elcome to Lauderdale County, located on the beautiful, fertile banks of the Mississippi River in West Tennessee.

Named for Col. James Lauderdale, the hero of the Battle of New Orleans, the community sits between the Hatchie and Forked Deer rivers and was incorporated in 1838. Our community is close to the big cities of Memphis and Jackson, but it is still pristinely rural, with a population of about 27,000 people. We’re home to the communities of Ripley, Halls, Henning and Gates, all located along U.S. Highway 51 on the main line of the Illinois Central Railroad between Chicago and New Orleans. The convenient road, rail and waterway access offers plentiful shipping routes for industry and agriculture. We enjoy some of the richest soil in the world here along the Mississippi — be sure to taste our famous tomatoes, among our many other high-quality agriculture crops. The abundant parks, wildlife and outdoor recreational areas in our county have won the Governor’s Award for Excellence several times. Open Lake and Chisholm Lake are both beautifully scenic and offer fine fishing. Be sure to visit our historical and cultural sites as well — the childhood home of Pulitzer Prize winner Alex Haley, the Veterans’ Museum in Halls, and the quaint shops at Charlene’s Colony of Shoppes. If you’re after big-city life, Memphis and Jackson are less than an hour away. The communities of Lauderdale County evoke the kind of small-town life that American dreams are made of. We offer safe and friendly communities, affordable housing, reasonable cost of living, and an overall high quality of life. Our workforce is reliable and diverse, with a 2 percent absenteeism rate and a 3.9 percent turnover rate. Lauderdale County is prospering and growing. As you read these pages, you will learn about our growing economic base, high-achieving schools, blossoming arts community, progressive health services, and award-winning parks system. We at the Lauderdale Chamber/Economic & Community Development are ready to help you on your journey through this great county. We hope to welcome you as a new neighbor in a place you’ll love to call home. The Lauderdale Chamber / Economic & Community Development 123 S. S.N. Anthony Insurance, Inc. In 1907, at the age of 43, Sydney Albert Anthony hitched up his buggy and began traveling dirt roads to sell property and casualty insurance to the rural residents of Lauderdale, Crockett and Haywood counties. With no hotels or restaurants in the remote areas of the county, Anthony knew which farmers were likely to offer him a good meal and a bed for the night. If he found no home, he spent the night camping. “He weighed about 107 pounds with his overcoat on. And he wore that overcoat through the month of June,” recalls S. Norfleet Anthony Jr., Anthony’s grandson and current chairman of the company. The salesman grew his business family by family, eventually passing his love for helping farmers find insurance to his son in 1931 and grandson in 1956. The latter two Anthony salesmen have been involved with insurance associations at both state and national levels. What started in a rented one-room office with a roll-top desk is today the largest independent insurance agency in Lauderdale County, with 13 employees. They can still be found in their 1947 office building on South Washington Street in Ripley, with an additional office in Halls. The agents and S.N. Anthony Insurance are independent, which means they can recommend any policy that is best for the company. They can offer policies from 32 different insurance carriers. “This puts us in a position to be extremely competitive,” says Anthony Jr. Today S.N. Anthony Insurance is in its fourth generation and celebrated its 100th anniversary in 2007. They are continuing to provide clients with quality and caring insurance. Contact them at 104 South Washington Street, Ripley, TN 38063, 731-635-9441; or 110 South Church Street, Halls, TN 38040, 731-836-9641.

Solid Rock, Inc. Solid Rock, Inc., was established in March 2006 with the intention of producing the highest-quality stone veneer possible. Its founders, Barry Griffith and Rob Jamison, have been engaged in research and development and small-scale manufacturing of stone product since 1999. Through trial and error and many successes, they have created the most realisticlooking stone available in the manufactured stone veneer industry. One major advantage to their product is that it is resistant to ultraviolet rays, which can fade manufactured stone. The coloring process they use is more expensive to produce, but the product remains reasonably priced. They make their own molds from natural stone to enhance the realistic look. Solid Rock’s goal is to increase production at the Lauderdale County plant to 2 million square feet annually by the end of 2009. They market their product through brick yards and masonry companies that install stone veneer products and plan to expand into specialty items. aith is important to the citizens of Lauderdale County. Churches regularly contribute to

the health, safety and welfare of our citizens, in addition to offering a place for worship and learning. Located at 705 Sumrow Street in Halls, Westside Baptist Church offers worship and mission throughout the Halls community. One way they do that is through Kingsmen, a men’s Bible study and service organization.

