appliances work? • Is the yard big enough? • Do you like the floor plan? • Will your furniture fit in the space? Is there enough storage space? (Bring a tape measure to better answer these questions.) • Does anything need to be repaired or replaced? Will the seller repair or replace the items? • Imagine the house in good weather and bad, and in each season. Will you be happy with it year-round? Ask questions until you understand all of the information you’re given. Making a list of questions ahead of time will help you organize your thoughts and arrange all of the information you receive.

Owning Your Own Home: You’ve Found It!* What does a home inspector do? An inspector checks the safety of your potential new home. Home inspectors focus especially on the structure, construction and mechanical systems of the house and will make you aware of any repairs that are needed. The inspector does not evaluate whether or not you’re getting good value for your money. Be sure to hire a home inspector who is qualified and experienced. It’s a good idea to have an inspection before you sign a written offer since, once the deal is closed, you’ve bought the house “as is.� Or, you may want to include an inspection clause in the offer when negotiating for a home. An inspection clause gives you an “out� on buying the house if serious problems are found or the ability to renegotiate the price

if repairs are needed. An inspection clause can also specify that the seller must fix the problem(s) before you purchase the house. It’s not required that you be there for the home inspection, but it’s a good idea. Following the inspection, the home inspector can answer questions about the report and any problems. This is also an opportunity to hear an objective opinion on the home you’d like to purchase and is a good time to ask general maintenance questions. Do I really need homeowner’s insurance? Yes. A homeowner’s insurance policy (or a receipt for one) is required at closing, so arrangements must be made beforehand. Involving the insurance agent early in the home-buying process can save you money.

How do I make an offer? Your real estate agent will assist you in making an offer, which will include the following information: • Complete legal description of the property • Amount of earnest money • Down payment and financing details • Proposed move-in date • Price you are offering • Proposed closing date • Length of time the offer is valid • Details of the deal

Lending Helping Hands Callaway County Special Services Callaway County Special Services (CCSS) is a locally based agency formed to assist people with developmental disabilities in daily living. All CCSS programs promote independence and human rights. CCSS offers the following programs: • The Adult Enrichment Center provides assistance in learning daily living skills for use at home and in the community. • Individualized Supported Living helps persons in their homes to learn activities to increase their independence. • Fisher Heights Apartments provides teaching and support for individuals who have skills for independent living and the capacity to maintain themselves with minimal assistance. • Brady Independent Living offers teaching and training in skills for independence 36 Kingdom of Callaway Chamber of Commerce

for people who live in and maintain their own apartments. • Timbrook House provides supervised assistance and training for adults, in their homes, to learn and assist in daily living and promoting health and safety.

Ecumenical Ministries 
 Thirteen Callaway County congregations representing six denominations help meet spiritual, physical, and emotional needs through Ecumenical Ministries (EM). EM churches combine efforts, resources, and hopes to accomplish work that might be difficult or impossible to do alone. EM is nearing completion of an overnight emergency shelter for single adults called Wiley House. The house will accommodate approximately 20 people and will allow program changes at Haven House, an existing EM outreach. After Wiley House opens, Haven

House will be devoted exclusively to adults with children needing up to six months of transitional housing. As a transitional facility, Haven House will provide training and services to help families become self-sustaining. EM’s Kingdom Respite Services and Parish Nurses of Callaway County lend a helping hand to those giving care to the terminally ill. The service steps in to give the caregiver a break for up to four hours per week. The Durable Medical Equipment Loan Program provides items such as wheelchairs, shower chairs, and hospital beds to those in need. EM’s Bereavement Program serves bereaved persons through mailings for up to 13 months following the death of a loved one. The program provides literature of encouragement and counsel to the bereaved. The program also sends greeting cards to the


Social Services bereaved on birthdays, anniversaries, and holidays. EM also sponsors the weekly Grief Support Group. The Callaway County Jail Ministry provides stationery and postage to prisoners. All EM services are free of charge. Member congregations represent the following denominations: Catholic, Christian (Disciples of Christ), Episcopal, Presbyterian Church (USA), United Church of Christ, and United Methodist.

SERVE, Inc. In 1972, Ecumenical Ministries (EM) found it could not meet the needs of the community through volunteer work alone. At that point, SERVE Inc., supported by federal, state, and public funding, was formed. SERVE staff oversee the following programs: • Callaway Action Network (CAN) distributes emergency food and clothing, offers Adult Basic Education, and administers assistance with utilities, rent, and prescriptions. • Callaway County Transportation System (CAL-TRAN) offers demand-response and fixed-route mass transportation. persons age 55 and older with volunteer opportunities. • Living A Healthy Life With Chronic Conditions trains volunteers to lead classes on self-management of conditions such as asthma, arthritis, and fibromyalgia. Classes deal with topics such as how to communicate with one’s health provider and how to form a support group. • The Buddy Pack Program delivers backpacks filled with easy-to-prepare foods to 72 Fulton elementary schools each Friday. The packs are intended to fill children’s nutritional needs on the days they do not receive school meals.

Kingdom Projects Inc. provides full-time manufacturing and service jobs for 130 adults with disabilities. There has been a 28 percent job increase between 2004 and 2008. Employees are assisted in reaching their full potential through practical jobs such as recycling cardboard into KingPak, a versatile packing material. Kingdom Projects also operates a recycling facility serving five counties. The organization operates public recycling drop sites and provides recycling pickup for businesses. The project also runs screen printing, janitorial and lawn care businesses, a resale shop, and produces biodiesel fuel for its own equipment. Kingdom Projects’ industries generate 85 percent of the organization’s income. The project received the Missouri Recycling Association’s Leadership Circle Award each year from 2003 to 2007. Sheltered Workshop Insurance of Missouri presented its Safety Award to the organization in 2007. Kingdom Projects was founded in 1976.

David Phillips, a 64-year-old adult with disabilities, said employment at Kingdom Projects Inc. allowed him the dignity of being a bread winner for his wife and three children. “When I started working here I had three kids to feed, clothe, and keep in school,� Phillips said. As an assistant supervisor at Kingdom Projects recycling operation in Fulton, Phillips drives a forklift and a bucket loader. He is also responsible for helping his fellow employees stay organized.

The soft-spoken 17-year Kingdom vet said the employees under him are generally very willing workers. But when they aren’t, Phillips takes charge. “I tell the people, ‘You are out here to do the job,’� Phillips said. “You got to do it.� He also passes out compliments to faithful workers. “I tell them they have done a good job,� Phillips said. This hard-working man likes to fish for channel cat and flatheads on the Missouri River as it winds through Callaway County near Mokane. He also hunts squirrels at Carrington Pits, a game reserve outside Fulton.