Kingsmen builds four or five wheelchair ramps each year for people in the community. Members also mow yards and do other household chores for the widows in their church. The Kingsmen hold a variety fundraisers, including a barbecue booth at the Lauderdale County Fair, to finance their projects. Located at 145 South Main Street in Ripley, First United Methodist Church serves the community in many ways. One

way is through Martha’s Cupboard, a meal ministry organized by about 20 women in the church, funded entirely through donations. These women cook together and take meals once a month to those who have had an illness, surgery, new baby, or have just joined the church. They also provide meals to grieving families after funerals. ducation is important in Lauderdale County, which serves more than 4,600 public school students in eight school buildings and employs more than 350 teachers. All are licensed by the Tennessee

State Department of Education. Thirty-two percent have advanced degrees, and 68 have met the requirements for Career Level II or III in Tennessee’s Master Teacher Career Ladder Program. The schools themselves are modern and feature state-of-the-art computer labs and equipment. The system’s high schools offer both college-preparatory classes and vocational training. Our schools consistently score high in the Tennessee Comprehensive Assessment Program (TCAP), which measures proficiency in mathematics, reading, language, science and social studies. The nine schools of the Lauderdale County School System are: • Halls Elementary School (PreK–6): 731-836-9651 • Halls Junior High School (7–8): 731-836-5579 • Halls High School (9–12): 731-836-9642 • Lauderdale Middle School (6–8): 731-635-1391 • Lauderdale County Optional High School (7–12): 731-635-4856 • Ripley Primary School (PreK–2): 731-635-0691

• Ripley Elementary School (3–5): 731-221-3066 • Ripley High School (9–12): 731-635-2642

Laptop Initiative What can raise test scores and motivate students? A laptop on every desk, according to Lauderdale County School Superintendent Phillip Jackson. Local schools began providing Apple iBooks to sixth graders in 2006, now expanding to all sixth- through eighth-grade students during the 2007–2008 school year. Educators have already seen the benefits of technology in students’ hands. Test scores have risen among children who used the laptops, while also improving classroom behavior. “Our children today are digital children,” says Jackson. “They’re already wired. And we’re changing the way we teach to connect with them.” Laptops in classrooms motivate and engage the children, Jackson says. “You should see them with the computers. They’re engaged and working, they’re quiet and learning.” Even test scores have improved. “The sixth graders at Lauderdale Middle School made tremendous, tremendous gains,” says Elementary Supervisor Harriet Shelby. “TCAP scores were up, as well as Value-Added scores. We feel that had to do with laptops. The students made gains in all academic areas, especially science.”

8 Lauderdale Chamber / Economic & Community Development

School officials have safeguarded Internet use through system filters that restrict inappropriate Web sites. In the future, Jackson would like to see broadband wireless Internet throughout county schools, another innovation that can be used to benefit students, educators and area industries as technology advances in the future.

Pre-K Program Ninety percent of brain development occurs before kindergarten, according to the National Research Council and the Institute of Medicine. Research has found that a quality prekindergarten (pre-K) program can increase academic achievement, educational progress, graduation rates, and future earnings for children. For every $1 invested in a quality pre-K program, economists estimate a return of at least $3. That’s why Tennessee started a statewide initiative to provide voluntary pre-K classes for at-risk children. Lauderdale County has participated in this program since 2005 and now serves 160 4-year-olds in eight pre-K classes. The program has achieved tremendous success, according to school superintendent Phillip Jackson, and uses quality materials and curricula. “We’ve had an excellent response from parents,” says Jackson. “And the kindergarten teachers love it because they’re getting kids who are ready for school.”

UT Martin Ripley Center When Sandra Dennis went back to school for a Bachelor of Nursing degree, she knew there was only one choice for her degree: UT Martin Ripley Center, Lauderdale County’s first institution of higher education. As a registered nurse, Dennis wanted to get a Bachelor of Science in Nursing (BSN) degree for career enhancement, but she needed a degree program close to home that would fit conveniently into her work schedule. She found just that at the Ripley Center, which opened in spring 2006. “The friendly staff, knowledgeable instructors and flexible schedules made it possible to complete a degree in a timely fashion. This program allows nontraditional students to obtain a degree and continue to meet the demands of family and work, says Dennis, who was among the first three students to graduate with a BSN in May 2007. UT Martin Ripley Center offers eight classrooms, including one with 30 flat-screen monitor computers; a distance-learning classroom; and a modern science laboratory with a prep area. It also has a library, resource center, conference rooms, large multipurpose room,

student lounge, bookstore, recreation room and administrative offices. The center offers the BSN, University Studies, and Education (Integrated Studies, K–6). It also provides local high school juniors and seniors an opportunity to earn credit for college courses at the same time they earn high school credit. In fall 2007, nearly 100 high school students were able to earn dual credits, putting them on an early path to academic success. The UT Martin Ripley Center is located at 315 South Washington Street, Ripley. Call 731-221-8778 or visit www.utmartin.edu for more information.

Tennessee Technology Center at Ripley The Tennessee Technology Center at Ripley (TTC-Ripley) provides technical training for students just out of high school as well as advanced training for adults who are already working. Credits earned at Tennessee Technology Center easily transfer to many other institutions within the Tennessee Board of Regents system. The center offers many courses of study, including practical nursing, industrial electronics, commercial truck driving, business systems technology, computer-aided drafting, computer operations technology, patient care technology, and technology foundations. As a partner with the Tennessee Department of Labor/Adult Education Program, TTT-Ripley also provides Adult Education for adults who want to prepare for the General Equivalency Diploma (GED). The center is also the designated testing site in the county for administration of the GED exam. For more information, visit the TTC-Ripley Web site at www.ripley.tec.tn.us.

Pre-K classes focus on social skills like sharing and taking turns, pre-reading, and math skills. Speech, hearing or developmental delays are identified earlier, and the child is given extra help right away, instead of waiting another year. “The payoffs are already showing, Jackson adds. “We’re having fewer students referred to special education at every age because of this program.

Ambulance Authority, E911 Emergency Services in Lauderdale County responds to about 3,000 calls annually for police, fire and ambulance. The county offers four staffed ambulances all with Advanced Life Support skills. In 2007 the Governor’s Highway Safety Office (GHSO) granted Lauderdale County two highway safety grants, funded by the National Highway Traffic Safety Administration and totaling $73,316, to the Halls Police Department and the Lauderdale County Ambulance Authority. “These grants will help keep drunk drivers off our roadways by funding increased DUI enforcement by local police, says Representative Craig Fitzhugh. “They will also provide much-needed funds to train our first responders. “Grants awarded by the GHSO are provided to support the foundation for highway safety, adds Kendell Poole, director of GHSO. “Agencies across the state are better equipped

with this grant funding. We pledge to work with our grantees statewide to save lives.

Fire Departments There are six fire departments in Lauderdale County, staffed primarily with trained and dedicated volunteer fire fighters. The Ripley Fire Department, led by Chief Felix Moore, employs mostly paid career fire fighters and a few volunteers. They respond to about 800 calls each year, including 60 to 80 fires. Many of these calls are to assist the volunteer fire departments in other parts of the county. “We back them up, says Moore. “Most of our calls are medical, and all our fire fighters are First Responders. This means workers are trained in emergency medical care. The Ripley department has five trucks and about 25 fire fighters on three shifts. The brave efforts of the fire fighters in Lauderdale County are an invaluable asset to our community.

Lauderdale County Health Department The Lauderdale County Health Department moved into a new facility on the South 51 Bypass in 2004. It is home to the department’s offices and provides space for all the classes and services the department offers. Residents can take advantage of immunizations for children, women’s family planning, breastfeeding classes, WIC, school examinations, dental services, vaccines for those traveling abroad, and flu shots for the senior population, among many other programs. Services are kept affordable for everyone in the community, being offered on a sliding-fee scale based on income. It also accepts TennCare, the statefunded insurance program. The Lauderdale County Health Department is the first source for health information and services. Contact the Lauderdale County Health Department at 731-635-4661 or 731-6359711 for information about services.

Drug Task Force Lauderdale County is part of the newly created 25th Judicial District Drug Task Force, which includes Tipton, Fayette, Hardeman and McNairy counties. Attorney General Mike Dunavant formed the task force to encourage greater participation by local police forces in drug enforcement efforts. Dunavant says it was better to return to this smaller, more local type of drug task force. Local officials will still share intelligence with the West Tennessee Drug Force. Dunavant appointed John Thompson to direct the 25th Judicial District Drug Task Force. Thompson is a nearly 20-year veteran drug officer with the Lauderdale County Sheriff’s Department.

The famous Lauderdale County Tomato festival is a time when we celebrate our worldclass, tangy, juicy, favorite summer produce. The Tomato Festival is held for two days in early July on the square in downtown Ripley, and has been a tradition sponsored by the Chamber of Commerce since 1983. We celebrate Lauderdale County’s many commercial farmers and backyard gardeners who grow the best tomatoes in the nation. The festival highlight is the Tomato Tasting, attracting hundreds of participants who line up hours in advance to sample the county’s best. Events include tomato contests, food and craft vendors, well-known entertainers, a pistol shoot, a 5K run, a “paint the town red competition, carnival rides, a petting zoo, pony rides, and a crawling contest for babies. Tomatoes are a labor-intensive crop requiring rich soils and hand-tending of each vine. Lauderdale County growers maintain highly productive soils that develop large fruits, which ripen to a flavorful, deep red color, a favorite throughout the eastern United States.

Lauderdale County Fair The newest of our annual events, the Lauderdale County Fair started in 2004 and is held annually during the last week of September at the Dyersburg Army Airbase in Halls. It is sponsored by the Chamber of Commerce and area businesses. The fair begins with a community church service on Wednesday night. Events vary, but Thursday night always features a salute to local heroes: police, sheriff, fire, ambulance and the Tennessee National Guard.

Family Fun Fun

Throughout the week, the fair offers a carnival, food, craft exhibits, and lots of good entertainment. Friday and Saturday night feature popular entertainment, and throughout the weekend there are livestock showings, contests, fireworks and even a wrestling event. Some of the recent entertainment included gospel singing, the Peacemakers (Memphis Policemen), the Steven Whitson band, and Tequila Sunrise (an Eagles tribute show). Good food, games and more for the entire family are included with

one admission price. Senior citizens and kids day is Friday.

Skateboard Park Located in Crihfield Park on East Main Street in Halls, this 100-by-60-foot park offers skateboarders a safe place to practice jumps and tricks on specialty equipment: a pump bump, wedges, basic benches, fun box with rails, and a quarter pipe. The park, which opened in January 2008, was funded partly by a state grant.

Alex Haley Museum A $2 million Alex Haley Interpretive Center, at the Alex Haley Museum in Henning, Tenn., is scheduled to open in June 2008, just in time for the summer tourist season. With more than 7,000 square feet of lighted space, the new center offers an amphitheater where guests will view a short film on the life of Alex Haley. It also offers plenty of space in which the museum can display Haley’s documents and memorabilia from a lifetime of traveling and writing. The Interpretive Center sits behind the childhood home of Alex Haley, which visitors will still be able to view. “We’re excited about the new Interpretive Center,” says Baris Douglas, executive director for the museum. “The house museum has been here since the 1980s, and it shows very well how Alex Haley grew up. Now the new Interpretive Center will have a better collection of his manuscripts and artifacts.” Pulitzer Prize-winning writer Alex Haley’s personal journey to discover his family’s history inspired an entire nation to explore family history and genealogy. Haley’s book Roots, based on the stories told to him by his relatives, is the story of his ancestors’ origins in Africa, their arrival in America, and their lives as slaves. It chronicles the triumph they achieved over what might have been crippling hardships. Haley was born in New York, but his family returned to his mother’s home in Henning when Haley was still an infant. Haley grew up in Henning; it was here that his passion for his

12 Lauderdale Chamber / Economic & Community Development

family’s history originated. “The front porch of this home is, in fact, the birthplace of Roots,” said Haley of the 10-room home in Henning that was constructed by his grandfather, Will E. Palmer, a prominent Henning businessman. There, on the front porch, Haley and his childhood friend, the late Fred Montgomery, who served for many years as an interpreter for the site, listened as relatives told stories of Haley’s ancestors. Roots also became a television miniseries viewed by over 130 million people. In addition to writing about his own family, Haley’s Autobiography of Malcolm X, based on his interviews with the political leader, led to a greater understanding of civil rights and Islam. Haley passed away in 1992 and is buried at the site of his home and museum in Henning. Today the home is a museum dedicated to celebrating Haley’s life and works. It is the first state-owned historic site devoted to an African American in Tennessee. Displayed throughout the home are photographs and memorabilia of the Haley family, including turn-of-the-century furnishings. Haley’s legacy lives on as some 10,000 visitors come to the museum each year. The Interpretive Center will be an even more exciting tourist spot for those interested in history, genealogy, and the famed writing career of Alex Haley. Contact the museum at 731-738-2240 for more information.

Veterans’ Museum Located at Arnold Field at 100 Veterans’ Drive, the Veterans’ Museum is on the site of the Dyersburg Army Airbase at Halls. The base was a training facility for B-17 pilots during World War II. It was the largest combat crew training school built during the early war years

Tourism

and was the only B-17 training base east of the Mississippi River. The museum was built in 1997. The purpose of the museum is to preserve materials and artifacts from WWI to date as a reminder to the older generations, and to educate the younger generations about their heritage. The facility is located on the ramp of the former WWII B-17 Training Facility. While the museum honors our veterans from that era with displays, photographs and history of the base, it also honors all veterans with displays from the different wars and conflicts in which the United States has been involved. The museum is owned and operated by the Dyersburg Army Airbase Memorial Association, Inc., a nonprofit organization founded in 1992. Memorabilia has been donated by many organizations and individuals. The collection of artifacts fills the 8,900-square-foot building. Pictures and documents from the National Archives, materials from WWI through Iraq, diaries, personal and official letters, technical publications, divisional histories, WWII and Korea military vehicles, uniforms, and videos intrigue adults and give the young an opportunity to get a first-hand glimpse of history. Unique exhibits found in the private, nonprofit museum include murals painted by Ernie Berke. Photographs of 72 crews are also displayed. Tim Bivens, who is one of the DAAB incorporators, secured these and many more pictures that reveal base life. The museum contains a meeting room to accommodate conferences of 35 or less. Furthermore, it is home to the Sammie Arnold Lending Library, where the avid reader will find books on a variety of topics. For more information, visit www.dyaab.us.
